AVERAGE PROPERTY values in
Christchurch have jumped by 2
per cent, latest figures show.
OneRoof-Valocity house value
index shows New Zealand’s
major cities registered their first
quarterly increase in more than
a year.
The average Christchurch value
has risen to $758,000, while the
growth for Canterbury overall
was 0.9 per cent.
The increase puts the city’s
housing market on a more
optimistic footing as it heads
into spring, OneRoof spokesman
Owen Vaughan said.
The figures also point to an end
to the downturn for New Zealand
overall, with the nationwide
average property value down
0.1 per cent over the last three
months but showing week-onweek
growth since the start of
July.
Auckland’s average property
value was up 0.3 per cent to $1.294
million in the three months to
August 21, ending a slump that
saw property values in the city
tumble more than 18 per cent.
New way to manage memberships
BOOKING CLASSES and
managing memberships at the
city council’s recreation and
sport centres is now a lot easier.
The city council has
introduced a new and improved
way to book experiences at its
recreation and sport centres on
its new website.
“Our customers have asked
for a way to make online
payments and bookings, and
A RURAL-minded huntaway
who heads to work in
Christchurch with its owner
has been named a runner-up in
New Zealand’s top office dog
competition.
Koozer, from Amberley,
travels to ‘work’ at Airpark
Canterbury in the city with his
owner Graeme Harris.
“Koozer helps the staff destress.
When I arrive at the
office, the staff first ask, ‘where’s
Koozer?’,” said Harris.
“He has his own bed in
the office and water bowls
everywhere, he attends all the
meetings, and when staff feel
stressed or have anxiety, they
will cuddle him.
“Koozer is at work all day,
every day, and wanders around
the office visiting the staff and
customers.
“He seems to pick up on
people’s energy and knows when
they need love and affection.
His love is unconditional and
non-judgemental, he has this
effect that teleports staff into
his presence and into this deep
connection that takes them away
from their present stresses and
transcends them into a calm
space.”
anytime they like,” says city
council head of recreation,
sports and events Nigel Cox.
“The improvements include
the ability to book group fitness
classes, sign up and manage
memberships, and organise
swimming lessons.”
Other features of the new
system include the ability to
view and change direct debit
details and purchase multi-visit
passes. Parents are also able to
Nearly 400 dogs across New
Zealand, including The Bachelor
star, Christchurch-based Jordan
Mauger’s dog Indiana Bones,
vied for two titles across two
classes. Indiana Bones, and
another Christchurch hopeful,
Emily Steele’s Maximilian,
missed out on the top spots.
The top office dog was Terry
the Terrier from Taupo.
“The new site allows us
to track the demand for
programmes and activities
– which means we can make
adjustments in real-time, to
make the most of the space
and resources at our facilities
and provide the classes,
programmes and lessons that
our customers want,” said Cox.
In Brief
Man charged with
causing death
Aaron Wayne Carter, 49, has
appeared in court charged with
causing death of Graham Louis
Rouse, 76, while in charge of a
motor vehicle when his blood
contained evidence of using
a controlled drug. The crash
happened on State Highway 7,
near Culverden, on February 24
this year. Carter was also charged
with injuring Rouse’s wife, Janine
Rouse. His next appearance will
be in the Christchurch District
Coroner rules shooting
was justified
Coroner Sue Johnson has ruled
that police officers who fatally
shot Darfield man Donald Ineson
were justified in their actions
as they had an “honest and
reasonable” belief he was a threat
to them and other people. At an
inquest into his death his wife
“questioned” the information
the officers who fired the fatal
shots were given on the day –
claiming there was a “difference”
in what she told a 111 call-taker
and what was passed on to police
who attended. But Coroner Sue
Johnson was satisfied the police
“received sufficient information to
conclude Ineson posed a threat”
and did not act outside the law.
The 56-year-old father-of-two
was killed after police responded
to reports he was threatening
his family with a firearm in
November 2018.
Take A Kid Fishing
cancelled
The annual Take A Kid Fishing
event has been cancelled this
year due to the risk of hatcheryreared
commercial-origin
salmon escaping and mixing
with wild salmon, which
would not be approved under
the revised national policy.
Kids Fishing Charitable Trust
manager Dale Coulter said their
main concern was to “ensure
the safety and happiness of the
thousands of children and their
families” and they would be
working to reinstate the event in
Luxon, Willis unveil $14.6 billion tax cut plan
• By Thomas Coughlan
NATIONAL leader Christopher
Luxon and finance spokeswoman
Nicola Willis have unveiled a
$14.6 billion tax cut policy – a far
larger plan than expected.
The party promises to pay for
the plan with about $8.4b of cuts
and $6.2b of revenue increases,
including taxing foreign buyers
(after National ends the foreign
buyers ban for some homes),
taxing online gambling, and
raising charges on some visas.
Luxon said the plan would
target the “squeezed
middle” by lifting income
tax brackets
to compensate for
inflation. The party has
called it a “back pocket
boost”.
The big change
comes from shifting
tax thresholds. This is
an effective tax cut as it
means people will have
less of their income
taxed at higher rates.
The $14,000 threshold will rise
to $15,600; the $48,000 threshold
will rise to $53,500
and the $70,000
threshold will rise to
$78,100.
The plan does
not significantly
help people who are
earning at the bottom
end of the income
scale with the bottom
threshold raised by
just $1600.
However, the
large adjustment
to the $48,000 bracket will be
significant for middle-income
Christopher
Luxon
earners.
Below $48,000, income is taxed
at 17.5 per cent – this jumps to 30
per cent for income earned above
$48,000. Shifting this threshold
will lead to quite large savings
for people earning above that
threshold.
Those changes will mean tax
cuts to earners. Someone earning
$60,000 will get an extra $50
a fortnight. A household on
$120,000 without children would
get $100 a fortnight and
an average income household
with children would get $250
a fortnight.
A superannuitant couple would
get $26 a fortnight.
“New Zealand should be a
country where if you work hard,
you can get ahead. But after years
of economic mismanagement
by Labour, topped off by two
years of rampant inflation, huge
increases in interest rates, and a
shrinking economy, most Kiwis
are going backwards,” Luxon
said.
“Hope and help are on the
way,” he said.
