Switzerland-Ethiopia: Double Taxation Agreement to be applied from 2024<br />
The Double Taxation Avoidance Agreement on income taxes signed between Switzerland and Ethiopia came into effect on<br />
August 10, 2023. The provisions outlined within it will be applicable starting January 1, 2024, in Switzerland and July 8, 2024,<br />
in Ethiopia.<br />
Brazil: New Brazilian Visas for Citizens from Portuguese-Speaking Countries<br />
Starting from October 2, 2023, the Brazilian government will initiate the issuance of new visas and residence permits<br />
specifically designed for citizens of member nations within the Community of Portuguese Language Countries (referred to<br />
as "CPLP nationals").<br />
These CPLP Residence Visas will be made accessible to highly skilled professionals, educators, entrepreneurs, cultural<br />
representatives, exchange program participants, and more, hailing from CPLP member countries. These temporary visas<br />
will remain valid for one year and will be exclusively granted by Brazilian Embassies situated in Luanda, Praia, Bissau,<br />
Malabo, Maputo, São Tomé, and Dili, as well as by the Consulates General of Brazil located in Lisbon, Faro, and Porto.<br />
Argentina: New Tax Court Ruling on Argentine Tax Residency<br />
Argentina's Tax Court (Tribunal Fiscal de la Nación) has issued a significant ruling regarding Argentine tax residency, which<br />
carries implications for how individuals are treated for tax purposes by the Argentine authorities.<br />
This ruling outlines specific criteria established by both the Tax Court and the tax authority, defining circumstances in<br />
which someone can regain tax residency in Argentina.<br />
The court's interpretations and decisions could potentially affect individuals who work internationally, as tax residency<br />
plays a crucial role in determining one's tax status in Argentina. Employers may also experience impacts since their<br />
responsibilities, such as tax equalizations, may differ based on an individual's tax residency status.<br />

Schweiz-Äthiopien: Doppelbesteuerungsabkommen wird ab 2024 angewendet<br />
Das Abkommen zur Vermeidung der Doppelbesteuerung im Bereich der Einkommenssteuern, welches zwischen der<br />
Schweiz und Äthiopien unterzeichnet wurde, trat am 10. August 2023 in Kraft. Die darin festgelegten Regelungen finden ab<br />
dem 1. Januar 2024 in der Schweiz und ab dem 8. Juli 2024 in Äthiopien Anwendung.<br />
Brasilien: Neue brasilianische Visumskategorie für Staatsangehörige aus portugiesisch-sprachigen Ländern<br />
Ab dem 2. Oktober 2023 wird die brasilianische Regierung die Ausstellung neuer Visa und Aufenthaltsgenehmigungen<br />
speziell für Bürger der Mitgliedsstaaten der Gemeinschaft der portugiesisch-sprachigen Länder (CPLP-Nationals) einleiten.<br />
Diese CPLP-Aufenthaltsvisa werden hochqualifizierten Fachleuten, Pädagogen, Unternehmern, Kulturschaffenden,<br />
Austauschprogrammteilnehmern und anderen Bürgern aus CPLP-Mitgliedsländern zugänglich gemacht.<br />
Diese befristeten Visa haben eine Gültigkeitsdauer von einem Jahr und werden ausschliesslich von den brasilianischen<br />
Botschaften in Luanda, Praia, Bissau, Malabo, Maputo, São Tomé und Dili sowie von den Generalkonsulaten Brasiliens in<br />
Lissabon, Faro und Porto ausgestellt.<br />
Argentinien: Neues Urteil des Steuergerichtshof zur steuerlichen Ansässigkeit in Argentinien<br />
Der argentinische Steuergerichtshof (Tribunal Fiscal de la Nación) hat ein wichtiges Urteil zur steuerlichen Ansässigkeit in<br />
Argentinien gefällt, das Auswirkungen darauf hat, wie natürliche Personen von den argentinischen Behörden steuerlich<br />
behandelt werden.<br />
In diesem Urteil werden sowohl vom Steuergericht als auch von der Steuerbehörde spezifische Kriterien festgelegt, die die<br />
Umstände definieren, unter denen eine Person ihren steuerlichen Wohnsitz in Argentinien wiedererlangen kann.<br />

