SOME PARENTS and former 

teachers in Christchurch 

are skeptical on proposed 

changes to class size ratios in 

schools, and believe challenges 

facing the sector are not 

straightforward. 

Education Minister 

Jan Tinetti announced 

changes last week 

to help “improve 

teacher and learning 

outcomes”, reducing 

classroom ratios from 

one teacher per 29 

pupils, to 28 by 2025. 

Tinetti said reducing the 

number of students in the 

classroom would allow teachers 

more one-on-one time with 

their students.

Preston is a year 9 student and 

said she was in a classroom 

where three teachers looked 

after 80 pupils. 

She said there was no time 

for one-on-one with teachers. 

“It was actually really big and 

noisy and the teachers couldn’t 

really handle the kids.” 

Lexi Watson, 13, said the 

classes were “a lot of people 

for a teacher”. 

“You couldn’t really 

have much time with the 

teacher.”

said there was not just one 

solution to make learning 

easier. 

“I’m a parent and I want the 

best education for my son and 

it’s hard. 

“It’d be great to send our 

children to a private school and 

give them the best education 

but that’s not realistic for a lot 

of us. 

“And it’s also not realistic to 

after you’ve worked a full day, 

to sit down with your child, 

who is tired and review all of 

this (school work).” 

Grandmother Linda Askew 

thought the changes were 

futile. 

She said a back-to-basics approach 

was needed. 

“Making sure that our 

children can actually read and 

write and that we pick up these 

little ones who can’t, when 

they’re six or seven, not eight, 

would be much better. 

“Getting one more teacher 

ratio is not going to make 

much difference at all, and 

where are we going to find 

these teachers?” 

A Murchison mother, who 

preferred to remain anonymous, 

said her child was in a 

small class at a rural school, but 

some pupils still needed extra 

support. 

“In general, the teaching is 

fairly good because of (the size 

of the class). 

“Part of the problem with big 

classrooms is that all kids, no 

matter what level they’re at in 

the same age group, are put in 

together.” 

She doubted one less pupil 

in the classroom would make a 

difference. 

“If there’s a lot of different 

demographics and higher 

needs in that class, they probably 

need a couple of teachers 

in each class . . . that would be 

great. 

“But in the real world that’s 

not going to happen.” 

Father Michael Pacey 

thought classroom sizes had 

gotten smaller, but teachers 

had been provided additional 

duties. 

“I think the teachers do a lot 

more than just teach now,” he 

said. 

“Giving them the ability to 

do the work that they need to 

do in the background, to be 

able to teach effectively is a 

good thing. 

“There’s limited hours in the 

day so with the extra responsibilities 

there needs to be some 

slack given somewhere else.” 

RNZ spoke to retired 

teachers last week, who said 

the government needed to do 

better, proposing a ratio of one 

teacher per 20-25 pupils.

Sensors to monitor water quality 

in real-time along the Avon River 

NEW SMART sensors will 

measure water quality every 15 

minutes at four sites along the 

Ōtākaro Avon River. 

Monitoring sites have been 

set up in Riccarton Drain, 

Addington Brook, Dudley Creek 

and near Gloucester St and will 

test for a range of water health 

indicators in real-time. 

Smart Christchurch has 

teamed up with Spark IoT and 

specialist environmental monitoring 

company Adroit to install 

the sensors, which will enable 

the city council to respond more 

quickly to contamination events. 

Each station is 

powered by its 

own solar panel 

and takes water 

measurements 

every 15 minutes.

The city council already monitors 

river water quality, but this 

has largely been done through 

monthly grab sampling from 47 

sites across the city 13 of which 

are located on the Ōtākaro-Avon 

River. 

“There is currently up to a twoweek 

delay in between taking 

manual samples, testing them 

and responding,” said the city 

council’s Smart Christchurch 

manager Michael Healy. 

“What we’re hoping to see 

from the introduction of Adroit 

water quality monitoring is the 

ability to see pollution events 

unfold in real-time and potentially 

take preventative action.” 

Urban streams and stormwater 

networks experience particularly 

variable water quality due to 

rapid run-off from roads and 

paved surfaces after rain. 

“We were looking for a continuous 

water quality monitoring solution 

that allows for the capture 

and identification of water quality 

variation that might otherwise be 

missed,” said Healy. 

“In the longer-term, as we 

do more riparian planting and 

other initiatives to enhance the 

waterway, we can track the efficacy 

of those measures and see 

how we’re doing with the health 

of our rivers. 