Cairns on his feet: ‘It ain’t pretty, but
• Watch the video
at starnews.co.nz
PROGRESS: Chris Cairns shared a video on Instagram of
him standing on his own.
BLACK CAPS great Chris
Cairns has shared an
encouraging update on his
recovery battle following a lifethreatening
heart attack in 2021.
The 52-year-old is wheelchairbound
after suffering a spinal
stroke following catastrophic
heart failure due to an aortic
dissection, or a tear in the inner
layer of the body’s main artery.
He then received a bowel cancer
diagnosis just months later.
Cairns posted a short video to
his Instagram account showing
him standing on his own for
several seconds, writing that it
was a positive step towards being
able to walk again.
“So as usual, it ain’t pretty
but it’s progress . . . my specialists
told me that if I can stand
unaided then I might be able
to walk . . if you’re telling me
there’s a chance . . I’m in . . . long
way to go (gotta sort that left leg
out, man . . .).”
Following multiple surgeries,
rehabilitation and chemotherapy,
the former Cantabrian last year
reflected on what had been a
brutal 12 months.
“It is a year today that I was admitted
to hospital with an aortic
dissection, an event that would
impact every aspect of my life
(and those around me) in ways
I never imagined possible. As I
reflect on all that has happened,
there are three key takeaways
BLACK CAPS: Cairns played 215 one day internationals for
New Zealand.
PHOTOS: NZ HERALD
that I will carry forward with
me,” he wrote on Instagram.
“1. Set the direction, not the
destination. I now use a compass
to navigate rather than a GPS,
setting my North Star towards
where I am heading, but (I’m
also) very alive to the fact that
there will be unintended stops,
delays and some rerouting.
“2. Life is what happens
between the plans you make.
Mel (Cairns’ wife) reminded
me recently that I needed to
stay present. I have always been
guilty of focusing on the future
and rushing to get where I was
going. Saying things like ‘once
XXX happens, then it will be the
start’. I’ve also looked back and
wondered if I could have done
something differently to avoid
being where I am today. Chemo
can feel like Groundhog Day, but
I have found that taking it day by
be. We often define ourselves
by what we do, but recently I’ve
been able to engage with different
groups of people and find that my
story has an impact. Not just the
outcome of my medical events,
but the rollercoaster of triumph
and disaster that is life, and that
at varying degrees, everyone
encounters. I have been told
by people far smarter than me
that there is no medical reason I
pay it forward.”
In an interview with the Between
said he now has a positive outlook
the most of his second chance.
“I’m no different from anyone
else . . . there’s no secret recipe.
It’s choice, fundamentally. The
human race is gifted with an
asset in the mind that allows you
to choose your reaction to any
situation.
“That is the most important
thing you possess, and at times,
people don’t tap into that. It’s
easy to be a victim, easier for it to
be someone else’s fault . . . to be
unlucky.
“I just never carried that mentality.
Maybe that was through
cricket or other things in my life .
. . that choice aspect is always the
most important.
“Of course, I will burst into
tears or feel horrible, but I quickly
try to transition out of that. The
key things in all of this are choice
and purpose.”
Growth in Wellington was
smaller again, just 0.1 per cent
over the quarter, taking the
capital’s average property value
to $981,000.
“The figures are a stunning
turnaround for the housing
market. Since the start of June,
we’ve noticed more buyers at
open homes in all three metros
and auction rooms spring back to
life – unimaginable back in April
and May,” said Vaughan.
“Driving the lift has been a
shortage of available stock, with
new listings over the last three
months down 13 per cent yearon-year
and total listings down
1.4% over the same period.
“The drop-off appears to be
easing in Auckland, with new
listings in the city in the last
three months down only 7 per
cent on the previous three-month
period. The decline in new
listings in Christchurch and
Wellington, though, is higher,
and is likely to be putting real
pressure on buyers.
“Real estate agencies have
been reporting a steady increase
in appraisals, which suggests
new listings volumes will rise in
spring but there still seems to be
some hesitation in the market,
with agents telling OneRoof that
potential vendors are waiting
until the election is over before
coming to market.
On the rise: Christchurch is leading the housing market
revival.
PHOTO: PETER MEECHAM
“The biggest value increases
were in some of the country’s
cheapest and far-flung suburbs,
but volatility in the value data in
these locations – driven by low or
patchy sales activity – suggest the
market revival will be strongest
and firmest in the country’s
major metros.
“Analysis by OneRoof and
Valocity identified 100 major
metros suburbs where property
values were up in the three
months to August 21 – up from
just 40 at the end of July.
“High-end neighbourhoods
in Christchurch were enjoying
boom-like lifts in their average
property value, with Merivale up
6.5 per cent and Sumner up 6.1
per cent.”
Valocity global chief executive
of real estate Helen O’Sullivan
said the latest figures suggest
prices have largely stabilised, and
are even lifting in some areas.
“Other data suggests
transaction volumes – a key
measure of market confidence –
are holding their ground.
“I’m cautiously optimistic that
the floor has been reached, in
part because transaction volumes
have been so low that there must
be a level of pent-up demand
in the market. However, bank
wholesale funding costs are still
high and retail rates are creeping
up, so there is still a certain level
of caution around. I expect the
current signals to translate into
an increase in transactions –
but a return to more ‘normal’
levels of activity rather than an
irrational surge.”
Bipolar, IBD, Parkinson’s researchers
Hundreds of thousands
of dollars have been
allocated for medical
research in Canterbury,
including for bipolar
disorder, inflammatory
bowel disease and
Parkinson’s. For the
first time, all the major
project grant recipients
are women
A SIMPLE blood test
could replace the need for
colonoscopies in children with
inflammatory bowel disease,
while a new psychological
therapy for bipolar disorder is
being investigated.
These are two of the six research
projects soon to be under
way, thanks to $651,597 in funding
from the Canterbury Medical
Research Foundation.
The major project grants funding
round takes place annually,
but this year, for the first time in
CMRF’s 63-year history, all the
recipients are women.
The innovative projects span a
wide range of specialist subject
areas, including mental health,
brain research, child health research
and heart disease.
Dr Katie Douglas, a research
associate professor and registered
clinical psychologist at Otago
University, Christchurch, will
receive $101,777 to support
her two-year research project
investigating a new psychological
treatment for bipolar disorder.
