EVER WANTED to have free<br />
coffee with a cop? The area<br />
managed by the Lyttelton Police<br />
Station may soon have that<br />
opportunity.<br />
It comes as part of Sergeant<br />
Anna Partridge’s hopes to break<br />
down barriers and make police<br />
more accessible to the community.<br />
“We’d just say we’re going<br />
to be at this coffee shop at this<br />
time . . . it’s just a general, lowkey<br />
chat with the local police<br />
that you can talk to about issues<br />
or just want to come and meet<br />
us,” she told <strong>Bay</strong> <strong>Harbour</strong> News.<br />
Police would pay for the coffees.<br />
Partridge is the first female<br />
supervisor of the Lyttelton Police<br />
Station, which covers around the<br />
bays, from Port Levy to Sumner,<br />
and Ferrymead.<br />
In the job since mid-March,<br />
Partridge said she enjoyed the<br />
mix of both rural policing in<br />
the bays and metro policing in<br />
her area.<br />
“It’s quite cool because the<br />
individual little communities<br />
have their own communities,”<br />
she said.<br />

Wastewater Options Hearings<br />
Panel to adopt option 1 – to<br />
spray and drip irrigate treated<br />
wastewater on the Akaroa Golf<br />
Course.<br />
Panel chair councillor Mike<br />
Davidson said most submitters<br />
who gave feedback during public<br />
consultation in May supported<br />
this option, which was also the<br />
staff-preferred option.<br />
“It’s taken about 12 years<br />
to get to the point where a<br />
recommendation can be made<br />
with the support of all the main<br />
parties – Ngāi Tahu and Ōnuku<br />
Rūnanga, the Akaroa Golf Club,<br />
and the council,” he said.<br />
The decision supports other<br />
work done by the city council<br />
to stop discharging treated<br />
wastewater into Whakaraupō-<br />
Lyttelton <strong>Harbour</strong> and Akaroa<br />
<strong>Harbour</strong>, Davidson said.<br />

Orana park new home for devils<br />
FIVE YOUNG Tasmanian devils<br />
have taken up residence at Orana<br />
Wildlife Park.<br />
The arrival last week of Pendlebury,<br />
Chester Campbell, Steele,<br />
Fox and John brings the number of<br />
Tasmanian devils at the park to nine,<br />
meaning Christchurch has one of the<br />
largest holdings of devils outside of<br />
Australia.<br />
The five young males were transferred<br />
to Christchurch as part of the<br />
Save the Tasmanian Devil (STDP)<br />
ambassador programme.<br />
Orana has New Zealand’s largest<br />
Tasmanian devil habitat.<br />
“We are thrilled to welcome the<br />
five new boys to Orana,’’ said the<br />
park’s exotic species manager Rachael<br />
Mason.<br />
“Chester Campbell is the feistiest<br />
of the new arrivals and Fox doesn’t<br />
lag far behind in that regard. Steele<br />
and Pendleberry are rather mellow<br />
treasures from the past<br />
and John is the smallest and is quite<br />
calm and quiet but has beautiful<br />
long whiskers.<br />
“It is an absolute privilege for Orana<br />
to be involved in the ambassador<br />
programme and raise awareness<br />
on the plight of these magnificent<br />
marsupials,” Mason said.<br />
Devils are classified as endangered<br />
mainly due to a rare contagious<br />
cancer. The main aim of the STDP is<br />
to ensure the survival of the species.<br />

site’s main access road, Godley<br />
Quay, and a waterfront upgrade<br />
incorporating cultural elements.<br />
Improvement works have been<br />
under way at Naval Point since<br />
a development plan for the area<br />
was signed off in November<br />
2020. Work done to date includes<br />
the sealing a large section of<br />
the car park, rock revetment<br />
improvement and upgrading of<br />
utilities.<br />

