Rural ratepayers hit
hardest by projected rise
Call for

THE DISTRICT’S rural
ratepayers could be facing a huge
increase, with some potentially
paying thousands of dollars more
than they currently are.
Due to how rates are charged,
properties with a higher capital
value get a higher percentage
increase.
The council is forecasting an
average rate increase of 16 per
cent. Rural properties are at the
height of that scale and could
face up to a 17.5 per cent increase.
Council projections forecast
a rural property that has access
to water races and a restricted
water supply, with a capital
value of $11.3 million, will pay

the council is
projecting rates
of $22,266, an
increase of 46.8
per cent.

increase is disheartening.
“For some of these rural
ratepayers, we are not talking
about a $500 increase, it could
be $5000 to $10,000 for some of
these people,” Gliddon said.
“My problem is, what are they
actually benefitting from that?
They are just not seeing the
service from the council for an
extra $5000.”
Gliddon said there needs to
be a change in how rates are
charged.
“I think we need to be seriously
looking at changing our system
and investigating other methods
of rating.”

A FARMER has pleaded guilty to
two charges from Environment
Canterbury for breaching the
Resource Management Act.
Lawton Giltrap farms and
operates a vehicle-wrecking yard
on his Curries Rd, Springston
South, property.
He appeared in the
Christchurch District Court
where he pleaded guilty to two
charges relating to an incident in
November 2021.
An ECan spokesperson said
the first charge was for using
land in a manner that contravened
the Canterbury Land and
Water Regional Plan. Giltrap had
allowed stock unrestricted access
to the bed and banks of a river
within the Selwyn Te Waihora
sub region and any associated
discharge that was not at a permanent
stock crossing point,
resulting in pugging. devegetation
and exposed bare earth in
the bed, including the banks of
the river.
The second charge was for
permitting the discharge of dairy
effluent from a cow onto land
which may have resulted in that
contaminant entering the water.
A third charge, withdrawn
by ECan, was for grazing and
raising cattle on a property that
was over 10ha in the Selwyn Te
Waihora sub region phosphorus
sediment risk area without a
farming land use consent.
“Mr Giltrap has applied for a
farming land use consent,” the
spokesperson said.
Giltrap is scheduled to be
sentenced on April 12 in the
district court.

Guilty plea after breaching
of environment regulations

The Selwyn District Council is
also taking action against Giltrap
over a separate matter.

it relates to berms outside his
property being ploughed and
the operation of a car wrecking
business on rural land.
In January, district council
head of regulatory Susan
Atherton said an abatement
notice to address noncompliance
with the District
Plan had been issued.
Atherton would not say what
the non-compliance related to.
“The investigation is ongoing.”
She said the abatement notice
was issued in April last year and
has a compliance date of March
31 this year.
When Selwyn Times
telephoned Giltrap for comment,
he hung up.
Selwyn Times understands
blocked drains led to flooding on
other properties and waterways
being contaminated.
ECan is also investigating “an
incident” in July last year, but
would not say what it was.
The investigation has not
yet led to a prosecution, the
spokesperson said.
In October ECan also visited
the property after dead cattle
were buried in an incorrect
location.
“Our officers provided
advice to the landowner on
how to fix the issue,” the ECan
spokesperson said.
“We received confirmation that
remediation had been completed
on 6 November 2023.
“No further enforcement
action on this matter was
deemed necessary.”

AFTER CALLOUT
Lincoln firefighters were
verbally abused after they
were called to a house in
Lincoln where fireworks were
being let off. The brigade
responded to the Ormond
Rd address around 9pm on
Friday after a call from a
concerned neighbour. Chief
fire officer Richie Bee said
they were verbally abused by
the homeowners. Due to the
current conditions, fireworks
and sky lanterns are banned
across the Canterbury and
Kaikōura regions until further

community risk manager Dean
Harker said their team would
be speaking to the homeowners.
Harker said they can prosecute
people who breach fire bans, but
are yet to decide in this case.

Park, Prebbleton, for play this
winter.
The park, which opened in
June, was plagued with field
drainage issues last year, affecting
how much it could be used
by sporting codes.
A council investigation
revealed it was the health of the
soil causing the issues.

acres they would pay twice the
amount an urban house would,
but they’re actually benefitting
less. There’s no stormwater, no
rubbish collection, you’re paying
extra for water races, something’s
not right,” she said.

Gliddon also said how the
council charges water races
needs to be assessed.
Currently, it is charged as a
targeted rate for properties with
access to them, but Gliddon said
many farmers can no longer use
them effectively.
“With their farm environmental
plans, they can’t use these
water races. So they’re having
to pay thousands of dollars for
something you can’t use.”
Council manages approximately
1700km of water races
across the district.
Every ratepayer pays $45 towards
the operation of the races,
with those who access them paying
a targeted rate of $418 plus
$19.50 per Ha.
By the end of 2024-34 Long-
Term Plan period the amount all
ratepayers pay is set to increase
to $126 and the targeted rate is
set to increase to $740 plus the
$38 per Ha charge.
Gliddon said she is proposing
joining the land drainage rate,
water race rate and stormwater
rate into a pool, as opposed to
the current system of three different
targeted rates.
“If you proportion out then it
would be more beneficial, then

