Speed drop<br />

PEOPLE ARE driving slower on<br />
Hampshire St than they used to,<br />
since the installation of speed<br />
bumps and bollards.<br />
Data from the Streets For People<br />
Aranui trial have shown an average<br />
speed drop of 13km/h along the<br />
street, a meeting has heard.<br />
The meeting last week was to<br />
hear community feedback to the<br />
trial. It was attended by residents,<br />
students, city councillors, city<br />
council staff and the Aranui<br />
Community Trust.<br />
The 50km/h speed limit on<br />
Hampshire St has not changed.<br />
Burwood Ward city councillor<br />
Kelly Barber told <strong>Pegasus</strong> <strong>Post</strong><br />
the average speed of 85 per<br />
cent of drivers travelling down<br />
Hampshire St was 52.9km/h,<br />
pretrial.<br />
“The average speed has dropped<br />
to 40km/h now. The average of all<br />
travelling vehicles was 46.3km/h<br />
pretrial and is now 33.7 km/h.<br />
This means the project is working,”<br />
he said.<br />
The meeting also heard feedback<br />
against the bollards outside<br />
Wainoni Park, which had been<br />
removed prior to the meeting.<br />
Eastern Eagles Rugby League<br />
Club secretary Fina F’amoe had<br />
been worried about the loss of<br />
about 20 parking spaces in front<br />
of the park, after median-flex<br />
posts were installed in February.<br />
“The bollards were removed<br />
last week which is awesome. I’m<br />
so pleased; it is commonsense as<br />
they shouldn’t have gone up in the<br />
first place,” said F’amoe.<br />

Battle to priortise ‘lifeline’ bridge<br />

REPLACING the earthquakedamaged<br />
Pages Rd bridge could<br />
become the No 1 priority in the<br />
draft Regional Land Transport<br />
Plan.<br />
Councillors Celeste Donovan<br />
and Aaron Keown presented the<br />
city council’s submission to the<br />
Canterbury Regional Transport<br />
Committee on Monday urging<br />
it to move the New Brighton<br />
bridge upgrade from No 12 to<br />
No 1 on its list of priorities.<br />
Keown said evidence shows<br />
there is a 26 per cent risk<br />
of a magnitude 8 or higher<br />
earthquake off the coast in<br />
the next 50 years, which could<br />
trigger a tsunami.<br />
Donovan said the project<br />
cannot be delayed any further<br />
due to the need to improve<br />
traffic flow during evacuations<br />
and other emergency scenarios.<br />
“I believe we can’t afford any<br />
delays to this project, as this<br />
bridge serves as a lifeline route<br />
into and out of New Brighton<br />
and the structure carries critical<br />
communication and electricity<br />
cables, as well as water/wastewater<br />
services across the river,”<br />
Donovan said.<br />
“The Pages Rd bridge was initially<br />
ranked as the No 1 project<br />
in our region, but it got moved<br />
down.<br />
“This makes it challenging to<br />
secure government funding, as<br />
this funding typically goes first<br />

to the projects that are ranked<br />
highest across the region,”<br />
Donovan said.<br />
The bridge was damaged in<br />
the February 22, 2011, earthquake,<br />
while Pages Rd dropped<br />
in places, affecting drainage.<br />
The ‘Gateway to New<br />
Brighton’ project, which includes<br />
the replacement of the bridge,<br />
as well as various changes to<br />
surrounding streets and intersections<br />
is estimated to cost $65<br />
million.<br />
“Despite major redevelopment<br />
work and regeneration across<br />
the city, some key earthquake<br />
legacy projects, such as Pages<br />
Rd, are still yet to be completed,”<br />
Donovan said.<br />
Due to its deprioritisation<br />
and the city council having no<br />
confirmation of Waka Kotahi<br />
NZ Transport Agency funding,<br />
a hearings panel for the Pages<br />
Rd bridge project was going to<br />
be deferred for up to six months<br />
until July. It will now be held on<br />
April 4. Donovan learned of the<br />
delay at a consultation meeting<br />
with the Regional Transport<br />
Committee on February <strong>21</strong> and<br />
asked it reschedule the hearings<br />
as soon as possible.<br />
The committee includes<br />
representatives from the<br />
region’s councils as well as Waka<br />
Kotahi.<br />
The primary role of the<br />
committee is to develop and<br />
implement the Canterbury<br />
Regional Land Transport Plan.<br />
“It means the hearings<br />
panel can begin the process of<br />
hearing from the community<br />
to get feedback on the proposed<br />
design, understanding any<br />
concerns, and changes that need<br />
to be implemented as part of the<br />
final design,” Donovan said.<br />
The new bridge will be more<br />
resilient to future earthquakes<br />
and the effects of climate<br />
change. It will also be designed<br />
to improve access for everyone.<br />
Work to<br />
upgrade<br />
playgrounds<br />
under way<br />

