Massive rates rise on cards

This year rates increased by
an average of 5.9 per cent –
one of the lowest increases in
Canterbury – to fund a $184.5
million capital spend and $177.4
million operating spend.
The potential for the
Christchurch City Council to
ask for help funding the $683
million central city Te Kaha
stadium has not been included
in Broughton’s estimates.
Broughton said because no
formal proposal has come from
the city council he would not
say whether he would support
it. But he said Selwyn residents
would benefit from the stadium.
No other councils in
Canterbury have committed to
funding assistance.
Said Broughton of the
potential rates increase: “I won’t,
our council won’t and our
community won’t accept any
numbers higher than 20 (per
cent). We also won’t accept a
zero because that means we are
going backwards.”
The warning comes as many
councils face financial pressure,
with the Christchurch City
Council looking at a potential
18 per cent rates rise next year
and Hamilton City Council a
25.5 per cent rise next year.

AUCKLANDERS are on the
move, coming to Selwyn in their
droves for a better work-life
balance.
More New Zealanders moved
to Canterbury than any other
region for the second year in a
row – 11,000 people in the year
ending June 2023, including
3000 who moved from elsewhere
in New Zealand.
Of that 11,000, 31 per cent had
moved to Selwyn and 12 per cent
to Waimakariri, a combined 43
per cent. That
was almost
as many as
had moved to
Christchurch –
44 per cent.

Auckland now relocating
to Selwyn.
People have also relocated
from the Hawke’s
Bay, Wellington, Waikato
and Taranaki, but to a
much lesser extent.
About 50 per cent of those
moving in were from the
North Island and had
been transferred down
for work, he said.
In Selwyn, Rolleston
had seen the biggest
growth in out-of-towners,
followed by Lincoln and
Brendan Farringdon, according
Shefford to figures from ChristchurchNZ.
Shefford said Rolleston still offered
better value for money than
Auckland and even Christchurch.
Those moving from Auckland
could often trade their one or
two-bedroom unit for a brandnew
three to four-bedroom,
two-bedroom freehold home in
Rolleston for about $800,000.
The same brand-new home
would be about $900,000 in Wigram
and the price crept up the
closer they got to the CBD.
“You get more value for
money,” he said.
“Instead of driving an hour
and a half in Auckland each day
. . . they will jump in the car,
and they will be in the middle of
town and parked up and in the
office in 30 minutes.”
People were drawn to the district
because they wanted more
space and it had some great new
facilities such as Foster Park in
Rolleston.
Median rental prices had
grown 9.8 per cent in Canterbury
in the year ended September
2023 with the median rental
price rising from $455 to $500
per week.
The shift in house prices had
been less dramatic with the
average house price in the three
months to November showing a,
3 per cent in Selwyn and 0.9 per
cent in Waimakariri, according
to CoreLogic’s house rice Index.

If the council was to complete
all of the projects currently
slated in its 2024-34 Long Term
Plan, it would mean about a
$173 rates increase by 2034.
Affecting the council’s
planning is a lack of direction
on what the Government is
intending to do with Affordable
Water Reforms, with the council
running two budgets – one with
water services costs and one
without.
“We need certainty by this
side of Christmas on where
water is going,” Broughton
said.

has not indicated its plans
for funding water services, it

Broughton, who is also
chair of Local Government
New Zealand, said the current
funding system for councils is
‘broken’ because all it has to rely
on is rates and debt.
“That is the reason why many
councils have got these large
rates rises at the moment,” he
said.
Broughton said funding is
LGNZ’s top priority.
Helping the council in its
planning was a rise in its debt
borrowing caps from 160 per
cent above income to 220 per
cent above income, giving the
council more flexibility in the
amount of debt it carries.
In the 2022/23 financial
year, the council was carrying
$139.289 million in debt.
Also to be discussed as part of
the LTP process is the council’s
investment strategy and whether
it will want to sell or acquire any
assets. Currently, the council
owns $132.224 million of shares
in different companies, the
largest being $106.5 million in
Orion.
The council will start public
consultation on the LTP in
April.

in rates which went towards
repairing 8096 potholes,

rubbish, 5100 tonnes of recycling
and 8800 tonnes of organics,
supplying 8.89 million cubic
metres of water to households
and treating 4.12 million cubic
metres of wastewater.
The council’s key projects
completed included upgrades
to Rolleston town centre, the
Darfield pool, ReDiscover Hub
at Pines Resource Recovery Park
in Burnham, and the opening of
Kakaha Park in Prebbleton.
Despite the $34 million
surplus, residents will not see
a decrease in rates with funds
being used for future investment.
Of the surplus, $9.6 million came
from development.
The council charges
development contributions to
ensure developers pay a fair
share of the cost of providing
additional infrastructure to
service growth demands.