Call for on-demand bus service

A RESIDENTS’ association is
calling for an on-demand public
transport system, currently
proving successful in Timaru, to
be introduced in Selwyn’s three
biggest towns.
The Rolleston Residents
Association wants the Metro
MyWay to be used in Rolleston,
Lincoln and Prebbleton as a way
of getting people out of their cars
when travelling locally.
MyWay is an
on-demand bus
service, which
collects you from
anywhere and
does not have a
set route. Since
its introduction a
number of years
ago in Timaru,
it has proved

successful, to the point where it
recently had its hours extended.
Between October and December
2023, there were 63,880
MyWay rides in Timaru.
Association chair Mark Alexander
said improvements need to
be made to the current system to
connect the areas of towns, not
near bus stops.
“Rolleston has got geographically
quite large and only part
of it is serviced by public transport,”
Alexander said.
CATCH: The Rolleston Residents Association wants the Metro MyWay bus system to be
rolled out in Lincoln, Prebbleton and Rolleston.
“If you’re living close to Selwyn
Rd it’s a long way to the town
centre.”
Currently, a portion of
Rolleston is served by either the
Rolleston-New Brighton bus or
by the Burnham/Lincoln via
Rolleston bus.”
The association made a
submission as part of public
consultation for Environment
Canterbury’s 2024-34 Regional
Land Transport Plan.
The plan guides transport
investment within the region for
the next 10 years.
ECan is proposing a $10.8 billion
investment in the region’s
land transport network over
the next decade. Key projects
include a second Ashburton
River bridge, the Rolleston
flyover project and the Greater
Christchurch Public Transport
Futures Programme, which aims
to improve the connection between
the city and Waimakariri
and Selwyn, as well as light rail
in Christchurch. The association
believes a Selwyn MyWay should
be added to that list.
“If Rolleston had a MyWay service
then residents could use that
to travel within Rolleston and
link with other public transport
services.
“It could also be extended to be
a MyWay for Rolleston, Prebbleton
and Lincoln, potentially the
three biggest areas in Selwyn
with a service that would reduce
personal vehicle use.”
ECan public transport planning
and strategy manager
Sonia Pollard said it is waiting
for funding from Waka Kotahi
NZ Transport Agency on a permanent
basis for the Timaru
service.
“We are awaiting confirmation
from Waka Kotahi NZ Transport
Agency that central government
will fund our on-demand
service in Timaru (MyWay) on
a permanent basis at the normal
funding assistance rate of 51 per
cent, following the trial that we
have been running.
“​Subject to funding through
the Long-Term Plan and National
Land Transport Programme
and the outcome of the funding
decision for Timaru, we plan
to investigate the development
of similar on-demand trials in
Greater Christchurch.”
Pollard said there are no plans
yet for localised bus routes in
Lincoln, Rolleston or Prebbleton,
with ECan focusing on the
connection between Selwyn,
Waimakariri and Christchurch
city. ​

Bright idea for school’s IT fundraiser

SUNFLOWERS, sunflowers and
more sunflowers, that’s what
one rural school is hoping will
provide a much-needed cash
injection.
When James Christie, a parent
at Ladbrooks School, was trying
to figure out a way to raise some
funds for new IT equipment,
he wanted to do something
different.
“We’ve all done sausage sizzles
and been involved in car washes
and selling things . . . but we
wanted to something that had
a bit more impact and bit more
scale,” Christie said.
The solution? Plant 150,000
sunflowers on his 3ha back field
and open it to the public. On day
one, Waitangi Day, it attracted
about 1000 visitors.
“From just being open on
Tuesday, people just love it. They
just like going for a walk through
the sunflowers, being out in
the country, they have driven
10 minutes from their house
and they love being out in the
country.”
Christie wants to give all the
extra funding he can to the
school.
“If you look at any school,
especially a small school like
Ladbrooks (about 120 pupils)
you only get a limited amount of

“The more we can raise, the
more we can do with the money.”

November, with some help from
the neighbouring farmer who
provided the tractor and other
equipment, and Bassett Agriculture
which provided a precision

Rd. Entry to the field is $5 per
person with under-5s free, and
sunflowers are $3 a stem.
Christie also said the field is
available for private hire, with
one wedding booked so far.
Private hire costs $10 a person
per hour, and under-5s free.
Minimum charge $100/hour.
Dates will be subject to

Hāpai Selwyn Health Hub in
Rolleston.
Council and Te Whatu Ora
confirmed Phoenix Healthcare
as the preferred general practice
provider for the hub.
Built by council to provide
increased capacity for health
services, the hub opened in
2021.
The council and Te Whatu
Ora conducted a joint expressions
of interest process last
year to identify a preferred
general practice provider for
the hub.
This will be Phoenix’s second
practice, following its Christchurch
practice.
Phoenix national health
manager Chenoa Walker said
being a part of the Toka Hāpai
Selwyn Health Hub goes beyond
just setting up a new GP
service.
“By working with the Selwyn
District Council and our fellow
health providers at the Selwyn
Health Hub, we will be offering
GP healthcare that sits alongside
other health services for
patients, under the one roof,”
Walker said.
Other services in the building
include the Oromairaki Maternity
Unit, the Community
Dental Service, Child Adolescent
and Family Mental Health
Service (South), Public Health
Nursing, Older Person Health
and Rehabilitation, along with
visiting services: Vision and
Hearing Service and Adult
Community Therapy.
Mayor Sam Broughton said
the selection of Phoenix is an
exciting announcement for the
community.
“The health hub was an ambitious
project; we identified a
need and stepped up outside
of what councils
usually do, to
provide for our
community.

