Outreach & Development<br />

Department<br />

<strong>Jamiyah</strong> Welfare Services and <strong>Jamiyah</strong><br />

Counselling Centre were established in 1975<br />

and 2005 respectively.<br />

In 2015, they were merged under the<br />

Community Outreach & Development<br />

Department (CODD) to focus on improving the<br />

services for the less privileged.<br />

Counselling<br />

Provides both secular and religious counselling services for a diverse range of clients from<br />

troubled youths to couples with marital issues.<br />

The first agency to be appointed by the Syariah Court in June 2019 to conduct the mandatory<br />

Marriage Counselling Programme for Muslim inmates who are undergoing divorce.<br />

Reaches out to families with<br />

schooling children, providing them<br />

with integrated programmes &<br />

services spanning from preventive,<br />

developmental and remedial areas.<br />

Counselling: From Jan 2005 to Dec 2020,<br />

<strong>Jamiyah</strong> <strong>Singapore</strong> had counselled 6,987<br />

couples referred by Syariah Court. <strong>Jamiyah</strong><br />

<strong>Singapore</strong> has also counselled more than 600<br />

individuals and couples as of Dec 2021.<br />

Outcome: 3,354<br />

couples or 48% have<br />

been reconciled<br />

Enables these families to move towards<br />

stability and self-reliance.<br />

Empowering & Caring for Families (ECF) and Family Excellence Circles (FEC)<br />

Establishes relationship, strategic<br />

partnerships and collaborative alliances<br />

with organizations and individuals to<br />

jointly address the issues that impact<br />

the social mobility of the families and<br />

uplift them in the community.<br />

<strong>Jamiyah</strong> Free Medical &<br />

Legal Clinics<br />

Targets intact families with schooling children. The ECF programme was launched in February 2016 and a<br />

total of 193 families were enrolled in its 6 runs. 70% graduated from the programme and were promoted<br />

to join the FEC.<br />

The Family Excellence Circles (FEC) programme is a continuation of the ECF programme. 75 participants<br />

from the ECF programme had the opportunity to apply what they have learnt in ECF. 44% gained<br />

employment, knowledge on resources and social support from neighbours, family and friends.<br />
