Christchurch’s housing and business development rules are changing
Ōtautahi Christchurch’s population is growing. Over the next 30 years, it’s predicted we’ll need more than 40,000
new houses to ensure everyone has a place to live, and Christchurch City Council is planning for that now.
Our growth challenge
We need to provide for the growth of housing and
business in the best locations in Christchurch, to
help address issues like climate change and housing
shortage. This means more houses where there’s good
access to shops, services, work, school, public transport
networks and infrastructure.
Where there’s good reason, we also need to ensure
development remains restricted or limited to protect
and maintain areas of value.
These changes won’t happen overnight. Over time the
look and feel of the city will change, and we want to plan
for that and keep what people value.
A new direction in urban planning
The planning rules have changed for New Zealand’s main urban areas. We need to
follow the new national direction to allow greater housing and business development
within Christchurch’s existing urban footprint.
There are new national standards for multi-unit housing developments called the
Medium-Density Residential Standards (MDRS). These aim to make it easier for denser
housing developments to happen. Once they come into effect, up to three dwellings
of up to three storeys can be developed on a property in Christchurch without needing
to apply for a resource consent, as long as all other rules have been met.
Not all parts of Christchurch are suitable for the MDRS, so we’re proposing special
rules, called Qualifying Matters, apply to recognise heritage and cultural features, to
protect major utility, infrastructure, and people in areas vulnerable to natural hazards,
among other things.
What we’re proposing
We’re proposing important changes to the city’s planning rulebook, the District Plan, via two plan changes – the Housing and Business Choice
Plan Change (Plan Change 14), and the Heritage Plan Change (Plan Change 13). Both plan changes were formally notified on 17 March 2023.
Replacing some existing residential zones in
the city with two new ones – a Medium-Density
Residential Zone and a High-Density Residential
Zone. The Medium-Density zone is the baseline for
increasing housing in our city. The High-Density
zone would allow apartment buildings and multistorey
flats in the central city.
Increased height limits for residential and
commercial buildings in and around the
central city, suburban centres and along public
transport routes, as well as enabling residential
development in some industrial areas around the
central city and larger suburban centres.
Special rules (Qualifying Matters) to limit greater
development of housing and business under
the MDRS, in order to better reflect our city’s
environment and climate. One proposes changing
recession planes to increase sunlight access from
what would be possible under the MDRS. This
applies citywide and means the MDRS won’t come
into effect for Christchurch until 2024, when Plan
Change 14 is decided on.
Heritage that should be protected, with a number
of new buildings, items and interiors added to
the Schedule of Significant Historic Heritage.
Have your say on our growing city
You can make a submission on the Housing and Business Choice Plan Change (Plan Change 14) and Heritage Plan
Change (Plan Change 13) until 3 May 2023. Detailed information about the plan changes and everything you
need to make your submission is available at ccc.govt.nz/growingcity

RANGI RURU Girls’ School
have come away with a
respectable fifth place to finish as
the top South Island school at the
New Zealand secondary schools’
water polo championships.
Rangi Ruru, alongside St
Margaret’s College, St Bede’s
College and Christchurch
Boys’ High, represented the
South Island at the division 1
tournament, held at Jellie Park
and Tairoa: QEII last week.
After a tough loss against
Diocesan’s second team
(Auckland), Rangi went on to
win four games to finish fifth in
a tournament often dominated
by North Island schools.
Rangi were challenged with
many tight games – a different
story from their dominance at
the South Island champs two
weeks ago, which they won
convincingly.
With eventual winners St
Cuthbert’s (Auckland) and
bronze medallists Baradene
College (Auckland) in pool B
FOCUS: South Island champions St Bede’s College finished
10th after a 7-6 loss against Christchurch Boys’ High
School.
with Rangi, the team did well
not to lose by more than six goals
in any of the games.
St Margaret’s struggled in
the competitive pool A, and
suffered heavy deficits in the
pool play.
However, the team found some
form in the latter matches of the
tournament, narrowly losing
8-6 to Diocesan A in the plate
semi-final before finishing with a
5-5 draw against Westlake Girls’
High (Auckland).
In the boys’ competition, St
Bede’s and Christchurch Boys’
met in the plate final on Sunday
in the playoff for ninth place.