Miss Canterbury finalist hopes to
follow in grandmother’s footsteps

AT 22, Paige Sullivan was
one of the youngest people in
the world to become a Rotary
president. She’s now hoping that
experience will help her win
Miss Canterbury, 66 years after
her grandmother claimed the
title.
“It is very new to me and quite
outside of my comfort zone,”
Sullivan said.
“The reason why I entered
was that I found out my nana
(Dianna McFarlane) was Miss
Canterbury in 1958.”
She said the competition now
has a focus on things other than
beauty.
“I found out that half of the
score is made up of community
work, and I thought I was
already doing that anyway . . .
“It is more so focused on who
you are as a person, rather than,
I guess probably back in the
50s when nana did it, what you
looked like.”
Sullivan is one of 14 finalists
in the pageant, and the only one
with ties to Selwyn.
She grew up in Rolleston
and attended Lincoln High
School, where she was chair of
the Selwyn Youth Council. She
now lives in Halswell but is still
heavily involved in the Rotary
Club of Lincoln.
“Most of the stuff I do is within
Selwyn, so I guess I still consider
myself a Selwyn girl.”
Sullivan is the immediate past
president of the Rotary club
(from June 2022 to July last year).
“I’d grown up around the club
from when I was 11 because my
parents joined when we moved
to Rolleston and I got taken
along to everything and really
fell in love with it.
“I joined the club when I was
18 and was involved in a number
of different leadership roles.
“I feel like I’ve been raised
by a lot of the older members
in our club, so they were all so
supportive when I took on the
(presidency).”
As part of the Miss Canterbury
competition, Sullivan is running
a fashion show to raise money
for I Am Hope, a charity that
helps youth receive mental
health counselling and other
support.
“I have big goal which is
$10,000, I don’t know if I’ll
make it to that, but I thought
I’ll just set it high and see what
happens,” Sullivan said.
The Miss Canterbury final is
on March 17, with the top five
competitors selected the day
before.

Event Centre on February

I HAVE BEEN following with interest the
news that significant rates rises are on the
horizon for the Selwyn district.
Mayor (Sam) Broughton hinted at an
outrageous rate rise of 20 per cent.
This was subsequently downgraded to
a mere 16 per cent! Does he think that we
will all be happy and relieved that is only
three times the rate of inflation? It was
also stated double-digit rises are forecast
for the next three years. In other words,
you will probably be paying at least 40 per
cent more then than now.
Out in the real world where most of us
live, money we intend to spend must be
earned first. However, the local government
bureaucrats simply inflict more
taxes upon the hardworking ratepayers
in order to satisfy their lust for spending
other people’s money.
It must be remembered that all council
staff from the Mayor down are our servants.
We pay them to perform to our
satisfaction, not the other way around.
It is obvious that Broughton and his
fellow bureaucrats have lost sight of this
reality.
What is really needed here is an independent
and comprehensive audit of
the entire council’s conduct by a suitably
qualified person from the private sector
who can identify wastage, overstaffing and
general inefficiency.
My bet is that all necessary council
activities could be comfortably performed
whilst actually reducing the financial
burden on our community.

THE SUN may be setting on
Kaikōura’s sole beachfront
camping ground.
Permanent residents are
nervous they’ll be left homeless,
long-time holidaymakers worry
it will be the last of family
vacations after “generations” of
trips and the community fears it
will be a death knell for the local
economy.
The owner of the site, Ngāi
Tahu, gave notice more than
18 months ago to operators of
the Peketa Beach Holiday Park,
saying their lease for the land
wouldn’t be renewed.
The iwi said there are health
and environmental risks from
outdated wastewater infrastructure
and has yet to reveal its
plans for the future of historically
significant pā.
The small-town rumour mill is
at an all-time high, some firmly
believing Peketa’s days are numbered.
Others live in the hope
operations will continue in some
form.
Rex and Ruth McCaa took
over the campground in 2018
but they’ve resigned themselves
to the fact their time at Peketa is
coming to an end with their lease
in July. The McCaas say they’ve
had zero indication of what the
future lay of the land looks like
once they are out.
Ruth McCaa says they
consistently have families trying
to book ahead for next summer,
who they are having to turn
down.
“It’s very sad, there’s
generations of families that have
been coming here for a very long
time . . . they ask us, where are we
going to go?”
Among those are Marie and
Alan Stammers.
The couple have been coming
to the area for decades – and
firmly believe Peketa’s doors
closing would be a severe blow to
Kaikōura.
Alan Stammers says it would
force families out of the area for
good, as it’s one of the town’s
few affordable accommodation
outlets.
“People have got families and
young kids – and want to enjoy
what we’ve enjoyed over the last
40 years.”
Stammers recalls when he and
Marie first came to the town,
there was just one shop open
in the main street – and warns
it will return to that state if the
campground closes, particularly
as several other sites – like Goose
Bay – have closed in recent years.
Two other long-time Peketa
loyalists are Maureen Newell and
Richard Moore.
The pair have held a permanent
site at the Holiday Park for more
than a decade and come here
from their Christchurch home at
every opportunity.
Of the 86 permanent caravan
sites at the camp, 80 per cent are
owned by Cantabrians.

Newell and Moore have been
left “devastated” by news of a
potential closure.
Much like the Stammers,
Moore says he isn’t concerned
just for he and Maureen’s sake,
but the future of Kaikōura itself.
“What other camping ground
is there that you can take your
boat, caravan, tents for family,
and bring them all up here to
stay?”
It’s something which is at
the top of everyone’s minds in
Peketa.
Kaikōura has had a rough few
years, starting with the devastating
2016 earthquake which
destroyed vehicle access in and
out of the tourist town.
It forced a rebuild to key parts
of State Highway 1, damaged
multiple buildings in the town,
and permanently altered the
coastline.
Covid-19 and the loss of international
visitors dealt another
heavy blow.
Many had hoped Kaikōura
would turn over a new page postpandemic,
but now it’s feared
the closure of Peketa will deal
another blow.
While the Holiday Park is a
beloved spot for a classic “Kiwi
summer getaway”, there’s also a
handful of people who live onsite
fulltime.
One of those potentially
homeless come July is Denise
Meadows.
The 74-year-old has been
permanently living at Peketa for
more than 15 years.

