Gleaming attraction ... Some of the hundreds of custom cars on show at the Muscle Car Madness event in Rangiora last weekend.
Petrolhead heaven attracts thousands
By JOHN COSGROVE
The 34th Trillo Metals Muscle Car
Madness event in Rangiora was one of
their biggest ever, Craig Stare, a
spokesman says.
‘‘Saturday would have to be one of
our biggest days in the history of the
event.’’
The crowds were huge and the
weather was great despite the wind.
Craig does not know how many
custom, veteran, vintage and modern
muscle cars were on show as yet, but
they overflowed and filled an extra
display area set up in case there were
more than they could cater for in the
main arena.
‘‘We had over 2000 people staying for
the three days of the event, and many
hot rod clubs used it as achance to
celebrate anniversaries.’’
had strong numbers on display.
The lure of seeing hundreds of cars
he had never seen, or heard of before,
plus all the custom modifications, was
what tempted aCanadian car restorer
to travel down under to attend the
Muscle Car Madness.
It also gave Richard Tremblay of
Quebec the opportunity to see one of
At the start of the century Richard
‘‘It had taken me nine years to put it
all together, manyofthe body panels
were rusted out, but back then you
could still buy them easily.
‘‘Now they cost awhole lot more as
supplies have dried up.’’
Former Bunnings building leased
By ROBYN BRISTOW
Bargain Chemist and City Fitness are
moving into the former Rangiora,
Bunnings building, on the corner of
Queen and Victoria Streets.
Bargain Chemist will lease 833 sqm and
City Fitness 1078 sqm.
Bargain Chemist’s new store is set to
open mid next year.
The building was sold recently to local
investor Cantcomm Ltd, by Nick Doig and
Noel Gilchrist of Colliers in ashort offmarket
campaign that attracted four
offers.
The property covers 4500 sqm across
multiple titles. This includes the main
building, afurther outdoor area of 454
sqm and afurther 606 sqm available on a
neighbouring building.
‘‘The buyer, Cantcomm Ltd, is
undertakingafull refurbishment,
including aseismic upgrade and
reconfiguration into the two tenancies,’’
Mr Doig says.
‘‘With very limited vacancy for medium
to large format retailers, there’s still
unsatisfied demand for space in this everexpandingcatchment.’’
Richard said he put the car up for sale
and received acouple of offers,
including one from Nelson, New
Zealand.
‘‘The guycalled me up, and Iwas abit
doubtful at first, thinkingitwas ascam,
but he asked me to check him out.
‘‘Then after afew calls and aSkype
session, Ichose to sell him the car for
less money than what afather in acity
nearby was offering for the car, to give to
his collegebound son.’’
The owner in Nelson later invited
Richard to come out and experience the
Muscle Car Madnessand the Top of the
South Motor Show in Nelson.
Richardsays he’sbeen amazed at the
scale of the show.
‘‘Thereare so many cars here I’ve
never seen before, and it’s been fun.’’
Steve South, owner of an XR6 Ford on
show at the meeting, says he comes
every year to the event.
‘‘It’s agreat way to talk to people, to
hang out with likemindedpeople, and
havefun.’’
Tony Johnson, of Sanson, brought his
show stoppingBadBMC V8 burnout car
back to the show after organiser Craig
Stare had invited him down last year.
‘‘I love the event.
‘‘Thereare so many cars on show here,
decided to come back.’’
Aplanned upgrade of the public car
park immediately adjacent to the
building, that will improve links to the
Farmers department store and High
Street retail precinct, will enhance the
site, he says.
Cantcomm’s Harry van Tongeren says
Rangiora has asignificant commercial
sector, and retail is ‘‘considered to be in a
strong growth mode’’.
‘‘The property we bought provided
opportunities to target both the retail and
commercial sectors.
‘‘As aproperty of size and scale, the
issue was to look at acosteffective repair
strategy, and arevised presentation to the
marketplace.
‘‘It was asolid opportunitytoadd our
skill set too,’’ Mr van Tongeren says.
Bargain Chemist director Peter
Shenoda says the new store will not only
meet the community’s healthcare needs,
but also create local jobs and contribute
to the economic development of the
region.
‘‘We see Rangiora as an excellent
opportunity to strengthenour
commitment to enhancing the health and
wellbeing of New Zealanders.
The North Canterbury Rodders
member says there were possibly 30 cars
from the club on show there over the
weekend.
‘‘It’s agreat way to spendtime with
friends and people interested in cars.
‘‘Our store will not only offer awide
range of pharmaceuticals and healthcare
products, but will also focus on health
education and community engagement.
‘‘We plan to collaborate with local
organisations and healthcare
professionals to promote wellnessand
healthy living with the community,’’ Mr
Shenoda says.
Earlier this year, Doig and Gilchrist
sold the 700 sqm BNZ site on the corner of
High and Ashley Streets in Rangiora for
$2.075 million which is being developed
into aretail and office complex.
Mr Gilchrist says Rangiora remains the
preferred option for small and large
retailers looking to establish in North
Canterbury, as the population continues
to grow, new residential developments
come onstream and buildings now under
Neighbours raise the alarm
Rochelle Price and Alastair Hiatt’s lunch
break was cut short last Saturday when
neighbours rushed in telling them their
paddocks were on fire.
‘‘By the time we got outthere it was full
on, the balage was ablaze,’’ says Rochelle
who farms with her partner Alastair, on
Domett Road, in North Canterbury.
‘‘We are extremely grateful for our
neighbours and the Cheviot fire brigade
who were on the scene very quickly to fight
the fire.’’
