Dan’s dilemma as<br />

Dan Vann faces a dilemma this<br />

weekend.<br />

He is three wickets away from<br />

reaching a milestone of 500 for<br />

the club. But his team needs to<br />

bat the majority of Saturday’s<br />

match against Lancaster Park<br />

to avoid relegation to division 1<br />

next season.<br />

That means he may not get<br />

much chance to bowl in the<br />

last game of the season, and<br />

to complicate matters, the<br />

39-year-old may not return<br />

next season. He is thinking of<br />

playing less cricket next season,<br />

and filling in for the club’s top<br />

side when needed.<br />

The humble club man – who<br />

is more than just a bowler –<br />

says Saturday’s focus is on the<br />

team’s result, not him. Vann is<br />

also the team’s player-coach,<br />

vice-captain, the club captain,<br />

and in charge of the side’s gear.<br />

“If we can win or draw this<br />

week, we don’t get relegated,”<br />

Vann said.<br />

A DOLPHIN expert said hectors<br />

dolphins that delayed the Sail GP<br />

racing were probably still on or<br />

near the racecourse when racing<br />

went ahead.<br />

Sail GP organisers reported<br />

racing on Whakaraupō Lyttelton<br />

<strong>Harbour</strong> on Saturday was delayed<br />

by 40 minutes after a dolphin was<br />

sighted on the racecourse – but<br />

there was more than one, a fact<br />

New Zealand team driver Peter<br />

Burling later acknowledged.<br />

“We were fortunate they<br />

decided to shift off and let us get<br />

three races in,” he said.<br />

Piece of history lost with<br />

theft of tennis club gate<br />

All JilliAN Frater wants is<br />

to see her 100-year-old tennis<br />

club’s gate returned.<br />

The Lyttelton Tennis Club<br />

committee member discovered<br />

the wrought iron gate had been<br />

stolen two weeks ago, when she<br />

visited the club.<br />

“It’s a shame,’’ Frater said.<br />

“It (the gate) has been there<br />

for decades and now someone’s<br />

taken it away.”<br />

Hidden from the street, the<br />

thief would have had to peer<br />

through trees and over bushes<br />

to even be able to see the gate,<br />

she said.<br />

Frater, who has lived in Lyttelton<br />

for more than 30 years,<br />

estimates the club itself – gate<br />

and all – has been around since<br />

about 1919. It was previously<br />

known as Te Whaka Tennis<br />

Club.<br />

Local resident Jane McBride<br />

said the thief had stolen something<br />

from everyone.<br />

“A very special feeling of<br />

history is now lost to everyone<br />

else because someone decided to<br />

steal away this part of our past,’’<br />

McBride said.<br />

Frater reported the theft to the<br />

city council on <strong>March</strong> 13. She<br />

also reported it to the police.<br />

City council community parks<br />

manager Al Hardy said the gate<br />

was the council’s responsibility.<br />

“We are in the process of<br />

getting it replaced,’’ Hardy said.<br />

Frater has contacted companies<br />

in Christchurch that might<br />

have been sold the gate. She has<br />

asked them to keep an eye out.<br />

“Apparently they’re stolen all<br />

the time,’’ she said.<br />

organisations, renewing the<br />

o Ngāi Tahu and Lyttelton Port<br />

Company started Whaka-Ora<br />

to support the health of the<br />

harbour. Since then, the group has<br />

achieved milestones including the<br />

Kaimahi for Nature programme<br />

operating at Living Springs<br />

and Rāpaki, which has seen 15<br />

kilometres of fences maintained,<br />

11 kilometres of tracks created,<br />

more than 35,000 plants put in<br />

the ground and more than 3000<br />

predators removed.<br />

Design a nod to hotel’s early days<br />

what will replace the landmark<br />

pink Ali Barber’s building in<br />

Sumner.<br />

Brooksfield Townhouses is<br />

developing the site and the images<br />

(right) reveal the new Marriner<br />

St building will be typical of the<br />

company’s design style, reflecting<br />

heritage and character.<br />

The existing building was<br />