Tears welled up in her eyes and
her voice began to shake when
discussing the stress and uncertainty
she faces.
“I actually hate it. It’s very
unsettling at my age, I don’t want
to be moving.”
For Meadows, Peketa was her
forever home. She had planned
to spend the rest of her life in her
caravan, where she’s set up in a
fully contained and self-sufficient
unit.
Outside is her shed she’s
installed and garden she’s built –
leaving here would be more than
a simple tow of a caravan.
Meadows doesn’t have a confirmed
plan in place post-July,
should she have to pack her
things.
All she knows is she’ll likely
be leaving behind a community
and be forced to put down roots
elsewhere, which she admits is
hard at her age.
She says the worst part of
the situation is living with the
feeling of uncertainty which has
persisted for more than a year
now.
“I just want to know, why
can’t they give us a direct answer?
They (Ngāi Tahu) have
been keeping us in limbo long
enough, they should know what
is happening.”
Further down the grounds is
Phillip Moore.
He arrived at Peketa on the
night of Christmas 2000 – and
has been here ever since.
Moore says the situation is
“terrible” and he’ll likely have
to leave Kaikōura to move in
with his son in Christchurch,
after selling his own home for a
permanent site here.
Much like Meadows, he’s been
left devastated by the news of
Ruth and Rex’s coming exit –
and the stress of what it means
for his future.
Moore is also frustrated with
what he believes is a lack of
communication on Ngāi Tahu’s
behalf on its future plans.
Rex McCaa points out that
many of their residents – most
of whom are retirees – will
be forced out of Kaikōura, as
“there’s no rest home or other
place for them here”.
The McCaas say the saga of
uncertainty has spanned more
than 18 months and featured
many sleepless nights.
They’re not only concerned
for their future but for the entire
Peketa community – who they
say have become family to them.
Ruth McCaa says they’d hoped
to sell the business over the next
few years, as she and Rex began
nearing retirement age themselves.

there’s also the difficulty of finding
a suitable place that matches
the residents’ preferred style of
living.
Ruth McCaa knows all too
well her residents live in a
caravan “for a good reason”
and leaving the out-of-town
beachfront community would be
a tough adjustment.

Jacqui Caine said the McCaas
were advised their lease wouldn’t
be renewed in June 2022.
Ngāi Tahu cites an “unconsented
wastewater system” as a
key factor in its decision to hold
off on a lease renewal – saying
it has “the potential to cause contamination
to the water supply
and moana” if it was to fail.
The McCaas acknowledge that
the current wastewater system
isn’t up to modern standards
– but are hopeful a suitable solution
could be found.
Ruth McCaa said new regulations
came into effect in 2013,
but claims there was no record
of that when they did their due
diligence on the property, before
taking on the business.
Caine said the necessary upgrades
to the wastewater would
come at “a considerable cost in
order for the regional council to
approve a consent”.
She says Te Rūnanga o
Ngāi Tahu and Te Rūnanga o
Kaikōura are still discussing
future options for the whenua,
which it was given back as a
recreation reserve under section

Massive weight

WHILE NEW entrants hurtling
about a playground for the
first time might not grasp the
importance of walking before you
can run until they tumble, the
concept has already been embraced
by Donna Bilas.
The principal of Addington
Te Kura Taumatua doesn’t move
briskly around the grounds, her
awkward gait a consequence of
two knee replacement operations
last year.
Yet the 51-year-old has still
made massive strides in a
figurative sense by reducing her
weight by a staggering 99kg.
That downsizing means she
enters the Les Mills City2Surf
for the first time on March 17, a
pledge she made during a school
assembly last June.
Bilas spent the holidays walking
every second day around the
central city or Hagley Park. The
routine continues before school,
and at weekends.
She is no stranger to exercise,
owning a gym membership for a
decade.
There was no weight reduction,
although the toil wasn’t
disheartening.
“I didn’t do it to lose weight, I
did it to maintain movement and
flexibility,” she explained.
Her weight loss strategy focused
on a range of unsuccessful diets
and regimes.
It was during Covid in 2021
when Bilas finally chose drastic
action, so she contacted the
Christchurch Weight Loss Clinic
when restrictions eased.
“Covid probably taught us
a bit more about looking after
ourselves. It was a time to reflect,”
she said.
So Bilas took out a bank loan
for a $36,000 gastric bypass
because she did not meet the
criteria for an operation through
the public health system.
Despite being clinically obese,
Bilas had no life-threatening
underlying health issues, leaving
her in a global minority.
A 2019 study by McGill
University in Montreal estimated
15 per cent of Canadians were
categorised as obese but still
metabolically healthy.
“I had sore joints (her knees)
but no diabetes, asthma, heart
disease or high cholesterol, I was
just a person in a bigger body,”
Bilas said.
She keeps her pre-surgery and
current weight private, but is
candid about the cause of her
size issues since childhood in the
Hawke’s Bay: Genetics.
“My family were just bigger
people. It’s just the way I was.
I was never lazy and I ate
healthy.

