He is out of a job

SURGERY DELAYS for a man almost
killed in a fiery explosion in his driveway
have led to the loss of his job.
Kevin Burney, 61, marked one year in
April since the accident, which resulted in
burns to 70 per cent of his body.
As part of his post-hospital recovery,
Burney needs bilateral release surgery on
both elbows to restore movement in the
joints.
Until he has the surgeries, the Darfield
man can not lift his arms above his head
and needs help with basic tasks such as
getting dressed, combing his hair and
shaving.
The first surgery was initially planned
for January, with the second to follow.
This would have enabled him to return to
his job as a printer in Christchurch this
month.
However, the surgery has been continually
rescheduled and Burney is still
waiting. The latest date he has been given
is August 14.
He said his printing job was “reasonably
physical”. His employer told him about
one month ago they would no longer be
able to keep his position open, as they had
done since the accident, and would be getting
someone else to do the job.
“They are a brilliant company, they have
been really good to me, I can’t complain
about them,” Burney said.

As of Monday at Darfield, any
phones brought to school must
be switched off and left in bags
from 8.30am to 3.10pm.
“We specifically included
break times so that students will
talk face-to-face,” England told
the Selwyn Times.
“Students will still have an
online messaging function
through their laptops and
parents can make contact via
our office. We’re confident that

England gave examples of how
phones were a distraction and
used as a tool for bullying at the
school.
“Phones are used to coordinate
toilet visits and various
other activities which aren’t
helpful to learning,” he said.
Social media de-friending
had been used by peer groups to
“bully by exclusion”.
“It can become quite a horror
story for people because they
can’t get away from the online
presence.”
Selwyn’s two remaining high
schools – Lincoln High and
Rolleston College – allow phone
use at break times.
At Lincoln, mobile phones
must be switched off or on silent
and left in bags during class.
At Rolleston there is an “ask
first” policy during class, where
students must ask the teacher for
permission to use their phone.
Education Minister Jan Tinetti
said she would not consider a
nationwide ban on phones at
secondary schools after New
South Wales banned the use of
cell phones at all public high
schools in April.

CYCLIST, TRUCK COLLIDE
A cyclist was left in a serious
condition after he collided with
a poultry truck on Manion Rd,
Rolleston. A Van Den Brink
Poultry manager said the large
refrigerated truck was returning
to the depot, travelling south, and
was about 500m away when the
crash happened, about 6.05am
on Saturday. The driver said the
cyclist was wearing dark clothing,
had no lights, and pulled out in
front of the truck, catching his
shoulder on the truck. St John
said the cyclist was transported
to Christchurch Hospital in a
serious condition. Police said no
charges had been laid in relation
to the incident.
COW DIES AFTER CRASH
A driver was lucky to escape
injury after hitting a cow on
Thursday. Sheffield Volunteer Fire
Brigade was called to the crash on
Old West Coast Rd around 7pm.
Chief fire officer Neville Croy the
cow died, and the ute was badly
damaged.

Police say they are no closer to
locating the driver of a stolen
vehicle which crashed outside
Lincoln Primary School on June
19. The man walked off with
a backpack full of items from
the vehicle after crashing into
teachers’ cars. “An investigation is

Water charges set to
What district
increase again in 2024

SELWYN RESIDENTS will be
paying even more for their water
in 2024.
Last week the Selwyn Times
reported residents had been
surprised by the increase in their
water bills, which had gone up to
72 cents per cubic metre for 2023.
Metered water bills will rise
again next year, to 80 cents per
cubic metre.
The metered water bill is on
top of a fixed charge of $308 for
water in general rates, up from
$280 last financial year. This
charge is for water connection.
Ratepayers face a 5.9 per cent
increase in their rates this year.
District council enabling
services group manager Kelvin
Mason said there were 117 submissions
from the community
in relation to the council’s Draft
Annual Plan, which is the basis
for how rates and other charges
are set.
“There were a very small number
of responses to any of the
council’s rates,” he said.
For the period of the 2023/24
Annual Plan, the district council
will collect $12,133,63 million in
Water Targeted Rates.

The targeted rates will pay
for a portion of $27,907 million
of water supply capital projects
in the Annual Plan. Many
upgrades are related to growth.
Mason said the district council
uses debt funding to make up
the difference.
“Capital projects that provide
benefits over many years are
incrementally charged to the
ratepayers reflecting the life of
an asset.
“This means the cost burden
is shared by the ratepayer today
and the ratepayer in the future
who will also benefit from the
asset. The council uses debt
funding to cover the asset cost
while rates are being collected
over future years.”

thought he had a leak when his
water bill arrived.
“They went from $75 to $113
for six months. The staffer at
the council told me that was for
the summer months so I should
expect to pay more but like
many people, I don’t put much if
any water on the lawns anymore
because of the charges,” the
resident said.
Selwyn water was one of the
cheapest in the country in the
2021/22 Water New Zealand’s
national performance review
– it was the 8th cheapest at an
average of $387 (combined rates
and metered charge), and the
lowest compared to neighbouring
councils Christchurch ($395)
and Waimakariri ($454).

rates (from memory there was
no direct submissions on water
charges). The 5.9 per cent average

The article in the Selwyn Times
indicates that water was on top
of the 5.9 per cent, this is not
correct. Metered water charges
were applied to household
water use based on when meter
reads occurred so that only
consumption in 2022/23 received
the 72 cent charge. For many
properties that was December
2022. The 72 cent rate was
agreed by council in the Annual
Plan for 2022/23. The increase
agreed at this year’s planning
period was in line with the
percentage change that was
agreed in the LTP. I am (aware)
of the current cost pressures
facing all our residents
and sympathise with our
communities.

For residential properties,
there is a fixed charge plus each
property is metered so there is a
volumetric charge on actual use
of drinking water directly billed
to each house. Therefore, higher
water users will be charged more
for the water they use. We have
some of the cheapest water in
New Zealand, but we also have
some of the highest use of water.
Water is a finite resource so there
are some measures that can be
taken to reduce water usage,
and consequently lowering the
amount charged, on our website
Selwyn District Council – Save
Water, such as checking for
leaks, best times for watering,
rainwater harvesting, mulching,
and planting drought resistant
plants.

is that yes, I
do believe that
these increases
are necessary in
order to properly
maintain and future-proof
the district’s excellent water
infrastructure. The new rates
for water are still among the
cheapest in the country and far
lower than buying bottled water,
which is around the same cost
per litre as this council charges
per cubic metre, is not readily
available via a tap, and comes
in a plastic container that
may or may not be recycled.
In addition, we know that the
standards required to gain
exemptions from chlorination
will be high; continued and
increased investment will be
necessary if this goal is to be
achieved.

