OVERVIEW<br />

<strong>Charlotte</strong> <strong>Rescue</strong> <strong>Mission</strong> (CRM) is a regional leader in providing cost-free, Christian, faith-based<br />

residential recovery programs that help impoverished people struggling with the disease of addiction<br />

achieve long-term sobriety, find financial stability <strong>and</strong> stable housing, <strong>and</strong> build healthy relationships.<br />

In the 120-day structured program, residents experience weekly individual counseling, group therapy,<br />

education classes, life skills training, biblical application for emotional wounds, <strong>and</strong> sober support<br />

group development. The multi-faceted approach ensures that residents develop a deep underst<strong>and</strong>ing<br />

of the root causes of their addiction. In doing so, they learn not only how to cope with the pressures<br />

of staying drug <strong>and</strong> alcohol-free, but how to manage life scenarios that can trigger a relapse.<br />

<strong>Charlotte</strong> <strong>Rescue</strong> <strong>Mission</strong>’s results are remarkable. Of the participants who complete the 6-month<br />

program, 80% of them are sober 6 months after completion. This exceeds 30% of the recovery<br />

programs in the nation.<br />

After 28 years of leading <strong>Charlotte</strong> <strong>Rescue</strong> <strong>Mission</strong>, <strong>President</strong> <strong>and</strong> <strong>CEO</strong> Rev. Tony Marciano will retire<br />

in June 2024 with the ribbon cutting of the new $40mm Men’s Recovery Center, Rebound. The Board<br />

<strong>and</strong> Marciano feel this is an ideal time for the next <strong>CEO</strong> to begin a new season of leadership coinciding<br />

with the new facility.<br />

The next <strong>President</strong>/<strong>CEO</strong> will take over the helm of a healthy organization with a loyal executive team,<br />

an accomplished board, a program proven to have exceptional outcomes, a superb financial situation,<br />

<strong>and</strong> a stellar reputation in the <strong>Charlotte</strong> community. But there is more work to be done. The need for<br />

CRM’s services is only increasing. First, the new <strong>CEO</strong> will transition staff <strong>and</strong> operations into the<br />

newly built Rebound facility. Second, the larger facility means more people can be served, which<br />

means recruiting additional qualified staff. Third, the next <strong>President</strong>/<strong>CEO</strong> will need to develop a plan<br />

for the older Rebound campus when the new building opens in June. Fourth, more focus is being given<br />

to increasing the program completion rate. CRM will continue to exp<strong>and</strong> the recovery living program<br />

to serve the needs of the program graduates. And finally, the next <strong>President</strong>/<strong>CEO</strong> will bring new ideas<br />

for CRM’s future.<br />

The Trinity model identifies the responsibilities of the Board, <strong>President</strong>/<strong>CEO</strong><br />

<strong>and</strong> staff. Each has different roles, yet work in synergy to accomplish the<br />

purpose of the <strong>Mission</strong>.<br />

RECOVERY PROGRAMS<br />

TRANSFORMATION FOR MEN<br />

Located in the shadows of the Panther’s stadium,<br />

Rebound is the recovery program for men. Rebound<br />

provides a Christ-centered, faith-based, free,<br />

residential recovery program for men who would not<br />

otherwise be able to afford such services. The program<br />

is modeled after the 12-Step Alcoholics Anonymous<br />

curriculum but with one significant difference: by<br />

providing credentialed clinical substance abuse<br />

counseling within a Christian context, CRM’s program<br />

completion rates are twice the national average.<br />

TRANSFORMATION FOR WOMEN & FAMILIES<br />

Located in West <strong>Charlotte</strong>, Dove’s Nest is the recovery<br />

program for women <strong>and</strong> their children (ages 5-11).<br />

CRM realizes that addiction is a family disease <strong>and</strong><br />

touches every aspect of the family, including children.<br />

While at Dove’s Nest, children also receive clinical<br />

care to begin their healing process. CRM strives to<br />

help mothers gain the tools necessary to achieve longterm<br />

sobriety while preserving <strong>and</strong> strengthening<br />

bonds with their children. CRM does this through<br />

Christian, credentialed counselors working in t<strong>and</strong>em<br />

with the mother <strong>and</strong> child.<br />

RECOVERY PROGRAMS<br />

GRADUATES | BEYOND 120 DAYS<br />

1. RECOVERY LIVING<br />

After completing CRM’s core programs, graduates are eligible to live in CRM’s Recovery Living<br />

transitional housing for up to two years. In addition to affordable housing, Recovery Living<br />

residents receive ongoing accountability <strong>and</strong> case management support as they navigate a new<br />

sober lifestyle.<br />

2. TRANSITION provides up to 60 days at no cost for residents to utilize tools acquired during the<br />

core program to obtain employment <strong>and</strong> start their journey.<br />

