NZ Post staff and rural
delivery contractors in North
Canterbury are expecting to
move afurther 20,000 to 25,000
items, between now and end of
the festive season, as they
cope with the final push to
deliver Christmas packages.
With online shopping
booming since the pandemic,
postal delivery routes are now
overwhelmed with thousands
of large and small boxes, and
parcels.
In the weeks leading up to
Christmas Day, aNZPost
spokesperson says the average
weekly deliveries for North
Canterbury had increased to
around 20,500 items.
‘‘It is an increase of 52
percent on normal weekly
volumes.
‘‘Following Black Friday
and Cyber Monday, these
volumes lifted it to 21,746
items,’’ she says.
Over the peak period —
October 24 to December 24 —
she says NZ Post will deliver
more than 160,000 items of
mail and packages into the
Christchurch North region.
‘‘We are chocka,’’ says rural
delivery contractor Jeff
Pawsey of Rangiora.
‘‘The numbers we're
delivering today are well up
on last year and it's just getting
bigger each year.’’
Fellow contractor Pam Bint
says they are having to make
extra trips in the evenings
now just to make space in
their vans for the following
day’s deliveries.
In Rangiora, Pam Bint runs
NZ Post Rural Delivery route
RD 7Rangiora, which
includes Ashley and Sefton, a
route she has managed for the
past 12 years.
Her partner Jeff Pawsey,
has looked after RD 1
Rangiora, which includes
Fernside and Cust, for 16
years.
ASwannanoa woman who baked the
Supreme Kiwi Christmas Cake at the New
Zealand Agricultural Show thought her
teenage daughter’s cake was better.
Julie Tapp baked three Christmas
cakes, using arecipe handed down to her
by her grandmother, Iris, before she
chose the one she entered in the
competition.
‘‘I had awee tower of Christmas cakes
sitting in the pantry,’’she said.
Each time Julie baked another cake she
noted small improvementsshe could
make for her next one.
Then her daughter Rosie, aged 13, who
has been baking alongside her mum
‘‘since she was old enough to lick a
spoon’’, baked her own cake for the junior
section of the Christmas cake competition
using the same recipe and all the new
information Julie had collected.
‘‘I thought if any of our cakes won it
would be Rosie’s cake,’’ Julie said.
In the end though it was Julie’s cake
that won over the judges with Rosie’s
cake placed second in the junior section.
But after the show, when the cakes
came back home for the family judges to
have their say Rosie’s cake was awinner
in the taste test.
‘‘I thought her cake was really
delicious, and my motherinlaw said
Rosie’s cake was ‘far better’ than mine,’’
Julie said.
Clearly both cakes cracked the
delicious test because they have already
been eaten and Julie has made another
one especially forChristmas.
This one has cherries on the top, an
absolute ‘‘nono’’ for the show
competition.
Julie believes the secret to making such
delicious, and beautiful looking
Christmas cakes is a‘‘special method’’ of
insulatingthe baking tin so that the cake
cooks evenly, preventing any dry areas
around the outside.
She makes abox using layers of
newspaper covered in tinfoil to sit the
baking tin in and then she lines the baking
tin with baking paper to stop the cake
from sticking to the tin.
This ensures the cake cooks evenly and
doesn’t dry out despite around 31/2 hours
in the oven.
Classes cater forkeen learners
By ROBYN BRISTOW
Young people are lining up to join
cooking classes at Comcol North
Canterbury thanks to apartnership
between Comcol and the IHC North
Canterbury Association.
The classes kicked off last year and 21
trainee cooks each spent 9to10weeks in
the Comcol North Canterbury'skitchen
learning equipment safety, hand
hygiene, safe food handling and food
shopping.
Association committee member Kay
Pearce says the introductory courses
will continue in 2024 for students 18 and
over.
At the same time the project will move
to amore advanced level, with
graduates from the basic course being
subsidised by the association to enrol in
Level 2course.
‘‘We are going to subsidise it by 50
percent.
‘‘The committee feels this is afair way
of sharing funding to those in our
community with intellectual
disabilities, and ensuring as many
people as possible have the opportunity
of extending skills learnt in Level 1,’’
Kay says.
Comcol Programme coordinator and
tutor Brooke Close will run the two
courses, supported by Faye Gread.
Brooke says the advanced course,
offered initially as apilot, builds on the
trainees kitchen skills with more mealbased
cooking, but adds an introduction
to barista skills and education outside
the classroom.
Both courses take seven students and
start in February. IHC North Canterbury
Association committee will fund three
sessions in 2023.
The introductory courses are fully
funded by the association.
RotaryClub thanks generous supporters
More than $60,000 has been raised by
Rotary Club of Rangiora this year, with
the funds distributed by way of grants to
deserving causes and lessprivileged
residents of North Canterbury.
The club says massive thanks are due
to all residents of North Canterbury and
many from further afield, who supported
the club by giving generously of their
time and money for it’s fundraising
activities.
‘‘Everyone was enthusiastic and
generous in their response to our
firewood sales, flowering bulbs sale,
Book Fair and, of course our weekly
barbecue sausage stall. Together those
efforts raised more than $50,000,’’ the
club says.
Rotary Club members raised another
$10,000 themselves through donations
and several smaller exercises. Alot of
the funds go to youth programmes and
scholarships. These include the UC
Science Summer Camp, school speech
competitions, school visits to the Boyle
River Centre, Youth Leadership Awards,
Spirit of Adventure and Outward Bound
placements, providing students with
materials that enable them to be ‘ready
to learn’, books for newborns, and the
Totara Awards –recognising youngsters
who have made significant contributions
to their communities.
