Swim for Hope makes abig splash
By JOHN COSGROVE
Amarathon effort by volunteer firefighters
from the Amberley Brigade showed the
lengths they will go to support agood
cause.
Swimming in teams, the firefighters
conducted arelay swam from noon on
Saturday to noon on Sunday, and along
with avery supportive community, and
other volunteer brigades and
organisations, raised $103,000 for the I am
Hope Foundation.
They exceeded their expectations in
their Swim for Hope, raising more than
$103,000 to support youth mental health
during their marathon effort last weekend.
The hardy firefighters battled
exhaustion and the heat, as they swam
lengths of the MainPower Pool in
Amberley.
The crew had fought in the multiday
300 hectareWaikari Valley fire earlier in
the week, so barely had timetorecover
before the swim started.
But when asked how tired they were, all
responded they were fine as this is what
they love doing for their communities.
Each member swam for 10 minutes in
relay during their three hour long sessions
before they handed over to the next crew.
Each crew then swam for four sessions,
but they weren’t on their own.
In the lane next to them were the
Hurunui District Council team matching
them stoke for stroke, and in the far lane
other Fire and Emergency NZ (FENZ)
brigades and membersofthe public also
jumped in and swam afew laps in support.
Families, operational support teams
and service groups helped keep everyone
fed, hydrated and supported.
Hamish Ward, the deputy chief at
Amberley, says when he got up at 2am
after snatching acouple of hours sleep in
acaravan parked outside between his
shifts in the pool, he was amazed to see the
number of people there waiting to do their
laps.
‘‘It was along night but it was so good to
see everyone there, it was achallenging
task and yet everyone stepped up and took
Making waves ... Amberley’s Deputy Chief fire officer Hamish Ward, takes his turn in the pool.
on the challenge.’’
Hurunui Mayor Marie Black, and
organiser, acting station officer Chris
Reeves began the swim. They were both
back in the pool for the final lengths when
the siren sounded 24 hours later.
Chris says the pool was full of swimmers
of all ages throughout the swim.
‘‘It was so good to see everyone come
along.
‘‘We have received amassive amount of
support from the community, other FENZ
brigades and firefighters everywhere.
‘‘We have received donations on our
USA and even Cambodia.”
The Rolleston brigade were charged
with looking after the Amberley Fire
Station while the crew swam lengths for
the cause. Senior Station officer John
Trounson says it is always apleasure to
help out at other stations.
Sign vandalismcosts ratepayers
By ROBYN BRISTOW
Vandalised signs in the HurunuiDistrict
are hitting ratepayersinthe pocket and
putting lives at risk.
There has been aspate of damage to
Give Way, Stop, Railway warning signs,
and speed limit signs over the past few
month on the district’s roads, as well as
trail marker signs on the St James Cycle
Trail.
Hurunui Police Sergeant Rob Irvine
says road signs aregenerally targeted by
larger vehicles such as fourwheeldrives
and big sedans like Commodores and
Falcons, which are also used as skid cars.
Anecdotally he has heard the offenders
are young people.
‘‘It appears people are doing it for kicks
anddon’t realise the potential
consequences of their actions if the signs
cannot be read or seen, or have been
removed,’’hesays.
The public can report this behaviour to
the police by dialling 111 or *555 if it is
happeningatthe time, or *105, with details
of licence plate, model of vehicle, time and
location.
Reports of sign damagebyfirearms has
been seen and reported on the St James
Cycle Trail, and on signs closer to Hanmer
Springs.
This is awhole different safety aspect,
saysSergeant Irvine.
He urged the use of the Rural Lookout
app, an easytouse method for reporting
crime which is instant and accurate.
It gives us agood picture of where the
crimes are happening because it has geolocation.
Mark Inglis, St James Cycle Trail
Manager, has been saddened by the
bullets that have gone through the signs he
and his trail network team has worked
hard to design and install.
The frustrating damage includes fences
and gates where the offenderscan gain
access.
He listed Acheron Road, Tophouse
Mayor proud of council team
From Page 1
‘‘We see what they do and learn from
them.
‘‘It’s all about returning the favour
when they come and help us out at fires
when we need them.’’
Hurunui Mayor Marie Black says she
was so proud of the council team who
also swam for the entire 24 hours.
‘‘Swimming those lengths of the pool
forced me and others out of our comfort
zones, which was good for us and I’m
proudofthem all as we helped such a
good community cause.’’
United Fire Brigades’ Association
BoardChair Peter Dunne says the
Amberley Brigade’s efforts are nothing
Road, Edwards Road, and Mailings Pass
as targeted areas. The damage is mostly in
areas where the vandals can drive to.
‘‘The real worry is that people are
parallel to the track when they’re firing
generally —atnight. This is also illegal on
public conservationland,’’ he says.
Awellused trail is asafe trail, he says,
and urges recreationist to continue to use
them.
Mr Inglis does attempt to repair the
graffitidamaged signs, and those which
have been knocked over, as best he can,
but bullet holes are not so easy to fix.
Replacement signs costs between $70 to
$1000, which is acost to the very limited
trail maintenance funds. It also means the
funds are not available to maintain the
trails.
Mr Inglis urges people to contact him if
they see damage in the St James
Conservationarea, through the St James
Cycle Trail Facebookpage, or by
contacting the Department of
Conservation.
HurunuiDistrict Council’s Operations
Manager Roading Charlie Hutt says it is
the responsibility of councils to replace
damaged signs, but it’s acost they would
rather not have to meet fromthe rates.
‘‘We strive to provide the best services to
our communities throughout the district,
and it’s frustrating when we have to spend
money on this as aresult of people’s bad
behaviour,instead of on key infrastructure
and essential community needs.’’
Morrie —ahandsome shopping companion
By SHELLEY TOPP
When Clarkville great grandmother
Nada Matterson takes her
‘‘handsome’’ Morrie out to do the
groceryshopping they always attract
attention.
Morrie can carry 800 kilos so he is a
handy shopping companion.
He is agreat looker as well.