Called Behavioural Activation
Therapy, the treatment is
commonly used to help people
experiencing depression, but
new research overseas suggests it
could be just as effective at treating
bipolar disorder.
The condition affects nearly 2
per cent of all Kiwis, but rates are
double for Māori, said Douglas.
“Unfortunately, most people
with bipolar disorder cannot
access psychological therapy in
Canterbury, or throughout New
Zealand. Medication can help,
but having a qualified therapist
to support patients is critical for
long-term recovery.”
Douglas said getting access to
specialist mental health services
can be challenging, and those
INNOVATIVE: Dr Katie
Douglas is one of six
Canterbury Medical
Research Foundation
grant recipients. She’ll
be investigating a new
psychological treatment
for bipolar disorder.
who are accepted for treatment
usually don’t get the help they
need long-term.
“It’s really disheartening
because what we know about
bipolar disorder is that it’s a
lifelong condition. It’s chronic
and it’s relapsing so there
does need to be long-term
psychological input for these
people, so they know how to
manage their condition.”
Twenty people with bipolar
disorder will be recruited to take
part in the project. They’ll receive
therapy over a period of six
months, with assessments carried
out before and after to determine
the trial’s success.
The therapy will be adapted
to incorporate Māori models of
health, said Douglas.
“Ensuring the treatment is
culturally responsive is key,
especially given rate of Māori
affected by bipolar disorder is
disproportionally higher than the
rest of the community.”
Dr Teagan Edwards, a
postdoctoral fellow at Otago
University, Christchurch, has
been awarded $109,992 to
investigate whether a simple
blood test could replace the
need for more invasive testing
in children with inflammatory
bowel disease.
More than 20,000 New Zealanders
have IBD, with up to a
quarter diagnosed as children or
adolescents.
“Typically, when a child
presents to their doctor
with signs and symptoms of
inflammatory bowel disease
they’re put through a barrage
of tests, including blood and
faecal tests, but the ones that
are currently available don’t
always give clinicians a full
understanding of what’s going
on,” said Edwards.
Colonoscopies are often used
to paint a clearer picture, but Edwards
believes there could
be a less-invasive solution.
Through her two-year
project she’ll assess the
suitability of a new blood
test that measures the
level of myeloperoxidase,
an enzyme produced
by immune cells, to
detect the amount of
inflammation happening
Teagan
Edwards
inside the body.
“If we had a blood test that
could accurately reflect
disease severity in children
with inflammatory
bowel disease, we could
reduce the number
of colonoscopies they
require and enable earlier
diagnosis and more effective
disease monitoring.
This ultimately means
these children can spend
Early detection key
more time out of the hospital and
enjoying their childhoods,” said
Edwards.
Canterbury Medical
Research Foundation
chief executive Melissa
Haberfield said the
was extremely high, and
the projects submitted
COULD TEAR drops aid an
early diagnosis of Parkinson’s
disease?
Canterbury University senior
lecturer Dr Vanessa Morris
has been awarded $110,000 to
investigate.
The project is the first study
of its kind in the world. More
than 12,000 Kiwis live with
debilitating neuro-degenerative
condition.
“What we understand about
Parkinson’s disease is that
changes are happening inside
the brain for up to a decade
before symptoms appear. That
makes early intervention difficult
because by the time someone
is diagnosed, a lot of damage
to nerve cells has already
been done,” said Morris.
“We think that through
analysing tear drops, we might
be able to detect those changes
early on, so we can say whether
or not someone is likely to develop
the disease.”
Morris said early detection is
key to better health outcomes.
“It opens a whole lot more
opportunities for treatment
options, so there’s potential here
to hugely improve the lives of
people living with Parkinson’s
disease.”
Morris said the brain is closely
connected to the eye, so it is an
easily accessible ‘window’ to
collect samples of fluid from.
“Canterbury is home to some
of the world’s most innovative
and highly recognised
health and medical
researchers. Today we
celebrate six incredible
women who are leading
research projects that we
anticipate will create better
health and well-being
outcomes for the people
of Canterbury and the
world,” she said.
Other recipients
of the Canterbury
Medical Research
Foundation’s major
projects grants are:
· Dr Louise Paton,
granted $109,843
to research the link
between what we
eat, how our body
metabolises energy and
heart disease. Paton
is a research fellow
at Otago University,
Christchurch.
· Dr N. Amy Yewdall,
granted $110,000
to investigate
the biomolecular
interactions leading
to disease progression
in Acute myeloid
leukaemia. Yewdall is a
senior research fellow at
Canterbury University.
· Dr Katherine
Donovan, granted
$109,985 to investigate
whether an integrated
group treatment could
support well-being in
adolescents impacted
by the March 15
attacks. Donovan is a
NEIGHBOURING sections in Fendalton
have sold under the hammer for a
combined $3.05 million – the exact same
price the vendor paid for them 17 months
earlier.
The empty plots on Thornycroft St
were sold off separately after the vendor
ditched plans to build a big house on
them.
Two buyers battled it out for the
909sqm section at Bayleys auction,
driving the eventual sale price to $1.675
million.
Another buyer bought the 770sqm
section shortly after for $1.375 million.
Bayleys agent Adam Heazlewood said
it was “amazing” they sold for the same
price the vendor paid for them in March
2022.
“It’s remarkable and a good sign for the
market,” he said.
Heazlewood, who listed the properties
back in March 2022, was asked to resell
them earlier this month after the vendor
decided to buy an existing home instead
of embarking on a build project.
They were initially marketed as being
sold either as individual sections or
together, but as the campaign progressed
they ended up garnering a lot more
interest from people wanting to buy them
separately.
Both buyers are locals who plan to
build a house for themselves on their
respective sites.
“There is quite a size and shape
discrepancy so it’s all relative. That first
one is technically the pick of them as it’s
bigger and it’s more flexible with what
you can do with it. But you couldn’t go
wrong, they are both marvellous sites and
it just depends on what your preference
is,” Heazlewood said.
“There are still some sections out there
that are sitting and it just shows the
blue-chip stuff is always going to have a
demand regardless of what the market is
doing and this is a prime example.”
Hammond painting breaks $1m mark
Late artist
now ‘all
time great’
• By Rachel Maher
AN ARTWORK by late Lyttelton
artist Bill Hammond was sold
with a huge million-dollar price
tag on Monday.