3. K.E.Y.<br />

K.E.Y. (Keep Educating Yourself) is CRM’s partnership with local universities <strong>and</strong> training partners<br />

to help graduates start or complete their education.<br />

4. COMMUNITY MATTERS CAFÉ<br />

After completing our core programs, graduates also have the opportunity to participate in a sixmonth<br />

Life Skills program at Community Matters Café where they learn crucial life <strong>and</strong> employment<br />

skills in a fast-paced restaurant environment.<br />

CRM’S HISTORY<br />

1938<br />

CRM was founded in 1938 by a group of Christian businesspeople who wanted to serve those facing<br />

homelessness.<br />

1990<br />

Because many people who came to the <strong>Mission</strong> for help during those early years were struggling with<br />

addiction, the <strong>Mission</strong> decided to pivot to focus on addiction recovery. The <strong>Mission</strong> provides free,<br />

professional, Christian, residential recovery services using clinically trained counselors. With this,<br />

CRM launched a 90-day residential program empowering individuals to move beyond cycles of<br />

homelessness <strong>and</strong> addiction to become productive citizens in the community. Today, this program is<br />

known as Rebound <strong>and</strong> has helped thous<strong>and</strong>s of men over the years.<br />

1992<br />

Despite staggering community need, CRM’s leadership realized there was no similar program for<br />

women. In 1992, CRM launched the Dove’s Nest for women, based out of a 12-bed facility in Dilworth.<br />

1995<br />

Rebound’s Recovery Residence opened its doors, marking the beginning of an ongoing focus on<br />

supporting graduates as they transition out of the core program. The Recovery Residence provides<br />

opportunities for Rebound graduates to maintain long-term sobriety as they transition out of<br />

dependency on community programs <strong>and</strong> transition into self-sufficiency.<br />

2008-2012<br />

The Dove’s Nest Capital Campaign was launched to exp<strong>and</strong> Dove’s Nest’s women’s addiction recovery<br />

program to a 120-bed facility in West <strong>Charlotte</strong>. This facility would also allow mothers to bring their<br />

children with them to the program. The doors of this new facility opened in July 2012.<br />

2016<br />

Both the Rebound <strong>and</strong> Dove’s Nest programs were exp<strong>and</strong>ed to 120-day programs.<br />

2019<br />

CRM opened Community Matters Café, a full-service restaurant <strong>and</strong> coffee shop adjacent to the<br />

Rebound campus. Community Matters Café provides a six-month life skills training program that<br />

teaches CRM recovery program graduates a variety of essential life <strong>and</strong> job skills that prepare them<br />

for a successful transition back into the workplace. All proceeds from the restaurant are used to<br />

support the programs of CRM.<br />

2021<br />

CRM launched Recovery Living, a new program designed to provide transitional housing <strong>and</strong> support<br />

for up to two years after graduates complete the core 120-day program.<br />

CRM’S PHILOSOPHY<br />

It is important that the next <strong>President</strong>/<strong>CEO</strong> of <strong>Charlotte</strong> <strong>Rescue</strong> <strong>Mission</strong> underst<strong>and</strong> <strong>and</strong> fully embrace<br />

the philosophy of addressing addiction as a disease which is foundational at CRM.<br />

<strong>Charlotte</strong> <strong>Rescue</strong> <strong>Mission</strong> accepts the American Medical Association’s definition of alcoholism as:<br />

… an illness that is characterized by significant impairment in the emotional, psychological, spiritual, physical<br />

<strong>and</strong> social areas that is directly associated with the persistent <strong>and</strong> excessive use of alcohol. Impairment may<br />

involve psychological or social dysfunction. Alcoholism also is manifested as a type of drug dependence of<br />

pathological extant <strong>and</strong> pattern, which ordinarily interferes seriously with the patient’s mental <strong>and</strong> physical<br />

health <strong>and</strong> his adaptation to his environment.<br />

Concerning the spiritual implications of alcoholism, CRM believes that alcoholism takes root in<br />

alienation from God <strong>and</strong> the violation of conscience. CRM believes that God’s power can deliver<br />

individuals from the compulsion to drink, <strong>and</strong> set them free from the emotional, psychological,<br />

spiritual, physical, <strong>and</strong> social consequences of an alcoholic lifestyle.<br />