“Population growth in
the district exceeded budget
expectations leading to a
continued fast-paced housing
development sector,” council
executive director for enabling
services Tim Harris said in the
annual report.
The council’s core operating
expenditure for the year was
$165.9 million – $16.6 million
over the budget.
The overspend was attributed
to a range of things including
extra road maintenance costs due
to flooding, consulting fees, and
revaluing of assets.
Mayor Sam Broughton received
a salary of $144,347, deputy
mayor Malcolm Lyall received
$61,647 and councillors received
$51,374.
The council also bought a new
mayoral car, a Kia Ev6 Air Long
Range for $68,511.
Chief executive David Ward,
who retired on June 30, was paid
$435,847 compared to $364,859
in the 2021/22 financial year.
All remunerations, including
the car, were approved by the
Remuneration Authority.
The number of people employed
by the council increased
from 509 to 586.
The council’s core revenue for
the year was $198.7 million, $25.5
million higher than the predicted

The council failed to meet its
resealing target of 75km, only
resealing 23.66km.
The report said: “An increased
focus on maintenance was required
and this, together with the
increasing costs of resurfacing,
meant only a small amount of
resealing was completed.”
The council spent $35.331
million on operating costs for its
community facilities, including
parks, community centres, sports
centres, swimming pools and
libraries, and $15.249 million
on capital expenditure projects,
upgrading and building new
facilities.
The council provided and
maintained 591 reserves and
playgrounds, and 748ha of recreation
reserves.
It recorded 460,865 admissions
at Selwyn Aquatic Centre in the
last financial year, with 21,532
people attending council events,
and 80,340 attendees at fitness
programmes.
During the financial year, 2688
building consents were issued
and 706 resource consent applications
were processed.
Of those consents, 77 per cent
of resource consents were issued
on time and 60 per cent of building
consents were issued on time.
In the past financial year residents
have reduced the amount
of rubbish going to landfill,
achieving a 11 per cent reduction
in total waste to landfill per
capita and achieved a 30 per cent
reduction in contamination of
kerbside recycling. The council
spent $14.143 million on operating
costs for waste management.
Eighty per cent of residential
properties in Selwyn are serviced
with water and 67 per cent of
residential properties are serviced
by the council’s wastewater
systems.
The council spent $12.013
million on operating costs for
water and wastewater, and
$10.465 million on capital
expenditure projects upgrading
the network.
“Residents tend to be high users
of water, using an average of
0.367m 3 of water per person a day
in the 2022/23 year,” the report
said.
“This can be attributed to
mostly outdoor use; residents
tend to have larger sections and
therefore wish to maintain these
sections – with comparatively
low rainfall free-draining soils,
water use has historically been
high.”
WASTE: In the last financial year, the amount of rubbish
going to landfill was reduced by 11 per cent per capita.

WEST MELTON residents are
battling another bid by the New
Zealand Defence Force to place
covenants on their properties.
The NZDF, which operates
the West Melton Rifle Range,
is appealing to the Environment
Court to have a ‘no noise
complaints’ covenant placed
on properties in a 1.5km radius
around the range, something it
has been trying to achieve for
several years.
Placing this covenant – a
restriction that governs how a
landowner can use their land –
means residents would not be
able to complain if they believed
there was too much noise coming
from the rifle range.
As part of the District Plan
review the NZDF attempted to
have the covenant added, but
was knocked back by the hearings
panel, leading to its appeal.
Opposing the appeal are Rein
the Range, a group of nearly 300
residents led by Jerry Larason,
and individual residents Letesha
and Bryan Dempster and Alan
Roberts.
All are opposing the appeal
because of the effects a covenant
will have on their properties.
Said Larason: “Putting a no
noise covenant on landowner’s

property titles will cause those
properties to be devalued significantly
and (make them) harder
to sell.”
Larason said residents are currently
happy with the status quo
following an agreement made
with the NZDF in 2009 after a
blast wave damaged properties
and distressed animals.
The agreement was made
with Rein in the Range and
then-commander of Burnham
Military Camp and range
Colonel Phil McKee. The arrangement,
which was called the
“good neighbour policy”, meant
residents were notified of range
activities.
NZDF director of environmental
services Rob Owen said
the increased residential development
may limit the amount of
activity on the range.
“Increasing residential development
in the vicinity of the
training area will inevitably lead
to increasing pressure to limit or
cease training activities,” Owen
said.
Larason said the name ‘rifle
range’ is no longer applicable
as it caters to a wide range of
defence force activities.
“It needs to be called the West
Melton rifle, explosive, and
mortar range,” Larason said.
Owen agreed that much more
gets done on the range.