My view is
that the rates are
reasonable given
Selwyn has some of
the cheapest water
charges in the country. If we
continue to keep our rates below
the actual costs of supply, we
will forever be playing catchup.
While water itself is free, its
delivery to the gate is not. We
have to absorb the following
increases: Electricity costs for
pumping, central government
legislation for public health,
and material and labour costs
for maintaining and upgrading
current infrastructure.

rates have
increased in two
places. The annual
fixed charge per
property has
increased by $20 to $308, an
increase of 6.94 per cent. The
volumetric charge has increased
by 8 cents per cubic metre to
80 cents. An increase of 11 per
cent. Largely the increases have
been driven by: Inflation (CPI
7.2 per cent PPI 12.33 per cent)
and an increase in regulation
– notably, the requirement for
chlorination of all supplies. The
potential future requirement
for fluoridation will also add
cost increased operating costs
due to wages/fuel/insurance/
electricity renewal and upgrade
of infrastructure to have better
delivery, storage and pressure.
We are certainly very conscious
of the cost of living and the
requirement to minimise rate
increases. Selwyn continues
to have one of the highest
quality, lowest cost of water
delivered per cubic metre in New
Zealand.

oversee the delivery of water
services.

Impact of
water reforms
as yet unclear

THERE IS still uncertainty
about what impact the new
water reforms could have on
ratepayers.
When the change from Three
Waters to Affordable Water
Reforms was announced in
April, the cost savings were
estimated to be $2760 per
household by 2054.
That equated to a 53 per cent
saving under the new entity, with
Selwyn having the second lowest
saving behind Waimakariri
District.
While long-term savings are
good, there could be little to
none in the short-term. The
reforms will have 10 entities with
Canterbury being
the largest, having
13 councils
including the
West Coast.

reforms could result in a rate
increase of four times for his
district.

“When you are

cheapest water in New Zealand,
you struggle to see how Three
Waters is going to make it any
cheaper,” Miller said.
“In our case, Christchurch and
Selwyn will have to help the West
Coast with a smaller population to
get their water systems up to spec.
“The inescapable takeaway for
me is if this goes through Selwyn
will be paying more because they
will be cross-subsidising other
ratepayers.”
Miller said the district council
has done a significant amount of
work upgrading the water supply
and wastewater systems in the

district to ensure they are up to
the highest standard.
The district council enabling

Clark.
“The Invercargill Mayor has
his personal views, and it is
not clear how he has made his
calculations. Based on what
we understand in regard to the
proposed reforms we do not
share that view,” Mason said.
Along with the cost, it is
also unclear how water will be
charged. Miller said initially it
may be up to the councils until
the new entity sets up their
processes.
“That will be seen by the
ratepayers as Selwyn collecting
the increased rates take, when in
fact it’s the new entity.”
Mayor Sam Broughton it will
be down to the new entity to
decide.
The new entity must be in
place by July 1, 2026, but can
commence earlier if ready.

KIRWEE WILL be getting
another CCTV camera to
monitor crime.
The camera will be installed
on the Thirsty Acres building
on the corner of State Highway
73 and Courtenay Rd. It will be
linked to the police and to the
monitoring system already in
place at the Kirwee Challenge.
Kirwee Community Association
chair Stu Begg said the
camera will serve a number of
purposes.
He said police will be able to
access the footage to track criminals
moving through Kirwee or
get incidents on video.
“Within a few days of the one
being up at the Challenge it
caught someone doing a burnout,”
Begg said.
Along with criminal activity,
Begg said the key purpose for
the camera was to cover the intersection
of SH73 and Courtenay
Rd, which has stop signs on
both sides of the state highway
intersection.
“A lot of people haven’t been
stopping at the stop sign (at the
SH73 intersection).”
Begg, who is also a member
of the Kirwee Volunteer Fire
Brigade, has been to a number of
accidents at the intersection.
He said the camera could be
used as evidence if there was a
crash or help to deter people not
stopping at the stop sign.
The camera will cost $1380
with $580 coming from Malvern
Community Board discretionary
fund, and the rest being
fundraised by the community
association. There is no date set
for its installation.
Thirsty Acres owner Jono Alve
declined to comment as he said
the camera is not related to his
business.

Testamentary
Guardianship
A key clause, and often a motivating
factor in executing a Will, is
‘Testamentary Guardianship’.
A testamentary guardian is
someone that you (if you’re a
guardian of your child) appoint in
your Will to have legal authority to
make decisions about the care and
well-being of your child after your
death. They “step into your shoes”,
to act alongside the other surviving
parent, or to take responsibility for
your child if there is no surviving
parent that is a guardian.
A testamentary guardian doesn’t
necessarily have day-to-day care
of the child, but is involved in or
makes the bigger life decisions
such as where and with whom the
child lives, medical care, cultural,
educational, and religious choices.
The person you appoint in your
Will automatically becomes the
testamentary guardian on your
death, provided your Will is valid.
They don’t need to apply to the
Family Court to be appointed
unless you were not a guardian of
your child at the date of your death.
Many clients consider the
appointment of a testamentary
guardian particularly important
if they have separated from the
child’s other parent. If the child’s
other parent is still alive, and is a
guardian, then the testamentary
guardian would share the
guardianship role with that
surviving parent.
The person you choose to appoint
as testamentary guardian must be
over the age of 20 at your death.
They should be someone who
shares your views on important
aspects of raising a child, and be
willing to ensure your views are
represented. They can also help
maintain contact between the child
and your wider family if this is in
the child’s best interests.
The appointment of a testamentary
guardian should be very carefully
considered to try to avoid interfamilial
conflict, and with the
primary focus of acting in the best
interests of the child.
If the other surviving parent,
or another guardian, is not in
agreement with the person
you appointed as testamentary
guardian, they can apply to the
Family Court asking for that person
to be removed as guardian and for
someone else to be appointed in
their place.
The continued well-being of
your children is one of the most
important things in life. Get in