Pit stop ... Representatives from emergencyservices and Hanmer Springs Civil Defence
Emergency ResponseTeam volunteers enjoy abarbecue during the convoy traverse to
thank the volunteers for their service over the year.
PHOTOS: SUPPLIED
Emergency services convoy
traverses Leslie Hills
Aconvoy of emergency services in fourwheel
drive vehicles have traversed a
path across Leslie Hills to map out an
alternative evacuation route out of
Hanmer Springs in preparation for a
major emergency event.
Hurunui District Council’s Emergency
Management Officer Allan Grigg says 30
representatives from Fire and
Emergency New Zealand (FENZ), Land
Search &Rescue (LandSAR), St John
Ambulance and the Hanmer Springs
Civil Defence Emergency Response
Team (CERT), and supporters, crossed
the Leslie Hills in a12vehicle convoy
recently, starting out at 5.30pm and
arriving on the Leslie Hills Road about
two and ahalf hours later.
The convoy wasequipped with handheld
incident ground communication
radios, Mr Grigg says.
He said the exercise was incredibly
important in uniting the different
emergency services in ensuring there
were alternative routes, through private
land, out of Hanmer Springs to move
people out and supplies in during a
major emergency event.
While the Hanmer Springs bridge was
not expected to be impacted during a
major emergency event, Mr Grigg says
there is less certainty around the bridge
approaches.
‘‘People might be able to get over the
bridge, but might not be able to get to the
bridge because of rock fall from the
cliffs.’’
The convoy was led by the Hanmer
Springs CERT coordinator Graham
Frith and Mr Grigg.
For many of the emergency services,
some of whom are longtime residents of
the area, it was the first time they had
viewedthe terrain.
‘‘It gave us reassurance that we know
how to get people in and out of Hanmer in
an emergency if the bridge can’t be used
and that personnel from the different
agencies are familiarised with the
route.’’
Mr Grigg says the exercise also
provided an opportunity to thank the
volunteers of the Hanmer Springs CERT
for their service over theyear, with a
barbecue at amidpoint during the
crossing.
It was also agreat opportunity to
reinforce Civil Defence radio training.
The group liaised with local farmers, as
the route crosses private farmland, to
ensure everyone in the areawas aware of
the exercise.
‘‘Graham is still being approached by
people expressing appreciation for the
Plotting the course ... Hanmer Springs
CERT coordinator Graham Frith checks his
topographic map during the convoy
traverse.
Traversing the track ... The convoy winds
its way through the Leslie Hills.
exercise and how it brought afocus to
some of the measures you might have to
take during amajor emergency event,’’
Grigg said.
Hurunui has nine Civil Defence sectors
consisting of volunteers who meet for
Civil Defence preparedness and
response training across the district.

By SHELLEY TOPP
ATotora tree, believed to be around
1000 years old is astar attraction, among
many, along the Ashley Gorge Tracks
system.
The forest giant is located on the
Totaranui (big totara) Trail, one of three
spectacular tracks available at the gorge
which are attracting almost 10,000
visitors annually.
Each track presents adifferent degree
of challenge for walkers.
‘‘The Loop Track, is an easy walking
onehour loop from the Ashley Gorge
Reserve, suitable for all ages and part of
the Toyota Kiwi Guardians programme,’’
the Ashley Gorge Tracks and Trapping
Group co manager, John Burton says.
‘‘The Waterfall Track, which branches
off from the Loop Track and climbs via a
formed track with steps to awonderful
lookout over the Canterbury Plains, and
leads to aspectacular 15m waterfall.’’
This track is astep up in challenge
from the Loop Track, but is walked by
young families and even children
around 3yearsold.
‘‘The Totaranui (big totara) Trail, is
another step up again and climbs on an
unformed track to agrove of ancient
forest giants including matai, broadleaf,
fuchsia and amassive totara tree many
decades, and possibly 1000yearsold,
from which the track takes its name. It
then sidles out to join the Waterfall
Track at the lookout.’’
Under development is the Skyline
Trail, a4to5hour track with amix of
creeks, bush and open tussock and
amazing views, John says. It is hoped it
will be opened to the public sometime in
2024.
But the Waterfall Track is afavourite
for John because it ‘‘presents a
reasonable challenge but is still fine for
young families, and has aseat with a
really good view to reward yourself for
the climb and abeautiful waterfall’’.
The construction and maintenance of
the tracks, along with the management of
the associated predator control
programme, has been made possible by
‘‘significant and ongoing’’ input of
community volunteer hours’’, John says.
‘‘Much of this work is done by our
young people, including one or two
working days per year by the Rangiora
Air Cadets with 30 plus volunteers.
‘‘We also have areal sense of purpose
in our community to put back into
projects where people can see the
results of their efforts, and the rewards
it brings, especially to young families
getting into nature because of our
tracks,’’ he says.
when cellphones erupted, disrupting the peace.
Dad's, Mum's, Nan's, Poppa's,Aunt Jo's in sync
Acacophony of rings to make you blink.
The chaos ensued, sister Em screamed withfright,
Poppa's glasses dropped, aprecarious sight.
Nan, in afit that put her almostonthe floor
All eyes on Mum, as Dad came through the door.
And we realised with dread the radio had stopped.
Dad spoke with afrown, the news not so great:
‘‘ landslide, ahurdle, our plans in astate.
The transmission line's gone, power's in doubt,
No telling how long we must do without.’’
The silence grew thick, we considered the mayhem
No ham or pudding, no reruns of Frozen for sister Em?