A health warning has been
issued for the Selwyn River at
Glentunnel. The warning follows
the finding of moderate to high
cover of potentially toxic algae
(benthic cyanobacteria) in the
river. People should avoid the area
and animals, particularly dogs,
should not be allowed near the
water until the health warning
has been lifted. Medical officer of
health Dr Cheryl Brunton said
exposure may cause skin rashes,
nausea, stomach cramps, tingling,
and numbness around the mouth
and fingertips.

committee spokesperson Fiona Watson
said the crowd has been getting bigger
for the past few years. “There were a lot
more people this year on the side streets
compared to previous years,” Watson said.
She thanked all those who made the day
happen. “Without the public participation
and all the people bringing floats the day
could not happen.”

RESIDENTS SAY Prebbleton will have a
‘peninsula’ if a sub-division gets the goahead
in the Environment Court.
Birchs Village Ltd is appealing to the
Environment Court for its 37 ha, 400
home subdivision on Birchs Rd to be allowed.
The plan was rejected in a private plan
change (PC79), and the District Plan
review, due to the land being highly productive
and Prebbleton not needing any
more capacity.
For the subdivision to be
built the land will need to
be rezoned from rural to
residential.
Opposing the appeal
are Birchs Rd residents
John and Susan Sheaf, and
John Sheaf
Thomas and Helen Fraser.

land was developed to housing it would

the Sheafs said in their letter to the Environment

“The plan change hearing PC79 clearly
concluded that there is sufficient section
available within Prebbleton for at least the
next 20 years.
“Infrastructure, transport and wastewater
are already at capacity in Prebbleton.”
The Frasers echoed similar comments
in their letter to the court.
Birchs Village argues the site is strategically
located across the road from Kakaha
Park and it would bring the new reserve
into the township.
“Providing land for future residential
use increases housing resources leading
to an expanded social and economic
base for the strategically located rural
township. Servicing connections
currently exist north along Birchs
Road allowing for extension to existing
infrastructure and services,” a Birchs
Village spokesperson said in its appeal to
the Environment Court.
TAI TAPU Tennis Club has resurfaced all four of its courts. The
project cost about $57,000, funded by the council, Kiwi Gaming
and Pub Charity, and the club’s fundraising. Also getting an
upgrade are the courts at Lincoln Tennis Club which are expected
to be resurfaced by Christmas.
“The courts are now looking amazing and we would like to think
that this upgrade will encourage locals to join the club,” Tai Tapu
club spokesperson Nicky Watt said. Watt said in order to protect
the courts, bikes and scooters are not allowed on them.

Enduring Powers
of Attorney
Creating Enduring Powers of
Attorney is a responsible and
forward-thinking legal step that
empowers an individual, referred
to as the donor, to appoint
someone to make decisions and
take actions on their behalf, often
in the event of mental incapacity.
Enduring Powers of Attorney are
designed to respect the donor’s
autonomy and intent. An attorney
has a legal obligation to act in the
best interests of the donor, to use
their property to promote and
protect the best interests of the
donor. They must also consult
with the donor as far as practicable
before making decisions. But
unfortunately, sometimes these
duties are not honoured, and
the power given to an attorney is
abused.
To try and minimise the risk of
an attorney abusing an Enduring
Power of Attorney there is a very
strict, non-negotiable requirement
that the donor be of sound mind
to understand the effects and
implications of their choices
at the time of instructing and
signing their Enduring Powers of
Attorney. Ensuring the donor has
sufficient mental capacity is one
step towards protecting against
abuse, by helping to ensure that
the donor is making decisions
voluntarily and without pressure.
If the donor doesn’t have sufficient
mental capacity, a Solicitor cannot
complete their certifications and
the documents would not be
legally binding.
If you have concerns regarding
the way an Enduring Power
of Attorney was executed or
is being used, and don’t feel
that the attorney is responding
appropriately to your concerns,
you can make an application
to the Family Court for review
of an attorney’s decision(s) and
actions, and/or for exercise of the
court’s jurisdiction in respect of
an Enduring Power of Attorney,
for example if there is a concern
about the attorney’s ability to carry
out their duties.
An application to review the
attorney’s decisions allows the
court to examine their actions
and decisions to ensure they were
properly fulfilling their obligations
to the donor. An application can
be made while the Enduring Power
of Attorney is active or after it has
been revoked or the donor has
died.

Mana whenua reps ‘best practice’
I WOULD LIKE to reassure
Selwyn residents that the
presence of a Taumutu Rūnanga
representative at the council
table is not something I have any
issue with, and my colleagues
and I benefit from their presence.
Mr Wade (Selwyn Times,
December 6) fears an appointed
member might not be accountable
or responsible; they most
certainly are, and those who do
not perform their duties can be
removed or replaced at any time,
not just once every three years.
This applies to any appointee,
whether they are a rūnanga
representative, a member of the
audit and risk committee, or an
RMA commissioner.
To Mr McKim and Mr Evans:
An advisor cannot participate
in discussion in the same way
as a committee member, and
all appointments are based on
qualifications and experience –
not just ethnicity. That means
they often seek more precise
answers and contribute specific
insight to debates, particularly
in their respective areas of
expertise.
Selwyn’s elected representatives
do a great job for our residents,
however appointees help
us to be better and do better as
a collective. Failing to support
such roles – which are best practice
across New Zealand – would
be both backward and insular.

on Te Tiriti o Waitangi,
which is a partnership between
two sets of people – tangata

elections and traditional
methods of consensus
communication and decision
making. Mana whenua are not
token puppets – as our local
hapū, Taumutu is entitled to
be consulted, heard and have
a direct role in contributing to
decision making. If we do not
honour the treaty, we leave the
door open for anyone with more
money and power to come here
and take over our country.

