SOME PARENTS and former<br />
teachers in Christchurch<br />
are skeptical on proposed<br />
changes to class size ratios in<br />
schools, and believe challenges<br />
facing the sector are not<br />
straightforward.<br />
Education Minister<br />
Jan Tinetti announced<br />
changes last week<br />
to help “improve<br />
teacher and learning<br />
outcomes”, reducing<br />
classroom ratios from<br />
one teacher per 29<br />
pupils, to 28 by 2025.<br />
Tinetti said reducing the<br />
number of students in the<br />
classroom would allow teachers<br />
more one-on-one time with<br />
their students.<br />

said she was in a classroom<br />
where three teachers looked<br />
after 80 pupils.<br />
She said there was no time<br />
for one-on-one with teachers.<br />
“It was actually really big and<br />
noisy and the teachers couldn’t<br />
really handle the kids.”<br />
Lexi Watson, 13, said the<br />
classes were “a lot of people<br />
for a teacher”.<br />
“You couldn’t really<br />
have much time with the<br />
teacher.”<br />

said there was not just one<br />
solution to make learning<br />
easier.<br />
“I’m a parent and I want the<br />
best education for my son and<br />
it’s hard.<br />
“It’d be great to send our<br />
children to a private school and<br />
give them the best education<br />
but that’s not realistic for a lot<br />
of us.<br />
“And it’s also not realistic to<br />
after you’ve worked a full day,<br />
to sit down with your child,<br />
who is tired and review all of<br />
this (school work).”<br />
Grandmother Linda Askew<br />
thought the changes were<br />
futile.<br />
She said a back-to-basics approach<br />
was needed.<br />
“Making sure that our<br />
children can actually read and<br />
write and that we pick up these<br />
little ones who can’t, when<br />
they’re six or seven, not eight,<br />
would be much better.<br />
“Getting one more teacher<br />
ratio is not going to make<br />
much difference at all, and<br />
where are we going to find<br />
these teachers?”<br />
A Murchison mother, who<br />
preferred to remain anonymous,<br />
said her child was in a<br />
small class at a rural school, but<br />
some pupils still needed extra<br />
support.<br />
“In general, the teaching is<br />
fairly good because of (the size<br />
of the class).<br />
“Part of the problem with big<br />
classrooms is that all kids, no<br />
matter what level they’re at in<br />
the same age group, are put in<br />
together.”<br />
She doubted one less pupil<br />
in the classroom would make a<br />
difference.<br />
“If there’s a lot of different<br />
demographics and higher<br />
needs in that class, they probably<br />
need a couple of teachers<br />
in each class . . . that would be<br />
great.<br />
“But in the real world that’s<br />
not going to happen.”<br />

thought classroom sizes had<br />
gotten smaller, but teachers<br />
had been provided additional<br />
duties.<br />
“I think the teachers do a lot<br />
more than just teach now,” he<br />
said.<br />
“Giving them the ability to<br />
do the work that they need to<br />
do in the background, to be<br />
able to teach effectively is a<br />
good thing.<br />
“There’s limited hours in the<br />
day so with the extra responsibilities<br />
there needs to be some<br />
slack given somewhere else.”<br />
RNZ spoke to retired<br />
teachers last week, who said<br />
the government needed to do<br />
better, proposing a ratio of one<br />
teacher per 20-25 pupils.<br />

Sensors to monitor water quality<br />
in real-time along the Avon River<br />
NEW SMART sensors will<br />
measure water quality every 15<br />
minutes at four sites along the<br />
Ōtākaro Avon River.<br />
Monitoring sites have been<br />
set up in Riccarton Drain,<br />
Addington Brook, Dudley Creek<br />
and near Gloucester St and will<br />
test for a range of water health<br />
indicators in real-time.<br />
Smart Christchurch has<br />
teamed up with Spark IoT and<br />
specialist environmental monitoring<br />
company Adroit to install<br />
the sensors, which will enable<br />
the city council to respond more<br />
quickly to contamination events.<br />
Each station is<br />
powered by its<br />
own solar panel<br />
and takes water<br />
measurements<br />
every 15 minutes.<br />