chicken for lunch . . . I never
ate big portions or binge ate.”
Bubbly by nature, there was
cause for serious contemplation
after Bilas was discharged from
hospital in April, 2021.
“When I lost weight I
realised I needed to up my
KiwiSaver because I actually
might need it. There were times
when I thought I might not get
old,” she said.
If asked, Bilas points out
conventional dieting did not
cause her transformation.
“I don’t expect anyone to
think I’d done this by
dieting because it creates a
huge expectation on people
who might think: ‘I’ve got to
diet’.”
Bilas has her own measured
expectations when she sets off
from Latimer Square at 9am:

Investigation into mental health
worker’s paid sex with patient

A SOUTH Island mental health
worker is under investigation
after a formal complaint from a
patient claiming he paid her for
sex soon after she was released
from a secure unit.
The patient also alleges she
sought help from the man during
a particularly rough time
– but instead of helping her, he
drove her to a secluded location
and touched her intimately.
Te Whatu Ora says it is “extremely
concerned” about the
complaint and has launched a
full investigation into the man.
Text messages provided to
the NZ Herald reveal the man’s
pursuit of the patient.
It is understood the messages
were sent from a Te Whatu Orafunded
work phone.
The Herald has agreed not to
name the man or patient while
the investigation is under way.
The patient reached out to
share her story soon after making
the formal complaint.
She said she wanted to expose
the man, who she felt had taken
advantage of her, and make sure
he was properly investigated for
his behaviour.
Over the years the patient has
struggled with bipolar and drug
addiction.
She is a sex worker – a job she
is proud of and enjoys without
any shame.
“I genuinely love my job and
my bookings and want to be
a really good escort,” she said,
adding that was a big motivation
for seeking treatment.
She said she met the mental
health worker through a church
in their hometown a few years
ago.
She spoke to him then about
her occupation and her personal
struggle with addiction.
Last year she encountered him
again when she was admitted to
a mental health unit to help with

her for sex.

her bipolar, and a drug relapse.
She said during her admission
the man “took a genuine interest
in helping me”.
“We talked about my want to
begin sex work again,” she said.
“Five weeks later I was discharged
on a Friday and began
sex work on the Saturday. Then a
week later I get a private number
call and it was (the mental health
worker) wanting a booking to
have sex with me.”
She agreed to the booking and
the pair had sex.
This happened again on a
second occasion.
The man told her he was
watching explicit videos she had
uploaded to an adult website.
“He began calling me masturbating
over the phone,” she said.
“Our last booking was before
Christmas and he said he’d sold
one of his guitars to pay for me.”
Last month the man sent the
patient a text message to try and
book a further appointment with
her.
She disclosed to him that she
had been struggling with her
mental health and addiction
again and asked if she could
speak with him.
She felt that she had no one
else to turn to and was comfortable
with the worker as he knew
about her history and had said he
wanted to help with her issues.

suggested the pair meet for a
drink.
“Not a booking, just a chat,”
she wrote.
“I’m working late tonight and
don’t drink. I would have rather
had a booking but only have $75
. . . I’ll just have to wait . . . maybe
I just look up your (web)site for
relief LOL,” he replied.
He went on to say: “I can’t wait
to see, smell, taste & feel you”.
He agreed to meet her for “just
a talk and coffee” and suggested
coming to the patient’s home.
She said her flatmate was home
and he agreed to pick her up and
take her somewhere.
In her complaint she said the
purpose of the meeting was
“to hang out just as people as I
wondered if I could talk to him
because he’s aware of my past”.
She said the worker picked her
up from her home and drove her
to a secluded location.
She began to disclose her
recent struggles and he said he
“couldn’t help but take off his
clinical hat” because he wanted
to be intimate with her.
She said he stopped her talking,
and began to touch her intimately
and telling her he wanted
to have sex.
“I said no because I wasn’t feeling
well, I asked him to drop me
off,” she said.
She said he “prayed” for her
before she left the vehicle.
“I felt really sad that the one
person I thought could help had
made me feel cheap and stupid,”
she said.
“My mental health spiralled
and I just lost my shit.
“I couldn’t stop crying and felt
so helpless I wanted to take my
own life.”
She said there had been a couple
of times she had “desperately
needed” to readmit herself to the
mental health ward but she was
too scared in case she saw the
worker.
“He said if he ever saw me in
there he’d sneak into my room
and f**k me,” she said in her
complaint.
The patient said she made the
complaint after telling a friend
about what had happened.
It was only then she realised
that the worker’s behaviour was
inappropriate.

asked him for help and he turned
around and that to me instead of
giving me the mental health support
that I wanted,” she said.
The patient said she was angry
at the man and wanted him held
accountable for his actions.
“I thought he was innocently
expressing his sexuality – until
I needed help and he didn’t care
but pursued his own needs,” she
said.
“I’d just be happy for him to be
exposed and made an example
of because the more I think of it
the more I realise how f**ked up
it was.
She worried there would be
others like her out there who
may be in similar positions,
which is why she reached out to
the Herald.
The director of operations
for the hospital and specialist
services in the area where the
patient lives acknowledged the
complaint.
“Te Whatu Ora is extremely
concerned about the complaint
received and is taking it very
seriously,” she said.
“Our usual complaints process
is being followed and a full investigation
will be undertaken.
“Until that investigation is
complete it’s inappropriate for us
to comment further.”
The patient said a Te Whatu
Ora Health NZ representative
had been in contact after she
made the complaint, advising
her the worker had been “stood
down”.

