Selkirk College Invites Community 

Selkirk College is renewing its strategic plan, and asking for 

public input on how it can best meet regional labour market 

demands and educational aspirations. 

Since the mid-1960s, Selkirk College has been an essential 

economic and cultural driver that contributes more than $450 

million annually to the West Kootenay and Boundary regions. 

It provides a range of post-secondary training and education 

opportunities in six communities and serves over 2,200 fulltime 

students each year. 

“We’re a community college, and any strategy we develop 

has to be informed by local and regional needs,” says Selkirk 

College President Maggie Matear. “This is a really exciting 

opportunity for us—we’ve made significant progress on our 

previous strategic plan, and now we can start to dream about 

how we want to see ourselves in the future.” 

Over the last five years, the Building Remarkable Futures: 

Strategic Plan 2019–2024 has been the reference point for 

ongoing work at the college. Since 2019, much has changed 

both locally and globally. The COVID-19 pandemic accelerated 

several developments in the post-secondary sector, such 

as online and hybrid learning, but there has also been a call for 

more flexible credentials, integrated workforce training, rapid 

learning technology advances, shifts in government funding, 

greater diversity, Indigenization and internationalization, and 

the rise of artificial intelligence. “This suggests a need for a 

strategy that supports our ability to address rapid change, 

while maintaining the values, commitments and vision that 

make Selkirk College such a special place,” adds Matear. 

The college has partnered with Higher Education Strategy 

Associates (HESA) to support the strategic plan development 

process. A respected national leader in the post-secondary 

sector, the external consultant provides an objective viewpoint 

that will be able to assess strengths, weaknesses, opportunities 

and challenges. The college has a steering committee made 

up of members of its Board of Governors, the Education and 

College Services divisions, three employee unions, the student 

union, the Equity, Diversity & Inclusion advisory committee, 

and Indigenous Programming & Engagement. 

Externally, the college is appealing to all members of the 

community to take part in a series of virtual and in-person 

sessions over the coming weeks where thoughtful input is welcomed. 

An online survey will also be made available. 

“The public consultation element of this process is crucial to 

final outcomes,” says Matear. “This college belongs to everybody, 

and this is the perfect opportunity to let us know what 

you think.”

People in the Columbia Basin rely on their communities for 

many reasons, including being able to turn to them for protection 

during disasters. To boost this ability, 13 projects supported 

by Columbia Basin Trust aim to help communities be 

prepared during situations like floods, wildfires or sustained 

power outages. 

“People and communities in the Basin have long been concerned 

about climate change and its consequences, and these 

projects exemplify how organizations are being proactive 

when it comes to ensuring safety when emergency situations 

arise,” said Will Nixon, Senior Manager, Delivery of Benefits, 

Columbia Basin Trust. “We’re pleased to support those who 

are rising to the challenges of climate change and taking steps 

to ensure the health and resilience of people and places.” 

With 23 projects previously supported in 2021 and 2022, 

the Trust has provided nearly $3 million to help communities 

strengthen their emergency operations centres and create 

emergency gathering spaces for residents, with access to 

necessities like power, filtered air, air conditioning, emergency

Slocan office, which houses the server and communications 

equipment used during emergencies.

artists, Sylvie 

Roussel-Janssens 

and Gloria 

Mok, showing until April 6, 2024. 

MEND: Mend is the title for Sylvie Roussel-Janssens’s exhibition 

project at the Kootenay Gallery in the West gallery. Ms. 

Roussel-Janssens’s sustainable art practice in sculpture melds 

embroidery and environmental concerns. In her recent work, 

she transferred her experience in textile work to plastic waste 

material. The plastic debris was gathered in the Fraser Valley 

during the pandemic. Ms. Roussel-Janssens says that “Stitching 

is healing. If we can make small gestures of repair, perhaps 

we can have the courage to fix our broken world.” Mend 

is a series of 28 embroidered recycled plastic circles. This 

number is a way for women to measure time. It symbolizes 

the phases of the moon and refers to the effect of plastic on 

the hormonal system. “We are surrounded by plastic, and it 

affects our body and our mind.” Eco-anxiety is real, and Ms. 

Roussel-Janssens finds stitching to be healing and meditative. 

It is a good way to process emotions and thoughts as we face 

difficult decisions regarding adapting to climate change. All 

the pieces were made with discarded plastic objects, drilled 

and threaded with masonry twine. As the the 18th century, 

Antoine Lavoisier said: “Nothing is lost, nothing is created, 

everything is transformed”. 

LOST WORLD: Over the years Gloria Mok has collected 

natural history books with beautiful illustrations. During 

the process of moving, she re-acquainted herself with these 

well-observed illustrations of birds, insects, and plants by a 

number of illustrators from Europe to Asia. She also came 

across objects she collected in the past such as pieces of coral, 

shells, leaves damaged by insects, and other natural curiosities. 

Each object, even though they come from modest origins 

from walking along the beach or in the garden, are unique 

and original. Ms. Mok felt these diverse elements would create 

an art project that celebrates the beauty in nature. As she was 

admiring these illustrations and objects, she felt an acute sense 

of loss of our relationship with the natural world in contemporary 

society. The physical act of cutting out each flower, and 

bird somehow re-connected her to nature. The idea of using

Nutrient Restoration Program 

For nearly 30 years, the Fish & Wildlife Compensation Program 

(FWCP) has funded the Nutrient Restoration Program 

in Kootenay Lake and Arrow Lakes Reservoir. An independent 

review has found that nutrient additions are working— 

they are helping to restore aquatic ecosystems. 

Starting in 1992, the Nutrient Restoration Program has 

been rebuilding the natural aquatic food web that existed in 

Kootenay Lake and Arrow Lakes Reservoir before the construction 

of dams. To do this, the FWCP and the Province of 

B.C., together with other partners, add liquid nitrogen and 

phosphorus to the surface of these waterbodies. The nutrients 

feed the microscopic phytoplankton, which feed the zooplankton, 

which feed the kokanee and in turn the many other 

fish and wildlife that depend on this ecosystem. 

An independent review has found that the Nutrient Restoration 

Program is successfully restoring food webs in Kootenay 

Lake and Arrow Lakes Reservoir to support fish populations. 

Since nutrient additions began, productivity at the bottom of 

the food web has increased by at least 50 to 100%. The review 

recommended that nutrient additions continue.