trust has authority to have your

“I was planning to return to work, and
we had already established with the company
dates for that. But there’s no way that
could ever happen given the delays in the
health system,” he said.
He had worked at the company for more
than 30 years.
“I’m over 60 now, it’s difficult to train in
a new career. I will be close to 62 before
I’m really back up to work speed again.”
Wife Amanda said Burney is on ACC
at the moment, which is 80 per cent of his
salary, but he does have a fear he will be
forced onto a benefit in future if he’s unable
to find future employment.
While Burney blamed the health system
for his predicament, he was also philosophical
about it.
“I do feel let down but also, listening
to all the discussion on talk back and
what have you, mine definitely falls in the
category of non-urgent, it’s not life threatening.
I feel good to allow other people
who have more urgent needs to get in (for
surgery).”
Recent delays to a surgery date had been
due to not being able to confirm a bone
surgeon, but that was now confirmed.
In the face of the surgery being rescheduled
earlier this year, Burney had opted
to have both operations done together
to condense his healing time so he could
get back to work quicker. However, now
returning to his job was not an option,
he was hoping to go back to “plan A” of
having the two surgeries separately, as this
would be less physically traumatic.
He was waiting to hear back from his
medical team about whether he could do
this.
Burney suffered burns to 70 per cent of
his body when a metal drum he was using
a grinder on in his driveway exploded in
flames on April 2, last year. He was rushed
to Christchurch in a critical condition,
and airlifted to Middlemore Hospital in
Auckland.
The first four weeks were in intensive
care, where doctors said they had not seen
burns as severe since those they treated
from the deadly White Island eruption.
They did not know whether Burney would
survive as he battled for his life. One of his
lungs collapsed, he suffered an infection,

Burney’s family were overjoyed when
he made enough progress to be taken out
of intensive care, moving to the hospital’s
specialist burns unit on April 30.
He spent eight weeks in the burns unit,
undergoing several skin graft surgeries.
The surgeries were nine-hour marathons
involving three surgeons, where skin
was taken from unburned areas of his
tummy and buttocks, to be grafted onto
the burned areas of his torso, arms, hands,
and the front and back of his thighs.
Burney said overall he and Amanda felt
positive about his recovery, which was
being aided by district nurse visits three
times a week to reapply dressings, and a
physiotherapist visiting twice a week.
Te Whatu Ora would not discuss
Burney’s situation with the Selwyn Times,
saying it doesn’t comment on individual
patient care.
A spokesperson said theatre capacity in
Canterbury is currently reduced to match
the available anaesthetic technician workforce
and ensure safe surgical care.
“Surgeons in Christchurch are having
to prioritise patients waiting for surgery
every day, with only the most urgent cases
going ahead and some patients have had to
be deferred at short notice”.

Stage one of the $17.2 million
park on Birchs Rd, Prebbleton,
was officially opened last
month. The park has a range of
features, including a dog park,
playgrounds, cycle tracks, and
sports fields.
While most of the park has
received praise, the sports fields
have garnered some complaints
from users
who noticed
the water was
not draining.

but more investigation has
revealed it is actually the health
of the soil causing the issues.
Said district council major
projects manager Phil Millar:
“The main issue is around the
soil structure and the water not
draining through the soil as a
new playing field takes two or
three years to fully grow in.”

The drainage system is of a
higher standard than most other
parks in the district with drains
every 7.5m, which funnel water
into one of four soakage basins.
The district council will under
take work to improve the soil
health.
“The main fixes will be
to soil structure, using compost,
plant foods and soil aeration
starting in early spring and
carrying on until late autumn,”
Millar said.
“The aim is to have the fields’
drainage functioning a lot better
for next winter.
“However, function will still
improve over 2–3 years as the
soil health improves.”
Millar said the district council
will absorb the cost of the
repairs into the maintenance
budget for the park.
Changes will also be made
to the stage two of the park,
scheduled to open in 2025-26,
to prevent future drainage
issues.
“We will most likely not
open the fields to sports use
for the first two years after
construction, in order to give
the soil time to increase in
health, allowing the drainage
system to function as designed.
This will be confirmed during
project construction.”

TWO FIRES ON WEEKEND
An electric blanket left on is
believed to have caused a small
fire in a Tennyson St, Rolleston,
home at 9.30am on Saturday. The
fire was in bedding. Rolleston
volunteer firefighters also
attended a barn fire on a Hoskyns
Rd farm about 7am. Station
officer Rob Eggers said the cause
was unknown, but it was not
suspicious. It had damaged a
vehicle, and some framing and
panels at one end of the building.
DOG WALKER CASE
SHELVED
Police have failed to identify the
driver of a sedan who allegedly
verbally assaulted and tried to run
down a dog walker in Lincoln.
The April 14 incident unfolded
on Springs Rd near Southfield
Drive. In May police said the were
speaking to a “person of interest”.
A police spokesperson said
inquiries had now ended, pending
any new information.

Residents disappointed by
council’s non-attendance

DARFIELD RESIDENTS are
disappointed district council
staff didn’t attend a meeting
about chlorine.
The newly formed Darfield
Residents Association met on
Thursday with questions about
chlorine ready for a council
representative, but those went
unanswered.
Chlorination of Darfield
water is legally required until an
exemption is granted by water
services regulator Taumata
Arowai. The district council is
in the process of applying for an
exemption.
Chair Harvey Polglase said it
was disappointing no one from
the district council was there.
“In setting up the residents
association the council said we
could call on council employees
to update us on any issues,”
Polglase said.
“We’d initially had a promise
that someone would attend,
but they decided no one was
available.”