Dad pulled himself together and said to usall:
“No worries, don’t stress, we follow the plan, is all.”
“The plan?” said Poppa and looked at Nan.
“Yes,” said mum with asigh, relief in her voice,
we’ve had the plan, awise, prudent choice
since October’s wild wind. We foresaw these blues
And paid heed to Facebook, Council’s news
They said: be ready, take astand
Prepare with foresight and have aplan.”
Dad went into the garage for his emergency bag.
From it he pulled alist, with copies —itwasn’t adrag.
‘‘We’ve candles aplenty to bring Christmas cheer
and the gas bottle is full in the barbecue.”
‘‘Our rotisserie extension from Father’s Day will come to good use.
That’s for the lamb, we’ve the Weber for ham,
and the weather is good for salad.”
‘‘But dad,” wailed mum, filled with concern.
‘‘How to warn Bob, and his latest, for their return?
‘‘Remember, my dear,” said my father so clear,
‘‘the car has abattery, use the aux, do not fear.
‘‘We can also listen in the car to Compass FM, and their latest
bulletin.”
‘‘We will miss the carols,” said my Nan so soft.
‘‘Nah,’’ said my brother Mike, holding his ukelele aloft.
‘‘I’ll strum the chords,’’ he proclaimed with cheer.
‘‘We’ll sing along, Christmas still near.’’
‘‘Thank you, Hurunui Council, said mum, ‘‘for your tales so wise.
For Christmas is saved, along with our sighs.’’
The year thatwas in NC
By ROBYN BRISTOW
Wild weather,achange of
Government, huge achievements,
some lows, Covid, and testing
times for Local Government have
dominated 2023.
It rained alot, blew agale at
times, was very hot, and chillingly
cold, and the firewood pile is now
down to nothing.
It’s difficult to remember a
time when we had to have fires
burning throughtoDecember.
We have nothing left to burn
that will fit in the firebox —and
Iassure you he has tried.
Floods came, and went quickly
—but were nothing compared to
what those up north in Hawkes
Bay experienced.
Cyclone Gabrielle will be
etched in Hawke's Bay's history
as one of the region's darkest
times. Adversity, however,often
brings out the bestinpeople, and
the North CanterburyNews was
able to tell some heart warming
stories as people reached out to
those who suffered in the floods,
sending goods, stock feed, fencing
materials and manpower to help
those in dire straits.
Many gave in return to all those
who reached out when the
Agale in October left atrail of
It came the same time as Covid
hit our household. Ipaced the
lounge, he lay snoring in bed with
Covid, as the wind sent objects
flying and trees crashing to the
ground taking power lines and
buildings with them.
Aneighbour rang about the
loss of power, before the cell
towers conked out, while he
watched abunny being bowled
along in the gale force nor’
The power was eventually
restored about three days later —
other North Cantabrians waited a
little longer. But being staunch
rural communities, used to
adversity, and reaching out to
each other, we all remained well
fed and watered.
Then it was election time — it
could not come soon enough as I
had fears the TV wasn’t going to
remain in one piece for much
longer if politicians continued to
be the focus of news bulletins and
talk shows.
Achange of Government
resulted, featuring for the first
time in MMP history, aline up of
The only certainty is whatever
is changed, legislated or
promulgated, it will not please
everyone.
Local Government meanwhile
wove its way through amountain
of new legislation, and some
fierce criticism.
There has been some
outstanding performances by
both young, and the not so young,
during the year, from award
to volunteers making ahuge
difference.
Hungry tummies have been
filled by the great work of many,
and many organisations have
taken care of vulnerable folk, the
Reflections on 2023 in Hurunui
Christmas time gives us achance
to reflect on the year, and closer to
home, appreciateall that’s good
about living in the Hurunui
District.
As acouncil, throughout 2023,
we focused on remaining true to
our values, our role of providing
core services for our community
and visitors to enjoy.
Our council has an opendoor
policy to ensure astrong
connection across all aspects of
council business, and Iknow the
team will continue to maintain the
same level of service and support
for the incoming year.
Iamgrateful to all who have
helped out this year, from
assisting our field staff to taking
part in the many council
consultation and feedback
requests.
Your input is important so we
can better understand the shared
responsibilityofproviding
services that are achievable and
affordable.
Marie Black
Early in 2024 we will be
delivering apublic consultation
document on our draft Long Term
Plan (LTP), aproposal your
elected members have developed
on your behalf, so collectively we
can work towards our common
goals so we can live, work and play
in the Hurunui District.
It is areally important process
for us, and you, to understand how
the district will prosper and grow
throughout the next 10 years.
During this festive season, we
will remember that Christmas
holds avariety of different
meanings,and Itrust you will have
achance to spend time with family
and friends.
Be aware of safety on the roads,
take care under the summer sun,
and around our waterways,
especially with the young ones,
and if you are out into the
wildernessbemindful of the
natural environment.
On behalf of the Hurunui
District Council, Iwish you all the
best for the festive season and
trust that the New Year of 2024
brings you good health and
happiness.
Lights and new safety
measures at Tram Rd
Traffic lights will be installed to
improve safety at the Tram Road /
State Highway 1intersection, north of
the WaimakaririRiver,next year.
Serious crashes, including afatality,
over the last decade have prompted
New Zealand Transport Agency Waka
Kotahi to make other safety
improvements on the Tram Road offramp,
along with the lights.
NZTA principal project manager
Brendon French says traffic lights will
‘‘improve the safety, efficiency and
capacity’’ for traffic turning right
towards Kaiapoi from the offramp.
