Posties step up to<br />

lend Santa ahand<br />

NZ Post staff and rural<br />

delivery contractors in North<br />

Canterbury are expecting to<br />

move afurther 20,000 to 25,000<br />

items, between now and end of<br />

the festive season, as they<br />

cope with the final push to<br />

deliver Christmas packages.<br />

With online shopping<br />

booming since the pandemic,<br />

postal delivery routes are now<br />

overwhelmed with thousands<br />

of large and small boxes, and<br />

parcels.<br />

In the weeks leading up to<br />

Christmas Day, aNZPost<br />

spokesperson says the average<br />

weekly deliveries for North<br />

Canterbury had increased to<br />

around 20,500 items.<br />

‘‘It is an increase of 52<br />

percent on normal weekly<br />

volumes.<br />

‘‘Following Black Friday<br />

and Cyber Monday, these<br />

volumes lifted it to <strong>21</strong>,746<br />

items,’’ she says.<br />

Over the peak period —<br />

October 24 to <strong>December</strong> 24 —<br />

she says NZ Post will deliver<br />

more than 160,000 items of<br />

mail and packages into the<br />

Christchurch North region.<br />

on last year and it's just getting<br />

bigger each year.’’<br />

says they are having to make<br />

extra trips in the evenings<br />

now just to make space in<br />

their vans for the following<br />

day’s deliveries.<br />

ASwannanoa woman who baked the<br />

Supreme Kiwi Christmas Cake at the New<br />

Zealand Agricultural Show thought her<br />

teenage daughter’s cake was better.<br />

Julie Tapp baked three Christmas<br />

cakes, using arecipe handed down to her<br />

by her grandmother, Iris, before she<br />

chose the one she entered in the<br />

competition.<br />

‘‘I had awee tower of Christmas cakes<br />

sitting in the pantry,’’she said.<br />

Each time Julie baked another cake she<br />

noted small improvementsshe could<br />

make for her next one.<br />

Then her daughter Rosie, aged 13, who<br />

has been baking alongside her mum<br />

‘‘since she was old enough to lick a<br />

spoon’’, baked her own cake for the junior<br />

section of the Christmas cake competition<br />

using the same recipe and all the new<br />

information Julie had collected.<br />

‘‘I thought if any of our cakes won it<br />

would be Rosie’s cake,’’ Julie said.<br />

In the end though it was Julie’s cake<br />

that won over the judges with Rosie’s<br />

cake placed second in the junior section.<br />

But after the show, when the cakes<br />

came back home for the family judges to<br />

have their say Rosie’s cake was awinner<br />

in the taste test.<br />

‘‘I thought her cake was really<br />

delicious, and my mother­in­law said<br />

Rosie’s cake was ‘far better’ than mine,’’<br />

Julie said.<br />

Clearly both cakes cracked the<br />

delicious test because they have already<br />

been eaten and Julie has made another<br />

one especially forChristmas.<br />

This one has cherries on the top, an<br />

absolute ‘‘no­no’’ for the show<br />

competition.<br />

Julie believes the secret to making such<br />

delicious, and beautiful looking<br />

Christmas cakes is a‘‘special method’’ of<br />

insulatingthe baking tin so that the cake<br />

cooks evenly, preventing any dry areas<br />

around the outside.<br />

She makes abox using layers of<br />

newspaper covered in tinfoil to sit the<br />

baking tin in and then she lines the baking<br />

tin with baking paper to stop the cake<br />

from sticking to the tin.<br />

This ensures the cake cooks evenly and<br />

doesn’t dry out despite around 31/2 hours<br />

in the oven.<br />

Classes cater forkeen learners<br />

Young people are lining up to join<br />

cooking classes at Comcol North<br />

Canterbury thanks to apartnership<br />

between Comcol and the IHC North<br />

Canterbury Association.<br />

The classes kicked off last year and <strong>21</strong><br />

trainee cooks each spent 9to10weeks in<br />

the Comcol North Canterbury'skitchen<br />

learning equipment safety, hand<br />

hygiene, safe food handling and food<br />

shopping.<br />

Association committee member Kay<br />

Pearce says the introductory courses<br />

will continue in 2024 for students 18 and<br />

over.<br />

At the same time the project will move<br />

to amore advanced level, with<br />

graduates from the basic course being<br />

subsidised by the association to enrol in<br />

Level 2course.<br />

‘‘We are going to subsidise it by 50<br />

percent.<br />

‘‘The committee feels this is afair way<br />

of sharing funding to those in our<br />

community with intellectual<br />

disabilities, and ensuring as many<br />

people as possible have the opportunity<br />

of extending skills learnt in Level 1,’’<br />

Kay says.<br />

Comcol Programme co­ordinator and<br />

tutor Brooke Close will run the two<br />

courses, supported by Faye Gread.<br />

Brooke says the advanced course,<br />

offered initially as apilot, builds on the<br />

trainees kitchen skills with more mealbased<br />

cooking, but adds an introduction<br />

to barista skills and education outside<br />

the classroom.<br />

Both courses take seven students and<br />

start in February. IHC North Canterbury<br />

Association committee will fund three<br />

sessions in <strong>2023</strong>.<br />

The introductory courses are fully<br />

funded by the association.<br />

RotaryClub thanks generous supporters<br />

More than $60,000 has been raised by<br />

Rotary Club of Rangiora this year, with<br />

the funds distributed by way of grants to<br />

deserving causes and less­privileged<br />

residents of North Canterbury.<br />

The club says massive thanks are due<br />

to all residents of North Canterbury and<br />

many from further afield, who supported<br />

the club by giving generously of their<br />

time and money for it’s fundraising<br />

activities.<br />

‘‘Everyone was enthusiastic and<br />

generous in their response to our<br />

firewood sales, flowering bulbs sale,<br />

Book Fair and, of course our weekly<br />

barbecue sausage stall. Together those<br />

efforts raised more than $50,000,’’ the<br />

club says.<br />

Rotary Club members raised another<br />

$10,000 themselves through donations<br />

and several smaller exercises. Alot of<br />

the funds go to youth programmes and<br />

scholarships. These include the UC<br />

Science Summer Camp, school speech<br />

competitions, school visits to the Boyle<br />

River Centre, Youth Leadership Awards,<br />

Spirit of Adventure and Outward Bound<br />

placements, providing students with<br />

materials that enable them to be ‘ready<br />

to learn’, books for newborns, and the<br />

Totara Awards –recognising youngsters<br />

who have made significant contributions<br />

to their communities.<br />

alternative evacuation route out of<br />

Hanmer Springs in preparation for a<br />

major emergency event.<br />

Hurunui District Council’s Emergency<br />

Management Officer Allan Grigg says 30<br />

representatives from Fire and<br />

Emergency New Zealand (FENZ), Land<br />

Search &Rescue (LandSAR), St John<br />

Ambulance and the Hanmer Springs<br />

Civil Defence Emergency Response<br />

Team (CERT), and supporters, crossed<br />

the Leslie Hills in a12­vehicle convoy<br />

recently, starting out at 5.30pm and<br />

arriving on the Leslie Hills Road about<br />

two and ahalf hours later.<br />

The convoy wasequipped with handheld<br />

incident ground communication<br />

radios, Mr Grigg says.<br />

He said the exercise was incredibly<br />

important in uniting the different<br />

emergency services in ensuring there<br />

were alternative routes, through private<br />

land, out of Hanmer Springs to move<br />

people out and supplies in during a<br />

major emergency event.<br />

While the Hanmer Springs bridge was<br />

not expected to be impacted during a<br />

major emergency event, Mr Grigg says<br />

there is less certainty around the bridge<br />

approaches.<br />

‘‘People might be able to get over the<br />

bridge, but might not be able to get to the<br />

bridge because of rock fall from the<br />

cliffs.’’<br />

The convoy was led by the Hanmer<br />

Springs CERT co­ordinator Graham<br />

Frith and Mr Grigg.<br />

For many of the emergency services,<br />

some of whom are long­time residents of<br />

the area, it was the first time they had<br />

viewedthe terrain.<br />

‘‘It gave us reassurance that we know<br />

how to get people in and out of Hanmer in<br />

an emergency if the bridge can’t be used<br />

and that personnel from the different<br />

agencies are familiarised with the<br />

route.’’<br />

Mr Grigg says the exercise also<br />

provided an opportunity to thank the<br />

volunteers of the Hanmer Springs CERT<br />

for their service over theyear, with a<br />

barbecue at amidpoint during the<br />

crossing.<br />

It was also agreat opportunity to<br />

reinforce Civil Defence radio training.<br />

The group liaised with local farmers, as<br />

the route crosses private farmland, to<br />

ensure everyone in the areawas aware of<br />

the exercise.<br />

exercise and how it brought afocus to<br />

some of the measures you might have to<br />

take during amajor emergency event,’’<br />

Grigg said.<br />

Hurunui has nine Civil Defence sectors<br />

consisting of volunteers who meet for<br />

Civil Defence preparedness and<br />

response training across the district.