Material for the project,<br />
including reused wharf timbers,<br />
have been donated by the<br />
Lyttelton Port Company to be<br />
used by carvers on port land at<br />
Naval Point.<br />
A number of found and<br />
donated items significant to the<br />
site have also been identified<br />
and will be part of wider<br />
interpretation works linking<br />
the cultural and heritage<br />
setting of Naval Point with the<br />
harbour.<br />
The improvements to Godley<br />
Quay will see a full upgrade of<br />
the road, including resurfacing,<br />
better lighting and utilities,<br />
and construction of a shared<br />
pedestrian and bicycle path on<br />
the western side of the road.<br />
This is planned to be completed<br />
before the SailGP event.<br />
“This project will align<br />
with other recent pedestrian<br />
improvements in the area,<br />
including the upgrade at Godley<br />
Quay and Voelas Rd which<br />
links to Te Ana Marina, and the<br />
connection from Te Ana Marina<br />
into the Lyttelton township.”<br />
No stopping restrictions are<br />
proposed for Godley Quay, to<br />
take effect when signs and road<br />
markings are in place following<br />

Sergeant a role model for other women<br />

She regularly met with various<br />
groups to see what she and her<br />
team could do to help.<br />
One of the most important<br />
parts of the job was to build<br />
relationships, she said.<br />
Partridge frequently stood<br />
outside Lyttelton Primary School<br />
while the pupils were walking in<br />
and encouraged her team to do<br />
the same.<br />
“Just saying hi, just building<br />
those partnerships and<br />
networking, letting them know<br />
who I am and that I’m here to<br />
help.”<br />
Residents might also see the<br />
police at the farmers’ market on<br />
the weekends they are working.<br />
Aside from the coffee with<br />
a cop, Partridge also hoped to<br />
encourage accessibility by stationing<br />
the mobile police bus in<br />
the Ferrymead Countdown and<br />
Mitre 10 car park and to include<br />
the community patrol as well.<br />
Residents would be able to<br />
talk about how to keep their<br />
belongings and person safe, and<br />
to break down the barriers of<br />
communication.<br />
“We’re just normal people, we<br />
just put on the blue uniform for<br />
eight or nine hours a day,” she<br />
said.<br />
During Partridge’s <strong>14</strong> years<br />
in the police, she worked in<br />
negotiations for five – as part of<br />
the Behavioural Analysis Unit<br />
– which involved her attending<br />
armed offenders jobs, high-risk<br />
warrants and possible self-harm<br />
incidents.<br />
She was also one of the<br />
founding members of the<br />
Phillipstown Neighbourhood<br />
Policing Team, which is still<br />
running now.<br />
During that time, she had<br />
three daughters; aged four, six<br />
and eight.<br />
“Once I came back from<br />
having my third, I was like ‘oh<br />
what do I do,’ because I only<br />
worked 20 hours a week and I<br />
wanted to be a role model for<br />
other women in the police to<br />
show that you can be part-time,<br />
have a family and progress your<br />
career,” she said.<br />
“There’s not a lot of that<br />
around.”<br />
All of her experiences, both<br />
professionally and as a mother,<br />
helped to make her a better and<br />
more well-rounded person.<br />
A particular issue Partridge<br />
had made a move on was the<br />
noisy exhausts of boy racers in<br />
the area.<br />
“Going up the hill and going<br />
around the bays, the noisy<br />
exhaust echoes,” she said.<br />
“In town, the noisy exhaust<br />
and boy racers gets absorbed in<br />
all of the metro sounds, whereas<br />
here, after seven o’clock at night,<br />
it’s pretty quiet . . . so as soon<br />
as one car goes up the hill with<br />
noisy exhaust, everyone can hear<br />
it.”<br />
A couple of weekends ago, Partridge<br />
and six constables worked<br />
to target the problem.<br />

out 12 green stickers, which took<br />
those cars off the road until they<br />
could get their exhausts modified<br />
and certified.<br />
They also gave out 67 infringement<br />
notices for things such as<br />
speed, drivers licence breaches<br />
and rolling through stop signs.<br />
Word also got out that police<br />
were around, Partridge said, and<br />
it was important to portray that.<br />
However, they were not a 24-<br />
hour station and although they<br />
tried to attend as many front-line<br />
and community jobs as they<br />
could, they did not do night<br />
shifts.<br />
“Some people are probably<br />
aware of that so probably come<br />
out here and make the most of<br />
that,” she said.<br />
As the chair of the Women’s<br />
Advisory Network for<br />
Canterbury police, Partridge<br />
said the job was an exciting<br />
opportunity to pave the way for<br />
other women.<br />
“It’s quite cool to show other<br />
women you can do this, you can<br />
make your own way and make it<br />
happen.”<br />