‘‘We will be altering the free left turn
to improve the safe merging spacefor
driversturning on to Tram Road.
‘‘This includes relocating existing
light poles on Tram Road, and the pole
near Greigs Road, so the merge lane
can workmore effectively.’’
New kerb and channel will be
installed and the free left hand turn
extended.
Atwometrewide cycle lane will
also be installed around the free left
turnontoTram Road.
Mr French said the cycle lane will go
through the traffic island to provide a
safe crossing point for cyclists
travelling west towards Ohoka along
Tram Road.
‘‘Without this feature, cyclists would
be riding between the straight through
and merge lanes, creating danger for
themselves and confusion for the
accelerating, merging vehicle
drivers.’’
Waimakariri Mayor Dan Gordon says
asafer offramp at Tram Road is
welcomed news for the community.
‘‘This issue was first raised with our
council following aserious accident a
few years ago.
‘‘I sought ameeting with NZTA to
raise the issue and it is great to see this
longstanding safety issue being
addressed.’’
NZTA plan to start work in January
and it is expected to take up to four
months.
Traffic Control Systems is the lead
contractor, with Isaac Construction
doing the pavement surfacing and
some kerb and channel work.
The project is expected to cost
around $1.4 million.
Atemporary 30kmh speed limit will
be in place, with the offramp closed at
times.
Drivers will need to use the Ohoka
Road offramp and follow the detour
via Island Road to return to Tram
Road, adding around five minutes to
their journey.
Funding options are being considered to
ensure the financial security of
Rangiora’s Mainpower Stadium.
A$100,000 ayear cash injection to the
North Canterbury Sport and Recreation
Trust is being considered as part of the
Waimakariri District Council’s 2024/34
Long Term Plan.
Community and recreation general
manager Chris Brown said under the
proposal, amanagement agreement
would replace the existing lease
agreement, which the council entered
into with the trust in August 2021, when
the stadium opened.
The management agreement would
apply to the indoor courts,
administration area and function room,
while the fitness centre, cafe and rooms
hired to Active Health would remain
subject to alease agreement.
‘‘We know that sports courts don’t
make money and that is why ratepayers
put in money to have those facilities,’’
Mr Brown said.
‘‘The original philosophy was we
thought the costs of running the courts
could be offset from the revenue from
the fitness centre and the cafe.
‘‘We have worked very closely with the
trust, and we realised it wasn’t going to
be sustainable long term, so we have
looked at solutions.’’
Mr Brown said the council planned to
offset some of the extra funding through
installing solar panels on the stadium
roof to power the facility.
He estimated it would save $42,000 a
year in electricity costs.
North Canterbury Sport and
Recreation Trust chief executive
courts out at commercial rates it might
be sustainable, but it would make it
unaffordable for community
organisations. The trust manages five
fitness centres in Rangiora, Kaiapoi,
Oxford and Amberley, as well as
Mainpower Stadium.
Chairperson Don Robertson said
proceeds from the fitness centres and
fundraising were used to fund
community programmes such as sports
coaching in schools and the ‘‘Reactivate
programme’’, to help people improve
their health and wellbeing.
Mayor Dan Gordon said he would be
supporting the extra funding, as the
trust played an important role in the
community. ‘‘If the trust wasn’t running
those programmes we would have
groups knocking on our door looking for
support, so we need the trust to be
sustainable.’’
Water Supply this summer
Our Utilities team will continue to operate throughout the holidays, but with reduced staff numbers. Our 24-hour call
service is still available through the main line to address anything that pops up.
To ease the pressure on the reduced staff numbers, please conserve water where you can and keep an eye out for water
restrictions, www.hurunui.govt.nz
As you may know, NIWA has announced an El Niño summer, marking a good opportunity to remind restricted supply
scheme users to please keep an eye on tank levels to catch any supply issues early.
Above-average temperatures, the chance of drier-than-normal conditions and windy weather can all impact water
availability for uses other than essential drinking, cooking, cleaning and stock water.
Drier-than-normal conditions can cause the ground to move, which some of the older pipes don’t like and can tend to
break. If this happens, it will disrupt the water supply as sources will have to be switched off while the broken pipe is
found and repaired. Cast your mind back to October when windy weather disrupted the water network right across the
district due to power outages.
Only Council’s major pump stations have back up-power, and while we have a few portable generators, we rely on Council
reservoirs to keep water flowing. In many places this is enough only water for a few hours, should power be lost. Some of
these disruptions can mean it takes a day or two to get the water flowing.
In the height of summer when demand is at its greatest, do you have enough water storage to keep your operation
running for three days?
You can read more about Hurunui District Council’s Three Waters Bylaw and Policy here:
https://www.hurunui.govt.nz/roading-water/water/three-waters-bylaw-and-policy
Keep safe this summer
If you’re out and about this summer, be aware of the
natural hazards that surround you, and what you will need
to do to keep safe, should a natural disaster strike.
Camping by the river? Keep in mind that river levels
can rise, even if it’s clear and sunny where you are.
Staying by the beach? Check where the tsunami safe
zones and assembly points are.
In the mountains? Landslides can occur, especially in
alpine areas where summer snow melt is happening.
This summer is supposed to be a hot and windy one,
and it only takes one ember to start a wildfire.
Cycle trails get big tick
By SHELLEY TOPP
Waimakariri’s cycle trails network has
been given abig tick of approval by agroup
of ten cyclists from Lower Hutt.