Forest giant astar<br />

ATotora tree, believed to be around<br />

1000 years old is astar attraction, among<br />

many, along the Ashley Gorge Tracks<br />

system.<br />

The forest giant is located on the<br />

Totaranui (big totara) Trail, one of three<br />

spectacular tracks available at the gorge<br />

which are attracting almost 10,000<br />

visitors annually.<br />

Each track presents adifferent degree<br />

of challenge for walkers.<br />

‘‘The Loop Track, is an easy walking<br />

one­hour loop from the Ashley Gorge<br />

Reserve, suitable for all ages and part of<br />

the Toyota Kiwi Guardians programme,’’<br />

the Ashley Gorge Tracks and Trapping<br />

Group co­ manager, John Burton says.<br />

‘‘The Waterfall Track, which branches<br />

off from the Loop Track and climbs via a<br />

formed track with steps to awonderful<br />

lookout over the Canterbury Plains, and<br />

leads to aspectacular 15m waterfall.’’<br />

This track is astep up in challenge<br />

from the Loop Track, but is walked by<br />

young families and even children<br />

around 3­years­old.<br />

‘‘The Totaranui (big totara) Trail, is<br />

another step up again and climbs on an<br />

unformed track to agrove of ancient<br />

forest giants including matai, broadleaf,<br />

fuchsia and amassive totara tree many<br />

decades, and possibly 1000­years­old,<br />

from which the track takes its name. It<br />

then sidles out to join the Waterfall<br />

Track at the lookout.’’<br />

Under development is the Skyline<br />

Trail, a4to5hour track with amix of<br />

creeks, bush and open tussock and<br />

amazing views, John says. It is hoped it<br />

will be opened to the public sometime in<br />

2024.<br />

But the Waterfall Track is afavourite<br />

for John because it ‘‘presents a<br />

reasonable challenge but is still fine for<br />

young families, and has aseat with a<br />

really good view to reward yourself for<br />

the climb and abeautiful waterfall’’.<br />

The construction and maintenance of<br />

the tracks, along with the management of<br />

the associated predator control<br />

programme, has been made possible by<br />

‘‘significant and ongoing’’ input of<br />

community volunteer hours’’, John says.<br />

‘‘Much of this work is done by our<br />

young people, including one or two<br />

working days per year by the Rangiora<br />

Air Cadets with 30 plus volunteers.<br />

‘‘We also have areal sense of purpose<br />

in our community to put back into<br />

projects where people can see the<br />

results of their efforts, and the rewards<br />

it brings, especially to young families<br />

getting into nature because of our<br />

tracks,’’ he says.<br />

Pest Free photo competition<br />

Aworld famous photo of the newly<br />

crowned Bird of the Century, is being<br />

used to promote the inaugural<br />

Waimakariri Nature Photo competition.<br />

The photo, of a Pūtekeke/Australasian<br />

crested grebe carrying achick on its<br />

back, was chosen to promote the<br />

competition because it is found in<br />

Waimakariri and the photo was taken in<br />

the wetland lake at Waikuku Beach.<br />

Taken by Little River bird<br />

photographer Steve Attwood, of<br />

Auldwood Birds, the image became<br />

famous when it was used by British/<br />

American comedian John Oliver to<br />

promote his successful Bird of the<br />

Century campaign for the Pūtekeke.<br />

Steve says the Pūteketeke can be<br />

found in small numbersonmany of the<br />

coastal wetland lakes, including at<br />

Waikuku Beach, Kaiapoi Lakes, and<br />

Pegasus lakes/wetland.<br />

His photo has been used in the poster<br />

created by Kate O'Brien, of Lyttelton, to<br />

promote the photo competition, which is<br />

being run by Pest Free Waimakariri and<br />

is open to everyone of all ages.<br />

‘‘We are hoping the competition will<br />

encourage people to explore<br />

Waimakariri’s beautiful parks and<br />

reserves, or their own backyards, this<br />

summer and submit their best<br />

photograph, or photographs, of native<br />

birds, lizards, fish or insects from<br />

anywhere within Waimakariri District,’’<br />

ranger, Richard Chambers, says.<br />

Photographs must be taken in the<br />

Waimakariri District.<br />

There are two categories: Under 15<br />

years of age, and Open.<br />

Participants can submit up to three<br />

photos.<br />

The winner of each category will<br />

receive afamily pass to Willowbank<br />

Wildlife Reserve in Christchurch,<br />

framing of their A3­sized image from<br />

Cameo Fine Arts in Rangiora and acopy<br />

of the book Zealandia: The Valley that<br />

Changed aNation, by James Lynch.<br />

There are prizes from Cameo Fine Arts<br />

for second and third, and three family<br />

passes to any Waimakariri District<br />

Council swimming pool, for standouts in<br />

the Under 15 category.<br />

The competition closes on January 28.<br />

‘Twas the day before Christmas<br />

‘Twas the day before Christmas, the house was astir<br />

Thehours were racing, each one ablur<br />

Nan, Poppa, and Auntie Jo in our bedrooms, ever so snug,<br />

andmysiblingsand me squeezed inlike bugs in arug.<br />

Mumhad the ham and lamb out todefrost<br />

while Dad mowed the lawns,nomatter the cost.<br />

The radio hummed with afestive song<br />

as Snoopypursued the Red Baron along.<br />

Uncle Bob from Auckland would come ­new girlfriend, Kate, at<br />

his side<br />

We raised our eyebrows ­our incredulity we could not hide.<br />

Mumhad plenty of tasks still tocomplete<br />

when cellphones erupted, disrupting the peace.<br />

Dad's, Mum's, Nan's, Poppa's,Aunt Jo's in sync<br />

Acacophony of rings to make you blink.<br />

The chaos ensued, sister Em screamed withfright,<br />

Poppa's glasses dropped, aprecarious sight.<br />

Nan, in afit that put her almostonthe floor<br />

All eyes on Mum, as Dad came through the door.<br />

And we realised with dread the radio had stopped.<br />

Dad spoke with afrown, the news not so great:<br />

‘‘ landslide, ahurdle, our plans in astate.<br />

The transmission line's gone, power's in doubt,<br />

No telling how long we must do without.’’<br />

The silence grew thick, we considered the mayhem<br />

No ham or pudding, no reruns of Frozen for sister Em?<br />

Dad pulled himself together and said to usall:<br />

“No worries, don’t stress, we follow the plan, is all.”<br />

“The plan?” said Poppa and looked at Nan.<br />

“Yes,” said mum with asigh, relief in her voice,<br />

we’ve had the plan, awise, prudent choice<br />

since October’s wild wind. We foresaw these blues<br />

And paid heed to Facebook, Council’s news<br />

They said: be ready, take astand<br />

Prepare with foresight and have aplan.”<br />

Dad went into the garage for his emergency bag.<br />

From it he pulled alist, with copies —itwasn’t adrag.<br />

‘‘We’ve candles aplenty to bring Christmas cheer<br />

and the gas bottle is full in the barbecue.”<br />

‘‘Our rotisserie extension from Father’s Day will come to good use.<br />

That’s for the lamb, we’ve the Weber for ham,<br />

and the weather is good for salad.”<br />

‘‘But dad,” wailed mum, filled with concern.<br />

‘‘How to warn Bob, and his latest, for their return?<br />

‘‘Remember, my dear,” said my father so clear,<br />

‘‘the car has abattery, use the aux, do not fear.<br />

‘‘We can also listen in the car to Compass FM, and their latest<br />

bulletin.”<br />

‘‘We will miss the carols,” said my Nan so soft.<br />

‘‘Nah,’’ said my brother Mike, holding his ukelele aloft.<br />

‘‘I’ll strum the chords,’’ he proclaimed with cheer.<br />

‘‘We’ll sing along, Christmas still near.’’<br />

‘‘Thank you, Hurunui Council, said mum, ‘‘for your tales so wise.<br />

For Christmas is saved, along with our sighs.’’<br />

Wild weather,achange of<br />

Government, huge achievements,<br />

some lows, Covid, and testing<br />

times for Local Government have<br />

dominated <strong>2023</strong>.<br />

It rained alot, blew agale at<br />

times, was very hot, and chillingly<br />

cold, and the firewood pile is now<br />

down to nothing.<br />

It’s difficult to remember a<br />

time when we had to have fires<br />

burning throughto<strong>December</strong>.<br />

We have nothing left to burn<br />

that will fit in the firebox —and<br />

Iassure you he has tried.<br />

Floods came, and went quickly<br />

—but were nothing compared to<br />

what those up north in Hawkes<br />

Bay experienced.<br />

Cyclone Gabrielle will be<br />

etched in Hawke's Bay's history<br />

as one of the region's darkest<br />

times. Adversity, however,often<br />

brings out the bestinpeople, and<br />

the North Canterbury<strong>News</strong> was<br />

able to tell some heart warming<br />

stories as people reached out to<br />

those who suffered in the floods,<br />

sending goods, stock feed, fencing<br />

materials and manpower to help<br />

those in dire straits.<br />

It came the same time as Covid<br />

hit our household. Ipaced the<br />

lounge, he lay snoring in bed with<br />

Covid, as the wind sent objects<br />

flying and trees crashing to the<br />

ground taking power lines and<br />

buildings with them.<br />