Although an individual may be delivered from the compulsion to drink or drug (<strong>and</strong> is no longer a<br />

“drunkard” in the spiritual sense), CRM recognizes that they are still an alcoholic or drug addict in<br />

the therapeutic sense. CRM believes the continued use of alcohol or other drugs results in changes in<br />

emotions, mind, <strong>and</strong> body that do not disappear upon an alcoholic’s salvation. On a physiological<br />

level, they will always be “sensitized” to alcohol. Total abstinence, therefore, is a must; any use of<br />

alcohol can “activate” the chemical mechanisms of addiction leading to compulsive drinking <strong>and</strong><br />

behavior.<br />

CRM’S PHILOSOPHY<br />

<strong>Charlotte</strong> <strong>Rescue</strong> <strong>Mission</strong> believes the physical aspect of the disease of alcoholism will remain with<br />

the recovering alcoholic until they are glorified <strong>and</strong> receive their new body from the Lord.<br />

Professional counseling <strong>and</strong> therapy is necessary to help individuals to overcome the consequences of<br />

alcoholism <strong>and</strong> other drug addictions. CRM recognizes that alcoholism <strong>and</strong> other drug addictions are<br />

a “family illness” <strong>and</strong> believes that all the members of the alcoholic’s family need to be a part of the<br />

recovery process by receiving specialized help. CRM accepts the Twelve Steps of Alcoholics Anonymous<br />

as a reliable <strong>and</strong> orderly approach to recovery from alcoholism. CRM identifies the higher power as<br />

the person <strong>and</strong> work of Jesus Christ. CRM also believes there are very specific scriptural principles<br />

that must be applied to such an individual to assist in a victorious <strong>and</strong> fruitful Christian walk.<br />

Many of the attitudes, temptations, feelings, <strong>and</strong> patterns of thought resulting from the alcoholic’s<br />

lifestyle are not immediately removed upon an alcoholic’s rebirth. CRM believes these aspects<br />

constitute elements of “sinful nature” or “flesh” that individuals will struggle with as long as they<br />

remain in this world. Therefore, through a process of discipleship, individuals must “transform by<br />

the renewing of their mind” (Romans 12:2) <strong>and</strong> must learn to “walk in the Spirit that they might not<br />

fulfill the desires of the flesh” (Galatians 5:16).<br />

COMMUNITY MATTERS CAFÉ<br />

Community Matters Café celebrated its fourth anniversary in April 2023. When you walk into the café<br />

on any given day, it may look like just another coffee shop or restaurant in <strong>Charlotte</strong>. But many of<br />

the men <strong>and</strong> women serving there are strong people who have overcome addiction.<br />

CRM launched the Life Skills Program at Community Matters<br />

Café in April 2019 because graduates of the core program lacked<br />

skills to thrive in society. Students in the 6-month Life Skills<br />

program learn scheduled management, financial responsibility,<br />

<strong>and</strong> coping with stress.<br />

Guests at the café enjoy meals made from scratch, beautiful<br />

surroundings, fellowship, <strong>and</strong> great coffee, all made possible<br />

with the help of hardworking program graduates. The café is a<br />

place where those who’ve walked through the hard work of<br />

addiction recovery can confidently reintegrate into society in<br />

the supportive company of community.<br />

THE POSITION<br />

The <strong>Charlotte</strong> <strong>Rescue</strong> <strong>Mission</strong> <strong>President</strong>/<strong>CEO</strong> works in partnership with the Board of Directors <strong>and</strong> the<br />

staff to provide leadership, vision, <strong>and</strong> direction for the organization <strong>and</strong> develop organizational<br />

strategy. The <strong>President</strong>/<strong>CEO</strong> implements policies approved by the Board, manages the organization’s<br />

programs <strong>and</strong> operations, <strong>and</strong> represents the organization in the community. This position is<br />

responsible for the accountability of the administrators in each of the areas of Development,<br />

Administration <strong>and</strong> Programs. The <strong>CEO</strong> maintains a Christ-centered ministry, expects st<strong>and</strong>ards of<br />

excellence, <strong>and</strong> provides a consistency of purpose.<br />

EXECUTIVE TEAM LEADERSHIP<br />

• General administration.<br />

• Works in conjunction with the Board Chair to prepare the agenda for Board of Directors meetings<br />

<strong>and</strong> keeps the Board informed about ongoing <strong>Mission</strong> activities.<br />