SOME important relics of<br />
Akaroa’s whaling days are being<br />
returned to a prime spot on the<br />
township’s waterfront.<br />
Three whaling try pots that<br />
date back to the early 1800s<br />
are about to be reinstated on<br />
Beach Rd after being carefully<br />
restored.<br />
The pots have been a<br />
distinctive feature of Akaroa’s<br />
waterfront for decades and<br />
countless children have<br />
clambered in and out of them<br />
over the years.<br />
However, years of exposure to<br />
the corrosive sea environment<br />
left them rusted and pitted.<br />
In 2020, contractors working<br />
for the city council carefully<br />
prised the pots off their brickwork<br />
plinth and removed them<br />
so they could be restored.<br />
The restoration work to protect<br />
the pots and ensure their<br />
longevity is now finished and the<br />
pots are ready to be reinstated<br />
on Beach Rd, between Church St<br />
and Rue Jolie.<br />
The pots will be reinstated<br />
early this month, weather<br />
permitting.<br />

by sailors sitting on ship decks,<br />
or in whaling stations dotted<br />
on the foreshore around New<br />
Zealand from the 1830s, to boil<br />
down whale blubber for use in<br />

The pots were usually organised<br />
in a “nest’’, with a fire lit<br />
underneath.<br />
The shore-whaling era on<br />
Banks Peninsula ended about<br />
1850.<br />
All three of the pots in Akaroa<br />

“As climate change<br />
progresses, it will<br />
become a no-brainer<br />
to recycle and reuse<br />
treated wastewater<br />

demand on drinking<br />
water,” he said.<br />
“It’s an additional<br />
water resource we can<br />
use, rather than using<br />
drinking water for<br />
non-drinking purposes.”<br />
The project team will now<br />
complete more detailed<br />
design work in preparation for<br />
submitting a resource consent<br />
application.<br />
The resource consent process<br />
includes an assessment of<br />
environmental effects,<br />
including effects on neighbours.<br />
The city council has budgeted<br />
$<strong>14</strong>.4 million for the Duvauchelle<br />
project.<br />
A similar $74-million project<br />
is under way to use treated<br />
wastewater from Akaroa to<br />
irrigate new plantings of native<br />
trees.<br />
The resource consent<br />
application for the Akaroa<br />
project is being prepared for<br />
submission.<br />

Paste ups a platform for pop culture<br />

ARTISTS ARE finding new<br />
ways to express themselves,<br />
increasingly taking to the streets<br />
with rolls of paper and buckets<br />
of glue.<br />
“Paste up” art is fast gaining<br />
popularity as Ewoks,<br />
stormtroopers and even<br />
David Bowie pop up on the<br />
walls of derelict buildings in<br />
Christchurch. The city is well<br />
known for its street art scene, but<br />
it’s normally the big murals that<br />
get the attention.<br />
However, a growing number<br />
of artists are keeping busy<br />
creating smaller, and often more<br />
thoughtful and intricate paste<br />
up art works.<br />
Mark Catley uses his love of<br />
pop culture to inspire his art.<br />
“I love all the street art out<br />
there, but a lot of it, it’s not for<br />
me. So I just thought, what do I<br />
want to see on the wall? And I<br />
thought, well, how about a lifesize<br />
stormtrooper.”<br />
He says paste ups are one of<br />
urban art’s most enduring forms,<br />
offering social commentary in<br />
the form of analogue memes,<br />
giant toys or collaged surrealism.<br />
A central city bollard has been<br />
transformed into an installation<br />
platform for paste up art, thanks<br />
to support from Phantom Billstickers<br />
and the city council’s<br />
Enliven Places Project Fund.<br />
Catley is among the artists<br />
invited to exhibit and wants suggestions<br />
from the public about<br />
what they’d like to see.<br />