Aneighbour rang about the<br />

loss of power, before the cell<br />

towers conked out, while he<br />

watched abunny being bowled<br />

along in the gale force nor’<br />

wester.<br />

The power was eventually<br />

restored about three days later —<br />

other North Cantabrians waited a<br />

little longer. But being staunch<br />

rural communities, used to<br />

adversity, and reaching out to<br />

each other, we all remained well<br />

fed and watered.<br />

Then it was election time — it<br />

could not come soon enough as I<br />

had fears the TV wasn’t going to<br />

remain in one piece for much<br />

longer if politicians continued to<br />

be the focus of news bulletins and<br />

talk shows.<br />

It could be an interesting three<br />

years.<br />

The only certainty is whatever<br />

is changed, legislated or<br />

promulgated, it will not please<br />

everyone.<br />

Local Government meanwhile<br />

wove its way through amountain<br />

of new legislation, and some<br />

fierce criticism.<br />

There has been some<br />

outstanding performances by<br />

both young, and the not so young,<br />

during the year, from award<br />

winning sporting achievements,<br />

to volunteers making ahuge<br />

difference.<br />

Hungry tummies have been<br />

filled by the great work of many,<br />

and many organisations have<br />

taken care of vulnerable folk, the<br />

elderly and those unable to find<br />

their way through the maze of red<br />

tape to get help.<br />

The North Canterbury <strong>News</strong><br />

has endeavoured to feature a<br />

cross­section of grassroots,<br />

community news over the year,<br />

and looks forward to continuing,<br />

alongside its communities, to<br />

deliver its extensive coverage<br />

from the Waimakariri River to<br />

Kaikoura, in the New Year.<br />

Reflections on <strong>2023</strong> in Hurunui<br />

Christmas time gives us achance<br />

to reflect on the year, and closer to<br />

home, appreciateall that’s good<br />

about living in the Hurunui<br />

District.<br />

As acouncil, throughout <strong>2023</strong>,<br />

we focused on remaining true to<br />

our values, our role of providing<br />

core services for our community<br />

and visitors to enjoy.<br />

Our council has an open­door<br />

policy to ensure astrong<br />

connection across all aspects of<br />

council business, and Iknow the<br />

team will continue to maintain the<br />

same level of service and support<br />

for the incoming year.<br />

Iamgrateful to all who have<br />

helped out this year, from<br />

assisting our field staff to taking<br />

part in the many council<br />

consultation and feedback<br />

requests.<br />

Your input is important so we<br />

can better understand the shared<br />

responsibilityofproviding<br />

services that are achievable and<br />

affordable.<br />

document on our draft Long Term<br />

Plan (LTP), aproposal your<br />

elected members have developed<br />

on your behalf, so collectively we<br />

can work towards our common<br />

goals so we can live, work and play<br />

in the Hurunui District.<br />

It is areally important process<br />

for us, and you, to understand how<br />

the district will prosper and grow<br />

throughout the next 10 years.<br />

During this festive season, we<br />

will remember that Christmas<br />

holds avariety of different<br />

meanings,and Itrust you will have<br />

achance to spend time with family<br />

and friends.<br />

Be aware of safety on the roads,<br />

take care under the summer sun,<br />

and around our waterways,<br />

especially with the young ones,<br />

and if you are out into the<br />

wildernessbemindful of the<br />

natural environment.<br />

improvements on the Tram Road offramp,<br />

along with the lights.<br />

‘‘improve the safety, efficiency and<br />

capacity’’ for traffic turning right<br />

towards Kaiapoi from the off­ramp.<br />

‘‘We will be altering the free left turn<br />

to improve the safe merging spacefor<br />

driversturning on to Tram Road.<br />

‘‘This includes relocating existing<br />

light poles on Tram Road, and the pole<br />

near Greigs Road, so the merge lane<br />

can workmore effectively.’’<br />

New kerb and channel will be<br />

installed and the free left hand turn<br />

extended.<br />

Atwo­metre­wide cycle lane will<br />

also be installed around the free left<br />

turnontoTram Road.<br />

Mr French said the cycle lane will go<br />

through the traffic island to provide a<br />

safe crossing point for cyclists<br />

travelling west towards Ohoka along<br />

Tram Road.<br />

‘‘Without this feature, cyclists would<br />

be riding between the straight through<br />

and merge lanes, creating danger for<br />

themselves and confusion for the<br />

accelerating, merging vehicle<br />

drivers.’’<br />

‘‘This issue was first raised with our<br />

council following aserious accident a<br />

few years ago.<br />

raise the issue and it is great to see this<br />

long­standing safety issue being<br />

NZTA plan to start work in January<br />

and it is expected to take up to four<br />

months.<br />

Traffic Control Systems is the lead<br />

contractor, with Isaac Construction<br />

doing the pavement surfacing and<br />

some kerb and channel work.<br />

The project is expected to cost<br />

around $1.4 million.<br />

Atemporary 30kmh speed limit will<br />

be in place, with the off­ramp closed at<br />

times.<br />

Drivers will need to use the Ohoka<br />

Road off­ramp and follow the detour<br />

via Island Road to return to Tram<br />

Road, adding around five minutes to<br />

their journey.<br />

proposal, amanagement agreement<br />

would replace the existing lease<br />

agreement, which the council entered<br />

into with the trust in August 20<strong>21</strong>, when<br />

the stadium opened.<br />

The management agreement would<br />

apply to the indoor courts,<br />

administration area and function room,<br />

while the fitness centre, cafe and rooms<br />

hired to Active Health would remain<br />

subject to alease agreement.<br />

‘‘We know that sports courts don’t<br />

make money and that is why ratepayers<br />

put in money to have those facilities,’’<br />

Mr Brown said.<br />

‘‘The original philosophy was we<br />

thought the costs of running the courts<br />

could be offset from the revenue from<br />

the fitness centre and the cafe.<br />

‘‘We have worked very closely with the<br />

trust, and we realised it wasn’t going to<br />

be sustainable long term, so we have<br />

looked at solutions.’’<br />

Mr Brown said the council planned to<br />

offset some of the extra funding through<br />

installing solar panels on the stadium<br />

roof to power the facility.<br />

He estimated it would save $42,000 a<br />

year in electricity costs.<br />

courts out at commercial rates it might<br />

be sustainable, but it would make it<br />

unaffordable for community<br />

organisations. The trust manages five<br />

fitness centres in Rangiora, Kaiapoi,<br />

Oxford and Amberley, as well as<br />

Mainpower Stadium.<br />

Chairperson Don Robertson said<br />

proceeds from the fitness centres and<br />

fundraising were used to fund<br />

community programmes such as sports<br />

coaching in schools and the ‘‘Reactivate<br />

programme’’, to help people improve<br />

their health and wellbeing.<br />

Mayor Dan Gordon said he would be<br />

supporting the extra funding, as the<br />

trust played an important role in the<br />

community. ‘‘If the trust wasn’t running<br />

those programmes we would have<br />

groups knocking on our door looking for<br />

support, so we need the trust to be<br />

sustainable.’’<br />

Water Supply this summer<br />

Our Utilities team will continue to operate throughout the holidays, but with reduced staff numbers. Our 24-hour call<br />

service is still available through the main line to address anything that pops up.<br />

As you may know, NIWA has announced an El Niño summer, marking a good opportunity to remind restricted supply<br />

scheme users to please keep an eye on tank levels to catch any supply issues early.<br />

Above-average temperatures, the chance of drier-than-normal conditions and windy weather can all impact water<br />

availability for uses other than essential drinking, cooking, cleaning and stock water.<br />

Drier-than-normal conditions can cause the ground to move, which some of the older pipes don’t like and can tend to<br />

break. If this happens, it will disrupt the water supply as sources will have to be switched off while the broken pipe is<br />

found and repaired. Cast your mind back to October when windy weather disrupted the water network right across the<br />

district due to power outages.<br />

Only Council’s major pump stations have back up-power, and while we have a few portable generators, we rely on Council<br />

reservoirs to keep water flowing. In many places this is enough only water for a few hours, should power be lost. Some of<br />

these disruptions can mean it takes a day or two to get the water flowing.<br />

In the height of summer when demand is at its greatest, do you have enough water storage to keep your operation<br />