Rochelle believes it might have been
caused by sparks from acar trailer passing
by which lost awheel and axle.
The fire was pushed along by astrong
norwest wind and burnt over 50 hectares
of farmland on both sides of the Hurunui
River.
Rochelle praised the work done earlier
by her son topping long grass in the
paddocks, which she says helped slow the
speed of the fire.
‘‘Without his work we might have lost
everything,’’ she says.
‘‘We did lose alot of stored baleage,
fences, yards and trees, but it could have
been worse without the kind help of our
neighbours and volunteers.’’
One of her neighbours across the river
was away up north, and so other
neighbours quickly opened up his pump
shed to save it from the fire.
Fire and Emergency NZ (FENZ) were
called to the fastmoving vegetation fire
burning between State Highway 1and the
mouth of the Hurunui River, south of
Cheviot, shortly after 1pm.
Five helicopters worked on the fire in
support of ground crews with 16 fire
trucks, and tankers and acommand unit.
Heavy machinerywas also brought in.
One crew of firefightersand digger
operators watched the fire overnight,
working until dark to put out pockets of
active fire and strengthening the
containment lines around the fire ground.
On Sunday morning, 25 firefightersplus
digger operatorsreturned to continue the
mopping up operation.
The fire began on the side of SH1, and its
cause is under investigation.
FENZ fire investigators are
continuing their work to determine the
cause of the devastating Loburn fires of
January 19 which destroyed two houses, a
converted church, 10 sheds, anumber of
cars and machineryand burnt about 10ha
of farm land and forests.
First day of school for
mum and herdaughter
ByROBYN BRISTOW
It has been aspecial week at
Greta Valley School for the Pugh
family.
As Rebecca Pugh began her
first day as Principal of North
Canterbury’s Greta Valley School,
Grace, her fiveyearold daughter,
startedher schooling journey at
the same school.
‘‘It has been very exciting,’’ says
Rebecca.
Rebecca feels privileged and
lucky to have the opportunity to
lead such an amazing school.
‘‘Our community is super
supportive, we have fantastic
students and passionate
teachers,’’ she says.
‘‘It is aneat wee school to be
principal at,’’ she says.
Prior to her appointment,
Rebecca taught in the junior
room for two years, and when the
principal retired she took up the
challenge of applying for the role,
and was appointed.
As ateaching principal she will
return to the junior room on
Thursdays and Fridays.
Rebecca says the community
had worked hard to ensure athird
teacher could be employed to
keep the class sizes down at the
school.
She says she is lucky to be
taking the reins of aschool that as
functioning well, and where
students had amazing
opportunities.
‘‘I am very excited for the future
of Greta Valley School,’’ she says.
Bridge to be repaired
By SHELLEY TOPP
AWaimakariri District
Council decision to repair a
pedestrian bridge over the
CustRiver has been given the
thumbs up by the surrounding
community.
The bridge, which crosses
from Bridge Road to
O’Roarkes Road, in Fernside,
had fallen in to disrepair in
recent years.
It provided asafe
alternative route for children
in the community walking or
cycling to Fernside School,
compared to the Swannanoa
Road route where they run
the gauntlet of fastmoving
morning and afternoon traffic
every day.
The bridge also provides a
vital link for the many
individuals using the Cust
River stopbank loop for
walking, running, cycling and
horse riding.
Work on the bridge, has
begun and includes repairing
and painting the damaged
stanchions (frames forming a
support or barrier) and
handrails.
CORDE, acivil
construction, regional asset
maintenance and water
infrastructure company,
owned by the Selwyn District
Council, will do the work.
The bridge will remain
open to pedestrians during
repairs with scaffolding to be
installed and awalking area
delineated for pedestrians.
It is believed the bridge was
built sometime after 1929.
It was previously aroad
bridge for vehicle use, but
was closed off to traffic in
2006 when it became a
pedestrianonly bridge.
Road funding sought
By DAVID HILL,
Local Democracy Reporter
Funding is being sought for the
Hurunui District Council’s repair
bill from two weather events last
year.
Councillors voted at Tuesday’s
council meeting to debt fund road
repairs from storms in July and
October and to seek funding from
Waka Kotahi New Zealand Transport
Agency to meet abill of $520,000.
Chief operations officer Dan
Harris said the damage caused by
heavy rain in July, and the October 14
wind storm, was beyond the capacity
of the council’s emergency works
fund.
If the criteria was met, the council
would seek $314,000 from Waka
Kotahi.
This was based on a52percent
contribution, which could be
increased to 72% due to the budget
blowout.
Because of the budget blowout,
council staff have focused on making
the roads safe, Mr Harris says.
‘‘Many slips and slumps occurred,
and remedial action is now required
to ensure repeat occurrences are
prevented.’’
July’s heavy rain and snow caused
widespread disruption, with
multiple slips and drainage
overflowing,
October’s election day winds
caused widespread damage,
particular in the southern part of the
district around Amberley, including
power outages.
Mr Harris said repair works will be
completed by the end of May next
year.
The council has responded to five
major events in the last 18 months,
leading to total repair bill of $1.65
million.
Waka Kotahi had agreed to fund
$223,000 towards a$430,000 repair
bill following aheavy rain event at
Lake Sumner in July 2022.
Fundingwas also being sought for
other weather events in February
and July last year.
Heavy rain in February incurred a
repair bill of $200,000, while erosion
at Claverley Road, north of Cheviot,
led to arepair bill of $500,000.