The cyclists were riding from Kaikoura
to Christchurch on the Heartland Trail
earlier this month and decided to have a
stopover in Kaiapoi to check out some of
the trails detailed in the Visit Waimakariri
Cycling Guide.
They got the guide at the Kaiapoi iSITE
in the Enterprise North Canterbury (ENC)
office, where they met ENC promotions
manager Janine Rogers.
Their decision to have astopover in
Kaiapoi provided Janine with an
opportunity to get feedback from them
about what visitors thought of
Waimakariri’s cycle trails.
She was particularly interested in this
because ENC has received funding of
$296,000 from the Department of Internal
Affairs Community Facilities Fund to
upgrade various cycle trails in
Waimakariri for residents and visitors to
have amore enjoyable experience on
existing tracks.
‘‘They allowed me to tag along with them
on their trail ride so Icould get asense of
their experience,’’ Janine said.
‘‘Where they stop, what info they look
for, and potentially any issues. This was a
great opportunity to get real feedback on
our trails and is invaluable information for
future developments.’’
ENC has been working with the Te
Kōhaka o Tūhaitara Trust, which manages
Waimakariri’s Tūhaitara Coastal Park,
where some of the trails are located, along
with Environment Canterbury for over a
year to assess and plan the upgrade of the
cycleways.
‘‘With limited resources it was
imperative to have the upgrades on areas
needing the most attention,’’ Janine said.
ENC consulted Mark Inglis from Middle
Peak Ltd to advise the park owners on the
best use of material and entrance ways to
ensure accessibility for all users.
‘‘So far we have worked with the trust
Visitor approval ... Agroup of cyclists
from Lower Hutt recently had astopover in
Kaiapoi to try out some of Waimakariri’s
cycle trails and ‘‘really enjoyed’’ the
experience.
PHOTO: SUPPLIED
who have almost completed the upgrade of
the Tūhaitara Coastal Track from Pines to
Waikuku beach,’’ she said.
It is now working with ECan to upgrade
stop bank trails to agrade two cycle trail
from the Waimakariri Bridge to Kaiapoi,
and from Kaiapoi to Pines Beach.
‘‘Cycling is an increasingly popular
activity so having agrade two accessible
trail within our district will undoubtedly
bring more people here, which is great for
our economy and the future of tourism in
Waimakariri,’’ she said.
‘‘Having the connections north and
south, with the Christchurch Northern
Corridor Cycle Path and Hurunui
Heartland Trails has opened up
Waimakariri to visiting cyclists. Accessible
grade 2trails are attractive for many
people.”
Camping season begins
The Hurunui District has many great spots
facilities, including WiFi.
However, the Hurunui River Mouth
Camping Ground will continue to use an
honesty box system.
Domett Reserves Advisory Group chair
Gordon Hewett says acash payment is
required, and greatly appreciated, when
staying at the camping ground.
Camping grounds managed by KiwiCash
are the Scargill Motunau Reserve,
Toxic algae warnings in NC
Te Whatu Ora has issued ahealth
warningfor the South Bank tributary of
the Waiau /Uwha River above the Waiau
Bridge.
Moderate to high cover of potentially
toxic algae (benthic cyanobacteria) has
been found in the tributary.
The warning follows toxic algae being
found in the Ashley/Rakahuri River at
the SH1 bridge.
People should avoid the areas, and
animals, particularly dogs, should not be
allowed near the water.
There are also other access points
along the Waiau/Uwha River and the
Ashley/Rakahuri River, that may have
benthic cyanobacteria present.
People are advised to treat every lowflowing
river cautiously, check for the
presence of benthic cyanobacteria and
avoid contact.
Dr Matt Reid, Canterbury Medical
Supporting
charity
Officer of Health, NationalPublic Health
Service, says the algaelooks like dark
brown to blackmats and can produce
toxins harmful to people and animals.
Exposure may cause skin rashes,
nausea, stomach cramps, tingling and
numbness around the mouth and
fingertips.
If you experience any of these
symptoms, visit your doctor immediately,
also let your doctor know if you have had
contact with dark brown/black algalmats
or water in this area, Dr Reid says.
Pets that show signs of illness after
coming into contact with algal mats
should be taken to avet immediately.
People and animals should remain out
of the waterways until the warnings have
been lifted.
Environment Canterbury is monitoring
the sites and the public will be advised of
any changes in waterquality.
Apassion for music
By JOHN COSGROVE
The future is looking bright for ayoung
This year, 18yearold Josh Keating has
‘‘He’s avery focused young man and is
looking forward to making adifference as
he studies law, business and Te Reo at the
competing in music awards, playing at
regional A&P shows and Santa carnivals.
He is atwotime New Zealand Country
Drowningspreventable
Drownings are preventable on watercraft,
says New Zealand Coastguard and Water
Safety New Zealand.
They are pleading with Kiwis to wear
lifejackets on the water this summer, as
lives lost unnecessarily on the water
mount because people are not wearing
lifejackets.
Drowning is the leading cause of
recreational death in Aotearoa and
according to recent data from Water Safety
New Zealand, craftrelated incidents
account for 31 percent of those deaths.
In 2022, there were 29 drowning
fatalities from watercraft. Of those 21
weren’t wearing alifejacket. The number
of drownings in 2022 is astaggering 66%
higher than compared with the 10year
average.
Coastguard CEO Callum Gillespie says a
lifejacket has never ruined aday on the
water.
‘‘But not wearing one has destroyed
many lives.
‘‘Drownings are adevastating event for
whānau, family and friends and for our
incredible volunteers who are on the
frontline.
‘‘These tragic deaths leave alonglasting
impact on our communities.