Melting
Moments 1 sold
for $1.715 million
at a Webb’s
auction event – a
new record for
Hammond.
It was sold to
an online bidder
after the auction
was over.
Bill
Hammond
The painting, an acrylic on
canvas work measuring roughly
1.6 x 2.1 metres, was expected to
fetch around $1.5-$2 million.
The most expensive piece of art
to be sold in New Zealand was ‘Is
there anything of which one can
say look this is new?’ by Colin
McCahon, which sold for $2.45
million at auction in September
2022.
Another Colin McCahon piece
POPULOUS: Melting Moments 1 by the late Bill Hammond sold for $1.715 million at an
auction on Monday.
sold at Monday’s auction for
$173,000.
Even though the painting did
not break the record, Charles
Ninow, the director of art at
Webb’s auction house, said it is
“incredibly rare” for a painting
to be sold for that price in the
New Zealand market.
“Very, very, very few paintings
have sold to those sorts of
figures,” Ninow said.
“This is the first painting by
Hammond that’s achieved more
than a million dollars and it
cements him as one of the alltime
greats.
“Melting Moments I is
a museum-level work of
national significance. Its detail,
storytelling and sheer presence
are representative of one of our
most important artists at the
height of his artistic powers.”
On Webb’s auction house
website, it explained Melting
Moments 1 was painted by
Hammond a decade after his
1989 trip to the Auckland
Islands.
“Melting Moments 1,
Hammond presents us
with a busy, populous, noisy
habitat, in which the cacophony
of birdsong is drowned out by
clanging bells and aeroplanes,”
the website states.
“The composition is inhabited
by Hammond’s now iconic
mythical creatures — half
human, half bird, which first
appeared in his paintings in
1993.”
Other highlights of the auction
included Brent Wong’s The
Bequest, selling for $173,000,
$30,000 above the estimated
price.
Hammond was born in 1947
and attended Canterbury’s
University’s Ilam School of Fine
Arts in the middle of the 1960s.
Towards the end of the
decade he graduated and
started making and selling
wooden toys while living in
Lyttelton.
Although he didn’t start
exhibiting his artwork until
the 1976, he quickly rose
to prominence, eventually
becoming one of New Zealand’s
most celebrated painters during
his lifetime and one of the few
to win acclaim outside of our
borders.
His star has continued to
climb since his death in January
2021, firmly establishing him as
one of our genuine “blue chip”
artists.
Controversial airport plan: New research
• By Nathan Morton
CHRISTCHURCH Airport
has released new research on
its controversial Central Otago
airport plans and confirmed the
runway will have “slightly more”
impact on the nearby village of
Tarras.
Environmental experts have
slammed the report, claiming
Christchurch Airport is “in
denial” and locals have said the
report could spell the end of the
village.
The proposal to build a new
international airport at the
picturesque Central Otago site
has sparked debate for more
than three years, with opposition
from many Tarras locals and
environmentalists.
Chief among the concerns has
been the airport’s close location
to Tarras, a village of fewer than
300 residents.
Until the report was released,
residents were left to speculate
how the airport might affect their
village’s future, including fears
that planes would fly low over the
school and that infrastructure
would buckle.
Now, Christchurch Airport has
made its project research public,
confirming the airport would
impact the village but justifying
the need to build the site.
Christchurch Airport chose
the site, of about 800 hectares,
near Tarras? Email barry@
800 hectares near Tarras. PHOTOS: NZ HERALD
because of its “good connectivity”
to popular tourist spots such
as Queenstown, Cromwell and
Alexandra.
It hopes the proposed airport
will bring overseas tourists to a
part of the country where nearly
$3.8 billion was spent in the year
ending March 2020.
The new research includes a
comparison between two ideal
options for where the airport’s
runway would point.
Christchurch Airport’s
preferred option would be to
align the runway, which will
stretch up to 2.6km, between
Lindis Valley and Lake Dunstan
Valley.
That would avoid planes flying
over already-busy South Island
towns and accommodating
almost all aircraft, as well as
exposing fewer households to
noise, it says.
But the research also shows
that option, if selected, would
have “slightly more of an impact
on the village of Tarras” due to
its “closer proximity” to the point
from which planes flying north
would arrive.
It would also increase the effect
on properties based on State
Highway 8 and the highway itself.
Christchurch Airport
acknowledged that those living
near the airport would be more
likely to be exposed to its “visual
effects” and plane movements,
which would “require
assessment”.
It’s not news to Sustainable
Tarras spokesperson Suze Keith,
who has been fighting for Tarras
to have a say in whether the
proposal becomes reality.
“Even if the runway was on a
different angle, of course it will
have an impact on the village,”
she said.
“It threatens the future of the
local school, the cafe and the
shops. They’ll have noise and air
quality issues, so it potentially
means the end of Tarras Village,
which is the heart of the
community.”
The airport’s
chief strategy
and stakeholder
officer, Michael
Singleton, said
time was spent
understanding
the range of
runway lengths
achievable on
the site.
“(The runway
Michael
Singleton
option) stood out for its safety,
operational efficiency and having
a lesser noise impact on the
communities,” he said.
MAKING A POSITIVE CONTRIBUTION TO BOTH FARMING
& COMMUNITY THROUGHOUT THE SOUTH ISLAND.
YEAR OF THE
FARMER

Latest Canterbury news at starnews.co.nz
Thursday August 31 2023 The Star
NEWS 17
shows greater impact on Tarras village
“The alignment also provides
greater flexibility for aircraft
types, which is particularly
important to enabling the next
generation of low emissions.”
The desire to build an airport
in Central Otago is based on the
region’s projected demand for
flight connections in the next 30
years.
Research shows it will exceed
the South Island’s current airport
capacity by 2040.
Christchurch Airport also
mentioned the environmental
impact of not building the site,
saying that, as Central Otago
tourism increases, more people
will travel by car to reach parts of
the region, increasing fuel emissions.
Building the airport is believed
to fix both these issues.
However, Professor
Robert
McLachlan of
Massey University
believes
the proposal is
an attempt by
Christchurch
Robert
Airport to
dodge any particular
emission
McLachlan
regulations that might be passed
in the coming years.
“We’re talking about jumbo jets
flying in many hours, constantly,
during the day,” he said.