Mr Harris said repair bills from
weather events were agrowing
headache throughout the region.
‘‘Roading costs in Canterbury have
effectively doubled, so it means we
need to find twice the amount of
money.
‘‘Costs for road repairs far
outweigh anything we have seen
before.’’
‘‘They have played with an
incredible range of prominent
Bluegrass and Americana artists and
have played at avery long list of
festivals in the USA and
internationally.’’
The band, which was named for the
sassafras tree, an indigenous,
deciduous tree that grows in North
Carolina, has been performing
together for 27 years and enjoys
paying homage to the ‘‘father of
incorporates elements of other
musical styles into Bluegrass such as
Rock and Pop.
bandmates if they would be interested
in taking the band over to do amusic
tour along with sightseeing and
fishing and they were mad keen,’’ he
says.
This year’s tour begins in Tauranga,
Balcairn Hall concert on Saturday
February 17, beginning at 7.30pm.
6 The
OPINION
North Canterbury News, February 1, 2024
Around the electorate with
STUART SMITH MP FOR KAIKOURA
Optionsexplored for
ferry replacement
The ‘blue highway’ between the
North and South Islands is currently
served by afleet of five ships in the
Cook Straight.
This includes three Interislander
ferries and two BlueBridge ferries.
The latter are privately funded
and run agood service without any
taxpayer assistance.
The previous government
committed to replacing the taxpayer
funded Interisland fleet with mega
ferries and portside infrastructure,
otherwise known as the iRex
project, to the tune of $775m.
This budget has subsequently
blown out to nearly $3 billion —a
quadrupling of the original cost.
Only 21% of the $3b was allocated
to the replacement of the ferries
themselves, and the only option for
our incoming government was to
refuse the original addition funding.
We have since set up an expert
advisory group to provide
independent assurance on how to
proceed with the ferry service, and
end the previous government’s poor
project management.
An additional concern was the
likelihood of further costincreases
effecting our ability to bring the
books back in order, something
voters can rightly expect to be
addressed.
Time critical decisions such as
replacing the aging ferry service
still need to be well informed, well
planned, well researched, and
sustainably funded to ensure asafe
andreliable ferry service across
Cook Strait is available in the long
term.
Supporting freight delivery,
businessgrowth, export
development and tourism, it is vital
to get this decision right, noting that
we all want to see acosteffective
solution that increases our
infrastructure resilience.
Of course, there are other options
for taking some of the freight off the
road with the added benefit of
lowering emissions as well, and
theseneed to be carefully
considered as part of an overall plan
to maximise the country’s potential
economic growth and development.
Working with the community and
businesstoexplore some of these
options will be acritical to future
success.
Ratesmay rise 8.94%
By DAVID HILL,
Local Democracy Reporter
Waimakaririratepayers are set for a
rates hike of nearly nine percent.
Planning for growth, tackling
inflation and preparing for adverse
events are set to featureinthe
Waimakariri District Council’s 2024/34
Long Term Plan.
Council staff proposed arates rise of
8.94% at the opening session of Long
Term Plan deliberations on Tuesday
morning (January 30).
Finance and business support
general manager Nicole Robinson says
the district’s population is expected to
grow from 70,000 to 82,075 by 2034,
requiring around 4950 new houses,
based on Statistics New Zealand’s high
growth scenario.
‘‘That equates to 495 houses ayear
and we are already trending towards
700 consents for new houses this year.’’
To support growth, major projects in
the Long Term Plan included the
proposed Rangiora Eastern Link Road,
an extension of the Rangiora Library
and Civic Centreand completion of the
Southbrook Sports Club facility and
Mainpower Oval developments.
She said staff identified 21 potential
risks over the next 10 years, including
natural disasters, climate change,
inflation and changes from central
Government.
The council planned to establisha
permanentinfrastructure recovery
team this year to manage the growing
number of adverse events the district
was facing.
While inflation peaked at 7.3% in
2022, it was expected to drop to around
2.2% next year, allowing staff to predict
rates rises will drop below 5% from next
year.
But Ms Robinson urged caution in an
uncertain economic environment.
‘‘If we were to see ahigh inflationary
environment continue it would have a
huge impactonour expenditure.’’
The impactofhigh interest rates
meant several large projects including
ahydrotherapy pool for the Kaiapoi
Aquatic Centre and proposed cycle way
projects were being deferred to reduce
the impactonratepayers.
The proposed Kaiapoi to Woodend,
Rangiora (Southbrook) and Woodend to
Pegasus cycle ways were due to be
funded as part of the previous
Government’s Transport Choices
funding.
But the fund has been canned by the
new Government.
Chief executive Jeff Millward said
there is cause for optimism.
Credit rating agency Standard and
Poor's has confirmed the council’s AA
longterm rating and A1+ shortterm
creditrating with astable outlook.
An A1credit rating with the
additional plus (+) sign means the
council’s ability to meet its
commitments is ‘‘extremely strong’’,
according to the Standard and Poor’s
website.
The council is still paying off its
earthquake recovery loan from the 2010
and 2011 quakes, but Mr Millward says
the council is in astrong position.
‘‘We have enough head room for not
one, but two major adverse events.’’
The council’s deliberations are
scheduled to finish on Thursday, with
councillors meeting again on February
27 to adopt the draft Long Term Plan for
consultation.
Infrastructure needs to keep pace with housinggrowth
By DAVID HILL,
Local Democracy Reporter
Investment is needed in North
Canterbury’s infrastructure to support a
growing housing market.