originally Geo Vincent’s Hotel,<br />

which dated back to the late 1800s<br />

and was a place where travellers<br />

from Christchurch used to stay.<br />

Vincents went on to became a<br />

boarding house, Sunleigh Flats,<br />

then a children’s home for a short<br />

time, before being turned into<br />

flats again.<br />

Vann aims to end season on a high note<br />

to the tidy efforts by Nawid<br />

season, Sumner are 8/1 in their<br />

second innings against Lancaster<br />

Park, after they were bowled<br />

out for 168. Lancaster Park only<br />

managed 108 runs, and face a<br />

season in division 1 if they are<br />

unable to chase Sumner’s total.<br />

If Vann can reach the 500<br />

wicket milestone on Saturday he<br />

will be finishing a memorable<br />

season on a high note. He<br />

brought up 400 appearances<br />

for the club in October, and<br />

has played for Sumner’s<br />

championship and senior A sides<br />

since making his debut in 2002.<br />

He is also the club’s highestever<br />

wicket taker.<br />

his cricket coaching business<br />

and teaching physical education<br />

part-time at Chisnallwood<br />

Intermediate has become too<br />

much to balance next season.<br />

The life member first started<br />

playing for Sumner as a 17-yearold<br />

student at Linwood College<br />

(now Te Aratai College), and <strong>22</strong><br />

years later, is a prominent name<br />

in club records.<br />

As well as leading wicket taker,<br />

Vann has also made the secondmost<br />

appearances for Sumner<br />

after Ray Steele’s 428.<br />

He has taken five wickets and<br />

scored a century on the same day<br />

for Sumner, and has career-best<br />

figures of 6/6.<br />

“I started off quite low down<br />

the batting order and not<br />

bowling heaps when I first<br />

started, and it wasn’t until I was<br />

21 that I was making some runs<br />

and getting wickets,” he said.<br />

“It took a while.”<br />

Sumner will continue the<br />

second day of their last match<br />

this season at St Albans Park<br />

from 10.30am on Saturday.<br />

No more hedgehogs to<br />

hound wildlife on spit<br />

THE HEDGEHOG population<br />

has been snuffed out in parts of<br />

Kaitōrete spit using traps and<br />

conservation dogs.<br />

Pest Free Banks Peninsula<br />

wanted to prove hedgehogs<br />

could be removed from<br />

Kaitōrete, near Birdlings Flat<br />

along the southern edge of<br />

Te Waihora/Lake Ellesmere.<br />

Hedgehogs are indiscriminate<br />

predators which are responsible<br />

for the decline of many native<br />

species. They kill ground<br />

dwelling and nesting birds,<br />

eating their eggs and young<br />

chicks.<br />

A three-step detection<br />

method – including an array<br />

of leghold traps, trail cameras<br />

and conservation dogs like<br />

three-and-a-half-year-old<br />

border terrier Nightshade<br />

(nicknamed Mobab) – were used<br />

to prove the area was free of<br />

hedgehogs.<br />

“Nightshade showed no<br />

sign of hedgehogs within the<br />

containment zone of 45ha on<br />

any of the passes through the<br />

site. With nothing in the leghold<br />

lines either or showing up on<br />

cameras, we are confident there<br />

are no remaining hedgehogs in<br />

this area,” Bos said.<br />

The area is home to many<br />

at risk species, including the<br />

banded dotterel, oystercatchers,<br />

katipō, as well as skinks and<br />

two species of flightless moth.<br />

But it is also populated with<br />

pests like hedgehogs, mustelids,<br />

possums and feral cats.<br />

An intensive trap network,<br />

with a mix of live capture traps<br />

and kill traps, were used to<br />

target the hedgehogs.<br />

Peninsula senior team lead Tim<br />

Sjoberg: “Dogs’ sense of smell is<br />

so sensitive that the possibility of<br />

the highly trained dog missing a<br />

hedgehog on multiple passes are<br />

remote.”<br />

Weasels, stoats, ferrets,<br />

possums and feral cats were also<br />

targeted. The traps were initially<br />

placed on the western end of<br />

Kaitōrete and are moved east as<br />