Although St Bede’s went
into the match as South Island
champions, Christchurch Boys’
found the net more, winning the
game 7-6.
Both teams had failed to make
the championship quarter finals
after close losses in pool play.
St Bede’s narrowly missed out
on qualifying from pool C with
their win, loss and draw against
Western Springs, Rangitoto
(Auckland) and Hamilton Boys’
High respectively.
Similarly, Christchurch Boys’
finished third in pool D after
only managing one win, against
Kings College (Auckland).
Both St Bede’s and
Christchurch Boys’ went on
to win their three games that
followed pool play.
COMPETITION: Christchurch Boys’ overcame St Bede’s
College to win the plate final.
‘Unhealthy’ trees to get the chop
UP TO 40 ailing willow trees
along a Northwood creek will
be replaced with natives to help
stabilise the land and reduce
sediment build-up.
The project along the Kā
Pūtahi Creek at Englefield
Reserve will be under taken by
the city council’s three waters
and parks teams.
Some willow trees are
considered a pest along
waterways, as they can spread
and suppress native vegetation.
They also produce heavy leaf
falls in autumn, which can deoxygenate
the water, making it
difficult for fish and invertebrates
to survive.
The 40 trees to be removed
are on the left bank of the
creek, which is a tributary of
the Pūharakekenui/Styx River.
The trees have been deemed
unhealthy or structurally
unsound.
About five willows will be
retained as they offer nesting
areas for wildlife.
The willow canopy is also
suppressing the existing native
trees, including several kahikatea
estimated to be more than
15-years-old.
“Although we will be removing
40 mature willows, the loss
of existing tree canopy will
be minimal because of this
understory,” said city council
community parks manager
Al Hardy.
The willows
bordering the
reserve are also
unhealthy or
structurally
unsound.
“As part of
the project
we will also
Al Hardy
be planting
about 2800 riparian trees along
the creek bank, including more
than 1000 eco-sourced canopyforming
native trees, which will
replace any lost canopy within
20 years.”
Eco-sourcing is when seeds
are collected close to where they
are going to be planted, meaning
the plants will be suited to the
conditions and more likely to
survive.
The Styx Living Laboratory
Trust will also plant a 15m-20m
wide area of low-lying, floodplain
vegetation between the
creek and Englefield Reserve
playground. The area, which
the city council manages as
rough-mown grass, is wet all the
year, making it difficult to mow,
Hardy said.
The trust will work with TreeTech’s
Green Gear company and
Trees for Canterbury to supply,
plant and maintain additional
plants in the reserve as part of
Find and Keep Tenants:
A good property manager will find tenants who pay rent on time, respect and
There are many laws in place to protect tenants, all of which you must be aware of if
handle on it. Property managers are experts in all areas of tenancy and property law
and can ensure that your tenants are serviced to (and above) the standard set by the
law.
Organise Property Maintenance:
Your property will inevitably require maintenance, no matter how careful your
tenants are. This will include yearly general upkeep, weekly or fortnightly garden
maintenance, as well as urgent repairs to the property. When organising the
maintenance and upkeep of your home, it is essential that you hire only the most
reliable and reputable operators. This is essential as keeping your property up to a
decent standard of repair will help keep tenants happy and maximise the long-term
profitability of your investment.
Settle and Avoid Disputes:
A good property manager will be an expert in avoiding any serious disputes with your
tenants. In the unlikely event that a disagreement does arise, a property manager
will work quickly to resolve the issue and can represent you at the disputes tribunal.
Property managers are trained and experienced when it comes to avoiding and
resolving disputes with tenants. By doing their jobs well, they minimise the chances
that your tenants will have any reason to raise a dispute.
Year without library fines
IT’S BEEN just over a 12
months since fines were
removed from Christchurch
City Libraries.
And in that year,
membership and borrowing
numbers have increased, while
public feedback has been
overwhelmingly positive, the
city council says.
Since the removal of fines
the library has had a 10 per
cent increase in the number
of new members compared to
the previous year. The number
of issues also increased 4.2 per
cent.
“Feedback from customers
has indicated relief, joy and
delight in being able to use the
library again after many years
of not being able to access
services due to owing fines,”
said acting head of libraries
and information Erica
Rankin,
“From a staff perspective,
conversations with customers
have moved from what was
negative interactions into really
positive ones.