• Assists the Board of Directors in the recruitment of new Directors.<br />

• Develops short-range goals for the <strong>Mission</strong>.<br />

• Develops strategic plans for the long-term financial viability of the <strong>Mission</strong>.<br />

• Assures that all theological <strong>and</strong> social obligations are met to the best of the <strong>Mission</strong>’s ability.<br />

• Recruits, selects, hires, <strong>and</strong> evaluates all staff. (Specifically, recruits, selects, hires, <strong>and</strong> evaluates<br />

his/her direct reports.) Delegates that same authority to staff department heads for their direct<br />

reports. Reviews all performance evaluations <strong>and</strong> ensures HR records are maintained. Through<br />

direct reports, ensures all positions are filled.<br />

• Preserves a supportive work environment by treating people with dignity, respect, compassion,<br />

<strong>and</strong> integrity at all times, <strong>and</strong> works to resolve grievances; maintains professionalism <strong>and</strong> promotes<br />

a positive <strong>Mission</strong> image.<br />

• Develops a staffing structure that supports the efficient delivery of programs <strong>and</strong> services, the<br />

accomplishment of major goals identified in the strategic plan, <strong>and</strong> effective overall management.<br />

FINANCE/FUNDRAISING<br />

• Leads fundraising efforts, including supporting the Board’s involvement in fundraising, personally<br />

cultivating <strong>and</strong> soliciting donors, <strong>and</strong> supervising implementation of fundraising plans <strong>and</strong><br />

policies.<br />

• Leads the staff in developing a realistic annual budget <strong>and</strong> making financial decisions consistent<br />

with the budget as approved by the Board.<br />

• Directs the preparation of the annual budget.<br />

• Directs the strategy, supervision, <strong>and</strong> implementation of all revenue generation adequate to meet<br />

the fiscal obligations of the <strong>Mission</strong> <strong>and</strong> its subsidiaries.<br />

• Provides regular, timely internal financial statements to the Board of Directors that compare<br />

performance to budget <strong>and</strong> to the previous year.<br />

the <strong>Mission</strong>.<br />

• Hires <strong>and</strong> manages all staff, including the implementation <strong>and</strong> ongoing revision of personnel<br />

policies <strong>and</strong> management of staff performance review process.<br />

• Assures the spiritual purpose <strong>and</strong> goals are met or exceeded in the service <strong>and</strong> rehabilitation of the<br />

<strong>Mission</strong> clients.<br />

• Assures that meaningful <strong>and</strong> effective programs are in place to meet the spiritual, physical, <strong>and</strong><br />

emotional needs of all <strong>Mission</strong> clients.<br />

• Oversees the development, modification, delivery, enhancement, monitoring, opening of new <strong>and</strong><br />

closing of established programs for the continual purpose of striving for program excellence.<br />

• Keeps current in the areas of homelessness <strong>and</strong> homeless services by participating in local<br />

community groups <strong>and</strong> forums to underst<strong>and</strong> <strong>and</strong> relay the needs of <strong>Mission</strong> clients <strong>and</strong> to address<br />

the concerns for the general homeless population.<br />

• Has an overall working knowledge of the philosophy, policy program <strong>and</strong> development of the<br />

<strong>Charlotte</strong> <strong>Rescue</strong> <strong>Mission</strong> to promote the ministry <strong>and</strong> help accomplish organizational goals.<br />

• Builds positive relationships with partner organizations, policymakers, media, <strong>and</strong> others.<br />

• Represents the organization by participating in key associations <strong>and</strong> organizations, serving on<br />

committees <strong>and</strong> advisory groups, <strong>and</strong> speaking in public settings.<br />

PUBLIC/COMMUNITY RELATIONS<br />

• Represents the organization as its executive<br />

officer in all dealings with other organizations,<br />

individuals, <strong>and</strong> the public.<br />

• Meets with major donors <strong>and</strong> corporate <strong>and</strong>/or<br />

foundation executives to make requests for<br />

special gifts to the <strong>Mission</strong>.<br />

• Develops, participates in, delegates, <strong>and</strong>/or<br />

supervises all public relations/media plans <strong>and</strong><br />

activities.<br />

• Participates in media interviews concerning<br />

<strong>Mission</strong> activities <strong>and</strong> the homeless problem in<br />

general.<br />

• Makes public appearances at churches, civic<br />

organizations, <strong>and</strong> other groups to promote the<br />

<strong>Mission</strong>.<br />

• Maintains local, city, state, national, <strong>and</strong><br />

international relationships for the purpose of<br />

protecting the interests of the <strong>Mission</strong>.<br />

• Keeps informed of current <strong>Mission</strong> needs, client<br />

problems <strong>and</strong> community <strong>and</strong> national concerns<br />