NEW ZEALAND’S growing
aerospace sector received a big
lift on Friday with the opening
of an upgraded 1km runway and
hangar on Kaitorete Spit.
The Tāwhaki National
Aerospace Centre and new
sealed runway at Kaitorete aim
to expand the aerospace sector
and help meet international
demand.
Domestic and international
companies are already testing
and trialling their technology at
the facility.
Wisk Aero recently conducted
its world-first test flights for
an uncrewed aircraft out of
Kaitorete, while Kea Aerospace
will now be able to conduct
horizontal space launches
and stratospheric flights from
the site.
The new 1km runway and
planned hangar facilities were
funded by a $5.4 million grant
from the New Zealand Government’s
regional strategic
partnership fund, administered
by Kānoa.

New GP Practice to join Toka Hāpai Selwyn Health Hub
The Council and Te Whatu Ora — Health
New Zealand are delighted to announce that
Phoenix Healthcare has been confirmed as the
preferred General Practice provider for the
Toka Hāpai Selwyn Health Hub in Rolleston.
Phoenix Healthcare will provide a full spectrum
of services, including routine check-ups, care for
minor injuries and illnesses, ACC claims,
health services across all ages, vaccinations,
and repeat prescriptions.
Phoenix Healthcare National Health Manager,
Chenoa Walker, says being a part of the Toka Hāpai
Selwyn Health Hub goes beyond just setting up
a new GP service.
“This is about thinking ahead and being where the
community needs us most. It’s also about weaving
ourselves into the very fabric of our community
and being accessible. By working with the Selwyn
District Council and our fellow health providers
at the Selwyn Health Hub, we will be offering GP

Rolleston league side raring to go

ROLLESTON’S rugby league
club is fielding their first ever
senior men’s team this year.
The club was
formed in 2017
to cater for
growing numbers
of junior
players in the
region, but president
Keenan Allan
says the time
is right to launch
a senior team.

“When we started the club, it
was always in our five or six year
plan to field senior men’s,” he
said.
The success of the NZ Warriors
in the NRL last year and the
rise in popularity of rugby league
thanks to the ‘Up The Wahs’ slogan
means Allan was confident
launching the team.
“With the way rugby league is
sort of taking traction at the moment
as well, with the Warriors
having a pretty epic season last
year, we just thought it was probably
a good time to capitalise on
that and give it a push and see if
we can make it happen.”
Allan said watching the club
grow has been ‘amazing.’
“I think every year we sort of
go up and down, but we generally
sort of climb up a bit and
then drop and then climb up a
bit and drop.
“But it’s always good to see
we’ve had steady increase in
numbers and registrations.”
Numbers for pre-season have
been strong so far with training
going for a couple of weeks now.
“They’re looking really good.
We’ve got some boys who are
still busy with summer sports, so
once they start wrapping up we
should be looking quite strong
for the season,” Allan said.
A head coach is in place
too – Xade Halibert-Pere, who
coached Rolleston’s rugby union
team in their last season in Ellesmere’s
top division in 2022, took
on the role in January.
The new rugby league club will
join CRL Division 1 – the third
tier of the competition behind
the Premiership and Reserves
grades.
Allan said expectations for the
first season are just about building
a base to potentially move up.
“At the end of the day this is
our first season we’ve ever had
a men’s team so I guess the big
focus is on just getting the team
on the field and then just sort of
building a good team culture,
and just getting the players to
enjoy playing league.
“The goal to try and push to
premiers would probably be
another three to five year goal for
the men’s team.”
The idea of a women’s team
was floated for 2024 but Allan
said the club had focused on getting
a men’s team out first.
“We thought that was a good
focus for this year, and then start
pushing that women’s side next
season.
“But with that we’re having a
big push again this year to get
youth girls back on the field as
well, 14s and 16s.”
The Canterbury Rugby League
Division 1 season gets under way
on April 6.

Club marking major milestone

PREBBLETON IS celebrating
the 20th anniversary of the
football club’s founding this year.
The club was originally
established in 2002 as a Gaelic
football team, but two years
later it was decided that football
would be the path they would
choose.
President Shannon Gilmore
was one of the founding
members and remembers the
club’s early years.
“We started with just nine
guys, and nine sky-blue rugby
jerseys, as well as a few ring-ins.”
The team originally started out
in Sunday League but a series
of partnerships with clubs in
Mainland Football’s Saturday
competition allowed them to
enter the lower divisions in
Christchurch.
“Mainland have an objective
that they don’t want any
new clubs. So that’s great
in Auckland, but here in
Canterbury, people like to play
for their town,” Gilmore said.
“We partnered initially with
Hornby United, and then with
Christchurch United, and now
we’re with Old Boys just to make
sure we can register kids on a
Saturday.”
The focus has shifted to junior
teams as well over the years.
“Initially I saw kids getting
pushed around in Prebbleton for
playing football.
“So we’d give them an avenue
to play, and that’s sort of what
was the inspiration behind it all.
It’s been awesome to see it grow.”
Gilmore said the club has
celebrations planned for the
anniversary.
“We’ve got a club day on the
24th of March, we’ve got an end
of year prize-giving, sort of a
gala dinner in September.
“We’ll have a couple of social
events throughout the season,
two fundraising nights, which
is like a quiz night and a bingo
night.”