“Our goal is to help restore a 

healthy waterway that provides 

a place for the whole community 

to swim, fish and enjoy the environment.”

will run in parallel 

initially, to 

enable the city 

council to measure 

the effectiveness 

of the new 

real-time sensors 

in comparison to 

manual testing.

We’ve listened to feedback and 

announced major changes to our 

affordable water reforms, to deliver big 

cost savings to Canterbury households 

while also making sure that the work is 

led and delivered at a regional level. 

It’s no secret that our neglected water 

services are facing a crisis and without 

immediate action, households could 

face annual rate increases of over 

$4,000 - $9,000 per year in the future. 

As a Government, we’re not prepared 

to put this extra cost on Kiwis. That’s 

why we’ve taken another look at our 

water reform programme and come up 

with a pragmatic solution. 

Our affordable water reforms will fix 

New Zealand’s water infrastructure and 

make sure that households don’t foot 

the bill through huge rate increases. It’s 

a plan that will save families thousands 

of dollars, with projected savings of 

around $2,860 for households here in 

Christchurch City in the future. 

These changes strike a balance between 

saving households from ballooning 

costs while also being more locally led. 

We’ve extended the number of publicly 

owned water entities from four to 

ten. That means every council, and 

therefore every community, will have 

a say over their local water services 

entities. By setting up more water 

entities, we’re making sure that the 

needs of every community, including 

small rural towns, are heard and met. 

The water entities will be publicly 

owned, and regionally led by industry 

professionals who will be appointed by 

local representatives. 

Our plan will make sure that 

New Zealanders, no matter where 

they live, can access safe, reliable, and 

affordable drinking water now, and into 

the future.

Anzac biscuits a childhood favourite 

The humble Anzac 

biscuit is one of New 

Zealand’s iconic 

treats, writes Colleen 

O’Connor 

THOUGH ITS roots differ 

from the tooth-breaking version 

consumed by soldiers during 

World War 1, it earned the 

esteemed title after a campaign 

to sell Anzac biscuits to raise 

funds for the war effort. 

The perfect combination of 

rolled oats, sugar, butter, flour, 

and golden syrup resulted in the 

best recipe, ultimately named in 

honour of the brave who fought 

at Anzac Cove, Gallipoli. 

There is something comforting 

in the aroma of freshly baked 

Anzac biscuits, evoking childhood 

memories of bottomless 

cups of tea and perfectly dunked 

bikkies. 

Anzac biscuits 

For me, an Anzac biscuit 

must be crispy on the outside 

and chewy on the inside. There 

is a fine line between browning 

enough to ensure that crisp texture 

and burning, but when you 

get it right the result is worth the 

effort of carefully monitoring the 

colour near the end of cooking. 

If you have a rounded, metal 

tablespoon, this will make it 

easier to roll the dough into balls 

and slip off the spoon to place on 

the tray. 

Make sure you allow plenty of 

space for the biscuits to spread 

and, if you like them perfectly 

round, use a cookie cutter to 

nudge into shape as soon as they 

come out of the oven. They will 

be pliable for a minute or two, so 

you must move quickly. 

Makes about 20 

Ingredients 

125g butter 

2 Tbsp golden syrup 

½ tsp baking soda 

2 Tbsp hot water 

½ cup brown sugar 

1 cup plain flour 

1 cup rolled oats 

1 cup desiccated coconut 

Directions 

Pre-heat the oven to 160 deg C 

fan bake. Line two baking trays 

with baking paper. 

Place the flour, sugar, 

desiccated coconut and oats into 

a bowl and mix to combine. 

Put the butter and golden 

syrup in a small saucepan on 

medium heat and while this is 

melting, dissolve the baking soda 

in the hot water. As it is fluffing 

up, stir it into the butter mixture. 

Pour the butter mixture over 

the dry ingredients and mix 

until well combined. 

Using a tablespoon, roll 

spoonfuls of the mixture into 

balls and place on an oven tray 

about 3cm apart. 

Flatten slightly with a fork. 

Bake for 15-20 minutes or until 

golden all over. Don’t be afraid 

of browning as this will ensure 

a nice crisp biscuit. If you like 

a softer biscuit, then reduce the 

cooking time. 

Oaty walnut caramel slice 

Makes about 16 

Ingredients 

Base 

65g desiccated coconut 

190g unsalted butter, melted 

200g plain flour, sifted 

90g firmly packed soft brown 

sugar 

Caramel 

2×395g tins sweetened 

condensed milk 

200ml golden syrup 

100g unsalted butter 

Topping 

120g butter 

165g firmly packed soft brown 

sugar 

1 cup plain flour 

1 cup oats 

1 cup raw walnuts, roughly 

chopped 

⅓ cup long-thread coconut 

Directions 

Preheat the oven to 160 deg 

C fan bake. Grease and line a 

20cm×30cm deep-sided slice 

tin (to contain the 3 layers) with 

baking paper. 