‘‘We have asimple message for all
watercraft users, whether you're on aboat,
yacht, kayak, jet ski, SUP whatever your
waka ‘Just Wear It’. It’s called alifejacket
for areason and wearing one is the easiest
way to keep yourself and others safe while
enjoying afun day out on the water.
According to Coastguard, in the event of
unexpectedly entering the water, people
may have to tread water for at least 40
minutes before help arrives. This could be
hours in more remote locations. Without a
lifejacket, this is incredibly difficult and
drastically reduces your chance of
survival.
If you need anew lifejacket or it’s time
to upgrade your old one, Coastguard's
notice of motion to include apolicy
on ‘pets on buses’ in the draft
Regional Public TransportPlan.
The draft plan is being prepared
for public engagement in the second
half of next year.
Councillor Joe Davies introduced
the notice of motion last week.
‘‘This is an exciting step forward
for our fourlegged friends,’’ he says.
‘‘I think it is really important that
we look at allowing pets, and
specifically dogs, on our buses.
‘‘This is something the community
should have the right to have asay
on.’’
For now, only service or disability
assist dogs and those in training are
allowed on buses in Canterbury.
‘‘We know there is some demand in
the community to allow dogs on
buses,’’ Cr Davies says.
The council will consult with bus
Other regional councils, including
Auckland Council, have rules
allowing pets on buses, Cr Davies
says.
‘‘I think animal sizes and numbers,
cages, muzzles and microchips are
all things that need to be thoroughly
Biodiversity flourishing on Clarkville farm
19
By GINA MCKENZIE
Atotal of 4500 native plants have been
planted along a2.5 kilometre stretch of
the Burgess Stream which winds through
Andrew and Peter Gilchrist’s 430hectare
farming operation in Swannanoa over the
past three years.
It is the first freshwater site selected for
improvement as part of awider
Waimakariri IrrigationLimited (WIL)
biodiversity project which has identified
sites of ecological interest with the
potential for restoration or protection
across the schemes 44,000hectare
command area.
WIL biodiversity project lead Dan
Cameron says 297 sites of interest were
discovered during the initial biodiversity
survey in 2018. Along with the Burgess
Stream, key areas for the biodiversity
initiative include Hunters Stream, and
the Cust River.
‘‘We are focusing on protecting existing
areas of ecological significance which are
connected to neighbouring shareholder
land to create acohesive approach to
restoring biodiversity.
‘‘The 2.5kilometre section of the
Burgess Stream on Andrew and Peter
Gilchrists property includes several
springheads which play asignificant role
in improving the entire stream system,’’
says Dan.
‘‘When you improve freshwater from its
source you have the biggest impact on the
entire stream system. This also enables
the benefits of the work you are doing to
kick in much sooner for other parts of the
stream.’’
The Burgess Stream crosses 13
kilometres of WIL shareholder land
before it enters lifestyle block properties
at its southern end.
In the long term, Dan would like to see
as much of the stream enhanced and
protected as possible, with the potential
for the lifestyle block owners to get
involved in the environmental restoration
project.
‘‘Once we have the shareholder owned
land restored along the riparian margin
of the stream it would be fantastic to
share knowledge and resources with
lifestyle block owners at the southern end
of Burgess Stream. Working together to
restore the ecosystem of the entire stream
would be amazing.’’
Andrew Gilchrist says that working
with staff and local school children on the
planting project has been incredibly
rewarding. It has also enabled more
funding to be used for purchasing plants.
‘‘Peter and Irun acontracting and
manufacturing business along with the
farm so part of it is seasonal work which
means that our staff were able to get
involved with planting days and site
preparation work.
‘‘It has also meant that the $10,000 of
Immediate Steps (IMS) funding from
Environment Canterbury could be used
entirely for plants as our staff have been
doing the site preparation and
maintenance work.
‘They have loved working on this
project and seeing the changes as the
plants have grown up around the edges of
the stream.
‘‘We also had agroup of children,
teachers and parents from Swannanoa
School help us with the planting. They
were so interested in learning about what
we are trying to achieve,’’ says Andrew.
Native plants were selected based on
what would have once existed in the area
before it was modified by land use, along
with species that provide ecosystem
service, while also considering the types
of plants that fit in with the farming
operation, says Dan.
‘‘We looked at what was ecologically
appropriate for this site, considering the
climate and the region, along with the
qualities of the plants that provide
benefits to the ecosystem that we are
trying to create.
‘‘Carex secta is known to colonise
denitrifying bacteria in its roots which
helps to naturally denitrify water and
helps prevent sediment build up. We’ve
also got flax as it is an excellent food
source when it flowers.’’
The longterm aim is to create aseries
of resource rich stepping stones to help
attract native birds to the area, while the
plants will also provide shade for the
stream and increase the number of
invertebrates and insect species.
For this, they were guided by research
published in 2006 by Colin Meurk and
Graeme Hall.
Andrew says he would encourage other
farmers to get involved in environmental
projects.
‘‘From when we began this planting
journey three years ago, we have seen so
many positive benefits.
‘‘It’s been awesome and our aim is to
continue planting along the whole
stream.
‘‘We’re not sure how long it will take,
but when you make astart, you can keep
chipping away at it. It is positive all
around from awater quality and
environmental perspective.’’
Holiday plea ... Animal owners are being urged to remember P.E.T in an emergency to
avoid overwhelming vets.
PHOTO: SUPPLIED
P.E.T in emergency
If you have an animal emergency, think
P.E.T.