“In addition to improving
access to our collections,
services and facilities,
the removal of fines has
demonstrated empathy and
enabled relationships with our
customers to be strengthened
by creating trust and showing
respect.
“The removal of fines has
HAPPY BORROWERS: Feedback has been overwhelmingly positive since fines were
abolished from libraries 12 months ago, the city council said. PHOTO: NEWSLINE
given customers more choice
in how to access the collection.
Parents are no longer penalised
for overdue children’s
books being issued mistakenly
on their card.
“For others it has provided
extra time to enjoy their reading
material and support their
wellbeing without the pressure
or worry of having books back
by a certain time and finding
money to pay fines.”
Holds fees reduced from $3
to $2 from July 2022 and since
then there has been a 16 per
cent increase in people utilising
this service. Hold fees were
removed entirely for residents
using the rural Akaroa and
Little River libraries and holds
at these libraries have jumped
by 46 per cent.
The removal of fines has had
a minimal impact on access
to popular books, while the
number of late returns has
fluctuated in line with the
number of books issued.
Replacement charges for lost
items still apply and if material
is not returned 28 days after
their due date, library users
are unable to issue more items
until their overdue material
is returned.
ANZAC DAY
TUESDAY APRIL 25, 2023
Remembering our Anzacs
“The darkness, calm and chill of the early morning; the sound of
the single tap of the drum of the parade; the emotionless faces
of the catafalque guard, and the mournful notes of Last Post
sounded by a lone bugler, combine to give a feeling of deep
solemnity. It is the intensity of the symbolism which contributes
to its powerful impact upon participants; indeed what underlies its
popularity. In a country with few public rituals, the Dawn Service
continues to provide a sense of occasion as a meaningful ritual of
remembrance.”
rsa.org.nz
Every year Anzac Day is observed on April 25 by communities
throughout New Zealand and Australia to remember those who have
served and those who lost their lives in war. The term ANZAC is the
acronym for Australian and New Zealand Army Corps, and was first
used in World War 1. These groups of soldiers back then were known
as ‘the Anzacs’.
Anzac commemorations may consist of one or more ceremonies –
one at dawn (timed to coincide with the initial landings at Gallipoli
by Australian troops who were the first ashore) and/or one later
in the morning. The ceremonies are rich in tradition and generally
begin with a parade of returned servicemen and military personnel
followed by cadets, youth groups and local dignitaries. War veterans,
proudly sporting their medals lead the parade, which leads to a local
cenotaph or memorial gate where the ceremony includes a service
with hymns, laying of wreaths, dedications, prayers and the Last Post
played on a bugle. Morning tea follows and allows people to share
memories and catch up with friends and neighbours.
Anzac Day was first observed by servicemen in 1916 to mark the
anniversary of New Zealand and Australian soldiers landing on the
Gallipoli Peninsula in 1915. It soon became a day where all New
Zealanders and Australians took time to remember the men and
women who perished in the Great War. In 1921, Anzac Day became
an official holiday and by 1922 it was declared a full public holiday
where shops, banks and hotels remained closed for the day.
Symbol of remembrance
The red (or Flanders) poppy is a symbol of remembrance and hope
all over the world and, in some countries, is worn on Armistice
Day, however in New Zealand the red poppy is commonly worn
on Anzac Day. The first Poppy Day appeal was on April 24 in 1922,
where funds from the sales of small and large silk poppies helped
relieve suffering in war-ravaged northern France. A paper version
of the poppy is now sold by the Royal New Zealand Returned
Services Association on Poppy Day to raise awareness for Anzac
Day and funds for returned soldiers and their families and local
communities.
‘They shall grow not old, as we that are left grow old:
Age shall not weary them, nor the years condemn.
At the going down of the sun and in the morning
We will remember them.’
ANZAC Biscuits
Recipe & photo: Nadia Lim www.nadialim.com/anzac-biscuits
Energy and fibre dense, and able to store for long periods of time, these humble
biscuits helped give the New Zealand and Australian soldiers the energy they
needed during the war. Wives, mothers and daughters at home wanted to do
something to help, and the result was these Anzac biscuits, which were shipped
off and delivered to their men on the front line.