Base: Toast the coconut in a 

dry frying pan over a medium 

heat until lightly golden, stirring 

frequently to avoid burning. 

Mix the melted butter, sifted 

flour and brown sugar together, 

then add the toasted coconut. 

Press the mixture evenly into the 

prepared tin using the back of a 

spoon to smooth it out. 

Bake in the middle of the oven 

for 15-20 minutes or until starting 

to brown. 

Caramel: Combine all the ingredients 

in a saucepan and melt 

slowly over a low heat, stirring to 

avoid it catching on the bottom. 

Pour over cooked base. 

Topping: Melt the butter and 

brown sugar together in a small 

saucepan over a low-medium 

heat. Mix the oats, coconut, flour 

and walnuts in a bowl and pour 

the melted butter and sugar over 

them. Stir to combine and sprinkle 

evenly over the top of the 

caramel gently pressing down 

and flattening with the back of a 

spoon. 

Return to the oven for another 

30-35 minutes or until the top is 

a golden colour all over. Remove 

from the oven and set aside to 

cool in the tin. 

When set, remove from 

tin and cut with a hot, sharp 

knife. This slice will keep for a 

week in an airtight container 

in the fridge. Serve at room 

temperature.

Touch of French Riviera in Skoda Fabia 

MONTE CARLO is one of the 

most fascinating places I’ve had 

the good fortune to visit. 

In terms of major motorsport 

events, it is also home to the 

iconic formula one grand prix 

and has long been host to a 

round of the World Rally Championship. 

Skoda has had regular contenders 

with the latter. It entered 

the competition in 1999 and has 

had a lot of success in both it and 

WRC-2, mostly with its Fabia. 

Capitalising on that success, 

the company has launched a 

couple of Monte Carlo models 

– Kamiq and five-door Fabiahatchback. 

The Monte Carlo is 

the only Fabia variant available 

now and it has had a major 

lifecycle change, arriving here at 

tempting price of $39,990, and 

squeezes into the low emission 

zone rewarding a buyer with a 

$2181 NZ Government Clean 

Car Programme rebate. Bear in 

mind, though, if you want the 

bright red paintwork, as in the 

evaluation car’s case, it will set 

you back an extra $1000. 

Under the bonnet is an interesting 

four-cylinder engine 

of 1.5-litre. It’s a strong engine 

thanks to some fairly healthy 

outputs – 110kW and 250Nm, 

both generated by turbocharged 

forced induction. The result is 

a smooth, progressive flow of 

energy, and that is the essence 

of the modern engine; power arrives 

smoothly and is linear. 

Drive is sent to the front 

wheels through a seven-speed 

direct shift (dual clutch) gearbox. 

It is the Volkswagen group’s 

preferred design for automatic 

transmission and it works effectively 

with quick, clean shifts 

and ratios that complement the 

power outputs. There are also 

four drive modes that can be 

implemented, depending on the 

type of journey ahead. 

The Fabia carries all of the 

virtues that make Skoda such 

an interesting manufacturer in 

terms of functionality, right from 

the clever door-located umbrella 

holder to the rubbish bin-type 

container inside the driver’s door 

pocket. There’s also a parking 

ticket holder on the windscreen, 

pen holder in the centre console 

and cellphone holders on the 

back of the front seats - plus 

wireless cellphone charging. 

It also gets a bit of sporty 

treatment, seat stripes, carboncoloured 

trim details, red accent 

flashes and aluminium pedals. 

I particularly liked the red door 

grab handle. 

The Fabia in this form is a very 

interesting car; sure, it misses 

out on a few items that I thought 

would be mandatory, it doesn’t 

get heated seats, but in an unusual 

move it gets a heated steering 

wheel. There’s also manual handbrake 

lever; however, I relate to 

that as I like things simple and I 

like the idea of additional control 

everywhere I can find it. 

There’s no doubt Skoda is going 

places in New Zealand, the 

company has had some massive 

corporate orders – police and 

Corporate Cabs – and that success 

has raised the profile of the 

brand markedly. What’s more, 

the quality of product is high 

grade and interesting. Clever features 

are part of the company’s 

ideology; I can’t see the Fabia 

Monte Carlo being anything 

other than a resounding success.