The lime green 1971, 1100cc Morris
Minor wellside ute, has averylarge
steering wheel to make handling
easier, and abit of bling added to his
headlights ‘‘for some razzle’’.
He also has tinted windows and dual
silver exhaust pipes.
Only one of the showy pipes is
functional, the other has been added
for morerazzle.
‘‘You have to have abit of razzle,’’
Nada says.
Morrie’s interior also has atouch of
razzle dazzle with new carpet, and
upholsterywith lime green piping,
matching his exterior paintwork.
Nada and her husband David also
own another Morris Minor —a1961
creamcolouredfourdoor sedan.
She is called Goldie.
Two yearsago when the coupletold
their family they intended to buy
Morrie from his former Christchurch
owner they said: ‘‘Why?’’
‘‘Our reply was `why not?’
‘‘The carsgive my husband and Ia
‘‘It is all about having fun,’’ Nada
says.
North Canterbury is beginning to dry up
By JOHN COSGROVE
North Canterbury is starting to dryup,
with low chances of useful rainfall.
Rainfall is down across the region
with some measuring stations
recording 40 percent less rain
compared with ayear ago.
Metservice figures show Waipara
West recorded 274.7mm, from June 1,
2023, to January31, 2024, compared to
601mm (June 1, 2022 to January 31,
2023), while in Rangiora 471.2mm fell,
compared to 560.4mm.
Culverden recorded 400mm down
from 514mm, Hanmer Springs 626mm,
down from 828mm, and Kaikoura680
mm compared to 816mm.
The half to one millimetreofrain
which fell last Saturday was abrief,
but welcome after days of nor’westers
and high temperatures.
Hurunui farmer Dave Black says
nature is delivering atypical North
Canterburysummer weather.
He says it is not that bad in North
Canterbury, but farmersneed to keep
aclose eye on stock.
However,ifthere is no substantial
rain before the end of April then
things may worsen, he says.
‘‘We will need the rain in Autumn to
kick start growth for the coming
growing season,’’ he says.
Another farmer says many around
him were already feeding out dry food.
He hopes the rains will come soon.
The lack of rainfall is evident in
North Canterbury with small
tributaries, streams and parts of the
Ashley River becoming dry.
North Canterbury Fish and Game
rangers were out last weekend
rescuing stranded fish from ever
shrinking pools.
The countryside has its summer
brown look and further north the dry
weather has triggered extra support
from the Government for farmers and
growers across the top of the South
Island.
‘‘Conditions on the ground across
the Marlborough, Tasman, and Nelson
districts are now extremely dry and
likely to get worse in the coming
months,’’ Agriculture Minister Todd
McClay said.
‘‘Funding of up to $20,000 will be
made available to the Top of the South
Rural Support Trust to plan for events
and support farmers and growers
where needed.’’
The top of the South Island is not in
meteorological drought.
However, Mr McClay says this step
will ensure early support is available
for farmers, growers, and rural
communities.
Hedge Festaction packed
By JOHN COSGROVE
The third actionpacked Hedge
Fest kicks off on Saturday,
March 2, at Woodend, and
should once again be athriller
for freestyle BMX, MTB and
FMX fans.
With many subtle changes to
the over 80 metrelong circuit,
riders will be able to include
more variations in their
routines, says organiser Liam
Goodwin.
‘‘We have upgraded many of
the 25 jumps, changed their
profile, made some bigger and
higher, and even added acouple
more, so it should allow
competitors to expand and
include more variations in their
routines as they compete.
‘‘It will also allow riders to
undertake much bigger stunts
and more skilful aerial
manoeuvres as they leap
between the jumps on the four
different courses we have built
there.’’
Laim and fellow event
organisers Jack Sherriff and
Jayden Stokes say they are again
expecting acrowd of over 1200 to
appear on the day to enjoy the
talents of the 50plus
competitors.
Last year's top talent Tyler
Knox and recent Crankworx
speed and style winner Billie
Meaclem from Queenstown,are
just some of the expert talent on
show, which also includes a
number of riders from the North
Island..
There will also be five
freestyle motocrossers in action
on anewly built section nearby.
Readytogo... Hedge Fest organiserLiam Goodwin is ready for this
weekend's third annual freestyle mountain bike and BMX competition held
on his family's property at Woodend on Saturday.
PHOTO: JOHN COSGROVE
‘‘Lastyear we had acouple of
FMX riders performing with
their portable jumps, this year
the whole team of five riders are
coming.’’
One important change the
organisershave made since last
year is to startlater in the day
with the new start time of 2pm.
‘‘We wanted to allow more
people to come and to make it
more of ajampacked action/
entertainment spectacle with
great freestyle talent on MTBs
and BMXs plus freestyle
motocross as well as great live
music.’’ It will run until 8pm
Roading focus
By DAVID HILL,
Local Democracy Reporter
New Government measures
will help speed up roading and
infrastructure projects in the
regions, says Waimakariri MP
Matt Doocey.
The Associate Transport
Minister was responding to
recent comments from North
Canterbury councils calling for
more ‘‘more ambitious’’
funding for roading and
infrastructure.
Mr Doocey says the
Government hoped to have a
draft Government Policy
Statement (GPS) on land
transport ready to present to
Cabinet over the next few
weeks.
He says the Government
planned to give guidance to
Mayors and councils as the
GPSisdeveloped.
‘‘We have already
announced new 12 months,
fasttrack consent legislation
to speed up the consenting
process for projects like the
Woodend Bypass.
‘‘We are not very good in
New Zealand at intergenerational
infrastructure
planning so we are looking at
ways of speeding up these
projectsand new ways of
funding them, such as using
National Super funds to invest
in infrastructure.’’
The councils raised
concerns about preparing
their Long Term Plans while
there was uncertainty around
what funding would be
available for roading and other
infrastructure projects.
Waimakariri Mayor Dan
Gordon has backed acall by
Local Government New
Zealand (LGNZ) for more
funding tools to support
infrastructure.
While the Government has
pledged to build the Woodend
Bypass, Mr Gordon said his
council was looking for
support for other projects such
as the proposed Rangiora
eastern link road and an
upgrade of Skew bridge at west
Kaiapoi.