INGREDIENTS
• ¼ cup golden syrup
• 125 g butter or coconut oil
• 1/3 cup brown sugar
• 1 teaspoon baking soda
• 3 tablespoons boiling
water
• 2 cups rolled oats
• 1 cup dessicated coconut
or coconut thread
• ½ cup wholemeal flour
INSTRUCTIONS
Preheat oven to 180°C/355 Fahrenheit. Line a large
baking/oven tray with baking paper. If you don’t have
a large tray, use 2 medium sized trays and bake the
biscuits in two batches.
Place golden syrup, butter or coconut oil and brown
sugar in a medium saucepan and melt over a low heat,
mixing well.
Mix baking soda with boiling water to dissolve, then
add to melted butter mixture in the pot, along with
the rolled oats, coconut and flour. Stir all ingredients
together until well combined. If the mixture looks too
wet, add a tiny bit more flour. Leave mixture until cool
enough to handle and firm enough to roll into balls. You
can speed this up by placing the mixture in the fridge
for 5 minutes.
Roll heaped tablespoons of mixture into balls and
arrange on prepared baking tray (leaving them at least
3cm apart to allow them to spread during baking).
Flatten slightly with the back of a fork. Bake for 15-18
minutes or until light golden brown.
Transfer to a wire rack to cool completely before storing
in an airtight container. They will crisp up as they cool.
Winter inspiration dished up early
As the weather cools
we start to look for
more comforting
recipes, and Philippa
Cameron’s latest
book Winter Warmers:
Recipes and stories
from a New Zealand
high country station
provides plenty of
inspiration
Mashed-potato pastry
sausage rolls
These sausage rolls are so soft
and buttery they have become a
firm favourite with the children,
as well as in the smoko tins.
This is also a great way to use up
any leftover mashed potato that
would normally hang out at the
back of your fridge.
Makes 6 large rolls
Ingredients
Mashed-potato pastry:
50g butter
75g flour
1½ cups cold mashed potato
½ tsp baking powder
¼ cup milk
Sausage filling:
450g sausage meat
½ tsp curry powder
1 onion, grated or finely diced
½ cup breadcrumbs
tomato sauce (enough to
combine the mixture)
To decorate: handful of sesame
seeds (optional)
Directions
Preheat the oven to 200degC
fan-bake and prepare a baking
tray.
To make the pastry, rub
together the butter and flour.
Add the cold mashed potato and
baking powder. Combine using a
dough whisk or butter knife.
Slowly pour in the milk (you
may not need all of it) and combine
to make a firm dough.
Use clean hands to form the
dough into a ball. Put the dough
on a well-floured surface and roll
out to a square about 5mm (¼in)
thick.
Cut in half, creating two rectangles.
To make the filling, simply
rinse out the bowl you used to
make the pastry.
Squeeze in the sausage meat
and combine with the remaining
ingredients.
Spoon small amounts of the
filling into the middle of each
pastry rectangle, creating one
long sausage down the middle.
Wrap the pastry around the
sausage meat, leaving the ends
open.
Cut each log into three pieces
and place on the prepared tray.
Sprinkle with sesame seeds (if
using).
Bake for 25 minutes until
golden.
Tips and tricks:
• I grate my onions instead of
dicing them. That way, I ensure
there are no chunks for the fussy
eaters to find.
• Turn the pastry a quarterturn
after each time you roll it.
This will ensure you get more of
a square shape.
• You could use the mashed
potato pastry as a topping on a
fish pie or cottage pie.
Curried cauliflower salad
It’s sometimes hard to
get inspiration for salads
in winter, but this is one you will
want to make time after time.
The yoghurt is fresh and light,
and the curry flavours help liven
up a winter meal.
Serves 4-6
Ingredients
1 head cauliflower, roughly
chopped
420g can chickpeas, drained
and rinsed
1 cup unsalted cashews
3 Tbsp honey
2 Tbsp olive oil
2-3 bulbs garlic, crushed
2 tsp curry powder
2 tsp ground cumin
2 tsp ground coriander
salt and pepper
Yoghurt dressing
½ cup plain yoghurt
1 tsp curry powder
good squeeze of lemon
Directions
Preheat the oven to 180degC
fan-bake.