As a regular user and a
ratepayer of the Rolleston
Library, I would appreciate
knowing why it is necessary to
have a security heavy stationed
inside the library at 10am on a
Monday morning? Intimidating
and unsettling. Does not
contribute to a nice atmosphere
at all.

security staff for the whole town
centre area in June while we investigated
an altercation between
two members of the public. The
security was arranged through
the council’s contracted security
provider and continued during
a period when we had lower staff
numbers at Te Ara Ᾱtea. We are
regularly reviewing this service.
Te Ara Ātea is a busy and
vibrant hub that is enjoyed by
hundreds of people every day
and we are proud of the work our
team does to create a positive atmosphere
and welcome everyone

landowner and resident.
Mr Townsend asks (Selwyn
Times, December 6): “Did
Barton Fields new residents
really expect that rural land to
the west would stay that way
forever?” Yes, that’s precisely
the SDC designation in the land
use plan upon which people
based and continue to base their
purchasing decisions.
I’m not against development

illogical.

A LINCOLN High School
student has shattered a national
record at the New Zealand
secondary schools track
and field championships in
Christchurch.
Year 9 student Alysa Brown
stormed to victory in the junior
girls 2000m race walk, winning
with a time of 10mins 13secs
– well clear of the previous
New Zealand record of 11mins
27secs.
Lincoln High Sports coordinator
Karen Urbahn said it’s
very exciting for Alysa and the
school.
“She’s been training for it, and
it’s amazing to have a young
wāhine win such a special record,”
Urbahn said.
She believes it’s all down to
the effort put in by Brown, who
also competes and trains with
Selwyn Athletics Club.
“She’s been training six days
a week I think, and she does
different activities than walking,
like crossfit.”
Alysa beat former record
holder Yandri Fourie, who set
the mark at the same competition
last year. Yandri beat her
previous record as well, but it
wasn’t enough to stop Alysa
from taking gold.
Urbahn says Alysa is aiming
for a repeat next year.
“I’ve already spoken to her
and she’s definitely going for
nationals again next year.
It’s very exciting.”
Alysa’s medal was the only
one won by Lincoln High at the
championships, with its next
best result being Eleanor Bisley,
claiming 10th place in the
junior girls 2000m steeplechase.
Purdon pulls
the ‘right’ rein

PULLING THE left rein proved
to be a case of pulling the
right rein for Mark Purdon in
the Group One New Zealand
Trotting Free-For-All at
Addington on Grand Prix Day.
Purdon left punters gasping
with a lap to go in New Zealand’s
biggest trotting sprint when he
elected to stay three back on the
markers with the red-hot favourite
Oscar Bonavena.
But those same punters were
left counting their cash when
Purdon shot his star trotter along
the inner to claim his second big
Group One title in three weeks.
Though he looked as cool and
calm as ever when doing so,
Purdon admitted he thought he
might have made a right hash of
things when electing to stay on
the markers.
“I was thinking about what to
do, and as soon as I decided to
stay on the markers, Love N The
Port came around,” Purdon said.
“So, then I thought I had made
the wrong move. But I thought
if I sat parked, he would end up
doing too much work.
“His best attribute is his speed,
and I drove him that way.”
Winning came after a more few
nervous moments for Purdon as
he angled Oscar Bonavena into
the passing lane.
The trainer-driver admitted
there were only millimetres
between victory and an unlucky
placing.
“To be honest, there would
only have been millimetres in it;
I was doing everything I could to
get a run.
“Luckily there was enough
room to just get through, and
once he balanced up, he sprinted
up really nicely.”