each area is cleared. A network<br />

of traps and an active fence<br />

system stop more pests from<br />

entering the area.<br />

“We’re using a mixture of<br />

traditional methods and new<br />

technology at this site,” Sjoberg<br />

said.<br />

City council regional parks<br />

biodiversity team leader Alison<br />

Evans said hedgehogs are often<br />

overlooked as pests.<br />

“They have detrimental<br />

impacts on native biodiversity<br />

in Aotearoa. They are<br />

indiscriminate predators and<br />

are responsible for population<br />

declines of many native<br />

species including lizards and<br />

invertebrates. They are also a<br />

problem for ground dwelling<br />

and nesting birds, like the<br />

pohowera/banded dotterel,<br />

by eating the eggs and young<br />

chicks,” Evans said.<br />

Bid to turn wastewater plant site into reserve<br />

A BID IS BEING made to turn<br />

the site of a major wastewater<br />

project into a historic reserve.<br />

Suky Thompson, of the<br />

Robinsons <strong>Bay</strong> Ratepayers<br />

Association, said the community<br />

wants to turn the old sawmill<br />

site on Sawmill Rd into a full<br />

historic reserve owned by the<br />

community.<br />

The site is split across two<br />

properties containing various<br />

archaeological sites. The<br />

city council bought the site<br />

containing the mill, ponds and<br />

a tramway as part of the Akaroa<br />

Wastewater Project.<br />

The land on which the original<br />

mill owners’ cottage is located<br />

was gifted to the community.<br />

The association also wants to<br />

acquire the land that may not be<br />

used for the project.<br />

The resource consent will<br />

determine how much of the land<br />

is needed.<br />

Te Pātaka o Rākaihautū Banks<br />

Peninsula Community Board<br />

chair Reuben Davidson said<br />

there is a lot of interest from<br />

the community about the site’s<br />

future. Robinsons <strong>Bay</strong> resident<br />

Kathleen Reid is also lobbying<br />

for how the land can be used.<br />

“The idea of a community<br />

garden appeals to me,’’ said Reid.<br />

“All of our food is trucked in,<br />

we need to pick up some of the<br />

ways of the past and be more<br />

resilient.”<br />

Area School has also expressed<br />

interest in a potential garden.<br />

He said it could be a way for<br />

students to be involved in the<br />

community while learning<br />

new skills. Reid presented to<br />

the community board this<br />

month and Thompson did so in<br />

December.<br />

Thompson presented a plan<br />

to the community board for a<br />

comprehensive historic reserve,<br />

owned by the community.<br />

She said it would have cultural<br />

and recreational benefits for<br />

Robinsons <strong>Bay</strong>.<br />

Reid said a community garden<br />

would have benefits for residents<br />

and the wider area. She said<br />

a food forest or perhaps an<br />

orchard could work around the<br />

associated archaeological site.<br />

“There’s room for both, I<br />

believe.”<br />

Said Davidson: “My hope is<br />

that the community board can<br />

work with all residents to create<br />

a space for the community and<br />

visitors to enjoy.”<br />

Native trees will be planted<br />

on the city council land, said<br />

acting head of three waters<br />

Brent Smith. The new treatment<br />

plant will remove nutrients<br />

and pathogens from the water,<br />

so there are no odour issues or<br />

other impacts, he said.<br />

TREASURES FROM THE PAST 13<br />

Captain Champion’s true commitment<br />

IT WAS a fine day in February<br />

1961 and Captain Roy Champion<br />

was enjoying a leisurely jaunt on<br />

a speed boat with his daughter<br />

around Whakaraupō Lyttelton<br />

<strong>Harbour</strong>. The family fun was<br />

rudely interrupted, however,<br />

when the good captain and<br />

harbourmaster spied another<br />

speed boat clearly transgressing<br />

the five-knot limit within 200<br />

metres of the foreshore.<br />

The alleged offender led the<br />