The city council already monitors<br />
river water quality, but this<br />
has largely been done through<br />
monthly grab sampling from 47<br />
sites across the city 13 of which<br />
are located on the Ōtākaro-Avon<br />
River.<br />
“There is currently up to a twoweek<br />
delay in between taking<br />
manual samples, testing them<br />
and responding,” said the city<br />
council’s Smart Christchurch<br />
manager Michael Healy.<br />
“What we’re hoping to see<br />
from the introduction of Adroit<br />
water quality monitoring is the<br />
ability to see pollution events<br />
unfold in real-time and potentially<br />
take preventative action.”<br />
Urban streams and stormwater<br />
networks experience particularly<br />
variable water quality due to<br />
rapid run-off from roads and<br />
paved surfaces after rain.<br />
“We were looking for a continuous<br />
water quality monitoring solution<br />
that allows for the capture<br />
and identification of water quality<br />
variation that might otherwise be<br />
missed,” said Healy.<br />
“In the longer-term, as we<br />
do more riparian planting and<br />
other initiatives to enhance the<br />
waterway, we can track the efficacy<br />
of those measures and see<br />
how we’re doing with the health<br />
of our rivers.<br />
“Our goal is to help restore a<br />
healthy waterway that provides<br />
a place for the whole community<br />
to swim, fish and enjoy the environment.”<br />

initially, to<br />
enable the city<br />
council to measure<br />
the effectiveness<br />
of the new<br />
real-time sensors<br />
in comparison to<br />
manual testing.<br />

We’ve listened to feedback and<br />
announced major changes to our<br />
affordable water reforms, to deliver big<br />
cost savings to Canterbury households<br />
while also making sure that the work is<br />
led and delivered at a regional level.<br />
It’s no secret that our neglected water<br />
services are facing a crisis and without<br />
immediate action, households could<br />
face annual rate increases of over<br />
$4,000 - $9,000 per year in the future.<br />
As a Government, we’re not prepared<br />
to put this extra cost on Kiwis. That’s<br />
why we’ve taken another look at our<br />
water reform programme and come up<br />
with a pragmatic solution.<br />
Our affordable water reforms will fix<br />
New Zealand’s water infrastructure and<br />
make sure that households don’t foot<br />
the bill through huge rate increases. It’s<br />
a plan that will save families thousands<br />
of dollars, with projected savings of<br />
around $2,860 for households here in<br />
Christchurch City in the future.<br />
These changes strike a balance between<br />
saving households from ballooning<br />
costs while also being more locally led.<br />
We’ve extended the number of publicly<br />
owned water entities from four to<br />
ten. That means every council, and<br />
therefore every community, will have<br />
a say over their local water services<br />
entities. By setting up more water<br />
entities, we’re making sure that the<br />
needs of every community, including<br />
small rural towns, are heard and met.<br />
The water entities will be publicly<br />
owned, and regionally led by industry<br />
professionals who will be appointed by<br />
local representatives.<br />
Our plan will make sure that<br />
New Zealanders, no matter where<br />
they live, can access safe, reliable, and<br />
affordable drinking water now, and into<br />
the future.<br />