Bayleys Rangiora and Hanmer Springs
manager Ross Ditmer says the Woodend
Bypass, the proposedRangiora Eastern
LinkRoad and the Skew Bridge upgrade
(west Kaiapoi) are vital to the region’s
prosperity.
‘‘We’ve got Rangiora opening up, with
the Bellgrove subdivision under way, but
weneed that road treatment.
‘‘It is chicken and egg stuff. We’ve got to
future proof it otherwise it is going to
becomeanightmare.
‘‘The Woodend Bypass is huge, and for
Amberley it will make it easier and more
attractive to commute to Christchurch for
work.’’
Statistics New Zealand’s high growth
scenario suggested Waimakariricould
grow from 70,000 to 100,000 over the next
30 years, with the bulk of the growth
expected to be in Rangiora and Kaiapoi.
The proposed WaimakaririDistrict
Plan, which is expected to take effect
later thisyear, is set to open up 200
hectaresofland for housing in Rangiora
and 97 hectares in Kaiapoi.
The Government has indicated the
Woodend Bypass is apriority for this
term of Parliament, as part of its roads of
national significance policy.
WaimakaririMayor Dan Gordon said
the Eastern Link Road and Skew Bridge
upgrade will be included in the 2024/34
Long Term Plan.
The Eastern Link Road has been
designated in the Waimakariri District
Plan and the council has applied to Waka
Kotahi New Zealand Transport Agency
(NZTA) to share the $37.9 million bill.
‘‘We will be giving ratepayersthe
choice if they want us to get on and fund
it without NZTA funding, or whether we
should wait,’’ Mr Gordon said.
Without NZTA funding, the full amount
would be loan funded and cost
ratepayers$30.67 per property per year
over around 30 years, compared to $15.03
with the subsidy.
The Skew Bridge upgrade is estimated
to cost $11 million price tag and would
cost ratepayers around $10 per year
without NZTA funding, Mr Gordon said.
‘‘The bridge is at the end of its life and
it will make ahuge difference to our
community when it is upgraded and it
will help address congestion.’’
Aircraft honours aspecial man
By JOHN COSGROVE
Sierra GulfMike –taking off runway 25.
With that simple call over the
airwaves, the latest addition of the
Canterbury Recreational Aircraft Club’s
fleet of aircraft, took to the air recently,
marking the final chapter in one
member’s long association with the club.
Club member and enthusiastic
aircraft builder Graeme Main, the GM in
the aircraft’s registration number, sadly
didn’t live to see the first flight of SGM.
He died in June, 2023.
He approached the clubseveral years
ago with the idea of membersbuilding a
TCP Savannah Slight aircraft.
This project would give members
experience in gaining handson skills in
building an aircraft kit while learning
how one goes together, he said.
The skillsgained would allow
members to carry out their own
maintenance in the future, savethem
time and money and provide enjoyment
along the way.
Graeme also pitched the idea as away
of building club spirit through sharing
the joy of building somethingtogether.
And so late in 2022, alarge crate
arrived from the TCP factory in Italy,
containing one kitset aircraft, all the
aluminium and steel parts already
shaped, and abig bag of rivets, plusa
very large and detailed manual on how
to build it.
What came later from local sources
were the Rotax 100HP engine,
propeller, radiator, and paint.
The labour came from acore team of
keen aircraft builders from within the
club, helped out by many of the club's
260+ members.
Former club president and member of
the building team, Doug Anderson says
Graeme was an advocate for selfbuilt
planes.
club.
PHOTO: JOHN COSGROVE
‘‘He loved the Savannahs, they are a
verycapable and avery forgiving
aircraft to fly.
‘‘The many owners of Savannahs here
in the club have done alot of work to
their aircraft, modifying them with
factory approval to suit the New Zealand
flying conditionshere. But Graeme just
loved building them.”
For all who took part in the build,
Doug says there is astrongsense of
achievement.
‘‘Many members worked long hours
riveting and constructing the frame and
skin.
‘‘We all followed the book very
carefully and were well aware of the
high degree of safety we built into this
aircraft because we want to know it’s
safe when it flies carryingclub members
and the public on trainingand
sightseeing flights.’’
The core team worked mostly on
weekdays, and once it was assembled,
first it was inspectedbyaninspection
authority, then the Civil Aviation
Authority inspectedthe aircraft, and
finally it was approved and allowed to
fly.
Doug says it's agood aircraft for the
club to have on hand to introduce flying
to people.
IndigoArtist
at Rangiora
By SHELLEY TOPP
ACentral Otago artist visiting Rangiora has
praised the ‘‘fabulous’’ Chamber Gallery
and thanked the Waimakariri Community
Arts Council for its role in managing it.
Megan Huffadine was speaking at the
opening of Indigo Artists, anew exhibition
at the Chamber Gallery by Indigo Artists, an
informal collaboration of eight artists who
all live in Central Otago.
‘‘This gallery is gorgeous, it is
wonderful,’’ she says.
‘‘The juxtaposition of the gallery and the
library is fantastic. Down home we don’t
have anything like this.
‘‘I think your community is really lucky to
have agallery like this, and to have such
great community and council support for
it.’’
The Indigo group of artists is Megan,
Shaun Burdon, Nigel Wilson, Jillian
Porteous, Lynne Wilson, Rachel
Hirabayashi, Judy Cockeram and Luke
Anthony. They came together when looking
for anew way to support each other and
show their work together.
Their work covers awide range of media
including ceramics, painting, drawing,
sculpture and mixed media. Their subject
matter is also wide ranging and includes
reflections on the landscape, flora, fauna,
environmental concerns and local history
through to aesthetic and philosophical
considerations.