THREE playgrounds in Burwood<br />
and Shirley are getting major<br />
upgrades at a cost of $368,846<br />
over the next two months.<br />
Work started on the Robin St<br />
playground in Burwood last week.<br />
Once it is completed, the Sabina<br />
St playground in Shirley will be<br />
upgraded and then work will<br />
start on the Chartwell Reserve<br />
playground in Burwood.<br />
Each playground will get<br />
modern climbing, sliding and<br />
sensory activities and take about<br />
20 days to complete. The projects<br />
have been funded through the city<br />
council’s Long Term Plan.<br />
The Chartwell Reserve<br />
playground will get a new double<br />
wave slide, climbing carousel,<br />
playful edging and picnic table.<br />
Waitākiri Primary School<br />
pupils helped with the design and<br />
planning of the new playground<br />
on Chartwell St.<br />
The work is expected to be<br />
completed on May 9, weather<br />
permitting.<br />
The playground upgrades were<br />
due to start in the middle of last<br />
year but city council community<br />
parks manager Al Hardy said<br />
there was a delay during preconstruction<br />

pregnancy, I had a partner<br />
who wasn’t physically there so<br />
I basically raised my children<br />
alone.<br />
“I also wasn’t producing any<br />
milk so a stranger donated<br />
theirs to the hospital.<br />
“They’ll never know how<br />
much I needed that and I can’t<br />
ever thank them. So I wanted to<br />
give back because I know how<br />
much it’s needed.”<br />
Askin knows situations<br />
change all the time, having<br />
made a “quick move” from<br />
Geraldine to the city about five<br />
years ago. She says that is often<br />
when new mums need help.<br />
“I moved without having<br />
much of anything but my<br />
children into my nana’s house.<br />
“I ran to St Vinnies in Hornby<br />
and said to the ladies there: ‘I<br />
really need some help’.<br />
“They were about five minutes<br />
from closing the shop but I<br />
explained my situation and they<br />
stayed to help me with sheets,<br />
clothing and much more.<br />
“Just what I needed, so it gives<br />
me joy someone else might get a<br />
smile and a bit of support out of<br />
this too.”<br />
Askin sent her first six packs<br />
out last week and said the<br />
mums were very grateful to<br />
receive them.<br />
“It went very well. We’ll keep<br />
doing bundles as long as we<br />
keep getting donations.<br />
“I didn’t think it would take<br />
off but after asking my small<br />
following on Instagram, we’re<br />
receiving donations from all<br />
over New Zealand.”<br />
When she’s not making packs<br />
or working on her business,<br />
Sustainable Mama, which<br />
focuses on creating sustainable<br />
and natural products like<br />
wooden baby rattles and healthy<br />
skin creams and lotions, Askin<br />
volunteers at the St Vincent de<br />
Paul shop in Hornby.<br />
“I started volunteering about<br />
four weeks ago. It’s a nice wee<br />
cycle, going back to help the<br />
beautiful women there.”<br />

“If they were installed in the<br />
gutters alongside the footpaths, it<br />
would give traffic more space on<br />

“We heard from residents about<br />
the ‘forest’ of bollards outside<br />
Hampshire St shops not being<br />
visually appealing. The city council<br />
is looking to remove them and<br />
install an island or the like.<br />
“Changes to Shortland St will<br />
be made to allow trucks to move<br />
easier. There is plenty of scope to<br />
find local solutions.”<br />
Barber said about $700,000<br />
of the allocated $2.6 million<br />
has been spent on the project so<br />
far. It is 90 per cent funded by<br />
New Zealand Transport Agency<br />