Murray Washington said the
residents association was told

Polglase said while the outline
was helpful, it did not answer
specific questions residents had.
Malvern Ward district
councillor Lydia Gliddon said
she supports the residents
application for exemption.
“I tried to fight the
chlorination back in December
around stopping it until we could
get some exemptions. Obviously,
Taumata Arowai is setting the
bar so high that you don’t even
know where to go.”
The district council is working
with Rakaia Huts residents,
which was initially rejected
by Taumata Arowai in April.
Gliddon said this will be a test
case for the district council to
see what is needed to get the
exemptions.
“Our first port of call is the
Rakaia Huts exemption, which
we still haven’t got and that is
the benchmark to see how we
can keep progressing with these
exemptions, Taumata Arowai
doesn’t even have a standard for
this.”
Malvern Ward district
councillor Bob Mugford was
unavailable for comment.
Washington said there had
been no standards specified by
Taumata Arowai to achieve a
disinfection exemption.

signage
installed
NEW SIGNAGE has been
installed on Te Ara Ātea after
months of debate over whether
the word ‘library’ should be
included in its name.
The Rolleston Residents Association
had asked the district
council to add ‘library’ to the
name of the building, which
sparked a heated debate among
the community.
The district council said just
putting library on the building
would not be correct as
the building serves multiple
purposes.
The new signage has all the
main services on the building
in both english and Māori and
internationally recognised
symbols.

Hi everyone,
As your local MP, I wanted to write to update you on the state of the Government’s finances, and National’s alternate plans for
our country.
I know that life is tough out there for many. The cost-of-living crisis is now dragging into its third year, and economic
mismanagement has driven New Zealand into recession.
Interest rates have risen so fast that a ticking time bomb lies in front of us. In the months ahead, hundreds of thousands of
mortgage holders will have to move off a home loan with a 2 or 3 per cent interest rate to a loan with 6 or 7 per cent interest. When
that mortgage bomb goes off, the whole economy will shudder – and many families here in Selwyn will be directly impacted.
The Government’s books are going backwards – spending is up 80 per cent since Labour took office in 2017 and net debt has
increased from $6 billion pre pandemic to around $71 billion today.
The great shame is that there’s so little to show for this increased debt – we have potholes all over the roads, declining school
attendance and achievement, growing health waiting lists, and escalating violent crime.
Billions of dollars have been wasted on consultants, centralisation, and ideological projects instead of bolstering the frontline
services we need like more nurses, doctors and midwives, and ensuring our police are well resourced.
It’s time for the excuses to stop. New Zealand needs solutions to fix our broken economy and to help you get ahead once more.
Most of all, what our country needs right now is hope. That’s what National will deliver.
National’s plan to fix the economy will address the cost of living, lift incomes, and improve the services that we all rely on.
We will index tax brackets to inflation – giving the average earner an extra $960 in the pocket every year. Our commitment to
reducing taxes means Superannuation will go up faster too, and we will keep the winter energy payment.
We have already announced our plan to reduce the health workforce shortage by helping pay nurse and midwifery student
loans for those who stay in New Zealand for five years after graduating. We will build a new medical school and we will graduate
another 220 doctors a year, as well as filling shortages immediately by making it easier for migrant nurses and midwives to
come and live here. We will also reduce waiting times for elective surgeries by bringing back the previously successful health
targets that Labour scrapped, and we’ll get rid of Labour’s instructions to prioritise surgery by ethnicity.
To all those parents across Selwyn; National will help those with pre-schoolers with a $75 per week rebate, as well as making
sure that every child has an opportunity to succeed by ensuring schools teach an hour each of reading, writing, and maths
every day, with full support for our wonderful teachers to do so.
We will scrap Labour’s undemocratic Three Waters plan in our first 100 days in office, return seized assets to local councils and
ensure the health of our water and the financial stability of water services with our own Local Water Done Well plan.

Slinky the snake lives beside
the Liffey Stream near Garrett Pl
and is made up of 123 decorated
stones.
The snake’s creator Alicia
Loader has been surprised by
its growing popularity and said
anyone can add a stone make
Slinky even longer.
“I am a little shocked at
the amazing response and
popularity of Slinky.
“I am also really happy that
we have created something that
everyone is enjoying.”
The Loader family found some

“The kids really enjoyed
hiding them and finding others

During the school holidays,
they usually organise themed
rock hunts, but this time they
decided to build the rock snake.
“The idea of the painted rock
snake came from seeing an
image from America where they
made a rock snake. I had never
seen or heard of one made here
in NZ and wanted to bring the
excitement that I saw in this idea
to Lincoln.
“It’s been in my head for three
to four months on how, where
and when to do that would make
it accessible for everyone to
enjoy.”

Teacher
exchange
‘a rewarding
experience’
AN INDONESIAN exchange
teacher has had first-hand
experience working in the
district’s schools.
Lordna Lambe is an english
teacher at Barana Christian Secondary
School in Toraja, Sulawesi.
She spent three weeks visiting
schools in the district.
Rolleston College was Lambe’s
main host school but she also
spent time at Darfield High, Ellesmere
College and Lincoln High.
“I came as an english teacher
who thinks I am sufficient enough
to teach english in my school. Yet
this experience has opened my
understanding that, as a teacher,
I have to learn, grow and develop
to be able to help my students
to prepare for the global world,”
Lambe said.
Her visit comes after three
Selwyn teachers travelled to
Toraja in 2019 to work with 25
junior english teachers.
The plan to repeat the programme
was then disrupted by
the Covid pandemic.

Top two Ellesmere sides face off

mouth-watering clash between
the two unbeaten sides.
They face off for top spot in the
final round robin match of the
season on Saturday.
But there will be an equal
amount of interest in the race for
third and fourth. Southbridge
and Darfield, who sit third and
fourth respectively, also meet on

Lurking four points adrift of
Darfield in fifth are West Melton,
who have a mathematical chance
of grabbing the last Coleman

Waihora and Prebbleton did
not allow tricky match-ups to
stop their forward momentum
on Saturday, Waihora travelled
to Darfield and came away with
a 20-10 victory, while Prebbleton

potential precursor to the final.

fund will be boosted by about
$14,000 after a pair of the All
Black legend’s boots, and oneoff
Pasikifa day jerseys, were
auctioned on Saturday.
Southbridge hosted the day
with the jerseys worn by the
division 1 and 2 sides. The club
has a strong Pacific presence.
Carter, the club’s most famous
son, donated a pair of his limited
edition Adidas boots. They were
secured for $9500 by a Selwyn
company which has been a great
supporter of rugby, Southbridge
club manager Chris McMillan
said.
The jerseys fetched about
$5500, which after costs of running
the day and auction came
off, would mean a good payday
for the charity, he said.