Hurunui District Council
chief executive Hamish
Dobbie said more investment
was needed to make the
district’s roading network
more resilient in the face of
more frequent weather events.
The New Zealand
Infrastructure Commission
has been tasked with coordinating
Government
funding and investigating
funding sources,procurement
and delivery for major
infrastructure projects.
Arecent report by the
Infrastructure Commission
highlighted astrong public
appetite for funding tools that
go beyond rates, like usage
charging.
Options put forward by
LGNZ included revenue
sharing between central and
local government, Government
paying rates on Crown land,
congestion charging, bed taxes
and tourist levies.
This is not only an increase in vehicle traffic, but
cyclists, pedestrians and kids getting on and off
school buses.
Police are reminding parents of the risks around
schools when driving, urging them to be attentive,
as children can be unpredictable and appear out
Council Road Safety Coordinator Peter Daly,
says it’s always agreat idea for parents to have
conversations about traffic.
“It’s reminding kidstocheck forvehicles by listening
OPINION
North Canterbury News, February 29, 2024
Focus on
Waimakariri
with Mayor Dan Gordon
Localisationwill
be supported
By now most of you will be aware that
the previous government’s proposed
Three waters reform hasbeenrepealed
by the new government.
As the cochair of Communities 4
Local Democracy (C4LD), Iamreally
delighted by this news, it is what we
lobbiedfor.
Iwill continue to support localisation
over centralisation when it comes to
decisions around our assets.
Iknow from the overwhelming
feedback from our community that the
vast majority of you feel the same way.
C4LD put forward acommunityled,
commonsensealternativefor water
reform that sees higher standards
delivered throughout the country while
making sure local communities have
control and say over their assets.
We welcomeworking with the new
government on this model.
Iwould also like to acknowledge the
integral support of our local MPs Matt
Doocey and Stuart Smith on this issue,
as well as working closely with
neighbouring North Canterbury Mayors
Marie Black and Craig Mackle.
This summer has been one for the
books, but the down side of ahot, dry
summer is fires.
I’d just like to acknowledge the
tremendous work done by the fire
brigadesinthe Waimakariri District.
Not only keeping the residents in this
District safe, but also working hard to
contain the fires in neighbouring
Hurunui and Christchurch City.
It has been abusy fire season and I
know all of the crews who have been
working on the Port Hills and Waikari
Valley are certainly tired.
Lets all remember to do our bit and
ensurenot to partake in any activity
whichhas the potentialtostart afire.
Remember Canterbury is in a
prohibited fire season.
Iamcontinuing to meet residents who
were affected by the recentLoburn
fires. It is still avery difficult time for
them.
Ivisited Swannanoa Fire Station last
week to recognise the achievement of
the brigade reaching its 1000th callout
at the end of last year.
The brigade had planned a
celebration, with neighbouring
brigades, family and special guests but
the fires on the Port Hills and Waikari
Valley took priority.
Ialso attendedthe memorialofthe
CanterburyEarthquakes last week and
laidawreath on behalf the District.
It’s hard to believe that it’s been 13
years since that fateful day where 185
people lost their lives.
Butthey will be foreverremembered
in the hearts of all Cantabrians.
Ohoka appeal hearing
By DAVID HILL,
Local Democracy Reporter
Six parties havebeen confirmed for an
Environment Court hearing to consider
aproposed 850home development at
Ohoka, Canterbury.
Rolleston Industrial Developments
Ltdappealed against the Waimakariri
District Council’s decision to decline its
private plan change for the massive
housing development at Ohoka, near
Rangiora.
The council voted unanimously to
reject the proposed 850home
development on a156 hectaresite in
November, following arecommendation
from independent commissioners.
An Environment Court spokesperson
saidthe period for parties to join the
appeal has now ended.
Six parties will make submissions,
including RollestonIndustrial
Developments Ltd, the Waimakariri
District Council, the OxfordOhoka
Community Board, the Ohoka Residents
Association, the Mandeville Village
LimitedIncorporated and Environment
Local voices need
platform in council
By DAVID HILL,
Local Democracy Reporter
AWaimakariri community advocate
says she hopes local voices will
continue to have aplatform in
council decisionmaking around
water and environmental issues.
It comes as Environment
Canterbury reviews the future of
water zone committees, which were
established in 2010 under the
Canterbury Water Management
Strategy to give communities avoice
for issues at the council table.
Waimakariri Zone Committee
chairperson Carolyne Latham said
there was aneed for community
input in big decisions, but the cost of
this has to stack up.
‘‘I think people are doing it hard at
the moment and rates are
increasing, so the zone committees
need to be giving value.
‘‘But it would be ashame to have a
group like ours, with
representatives of the community,
and then to have it no longer exist.’’
The Waimakariri Zone Committee
is apartnershipbetween
Environment Canterbury and the
Waimakariri District Council, and
has representatives from the two
councils, Te Ngāi Tūāhuriri
Rūnanga and community
representatives.
There are 10 zone committees
throughout Canterbury, which were
first established in 2010.
While community representatives
were unelected volunteers, council
staff were assigned to work with the
committees and Environment
Canterbury allocated $75,000 to
each committee to support local
initiatives.
The Waimakariri Zone
Implementation Plan Addendum
was amajorpiece of work for the
Waimakariri Zone Committee.
It was worked on over several
years.
It finally became operative last
year as Plan Change 7 to
Environment Canterbury’s land and
water regional plan.
Ms Latham presented the zone
committee’s annual report to the
Waimakariri District Council
earlier this month.
Highlights last year included
supporting the Ashley Rakahuri
River /Saltwater Creek estuary
shorebird monitoring, avisioning
workshop for the Waimakariri
Biodiversity Trust and inanga
(whitebait) spawning habitat
improvements in Taranaki Stream,
near Waikuku Beach.
Ms Latham also led the
development of aresource for
lifestyle block owners.
Waimakariri Mayor Dan Gordon
said the Waimakariri Zone
Committee has been ‘‘very
effective’’.