Prepare a large roasting dish.
Scatter the cauliflower over the
prepared dish. Scatter the chickpeas
and cashews on top.
Combine the honey, oil, garlic
and spices in a pot on a low heat.
Heat until runny and combined.
Drizzle the honey mixture over
the cauliflower, chickpeas and
cashews. Grind salt and pepper
over the top.
Roast for 20 minutes, tossing
the mixture every 5-10 minutes,
until slightly brown.
Remove from the oven and set
aside to cool.
To make the dressing, combine
all of the ingredients in a small
bowl or jug.
Transfer the cauliflower to a
large bowl and toss through the
dressing. – ODT
HOME & HEATING
Get the balance
right this winter
Enviro Master has been helping Cantabrians
get the balance right when it comes to
choosing the perfect heat pump or air
conditioning system for their home or office
since 2002.
Their team of expert sales people, qualified
electricians, heating and refrigeration
engineers, help to supply and install
Christchurch’s widest range of heat pumps,
and because they have no affiliation with any
one brand, you can be assured their advice
on the benefits and differences between each
product is unbiased.
They will recommend the most energyefficient
and cost-effective system for your
individual situation, and will have you
regulating the heat in your home or office in
no time.
Nowadays, customers are often wanting
whole home solutions to be able to maintain
even temperatures throughout the home both
in Winter and Summer. This can be achieved
by using ducted systems or multi systems
and Enviro Master are experts in designing,
installing and commissioning these systems.
Help is currently available with a
government subsidy covering 80 per cent of
the cost of a new heat pump up to $3000.
The subsidy is part of the Warmer Kiwi
Homes initiative and is available to Home
owner/occupiers with a Community Services
Card, a SuperGold combo card or who live in
a low-income area as determined by deciles
8-10 on the New Zealand Deprivation Index.
The applicant’s home must also have been
built before 2008, have insulation up to code
(insulation subsidies also available) and have
no fixed heating in a living area, such as an
existing operational heat pump or fireplace.
With new regulations now in place for
Landlords to provide heating in rentals, it’s
time to ensure you are meeting the new
standards.
Inadequate heating and ventilation can
lead to mould growth and dampness in your
property, leading to costlier maintenance
and an unhealthy living environment.
Providing a fixed heater with a higher heat
output and lower running costs, like a heat
pump, will enable your tenants to heat the
area effectively. Enviro Master are well
experienced with the Tenancy Services
software to ensure that you are meeting your
requirements.
To ensure you choose the right system
for your home or business, one of Enviro
Master’s experts will visit to assess your
individual situation, offer advice and
answer any questions you may have. This
consultation is at no cost to the customer
and is always provided before a heat pump is
installed.
Anyone wondering about their eligibility
for a subsidised heat pump are welcome to
get in touch for details and help with the
application process. To find out more, call
Enviro Master on (03) 366 0525 or visit
their website www.enviromaster.co.nz
Keep cosy with
RD Petroleum
this winter
RD Petroleum (RDP) is a familiar sight
for farm and rural residents around the
Canterbury region, however now days urban
residents also enjoy the same excellent
customer service for which RDP is known for
in rural communities, through their home
heating diesel.
RDP began its home heating diesel delivery
service to the lower South Island’s main urban
centres of Christchurch, Timaru, Dunedin
and Invercargill a number of years ago.
Customer demand has continued to increase
year upon year, and RDP has responded
with specialised improvements to its delivery
equipment.
The trucks that deliver RDP’s home heating
diesel in each urban centre are drawn from
the company’s extensive vehicle fleet. This
means they have the latest communication
and GPS tracking technology on board, so
the operations team always know where they
are and how far away they are from their next
delivery stop.
RDP’s home heating diesel trucks come
equipped with a specially-designed hose,
through which the diesel is pumped from
the truck into house tanks. The length of
the hose allows the trucks to access tanks
without having to enter the property, avoiding
damaging the driveway. RDP is the place to
go if you require diesel conveniently delivered
to your home and as a loyal RDP customer
you’re offered discounted pricing and can
become eligible for value-added benefits.
Tiguan R offers speed, poise and balance
VOLKSWAGEN’S R series
of performance models has
received a significant boost with
three new variants joining the
line-up.