Sprintcar driver
has all he needs to
‘make a go of it’

DYLLAN FORSEY is ‘living
the dream’ and he will have
a baptism of fire in his first
round of the Hydraulink War
of the Wings series at Ruapuna
Speedway on Saturday.
“Its been a dream of mine for
as long as I can remember. My
grandfather Myles, and aunty
Karen raced sprintcars. I raced
quarter midgets as a youngster
and the last three summers I
have been in the 750cc powered
TQs, but the sprintcars are
the ultimate,” the 18-year-old
Templeton driver said.
“I have done a few practice
laps in the car, and we raced at
Ruapuna’s third meeting. Then I
had the TQ nationals at Nelson.
That kind of puts my TQ racing
to bed a bit. The sprintcars with
their big 850 horsepower V8
engines are awesome to drive.
The power is unbelievable.”
Forsey hasn’t had an easy run
in the last year or so with a heavy
crash in the TQs, and then a
‘big one’ at Napier in the New
Zealand championship.
“I banged myself up a bit in
that. I broke my C3 and C4
vertebrae and tore ligaments in
my hand. While those took time
to heal it was my confidence that
took the biggest hit,” he said.
The opportunity to go
sprintcar racing came about
when Forsey’s grandfather
Myles wanted to step up his
involvement. Forsey says he has
everything he needs to make a
go of it.
“Grandad bought a really nice
car. We have plenty of spares
and a big trailer to move it all
around it. I have Kerry Bartlett
as the crew chief. We all call him
Elvis, and he raced sprintcars
several seasons ago up north
and occasionally down here.
He helped the late Paddy North
and he really does have a lot of
knowledge.”
Among Forsey’s opponents
on Saturday will be young
Americans Joel Myers jnr and
Brenham Crouch, who are a
similar age to him but race
up to 70 times a year and are
professionals.
“I still have to go to work on
Mondays,” said Forsey.
“I’d love to get some
experience in the USA but I have
plenty to learn first. I’m sure I’ll
get a chance to talk to Joel and
Brenham, and Max Guilford
from Auckland who races up in
the USA during our winter has
been really encouraging.”
Forsey is looking forward to
hitting as many rounds of the
War of the Wings as possible,
as it is a step up from regular
club nights.

great competition and really
competitive. The two Americans
are here to win it but they
won’t find our drivers a walk
over.
“I’m realistic enough to know
that I’ve got plenty to learn but
I’m hopeful that we can find
some speed early and build on
that. I’d love to get into the Dirty
Dozen, which is for the top 12
drivers in the points. Of course
anything above that will be
great.
“We will race over at
Greymouth which is where I
had one of my big TQ crashes,
Cromwell, Ruapuna, Ellesmere
and Woodford Glen, so I have to
adapt to them quickly.”
The Ruapuna event starts at
5.30pm with time trials before
drivers contest a series of heat
races. Up to 22 drivers will
face the starter in the 30-lap
feature.

Celebrating our Community
Emergency Volunteers
The Tai Tapu Community Centre was full of cheer on Tuesday 5 December, as
community emergency volunteer teams were celebrated for their efforts. The
annual dinner and prize giving recognises the hard work of Selwyn's Emergency
Management volunteers.
Selwyn’s community emergency volunteers play a vital role in times of crisis. With
over 30 community teams across Selwyn, these volunteers are ready to respond to
emergencies and provide support to their local areas. With support of Selwyn
Civil Defence Emergency Management staff, these teams are trained to open
welfare centres that create safe spaces for the community to gather during
challenging events, run Emergency Operations Centres and provide emergency
response through light urban search and rescue and other specialist tasks.
During the celebration, 12 Community Response Team members were recognised
for their decade-long commitment receiving awards, certificates, and flowers
as tokens of gratitude. The event started with a karakia led by Councillor Shane
Epiha, then Deputy Mayor Malcolm Lyall, the Council’s Chief Executive Sharon
Mason and Head of Emergency Management Al Lawn, all expressed heartfelt
thanks on behalf of Selwyn, commending the volunteers' enthusiasm, courage
and dedication during emergency events.
The Council’s Emergency Management Advisor and Community Resilience Lead
Sue Jenkins highlighted the broader impacts of their efforts, “our volunteers also
deploy to other regions across New Zealand when disaster strikes. Deployments
to Auckland, Gisborne, and Hawkes Bay after this year's weather events shows
their ongoing commitment to assisting communities nationwide”.
New members are always welcome to join Selwyn’s Civil Defence and
Emergency Management volunteer teams. If you would like to know more

Speed Management Plan
We received a lot of great feedback on our Speed Management Plan, out for
consultation in October and November.
The Council is working through the responses and considering changes to
the plan, based on your feedback.
In the meantime, here are some of the main questions you asked us.
Who sets speed limits?
Councils set speed limits for local roads. Waka Kotahi New Zealand
Transport Agency sets speed limits for state highways.
Crashes aren’t always caused by speed
Speed isn’t always the cause, but it is the killer. We want to reduce people
being killed or injured by reducing impact speeds and giving people more
time to react if something goes wrong.
What about more education for drivers?
We run education programmes, but even good drivers make mistakes.
What about road maintenance, and intersection upgrades?
We have a plan for this. Most of our funding comes from Waka Kotahi
New Zealand Transport and we have requested more funding.
Why my road?
The guidelines were based on an analysis of our crash data and crash data
around the country to look at where reduced speed would save the most lives.
What about using the electronic signs outside schools?
85% of deaths and injuries outside schools happen outside of when these
signs currently operate.