‘‘While Iaccept that may not be the
case for all zone committees, it
certainly is for ours.
‘‘The workithas done has led to
Plan Change 7, and last year it also
introduced the Waimakariri
Environmental Awards.’’
Mr Gordon said he was keen to
have ajoint workshop between the
council and the zone committee to
discuss their joint aspirations.
The Hurunui district has not had
an active zone committee since 2019,
but Environment Canterburyhas
continued to support initiatives in
the area.
The Hurunui District Council has
appointed aland and water coordinator,
Rima Herber.
She has continued to workclosely
with Environment Canterbury, Te
Rūnanga oKaikōura and Te Ngāi
Tūāhuriri Rūnanga and local
environmental groups.
The KaikōuraZone Committee
continues to be active in supporting
arange of local projects.
It is acollaboration between the
KaikōuraDistrict Council,
Environment Canterbury, Te
Rūnanga oKaikōura and community
representatives.
An Environment Canterbury
spokesperson said areview of the
zone committees is under way.
The review will focus on what
structure, function and resourcing
needed to support local freshwater
leadership in the future.
Zone committee chairs were
consulted in December, with an
update to be presented to the
Canterbury Mayoral Forum in May.
tired, with blistered feet and suffering
was huge.
He was walking in memory of his
something to help other children coping
with mental health issues.
‘‘I’m so humbled by the support Ihave
The school bus driver aimed to raise
enough money to allow 50 children to
them by comedian Mike King’s I Am
Now with almost $14,500 in the bank,
100 children can now benefit froma
Jimmy says he is still quite emotional
when he thinks about all the wonderful
people he met walking the 42 kilometres
from his home in Pegasus to Oxford.
‘‘The radio interviewed me and then
suddenly people came from
everywhere.
‘‘Some walked for an hour or two,
others for just ashort while. It was so
wonderful to see them all there.’’
He says he’s still struggling with the
loss of his grandson today.
‘‘It took me into adark place, but with
the help of friends who gavemethe
tools to cope with the loss, I’m getting
better.
‘‘So Itook on achallenge to help
others like him.’’
He says he’s 65yearsold, over weight
and unfit but with the help of so many
people he managed to walk the
distance.
‘‘It was tough, my feet are blistered
and I’ve been bed ridden sincethen,
trying to get over aflu bug which I
walked with.’’
Jimmy left Pegasus at 5am and
reached Oxford nine hours 45 minutes
hours later at 2.45pm.
‘‘My feet were killing me, Iwas the
slowest on the walk but everyone waited
for me to catchup, they weren't going to
leave me behind.
‘‘It was an amazing experience and I
thank everyone who came along.’’
Artistic celebration
Celebrate rowing on the Kaiapoi River was
the brief artist Mel Eaton was given by the
Cure Boating Club, when it asked for ideas
for amural on the exterior walls of its new
club rooms in the riverside town.
Her idea for a40metre long mural
wrapping around the ends of the building
and the side facing the river, not only
celebrates rowing, but also water, while
promoting Kaiapoi.
‘‘I thought of the times they go rowing,
early morning or in the evening, and that
gave me the colour palette to work with
deep blues and purples to warm golden
yellows.’’
Thanks to funding support from
members of the public, the club and the
Waimakariri Public Arts Trust, the new
mural will soon be seen in its entirety as
work starts on it this weekend.
‘‘I’m incorporating the clubs colours
Purple into the design which shows crews
in action on the river alongwith avery
large Kaiapoi sign.’’
Mel and the club hope the new mural
will become an icon for visitors as the
Kaiapoi lettering will have aunique
reflection component built into its
creation.
‘‘At high tide it will reflect in the river
and spell Kaiapoi correctly in the
reflection as you view it.
‘‘This is called aAmbigram. When you
just look at mural you will notice some of
the letter’s are spelt both correctly and
also upside down. This means they spell
Kaiapoi correctly when viewed as a
reflection.’’
To create amural this big, Mel and
fellow mural specialist painter Margot
Korhonen will project lifesize elements of
it on to the wall.
Cure Boating Club Treasurer Gendie
Woods says it was important to have the
purple boats there as these were the
original colours of the 154 year old club.
‘‘We are the fourth oldest club in the
country, and when it was reformed in 1868
we chose purple as our signature colour.’’
The club has set up adonations page to
invite residents and visitors to donate
towards the mural and to help finish the
rebuilding of the quake damaged club
rooms.
Kaiapoi Promotions Association are in
talks with the soon to be wound up All
Together Kaiapoi, about taking over
several of its high profile signature
events.
The nonprofit organisation says they
wish to continue its work to strengthen
and enhance the present and future
community of Kaiapoi.
‘‘We have aproposal lodged with All
Together Kaiapoi(ATK) to begin
discussions about taking over their
Matariki and Waitangi Day activities,’’
says KPA chair Janine Duke.
‘‘We already have the resources,
funding and experience to run the
Christmas Carnival and Santa Parade,
and we could easily take onboard their
two main events.’’
She says ATK have done an amazing
job over the years with the festivals and
events they have organised, and the
Kaiapoi Promotions Association wants
to maintain the legacy of these events.
‘‘We would like these events to stay in
Kaiapoi, and are keen to sit down and
talk with them about how we can make
these events part of our organisation,’’
Mrs Duke says.
However, she says it will be amatter
of ‘wait and see’ as to what ATK do, as
the KPA are not the only people who
have expressed an interest to the ATK
in taking over the running of the
Matariki and Waitangi Day events.
‘‘With our resources and access to
funding we have alot of offer and we
would also see an increase in
participation by the many of the smaller
business here in Kaiapoi.’’
The next event on the KPA’s agenda is
Rowing scholarships for twins
By SHELLEY TOPP
Twin sisters, from North Canterbury, have
both secured fullride, fouryear rowing
scholarships at the same university in the
United States.
Alexandra (Alex) and Eva Robinson,
aged 18, from Fernside, began their new
life at the University of Kansas in January
this year where Eva is studying finance
and sports management and Alex is
studying health sciences (community
health).