This is the message the New Zealand
Veterinary Association Te Pae Kīrehe
(NZVA) is urging animal owners to
remember, as part of anew campaign to
improve the way people useveterinary
emergency services.
‘AnimalEmergency? Think P.E.T’, is
being launched ahead of the summer
holidays, and asks owners to follow three
simple steps if their pet is sick or hurt
and their vet clinic is closed.
P.E.T stands for:
Pause. Think for amoment about
whether your pet needs emergency care
or could be seen by their vet during
normal business hours.
Emergency call. Phone your vet if you
think your pet needs emergency care or
you’re unsure.
Take. Follow the advice you receive to
either take your pet to an emergency
service provider, or book an
appointment duringnormal business
hours.
NZVAHead of Veterinary Services
Companion Animal, Sally Cory says
keeping veterinary emergency services
for emergenciesonly means very sick
animals can receive the treatment they
need quickly, and vet teams are not
overwhelmed.
‘‘It’simportant that teams can focus on
the patients that need it most.
‘‘There are currently too many
animals being seen by emergency
service providers that do not require
emergency care’’ Sally says.
‘‘This campaign is all about people
taking just amoment to consider
whether their pet needs immediate care,
and if they think they do, to then call
their vet for further advice.’’ If owners
are advised to go to an emergency
service provider, they may also be asked
to ring ahead to let the vet team know
they are coming.
Sally says this helps prepare staff for
arrival of animals, and urges people to
remember an animal emergency service
provider is like going to ahospital —
animals with more urgent needs might
be seen ahead of others.
Animal owners are also being asked to
help prevent emergencies from
happening by keeping routine
vaccinations uptodate; booking
daytime appointments wherever
possible; providing plenty of shade and
shelter for their animals; and ensuring
pets are safe and secure while at home
and out in the community.
‘‘Over the upcoming holiday season,
most vet clinics will be closed for afew
days.
‘‘Make sure you are registered with a
clinic, know what days they will be shut,
and their emergency phone number, just
in case you need it,’’ Sally says.
Owners who are travelling with their
pets during the holidays are encouraged
to find out where their closest vet will
be, and if their animal takes medication,
to have enough packed for the trip.
campaign, visit nzva.org.nz/emergency
Tonnes of porkimported
More than 40,000 metric tonnes (MT) of
overseas pork from 22 countries has been
imported into New Zealand during 2023,
most of it from nations thatallow pig
farming practices banned in New Zealand.
An analysis of pork imports from January
to October by NZPork shows the highest
volume of imported pork was from the
United States with 7336MT, a128 percent
increase compared to the same period in
2022 (3216MT).
Canada was the next highest, at 6238MT,
up from 3824MT. Imports from Spain were
down however, at 6047MT compared to
9685MT. Imports from Australia (3551MT)
and the Netherlands (3418MT) also
increased.
The next highest were Germany (262MT)
asignificant decrease from 10,042MT last
year, Finland (2775MT), Poland (2406MT),
Denmark (2360MT) and Sweden (1623MT).
NZPork chief executive Brent Kleiss says
that while twothirds of pork consumed in
New Zealand is imported, there is no
requirement for the products to meet New
Zealand’s rigorous pig welfare standards.
New Zealand has imported pork from 22
different countries this year.
‘‘Although the European Union is
currently reviewing animal welfare
legislation, most EU members and other
countries exporting pork to New Zealand
have lower standards of pig care and less
rigorous enforcement regimes than we do.
‘‘For example, gestation stalls are
banned here but in Canada and most
European countries sows can be confined
in gestation stalls for the first four weeks of
pregnancy and in the USthey can be
confined for their entire pregnancy.
‘‘Our farmers do not castrate piglets at all
but they are routinely castrated in Europe,
the US and Canada and in Spain, Poland
and the US that is done without pain
relief.’’
‘‘In New Zealand, sows are only housed
in farrowing systems when it is time for
them to give birth and care for their piglets
with amaximum of five days prefarrowing
and 28 days after,’’ Mr Kleiss says.

Overseas visitors returning
By DAVID HILL,
Local Democracy Reporter
Overseas visitors are flocking back to
Hanmer Springs.
While international visitor numbers are
not expected to return to preCovid levels
for another 12 months, Hurunui Tourism
product development manager Graeme
Abbot says the town is booming as it gears
up for the summer holiday rush.
‘‘We are seeing our old friends from
Australia back and the cruise business is
keeping us busy. We are seeing some
American business, which we expect will
grow with the new airlines coming into
Christchurch. It is certainly alot stronger
than it was.’’
Visitors were starting to return from
China, but Mr Abbot did not expect to see
as many visitors from the Asian market as
four years ago.
While September and October were
‘‘reasonably quiet’’, Hanmer Springs
Thermal Pools &Spa experienced nine
percent growth in November compared to
Clarence River
Bridge under
the spotlight
By DAVID HILL,
Local Democracy Reporter
The fate of areplacement bridge over the
Waiau Toa /Clarence River will not be
known until next year.
Environment Canterburyisinthe
process of appointing ahearing
commissioner to decide the fate of a
proposed bridge to replace the Glen Alton
bridge, which was destroyed in the 2016
earthquake.
Ajoint hearing, with the Kaikōura
District Council, is expected to be held in
April.
Environment Canterburyhas completed
alimited notification, with just five parties
invited to make submissions on the
Kaikōura District Council’s resource
consent application.
Just two submissions were received,
including one from an affected private
landowner in support, and one from Te
Rūnanga oKaikōura, which was opposed
on cultural grounds.