DISRUPTION: The latest research shows the likely noise impact of flights coming into the
proposed Tarras airport (Auckland north of the image).
PHOTO: NZ HERALD
“Aviation is the only big industry
in New Zealand planning to
increase its emissions, and it can
do that because the industry isn’t
regulated.”
McLachlan, who has written
several papers on aviation emissions,
said the country had to
“face up” to the issues of sustainable
tourism.
“Christchurch Airport is in
denial, they’re not accepting
responsibility for the greenhouse
emissions from any aircraft
there.”
Singleton believes the airport is
TRADE TOOLS &
the region’s best option to tackle
climate issues.
“(Central Otago’s) economy depends
on the efficient movement
of people and products,” he said.
“While we’re not making decisions
yet, we are making sure
we fully understand the impact
of the options both now and for
future generations.”
Singleton said demand for
travel to and from Central Otago
would continue to grow if air
capacity was constrained.
“If we do nothing, there could
be between two and three people
vying for every available seat to
and from the region by 2050.”
The research considers the
proposed airport’s impact on
Central Otago’s road network,
which, according to the data,
already needs upgrading
regardless of whether the airport
is built.
Christchurch Airport believes
the proposed Tarras site would
reduce travel times on certain
roads and possibly open the door
to a hyper-regional public transport
option.
Objection to the proposal grew
‘We’re talking about jumbo
jets flying in many hours,
constantly, during the day’
– Robert McLachlan
in 2020 when it was discovered
Christchurch Airport was buying
up hundreds of hectares of farmland
around Tarras.
Since then,protest groups have
formed to oppose any airport
construction and academics have
written to the Government asking
for the plan to be stopped.
Keith said she’s not satisfied
with the amount of consultation
lobby groups have had the chance
to take part in.
“We’ve got many outstanding
questions we’ve forwarded to the
airport, in particular the business
case for the need.”
She said lobby groups had
tried unsuccessfully to arrange
meetings between Christchurch
Airport and the locals most
affected by the proposal, particularly
those bordering the likely
runway.
However, she noted that members
of the community would
be meeting airport officials this
week on the matter.
“We’ll wait and see if they’re
willing to answer the really
important questions around the
business case for this billions of
dollars of public expenditure.”
LETTERS 21
Protecting our
Thursday August 31 2023 The Star
black swans
HATS OFF to the city council park
rangers for installing the attractive fence
round the black swans nesting on the
bank of a lake at Westlake Reserve.
Many park users were concerned
about their safety as their regular
island nesting place is under flood
waters, and so I contacted the city
council for assistance.
I put up white signs, then the city
council planted official warning signs,
and now the protective fence.
The resident swans and their
annual cygnets are much loved
members of the vibrant bird life at
the reserve, and all users appreciate
the cooperation of the city council in
protecting them.
Next item is
securing the
bench seat
further along the
bank, damaged
by successive
flooding - it gives
one a sinking
feeling!
Thieves steal community’s coal cart
Charitable Trust
DRIVER EDUCATION
GONE: A hole has been left in the Glentunnel community after one its coal carts was stolen.
• By Daniel Alvey
WHY WOULD anyone steal a
coal cart?
That’s the question that
has left the community
of Glentunnel, near
Darfield, stumped after
one of its coal carts – at
entry points to the area –
went missing.
Glentunnel Store
owner Glenn Chambers
said it has saddened the
community.
“We’re just gutted, to be
honest, gutted that somebody’s
Glenn
Chambers
done it. You know what’s
next, there’s all the concerned
citizens because we do have
a lot more bits that are
more historic than
that.
“My jaw hit the
ground when I found
out about it.”
To remove it the
thieves had to cut the
metal straps holding it
to the rail.
“It’s a fairly heavy object,”
Chambers said.
The replica cart was built by
members of the community
from original parts about 10
years ago.
One of the people involved
in its construction was Selwyn
District councillor Bob
Mugford.
“It really upsets me. I couldn’t
believe it when I was told.”
Mugford said this isn’t the
first time the cart has been
targeted.
“It had only been there a
week when someone pushed it
down a bank.”
The settlement became well
PHOTOS: FACEBOOK
known for its coal and sand
mines in the 1870s.
Chambers said he reported
the theft to police.
Chambers is still holding out
hope that someone has seen it
and it is returned.
“We’re just waiting to see if
it turns up at some stage. It’s
quite annoying because we are
a township that doesn’t seem to
get a lot of crime at all.”
Chambers said they are
now looking at doing more
fundraising to install CCTV
cameras in Glentunnel.
Fall in love with fitness
Bodyfix is a boutique gym in Christchurch,
with a welcoming atmosphere like no other!
Walk into Bodyfix, 29 Leeds Street,
Phillipstown and you will be
greeted with a friendly smile from
our amazing Front Desk team.
Bodyfix opened its doors May 2011
and 12 years on we are still going
strong. Bodyfix opened just after the
2011 Earthquakes and it was a real
battle, but every year we are faced
with something right lol but we are
still here.
“Our Personal Trainers we have on
board will sit down with members
to work out their goals and try and
structure a routine that’s going to work with their
lifestyle. They make sure it’s fun for existing and
new members, encouraging them to get into good
routines and encouraging exercise as part of their
daily life,”
“A lot of our members have made such amazing
friendships over the year here at Bodyfix; that’s
what it’s all about and they train together and
socialise together and this is the environment we
have worked so hard to create – a social, relaxed,
family atmosphere that’s heaps of fun but also
where everyone is welcome.
“Bodyfix – Your daily training fix” is what we are
all about, a place where we encourage people
train for life.
“If anyone rings, we’re
more than happy to
have them come down
and try a class, or just
have a workout, for
free if they are looking
at getting started at
Bodyfix. For us it’s
about removing the
barriers that often stop
people from starting
at a gym and ensuring
Bodyfix is a welcoming
place and that everyone
is well looked after by our Team once they have
embarked on their fitness journey. We encourage
movement for life and we just want people to fall
in love with exercise.
“We wanted to give
outstanding customer
service, be a place where we
know everybody’s name and
where the classes are of a
high standard and our Group
Fitness Instructors are some
of the most experienced in the
Country.
And I guess because most of us
have worked in a bigger club
many moons
ago, it was and
is important for
us to get back
to the basics
– providing a
fun, motivating,
clean
environment
for people to
exercise in and
one that has a
huge amount of
variety.