I’ve recently evaluated T-Roc
R and Golf R, they have been
joined by Tiguan R – a mid-size
sport utility vehicle.
The Tiguan R is rated at
235kW and 400Nm, it gets all
the trick gear that makes the R
(Race) series so desirable – fourwheel-drive,
adaptive dampers
and torque vectoring control.
Race mode is activated by a
steering wheel-mounted button;
once pushed, the entire
driveline goes into a manic state,
it is excitable and eager to blast
through any given highway. It
also imparts angry sound, the
engine and exhaust spit and bark
in unison, it’s infectious and
could be a trap because, like its
stablemates, the R series is biased
toward exhilaration on any given
journey, a constant watch on the
speedometer is recommended.
In terms of power outputs,
take note of where the specific
points of delivery are – 5600 to
6500rpm and 2000 to 5600rpm
for torque, that is a constant supply
of energy which means you
don’t have to hammer the engine
hard to make it work freely, the
flow of power is constant and
forceful at any given point. Drive
is through a direct shift gearbox.
Effectively it is a manual, but
there are only two pedals in the
car – brake and accelerator. Gear
changes are automated unless
the driver takes control through
a sequential shifting system from
the main gearshift lever itself or
through paddles.
Incorporating
best motorbuys
www.drivesouth.co.nz
Against the clock the Tiguan
R will scorch to 100km/h in
5.2sec and will make a highway
overtake (80-120km/h) in 4sec.
These are fast times and ones
that are very rewarding when
circumstances allow.
It’s on the open road that the
Tiguan R really struts its stuff,
powering out of a corner doesn’t
force any wayward cornering
motion, of course there are
those electronic and mechanical
systems working to correct any
physical force off-line; however,
the Tiguan R doesn’t rely on
these devices as it has poise and
grip provided by clever suspension
elements and, of course, the
transfer of power to each corner.
The test car was riding on
19in wheels fitted with Hankook
low profile tyres which, along
with the 4Motion driveline, vast
amounts of grip can barely be
tested. It must be said as well the
Tiguan R doesn’t handle like a
traditional SUV, it has poise and
balance which is quite unusual
for a vehicle well over 1.6m tall.
The Tiguan R also satisfies as
an all-round family wagon, it has
speed which stuns the senses, but
it also is a complete package in
terms of practicality. Those on
board are treated to a decent ride
and plenty of space; that’s the
ethos of SUVs and the Tiguan R
is no exception.
What the Tiguan R represents
well is the word sport in sport
utility vehicle, it’s a sensational
package and one that gives you
a relatively good bang for your
buck. At $80,990 ($85,990 high
grade) it’s not too wayward in
terms of pricing. However, you
can guarantee the Government
will come knocking for a few
extra dollars as part of its Clean
Car Programme fee.
RAY WHITE PAPANUI
Are you ready to transition your lifestyle?
The only constant in life is change. While
the thought of selling your family home
and starting a new chapter of your life
may feel overwhelming, it also creates
the opportunity to take control and enjoy
what’s important to you – your family, your
security and your finances.
Downsizing into a smaller and more
manageable home can free you from the
stress and cost of maintenance. It can also
alleviate concerns around your own safety
as you age/move into a later stage of life.
We understand that selling one home and
moving to another can be daunting. Every
day, the Ray White team helps singles,
couples and families work out the value of
their homes and then create a plan for all
the next steps. It may be an urgent move
or it may be a 12 month plan – or longer. It
doesn’t matter - this is what we do.
Benefits of downsizing:
• Easier and lower maintenance allows
increased independence and a more
relaxed lifestyle.
• Financial benefits. You might be asset
rich, but cash poor. Downsizing allows
you to tap into the equity locked in your
home and liquidate this asset.
• Location and lifestyle change. Selling
your existing home may open up the
opportunity to relocate to a new area as
you approach retirement.
• Upgraded amenities that match your
changing needs which may include access
to public transport, shops and parks etc.
How can Ray White Papanui help you?
• Assessing the current market value of
your home
• Loan and refinancing assistance from our
mortgage team
• Sales Strategy
Our advice is to start planning today. And
surrounding sales of comparable
properties.
Contact the team at Ray White