The Rūnanga has expressing aview that
access to the proposed $13.5 million bridge
should be on the southernside of the river.
The lack of abridge has created
frustration for property owners in the
Clarence Valley, who relied on the Glen
Alton bridge.
For now access is via Waipapa Road,
WharekiriStream and apaper road, which
has been enhanced since the earthquakes.
But the WharekiriStream is prone to
flooding in heavy rain and can be
impassable for up to 10 days.
last year.
December had also started strongly and
accommodation bookings in the town were
‘‘very strong’’.
Staff recruitment has been achallenge
over the last three years, but the pools
were fully staffed and operating at the full
summer hours.
‘‘We are always abit scared to say we are
fully staffed, in case someone leaves,’’ Mr
Abbot said.
‘‘We have people from all around the
world on our staff, which is lovely because
it adds something to the environment.’’
Mr Abbot said Hanmer Springs had a
growing list of attractions, including the
alpine scenery.
Two new hydro slides, known as ‘‘Violet
Vortex’’ and ‘‘Waiau Winder’’, were added
to the hot pools this year and were proving
popular. New walking and cycling tracks
have been added, and the town has anew
disc golf course to add to the mini golf and
full sized golf course.
The Hanmer Springs Animal Park was
also popular with visitors, Mr Abbot said.
Arts centre proposal
Chelsea wins award
By DAVID HILL,
Local Democracy Reporter
Waimakariri hopes to lead the way in
performing arts.
Rangiora HighSchool wants to build a
state of the art performing arts centre to
grow its booming arts and music
programme and to supportthe wider
community’s ambitions.
The school’s business manager David
Lowe and head of music, Sophia
Bidwell, made arequest for funding
during apresentation to the
Waimakariri District Council
community and recreation committee
meeting on December 12.
The school’s board of trustees
proposed building an 800seat
performing arts centre with classrooms
and breakout rooms, at acost of $1012
million.
‘‘In New Zealand we do sportvery
well, but we could be leading the way in
providing something in whicharts takes
centre stage,’’ Ms Bidwell said.
‘‘We want it to be more than
grassroots, but something all people in
our community have an opportunity to
be apart of.’’
She said the school was putting a
greater focus on arts and music.
About 250 students planned to do year
9music next year, ‘‘which is an
incredible amount’’.
The largest performing arts facilities
in the district included the auditoriums
in the Rangiora Town Hall and at
Kaiapoi High School, whichhad seating
for around 350 people.
‘‘The town hall is agreat space, but
this is the next step,’’ Ms Bidwell said.
Mr Lowe said the school hall needed to
be replaced as it was ‘‘gettingold’’ and
was too small for aschool of nearly 1700
students.
The Ministry of Education supported
its replacement as part of the school’s
master plan, proposing to fund $23
million towards anew hall.
The board proposed to fund$23
million from reserves, with the balance
to be raised from grants and fundraising.
‘‘The hall only seats 350, which is not
enough for even oneyear level,’’ Mr
Lowe said.
‘‘We had our year 9/10 prizegiving last
week and it was embarrassing, with the
audienceflowingout into the foyer.’’
Mr Lowe said the school hoped to
build the facility over the next two or
three years and invited to council to
consider contributing to the cost of
building acommunity facility.
‘‘It is the next thing we want to get
done, so we are alittle bit impatient for
it.
‘‘We want to engage architects next
year and get on with it.’’
The council’s community and
recreation general manager, Chris
Brown, said the council’s arts strategy,
developed earlier this year, identifieda
need for additionalarts space.
He recommendedthe school make a
submission to the council for
consideration as part of next year’s
Rangiora local Chelsea Houghton is
the 2023 recipient of the Institute of
Directors (IoD) Canterbury First Steps
in Governance Award.
The award provides young
professionals with firsthand
experience on anotforprofit board.
Ms Houghton has expertise leading
strategic communicationsand her
governance experience to date
includes Marian College Board of
Trustees, with previous roles as chair
of the Takahē Collective Trust and a
board member for Kidsfirst
Kindergarten.
Through her business, Grow
Creative, she is buildingacooperative
organisation that provides aplatform
for freelance creatives to collaborate,
gain experience, and receive
mentorship.
‘‘I believe Ican offer boards
innovative leadership and clear
communication models,’’ she says.
APhD candidate at the University of
Canterbury, Houghton is investigating
the impact of platformisation on arts
organisations.
Her research has been supported
through University of Canterbury
Scholarship, Aho Hinātore, and she has
been conductinginterviews and
surveys with organisational leaders
across Aotearoa about the way
platforms have changed their models of
work, funding, andcultural production
models.
Ms Houghton says her experience
has given her the confidence to
contribute to the success of other
businesses.
‘‘My work with startups in various
stages, andindustry membership,
underscore my dedication to fostering
innovation within the organisational
and community spheres.’’
As the winner of the Canterbury First
Selection panel chair and IoD
says Houghton’s grounded focus,
combined with her research,
illustrates her desire to make a
difference on boards.
‘‘As boards increasingly seek new
and unique insights and expertise to
set them up for the future, there is no
better time to be stepping into
governance.
‘‘We hope that Chelsea’s research
insights, leadership potential and
strategic background will bring new
ideas to the LFBIT board, especially
today as stakeholder values continue to
impact organisational culture and
decision making, where
communication is key and the board
will have the opportunity to draw from
her strengths in this space.’’
The selection panel believe Ms
Houghton will be an asset to the Laura
Fergusson Brain Injury Trust board,
and in turn, hope that she will broaden
her skillset, laying asolid foundation
for afuture in governance.