championships.
Fifteen swimmers from the
club have qualified for the meet

champs last weekend – the club’s

Principal’s Message
Term two has certainly been an eventful one.
The College Ball - A night at the Oscars was a
sensational experience. We were impressed
with the fantastic facilities on offer at Te Pae
where this occasion was hosted. A huge
thank you to Mrs Henderson and our Senior
Advisory Leaders - Mr Hunter, Mrs Evans,
Mrs Chamberlain and Mrs Eden for their
organization and support from our Student
Events Leaders Hannah, Anna
and Duncan. All year 12 and
13 leaders conducted
themselves superbly and
rose to the occasion, one
that marks the coming of
age as our young people
move from childhood to
young adulthood.
The college has been involved
in hosting two groups of Japanese Learners
from the Omiya district in Japan and it has
been outstanding to be able to share our
culture and also to learn from these different
groups. It has been such an enriching
experience for our community and one that
we plan to continue in the years to come.
The contract for the expansion of Rolleston
College has been executed and works
are progressing to deliver our expanded
gymnasium by February 2024 and 32
additional standard spaces by July 2024.
An all weather canopy to our existing courts
will be operational by the end of September
2023. Ahead of this expansion eight
additional modular teaching spaces are now
in operation by early June 2023 to provide for
our growing roll. Plans for our new campus
are also progressing to support the first
classrooms being available on our new site
from Term 1 2025.
In the last week of term we informed
learners and the parent community that Mr
Hayden Shaw will be leaving us after 7 1/2
years at Rolleston College to join the Senior
Leadership team at Hagley College. Whilst
we are happy for Hayden in terms of his
movement to this new role close to his home
we will certainly miss his calm, considered
approach to school and his love of all things
Hockey. His contribution to Rolleston College
has been considerable.
We are delighted to be able to announce that
Mr Cameron Winsloe has been promoted to
the role of Associate Principal. Mr Winsloe is
well known to our community having worked
at the school for the past 4 years. Cameron is
passionate about creating positive pathways
for young people through education. Be that
on to tertiary studies, other higher education
or the world of work. Cameron not only has
sound experience in New Zealand but has
also worked in London including in roles
outside of education. Originally from Gore
Cameron has a true Southland work ethic
and the ability to form positive relationships
with all he encounters. We look forward to
Cameron commencing in his new position in
term 3.

The 2023 Senior Formal was a raging
success! The students turned up dressed
to the nines and enjoyed a wonderful
‘Night at the Oscars’ at the Te Pae
convention centre in town. Everybody
in attendance enjoyed a 2 course meal,
took heaps of photos, and danced the
night away. Congratulations to our 2023
Prince, Princess, King, and Queen: Griffin
Kath, Evie Freller, Brock Cottrell, and

families and members of the community
come to see an awesome performance.
The end of the term was busy. We had our
Year 11 Business class run market day.

We had more visitors from Japan join us
to present the amazing parts of their time

on Friday night.
The two-year-old was heavily
supported and he didn’t let his
backers down when he cleared
out to score by three and a half
lengths.
Though the pacer clearly has
ability, Jones admitted he isn’t
sure exactly how much the

has, just yet.
“He is a nice wee horse, he
does everything right and he’s
quite professional,” Jones said.
“We don’t know how good
he is yet, he hasn’t really been
tested yet but he should do a
pretty good job.”

AN AUTUMN and winter of longtime
maidens breaking through for success
continued when Sir Monty scored at
Addington on Sunday in his 50th attempt.
The five-year-old’s gate speed helped
driver Sam Thornley secure him a sweet
trip in the trail before he sprinted up the
passing lane to win the Bev Little Memorial.
By recent standards, breeder-ownertrainer
Gavin Turner didn’t have to be too
patient.
Sly Tricks broke through in his 85th
start recently, while Santeria made it win
one in her 64th start late last month.
Sir Monty beat both to the winning post
in his 50th start at Addington.
Turner admitted he was more thrilled
for his horse rather than any personal
satisfaction he may have gained from the
Addington victory.
“I am just pleased for the horse, he is a
pleasure to have around and he tries his
guts out,” the trainer said.
“It has been a long time between drinks
but it is good to get one at Addington.”
Turner’s last training victory with Rollin
Thunder back in 2016 was his first win.

“Wayne is great with them, too, he
does a lot with them when they are
young.
“We have a good understanding
and it works out really well.”

family of the star Memphis mares.
She was from a bargain buy in the
McArdle mare Zena Mac.

that Wayne could have something
to drive, she ended up winning a
couple of races and doing a good
enough job.”

Faces of Selwyn returns to
celebrate different cultures
A total of 1,527 listeners tuned into Faces of Selwyn on Air in 2022, an increase of
100 listeners from 2021.
Faces of Selwyn on Air features stories about the lives of Selwyn residents who
have come from different cultures around the world and now call Selwyn home.
Last year the podcast series explored international flavours, as each participant
shared their favourite dish from their culture.
Participant Agnes Abuel Guda shared her delicious pork sinigang recipe, the
perfect dish for a cold day.
“Every Filipino dish has a story and for us Filipinos, food is a joyful celebration,
seen on each plate we serve and the food we cook. It is that happy celebration
that I wanted to share with others. It was also a moment for me to come out and
showcase our distinct culture, something that I am truly proud of.”
Agnes said she not only enjoyed sharing her dish and Filipino culture, but as a
passionate cook and food fanatic, she enjoyed learning about other cultures and
their favourite recipes.
“It was truly a humbling experience to be part of Faces of Selwyn last year and to
tell my migrant story, as well as to talk with pride about one of Filipino’s favourite
dishes. It gave me great pleasure to share our recipe, to be able to let others
experience, taste and enjoy our dish. I know that many Filipinos were able to relate
to that dish too.”
Participant Farin Nisa said she was really touched by the amount of people who
tried her peda recipe and was glad she got share her journey to Selwyn.