IN 1849, Her Majesty’s Paddle<br />
Steamer Acheron, with Captain<br />
John Lort Stokes at the helm,<br />
was the first steam-powered ship<br />
to make port in Whakaraupō<br />
Lyttelton <strong>Harbour</strong>.<br />
A barque rigged, paddle wheel<br />
sloop with a 170-horsepower engine,<br />
displacing 722 tons, she was<br />
launched at Sheerness, Kent UK,<br />
in 1838. At 150ft (46m) long with<br />
a 33ft (10m) beam, the Acheron<br />
carried five guns and a crew of<br />
100, including 13 marines and<br />
13 firemen. Originally built to<br />
run the mail from Marseilles<br />
and Malta, she was put to service<br />
for the British Admiralty as a<br />
surveying ship and dispatched<br />
to the Crown’s New Zealand<br />
colony to chart the coastline and<br />
harbours of its new South Island<br />
acquisitions, arriving at Auckland<br />
in November 1848.<br />
Captain Stokes had previously<br />
served as a Lieutenant on HMS<br />
Beagle during its three historic<br />
voyages, including the second<br />
voyage with the young Charles<br />
Darwin, and the third voyage<br />
as surveyor of the western and<br />
northern Australian coastlines<br />
from 1837-43, during which<br />
Stokes was promoted to Captain.<br />
Trained in the most modern<br />
techniques of hydrographic<br />
Ferrymead<br />
survey, Stokes refined the measurement<br />
of longitude and helped<br />
set a new standard for mapping<br />
accuracy. His subsequent mission<br />
to New Zealand waters,<br />
with a complement of surveyors,<br />
draughtsmen and geological<br />
and biological scientists, would<br />
significantly add to the scientific<br />
knowledge of the colony’s South<br />
Island, as well as update its old<br />
maritime charts that were still<br />
largely based on Cook’s surveys.<br />

I’m standing for Mayor because I truly<br />
believe in the potential of Christchurch - but<br />
we need experienced, transparent and<br />
collaborative leadership to make it a reality.<br />
We need to move beyond petty, partisan,<br />
politics, for the good of our city.<br />
The top issue that I’m hearing and seeing is<br />
a lack of trust and confidence in the Council<br />
itself. In a recent poll, only 42% of 7,038<br />
residents were satisfied with the Council’s<br />
performance; the lowest satisfaction level in<br />
15 years. This needs to be addressed, as a<br />
matter of urgency - and it requires open,<br />
transparent and experienced leadership to<br />
do so.<br />
I was the CEO of the Canterbury District<br />
Health Board (CDHB) from 2009 to 2020,<br />
directly responsible for 12,000 direct<br />
employees and working in partnership<br />
with a further 9,000 health professionals in<br />
the community. Now is the time to use my<br />
experience, and collaborative approach to<br />
working with residents, to make our place<br />
New Zealand’s most attractive and vibrant<br />
city.<br />
Collaboration is key for me – not just<br />
listening to and engaging with our people,<br />
but also ensuring Council works actively<br />
with the arts community, with business, with<br />
tangata whenua, with our rangatahi (young<br />
people), with universities and social<br />
enterprises.<br />
We have a range of ‘big picture’ issues that<br />
we need to grapple with as a city - climate<br />
change, housing challenges, transport and<br />
connectedness, to name a few – together<br />
we can do so much more.<br />
I look forward to working with you as Mayor<br />
to become a truly 21st Century city where<br />

My position on social and cultural matters<br />
has been clearly expressed in my public<br />

demonstrated since the City Council daily<br />
tried unsuccessfully to have me arrested<br />

Conservation Trust. In 2009, when the Tui<br />
Project was undertaken, I sponsored 5 of<br />
the Tuis getting the schools to name and<br />

On clean-up Christchurch days, I would take<br />
some of my staff to Cass and Corsair <strong>Bay</strong>s<br />
to collect and dispose of rubbish from<br />
around the beaches.<br />
I bring a lot of experience to the role and<br />