Gilmore said the highlight of
the last 20 years was the club’s
trip to Japan in 2013.
“David Smith was the
founder of the Sunday League
competition, so I got to know
him quite well.
“He is on the sister city
committee with Kurashiki, so
they were looking for a social
side to take to Kurashiki, so we
put together a senior squad and
took them to Japan.
Highlights from the last 20 years
2004 - Club founded after previous iteration as a Gaelic
football team.
2005 - Prebbleton adopts its now-standard colours of
green and white for the first time.
2008 - The club acquires grounds at Prebbleton
Reserve, their first ever designated home ground.
2012 - Junior teams are affiliated with Mainland
Football for the first time and play in the Saturday
competition.
2013 - Club trip to Kurashiki, Japan, where the team
plays several games.
2014 - Prebbleton hosts the football portion of the Koru
Games for the first time at Prebbleton Reserve.
2023 - New football fields at Kakaha Park are opened,
becoming the new home of the club.
“That was a pretty special
moment to get over there
and have that, from a club
perspective, you know, getting a
team to Japan was pretty epic.”
Gilmore said Prebbleton
intends to enter the nationwide
Chatham Cup competition this
year as a part of the celebrations.
The cup encompasses teams of
all abilities across New Zealand
from national powerhouses
Auckland City and Christchurch
United to social and even Sunday
League sides.
Gilmore said the club will look
to enter a team to celebrate the
occasion.
“We might be competitive up
until about the car park, but we’ll
try and put a team out for the
sake of having a crack,” he said.
“I don’t think we stand a
chance, frankly, but it’s all about
just going through that process,
isn’t it?”

BROWN APPOINTED
SELWYN UNITED COACH
Selwyn United have named Chris
Brown as their new head coach
ahead of the upcoming Southern
League season. Brown previously
led the club from 2019-2021
and was assistant under former
coach Lee Padmore for the last
two seasons, in addition to being
director of football at Selwyn.
The ‘Stallions’ finished 9th in last
season’s Southern League and will
hope to improve on that placing
under Brown. The new season
starts on March 30.

track and field championships

McCarthy-Dempsey, competing

Jody, U18, together won four
gold medals and three silvers.
Kirsty won the shot put and
hammer throw events and was
second in the discus and javelin
for her age bracket, while Jody
took out her shot put and long
jump competitions and claimed
silver in the high jump. Cooper
Wightman, 17, also won the
senior 800m men’s race to go
with his U20 title in the 1500m
competition. Ciaran Dunnion
won the senior 400m and took
bronze in the 800m.

‘BEST OF THE REST’
Rolleston’s premier men’s softball
team has continued a season
where they’re the ‘best of the
rest.’ The ‘Raptors’ are third in
the Canterbury competition but
sit nine wins behind Parklands
in second, and six wins ahead of
fourth-placed Kaiapoi. Rolleston
lost heavily to league leaders
Papanui, 7-0, and lost 9-2 to
Parklands in their two games
on Saturday. They regrouped
on Sunday to beat Kaiapoi and
Albion 2-1 and 6-1 respectively,
before losing 6-3 to Richmond to
end the weekend. They next face
Papanui on February 24 at Foster
Park to celebrate their club day.
Confidence high for Darfield cricketers

DARFIELD CRICKET are
aiming high after moving
back into the top-four of the
Canterbury Country 45-over
competition with a win over
Leeston-Southbridge on
Saturday.
The win took them to 23 points
from 10 games – one point ahead
of fifth-placed Weedons with two
rounds to go.
The top-four finishers at the
end of the competition qualify
for the semi-finals, and Darfield
all-rounder Robbie Foulkes said
that was their aim.
“We’re pretty confident. We’re
starting to have a couple guys
come back from injury, which is
nice but, yeah, we definitely back

our team to go well,” he said.
Foulkes took three wickets to
bowl Leeston out for just 164 and
scored 53 as Darfield chased it
down with five overs to spare.
He said it was good to contribute
to the team in his first game
back after representing New
Zealand at the U19 World Cup
in South Africa.
“It was quite a tricky wee pitch,
so happy to get a few runs in the
second innings there.
“I was definitely just trying to
bowl as straight at the stumps as
I can to bring in a bowled or an
LBW and, yeah, it definitely was
doing a bit.”
Lincoln were the only other
Selwyn team in action, losing to
Peninsula-Harbour to stay seventh,
while Weedons had a bye.
On Saturday Darfield switch
their attention to the T20 competition
and two massive games
against second-placed Weedons
and third-placed Ohoka.
Darfield are fourth but two
wins this weekend would see
them push up to second in a
competition where only the top
two make the final.
Foulkes is confident they can
pull it off.
“T20s is probably not our
favourite format, but it’s just
cricket at the end of the day, so
I think if we can just play our
best game. I’m pretty confident
to make it into that top two,” he
said.

morning before their clash with
Darfield in the afternoon.
Leeston visit Peninsula-
Harbour in the afternoon while
Lincoln play twice at home,
against Oxford-Southbrook and

The cost of fuel seems to be on the rise
again and may stay at a high level for some
time due to the ongoing conflicts overseas.
Now is the time to be more fuel-efficient,
with the cost of living affecting many

and cruise control to maintain a consistent
speed, which can reduce fuel consumption
Slow down
It seems like one of the easiest steps, but
people often forget this simple tip. Slow
your driving down where possible. The
MTA advises, “Fuel consumption increases
by around 6 per cent for every 10km/h
faster you go over 90km/h.”