Dog registration month — Selwyn’s top
dog names
Throughout Selwyn this July, dogs of all shapes and sizes are being made
official with the Council for dog registration month. But despite the diversity
of their unique quirks and favourite toys, many of Selwyn’s dogs actually have
a lot in common — namely their name.
Owners who take their dog, Bella, Charlie or Poppy to the park are likely to
come across several other dogs sharing the same moniker. These three names
top the charts for the district’s most popular dog names on the Council’s
registration records.
Owners also love Ruby, Max, Molly, Archie, Luna, Daisy and Coco, with these
names rounding out the top 10.
But for owners that have wanted to give their four-legged friend something a
little less popular, there were evidently plenty of options to choose from, with
names ranging from Viking gods to vegetables.
Several dogs called Thor and Ragnar are registered, while Alan, Kevin
and Dave made the list too. There are also pooches sporting the names
Chewbacca, Yoda, Pussycat, Dog, Spud, Bean and Scooby.
During the month of July, all dogs aged three months and over that live in
Selwyn must be registered with the Council.

Business After Five — Getting to grips with AI
Selwyn businesses wanting to know how they can make use of Artificial Intelligence
(AI) technologies, or what legal requirements they need to be aware of, are being
invited to attend the district’s Business After Five event on Tuesday 18 July.
The free networking event will feature a presentation from local digital marketing
expert, Julia Roberts of The Marking Club on ways AI can be used to support
businesses. Paul Owens and Judith Bullin from Rolleston-based firm, Parry Field
Lawyers will also speak at the event, offering information on how to keep
businesses healthy.

and learn.

Voting for the Selwyn Awards 2023 People’s Choice Award is now open.
The Selwyn Awards 2023, presented by IPORT Business Park, is held every
second year and recognises the outstanding work and achievements of
businesses, community organisations and individuals. This ranges from
dedicated volunteers helping protect and promote the local environment or
heritage, through to inspirational businesses which are diverse and inclusive,
and young people doing amazing things.
All award nominees are eligible for the People’s Choice Award. People can
vote for who they think is the most deserving of the award and can vote for
one nominee per category.
Votes can be cast on the Selwyn Awards website, selwynawards.co.nz, from
now until 23 July.
The Awards Gala will be held at the Selwyn Sports Centre on 5 August and
will be hosted by one of Aotearoa’s favourite television personalities, Hilary

Mercedes EQE breathtakingly quick
Motoring with Bob Nettleton
IN THE last three years
Mercedes Benz has amped
up their quest to become a
luxury electric vehicle game
changer, with their efforts being
spearheaded by the EQ range of
electric models.
Among them the futuristically
styled and breathtakingly quick
EQE AMG, one of the hottest
ever Mercedes Benz sedans
priced at a cool $220,000 – and
the subject of this road test.
Just months after the launch of
the large luxury EQS, the EQE
is the next model series to be
based on architecture Mercedes
Benz developed specifically for
their electric models. The EQE
emulates the lofty luxury car
benchmark set by the flagship
EQS, for refined pure electric
motoring, albeit in a slightly
more compact format.
Riding on a slightly shorter
wheelbase than the EQS, with
shorter overhangs and more
recessed flanks, the EQE remains
a substantial high-end luxury
sedan. Interior space exceeds
the comparable ICE (Internal
Combustion Engine) Mercedes-
Benz E-Class, including interior
length (+80mm) and front
shoulder room (+27mm). The
EQE comfortably accommodates
up to five people even on longer
journeys.
It’s one super slippery
customer. This is what you would
expect from one of the world’s
most aerodynamic vehicles. With
a drag coefficient of just 0.22,
it’s second only to its big brother
the EQS whose the slipperiest
of them all with an astonishing
drag co-efficient of just 0.20 Cd.
These figures allow both cars to
glide along with minimal wind
resistance and noise.
The EQE was developed with
a strong environmental focus
with the plant it’s built at in
Germany converted to climateneutral
production and only
using electricity from renewable
sources. These are a large number
of initiatives underpinning
each new all-electric model
from Mercedes-EQ family as
the company moves towards its
target, to make its new passenger
car fleet CO2-neutral by 2039.
The EQE brings sharp styling
and attitude, along with a level
of standard equipment and
refinement to what is regarded
as an all-electric alternative to
the legendary Mercedes-Benz
E-Class sedan.
A three-model range is
offered here and put its best foot
forward with the entry level
and attractively priced $132,100
EQE. After more power and
technology? That’s offered in
abundance in the $145,000n
350 version featuring Mercedes
Benz 4MATIC AWD system. For
wanting the jewel in the EQE
crown it has to be the X-factor
$200k plus AMG 53 4MATIC.

enhanced the test vehicles ride

steering shortens the turning
circle during cornering and
parking, and delivers better
steering response. Comfort for
a serious high performance
sedan is excellent, and free of the
sometimes abrasive low-speed
ride associated with this type of
model.
Handling is right out of the
top draw thanks to a superbly
designed, engineered and tuned
suspension providing prodigious
levels of grip. In fact, I felt at
times the test vehicle was ‘super
glued’ to the road surface. With
the lithium-ion battery forming
part of the vehicles floor you
have the ideal low centre of
gravity. This further improves
what’s an already incredibly
well balanced and agile full-size
luxury sedan.