Back home in North Canterbury the
twins attended Fernside Primary School
and Christchurch’s Villa Maria College,
where they took up rowing. Both excelled
in leadership, academic and
extracurricular activities, including
volunteering at St John and Red Cross
shops in Rangiora.
They also showed an aptitude for
leadership and service in their school
community. Alex was the House Captain
and Eva was the House Sports Captain of
the Ennis House. Eva also received the
overall Sports Woman Award at Villa
Maria College in 2023.
Initially basketball was their focus after
watching their elder brother Andre, now
20, playing in the Friday Night North
CanterburyPrimary School competition.
‘‘After watching him they started playing
in the same competition for Fernside
Primary,’’ Maria Robinson, their mother
says.
In year six, they were encouraged by
Fernside Primary physical education coordinator
Annabelle Wilson to attend the
Under 13 North Canterbury basketball
trials.
They made the team, which went on to
win the South Island under 13
competition.
They were invited to go to the New
Zealand trials for the under 14 squad,
New team ... Fernside twins Alex Robinson, aged 18, front row far right, and her sister
Eva, centre back row in grey singlet, with their new rowing team at the University of
Kansas.
PHOTO: SUPPLIED
travelling to Australia and also made the
team.
Eva switched to rowing two years ago
after seeing an exVilla Maria College girl
and Olympic champion Grace Prendergast
talking at an assembly.
Alex followed her sister, joining the
rowing team last year.
‘‘They find the sport acomplete team
sport where the average speed across all
rowers in the shells (rowing boat) is what
matters.
‘‘There can be noone superstar,
everyone's effort needs to be combined.
‘‘They love the toughness and the
commitment required and finally the
tranquility of being out on the water.’’
The teens, who were born in London,
accepted scholarships from the University
of Kansas, in Lawrence, after two others,
Washington State University and the
University of Miami, showed interest.
Alex and Eva attracted interest from the
universities after building an individual
profile on the Next College Student
Athlete recruitment website.
‘‘Their profile detailed sporting
achievements, community contributions,
grades, goals, personal statistics, height,
weight, age etc and ergometer times for
2km,’’ Maria said.
‘‘After afew days they started receiving
messages from around 14 Division One
colleges.’’
Maria says the twins chose Kansas after
the three universities hosted an allexpenses
trip for them to the United States
last September.
‘‘On their return, they received offers
from Kansas and Washington State with
the girls deciding Kansas' university and
sporting resources, team support, and
education support was the best fit for
them.
‘‘The apartmentstyle living was also a
massive plus.’’
Afocus on housing
ByDAVIDHILL,
Local Democracy Reporter
NEWS
Canterbury News, February 29, 2024
Councils need to work with the
Governmenttohelp find solutions to
the housing crisis, Waimakariri
Deputy Mayor Neville Atkinson says.
The WaimakaririDistrict Council
has backed aGreater Christchurch
Partnership Housing Action Plan,
which recommended eight immediate
actions for councils to tackle the
region’s housing shortage.
Councillor Atkinson says the plan
encouraged councils to investigate a
range of options includingmaking
council and Crownowned land
available as leasehold land for
housing, and asking banks if they
would offer loans for those
developments.
‘‘We will be talking to the banks to
see what they can do to support people
on leasehold land.
‘‘We need to look at how does local
government try to influence their
decisions to make it easier for people
to get into homes.
‘‘And how do we work with
Governmentand local government and
whether there is the possibility of
releasing some Crown land for
affordable housing.’’
Cr Atkinson said the question of
what is affordable housingalso
needed to be defined.
The councils wanted to explore what
intensificationofthe housingmarket
might look like and whether it was
practical.
The Labour and Nationalparties
joined forces to pass the Resource
Management (Enabling Housing
Supply and Other Matters)
AmendmentAct in December 2021.
The legislation made medium
density standards the default for large
towns in high growth areas, such as
Greater Christchurch.
But the Nationalled Government
has indicated it will relax the
legislation to offer more flexibility.
‘‘It is OK to say we are going to allow
intensificationfrom Kaitaia to Bluff,
but there are many different things to
think about along the way,’’ Cr
Atkinson says.
‘‘Every town is different and
intensification on Colombo Street
looks alot different from
intensification on King Street in
Rangiora.’’
Other options included investigating
‘‘inclusionary zoning’’ to increase the
supply of social and affordable rental
housing. Inclusionary zoning has been
introduced in Queenstown and
Waikato and is seen as ‘‘a gamechanger’’.
The councils will also investigate
what incentives could encourage the
development of affordable housing,
rebates for social housing (which are
offered in Christchurch) and models
like the Ōtautahi Community Housing
Trust (Christchurch).
Cr Atkinson says there has been
enough talk and now is the time for
action.
‘‘I want to see some changes instead
of just yakking and Idobelieve this
plan gives us the opportunity to do
that. And even within the partnership
we can still be nimble to recognise the
differences in each district.’’ The
Anniversary celebration
The 150th anniversary of the Anglican
Parish of Kaiapoi’s St Thomas' Church at
Eyreton was celebrated with afamily fun
day on Sunday.
Aformal ‘cake cutting' marked 150
years since the establishment of the
church.
The cake cutting was performed by
descendants of the people who were
originally involved in the building of the
church back in 1874 .
Races for children included asack
race, eggandspoon race and threelegged
race along with pony rides, a
sausage sizzle and abouncy castle.
Anglican services were originally held
in the local schoolroom until achurch
was built in Eyreton in 1873/74.
The church was consecrated by Bishop
Harper on Shrove Tuesday (February
17) 1874.
The site had been gifted by
Marmaduke and Eliza Dixon of
‘Eyrewell’, the former (182895) having
chaired the church building committee
since November 1872.
The Dixons’ son James was the first
burial (1880) in the churchyard.
The first vicar was the Rev CJ Merton
(18491916); with the church becoming
known as St Thomas’ in 1890.
Diamond jubilee celebrations were
held in 1934 and included aservice
conducted by Bishop WestWatson and
the Rev CL Sparrow before apacked
church.