running for three days?<br />

Keep safe this summer<br />

If you’re out and about this summer, be aware of the<br />

natural hazards that surround you, and what you will need<br />

to do to keep safe, should a natural disaster strike.<br />

Camping by the river? Keep in mind that river levels<br />

can rise, even if it’s clear and sunny where you are.<br />

Staying by the beach? Check where the tsunami safe<br />

zones and assembly points are.<br />

In the mountains? Landslides can occur, especially in<br />

alpine areas where summer snow melt is happening.<br />

This summer is supposed to be a hot and windy one,<br />

and it only takes one ember to start a wildfire.<br />

Cycle trails get big tick<br />

Waimakariri’s cycle trails network has<br />

been given abig tick of approval by agroup<br />

of ten cyclists from Lower Hutt.<br />

The cyclists were riding from Kaikoura<br />

to Christchurch on the Heartland Trail<br />

earlier this month and decided to have a<br />

stopover in Kaiapoi to check out some of<br />

the trails detailed in the Visit Waimakariri<br />

Cycling Guide.<br />

They got the guide at the Kaiapoi iSITE<br />

in the Enterprise North Canterbury (ENC)<br />

office, where they met ENC promotions<br />

manager Janine Rogers.<br />

Their decision to have astopover in<br />

Kaiapoi provided Janine with an<br />

opportunity to get feedback from them<br />

about what visitors thought of<br />

Waimakariri’s cycle trails.<br />

She was particularly interested in this<br />

because ENC has received funding of<br />

$296,000 from the Department of Internal<br />

Affairs Community Facilities Fund to<br />

upgrade various cycle trails in<br />

Waimakariri for residents and visitors to<br />

have amore enjoyable experience on<br />

existing tracks.<br />

‘‘They allowed me to tag along with them<br />

on their trail ride so Icould get asense of<br />

their experience,’’ Janine said.<br />

‘‘Where they stop, what info they look<br />

for, and potentially any issues. This was a<br />

great opportunity to get real feedback on<br />

our trails and is invaluable information for<br />

future developments.’’<br />

ENC has been working with the Te<br />

Kōhaka o Tūhaitara Trust, which manages<br />

Waimakariri’s Tūhaitara Coastal Park,<br />

where some of the trails are located, along<br />

with Environment Canterbury for over a<br />

year to assess and plan the upgrade of the<br />

cycleways.<br />

‘‘With limited resources it was<br />

imperative to have the upgrades on areas<br />

needing the most attention,’’ Janine said.<br />

ENC consulted Mark Inglis from Middle<br />

Peak Ltd to advise the park owners on the<br />

best use of material and entrance ways to<br />

ensure accessibility for all users.<br />

‘‘So far we have worked with the trust<br />

cycle trails and ‘‘really enjoyed’’ the<br />

who have almost completed the upgrade of<br />

the Tūhaitara Coastal Track from Pines to<br />

Waikuku beach,’’ she said.<br />

It is now working with ECan to upgrade<br />

stop bank trails to agrade two cycle trail<br />

from the Waimakariri Bridge to Kaiapoi,<br />

and from Kaiapoi to Pines Beach.<br />

‘‘Cycling is an increasingly popular<br />

activity so having agrade two accessible<br />

trail within our district will undoubtedly<br />

bring more people here, which is great for<br />

our economy and the future of tourism in<br />

Waimakariri,’’ she said.<br />

‘‘Having the connections north and<br />

south, with the Christchurch Northern<br />

Corridor Cycle Path and Hurunui<br />

Heartland Trails has opened up<br />

Waimakariri to visiting cyclists. Accessible<br />

grade 2trails are attractive for many<br />

people.”<br />

Camping season begins<br />

The Hurunui District has many great spots<br />

to pitch tents or park the camper.<br />

KiwiCash has started managing some of<br />

the camping grounds around Hurunui,<br />

which provides adigital payment system<br />

for staying overnight and using the<br />

facilities, including Wi­Fi.<br />

However, the Hurunui River Mouth<br />

Camping Ground will continue to use an<br />

honesty box system.<br />

Toxic algae warnings in NC<br />

Te Whatu Ora has issued ahealth<br />

warningfor the South Bank tributary of<br />

the Waiau /Uwha River above the Waiau<br />

Bridge.<br />

Moderate to high cover of potentially<br />

toxic algae (benthic cyanobacteria) has<br />

been found in the tributary.<br />

The warning follows toxic algae being<br />

found in the Ashley/Rakahuri River at<br />

the SH1 bridge.<br />

People should avoid the areas, and<br />

animals, particularly dogs, should not be<br />

allowed near the water.<br />

There are also other access points<br />

along the Waiau/Uwha River and the<br />

Ashley/Rakahuri River, that may have<br />

benthic cyanobacteria present.<br />

People are advised to treat every lowflowing<br />

river cautiously, check for the<br />

presence of benthic cyanobacteria and<br />

avoid contact.<br />

symptoms, visit your doctor immediately,<br />

also let your doctor know if you have had<br />

contact with dark brown/black algalmats<br />

or water in this area, Dr Reid says.<br />

Pets that show signs of illness after<br />

coming into contact with algal mats<br />

should be taken to avet immediately.<br />

People and animals should remain out<br />

of the waterways until the warnings have<br />

been lifted.<br />

Environment Canterbury is monitoring<br />

the sites and the public will be advised of<br />

On Saturday, <strong>December</strong>23, from 12noon to 1pm, Haze n' Pat will be live at Rangiora’s<br />

newestoutdoor music venue, the Good Street Stage in Rangiora. Join them for afree<br />

ChristmasEve, <strong>December</strong>24, will resonate with music as anumber of Carols by<br />

Candlelights sessions have been arranged.<br />

At 10am Carol singing will be held at the Pegasus Community Centre Carols.<br />

At the Oxford ChristmasCarols In The Park, the popular musical group, The Wax<br />

Birds will be playing at the Pearson Park Playground in Oxford from 7pm. Join in<br />

agood old fashioned sing­along, with giveaways, lolly scrambles, free sausage sizzle<br />

(or bringapicnic) and of course, Santa.<br />

From 9pm to10pm Carols by Candlelight will be held at Victoria Square in Central<br />

Join others for this special candlelight event as the Salvation Army Band celebrate<br />

Christmaswith families, guestperformers, acombined Christchurch choir and afew<br />

twists to help celebrate.<br />

Candles and carol books will be on sale, the proceeds of which help make this event<br />

possible.Toilets and food vendors will also be onsite.<br />

Boxing Day sport<br />

Ramp Race Demolition Derby racing starts at 6pm at Woodford Glen on Boxing Day.<br />

What to look out for early in 2024<br />

The Canterbury Mounted Games Association Coaching Camp, Pony Club Rally and<br />

RegionalTeams Competition will be held at the Rangiora Showgrounds from<br />

January 3 to 7.<br />

Wednesdayisthe PonyClub Rally, with Thursday and Friday coaching days. On<br />

Saturdayand Sunday the NZMGA Regional Teams competitions will be under way<br />

offering achance to see teams in action.<br />

On January 6from 10.30am to 5pm, the Canterbury Rodeo kicks off at Mandeville<br />

Sports Ground, 431 Mandeville Road, Swannanoa. It offers afun family day out<br />

watching top cowboys and cowgirls battle it out in Bronc Riding, Bull Riding, Barrel<br />

Racing, Steer Wrestling and Roping events to become this years Canterbury<br />

Champion.<br />

In the evening catch allthe action as Woodford Glen Speedway hosts the South<br />

Island Streetstock Champs and Canterbury Modified Champs, plus Canterbury<br />

Modified&Youth Ministock Champs from 6pm.<br />

for agatheringofvintage cars and radio controlled yachts on Sunday January 7.<br />

Museums<br />

Agreat way to keep the young ones entertained over the holiday period is avisit to<br />

one of the many museums in the North Canterbury District.<br />

At the Oxford Museum opening hours for Dec/Jan will stay the same as present, a<br />

great display set up like 1900'sNZFarmers Store (Grocery department), and their<br />

latestacquisition, abeautiful 1880'sladies dress complete with bustle, is also on<br />

display.<br />

The Rangiora Museum at 9Good Street, Rangiora opens as usual on Wednesday and<br />

Sunday, from 1.30pm –4pm (except 24 <strong>December</strong>).<br />

Kowai Archives will be closed until Wednesday 7February.<br />

The Kaiapoi Museum, at the Ruataniwha Kaiapoi Civic Centre, will be open<br />

Monday, Tuesday, Wednesday and Friday, 9am to 5pm; Thursday 9am to 7pm;<br />

Saturdayto10am to 2pm; Sunday, 1pm to 4pm. It does not open public holidays.<br />