It is such an honour to represent the<br />
community over the last six years as the<br />
community board representative and the<br />
last three as chair person.<br />
Banks Peninsula has such diverse<br />
communities full of incredibly passionate<br />
people. We all love the peninsula for a<br />
wide variety of reasons, our access to the<br />
water, natural flora and fauna, the people<br />
that help make up our tight knit<br />
communities, and the lifestyle we choose<br />
to live. Whatever the reason, we are<br />
different and we are special. That is why I<br />
am wanting to become Councilor for<br />
Banks Peninsula.<br />
I want to see council put their<br />
environmental impact on the top of the list,<br />
when looking at any project or priority, just<br />
like they do with financial cost and<br />
community benefits. Community resilience<br />
is important, because with these ever<br />
increasing weather events/extremes we<br />
need to be able to thrive in our<br />
communities, not just survive.<br />
Spending in council needs to be smart.<br />
We needs our roads, water infrastructure<br />
and green space to be maintained, but we<br />
can not over burden the community with<br />
high rates rises to do so.<br />
Tourism does have an effect on our<br />
community, that is why the Destination<br />
Management Plan needs to be delivered,<br />
so we can get the benefits and manage<br />
the negative impacts.<br />
I have a great understanding of the issues<br />
the peninsula is facing and I can work with<br />
anyone around the table for the best<br />
outcome for Bank Peninsula and the city.<br />

Kia ora koutou.<br />
I have a long-term interest in sustainability and<br />
a great love of Lyttelton Ōhinehou and its<br />
environs, having lived here for 32 years. Over<br />
this time, I have had various community roles<br />
including Trustee and Chair of Lyttelton West<br />
School Board, President of Lyttelton Plunket,<br />
President of Lyttelton Tennis Club and member<br />
of the Whakaraupō/Lyttelton Mt Herbert<br />
Coastal Panel. I have also volunteered at the<br />
Information Centre, currently deliver meals for<br />
Lyttelton Community House and am involved<br />
with Predator Free Lyttelton.<br />
I work part-time as a Lecturer at the University<br />
of Canterbury in the School of Earth and<br />
Environment. I previously worked as a town<br />
planner for over 20 years for various councils<br />
and as a consultant. Consequently, I have very<br />
good knowledge of Council processes and the<br />
Resource Management Act. I am also a<br />
cycling advocate and supporter of sustainable<br />
transport, which was the subject of my PhD.<br />
The most important issue for Council to<br />
address is the effect of climate change on our<br />
communities and infrastructure. In addition,<br />
issues such as the completion of the Naval<br />
Point development, the redevelopment of<br />
Lyttelton and the completion of Akaroa’s new<br />
wastewater disposal system are important.<br />
I’m running for the Community Board because<br />
I care about my community and the<br />
environment; I’m interested in the issues the<br />
Board has to consider; and I think I have the<br />
necessary knowledge and experience to do a<br />
great job.<br />

I love Lyttelton and I’ve really enjoyed my<br />
first term on the Community Board.<br />
We’ve worked to get the Naval Point<br />
development started, supported local<br />
community groups, improved our bus<br />
services and increased safety around<br />
Lyttelton.<br />
That said, there is still more to do.<br />
My background involves producing<br />
children’s TV shows like What Now,<br />
Fanimals and Brain Busters. I work with<br />
children and animals every day and I love it.<br />
My television industry experience has given<br />
me skills to organise and collaborate with a<br />
diverse mix of people.<br />
I know from talking with other Lyttelton<br />
and <strong>Harbour</strong> residents that repairs to our<br />
roads and water infrastructure, protecting<br />
our local pool and library hours and acting<br />
now to address the challenges of climate<br />
change, are the most important issues in<br />
our community.<br />
We need to work collaboratively, with strong<br />
representation on our Community Board<br />
to address our current challenges and be<br />
prepared for the future together.<br />

I have lived in Rapaki for much of my life,<br />
with my whānau living exclusively in this<br />
area for several generations.<br />
Te Pātaka-o-Rākaihautū/Banks Peninsula is<br />
very much a part of my DNA – it is where we<br />
gather our kai, welcome our manuhiri, raise<br />
our children, and bury our loved ones.<br />
Over the years, our home - and its’ people -<br />
have witnessed significant change,<br />