‘‘We have all known each other for along
time,’’ Megan says. The group works as a
collective with each member contributing
different skills, which makes organising
exhibitions much easier than solo shows.
‘‘There are no spring chickens in the
group either, and we are all stillworking
which is pretty special, Ireckon,’’ Megan
says. Indigo Artists opened at the Chamber
Gallery and runs until February 29.
HOT SPELL CONTINUES, PLEASE KEEP CONSERVING WATER
The recent vegetation fires in Hurunui are strong reminders that this hot sunny kiwi summer comes with its risks.
Now isagood time toremind everyone in the district that it's important to keep conserving water, for two reasons.
Firstly, tosafeguard our aquifers and rivers, and secondly, tohave emergency water supplies available for our fire
crews, should they need it. Tips for conserving water can be found on our website. It’s always greatly appreciated
when guidelines around water restrictions are followed, which are implemented by Council soour precious
resource can bepreserved.
How you recycle your glass inHurunui will remain the same until 2027, despite new national standards being
introduced by the government.
Led bythe Ministry of Environment, under the Transforming Recycling legislation, most councils around New
Zealand will be standardising the way their recycling and organics are collected, from Thursday February 12024,
which includes kerbside glass recycling. Hurunui District Council isone of three councils exempt from this change
until 2027.
Please continue to take your glass tothe transfer stations, unless you live in Hanmer Springs where kerbside
glass recycling does happen. For more information, please visit Hurunui District Council’s website, and search
Bird Song project grows
By SHELLEY TOPP
The Christchurch couple who
anonymously donated $100,000 to
Hurunui's Birdsong Project are
‘‘impressed’’ with the community
support it is receiving.
Since work began on the
restoration project at Scargill
Motunau Recreation Reserve, in
Greta Valley, last winter,
community membershave
contributed more than 300
volunteer hours planting around
2000 native plants.
The reserve, which has been
owned by the Hurunui District
Council since the middle of last
century, is already highly valued in
the community for the sports
facilities, the established exotic
tree plantings, the walking tracks
and the community hall.
The council’s water and land coordinator
Rima Herber says the
restoration of the wetlands and
stream areas will contribute to the
beauty of the reserve and create a
balance between the exceptional
exotic plantings and the native
biodiversity indigenous to the
area.
‘‘The Christchurch couple
wanted to put money towards a
project that had both community
and environmental outcomes,’’
Rima says.
‘‘Birdsong turned out to be
exactly what they were wanting to
support, and they have been very
impressed with progress and with
the wonderful community support
the project has received.
‘‘The reserve is the perfect home
for such awonderful community
investment, abeautiful destination
with tracks through mature oak
Community support ... Volunteers at aplanting day for the Birdsong
Project at the Scargill Motunau Recreational Reserve last year. PHOTO: SUPPLIED
and redwood forests, extensive
stands of various conifers, and a
view point across the Scargill
Valley to the mountains beyond,’’
she says.
‘‘As acontribution to the
environment, giving money to
community groups is agreat way to
maximise outcomes, as so much of
the labour input is given
voluntarily and the money gets
stretched to the max.’’
Environment Canterbury has
donated about 1400 plants for the
project. The Birdsong Trust, which
oversees the Birdsong Project, also
bought plants from Goughs
Nurseries in Swannanoa
The Birdsong Project ‘‘has the
potential to continue on all the way
down to Scargill, and eventually
the Ti Papa Stream will have
native vegetation present over long
stretches, continuing on from the
work already achieved in the Greta
Valley township’’, Rima says.
‘‘This will be alongterm
undertaking, and if the project can
source the required funding, it will
continue indefinitely over many
decades.’’
Volunteers say afavourite part
of the project is people of all ages
joining in, from youngsters
enjoying the learning experience,
to more senior members of the
community who had planted trees
in the reserve 50 years ago.
Birdsong Trust cochairperson
Jo Loe says care has been taken to
only plant species that flourished
in the landscape before humans
arrived, creating aplace where
birds and other native ‘‘critters’’,
will thrive, and people can connect
with nature.
Healthcare decisions
needed at local level
By DAVID HILL,
Local Democracy Reporter
North Canterbury’s Mayors
are calling for ‘‘local
accountability’’ to return for
healthcare provision.
Waimakariri Mayor Dan
Gordon and Marie Black, of
Hurunui, have welcomed a
suggestion by Health
Minister Shane Reti that
some health decisionmaking
will return to the
regions.
District health boards
were scrapped 18 months
ago to form Te Whatu Ora /
Health NZ and the Māori
Health Authority with the
aim of ending geographical
differences in the care
people were receiving.
On Radio New Zealand last
week, Dr Reti said some
aspects of healthcare needed
to be centralised, but he did
not elaborate on how much
local accountability would
be restored. There would be
no return to local district
health boards, and the Māori
Health Authority would be
scrapped.
While the old district
health board structure
‘‘wasn’t perfect’’, Mr Gordon
says he could raise concerns
with the board chair and
chief executive. ‘‘What I am
hearing from the new
Minister is encouraging.’’ He
said Dr Reti was aware of
communities like
Waimakariri with high
growth across the board.
‘‘Access to health care is a
high priority for our
residents.’’
Mr Gordon said he was
unsure what the
announcement meant for the
future of the Waitaha
Canterbury PHO (Primary
Health Organisation) board.