regarding homelessness so that he/she can<br />

effectively address individuals <strong>and</strong> groups on<br />

matters relevant to the <strong>Mission</strong>.<br />

• Develops good relationships with other rescue<br />

missions <strong>and</strong> similar ministries.<br />

QUALIFICATIONS<br />

• Bachelor’s degree (preferred master’s degree.)<br />

• Five years’ experience in a nonprofit organization.<br />

• Three years’ experience with Executive Staff leadership in a nonprofit organization.<br />

• Exceptional managerial skills: planning, organizing, implementing, <strong>and</strong> supervising.<br />

• Working knowledge of financial (especially nonprofit) <strong>and</strong> managerial accounting, database<br />

administration, <strong>and</strong> data processing.<br />

• Underst<strong>and</strong>ing of development <strong>and</strong> development strategies to adequately record <strong>and</strong> assess<br />

organizational income in conjunction with the Development Strategic Team.<br />

• Possesses excellent oral <strong>and</strong> written communication skills including presentation abilities.<br />

• Has previous experience working with a Board of Directors, developing policies, goals, <strong>and</strong><br />

objectives.<br />

• Provides a clear biblical testimony of a personal experience of receiving by faith the Lord Jesus<br />

Christ as Savior. Maintains an exemplary Christian life.<br />

• Christian leadership experience. Possibly ordained, licensed, or commissioned.<br />

EXPECTATIONS<br />

The next <strong>President</strong>/<strong>CEO</strong> will be key to stewarding <strong>and</strong> charting a course for <strong>Charlotte</strong> <strong>Rescue</strong> <strong>Mission</strong>’s<br />

future. Below are some of the top priorities moving forward as identified by a recent <strong>Mission</strong>-wide<br />

survey:<br />

• Provide leadership that fosters the opportunity for staff to be engaged in shaping the future of<br />

<strong>Charlotte</strong> <strong>Rescue</strong> <strong>Mission</strong>.<br />

• Strengthen the <strong>Mission</strong>’s visibility <strong>and</strong> connections in the community.<br />

• Improve the financial health of the organization through fundraising <strong>and</strong> philanthropic giving.<br />

Some specific goals include the following:<br />

1. Move staff <strong>and</strong> Rebound programming into the new Rebound facility.<br />

2. Grow existing programs by effectively using the new men’s Rebound facility. Continue to recruit<br />

highly qualified staff <strong>and</strong> leaders to join <strong>Charlotte</strong> <strong>Rescue</strong> <strong>Mission</strong> as growth <strong>and</strong> needs dictate.<br />

3. Develop a campus master plan for the Rebound campus following the opening of the new building<br />

in June 2024. Determine the future of the old space - whether it’s renovated or demolished <strong>and</strong><br />

for what purpose.<br />

4. Work toward improving the recovery program completion rate. (From 54 % to 70%)<br />

5. Continue to exp<strong>and</strong> the recovery living program to support program graduates as they progress<br />

with their transformation.<br />

Located in the historic Elizabeth neighborhood, Independence Park is the first <strong>and</strong> oldest park in <strong>Charlotte</strong>.<br />

There are multiple options for public transportation in the city. <strong>Charlotte</strong> offers the LYNX Blue Line light<br />

throughout the region. <strong>Charlotte</strong> Douglas International Airport is a hub for American Airlines <strong>and</strong> the<br />

premier airport in the region. For train fans, the city has an Amtrak station. The city’s real estate market<br />

has appreciated in recent years, so home prices hover above the national median <strong>and</strong> rent prices are in<br />

range of the national average. Property taxes are reasonable, <strong>and</strong> North Carolina state taxes rank in the<br />

middle of the national average. “All in all, <strong>Charlotte</strong> offers a better value than some similarly sized metro<br />

areas when comparing housing costs with median household income” (U.S. News <strong>and</strong> World Report).<br />

Known by some as “The City of Churches,” there are at least 700 churches of many different types <strong>and</strong><br />

denominations in <strong>and</strong> around <strong>Charlotte</strong>. Well-known pastor <strong>and</strong> evangelist, Billy Graham, was born on a<br />

dairy farm in <strong>Charlotte</strong> <strong>and</strong> buried on the grounds of <strong>Charlotte</strong>’s Billy Graham Library in 2018.<br />