Cost-efficient design of international assignments through tailored assignment guidelines<br />
International assignments represent a cost-intensive investment for companies. Not only do they result in increased<br />
expenses due to foreign allowances, the assumption of expenses and comprehensive compliance requirements, but they<br />
also require considerable human resources for the administrative processing of the assignments.<br />
To make overseas assignments both fair and efficient, it is essential to consider the associated business objectives and<br />
individual requirements. Clearly, a short-term international assignment for a "junior" employee as part of his or her<br />
professional development does not require the same financial allowances as an urgent assignment for an executive with<br />
school-age children.<br />
Yet many existing assignment policies do not adequately address these diverse assignment scenarios and the associated<br />
needs of employees. Often - and in principle quite rightly - attempts are made to regulate foreign assignments for employees<br />
in a uniform manner. While this is an honorable approach, it tends to miss the specific needs of the company and its<br />
employees.<br />
It is, therefore, advisable to develop different assignment policies for the various types of foreign assignments in the<br />
company or to review existing policies for their practicability. Differentiating between different types of foreign<br />
assignments such as "development assignments," "commuter assignments," or classic short- and long-term assignments can<br />
provide a fair solution for the different employee groups and at the same time help to keep costs for the company to a<br />
minimum.<br />

Kosteneffiziente Gestaltung von internationalen Mitarbeitereinsätzen durch differenzierte Entsendungsrichtlinien<br />
Internationale Mitarbeitereinsätze stellen einen kostenintensiven Aufwand für Unternehmen dar. Sie verursachen nicht nur<br />
erhöhte Ausgaben durch Auslandszulagen, Spesenübernahmen und umfassende Compliance-Anforderungen, sondern<br />
erfordern auch erhebliche personelle Ressourcen zur administrativen Abwicklung der Entsendungen.<br />
Um die Durchführung von Auslandseinsätzen sowohl fair als auch effizient zu gestalten, ist es unerlässlich, die damit<br />
verbundenen Unternehmensziele und individuellen Anforderungen zu berücksichtigen. Es liegt auf der Hand, dass bei einem<br />
kurzzeitigen Auslandsaufenthalt eines "Junior"-Mitarbeiters im Rahmen seiner beruflichen Entwicklung nicht die gleichen<br />
finanziellen Zulagen erforderlich sind wie bei der dringenden Entsendung eines Geschäftsleitungsmitglieds mit<br />
schulpflichtigen Kindern.<br />
Dennoch berücksichtigen viele bestehende Entsendungsrichtlinien diese vielfältigen Einsatzszenarien und die damit<br />
verbundenen Bedürfnisse der Mitarbeiter nur unzureichend. Oftmals – und im Grundsatz auch völlig zurecht - wird versucht,<br />
die Auslandseinsätze für Mitarbeiter einheitlich zu regeln. Dies ist zwar ein ehrenwerter Ansatz, aber er geht tendenziell an<br />
den spezifischen Bedürfnissen des Unternehmens und seiner Mitarbeiter vorbei.<br />
Es empfiehlt sich daher, unterschiedliche Entsendungpolicys für die verschiedenen Arten von Auslandseinsätzen im<br />
Unternehmen zu entwickeln oder bestehende Richtlinien auf ihre Praktikabilität zu überprüfen. Die Differenzierungen in<br />
verschiedene Arten von Auslandseinsätzen wie "Development Assignments", "Commuter Assignments" oder klassische Kurzund<br />
Langzeitentsendungen können dabei eine faire Lösung für die unterschiedlichen Mitarbeitergruppen darstellen und<br />
gleichzeitig dazu beitragen, die Kosten für das Unternehmen auf ein Minimum zu reduzieren.<br />