Apassion for music<br />

The future is looking bright for ayoung<br />

Kaiapoi singer. .<br />

This year, 18­year­old Josh Keating has<br />

managed to fit in his academic studies at<br />

Kaiapoi High School, and carry out his<br />

duties as Head Boy, play in his family band<br />

AFamily Affair,play at gigs all over<br />

Christchurch, and get accepted into Law<br />

School for 2024.<br />

His mother Gina Keating says his<br />

passion for music started at aged 10, when<br />

he received aguitar as aprize at music<br />

competition.<br />

‘‘He hasn’t stopped since then,’’ she says.<br />

‘‘He’s avery focused young man and is<br />

looking forward to making adifference as<br />

he studies law, business and Te Reo at the<br />

University of Canterbury next year.’’<br />

Josh says music runs through his<br />

whānau, growing up singing and<br />

competing in music awards, playing at<br />

regional A&P shows and Santa carnivals.<br />

He is atwo­time New Zealand Country<br />

Entertainer of the year winner, ayouth<br />

ambassador for the New Zealand Country<br />

Music association, three time Kaiapoi<br />

High School Musician of the Year, and<br />

often can be found playing at bars in town<br />

such as Fat Eddies, Kong, and The Bog.<br />

Josh was performing at one of the Good<br />

Street Beats lunchtime concerts last week,<br />

which are held on Thursdays and<br />

Drowningspreventable<br />

Drownings are preventable on watercraft,<br />

says New Zealand Coastguard and Water<br />

Safety New Zealand.<br />

They are pleading with Kiwis to wear<br />

lifejackets on the water this summer, as<br />

lives lost unnecessarily on the water<br />

mount because people are not wearing<br />

lifejackets.<br />

Drowning is the leading cause of<br />

recreational death in Aotearoa and<br />

according to recent data from Water Safety<br />

New Zealand, craft­related incidents<br />

account for 31 percent of those deaths.<br />

In 2022, there were 29 drowning<br />

fatalities from watercraft. Of those <strong>21</strong><br />

weren’t wearing alifejacket. The number<br />

of drownings in 2022 is astaggering 66%<br />

higher than compared with the 10­year<br />

average.<br />

Coastguard CEO Callum Gillespie says a<br />

lifejacket has never ruined aday on the<br />

water.<br />

‘‘But not wearing one has destroyed<br />

many lives.<br />

‘‘Drownings are adevastating event for<br />

whānau, family and friends and for our<br />

incredible volunteers who are on the<br />

frontline.<br />

‘‘These tragic deaths leave along­lasting<br />

impact on our communities.<br />

‘‘We have asimple message for all<br />

watercraft users, whether you're on aboat,<br />

yacht, kayak, jet ski, SUP ­whatever your<br />

waka ­‘Just Wear It’. It’s called alifejacket<br />

for areason and wearing one is the easiest<br />

way to keep yourself and others safe while<br />

enjoying afun day out on the water.<br />

According to Coastguard, in the event of<br />

unexpectedly entering the water, people<br />

may have to tread water for at least 40<br />

minutes before help arrives. This could be<br />

hours in more remote locations. Without a<br />

lifejacket, this is incredibly difficult and<br />

drastically reduces your chance of<br />

survival.<br />

Environment Canterbury’s<br />

transport, urban development and<br />

air quality committee has backed a<br />

notice of motion to include apolicy<br />

on ‘pets on buses’ in the draft<br />

Regional Public TransportPlan.<br />

The draft plan is being prepared<br />

for public engagement in the second<br />

half of next year.<br />

Councillor Joe Davies introduced<br />

the notice of motion last week.<br />

‘‘This is an exciting step forward<br />

for our four­legged friends,’’ he says.<br />

‘‘I think it is really important that<br />

we look at allowing pets, and<br />

specifically dogs, on our buses.<br />

‘‘This is something the community<br />

should have the right to have asay<br />

on.’’<br />

For now, only service or disability<br />

assist dogs and those in training are<br />

allowed on buses in Canterbury.<br />

‘‘We know there is some demand in<br />

the community to allow dogs on<br />

buses,’’ Cr Davies says.<br />

The council will consult with bus<br />

operators and drivers, and consider<br />

passenger comfort, safety and any<br />

potential capacity issues.<br />

Other regional councils, including<br />

Auckland Council, have rules<br />

allowing pets on buses, Cr Davies<br />

says.<br />

‘‘I think animal sizes and numbers,<br />

cages, muzzles and microchips are<br />

all things that need to be thoroughly<br />

considered when looking at this.<br />

‘‘I’m looking forward to hearing<br />

what the public has to say,’’ Cr<br />

Biodiversity flourishing on Clarkville farm<br />

Atotal of 4500 native plants have been<br />

planted along a2.5 kilometre stretch of<br />

the Burgess Stream which winds through<br />

Andrew and Peter Gilchrist’s 430­hectare<br />

farming operation in Swannanoa over the<br />

past three years.<br />

It is the first freshwater site selected for<br />

improvement as part of awider<br />

Waimakariri IrrigationLimited (WIL)<br />

biodiversity project which has identified<br />

sites of ecological interest with the<br />

potential for restoration or protection<br />

across the schemes 44,000­hectare<br />

command area.<br />

WIL biodiversity project lead Dan<br />

Cameron says 297 sites of interest were<br />

discovered during the initial biodiversity<br />

survey in 2018. Along with the Burgess<br />

Stream, key areas for the biodiversity<br />

initiative include Hunters Stream, and<br />

the Cust River.<br />

‘‘We are focusing on protecting existing<br />

areas of ecological significance which are<br />

connected to neighbouring shareholder<br />

land to create acohesive approach to<br />

restoring biodiversity.<br />

‘‘The 2.5­kilometre section of the<br />

Burgess Stream on Andrew and Peter<br />

Gilchrists property includes several<br />

springheads which play asignificant role<br />

in improving the entire stream system,’’<br />

says Dan.<br />

‘‘When you improve freshwater from its<br />

source you have the biggest impact on the<br />

entire stream system. This also enables<br />

the benefits of the work you are doing to<br />

kick in much sooner for other parts of the<br />

stream.’’<br />

The Burgess Stream crosses 13<br />

kilometres of WIL shareholder land<br />

before it enters lifestyle block properties<br />

at its southern end.<br />

In the long term, Dan would like to see<br />

as much of the stream enhanced and<br />

protected as possible, with the potential<br />

for the lifestyle block owners to get<br />

involved in the environmental restoration<br />

project.<br />

‘‘Once we have the shareholder owned<br />

land restored along the riparian margin<br />

of the stream it would be fantastic to<br />

share knowledge and resources with<br />

lifestyle block owners at the southern end<br />

of Burgess Stream. Working together to<br />

restore the ecosystem of the entire stream<br />

would be amazing.’’<br />

Andrew Gilchrist says that working<br />

with staff and local school children on the<br />

planting project has been incredibly<br />

rewarding. It has also enabled more<br />

funding to be used for purchasing plants.<br />

‘‘Peter and Irun acontracting and<br />

manufacturing business along with the<br />

farm so part of it is seasonal work which<br />

means that our staff were able to get<br />

involved with planting days and site<br />