Last chance to vote for Malvern
It’s the last chance this week to get your vote in for the Malvern Community Board by-elections.
Voting closes at midday Friday (15 December) for the by-elections to select representatives for the
Hawkins and Tawera Community Subdivisions.
Voting in the by-elections is held by postal vote. Voting papers can be posted at any NZ Post
postbox and ballot bins and special voting papers are available at the Darfield Library and the
Council’s Rolleston offices.
Just over 6800 voting packs were mailed to registered electors last month.

Council Services and Facilities Holiday Hours
Here is a summary of Selwyn District Council’s services and facilities opening hours during
the holiday period.
The Council’s Rolleston Offices will be closed from 5pm Friday 22 December, reopening
8.30am Wednesday 3 January.
Rubbish and recycling collections for Monday collections, this will be the Saturday prior
(23 instead of 25 December and 30 December instead of 1 January).
Pines Resource Recovery Park is closed both Monday 25 December and Monday 1 January.
Standard opening hours operate for the rest of the holiday period (9am–4.30pm).
All Selwyn Libraries and Service Centres will be closed on Monday 25 December and
reopen from 10am–4pm, 27–29 December, normal hours 30-31 December. All libraries and
service centres will be closed 1–2 January with normal hours resuming from Wednesday 3
January. There will be no late night at Lincoln Library and Te Ata Ātea on Thursday 4 January.
All Council-managed Community Centres are closed from 5pm on Friday 22 December and
will reopen on Monday 8 January.
Selwyn Sports Centre will operate with reduced hours on Saturday 23 December and close
at 1pm on Sunday 24 December, reopening with reduced hours from Wednesday 3 January
to Sunday 7 January. Normal hours resume from Monday 8 January.
Selwyn Aquatic Centre will be closed on public holidays: Monday 25 December,
Sunday 26 December, Monday 1 January and Tuesday 2 January.
Darfield, Southbridge and Sheffield Community Pools will be closed Monday 25 December,
Tuesday 26 December and Monday 1 January. Sheffield Pool will also be closed on

GARDENING
Vegetables
Watering and weeding are the
principal tasks in the garden over
the next two months. Hoeing,
if carried out systematically,
helps retain moisture, as well as
destroying weeds and weed seeds,
reducing hours of labour later.
Water thoroughly, or not at all.
Light sprinkling will bring roots
close to the surface, where they
dry out quickly in hot conditions.
Peas and runner beans will
need support. For peas, a piece
of netting, with stakes driven
through at intervals, is durable
and will last for years. For runner
beans, which can twine around
any support given, join three or
four straight poles together in a
teepee shape, then run twine or
flax strips around at intervals to
strengthen the teepee and give the
beans something to cling to.
As onions and potatoes reach
maturity, watering should taper
off to let crops dry.
Autumn-sown onions will have
bulbs forming. To ensure they
mature properly, allow them to
swell above the ground. If necessary,
gently shift the soil to expose

size of dahlia blooms.
Wallflowers and other bedding
biennials may still be sown in rich
soil.
Delphiniums will be sending up
strong, flowering spikes and will
respond to weak liquid manure.
Make your own by putting a
small bag of animal manure in a
bucket of water. Mesh onion bags
are good for holding manure.
Cover the bucket and leave for
two weeks. To use, dilute the soup
to the colour of straw, then apply
around the base of plants every

• Water roots not foliage. Plants take in
water through the root zone so watering
the foliage is unnecessary and can cause
leaf burning. Water in the morning or
early evening, avoiding the heat in the
middle of the day.
• It’s best to water deeply once or twice
a week rather than a little each day. It is
wasteful to apply water faster than the
soil can soak it in.
• Check leaking hoses or taps; they can
waste a lot of water. A dripping tap can
leak up to 10 litres of water a day. Water
the garden, not the driveway, path or
paved areas.
• Use a soak hose in garden beds rather
than a sprinkler. When planting, group
plants together with similar water needs.
This will also help simplify the design of
two to three days.
Fruit
Tomatoes must be regularly
checked for disease. If narrow,
fern-like leaves develop, or plants
look stunted, they may be infected
with a virus. Pull plants out
immediately and destroy them.
Potato blight can attack
tomatoes, too. Control by using
copper oxychloride spray,
followed by regular use of tomato
spray. Avoid using any sprays in
hot sunshine. Keep whitefly at bay
in the glasshouse by spraying with
neem oil.