Cup final looms for United
Technical a
‘perfect’ test
before Melville
• By Jaime Cunningham
CHRISTCHURCH United will
have one eye on the Chatham
Cup final when they take on
rivals Cashmere Technical in
the last round of the Southern
League on Sunday.
With the league title already
secured, United coach Paul
Ifill, 43, said the clash against
second-placed Technical will
be the “perfect” game to test
them ahead of the national final
against Melville the following
weekend.
“I wouldn’t say Tech and
Melville play the same,
but there’s definitely some
similarities between them,” Ifill
said.
United go into the match after
two clinical wins against Green
Island and FC Twenty 11 within
three days.
An eight-goal scoring spree
from Sam Philip saw United
record a spectacular 15-3 win
against Green Island on Sunday
before a dominant second half
led United to a 5-0 win over FC
Twenty 11 on Tuesday night.
Ifill was not happy United
let in three goals against Green
Island, but said the FC Twenty 11
game was a great opportunity for
the club’s youth to shine.
“I think it’s been a full squad
effort this season,” he said.
“We’ve got a lot of young
players coming through who
have done really well.”
The former Crystal Palace and
Wellington Phoenix forward
made a 15min cameo appearance
against FC Twenty 11, scoring a
goal in his first Southern League
match of the year.
“It was a last minute decision
as we were really stretched. It
was either me or my manager
on to score
one of their
five goals
against FC
Twenty 11.
and he had already taken one for
the team earlier this year.”
Ifill expects to field a near fullstrength
team for the Cashmere
Technical clash.
“I will likely play a side close to
the team who will play the cup
final,” he said.
“I think it’s the perfect game to
have before the final.”
are set to play off for the league’s
golden boot. Philip currently
leads the race with 29 goals,
while Coughlan has 28.
Regardless of the result,
Ifill said there will be a short
celebration to mark the Southern
League win on Sunday.
“We will pick up the trophy
after the game and have a quick
celebration before next week,” he
said.
With almost all of the final
standings confirmed, few
matches on Sunday will have any
effect on the ladder.
Ferrymead Bays will be
fighting for a win against Green
Island to finish in the top four.
They will rely on Dunedin City
Royals beating third placed
Coastal Spirit in Sunnyvale.
Coastal will want to end their
promising season, which
included beating Technical to
secure the Hurley Challenge
Shield, with a dominant win
away from home.
Nomads have the opportunity
to finish sixth with a win over
Selwyn United.
Their confidence will
be high following their
comfortable 4-1 win over Nelson
Suburbs last week. FC Twenty 11,
who are set to be relegated from
the league next season, will aim
to end their season on a positive
note against Nelson Suburbs on
Sunday.
Bulls double-header
• By Jaime Cunningham
THE CANTERBURY Bulls will
start their national premiership
campaigns with a double-header
against Counties Manukau
Stingrays on Saturday.
The men’s game is set to kick
off at Ngā Puna Wai at 2pm
before the women take the field
at 4pm.
The men will be looking to go
one better than last season, when
they were beaten 28-10 by the
Akarana Falcons in the final.
Bulls play-maker Daniel
Hartley returns to the squad
after he helped the Linwood
Keas lift the Pat Smith Memorial
Trophy this month. Hartley was
named player of the match in the
Keas 16-14 grand final win over
the Hornby Panthers.
Keas players dominate the
men’s Bulls, with nine named in
the 25-player squad.
Light Bears roar into their
first national cup semi-final
• By Jaime Cunningham
A HARD-FOUGHT home
win has propelled the High
School Old Boys Light Bears
into the semi-final of the under-
85kg National Club Cup next
Saturday.
The Light Bears will take on
Grammar TEC Old Boys in the
playoff at Orakei Domain, Auckland,
after beating the Auckland
University Squids 26-19 at Bob
Deans Fields over the weekend to
make the top four.
Despite their close quarterfinal
win, HSOB coach Jack Hyde
said they won’t change much for
the semi-final.
“A lot of our focus will be on
defence,” he said.
With the Canterbury metro
competitions all finished, Hyde
said managing players’ work
loads has become a lot easier.
“It makes a big difference,
especially with player training
loads,” he said.
“Before the boys were playing
three to four games sometimes
within a week, so obviously it’s a
lot more manageable now.”
The Light Bears faced their
most challenging match to date
against the Squids, but were able
to grind out the win.
Auckland University who got
off to a flying start when flanker
Tyrone Stubbs broke through
HSOB’s defence to dot down
after two minutes.
HSOB opted to take a penalty
shot rather than kick for territory
several times. After missing their
first shot at goal in the seventh
minute, halfback Taine Cordell
was able to slot one between the
posts to get them on the board.
The Light Bears closed in on
the Squids with another penalty
shot halfway through the first
ATTACK: High School Old Boys Light Bears form up for a
lineout on attack in their 26-19 victory over the Auckland
University Squids at Bob Deans Fields.
half, before a Preston McSweeney
try, converted by Cordell, saw the
home side get their noses in front
13-10.
But Auckland quickly evened
the score with another penalty.
A head-high tackle by HSOB
hooker Bruno Wyllie saw him
sent off with a red card at the end
of the half, and Auckland went
into the break with a narrow
16-13 lead.
Cordell then slotted one out of
his three penalty attempts within
20 minutes.
Hyde said there were a number
of reasons HSOB kept going
for the three-points rather than
kicking for a lineout near the
tryline.
“We pushed that way with 14
on the field, but it’s a straight
knockout generally if you can’t
get points on the board,” he said.
The Squids hit back once again
in the second half, pulling away
from HSOB into a 19-16 lead.
HSOB managed to even the
score with yet another penalty,
before a Sam Summerfield try
cemented the Light Bears a place
in their first ever national semifinal.
They were knocked out last
season after losing to the Southern
Bush Pigs in the South Island
final. Hyde said the core group of
players involved in that loss are
still with the team.
“A majority of the team are the
same with about five or six new
guys,” he said.
“They’re a great group of lads
with a great culture.”
Despite a national final in their
sights, Hyde is not looking too
far forward.
“As opportunities come up,
we’ve just got to take them, it’s
just step by step now.”
The kick-off time is yet to be
confirmed.