captain on a merry chase before<br />

attempting to make a getaway by<br />

beaching his boat at Charteris<br />

<strong>Bay</strong>. To the cheers of a small<br />

crowd of onlookers, Captain<br />

Champion handed the controls<br />

to his daughter before diving<br />

into the water and then chasing<br />

down the owner with whom he<br />

had a few words, presumably<br />

concerning safe boating<br />

practices.<br />

Captain Alexander Royle<br />

Champion was born on October<br />

21, 1902. A third-generation<br />

mariner, his grandfather,<br />

Captain William Nile<br />

Champion, was the master<br />

of the missionary schooner<br />

Undine and a well-known pilot<br />

at Onehunga, while his father,<br />

Captain William Champion,<br />

commanded several vessels<br />

including the barque Otago.<br />

Young Roy Champion<br />

began his maritime career in<br />

Wellington at the tender age of<br />

14 when he joined the barque<br />

Rona, which traded between<br />

New Zealand, Australia, and<br />

the Pacific Coast of North<br />

America.<br />

In 1920, at the age of 18, he set<br />

sail from Lyttelton in the barque<br />

Rewa for Cape Horn and Great<br />

Britain. He obtained his master’s<br />

certificate to sail at just 23, at<br />

that time the youngest New<br />

Zealander to do so.<br />

In 1929, master seaman<br />

Champion gave up the carefree<br />

seafaring ways of his youth<br />

to marry Edna Mae Monks,<br />

and served with the Southland<br />

<strong>Harbour</strong> Board at Bluff before<br />

joining the Lyttelton <strong>Harbour</strong><br />

Board as a pilot in 1937.<br />

The start of World War 2<br />

hostilities saw him aboard the<br />

John Anderson as examination<br />

officer, inspecting all ships<br />

entering the harbour.<br />

On October 12, as Captain<br />

Champion was returning to port<br />

after ordering the signals closing<br />

the harbour to all traffic, the<br />

fishing vessel Dolphin entered<br />

past the heads and failed to stop.<br />

A warning shot was fired from<br />

the Battery Point gunnery but<br />

tragically went astray, hitting<br />

the Dolphin’s engine room<br />

and killing its Captain, James<br />

Brassell.<br />

Already alerted to the apparent<br />

intruder, Captain Champion<br />

on the John Anderson had<br />

cleared the moles just in time<br />

to observe the Dolphin heeling<br />

over, and managed to rescue the<br />

ship’s second crewman William<br />

Willman before she sank.<br />

Later on during the war,<br />

Captain Champion returned to<br />

sea when he was released by the<br />

<strong>Harbour</strong> Board to command<br />

the mighty sailing ship Pamir,<br />

making several voyages across<br />

the Pacific carrying precious<br />

cargo in hostile waters.<br />

Post WW2, Captain<br />

Champion returned to Lyttelton<br />

as harbour pilot. He was<br />

appointed Lyttelton <strong>Harbour</strong><br />

Master from 1950-1967 and<br />

was involved in the move to the<br />

<strong>Harbour</strong> Board’s Hollis and<br />

Leonard designed seven-storey<br />

headquarters, later known as<br />

Shadbolt House.<br />

He went on to serve as a<br />

board member and chairman<br />

of the Lyttelton <strong>Harbour</strong> Board<br />

from 1968 to 1981, and was<br />

also a member of the Lyttelton<br />

Borough Council for nine years,<br />

serving as deputy mayor for<br />

three of those years.<br />

In 1977, he was elected<br />

president of the Lyttelton<br />

Historical Museum Society<br />

and was instrumental in the<br />

fundraising campaign to find<br />

new premises, officially opening<br />

the Lyttelton Museum at<br />

Gladstone Quay in 1980.<br />

Captain Champion lived with<br />

Edna Mae for many years at 8<br />

Reserve Tce in Lyttelton – locally<br />

known as ‘the Champion house’<br />

until it was demolished, along<br />

with his Lyttelton Museum<br />

on Gladstone Quay, after the<br />

February <strong>22</strong>, 2011 earthquake.<br />

He passed on at the venerable<br />

age of 83 in 1985. The captain<br />

was known for his reputation as<br />

