I’vebeenincrediblydisappointedby<br />

thelackofinformation coming from those<br />

responsible forWaimakariri's after­hours<br />

healthfacility.<br />

After tryingand failing forsometimeto<br />

getstraightanswersout of TeWhatu Ora<br />

Health NZ,Iended up having to lodge<br />

written parliamentary questions inorder<br />

to get the answers fromthe Health<br />

Minister. Hisresponses revealedthe<br />

resource consentisnot even inplace yet,<br />

despite assurances to thecontraryearlier<br />

this year.<br />

The responses alsorevealedthe<br />

buildingconsentwon’t belodged until<br />

March nextyear, meaningconstruction<br />

will start,atbest, around June 2023.<br />

After beingpromised this healthcare<br />

facility would begin construction thisyear<br />

Isharethe community’s frustration at this<br />

newlyannounced timeframe andIhave<br />

written to Te Whatu Ora Health NZand<br />

theHealth Minister urging them to<br />

expedite this project without further<br />

delay, and helpease thepressureon<br />

Christchurch'sEmergency Department.<br />

As local MP Iattendedameeting at the<br />

Woodend Community Centre to support<br />

residentsfollowing the recent Pegasus<br />

fire.<br />

Morethan130 residentswere<br />

evacuated as aprecaution butthanks to<br />

thehardworkofemergency services and<br />

theWaimakariri District Council's civil<br />

defence team,fortunatelyeveryone and<br />

their propertieswerekept safe.<br />

Thankyou to all those who helped coordinate<br />

efforts to make sure<br />

communicationlines werekeptopenand<br />

theevacuationcentre manned,and<br />

stocked, for those whohadtoleave their<br />

homes at short notice.<br />

Finally, it’s that time of year whenI<br />

enjoycelebratingthe success of ourlocal<br />

schools by attending prize­giving<br />

ceremonies to mark theendoftheschool<br />

year.<br />

greatoccasion.<br />

My experience ofOxfordAreaSchool is<br />

oneofstudent leadership.<br />

Ihavebeen fortunate enough to work<br />

alongsidetwoOxfordstudents whowere<br />

myWaimakariri Youth Membersof<br />

Parliament —EllieTizzardin2019and<br />

Hillary Cooperthis year. Both Ellie and<br />

Hillary were exemplar youth leaders who<br />

representedOxford AreaSchool and the<br />

wider Waimakaririelectorate well on the<br />

national stage in Parliament.<br />

It wasalso arealprivilege to attendand<br />

speakatthe schools 150 Years Jubilee<br />

recently,with past pupils Nessie Horgan<br />

andRay Mehrtens, both95­years­old.<br />

SH1 road works delayed<br />

The prospect of rain has delayed<br />

plans for resealing work to be<br />

conducted on SH1 in <strong>North</strong><br />

<strong>Canterbury</strong>, betweenthe Cam River<br />

bridge and the SH71 (LinesideRoad)<br />

overbridge, by aweek.<br />

Waka Kotahi NZ Transport Agency<br />

announced last week it planned to<br />

reseal with chip,toboost safety and<br />

resilienceonthe 2.4km section of<br />

highway.<br />

Work was originally scheduled to<br />

get under way this Saturday, but it has<br />

nowbeen pushed out to Saturday,<br />

<strong>November</strong>26.<br />

Over the weekendof<strong>November</strong><br />

26/27, there will be adetour for both<br />

north and southbound trafficvia<br />

Williams and SmithStreets. The<br />

<strong>North</strong>bound lane will be closed from<br />

6am­10am on Saturday to allow for<br />

sealingunder SH71overbridge, while<br />

the Southbound lane will be closed<br />

from6am on Saturday to 7pm on<br />

Sunday.<br />

Outside these hours there may be<br />

Stop/Go trafficmanagement and<br />

temporaryspeed restrictions.<br />

Last week was the first regular council<br />

meeting of the new term and where we<br />

discussedthe chlorination of our district<br />

water supplies.<br />

Taumata Arowai took over<br />

responsibility for regulating drinking<br />

water from the MinistryofHealth in<br />

<strong>November</strong> 2021, via the Water Services<br />

Act.<br />

The Act requires all registeredwater<br />

supplies to introducearesidual<br />

disinfectant,such as chlorine, unless<br />

awarded an exemption.<br />

The chlorine requirement cameinto<br />

effect on <strong>November</strong> 15.<br />

Waimakariri DistrictCouncil has<br />

submittedsix applications to Taumata<br />

Arowai, seekingexemptions from<br />

having to use chlorine in urbanwater<br />

supplies of Rangiora, Kaiapoi,<br />

Woodend­Pegasus, Oxford, Cust and<br />

Waikuku Beach.<br />

Thereport to council followed this<br />

meetingand details the options council<br />

has to continueoperating urban water<br />

supplies either chlorinated or<br />

unchlorinated.<br />

These options take account of a<br />

programmeofwork to be done to meet<br />

new compliance standards,until<br />

exemptionsassessments are<br />

considered.<br />

The councillors and Iwelcome the<br />

‘‘pragmatic approach’’ Taumata Arowai<br />

are takingregardingenforcement of<br />

mandatory chlorination.<br />

Overthe coming weeks councilstaff<br />

will work with Taumata Arowai to agree<br />

atimetable for the assessment of our<br />

chlorineexemption applications.<br />

We expect thefirst decision in the<br />

coming months.<br />

Councilhas decided to continue to<br />

operateour unchlorinatedsupplies as<br />

we bring forwardwork alreadyplanned,<br />

such as UV disinfection,arigorous<br />

testing regime, and retain the option of<br />

emergency chlorination at short notice<br />

if required.This is an importanttool in<br />

allowing us to operate non­chlorinated<br />

schemes over thelong term. Councilhas<br />

invested over$100m in water<br />

infrastructureand has budgeted for 30<br />

years ahead of planned upgrades.<br />

Because of this, waterinWaimakariri is<br />

of avery high standard.<br />

Community engagement<br />

Hurunui College youngsters are engaging<br />

with their community.<br />

Aprogramme focusedonlife skills is<br />

keeping their College studentsproactive in<br />

the community.<br />

Funded by the Ministry of Education,<br />

the programme Kia Pakari, meaning<br />

‘strong and sturdy’,involvesagroup of<br />

Year 9and 10 students engagingin<br />

physical activity, well being development,<br />

and creating strong communicationskills,<br />

with an overall goal to raise achievement<br />

and engagement.<br />

Studentsare also encouraged to suggest<br />

community­based projects,their most<br />

recentbeing abeach clean up at<br />

Ashworths, Amberley and Leithfield<br />

Beaches.<br />

Course leader Lee Copplestone says the<br />

projects are about character building and<br />

learningtobecome good membersof<br />

society.<br />

‘‘It was great to have them do aproject<br />

focused on the impact our actions can have<br />

on the environment,’’ he says.<br />

Connector Chris King was nearby with a<br />

trailer for the rubbish collectedand to<br />

lend ahand.<br />

‘‘Itisalways good to see local young<br />

people coming up with great ideas and<br />