Our vision statement above comes from<br />
consultation with our students and community.<br />
The first goal to achieve this for us is<br />
establishing a wairua in which all students<br />
belong in their identity. That was certainly<br />
encapsulated in the start of the school year.<br />

and energy. This<br />
has been led<br />
by our amazing<br />
staff and Year<br />
13 students<br />
from day 1.<br />
The year began with our Year 13 leaders out<br />
on a three-day camp experience to bond<br />
and develop their leadership skills and goals.<br />
It was an incredible experience for these<br />
students who demonstrated courage (kia maia),<br />
manaakitanga, determination (kia manawanui)<br />
and leadership. They came back to school<br />
with strong energy and welcomed the new<br />
Year 9s into the school. This term the Year 13<br />
peer support leaders continue to work with<br />

Following on from<br />
that we held our<br />
house tabloid<br />
sports. Everyone<br />
dressed up in<br />
house colours and<br />
had heaps of fun.<br />
This term we have<br />
also held our<br />
swimming sports<br />
and athletics’ day.<br />
These were great<br />
days and enjoyed<br />
by all – lots of<br />
participation<br />
and competition.<br />
Summer sport<br />
has also got off<br />
to a great start<br />
with students competing in touch, tennis, indoor<br />
netball, volleyball, cricket, softball, ki o rahi<br />
and rowing. Winter sport trials are currently<br />
on and we are excited to have more sign ups,<br />
teams and groups participating in sport. Our<br />
Music department is also thriving with bigger<br />
numbers in orchestra, choir and bands. Kapa<br />
Haka is now 40 strong and our polyfest Pasifika<br />
group consists of 78 students – they perform at<br />
Canterbury Polyfest in Hagley Park. Both groups<br />
sound amazing, and we are very proud of this<br />
development in the arts and cultural groups in<br />
our school.<br />
At the heart of what we do we want our<br />
students to succeed academically, and we would<br />
like to congratulate all our 2023 students on<br />
their NCEA results. We celebrate this in our<br />
academic assembly. With over 70% pass rate at<br />
Level 1 and Level 3 and 75% pass rate at Level<br />
2 our students are achieving well. We would<br />
like to congratulate our staff and students<br />
on the growth in endorsements and we were<br />
excited to hear about our students who gained<br />
scholarships. 7 scholarships were gained<br />
by 5 students with Zoe Langley gaining an<br />
Outstanding Scholarship in Technology.<br />

to welcome new staff and we were proud of<br />
Quentin Smitheran, a teacher, who led the<br />
whaikorero.<br />
Year 9 students had 3 days at Avonside to get<br />
to know the school and settle in. We had lots<br />
of fun including the traditional newspaper<br />
dress competition in which students had to<br />
create outfits from newspapers that reflected<br />
their house, women leaders and school values.<br />