Bluey looks back on his days<br />
YOU WOULD have to be over 70<br />
to have heard of Bluey.<br />
Derek ‘Bluey’ Arnold was born<br />
on January 10, 1941 in Balclutha.<br />
In those days a person with red<br />
hair was called ‘Blue’ by their<br />
mates, a saying that seems to<br />
have originated from Australia:<br />
“Ow ya goin Blue?”<br />
Bluey was a rugby player.<br />
Between 1959–1971, he played 87<br />
matches for Canterbury and 15<br />
for the All Blacks, including four<br />
tests.<br />
A New Zealand player of the<br />
year in 1964, at 173cm and 67kg<br />
he would have been at a distinct<br />
disadvantage marking current<br />
All Black Jordie Barrett, who at<br />
196cm and 95kg often plays in<br />
the same second five position.<br />
Bluey says there is “daylight”<br />
between the rugby of his day and<br />
the modern game, not just the<br />
rules – now far too complicated<br />
and suffocating the sport – but<br />
the challenges facing the All<br />
Blacks before professionalism<br />
took over.<br />
Bluey was one of 30 players<br />
on the 1963 /64 tour of England,<br />
Ireland, Scotland, Wales and<br />
France, playing an unbelievable<br />
36 games from October 23 to<br />
February 24 (with just one loss<br />
0-3 and one draw 0-0).<br />
With nearly five months away<br />
from a job, some of the team<br />
had to resign to go on tour and<br />
a couple got leave without pay,<br />
while Bluey as a stock and station<br />
agent continued to get his salary,<br />
courtesy of a rugby mad boss.<br />
These amateurs were paid 10<br />
bob (shillings) a day by the New<br />
Zealand Rugby Football Union in<br />
the 1960s.<br />
Today, top All Blacks earn<br />
more than a million dollars a<br />
year.<br />
Bluey said in those days the<br />
rugby fraternity looked after the<br />
family at home, particularly the<br />
local clubs that rallied around,<br />
making sure the lawns were<br />
done, spare food was donated,<br />
and outings arranged and<br />
presents organised for Christmas.<br />
The players were a bunch of<br />
young, spirited guys overseas for<br />
an extended length of time. Bluey<br />
said it was an overwhelming new<br />
experience, discovering the big<br />
lights, especially for those players<br />
from rural New Zealand.<br />
The 1963/64 tour reality was<br />
a good example of downtime<br />
curbed by the weekly routine of<br />
rugby, rugby and more rugby.<br />
After breakfast it was training<br />
then lunch, training then tea,<br />
with evenings reserved for<br />
tactical discussions for midweekers<br />
and Saturday games.<br />
Public or private functions and<br />
travel fitted in in between, with<br />
the only time off on Sundays.<br />
This might be an afternoon at<br />
a bar or a bus tour, but in most<br />
cases it featured women.<br />
NOW AND THEN: Between<br />
1959–1971, Derek ‘Bluey’<br />
Arnold played 87 matches<br />
for Canterbury and 15 for<br />
the All Blacks, including four<br />
tests.<br />

found girlfriends on tour.<br />
Bluey said wearing the All<br />
Black blazer brought a lot of<br />
clout and admirers, with the<br />
rule what happened on tour<br />
stayed on tour.<br />
He said social behaviour and<br />
attitudes have changed since<br />
those times.<br />
“While you didn’t have anywhere<br />
near the conditioning of<br />
the modern player, we still had<br />
to manage our way through<br />
injuries because coming off<br />
the paddock was not really an<br />
option. There were no replacements,<br />
the 15 (where possible)<br />
stayed on till end of the game<br />
and we often had players limping<br />
from one on-field action to<br />
another.<br />
“There were players who got<br />
though a match with the aid of<br />
pain killers, but due to damage<br />
incurred a few players never<br />
played again.”<br />
Another five years were to<br />
pass before the rules allowed<br />
up to two players be substituted<br />
for injury, with tactical<br />
replacements now possible at<br />
any time.<br />
Bluey’s All Black career<br />
ended with getting on the<br />
wrong side of the new coach<br />
Fred ‘the needle’ Allen.<br />
“I was no shrinking violet,<br />
and we exchanged a few words<br />
a few times and that was it.”<br />
While rugby was a different<br />
game in his time and the<br />
demands on body and<br />
finances quite hard, Bluey<br />
said he would not change the<br />
experience of pulling on the<br />
black jersey for anything.<br />
“One of the proudest<br />
moments of my life.”<br />
It was a time in New<br />
Zealand where newspapers<br />
and radio dominated, and<br />
with the All Blacks at the<br />
forefront of these mediums,<br />
they were the heroes people<br />
most admired.<br />
Derek ‘Bluey’ Arnold was<br />
All Black 639, about halfway<br />
between the first to wear the<br />
jersey in 1884 and 2022’s tally<br />
of more than 1200.<br />
While the All Blacks remain<br />
an iconic team in world sport,<br />
some of the old players from<br />
around the country are living<br />
almost anonymously next<br />
door – like Bluey, who these<br />
days lives in South Brighton.<br />