‘‘As deputy chair of the
Waitaha PHO board I am
well aware of the demands
on our health practises. I
think some of the key local
priorities are to ensure
access to after hours
healthcare and the staffing of
our medical facilities with
doctors and nurses to help
our under pressure medical
practises.’’
While she would welcome
areturn to local decisionmaking,
Mrs Black said ‘‘the
devil will be in the detail’’. It
made sense to centralise
aspects of the health system
if it produced better
outcomes, such as reducing
wait times and getting
resourcing to where it was
needed. But having local
people closer to the decisionmaking
tended to lead to
better outcomes for local
communities.
‘‘It is about getting the
money on the ground, so we
can make abetter difference
to the people in need.’’
The Partners of Helmore Stewart are pleased
to announce that the firm has changed its
This change recognises the firm’s roots in
the founding partner, George Helmore who
commenced practising law in Rangiora in
1884.
As the community has grown so has the firm.
Helmores has worked hard to become one
of the most respected law firms in the region,
with an experienced team providing awide
Waipara River transformed
By ROBYN BRISTOW
Aproject clearing 15km of mature trees
from the Waipara River riverbed between
the coast and State Highway 1has
transformed its journey to the sea.
The targeted weed control project, and
native plantings were partfunded by
central government shovelready funding.
It has enhanced flood protection and
biodiversity, thanks to targeting species
such as crack willow, poplar and pine
trees.
The river has long been ajewel in the
North Canterburycrown, owing to its
natural, cultural, social and economic
assets of the river.
It is also an important resource for
mahinga kai, the river mouth and hapua
have been ranked as national to
international significance for threatened
species by the Department of Conservation
and it has an extraordinaryfossil legacy.
The project also provided an
opportunity to secure aformer landfill site
that was at risk of erosion, through rock
work and willow planting using sterile
clone species.
Environment CanterburyNorth
Canterbury/Ōpukepuke Councillor Claire
McKay says it is an important programme
which, at its core, is about keeping the
community safe.
‘‘This project has been extremely well
received by locals, as it has provided
immediate flood protection benefits to the
Waipara community as well as broader
environmental benefits. They are also
excited to see the significant change at
ground level with the removal of large
tracts of invasive willows that were widely
considered to be an eyesore, Cr McKay
says.
Noninvasive, shortlived poplar species
have also been planted in one area to slow
future flood waters. They are supported by
native plantings underneath, to encourage
selfseeding and eventual takeover of
native plants —aconcept proven
successful on the Waimakariri River berm.
The work programme supports climate
change resilience and aligns with the
Waipara River Management Strategy
developed with Hurunui District Council
nearly 10 years ago. Hurunui’s water and
land coordinator Rima Herber, says
aerial photos now show amore natural
braiding of the river and Weka Creek,
reducing flood and erosion risk, and part
of forward planning for climate change.
Cr McKay says the project has made a
dramatic change to the landscape.
Prohibited
Aprohibited fire season has been declared in the
Canterbury area covering the Waimakariri, Hurunui,
Kaikoura and Selwyn Districts, and Christchurch City.
It began at 11.59pm last night (Wednesday, January 31).
This means no openair fires are allowed and all fire
permits are suspended.
District Commander Dave Stackhouse says there have
been several fires in Canterbury over the past few weeks,
and there is little to no relief forecast for the next two
months.
Hot, dry, and windy weather is expected to continue,
causing vegetation to dry out.
In these conditions fires spread quickly and are hard to
control.
Avoid doing any works that may cause sparks during the
heat of the day and always have away to extinguish any
fire that may start, he says.
People should also be prepared to evacuate their
properties if they are threatened by wild fire.
Four North Canterbury
charitable organisations and a
sports team have benefited
from another bumper vintage
donated equally to Canterbury
Tail Animal Rescue, based at
Eyrewell Forest, the Dementia
Support Group in Oxford, and
CompassFM’s ‘‘Handbags For
Hope.’’
The Rangiora St John
items to raisefunds for its
work, and Northern Phoenix
Dragon Boating were also given
Women in Forestry
Women in Forestryisheading to
Christchurch this year, and one of its main
conference activities will be hosted by the
Seftonbased logging family, Brand
Logging.
This is the first time the WIF event has
been held in the South Island, and founder
Sarah Davis says it is agreat opportunity to
meet their South Island members and to
raise awareness of the role women play in
the forestry industry.
‘‘While nationally there are arelatively
small number of female forestry business
owners, they do however employ alot of
staff in the industry. At WIF we focuses on
supporting them.’’
Women in Forestryisagrass roots
network of women working in the New
Zealand forestry industry, and looks at
ways to actively support female business
owners, who are often under immense
pressurerunning their businesses.
Sarah says there are almost 200 women
on their data base which is growing each
year.
She says she founded the group after
watching her mother work alongside her
father in the family’s logging business.
‘‘I realised we were working in small
communities —widely scattered across
the country —and in many cases couples
worked long hard hours to make their
businesses work.
‘‘The chances these women have to meet
others like themselves, share problems,
find mutual solutions and work towards
the betterment of the industry were very
remote, so with some friends we decided to
form Women in Forestry seven years ago.’’
The Women in Forestry event will run in
Christchurch from Thursday, February 29,
to Saturday, March 2, 2024.
The main day is Friday, March 1, with a
visit to Brand Logging at Sefton where
Gemma Brand will guide them through its
logging and forestry operations.
Sarah says Brand’s has created amajor
forestry operation, and also operate
multiple supporting business which
continue to service other forestry
businesses in the district.
These include mechanical repairs and
servicing, parts and achainsaw business.