St Thomas’ Anglican Church has
architectural significance as it was the
work of noted Christchurch architect
William Marley(181696) who was a
pioneer Canterbury builder and
architect.
Coined ... To remember passing their 1000th callout milestone, Swannanoa Volunteer Fire
Brigade chief fire officer Peter Anderson holds one of the 75 commemorative coins minted
by the brigade, which will be given to past and present members.
Swannanoa Brigade
reaches milestone
By JOHN COSGROVE
The Swannanoa Volunteer Fire Brigade
reached its 1000th callout, in just 11
years. To mark the milestone the
brigade’s chief fire officer Peter
Anderson says 75 commemorative coins
have been minted and will be given to
past and present members of the brigade.
‘‘We will find all the people and
brigade members who have helped us
along the way and present them with the
coin.’’
The brigade reached the 1000th callout
early on the morning of December 6,
2023.
‘‘We passed asignificant milestone in
our short history when our pagers woke
us up for acar fire at the Eyreton
Community hall.’’
Mr Anderson says in the early days, the
team would be called out around 30 times
ayear, however over the last five to six
years this has grown to well over 120
times, day or night each year.
‘‘Today the brigade boasts amodern
fleet of Fire and Emergency NZ (FENZ)
vehicles and 26 women and men from the
local community, however none of this
would be possible without the foresight
of our early members who saw the need
to form alocal brigade back in 2010.’’
‘‘To those and all past members, the
current team are proud of what your
ideas and efforts have transformed the
brigade into.’’
He says none of this would be possible
without the support of families who
‘‘carry the fort’’ when volunteers head
out to help those who need them in their
community.
To thank everyone and hand out some
of the coins, Mr Anderson says the
brigade held asmall dinner recently
attended by the Waimakariri Mayor Dan
Gordon.
Mr Gordon says the brigade planned a
celebration with neighbouring brigades,
family and special guests but the fires on
the Port Hills and Waikari Valley took
priority.
Recognising the tired firefighters
around the region who have been battling
these blazes, themselves included, the
Swannanoa brigade instead opted for a
❛To those and all past
members, the current team are
proud of what your ideas and
efforts have transformed the
brigade into.❜
—Chief Fire Officer Peter Anderson
quiet barbecue at the station.
FENZ Canterbury district commander
Dave Stackhouse says between 2014 and
2022, the Swannanoa Volunteer Fire
Brigade received between 63 to 126 calls
per year, averaging 96 per year during
that time.
In 2023 120 call outs were recorded and
by the end of January the brigade had
already attended 21 call outs.
‘‘As rural brigades go, they are busy.
Nationally, they have ranked second
busiest in the last five years (2019 to 2023)
with an annual average of 113 incidents.
‘‘More than 40 percent of incidents they
respond to are vegetation fires, 20% are
miscellaneous fires (including car fires)
and 20% are false alarms. Only 4%are
medical emergencies.’’
He attributes this to high growth in the
Swannanoa response area, with more
housing being built. Most other
Canterbury rural stations have
maintained asteady number of call outs
in the last 10 years.
FENZ always looked at brigade
response zones to identify what
additional training or resources might be
required by the brigade, Mr Stackhouse
says.
The Swannanoa Volunteer Fire
Brigade is now in its third location and
has recently had anew smokechaser,
tanker and arural medium appliance
provided by FENZ.
In 2024, Mr Stackhouse says the
appliance will be replaced with anew
rural medium appliance fitted with
breathing apparatus to assist crew when
attending car and external structure
fires. enext milestone for the Brigade
will be to have its own fire station, as its
home at present is temporary.
Weeds in the spotlight
By DAVID HILL,
Local Democracy Reporter
Aproject to support weed control on
the Waiau Toa Clarence River is set to
receive afunding boost.
The Kaikōura Zone Committee has
given its support to an $11,800 grant to
the Waiau toa /Clarence River weed
control rafting trip, which is being led
by council staff.
Environment CanterburyKaikōura
senior biodiversity officer Heath
Melville said the project was the
continuation of the Waiau Toa
Clarence Braided River Weed
Strategy, which the zone committee
has supported since 2014.
The project has cost $190,500 to date,
with Land Information New Zealand
contributing $106,000 and the balance
paid by Environment Canterbury.
‘‘This workisabout protecting
species directly related to the braided
river environment,’’ Mr Melville said.
‘‘It is amatter of getting the weed
threat down enough so it becomes a
moreresilient system.’’
He said the additional funding, if
approved by Environment
Canterbury’s water and land
committee, would fund Clarence River
Rafting to transport Environment
Canterbury staff and equipment up the
river to complete weed control work.
He anticipated it would be a‘‘two to
three raft mission’’, depending on how
many staff and volunteers were
available, and take place over four
days.
Staff would be dropped off along
river terraces and beaches with nap
sacks to target weeds, including known
sources of buddleia and willow.
‘‘Previous efforts have this section
relatively clean of gorse and broom,
which has been completed in two
stages over two years,’’ Mr Melville
said.
Councillor Grant Edge said he
supported giving the additional
funding to the project.
‘‘It is such amajor project and it is
important work which is getting
results.’’
Asecond project was considered, to
support landowners at Mt Fyffe with a
pest control project, with the zone
committee declining support for now.
The landowners will asked for more
information and invited to reapply
later in the year.
JUNIOR AND TEENAGE RUGBY
North Canterbury News, February 29, 2024
Junior,teenage registrations open March 2
By ROBYN BRISTOW
Junior and teenage rugby registrations
open on March 2inNorth Canterbury.
Team registrations will remain open
until midApril.
Howeveranearly indication of team
numbersfrom clubs at these levels
would be extremely helpful for
administrators organising the
competitions.
New North Canterbury Rugby
manager Georgia CalderLee says
junior and teenage rugby is
transitioning from age groups to school
years.
She says the change will help players
to transition through the club and
secondary school rugby systems with
their peers.
It would also help keep players
together, rather than having to deal
with the disruption when Year 8
players leave forsecondary school.