Touch of French Riviera in Skoda Fabia<br />
MONTE CARLO is one of the<br />
most fascinating places I’ve had<br />
the good fortune to visit.<br />
In terms of major motorsport<br />
events, it is also home to the<br />
iconic formula one grand prix<br />
and has long been host to a<br />
round of the World Rally Championship.<br />
Skoda has had regular contenders<br />
with the latter. It entered<br />
the competition in 1999 and has<br />
had a lot of success in both it and<br />
WRC-2, mostly with its Fabia.<br />
Capitalising on that success,<br />
the company has launched a<br />
couple of Monte Carlo models<br />
– Kamiq and five-door Fabiahatchback.<br />
The Monte Carlo is<br />
the only Fabia variant available<br />
now and it has had a major<br />
lifecycle change, arriving here at<br />
tempting price of $39,990, and<br />
squeezes into the low emission<br />

Under the bonnet is an interesting<br />
four-cylinder engine<br />
of 1.5-litre. It’s a strong engine<br />
thanks to some fairly healthy<br />
outputs – 110kW and 250Nm,<br />
both generated by turbocharged<br />
forced induction. The result is<br />
a smooth, progressive flow of<br />
energy, and that is the essence<br />
of the modern engine; power arrives<br />
smoothly and is linear.<br />
Drive is sent to the front<br />
wheels through a seven-speed<br />
direct shift (dual clutch) gearbox.<br />
It is the Volkswagen group’s<br />
preferred design for automatic<br />
transmission and it works effectively<br />
with quick, clean shifts<br />
and ratios that complement the<br />
power outputs. There are also<br />
four drive modes that can be<br />
implemented, depending on the<br />
type of journey ahead.<br />
The Fabia carries all of the<br />
virtues that make Skoda such<br />
an interesting manufacturer in<br />
terms of functionality, right from<br />
the clever door-located umbrella<br />
holder to the rubbish bin-type<br />
container inside the driver’s door<br />
pocket. There’s also a parking<br />
ticket holder on the windscreen,<br />
pen holder in the centre console<br />
and cellphone holders on the<br />
back of the front seats - plus<br />
wireless cellphone charging.<br />
It also gets a bit of sporty<br />
treatment, seat stripes, carboncoloured<br />
trim details, red accent<br />
flashes and aluminium pedals.<br />
I particularly liked the red door<br />
grab handle.<br />
The Fabia in this form is a very<br />
interesting car; sure, it misses<br />
out on a few items that I thought<br />
would be mandatory, it doesn’t<br />
get heated seats, but in an unusual<br />
move it gets a heated steering<br />
wheel. There’s also manual handbrake<br />
lever; however, I relate to<br />
that as I like things simple and I<br />
like the idea of additional control<br />
everywhere I can find it.<br />
There’s no doubt Skoda is going<br />
places in New Zealand, the<br />
company has had some massive<br />
corporate orders – police and<br />
Corporate Cabs – and that success<br />
has raised the profile of the<br />
brand markedly. What’s more,<br />
the quality of product is high<br />
grade and interesting. Clever features<br />
are part of the company’s<br />
ideology; I can’t see the Fabia<br />
Monte Carlo being anything<br />
other than a resounding success.<br />