CLASH: Alice Twaddell of the Canterbury Barracudda
clears the ball from chasing Otago defence.
Above – The Canterbury Beavers upset defending national
champions Otago with a 4-2 win at the Ōtautahi Cup.
Cats and Cavaliers retain cup
• By Jaime Cunningham
AHEAD OF September’s allimportant
National Hockey
Championship, Canterbury
started their season with
promising signs, retaining the
Ōtautahi Cup.
Defending national champions
the Canterbury Cats completed
a perfect start to their campaign
with three wins across the threeday
tournament at the weekend.
Jaimee Eades managed two
goals in the team’s first match,
a 3-0 win over the Canterbury
Barracuda on Friday.
The Cats were able to hold on
for a 2-1 win against Wellington,
after scoring two field goals in
the first half.
It was a similar game against
Otago on Sunday, with the Cats
leading 2-0 by the end of the last
quarter. Despite a late goal by
Otago, the Canterbury women’s
A side held on to win 2-1.
Meanwhile, their partner
team, the Canterbury Cavaliers,
recorded mixed results in the
men’s grade.
They had a flying start to the
tournament with a 4-1 win over
B-side the Canterbury Beavers.
A hard-fought 1-1 draw
against Wellington followed on
Saturday, with the match decided
by shootouts. None of the Wellington
attackers were able to put
the ball past goalkeeper George
Enerson, with Canterbury prevailing
3-0.
Despite a 4-3 loss against
reigning national champions
Otago, the Cavaliers had done
enough to retain the Ōtautahi
Cup alongside the Cats.
The tournament also saw
both Canterbury B teams show
promising signs ahead of their
national campaigns.
The Beavers pulled off the biggest
upset of the tournament by
beating Otago 4-2 to record their
only win.
Otago’s frustrations were demonstrated
with five green cards
during the match, which the
Beavers capitalised on in their
middle two quarters.
Although they went into the
second quarter 2-1 down, goals
from Jakarta Klebert (PC), Ethan
Barton (FG) and Bryce Smith
(PC) saw the Beavers secure the
win.
After placing seventh in tier 2
of the National Hockey Championship
last year, the Barracuda
will take confidence after some
hard-fought losses against quality
sides.
The team came close to Otago,
going down 2-1, and couldn’t
find the back of the net against
Wellington, losing 2-0.
• The Canterbury sides will
now turn their focus to the
national tournament held in
Hamilton from September
10. Draws and results for the
tournament can be found at
The Festival of Adult Learning
Ahurei Ākonga, September
4–10, 2023, aims to highlight
the crucial role that adult and
community education (ACE)
plays in fostering personal
and societal growth and how
community learning providers
respond proactively to the everchanging
demands of communities.
Over forty countries celebrate the
annual Festival of Adult Learning Ahurei
Ākonga. The UNESCO initiative which
includes International Literacy Day
on September 8, promotes learning
as a pathway to wellbeing and selfdetermination.
At the heart of this festival lies our
belief in the power of knowledge and its
ability to transform lives. By embracing
the spirit of lifelong learning, we aim to
equip individuals with the tools and skills
necessary to not only overcome adversity
but also to thrive in a quickly evolving
world.
Every learner has a unique “why”
behind their learning journeys. Whether
it’s a personal passion, a
career aspiration, or a
desire for personal growth.
Understanding each learner’s
“why” is key to unlocking
their full potential. This is
why as part of the Festival of
Adult Learning Ahurei Ākonga
celebration here in Christchurch
Ōtautahi we are gathering together
to celebrate a social media campaign
Mission Without Borders
visit the Sechka’s house
with support to lift them
out of poverty.
Families in Ukraine
need your help!
The Sechka family live in a rural area
of Sarny region, western Ukraine, in
an old dilapidated house. Mykhailo,
40, and his wife Nadiya, 31, work hard to
provide for their family. They face a massive
challenge as three of their five children have
severe disabilities. One of their daughters
is unable to walk at all. The health of
their children means they need medical
examinations, check-ups, and treatment.
Which costs money.
Mykhailo used to work in forestry, but
when the war began, he lost most of his
wages then he had to quit. Since then, he
has focused on farming and keeps cows,
pigs, geese, and poultry to survive.
Son Mieko loves his parents and sees they
are hardworking. Mykhailo must cultivate
a lot of land to grow forage for the animals,
and vegetables and grain for the family. He
was using an old tractor that he bought 15
years ago. The tractor is 50 years old and
required constant repair. Mykhailo says that
after each working day he had to repair it
and it wasn’t worth the money. Since then,
the old tractor became a place where Mieko
and his siblings play.
Despite Mykhailo and Nadiya’s efforts,
the family’s situation became very difficult.
The loss of income, health issues and the
ongoing war has taken its toll.
Mieko’s family need help with resources,
such as tools and machinery, so they can
grow food for themselves.
Right now, the Ukrainian economy
is shrinking, and inflation is rising. So,
supporting families just like Mieko’s with a
self-sufficiency project will be a lifeline.
Mieko’s anxiety and uncertainty and have
resulted in physical and psychological
issues. There is no doubt that the impact
of war will be felt by his family and many
others for years to come.
Support MiSSion Without BorderS
At Mission Without Borders, we regularly reach
out to Kiwis who respond by giving, praying,
and offering their unwavering support.
If you would like to help, here are
some ways we can make a difference
together:
1. A gift of $30 will supply an emergency
food and hygiene parcel to help
displaced and vulnerable people in the
Ukraine.
2. Sponsor a family: we have families
in Ukraine waiting right now for
sponsorship. You can enable and
encourage a whole family to lift
themselves out of poverty and become
self-sufficient for $45 a month.
3. Consider donating towards a selfsufficiency
project for a family like
Mieko’s. This will give them the
opportunity to not only survive but
thrive ‒ $25 will provide a packet of
seeds to grow life-sustaining fruits
and vegetables.
GARDENING 31
Plant citrus trees in full sun
EVERY GARDEN deserves a
citrus tree.
In all but the coldest
districts, citrus trees feature in
backyards.
They’re incredible survivors,
but will perform better and bear
wonderful crops if they’re well
cared for.
Where to grow citrus
Plenty of sun
Citrus trees need to be in full
sun. If you’re short of sunny spots
in the garden, grow citrus in
pots that can be moved to take
advantage of changing patterns of
sunlight.