How to prune conifers into shape
ALONG WITH ferns and
cycads, conifers have a longer
history than most garden plants.
In the evolutionary scale
they lie between the ferns and
the flowering plants, and it is
probably the remoteness of
their ancestry that makes them
so strikingly different from
flowering trees.
While horticulture tends to
favour deciduous flowering
trees, conifers with their distinct
foliage, growth habit, and colours
make a valuable contribution to
any garden setting especially at
this time of the year.
Conifers range in size from
low ground hugging plants to the
tallest of all living things. Over
the years, along with the natural
occurring species, selected
garden forms have provided a
huge range of shapes, textures
and colours with enough
variation to suit most plantlovers
palates.
Growth rates vary significantly
with some assuming tree-like
proportions in only a matter
of years and others can be
extremely slow growing.
Some confers have
foliage when young that is
different from the mature
tree, macrocarpa, Cupressus
macrocarpa and our own rimu
Dacrydium cupressinum are
good examples of this while
the Bhutan cypress, Cupressuss
cashmeriana is a standout simply
because of its delightful growth
habit.
Conifers can be pruned and
trimmed back successfully but
others resent anything other
than the lightest clipping and
for most, if cut back beyond
any living foliage, they will die.
If you want to have a special
contrasting shape in your shrub
border choose a conifer that
assumes that shape naturally. to
pruning conifers, there are a few
simple rules to follow.
The most important is to
choose the right species or
variety of conifer for your garden
and to plant it in a location to
meet its growing needs.
When pruning is required, the
general rule is not to trim back
past the green growth to bare
wood as they will not recover.
However, there are exceptions.
Most species of juniper, yew and
redwood will re-sprout from
bare branches.
You can check before pruning
by looking for any signs of
growth sprouting further back
along the older wood.
Some conifers will form great
hedges, coping well with being
trimmed back regularly with
hedging shears.
However, to emphasise
the natural form and beauty
that many conifers have, it is
much better, when necessary,
to surreptitiously prune with
secateurs.
Branches of columnar conifers
can splay out – this effect can be
prevented with regular pruning
to reduce weight from the
branches, but if it does occur you
can trim the branch back lightly
then discretely tie the splaying
branch back to the main trunk.
Dead or damaged patches
are often hard to remedy, but it
may be possible by first pruning
out the dead or damaged wood
then training neighbouring
branches to fill the gap by tying
and retying them into position
as they grow. Another beneficial
task is the regular removal of
old plant debris, which can
accumulate inside the plant. This
will create a healthier plant by
letting air and light penetrate as
well as improving their overall
appearance.

Eyebrows were raised at the Rangiora
Showgrounds when a duck waddled off
with the top prize.
Chief Judge Ian Selby says the real
question was ‘‘why not a duck’’?
This was the first time the Champion
Bird in Show award has gone to a duck
in the history of the New Zealand
National Poultry Show.
‘‘I only had six birds to judge. They
were the best in their breeds here, and
so I was looking for anything wrong
with them.’’
He says every one of them were good
birds, but Willow, the Silver Appleyard
Duck, was the one with the least
number of faults.
‘‘The duck's body and stance were
good, and it had a great temperament,
so it was worth putting the duck up for
the champion in the show.’’
Willows's temperament extends to
cuddles and kisses, said owner and
breeder Caroline Falkingham of
Darfield.
She says winning was an accident.
‘‘A couple of years ago I put one male
duck, with one female duck, and out
popped a very special Appleyard.’’
Three generations later, Caroline
says her very special Appleyard, has
climbed to the top and somehow beaten
out all the chickens at the show.
‘‘I’m very surprised she won. She has
won at other shows, but to have a duck
come out and win at the national show
is something very amazing.’’
The president of the North
Canterbury Poultry and Pigeon Club,
Gary Donald, says hosting the national
show was a long time coming.
‘‘We applied to hold it four years ago.
‘‘It runs on alternate years between
the North and South Islands, and in
Rangiora we had over 1400 in nine
categories from all over the country
competing.’’
The categories included light and
heavy breeds, fancy bantams, pigeons,
ducks and game fowl.
Serena O’Brien of Twizel has been
exhibiting for 17 years, starting when
she was four.
She loves her bantams and finds
competing a lot of fun. ‘‘It’s my own

Waimakariri District Mayor Dan Gordon is
running for the role of President of Local
Government New Zealand (LGNZ).
He says standing for the role had not been on
his ‘‘horizon’’, but a growing number had
encouraged him to consider standing due to the
‘‘leadership I had taken on Three Waters’’.
LGNZ is the leadership group for local
government and provides advocacy and support
for local councils.
It is the lobby group for local government to
central government and provides professional
development and consultancy services for
councils.
‘‘ In recent years LGNZ has lost its way
especially with regards to Three Waters, this has
been witnessed with a number of councils like
Auckland and Kaipara deciding to leave and a
number of others considering similar action.
‘‘I made the decision to stand as you can either
sit on the side­lines or do something about it. A
key priority for me is to ensure that LGNZ
represents its membership and concentrates on
advocating for councils and their communities,’’
says Mr Gordon.
‘‘My record shows that I am prepared to stand
up for the things that matter.’’
Mr Gordon helped set up Communities 4
Local Democracy, a Three Waters advocacy
group born out of frustration that LGNZ signed
an agreement with the Government affecting
‘‘our ability to engage and shape Three Waters
Reform’’.
‘‘It did this without obtaining a mandate from
members. This must never happen again.’’
‘‘I am a candidate for change. I want to build
strong relationships across the political
spectrum and work hard to re­unite the sector.
LGNZ needs to regain trust and show that we
can make a difference.
‘‘Strong local government and local
democracy are hugely important for the success
of every council and community. We have seen
through Three Waters and other reform
processes recently that the local voice is not
being heard. Local Government needs to work
and lobby for all communities.’’

Third Schedule – Terms and Conditions for the Lease
Purpose for which the Lease is required:
The Lease is required to allow Selwyn District Council
to occupy the Lease Land during the construction of the
Project. The Lease Land will be used to facilitate the
removal of the improvements on the Land and the Lease
Land and for such other purpose or purposes reasonably
required for construction of the Project.
Terms of the Lease:
1. Any reference to Selwyn District Council in this
Lease includes its employees, engineers, assistants,
consultants, contractors and authorised invitees.
2. The Lease shall commence on the 14th day after
publication of a proclamation taking the Land and the
Lease in the New Zealand Gazette, and terminate on that
date two years thereafter (Term).
3. The registered owner shall be entitled to receive a current
market rent for the Term, such rate to be determined by
a registered valuer and agreed between the parties or
otherwise in accordance with the Public Works Act 1981
at the commencement of the Lease.
4. Selwyn District Council may, on the giving of written
notice to the registered owner, extend the Term for one
further period of one year should the Project not be
completed by the expiry of the original Term. The current
market rent shall be reviewed at the time the registered
owner is given notice of any such extension.
5. Notwithstanding the Term created, Selwyn District Council
may terminate the Lease at any time by giving the
registered owner one month’s notice in writing.
6. Selwyn District Council shall have the right to occupy
the Lease Land for the purpose stated above for the
Term and for the avoidance of doubt such right shall
include the right to enter and re-enter the Lease Land
at all times, with or without such vehicles, machinery or
materials for the purpose set out in the notice.
7. Selwyn District Council may erect and maintain
temporary fencing for the period of construction of the
Project to provide adequate security to the balance of
the property.
8. Selwyn District Council shall at the expiration of the Term,
or any extended period taken in accordance with the
Lease, remove all debris arising from Selwyn District
Council’s occupation under the Lease together with any
temporary fences, construction machinery, hardstands,
and other improvements required to be erected by
Selwyn District Council during the Lease. Selwyn
District Council shall otherwise restore the Lease Land
to a condition generally in keeping with the character of
the Lease Land prior to entry taking into account works
Selwyn District Council was authorised to undertake
under the Lease. Selwyn District Council shall complete
such work in a good and workmanlike manner.
9. Clauses 4, 5, 6, 10, 11 and 12 of Part 2 and clause 13 of
Part 3 of Schedule 3 of the Property Law Act 2007 are
excluded from the Lease.