a stern disciplinarian, a seaman<br />

without peer, and someone who<br />

did not suffer fools gladly. Yet he<br />

was also known for his kindness<br />

and compassion, always quick<br />

to offer help when needed. It<br />

has been said that regardless of<br />

whether he was speaking with<br />

a governor general, an admiral,<br />

a watersider, or a fisherman,<br />

or singing around the piano<br />

at a party, he remained true<br />

to himself as ‘a man without<br />

pretensions’.<br />

Christchurch’s housing and business development rules are changing<br />

Ōtautahi Christchurch’s population is growing. Over the next 30 years, it’s predicted we’ll need more than 40,000<br />

new houses to ensure everyone has a place to live, and Christchurch City Council is planning for that now.<br />

Our growth challenge<br />

We need to provide for the growth of housing and<br />

business in the best locations in Christchurch, to<br />

help address issues like climate change and housing<br />

shortage. This means more houses where there’s good<br />

access to shops, services, work, school, public transport<br />

networks and infrastructure.<br />

Where there’s good reason, we also need to ensure<br />

development remains restricted or limited to protect<br />

and maintain areas of value.<br />

These changes won’t happen overnight. Over time the<br />

look and feel of the city will change, and we want to plan<br />

for that and keep what people value.<br />

A new direction in urban planning<br />

The planning rules have changed for New Zealand’s main urban areas. We need to<br />

follow the new national direction to allow greater housing and business development<br />

within Christchurch’s existing urban footprint.<br />

There are new national standards for multi-unit housing developments called the<br />

Medium-Density Residential Standards (MDRS). These aim to make it easier for denser<br />

housing developments to happen. Once they come into effect, up to three dwellings<br />

of up to three storeys can be developed on a property in Christchurch without needing<br />

to apply for a resource consent, as long as all other rules have been met.<br />

Not all parts of Christchurch are suitable for the MDRS, so we’re proposing special<br />

rules, called Qualifying Matters, apply to recognise heritage and cultural features, to<br />

protect major utility, infrastructure, and people in areas vulnerable to natural hazards,<br />

among other things.<br />

What we’re proposing<br />

We’re proposing important changes to the city’s planning rulebook, the District Plan, via two plan changes – the Housing and Business Choice<br />

Plan Change (Plan Change 14), and the Heritage Plan Change (Plan Change 13). Both plan changes were formally notified on 17 <strong>March</strong> <strong>2023</strong>.<br />

Replacing some existing residential zones in<br />

the city with two new ones – a Medium-Density<br />

Residential Zone and a High-Density Residential<br />

Zone. The Medium-Density zone is the baseline for<br />

increasing housing in our city. The High-Density<br />

zone would allow apartment buildings and multistorey<br />

flats in the central city.<br />

Increased height limits for residential and<br />

commercial buildings in and around the<br />

central city, suburban centres and along public<br />

transport routes, as well as enabling residential<br />

development in some industrial areas around the<br />

central city and larger suburban centres.<br />

Special rules (Qualifying Matters) to limit greater<br />

development of housing and business under<br />

the MDRS, in order to better reflect our city’s<br />

environment and climate. One proposes changing<br />

recession planes to increase sunlight access from<br />

what would be possible under the MDRS. This<br />

applies citywide and means the MDRS won’t come<br />

into effect for Christchurch until 2024, when Plan<br />

Change 14 is decided on.<br />

Heritage that should be protected, with a number<br />

of new buildings, items and interiors added to<br />

the Schedule of Significant Historic Heritage.<br />