‘‘We are excited to be heading to
Christchurch and see what’s happening
there.’’
Rangiora
Small lift in
export log
prices
Log price consolidation seen in the
last quarter of 2023 have remained in
January.
Allan Laurie, of Laurie Forestry,
says there has been asmall lift in
export prices, with domestic prices
remaining stable.
He says export prices could have
been higher at the wharf gate, but for
the hitting and bombing of Israeli
crewed vessels in the Suez Canal.
‘‘This now sees vessels taking the
extra 18 day voyage around the Horn
rather than run the risks posed by the
Suez option.
‘‘This in turn removes asignificant
component of larger vessel shipping
capacity,’’ he says.
It has also added US$3, per cubic
metre to aNew Zealand log export
charterer.
‘‘And that happened almost
overnight,’’ Mr Laurie says.
‘‘This combined with the Gaza strip
conflict and the ongoing Ukrainian
conflict ensuring oil prices have come
under upward pressure, and we have
shipping costs heading very much in
the wrong direction —ifyou don’t
happen to own alog vessel,’’ he says.
Mr Laurie says over the last four
months there has been ‘‘a quiet
creeping effect’’ on the CFR price in
China, climbing from US$115 to the
$128.
‘‘Given factors in China, which are
generally adverse in terms of the
broader economy, the current levels
are likely to be the mediumterm peak
and may struggle to hold.’’
Prices strong at fair
By JOHN COSGROVE
Strong prices wererecorded at the
annual Hawarden Ewe Fair last
Friday.
This was despite concerns about
the dry conditions which are starting
to bite impacting on the sale.
Therewereonly about8500 ewes at
the sale, down on previous years
when two days sales were often
normal to cater for the large numbers.
Rural Livestock livestock agent,
Hayden McCarthy, says they were
pleasantly surprised by the outcome.
He says the prices were up $20 to
$30 on what the sales team had
expected.
‘‘Two tooths did very well, with
prices ranging from $140 to $200,
while older cross bred ewes fetched
from $80 to $110.’’
But his forecast for the coming
months is not too optimistic.
‘‘In regards to Rural Livestock we
are backonstocknumbers and prices
like anyone else in the industry, and
now with it going dry, it could take a
while to see prices, especially for
sheep, lift.’’
grebe, announced the Bird of the
Century in 2023, was the focus of lots of
searching over the weekend.
The annual national pūteketeke
Australasiancrested grebe census,
organised by Rosalie Snoyink and Leslie
Jensen from Forestand Bird, was held
throughout the country over the
weekend.
This included searchinginsome
remote parts of the Hurunui district.
North Canterbury Fish &Game
Officer Matthew Garrick says staff were
in the Lake Sumner area foraplanned
compliance patrol to ensure anglers
were following the rules,when the
organisers asked for help.
‘‘Grebesare relatively rare in the
North Canterbury area, but they stand
out quite abit compared to other birds,
so we were able to search easily for them
while patrolling the lake.
‘‘We found four grebes on Lake
Marion, which is afantastic highcountry
lake ashort walk from Lake Sumner.
‘‘Sumner and the surrounding lakes
are definitely ajewel in the districts
crown and are well worth visit,’’ he says.
Mr Garrick said alot of people were
out in the area at the weekend, making
use of the many recreational
opportunities the area offers, and it was
great to interact with them and see them
out there.
‘‘Angling compliance was high among
those checked in the area, with only one
angler requiring follow up work.’’
Duck seasons starttoopen
The summer paradise duck season starts
on February 3, and runs to March 10.
Mallard season runs over two
weekends —the first on February 3and
4, and the second February 10 and 11.
The summerduck seasons only allow
hunting over agricultural grain crops and
green feed paddocks, and more than 200
metresaway from any waterbody.
‘‘Crop harvest is just getting under way.
‘‘A lot of peasand barleyhave started to
be harvested, and the recent hot weather
hasmeant it is looking good for farmers.
‘‘So, there will likely be good
concentrations of birds on freshly
harvestedfields,’’ says Mr Garrick.
He says to look for freshly harvested
crops or burned stubble fields,
particularly when they are close to bigger
lakes, wetlands, and irrigation ponds.
‘‘If you can’t find those, reach out to
some farmers, as they know the lay of the
land better than anyone,’’ Mr Garrick
says.
Hunters are encouraged to be mindful
of how they handle bagged birds if they
are spending along time out in the field.
The heat during summer can lead to meat
spoilage, so if able, place birds in the
shade and don’t pile them on top of each
other.
Hunters are reminded about changes
in firearms laws, around transporting
firearms, that came into affect in 2023.
To learn more about hunting
regulations, look at the Fish &Game
website, or call North Canterbury Fish
and Game at 03 3669191.

MAINPOWERWAISWIM PROGRAMME
TheMikeGreer HomesRakahuri Rage 6-hour mountain bikerelayracereturns on March10ththis year, offering
riders of all abilities the chancetorace on one of the area’s most popular single tracks.
After suffering from Covid lockdowns and adverse weather in recent years,
NC Sports is looking forwardtothe chancetoget the RakahuriRage back on
thelocal sporting calendar forthe first time since2021.
This year’s race is open
to up to 100 teams of 2-4
riders, aswell as 10 solo
riders. Thereare 10 team
categories ranging from
school and junior teams,
to corporates and “Old
Cranks” (over 50s), and
the event issuitable for
novice riders as well as
seasoned mountain bike
racers.