preparation work.<br />

‘‘It has also meant that the $10,000 of<br />

Immediate Steps (IMS) funding from<br />

Environment Canterbury could be used<br />

entirely for plants as our staff have been<br />

doing the site preparation and<br />

maintenance work.<br />

‘They have loved working on this<br />

project and seeing the changes as the<br />

plants have grown up around the edges of<br />

the stream.<br />

‘‘We also had agroup of children,<br />

teachers and parents from Swannanoa<br />

School help us with the planting. They<br />

were so interested in learning about what<br />

we are trying to achieve,’’ says Andrew.<br />

Native plants were selected based on<br />

what would have once existed in the area<br />

before it was modified by land use, along<br />

with species that provide ecosystem<br />

service, while also considering the types<br />

of plants that fit in with the farming<br />

operation, says Dan.<br />

‘‘We looked at what was ecologically<br />

appropriate for this site, considering the<br />

climate and the region, along with the<br />

qualities of the plants that provide<br />

benefits to the ecosystem that we are<br />

trying to create.<br />

‘‘Carex secta is known to colonise<br />

denitrifying bacteria in its roots which<br />

helps to naturally denitrify water and<br />

helps prevent sediment build up. We’ve<br />

also got flax as it is an excellent food<br />

source when it flowers.’’<br />

The long­term aim is to create aseries<br />

of resource rich stepping stones to help<br />

attract native birds to the area, while the<br />

plants will also provide shade for the<br />

stream and increase the number of<br />

invertebrates and insect species.<br />

For this, they were guided by research<br />

published in 2006 by Colin Meurk and<br />

Graeme Hall.<br />

Andrew says he would encourage other<br />

farmers to get involved in environmental<br />

projects.<br />

‘‘From when we began this planting<br />

journey three years ago, we have seen so<br />

many positive benefits.<br />

‘‘It’s been awesome and our aim is to<br />

continue planting along the whole<br />

stream.<br />

‘‘We’re not sure how long it will take,<br />

but when you make astart, you can keep<br />

chipping away at it. It is positive all<br />

around from awater quality and<br />

environmental perspective.’’<br />

P.E.T.<br />

This is the message the New Zealand<br />

Veterinary Association Te Pae Kīrehe<br />

(NZVA) is urging animal owners to<br />

remember, as part of anew campaign to<br />

improve the way people useveterinary<br />

emergency services.<br />

‘AnimalEmergency? Think P.E.T’, is<br />

being launched ahead of the summer<br />

holidays,and asks owners to follow three<br />

simple steps if their pet is sick or hurt<br />

and their vet clinic is closed.<br />

P.E.T stands for:<br />

Pause. Think for amoment about<br />

whether your pet needs emergency care<br />

or could be seen by their vet during<br />

normal business hours.<br />

Emergency call. Phone your vet if you<br />

think your pet needs emergency care or<br />

you’re unsure.<br />

Take. Follow the advice you receive to<br />

either take your pet to an emergency<br />

service provider, or book an<br />

appointment duringnormal business<br />

hours.<br />

NZVAHead of Veterinary Services ­<br />

Companion Animal, Sally Cory says<br />

keeping veterinary emergency services<br />

for emergenciesonly means very sick<br />

animals can receive the treatment they<br />

need quickly, and vet teams are not<br />

overwhelmed.<br />

‘‘It’simportant that teams can focus on<br />

the patients that need it most.<br />

‘‘There are currently too many<br />

animals being seen by emergency<br />

service providers that do not require<br />

emergency care’’ Sally says.<br />

‘‘This campaign is all about people<br />

taking just amoment to consider<br />

whether their pet needs immediate care,<br />

and if they think they do, to then call<br />

their vet for further advice.’’ If owners<br />

are advised to go to an emergency<br />

service provider, they may also be asked<br />

to ring ahead to let the vet team know<br />

they are coming.<br />

Sally says this helps prepare staff for<br />

arrival of animals, and urges people to<br />

remember an animal emergency service<br />

provider is like going to ahospital —<br />

animals with more urgent needs might<br />

be seen ahead of others.<br />

Animal owners are also being asked to<br />

help prevent emergencies from<br />

happening by keeping routine<br />

vaccinations up­to­date; booking<br />

daytime appointments wherever<br />

possible; providing plenty of shade and<br />

shelter for their animals; and ensuring<br />

pets are safe and secure while at home<br />

and out in the community.<br />

‘‘Over the upcoming holiday season,<br />

most vet clinics will be closed for afew<br />

days.<br />

‘‘Make sure you are registered with a<br />

clinic, know what days they will be shut,<br />

and their emergency phone number, just<br />

in case you need it,’’ Sally says.<br />

Owners who are travelling with their<br />

pets during the holidays are encouraged<br />

to find out where their closest vet will<br />

be, and if their animal takes medication,<br />

to have enough packed for the trip.<br />

Tonnes of porkimported<br />

More than 40,000 metric tonnes (MT) of<br />

overseas pork from 22 countries has been<br />

imported into New Zealand during <strong>2023</strong>,<br />

most of it from nations thatallow pig<br />

farming practices banned in New Zealand.<br />

An analysis of pork imports from January<br />

to October by NZPork shows the highest<br />

volume of imported pork was from the<br />

United States with 7336MT, a128 percent<br />

increase compared to the same period in<br />

2022 (3<strong>21</strong>6MT).<br />

Canada was the next highest, at 6238MT,<br />

up from 3824MT. Imports from Spain were<br />

down however, at 6047MT compared to<br />

9685MT. Imports from Australia (3551MT)<br />

and the Netherlands (3418MT) also<br />

increased.<br />

The next highest were Germany (262MT)<br />

asignificant decrease from 10,042MT last<br />

year, Finland (2775MT), Poland (2406MT),<br />

Denmark (2360MT) and Sweden (1623MT).<br />

NZPork chief executive Brent Kleiss says<br />

that while two­thirds of pork consumed in<br />

New Zealand is imported, there is no<br />

requirement for the products to meet New<br />

Zealand’s rigorous pig welfare standards.<br />

New Zealand has imported pork from 22<br />

different countries this year.<br />

‘‘Although the European Union is<br />

currently reviewing animal welfare<br />

legislation, most EU members and other<br />

countries exporting pork to New Zealand<br />

have lower standards of pig care and less<br />

rigorous enforcement regimes than we do.<br />

‘‘For example, gestation stalls are<br />

banned here but in Canada and most<br />

European countries sows can be confined<br />

in gestation stalls for the first four weeks of<br />

pregnancy and in the USthey can be<br />

confined for their entire pregnancy.<br />

‘‘Our farmers do not castrate piglets at all<br />

but they are routinely castrated in Europe,<br />

the US and Canada and in Spain, Poland<br />

and the US that is done without pain<br />

relief.’’<br />

‘‘In New Zealand, sows are only housed<br />

in farrowing systems when it is time for<br />

them to give birth and care for their piglets<br />

with amaximum of five days pre­farrowing<br />

and 28 days after,’’ Mr Kleiss says.