This created problems forclubs,
coaches and managers of the teamsand
Canty Countrycricket team comes up short
23
By LINDSAY KERR
Adepleted Canterbury Country cricket
side came up short in avaliant attempt to
retake the Hawke Cup from holders
Hawkes Bay.
In what has been aseesaw script of
encounters in the past two years between
these teams, Country was put into bat in
the three day fixture.
It gave itself arealistic chance of
victory amassing 352 in 130 overs.
Heading the batting was Rhys Mariu
with 83. He was well supported by Jesse
Frew 56, before wickets fell at regular
intervals.
With the score at 200/7, arevival was
staged through the effort of Brayden Hill
67, Sam Chamberlain 51 not out and
George Gunn 40.
Hill and Chamberlain combined in a 74
run partnership for the eighth wicket, and
then Chamberlain and Gunn added 55
runs for the final wicket.
With batting getting easier, the Hawkes
Bay innings was dominated by BFoote
who scored 129 after batting through,
before becoming the fifth wicket to fall
with the score at 300. Only one further
wicket fell before Hawkes Bay achieved
victory after 128.5 overs.
One of the early highlights in the
bowling effort was the snaring of former
Canterbury Country captain, Hawkes Bay
opener, Jack Boyle when he was on eight.
Scoreboard; Canterbury Country 352
(Rhys Mariu 83, Brayden Hill 67, Sam
Chamberlain 51, George Gunn 40) lost to
Hawkes Bay 355/6 (B Foote 129; Sam
Chamberlain 2/52).
Successful karate trip
Members of the Kaiapoibased SeikoKai
Karate Club travelled to ShinKiowa,
Tokyo, Japan for black belt grading
examinations recently.
They were under the watchful eye of
legendary grandmaster (Soke) Suzuki
Seiko at the SoHonbu Dojo
(headquarters).
The team trained extensively over the
past year, under the guidance of 7th Dan
Chief Instructor Kev Merriman at their
home dojo in Kaiapoi.
‘‘It takes aminimum five years of
dedication, commitment and personal
sacrifice before being eligible to take a
Dan grade (black belt),’’ he says.
‘‘This past year Ihave watched this
group grow individually and as acollective
as the trip grew closer.
‘‘I have witnessed incredible spirit and
passion from each of them and it was an
honour to travel with them to Japan to see
them grade under Suzuki Soke.’’
In Japan the training intensified
building up to grading day with afocus on
performance delivery, and the most
critical elements that defines SeikoKai as
it’s own style.
Daily practice sessions averaged five
hours in local parks, and at the SoHonbu
Dojo, and consisted of intensive training
and refining movements and making
minor improvements to techniques.
Each team member had to perform
individually in front of apanel.
The team’s preparations paid dividends
with all of them passing.
Those graded to 1st Dan included: Holly
Taw (Jnr Shodan), Ruby Wilson (Senior
Shodan), Jake Dale and Christopher
Flannagan.
Taking 2nd Dan: Liam Visker (Jnr.
Nidan) and Elizabeth Whittington.
Sensei Dan Visker secured the rare
landmark of 3rd Dan (Shodan).
‘‘It was just brilliant to watch them
perform and see them all pass.
‘‘Ruby and Dan had both suffered
illness, but both showed that indominable
spirit synonymous with Karate.’’
‘‘Obviously, Iamdelighted for each of
them, and it is great news for our Dojo, but
Iamparticularly proud of my Dojo partner
Dan Visker Sensei who for most part has
had to sacrifice his own training to teach
regular classes, so credit to him for going
the extra mile.’’
‘‘They have come to understand the
importance of training in the spiritual
home of Karate under the guidance of our
revered Suzuki Soke.
‘‘I am confident it is now amemory they
will cherish for life.’’
Two silver medals to Kruize
One of the Rangiora Amateur Wrestling
club athletes, Kruize Pelesa, has won two
silver medals at the 2024 Oceania
Championships in Guam.
The Rangiora High School student
competed in the Freestyle Wrestling
under 17, 60kg division and the Greco
Roman Under 17, 60kg division, winning
silver in both group.
Coach Kevan McLaughlan says it was a
big trip for Kruize, particularly because
Guam is adifficult and remote place to
access.
He says Kruize has enjoyed many
highlights in his short wrestling career and
is poised to head to New York to compete
in the huge Journeyman's Tournament for
younger athletes.
This incorporates many other countries
and an international training camp is
included as part of the competition.
The club also had asenior wrestler,
Rikki Swete, selected for the competition,
but he had to withdraw due to the cost of
the trip.
‘‘This was apity as he would have been
amedal contender if able to go.’’
Both Rikki and Kruize were medal
winners at the NZ Championships held in
Tauranga in 2023.
The club has now started its 2024 season
and is looking forward to having athree
Balancing public safety and insurance
5
By DAVID HILL,
Local Democracy Reporter
Red tape could leave residents high
and dryasplans for future coastal
erosion at Motunau in North
Canterbury are adopted.
The Hurunui District Council
adopted the Motunau Coastal
Adaptation Plan on Tuesday, but
councillors took on board concerns
from residents who feared coastal
erosion measures could impact on
insurance.
Some residents expressed concern
with the threshold of when aproperty
is within 17 metres of the cliff edge.
The 17 metrethreshold was based on
three years of average erosion (0.27
metres ayear)and allowed for alarge
event with 6metres of erosion, while
allowing for a10metre safety buffer.
Climate change advisor James
Smyth said the plan addresses the
threat of coastal erosion, flooding and
sea level rise and sets out thresholds
to discuss the next action.
It was the result of nearly four years
of engagement with the Motunau
community, which comprises 131
properties.
Earthquake Commission criteria
meant insurance may not kick in until
aproperty was within 8metres of the
cliff edge, Mr Smyth said.
‘‘At this stage we are not sure how to
act on this, but it is adefinite gap in
what these residents need.’’
He said there was arecent incident
where aproperty 10 metres from the
cliff edge was declared unsafe.
This left the resident having to wait
for EQC to provide compensation.
Chief executive Hamish Dobbie said
the council had responsibilities under
the Building Act.