Light, tasty salad that’s easy to make<br />
NERYS WHELAN is a Kiwi<br />
chef with a passion for good food<br />
and while she concentrates on<br />
keto recipes, some like this Thai<br />
beef salad work for everyone. It<br />
is a great light, tasty option that<br />
is easily whipped up with a few<br />
pantry basics and cooked on the<br />
barbecue. It also makes the more<br />
expensive cut of meat go further.<br />
Thai beef salad<br />
Makes 4<br />
GF/SF/DF/EF<br />
For the zesty Thai dressing:<br />
1 Tbsp fresh ginger, finely grated<br />
½-1 chilli, seeds discarded, finely<br />
chopped<br />
1 clove garlic, crushed<br />
1 Tbsp fish sauce<br />
1 lime, zest and juice<br />
1 tsp rice wine vinegar or apple<br />
cider vinegar<br />
30g Allulose (or another easy<br />
dissolving sweetener)<br />
1 tsp Dijon mustard<br />
2 Tbsp sesame oil<br />
2 Tbsp fresh coriander, finely<br />
sliced<br />
½ tsp salt<br />
For the salad:<br />
400g scotch fillet steak, left<br />
covered at room temperature for<br />
30 minutes prior<br />
3 Tbsp olive oil<br />
1 tsp salt<br />
1 tsp cracked black pepper<br />
120g mesclun<br />
50g mung beans or bean sprouts<br />
8 cherry tomatoes, quartered<br />
¼ small red onion, finely sliced<br />
¼ cucumber, diced<br />
2 Tbsp fresh coriander, roughly<br />
chopped<br />
1 Tbsp fresh mint, roughly<br />
chopped<br />
30g peanuts, chopped<br />
Method:<br />
• First, make the dressing by<br />
putting everything in a jar and<br />
shaking to combine or whisk<br />
together in a bowl. You can make<br />
a larger batch of this and leave it<br />
in the fridge for a ready-made,<br />
light and fresh salad dressing, just<br />
omit the coriander so it doesn’t<br />
discolour.<br />
• Heat a heavy-based frying pan<br />
over a high heat.<br />
• Rub the steak with the oil,<br />
salt and pepper. Once the pan is<br />
very hot, add steak and cook to<br />
your liking. Once steak is cooked,<br />
remove from pan and let it rest<br />
while you prepare the rest of the<br />
salad.<br />
• On a large serving platter,<br />
scatter the mesclun on the bottom,<br />
then arrange the mung beans,<br />
cherry tomatoes, red onion,<br />
cucumber and herbs over the top.<br />
• Once the steak has rested for at<br />
least 5 minutes, slice it and pat dry<br />
any juices with a paper towel.<br />
• Lay the steak on top of the<br />
salad, sprinkle over the eanuts,<br />
season lightly with salt and pepper,<br />
then drizzle over about half of the<br />
dressing and serve.<br />

vinegar is believed to help<br />
moderate blood sugar levels, as<br />
well as lower cholesterol.<br />

Outlander may not excite, won’t disappoint<br />
MITSUBISHI’S mid-size<br />
Outlander is on track to<br />
eclipse, yes that’s the name of<br />
its smaller sibling, and become<br />
the company’s biggest selling<br />
passenger vehicle in New Zealand.<br />
It was second behind the<br />
market-leading Toyota RAV4<br />
on our best selling SUV charts<br />
for 2023. Launched here at the<br />
end of 20<strong>21</strong> it arrived here as the<br />
first model off the production<br />
line from the Mitsubishi, Nissan,<br />
Renault Alliance.<br />
Its success provided a dream<br />
start for this partnership.<br />
While the styling doesn’t send<br />
the heart racing, it won’t spark<br />
a bout of yawning. A clean and<br />
uncluttered contemporary lines<br />
are a little to generic to stand out<br />

sport mode constant variable<br />
transmission is one of Mitsubishi’s<br />
best. Step shift control changes<br />
do a fine job of mimicking a<br />
conventional automatic, with<br />
few slurring gear shifts that were<br />
once an undesirable trait of these<br />
transmissions.<br />
A generously proportioned<br />
passenger compartment earns<br />
top marks for spaciousness,<br />
practicality and being a relaxing<br />
long distance cruiser. Upping the<br />
comfort ante on the test vehicle<br />
were heated seats, three-zone<br />
automatic climate control, and<br />
rear door sunshades.<br />
A 12.3-inch full digital driver<br />
display is Mitsubishi’s first fullscreen,<br />
full-colour liquid crystal<br />
display, projecting a variety of<br />
information on to a large screen<br />
with exceptional clarity. A<br />
customisation function enables a<br />
variety of information to be easily<br />
combined and displayed.<br />
The test vehicle’s six drive<br />
modes are accessed via a centre<br />
console mounted selector, and<br />
range from normal to snow, and<br />
almost everything in-between.<br />
The suspension tune is very<br />
much in-tune with our often<br />
exacting driving conditions<br />
and topography. It makes an<br />
immediate impression with<br />
its strong road holding, even<br />
when you quicken the pace over<br />
demanding undulating roads.<br />
While the striking 20-inch<br />
alloys make a powerful visual<br />
statement, the ride quality suffers,<br />
with more suspension noise at<br />
low speeds over high frequency<br />
bumps found on our urban roads.<br />