Secondary School Achievers Fund<br />

awards ceremony recently in Scargill.<br />

He said the next few years will have<br />

challenges and great times, andthe key<br />

to reaching goals was being around good<br />

people.<br />

Looking back on his youth and early<br />

career days, he said he had ups and<br />

downs and is very grateful for the people<br />

who showed beliefand helped shape<br />

him.<br />

‘‘Surround yourself with good people,<br />

as they will be ahuge part of the success<br />

of getting to where you want to go.’’<br />

Their plans may change, career paths<br />

may shift, and that did not matter. ‘‘Work<br />

hard at everything you decide to do.’’<br />

Nine school leavers in the Hurunui<br />

District received ascholarship as they<br />

embark on tertiary education in 2024.<br />

The scholarships received are a<br />

portion of an $11,500 scholarship —a<br />

joint venture with the Hurunui District<br />

Council (of $10,000), and the council’s law<br />

firm Buddle Findlay ($1500).<br />

The fund assists students with with<br />

accommodation costs, scholarship travel<br />

expenses, purchases of text books and<br />

electronic equipment.<br />

To date, 145 students have benefited<br />

from the fund which began in2000. This<br />

year <strong>21</strong> applications were received.<br />

Overseas visitors returning<br />

Overseas visitors are flocking back to<br />

Hanmer Springs.<br />

While international visitor numbers are<br />

not expected to return to pre­Covid levels<br />

for another 12 months, Hurunui Tourism<br />

product development manager Graeme<br />

Abbot says the town is booming as it gears<br />

up for the summer holiday rush.<br />

‘‘We are seeing our old friends from<br />

Australia back and the cruise business is<br />

keeping us busy. We are seeing some<br />

American business, which we expect will<br />

grow with the new airlines coming into<br />

Christchurch. It is certainly alot stronger<br />

than it was.’’<br />

Visitors were starting to return from<br />

China, but Mr Abbot did not expect to see<br />

as many visitors from the Asian market as<br />

four years ago.<br />

While September and October were<br />

‘‘reasonably quiet’’, Hanmer Springs<br />

Thermal Pools &Spa experienced nine<br />

percent growth in November compared to<br />

Clarence River<br />

Bridge under<br />

the spotlight<br />

The fate of areplacement bridge over the<br />

Waiau Toa /Clarence River will not be<br />

known until next year.<br />

Environment Canterburyisinthe<br />

process of appointing ahearing<br />

commissioner to decide the fate of a<br />

proposed bridge to replace the Glen Alton<br />

bridge, which was destroyed in the 2016<br />

earthquake.<br />

Ajoint hearing, with the Kaikōura<br />

District Council, is expected to be held in<br />

April.<br />

Environment Canterburyhas completed<br />

alimited notification, with just five parties<br />

invited to make submissions on the<br />

Kaikōura District Council’s resource<br />

consent application.<br />

Just two submissions were received,<br />

including one from an affected private<br />

landowner in support, and one from Te<br />

Rūnanga oKaikōura, which was opposed<br />

on cultural grounds.<br />

The Rūnanga has expressing aview that<br />

access to the proposed $13.5 million bridge<br />

should be on the southernside of the river.<br />

The lack of abridge has created<br />

frustration for property owners in the<br />

Clarence Valley, who relied on the Glen<br />

Alton bridge.<br />

For now access is via Waipapa Road,<br />

WharekiriStream and apaper road, which<br />

has been enhanced since the earthquakes.<br />

But the WharekiriStream is prone to<br />

flooding in heavy rain and can be<br />

impassable for up to 10 days.<br />

<strong>December</strong> had also started strongly and<br />

accommodation bookings in the town were<br />

‘‘very strong’’.<br />

Staff recruitment has been achallenge<br />

over the last three years, but the pools<br />

were fully staffed and operating at the full<br />

fully staffed, in case someone leaves,’’ Mr<br />

Abbot said.<br />

‘‘We have people from all around the<br />

world on our staff, which is lovely because<br />

it adds something to the environment.’’<br />

Mr Abbot said Hanmer Springs had a<br />

growing list of attractions, including the<br />

alpine scenery.<br />

Two new hydro slides, known as ‘‘Violet<br />

Vortex’’ and ‘‘Waiau Winder’’, were added<br />

to the hot pools this year and were proving<br />

popular. New walking and cycling tracks<br />

have been added, and the town has anew<br />

disc golf course to add to the mini golf and<br />

full sized golf course.<br />

The Hanmer Springs Animal Park was<br />

also popular with visitors, Mr Abbot said.<br />

Arts centre proposal<br />

Chelsea wins award<br />

Waimakariri hopes to lead the way in<br />

performing arts.<br />

Rangiora HighSchool wants to build a<br />

state of the art performing arts centre to<br />

grow its booming arts and music<br />

programme and to supportthe wider<br />

community’s ambitions.<br />

The school’s business manager David<br />

Lowe and head of music, Sophia<br />

Bidwell, made arequest for funding<br />

during apresentation to the<br />

Waimakariri District Council<br />

community and recreation committee<br />

meeting on <strong>December</strong> 12.<br />

The school’s board of trustees<br />

proposed building an 800­seat<br />

performing arts centre with classrooms<br />

and breakout rooms, at acost of $10­12<br />