I’m four generations into my family’s<br />
commitment to Banks Peninsula, which<br />
makes us relative newcomers by local<br />
standards. I have worked hard on our<br />
Community Board over two terms to value<br />
our environment, strengthen our partnership<br />
with hapū, honour our heritage, and fight for<br />
core infrastructure and services.<br />
I will continue to support the things that help<br />
us build prosperous communities and<br />
prepare us for the challenges of climate<br />
change. The journey to being New<br />
Zealand’s first zerocarbon city is one we<br />
need to be on, and Banks Peninsula is<br />
home to many special people who are<br />
leading the way. Every day they are working<br />
towards the restoration of native forest,<br />
increasing biodiversity, and working to<br />
protect our harbours and waterways, and<br />
we must resource them to keep on doing<br />
that.<br />
After a decade working as an analyst in<br />
London’s financial district, I gained a<br />
master’s degree in social work, supporting<br />
our most vulnerable young people and their<br />
families.<br />
These experiences have taught me to<br />
deliver under pressure in tough situations<br />
and build rewarding relationships with<br />
people from all walks of life, which will serve<br />
me well on our Council. I am married with<br />
two teenage children, and they’re pretty<br />
decent taskmasters so hopefully I’m in good<br />
shape.<br />
There is so much knowledge in our Banks<br />
Peninsula communities. I pledge to listen to<br />
and learn from you to protect our<br />
and special character and give it everything<br />
fighting for what our Peninsula needs and<br />

I’m running because of concerns about our<br />
deteriorating environment. I want to see a<br />
council that will work hard to address this.<br />
We are seeing more large floods and<br />
droughts as climate change continues, and<br />
we must deal with these and also cutting our<br />
carbon emissions. Our water quality is<br />
dropping, our productive soils are<br />
disappearing, as is much of our biodiversity,<br />
and research indicates that many<br />
Christchurch residents die prematurely<br />
because of air pollution. We need to set a<br />
clear path to turn this around.<br />
Our public transport system is an important<br />
part of cutting our carbon emissions and<br />
needs collaboration between a number of<br />
organisations to get more people using it on<br />
a daily basis. Our regional policies need to<br />
have measures that will protect our climate<br />
and soils, and lower the nitrates and<br />
sediment in our water.<br />
My background: I’ve worked in conservation<br />
and on farms in very practical, on-theground<br />
jobs. I completed a PhD at Lincoln<br />
University and have worked as a research<br />
scientist. I run a small research business<br />
and also work in community development in<br />
Addington. I led the setup of the Halswell<br />
Community Project and now chair their<br />
committee. I’ve helped campaign for active<br />
transport in our city, volunteered in a range<br />
of environmental groups and learned the<br />
benefits of teamwork for achieving<br />
outcomes.<br />

I’m a geologist with a Masters in Water<br />

fare for all 18 year olds and tertiary students;<br />
extended free-period on the bus for Gold Card<br />
holders; and increased contestable funding for<br />
community-led environmental projects.<br />
Why should you vote for me?<br />
If re-elected, I will continue to focus on climate<br />
change and loss of our natural environment:<br />
- Our rivers and aquifers need urgent<br />
attention. Sediment and heavy metals are<br />
polluting our urban rivers and harbours.<br />
Agricultural inputs are causing algal blooms<br />
and poor quality drinking water. I will push<br />
for tighter regulation, more education and<br />
innovation, monitoring and enforcement.<br />
- Let’s protect, enhance and connect the green<br />
spaces through the city to the hills and the<br />
Peninsula to provide for wildlife and wellbeing. I<br />
will advocate for greater collaboration with<br />
environmental organisations with a proven track<br />
record in delivering biodiversity improvements<br />
with the community and landowners.<br />
- More frequent, reliable and better connected<br />
public transport for communities as well as<br />
commuters is essential if we are to reduce our<br />
car dependence. I will work constructively to<br />
speed up delivery and increase central<br />
government investment.<br />

The general public is to be advised that a New<br />
Zealand Army Exercise will be conducted in<br />
the Lyttleton <strong>Harbour</strong> and Sumner area over<br />
the period of 19-30 <strong>September</strong> <strong>2022</strong>.<br />
The exercise will involve up to 35 personnel<br />
of 2 Engineer Regiment from Burnham<br />