What do you have to tell potential
buyers when selling your house?
When you’ve lived in a property for a
while it’s easy to forget some of its quirks.
You might be used to the fact that the
front gate doesn’t shut properly, or that
the bathroom windows need fixing. Any
potential buyers will be able to spot issues
like this when they inspect the property –
and can choose to fix them if they purchase
it. But it’s a lot harder for them to identify
other things you might have forgotten
about, like the fact that you didn’t bother
getting the appropriate consents from the
council when you built the deck 25 years
ago.
You might think the deck is fine, but you
need to front up about the consent issue,
not least because it’s the decent thing to do.
“When you’re selling a property you are
legally obliged to share all the relevant
information about it,” says the Real Estate
Agents Authority (REAA).
“If work has been done on the property
during your ownership, either by you or
someone else, the standard terms of the
sale and purchase agreement require the
seller to warrant that any legally required
permits or consents were obtained. If you
knowingly fail to disclose unconsented
works, you are in breach of contract. This
means there is a risk that the sale could fall
over or that you could run into problems
prior to settlement. Even worse, the buyer
could take you to court for breach of
warranty.”
Your first step should be to discuss the
issue with your licensed real estate agent
and your lawyer. They are likely to advise
that you are better off to disclose anything
unconsented, or to strike out the applicable
vendor warranties clause in the sale and
purchase agreement.
“Once the real estate agent is aware of the
situation, they are bound by their Code of
Conduct to disclose it to any prospective
buyers. If you tell them about the deck or
any other issues to do with the property,
but ask them not to tell anyone, they are
required to stop working for you.”
Similar disclosure issues can arise over
more sensitive matters. Some sellers worry
about whether or not to tell an agent or
prospective buyers about an issue that
doesn’t relate to the physical state of the
property – such as it being the scene of a
murder, suicide or violent crime.
Here, deciding what to disclose is less
straightforward.
“The REAA advises agents to take a
cautious approach and to consider each
situation on its facts, while recognising the
individual circumstances.”
The High Court has said that a more
recent event, especially one that might
have gained some notoriety in the local
neighbourhood, may have more bearing on
a prospective buyer’s view of the property
than a historic one. The location of the
event (whether it took place in the grounds
of the property or inside the house) and
whether the property has been lived in since
it happened, as well as the likely reaction
of potential buyers, should also be taken
into account. The death of someone from
natural causes at the property does not
need to be disclosed, as this is considered
an everyday occurrence.
“If you are in this situation as a seller, it’s
best to discuss what to do with your real
estate agent.”
“They cannot tell prospective buyers
without your consent – and if they decide
that a sensitive issue should be disclosed
but you don’t agree, then they must cease
to act for you.”
Whatever the situation, whether it’s
unconsented work or a tragic event, honesty
is the best policy. Talk to your agent about
how the disclosure will be handled. There
is no need to advertise the information
or tell everyone who wanders along to an
open home, but potential buyers who have
indicated an interest in making an offer
must be told.

Identifying the square metre rate
The square metre rate (sqm) is the
average cost of building each square metre
of a house; calculated by dividing the total
build price by the home’s total square
metres.
Sqm rates are not standard across
all parts of a house with building costs
varying between rooms. Garages cost
considerably less than utility rooms like
kitchens, bathrooms, and laundries so
choosing high quality appliances and more
features can ratchet up the build price.
The cladding chosen is also relevant. A
quoted sqm figure is likely based on brick
veneer, the cheapest form of cladding,
followed by plaster finish then cedar.
Building a smaller house does not
necessarily translate to a lower sqm rate.
Certain costs are incurred regardless of the
size of home. You still need an electrical
switchboard and the same number of
building inspections. The cost of drainage,
hot water cylinder, garage door, and
telephone and electricity connections will
not differ significantly between larger and
smaller houses. Building consent fees do
vary with the size of house.
Sqm figures are therefore guides,
influenced by the features specified and
type of build. The standard sqm figure
quoted by a building company is generally
based on construction of a standard
house on a fully serviced section, on good
ground.
Ground conditions determine the
type and cost of foundations. If building
on TC1 land the foundations are more
affordable than on TC3 land. Ease of
connection of services like electricity and
the internet are also a factor. For example,
the distance from house to roadside is
usually further on a lifestyle property.
When a housing company quotes a
square metre rate, it will likely refer to
building the actual house, not external
landscaping or other features.
Some building
companies offer
turn-key packages
where the build
price incorporates
an allowance
for fences,
driveways, paths,
letterbox, some
soft landscaping,
and maybe a
clothesline. You will
want to ascertain
what you will get for your money.
A building company’s lowest sqm
rate is likely (though not always) based
on a standard stud and internal door
height, and flat ceilings. Deviations like
opting for over height doors or higher
ceilings are usually extras with the build
price increasing. Be aware of sales patter
encouraging adding non-essential features
you may not really want, and which might
exceed your budget.
The features incorporated into a new
home impact on the sqm build price, a
figure which can range from $1,600 per
sqm for a standard house to over $3,000
per sqm for an architecturally designed
home.
When visiting show homes, determine
each company’s sqm rate and add-on
features incorporated, for the home on
view. Ask what is standard for each level
within their range of builds. The figures
will vary substantially between homes and
companies. Gather plenty of information
to gain an appreciation of what a quoted
sqm figures represents.