Event organiser Rosie
Oliver says one of the
key goals of the Rage is to appeal to thewider cycling communityand bring
family and friends together for afun day ofMTB riding. “There are alot of
racesout therewhereyou have to train hardand spend alot of money, which
is great, but wewant tocreate anevent that isachieveable for riders of all
skills and experience, where they don’t need an expensive bike or heaps of
training in order to take part.”
To be as inclusiveaspossiblethe RakahuriRage nowallows riders
of E-bikes to enter aspart ofateam. “E-bikes are helping to get
morepeople out cycling and allowing them to keep riding as they
get older, soitisimportantthey areable to take partinthese sorts
of events too,”saysOliver (who is an e-bike rider herself).
TheRakahuriRage is open to riders 12 years and older, with many
of these younger riders comingfromLoburnSchool, which enters
all its Year 8students as part of the William Pike Challenge Award.
Normally schools enterateam or twoofadults who ride with their
less experienced riders to give them advice and encouragement
around the course.
Entry fees are $35 for U18 riders, $55 for riders 18 years old and
over, and $85 forsolo riders. Each team getsspaceinthe transition
area for agazebo and with all the teams inclose proximity there is alot of
socialising as well as the competitiveracing.
This year’s eventhas again been well supportedbylocal businesses,
who provide some funding aswell asprizes and teams ofriders
for the event. Mike Greer Homes has been akey sponsor since
the first event in2015, as has Push Bikes and Flooring Connection,
with new sponsors joining the eventinrecentyears including New
WorldPegasus,Tranzit,Total Span, Brand Mowers &Chainsaws,and
McDonalds North Canterbury.
Allproceedsfromthe RakahuriRage areused to fund the MainPower
Waiswim Primary School Swimming programme which teaches
essential swimming and water safety skills to over 5,600 North
Canterbury children every year. The programme provides up to 10
subsidised swimmingand watersafetylessons foryear 0-8 students,
aswellastransportation to the local pool, withschools from Kaiapoi
to as far north asKaikourataking part.
Many of thetraditional funders forthis programme have restructed
in recent years, increasing the reliance onlocal sources and fund raising
activities by NC Sports. While MainPower and the Waimakariri District
Council arethe key sponsors,RotaryClub of Rangiora has becomeamajor
contributor, injecting $15,000 per year into the programmefor thelast four
years to ensureitcontinues reaching all schools and studentyeargroups.
The Rakahuri Rage
mountain bike race
has provided more
than $40,000 for the
swimming programme
from previous years and
NC Sport ishoping the
local community will
once again get behind
and support the race so
they can raise around
$10,000 again in 2024.
Canterbury Country tochallenge for Cup
By LINDSAY KERR
There were anxious moments for the
Canterbury Country cricket side before
it was able to confirm it will again
challenge for the national districts
Hawke Cup against Hawkes Bay, the
team which wrestled it off them earlier
in the season.
In its Zone 3final against Nelson,
played at Rangiora’s Mainpower Oval
last weekend, Country after being
comfortably on track chasing Nelson’s
325, found itself eight wickets down,
with 20 runs still to get.
Heading the chase were opener’s
Rhys Mariu and Archie Redfern who
posted 87, before Redfern and Harry
Chamberlain added 91 runs for the
second wicket.
Wickets then fell at regular intervals
before MacKenzie Smith batting at
number six anchored the remainder of
the innings, and was 42 not out at the
conclusion.
Earlier Nelson had batted for 130.1
overs scoring 325.
23
Will Hamilton produced the
outstanding bowling figures of 4/52
from 21 overs.
Scoreboard: Canterbury Country
326/8 (Harry Chamberlain 81, Archie
Redfern 73, Smith 42 no, Rhys Mariu
40, Fraser Sheet 25) beat Nelson 325
(Hamilton 4/52, Callum Cameron 2/28,
Sam Chamberlain 2/51).
Silvermedal for Cust’sMillie Chamberlain
By RACHEL MACDONALD
Cust’s Millie Chamberlain spent
Christmas in southwest China,
representing New Zealand in the China
Communications Construction Cup 2023
International Wild Water Canoeing
Open.
The young athlete returned home with
asilver medal.
Millie and the three other members of
the Kiwi team —River Mutton from
Tauranga, Dayla Ward of Nelson, and
Cambridge’sNick Collier —competed
against athletes from 14 other nations on
three different sections of rapids on the
Nujiang River.
Back on home ground, Millie says the
entire experience was something of a
culture shock.
‘‘None of us girls had visited China
before, and we did struggle with the
food. There was no Westernstyle food
available at all.”
She says it was also astruggle to keep
in touch with family, given China’s
closed social media policies.
‘‘Apart from that, the hospitality
shown to us was amazing. We were
treated like absolute royalty.’’
The event was broken into different
classes for short and long boats —the
short distance sprint, the 17km long
distance race, the extreme canoeing
slalom, and the taxing tiger jump
challenge.
The team showed that, while small,
New Zealand can hold its own on the
world stage.
Millie competed in the long distance
race, being pipped for the gold by China,
with Germany coming in third.
Nick also snatched silver in the men’s
tiger jump challenge, while River
achieved the same in the women’s
challenge.
aboutglass recycling
How you recycle your glass in Hurunui will
remain the same until 2027, despite new
national standards being introduced by the
government.
Led by the Ministry ofEnvironment, under
the Transforming Recycling legislation most
councils around New Zealand will be
standardising the way their recycling and
organics are collected, from Thursday
February 1 2024, which includes kerbside
glass recycling.
Hurunui District Council is one of three
councils exempt from this change until 2027.
Please continue to take your glass to the