‘‘When we get into this situation, we
will geotech the house and make alife
safety decision, which is separate
from an insurance decision.’’
Other triggers included significant
capital works being required and the
inundation of saltwater into
wastewater wells.
‘‘Implementing triggers takes time
so we need to have apredefined
condition or event which prompts us
to consider the next action,’’ Mr Smyth
said.
Actions include implementing
protection measures such as asea wall
or proactive relocation.
Proactive relocation involves
relocating people, assets, activities,
and taonga from floodprone or
dangerous locations.
The Motunau plan is the thirdone
adopted by the council, following the
Amberley Beach plan which was
adopted in June last year and the
Leithfield Beach plan which was
adopted in December.
The council is also working on plans
for the Gore Bay and Conway Flat /
Claverley beach communities.
The process started in 2020 with a
‘‘Coastal Conversations’’ project
alongside the five beach communities.
Weeding volunteers sought
The AshleyRakahuri RivercareGroup
(ARRG) is calling for volunteers to help
with weeding days planned for Sunday
March 10 and Sunday March 17.
Weed invasion is abig problem for
native birds breeding on the Ashley
RakahuriRiver.
‘‘They will only nest on weedfree
gravel,’’ says ARRG spokesperson Nick
Ledgard.
‘‘In the past, the AshleyRakahuri
Rivercare Group has organised
volunteer days to clear weeds from the
most favoured nesting sites and these
events have been both successful and
By SHELLEY TOPP
Afamily picnic day will be held at
Waikuku Beach on March 9, to support
the Rowing For Life Aotearoa/NZ
fundraiser.
The picnic starts at 11am and is being
hosted by four North Canterbury Lions
Clubs.
The fundraiser —aninitiative of
Invercargill’s Ian Hamilton —istorow
the length of New Zealand’s east coast.
It’s aimed at raising $5 million for four
charities —the Lions Cancer Trust, the
Child Cancer Foundation, the Starship
Foundation and Surf Lifesaving New
Zealand —atstopovers on the way.
It began in Stewart Island on December
6, and will end at Cape Reinga, at the top
of the North Island, in July, averaging
about 40km per day and supported by two
fishing boats. The core group of rowers,
led by Wayne and friends from the
The weeding days will begin at 9am
and be finished by 12 noon.
The site is alongside the Rangiora
Airfield at the north end of Merton
Road, an easy distance from the
carpark. Meet in the large open area
alongside Groyne 2, between the airfield
and the riverbed. No dogs. The days
provide an excellent opportunity for
people to learn more about what ARRG
does to assist the birds.
Gloves are needed, and asmall
handsaw or agrubber would help, but
are not vital. Turn up at 9am.
supported by rowers from other rowing
clubs around New Zealand, who will row
in an area and distance of their choice.
Lions clubs are also supporting the
event by hosting stopover events at beach
landings, accommodation where
possible, and fundraising activities.
The Waikuku Beach picnic day will
have activities for children, and is being
hosted by the Woodend Pegasus, Oxford,
Rangiora and Amberley Lions clubs.
Rangiora Lions Club spokesperson
Bernie Walls says the four clubs are
hoping the community will back the
fundraiser by attending the Waikuku
Beach event and making adonation.
The rowers are expected to arrive at
the beach at 12 noon and will be
welcomed by Te Matauru Primary School
kapa haka group and supplied with
lunch.
The funds for Rowing For Life
Aotearoa/NZ will be evenly distributed
between the four charities.
Miss Moller teaches Year 7and 8
at St Josephs, and said the Royal
New Zealand Navy's presence
played asignificant role in her
students experiences at the time.
The Navy evacuated people and
brought them food and supplies.
‘‘My students were fiveyearsold
when the earthquake hit back in
2016 and cut off land accesstothe
township, she says.
‘‘They still talk about how the
Navy was keeping everything
together for the people of
Kaikōura.’’
‘‘Seeing our Navy ships in the
landscape was really significant
for the kids.
‘‘So when the chance came to
spend time at Devonport Naval
Base, Ijust couldn’t say no.’’
Miss Moller attended the School
to Skies and School to Sea
Teachers Edition Camp, organised
by the Royal New Zealand Navy
(RNZN) and the Royal New
Zealand Air Force (RNZAF) at the
RNZAF Base Auckland at
Whenuapai and Devonport Naval
Base.
One of the main aims of this
year’s camp was about teaching
the teachers.
Forty from throughout the
country attended, to learn how to
support their students to develop
careers in Science, Technology,
Engineering and Mathematics
AT THE LIBRARY
Target portside ... Breanna Moller from St Joseph’s School, Kaikōura, at
the Royal New Zealand Navy Bridge Simulator.
(STEM).
The School to Seas Camp
allowed teachers to experience
STEM in amaritime context and
learn new skills, so they can
provide their students with realworld
examples of how these
subjects are applied in the RNZN.
Our school is really focused on
increasing the quality of science
teaching, Miss Moller said.
‘‘It’s about looking at how we can
incorporate STEM into our maths
programme and also providing the
students with realistic scenarios to
apply those skills.’’
Teachers were exposed to a
wide range of naval activities,
including experiencing what daytoday
life is like for Navy
personnel, as well as firefighting,
navigation and leadership skills.
PHOTO: SUPPLIED
Teachers then boarded Navy
vessels.
‘‘The visit to Defence Science &
Technology opened my mind to
just how much technology existed
in the New Zealand Defence
Force.
‘‘I think my kids would definitely
be amazed by the experience.’’
‘‘School to Seas certainly helps
to show the range of career
opportunities the Navy has to
offer,’’ she says.
At RNZAF Base Auckland
teachers were introduced to
military skills, the principles of
flight, aviation and mission
planning.
Aflight over Auckland with No.
40 Squadron on aC130H Hercules
was aparticular highlight for Miss
Moller and her fellow teachers.
Keep your
recycling
loose.
Recycling and organics
should beloose in
the bin, not in bags.
Plastic bags belong
in the rubbish. That
includes compostable
or biodegradable bags
or packaging.