New Nissan Z pays homage to its history
A NEW and long overdue
version of one of Japan’s most
iconic sport coupes, the Nissan
Z, is keeping the torch burning
for these models, at a time when
many car makers are hitting the
delete button on them.
This is a Nissan with a colourful
history, dated back 54 years
to 1969 when the great grand
dad of today’s Z – the Datsun
240Z made its world debut.
The new, seventh-generation Z,
dropped its numerical prefix and
in the process a little bit of the
cars heritage.
The new Z adopts a traditional
rear-wheel-drive sports car
design, with a long bonnet, lower
rear end stance and a silhouette
that pays homage to the firstgeneration
Z. The designers
utilised the latest technologies to
streamline the design, and incorporated
LED lighting. The LED
headlights have two half-circles
that take their inspiration from
the Japan market-only 240ZG of
the 1970s. The link the original
Z has to this car is most obvious
when viewed from the side. The
roofline flows from the nose to
the squared-off rear to create
a distinctive first-generation Z
Motoring with Bob Nettleton
profile. The latest incarnation
remains steadfastly wed to rearwheel
drive with the close-ratio
manual transmission linked to
the rear wheels via a carbonfibre
composite driveshaft. All
automatic transmission models
feature the launch control system
to slingshot this legendary sports
car out of the starting blocks at
high velocity.
All models run a high-energy
3.0-litre V6 twin turbo engine
with the choice of a close-ratio
6-speed manual gearbox complete
or a 9-speed automatic with
paddle shifters. Both wear the
same $84,990 price tag. The test
vehicle was an auto, which most
buyers are expected to opt for.
The motor features variable
valve timing, force-fed by smalldiameter
turbochargers, regulated
for maximum spooling speed
to balance power output and
throttle-response time. These
enhancements improve the
vehicle’s power to weight ratio
by over 12 per cent and deliver
sharper acceleration compared
to its impressive predecessor
the 370Z – and it was no slouch.
Peak power and torque rise in
the new engine to 298kW and

Comfort 6; Fit and Finish 8; Value for money 7; Safety – Five

With its strong, almost turbinelike
power delivery there are few
other six-cylinder coupes that
provide the exhilarating acceleration
of this one for its asking
price. It even knocks the performance
spots off a number of
more expensive rivals. A clever
variable valve timing system
stretches this torque band to the
max enabling the motor to rev
effortlessly across a broader rev
range.
It was a blast from the past
to drive a conventional engine
without any form of electrification.
This is a driving pleasure
that is going to become increasingly
harder to indulge, unless
you have a car like this one
stowed away in your garage. You
have to wonder with conventional
engines about to be swept
away by a wave of EVs, whether
this model could become very
collectable, with the heart and
soul that EVs are devoid of.
The new 9-speed automatic
offers direct and rapid gear
changes that are executed with
pinpoint precision. It gave the
test car an extra lively feel thanks
to its wide gear ratios and standard
launch control system. For
those wanting to get closer to the
gear changing action, aluminum
paddle shifters are standard. The
unique paddle shifters are the
same design used on the menacing
Nissan GT-R, performance
models.
Designed to fit the driver and
passenger like a glove, the snug
cabin seamlessly blends modern
technology with vintage Z touches.
The centre stack uses a threezone
approach, placing three
analogue pod gauges on the
instrument panel (boost, turbo
speed, volt) and all within the
driver’s gaze. Both the manual
and automatic shift levers are
new, each custom-engineered
for the best possible grip and
comfort.
Comfy black woven cloth seats
with an 8-way manual driver’s
seat are a great place to enjoy
all this iconic sport car has to
offer. A full range of convenience
technology includes Nissan
Intelligent Key with Push Button
Start, Intelligent Cruise Control,
auto-dimming rearview mirror,
Rearview Monitor, two 12-volt
power points, and two USB
points (Type-A and Type-C).
There’s a modest 8.0-inch touch
screen, a lot smaller than you
would expect in a car costing this
much. It does make up for this to
some degree with useful no cost
add-ons such as Apple CarPlay,
Android Auto, and Bluetooth
Hands-free Phone System.
There’s been a worthwhile rejig
of the suspension. The front and
rear dampers have switched to a
new mono tube shock absorber
design with a larger diameter
than the outgoing 370Z. The upshot
is an estimated 20 per cent
reduction in dampening force to
help minimise impact shock over
uneven surfaces, and unleash
better handling stability. The
front double-wishbone aluminum
suspension features uprated
geometry with this mathematical
wizardry improving the vehicle’s
straight-line stability. A twopoint
front strut tower brace is
standard. The rear independent
multi-link aluminum suspension
has also been reconfigured with
new settings.
The low speed ride in finest
Z traditions is almost as still as
a British upper lip in low speed
town driving, particularly over
the worst badly worn road
surfaces. The road holding
is simply superb. Whether it
a long sweeping corner or a
tight and unforgiving one, the
test car navigated them with
consummate ease. Its low-slung
stance and the huge footprint of
the meaty tyres give the excellent
grip required to take charge on
bumpy undulating surfaces,
with plenty of adhesion in
reserve if needed.