Although citrus are traditionally
grown in terracotta, these
pots can be heavy – and expensive.
There is a perfect solution
– Tuscan pots are lightweight,
surprisingly inexpensive and
have that wonderful Mediterranean
look that goes so well with
citrus.
Tuscan pots come in a range
of sizes. The large 50cm size is
big enough to grow almost any
type of citrus tree happily for
many years.
Good drainage
In the garden citrus
must have good drainage. In
heavy clay soils it’s best to put
some extra effort into preparation.
Before planting, raise the level
of the bed as much as possible,
dig in some coarse sand and
plenty of old organic matter
(compost, aged manure or
commercial soil improver).
Feeding citrus
Before planting
Mix some organic pellets into
the soil before planting. It won’t
cause root burn, even if it contacts
some of the roots.
Established citrus
Feed with citrus food at least
twice a year.
Citrus are very greedy plants
and, because of the extra
demands imposed by their
heavy crop, it’s always best to
use a specifically formulated
food.
How to entice monarch butterflies
• By Henri Ham
I REMEMBER as a child
being fascinated with monarch
butterflies.
Spotting those brightly-striped
caterpillars chomping through
our swan plants, and then
magically evolve into monarch
butterflies, seemed to consume a
lot of our time.
While monarch butterflies are
around all year long, January is
peak monarch season. If you’re
wanting to entice monarchs
to your garden this summer,
you need to be thinking about
planting swan plants now.
Once you’ve got your
seedlings, plant them around
70cm apart, as swan plants can
grow up to 2m high, and really
bush out. Plant in well-drained
soil, that gets lots of sun. They’ll
also benefit from some shelter
as they won’t cope well in strong
winds. If they are in an exposed
spot, I recommend staking your
plants, or tying to a fence.
Once established, swan plants
produce impressive puffy seed
pods, said to resemble – you
guessed it – swans. These pods,
around the size of a gold ball,
are what you’d collect if you’re
wanting to harvest the seeds
and have go growing your own
next year. Or letting the pods
naturally burst will result in
your own wild garden of swan
seedlings.
Once they are established,
swan plants are very low
maintenance. Avoid any sprays
or fertilisers on the leaves, as
these can harm to caterpillars.
Similarly, if you are buying
established plants, and you’ve
got caterpillars ready to be
transferred on, you’ll need to
hold off for 10 days.
This is because any residual
spray needs to disappear before
putting any caterpillars on a
swan plant, as it can harm the
caterpillars. Then to be sure, test
the plant with one caterpillar
first.
Growing swan plants can be
bitter-sweet. While it’s exciting
when you find your plant
covered with caterpillars, you’ve
got to have enough leaves to feed
them all.
Caterpillars can literally eat
themselves out of house and
home. If you get to this stage,
you can move caterpillars onto
other swan plants, for more
FOOD SOURCE:
Brightly-striped
caterpillars
evolve into
monarch
butterflies –
the chrysalis
snacks on swan
plants until
metamorphosis.
food. But initially picking off
excess eggs can help this from
occurring.
If you’re finding you’ve got
the opposite problem of no
caterpillars, wasps could be the
problem. To keep the wasps
away, cover your swan plant with
a mesh net. The butterflies will
still be able to lay their eggs on
the leaves that are touching the
mesh.
If you’ve been left with a
baron-leaved plant, simply
leave it to regrow more leaves.
Swan plans can also last up to
two years, so come early winter,
give your plant a good prune
back in preparation for next
summer.
It’s also worth knowing that
swan plants can be toxic if
ingested. So (especially if you’re
handling the caterpillars) think
about wearing gloves or giving
your hands an extra deep wash
after your gardening session.
If you’re keen on a property that’s going
to auction, preparation is everything. A
Buying a property
at auction
That means you need to do all your due
diligence in advance of auction day. Before the
auction (usually after you’ve viewed the property),
the real estate agent working for the seller
should provide you with a copy of the terms and
Contract of Sale, which sets out what chattels will
be included with the property. This document will
also tell you the amount of the deposit to be paid
by the successful bidder, and when the balance
of the payment must be made. These documents
should be checked by your lawyer.
You should consider having the property
checked (preferably by a qualified inspector who
has professional indemnity insurance and carries
out their work in accordance with the New Zealand
Property Inspection Standards and obtain
an up-to-date Land Information Memorandum
(LIM) from the local council. It’s a good idea to
get a valuation of the property, especially as you
are likely to require one if you need a loan. Some
websites provide free estimated market values that
may be useful.
There’s a lot to take in at an auction and it’s easy
to feel overwhelmed. If you can, go along to one
as an observer to see how the process works before
you actually want to buy. Remember that the
auctioneer is working for the seller and they want
to get the highest price possible for the property.
At an auction, the auctioneer will read the
terms and conditions of the sale aloud and announce
if a reserve price has been set. They must
also state whether the seller has reserved the right
to bid during the auction. This is called ‘vendor
bidding’ and it is only allowed under strict
circumstances, such as when the property being
auctioned has a reserve price; when the reserve
price has not yet been met; and the auctioneer has
made it clear that the bid being made is a vendor
bid. They must do this by saying, ‘this is a vendor
bid’ rather than using any jargon.
Auctioneers sometimes use vendor bids as
a way to start off the bidding, or to move the
bidding towards the reserve price. Vendor bids
can be made by the auctioneer, or another person
working on behalf of the seller, such as a real estate
agent. An auctioneer can also use a pre-auction
offer to start the bidding.
The auction continues until there is only one
bidder left. At that stage, if the reserve price is
reached or beaten, the highest bidder will be the
successful buyer. If the reserve price isn’t reached,
the seller can tell the auctioneer to stop the auction
without selling the property.
If the auction is stopped without a sale, the
highest bidder may have the opportunity to
negotiate with the seller (via their agent) after the
auction. If this happens, the terms and conditions
of the auction no longer apply and you can
negotiate new ones.
INSPECTION
IMPORTANT?
It helps identify already existing or potentially
hazardous conditions and determines the
underlying causes of those hazards.
It helps identify safety hazards, such as an exposed,
By identifying the potential problems, associated
costs to rectify the problems can be determined.
Helps you find issues that may hinder your ability to
