Welcome to the October 2023 edition of The Halfway & 

Westfield Doorsteppa. 

What a fantastic September it was! Loads of events and 

meetings were incredibly well supported and successful 

last month and, as always, there’s plenty going on again in 

October. 

It’s great news to hear that one of Sheffield’s longest 

established family businesses will be launching a new 

showroom this autumn. Crampton & Moore, the TV and 

kitchen appliance company will be opening a new sales 

centre in Waverley. Turn to page 14 for all the details. 

Yorkshire Ambulance Service is looking for volunteers. 

Attending medical emergencies in the community and 

providing vital care and comfort before the ambulance 

arrives is an essential part of the training. Turn to our 

Community section on page 36 to see how you could help. 

60 years ago this October, the breathalyser came into 

effect. Our History section looks back into when the 

licensing act was introduced and some of the strict 

penalties that used to be enforced. Check out page 28 for 

more.

History 

This month we look at the laws surrounding 

drink driving and when they came into effect 

Have you ever wondered when it became illegal to drive 

under the influence of alcohol? Many people don’t 

remember a me before today’s breathalyser which came 

into effect almost 60 years ago, so here’s a rundown of 

landmark events in the history of drink-driving and the 

penales people faced. 

Before cars ruled the roads, they were full of horse and 

carriages. The Licensing Act introduced in 1872 made it 

an offence to be drunk while in charge of horses and 

carriages, as well as cale and steam engines! People 

who were caught would face a maximum fine of 40 

shillings or at the court’s discreon, and/or imprisonment 

with or without hard labour for up to a month. 

In 1925 the Criminal Jusce Act made it an offence to be 

drunk when in control of any mechanically-propelled 

vehicle on a highway or any other public place. The 

penalty was a maximum of £50 and/or imprisonment for 

up to four months, as well as a disqualificaon from 

holding a licence for at least one year. 

The introducon of the breathalyser led to many protests, 

parcularly by publicans who said it was an infringement 

on personal liberty and would lead to bankruptcy. 

The Road Safety Act 1967 made it an offence to fail to 

provide an ‘evidenal’ blood or urine specimen for 

laboratory tesng without reasonable excuse. Similarly, 

provisions set out in the act made it an offence to fail to 

provide a breath specimen – motorists would be subject 

to arrest without a warrant and could be fined a maximum 

of £50. 

The Alcotest 80 was the first roadside breathalyser to be 

approved by the Home Office. The ‘80’ in its name 

referred to the limit it was designed to detect. Backed by 

a government-led adversing campaign, the breathalyser 

helped to cut the number of alcohol-related road traffic 

accidents from 25% to 15% in the first year alone. More 

specifically, there were 1,152 fewer recorded deaths, 

11,177 fewer serious injuries and a 28,130 reducon in 

cases of minor injuries caused by road traffic incidents. 

In 1930 the Road Traffic Act made it illegal to drive, 

aempt to drive or be in charge of a motor vehicle on a 

road or public place while being ‘under the influence of 

drink or a drug to such an extent as to be incapable of 

having proper control of the vehicle.’ 

There were a number of introducons and legislaon 

amendments in the years following the launch of the 

breathalyser. These included the introducon of the high 

risk offender scheme in 1983 and drink driving 

rehabilitaon courses in 1991. 

Fast forward to 1965 and the drink-drive limit was 

announced. The BBC announced that a blood alcohol 

limit was to be introduced for drivers. The news story 

explained: ‘Anyone found to be driving when over the set 

limit will be penalised in the hope it will deter drivers from 

drink driving and make roads safer’. 

Previous campaigns highlighng the dangers of drink 

driving failed to put motorists off geng behind the 

wheel intoxicated, as accident numbers connued to rise 

– hence why the drink-drive limit was introduced. 

Two years later on the 9 th of October 1967 (almost 60 

years ago) the drink-drive limit and breathalyser was 

introduced with the legal limit set at 80mg of alcohol per 

100ml of blood. Barbara Castle MP, who was Transport 

Minister at that me, launched the breathalyser as a way 

of tesng a person’s blood alcohol concentraon at the 

roadside. She brought a fresh view to transport problems 

as part of the Road Safety Bill by also introducing a series 

of radical road safety measures including the naonal 

speed limit and the beginning of seat belt legislaon. 

In 1995, relaves of the vicms of drink-driving formed 

the Campaign Against Drink Driving (CADD). The 

registered charity sll exists today and is instrumental in 

highlighng drink driving issues to the public and 

government. 

One of the most significant changes in recent years is 

Scotland’s decision in 2014 to reduce the drink-limit to 

50mg per 100ml of blood, from 80mg – the limit that sll 

remains in England and Wales to this day. 

Kenny McAskill MSP said: “This is about improving safety, 

we know that alcohol impairment does kick in mostly at 

50mg. That’s the level where it’s quite clear that driving is 

impaired.”

CFRs are volunteers who aend medical emergencies in their community and provide vital care, 

comfort and reassurance in the moments before an ambulance arrives. They are trained to carry 

out baseline observaons, cardiopulmonary resuscitaon (CPR) and moving and handling 

techniques. 

They carry an Automated External Defibrillator (AED) and oxygen, as well as a basic first aid 

equipment and, in some cases, liing kit for paents who have fallen. No previous medical 

experience is required. 

Full training is given to successful applicants who need to be over 18, physically fit and hold a 

full driving licence, having never been banned from driving with no more than three penalty 

points. YAS also runs Disclosure and Barring (DBS) checks on candidates. We ask volunteers to 

be on-call for an average of five hours a week, although depending on the size of the scheme, 

this can be flexible.