for water conservation
GARDENING CAN be more
challenging as people age,
especially in kneeling down
and getting up, yet thoughtful
landscaping design can cater for
those with physical disabilities or
mobility limitations.
When landscaping for
accessibility, address the terrain,
texture of surfaces, walkway
width, height of garden beds and
the positioning of plants.
The ground should be flat and
even, or gently sloped with no
stairs or step down so those in
a wheelchair can comfortably
move in and out of the house and
other buildings. While building
regulations may challenge the
achievement of this, it is possible
and will make life easier for those
limited in movement.
Aim also for the surfaces
around the property to be
even and the pathways wide
enough to be negotiated by a
person using a walking aid or
wheelchair. Consider where trees
and shrubs will be planted so
they do not hang over a path to
the point of obstructing access,
and keep paths clean from moss
and leaves.
Path surfaces should not be
so smooth that they become
slippery in wet weather. Sealed
surfaces including exposed
aggregate or fine limestone chip
are ideal as they do not slip
under the wheelchair as it moves
along. They may also eliminate
the need to change footwear
when popping out to the garden
to pick fresh produce during
meal preparation, especially
if the vegetable garden is
positioned close to the kitchen.
Including raised garden beds
will minimise bending in the
garden and a person can work
from a wheelchair. Adding a
wide piece of wood on the top
means gardening can be carried
out while sitting, though the
beds need to be narrow enough
so the middle of the garden can
be reached from the outside.
Even in the glasshouse, the
growing beds might be raised.
The floor should be level with
the surrounding ground with
no difference in height, so there
is no need to step up or down
when entering and exiting the
glasshouse. This also means
ensuring that any metal stripping
at the doorway is flush with the
ground either side for smooth
passage, and the path inside
should be wide enough for a
wheelchair.
Planning the structure and
layout of your garden will make
the outdoors accessible to all
living in the home and mean the
pastime of gardening can still be
enjoyed.
ACCESS: Raised garden beds make for ease of use.
THERE WILL always be a need
for watering plants in seasons
such as this, but with the
changing global climate we need
to be smarter and more effective
with the water we use.
Wise watering alone will not
achieve everything we need to
do. Other considerations around
plant selection, how and where
we grow our plants will be necessary.
Target watering to specific
plants and areas that really need
it – choosing the right irrigation
system that will direct water
specifically to the required area
efficiently or by simply holding
the hose to water your most
important and valuable plants
individually.
Collecting rainwater and using
grey water are other options.
Irrigating in early morning or
evening when the temperature is
cooler allows water to soak into
the soil for plants to use before

evaporating away.
In your vegetable garden where
watering is essential, don’t allow
the soil to dry out too much
or it will take an extraordinary
amount of water to rehydrate the
soil.
Mulching before the soil dries
out is important. There are numerous
mulch options that will
help with moisture retention and
keep soil and roots cooler.
Make sensible sacrifices
– plants such as herbaceous
perennials can look parched over
summer, but will recover when
temperatures cool and there
is sufficient soil moisture. It is
surprising just how quickly a
scorched lawn will green up after
rain.
Ultimately, we may have to
change what we choose to grow
in our gardens, selecting plants
which look after themselves that
won’t require excessive demand

Rolleston College has been given the opportunity to be part of a program called
‘Active As’ which is overseen by Sport NZ. As the Active As coordinator your role will
be the link between Rolleston College students and the providers that will provide
the services to run the programs, and oversee and run the Active As program for
Rolleston College. This is a 3 year fixed term, term-time only position which will
conclude at the end of the 2026 school year; 20 hours per week, days and times
negotiable for the successful applicant.
The position is suitable for a person with a background in office or school
administration and requires enthusiasm and flexibility. The ability to work
independently and under pressure is required. The ability to communicate positively
and effectively both verbally and in writing is essential. A key driver for this role
is someone passionate about getting rangatahi engaged in physical activity. With
a desire to see all rangatahi take part in an inclusive, non competitive, safe space
where they can gain the benefits of physical activity.

19-21 February 2024
The general public is to be advised that a New
Zealand Army Night Time Firing will be conducted
in the West Melton Rifle Range area over the
period 19-21 February 2024.
The exercise will involve up to 30 personnel of
3 Field & ER Squadron from Burnham Military
Camp.
Training will involve soldiers conducting live rifle
firing practices at night within West Melton Rifle
Range. The activity is scheduled to end no later
than 8pm.The New Zealand Army takes fire risk

If you’ve been to an open home recently,
or been browsing the ‘for sale’ adverts, you
might have noticed that some sellers put
together information packs for potential
buyers. These sellers will know that
researching a property takes time and
money, and they don’t want this to be a

providing information like a LIM (a Land

check carefully when it was prepared.
A LIM is a summary of all the current
property information held by the different
departments at a council at the time. It
contains details of council consents for any
work done, how much the rates are and
information on any geographic hazards
that might have an impact on the property,
such as subsidence. Bear in mind that this
information can be reasonably general. If
the LIM is dated a couple of weeks ago, it’s
safe to assume it’s reasonably up to date.
If it’s dated a year ago, it’s a good idea to
make further enquiries. Getting a LIM costs
money in most areas (prices vary from
council to council). You can also ask to see
the property file held by the council, which
holds other information about a property,
like a site map and original house plans.
Building reports are a bit trickier. Using
a building report provided by the seller (or
the real estate agent working for them) may
seem like an easy option in the short term.
However, if you buy the property and then
find problems with it that cost a significant
amount to fix, you’re not protected by the
building report because the inspector’s
contract is with the seller, not you. The
Real Estate Authority (REA) recommends
using an accredited property inspector who
complies with the New Zealand building
inspection standard 4306:2005. Their
written report will identify any current
defects as well as highlight any urgent and
long-term maintenance required. Look for
someone who has a good level of indemnity
insurance, as this will protect you if you
buy the property and then find you need
to fix something that wasn’t in the report.
Building inspections do come at a cost, but
we think it’s worth it to be sure that you’re
fully aware of what you’re signing up for.
If you end up with a report with a lot of
information about the property it doesn’t
mean you should walk away. Instead, see it
as giving you the opportunity to know what
you’re buying. Doing this before you make
an offer means you are fully aware of what
the property may need to have done to it and
your offer figure can reflect that.