million.<br />

‘‘In New Zealand we do sportvery<br />

well, but we could be leading the way in<br />

providing something in whicharts takes<br />

centre stage,’’ Ms Bidwell said.<br />

‘‘We want it to be more than<br />

grassroots, but something all people in<br />

our community have an opportunity to<br />

be apart of.’’<br />

She said the school was putting a<br />

greater focus on arts and music.<br />

About 250 students planned to do year<br />

9music next year, ‘‘which is an<br />

incredible amount’’.<br />

The largest performing arts facilities<br />

in the district included the auditoriums<br />

in the Rangiora Town Hall and at<br />

Kaiapoi High School, whichhad seating<br />

for around 350 people.<br />

‘‘The town hall is agreat space, but<br />

this is the next step,’’ Ms Bidwell said.<br />

Mr Lowe said the school hall needed to<br />

be replaced as it was ‘‘gettingold’’ and<br />

was too small for aschool of nearly 1700<br />

students.<br />

The Ministry of Education supported<br />

its replacement as part of the school’s<br />

master plan, proposing to fund $2­3<br />

million towards anew hall.<br />

The board proposed to fund$2­3<br />

million from reserves, with the balance<br />

to be raised from grants and fundraising.<br />

‘‘The hall only seats 350, which is not<br />

enough for even oneyear level,’’ Mr<br />

Lowe said.<br />

‘‘We had our year 9/10 prizegiving last<br />

week and it was embarrassing, with the<br />

audienceflowingout into the foyer.’’<br />

Mr Lowe said the school hoped to<br />

build the facility over the next two or<br />

three years and invited to council to<br />

consider contributing to the cost of<br />

building acommunity facility.<br />

‘‘It is the next thing we want to get<br />

done, so we are alittle bit impatient for<br />

it.<br />

‘‘We want to engage architects next<br />

year and get on with it.’’<br />

The council’s community and<br />

recreation general manager, Chris<br />

Brown, said the council’s arts strategy,<br />

developed earlier this year, identifieda<br />

need for additionalarts space.<br />

He recommendedthe school make a<br />

submission to the council for<br />

consideration as part of next year’s<br />

2024/34 Long Term Plan.<br />

Directors (IoD) Canterbury First Steps<br />

in Governance Award.<br />

The award provides young<br />

professionals with first­hand<br />

experience on anot­for­profit board.<br />

Ms Houghton has expertise leading<br />

strategic communicationsand her<br />

governance experience to date<br />

includes Marian College Board of<br />

Trustees, with previous roles as chair<br />

of the Takahē Collective Trust and a<br />

board member for Kidsfirst<br />

Kindergarten.<br />

Through her business, Grow<br />

Creative, she is buildingaco­operative<br />

organisation that provides aplatform<br />

for freelance creatives to collaborate,<br />

gain experience, and receive<br />

mentorship.<br />

‘‘I believe Ican offer boards<br />

innovative leadership and clear<br />

communication models,’’ she says.<br />

APhD candidate at the University of<br />

Canterbury, Houghton is investigating<br />

the impact of platformisation on arts<br />

organisations.<br />

Her research has been supported<br />

through University of Canterbury<br />

Scholarship, Aho Hinātore, and she has<br />

been conductinginterviews and<br />

surveys with organisational leaders<br />

across Aotearoa about the way<br />

platforms have changed their models of<br />

work, funding, andcultural production<br />

models.<br />

Ms Houghton says her experience<br />

has given her the confidence to<br />

contribute to the success of other<br />

businesses.<br />

‘‘My work with startups in various<br />

stages, andindustry membership,<br />

underscore my dedication to fostering<br />

innovation within the organisational<br />

and community spheres.’’<br />

As the winner of the Canterbury First<br />

Steps in Governance Award, Houghton<br />

will receive a12­month governance<br />

internship with the Laura Fergusson<br />

Brain Injury Trust (LFBIT), afurther<br />

$955 towards an IoD director<br />

development course of her choice, oneyear<br />

complimentary membership to the<br />

Institute of Directors, and mentoring<br />

with an experienced director.<br />

says Houghton’s grounded focus,<br />

combined with her research,<br />

illustrates her desire to make a<br />

difference on boards.<br />

‘‘As boards increasingly seek new<br />

and unique insights and expertise to<br />

better time to be stepping into<br />

governance.<br />

‘‘We hope that Chelsea’s research<br />

insights, leadership potential and<br />

strategic background will bring new<br />

ideas to the LFBIT board, especially<br />

today as stakeholder values continue to<br />

impact organisational culture and<br />

decision making, where<br />

communication is key and the board<br />

will have the opportunity to draw from<br />

her strengths in this space.’’<br />

The selection panel believe Ms<br />

Houghton will be an asset to the Laura<br />

Fergusson Brain Injury Trust board,<br />

and in turn, hope that she will broaden<br />

her skillset, laying asolid foundation<br />

for afuture in governance.<br />

Established in 2014, First Steps in<br />

Governance is awarded to young<br />

professionals and helps them to gain<br />

first­hand experience on anot­forprofit<br />

board. Eligible recipients must<br />

not have held any substantial board<br />

roles, but can have experience on local<br />

sports, schools or community boards or<br />