Police say the 25-year-old
from Burnham recorded 1026
micrograms of alcohol per
litre of breath. The lega limit is
250mcg/l. He was also charged

A DARFIELD farmer has
spoken of watching a man leap into
the flooded Hawkins River to try and
save himself after a helicopter winch
rescue operation failed.
Rod May had taken his tractor to
the scene on Greendale Rd, to try and
reach the middle-aged man who had
been clinging to the branches of a tree
in the rising waters on Sunday night.
The man had driven into the
flooded river, escaped from his car
and ca led emergency services from
his ce lphone which he managed to
keep with him.
Ultimately, a second helicopter
winch operation plucked the man
to safety after he was swept downstream.
It was a happy ending to the
ordeal which had lasted more than
three hours. The rescue was among
several in Canterbury on Sunday in
flooded rivers.
May said he and his family had just
had dinner when a neighbour alerted
them. Arriving about 8.50pm, he saw
the floodwaters were too high for the
tractor, however, he used its lights for
i luminating the site where the man

four times by youth believes a
family group conference was a
waste of time.
The meeting involved one
of the teens, a 13-year-old,
his family, Oranga Tamariki,
police and four other victims,
including another dairy
owner.
Facilitated by Oranga
Tamariki, youth justice family
group conferences are
intended to help youth take
responsibility and leave them
with a plan for the future.
While the victims could
speak a the meeting, Sangeet
Mehta said the decision had
already been made as to what
would happen with the youth.
The victim’s views did not
make a difference.

A BAR patron who won $1200
on the pokies may have been
targeted by thieves moments after
she co lected the money.
A group of men who were in
the bar a the same time are the
focus of police inquiries. It is
believed they watched her being
paid, and then quickly swooped.
The incident happened at The
Famous Grouse Hotel in Lincoln
two weeks ago.
After she was paid out a the
bar, the men who had been
si ting nearby went over and
congratulated her. While she was
distracted the money disappeared
from her handbag. She only
realised it was gone after she left
the hotel.
Police have taken CCTV
security camera footage from the
hotel which shows the men going
over to the woman and mobbing
her in a congratulatory way. The
footage also captures a hand from
one of the men going towards the
bag.
Police say they may have
identified one of the group but
aren’t saying anymore about
the incident. The Selwyn Times
understands the men are from
the Amberley area.

that New Zealand is one of only seven countries left
operating commercial-level greyhound racing. Most
recently the US states of Arkansas, Florida and Iowa a l

adequately address its animal welfare problems.

obligations and is no longer acceptable in New Zealand
society. A recent survey carried out by an independent
research company on behalf of SPCA reports that
74% of New Zealanders would vote to ban greyhound
racing in a referendum.

of building sites
When selecting a building site weigh
up your lifestyle, family needs and
aspirations before signing up for any
section.
Those purchasing early on in the
development of a subdivision will
have more choice of section size and
orientation to the street and sun. As the
individual sites are sold, there may be
less availability though this need not
be a deterrent. With good design any
building site can be made to work.
Selwyn has experienced considerable
growth in recent years. Sub-divisions
have opened up and been built on, with
new developments regularly coming on
stream. Within these, section sizes vary
from around 400 square metres upwards
to 5,000 square metres. Lifestyle blocks
are also scattered around the district.
The size of the house and amount of
yard desired will influence the feasibility
of some building sites as will sun and
wind direction, bearing in mind that a
house can be designed to capture the
sun’s free heat and allow for pleasant
outdoor areas to enjoy.
If the street side of the building site is
north/north west, incorporating fenced
or planted courtyards can offer private
places to entertain and bask in the sun.
Those wanting street presence
or keen on gardening may prefer a
corner section and while it might seem
they offer less privacy, with strategic
placement of fences quite the opposite
can be the case.
Weigh up your family’s needs in terms
of the outdoor areas too. Do you want
play areas for your children? Do you
have a need for off-street parking for a
number of vehicles and space for a boat,
caravan or motorhome, which may need
to be parked out of site of the street?
How much lawn or garden do you want?
Start by identifying housing
developments that you like and could
see your family living in. Think also
about the convenience of shops and
other amenities, something that may or
may not be a concern.
Single out possible sections then talk
with a designer or builder. Most building
companies have a good selection of
standard plans as a starting point and
they will usually work with a client to
modify a plan or draw up one that will
work on a particular building site, whilst
also containing the components the
client is seeking within their new home.
Before signing up for any building
site, check the Council land zoning
and recession plane requirements as
well as covenants for the sub-division.
These will show not only how far from
a boundary the house can be sited but
also roof height, permissible building
materials, and acceptable types of
fencing, as well as what can be on
view from the street like a clothes line,
caravan or motorhome. Conducting
your research first will save any
frustration or hassles later.
All sections are workable, it is simply
a matter of choosing one that matches
your specific needs.
