THIS DRAFT MASTERPLAN REPORT<br />

The purpose of this Draft <strong>Masterplan</strong> Report is to present the proposal of Mackenzie & Ebert for the design of a world class, tournament standard<br />

18 hole course and practice facilities at <strong>Mutsuzawa</strong> <strong>Golfpark</strong> for Mr. Maezawa. We are very grateful for the opportunity to provide this proposal.<br />

The following pages of the Draft <strong>Masterplan</strong> Report aim to:-<br />

1. Define the brief for the project.<br />

2. Provide an assessment of the site and existing course and to present overall conclusions.<br />

3. Provide general comments and recommendations regarding the proposed 18 hole course, practice facilities and clubhouse.<br />

4. Present a recommended option for the design of the 18 hole course and practice facilities. Two other design options are also presented.<br />

5. Present hole by hole plans, comments and recommendations for the recommended option.<br />

6. Present visualisations for the proposals for the practice ground and the 4th, 7th, 17th and 18th holes. These visualisations have been produced<br />

using Adobe Photoshop. In the future, proposals can be presented using our in house CGI techniques to provide videos of the proposed holes.<br />

If we are successful with our submission, we would look forward to following a collaborative relationship with Mr. Maezawa and his team to refine<br />

the proposals further to produce a Final <strong>Masterplan</strong> for <strong>Mutsuzawa</strong> <strong>Golfpark</strong> to meet all aspects of the brief.


THE BRIEF, OVERALL ASSESSMENT OF THE SITE & EXISTING COURSE<br />

& OVERALL CONCLUSIONS


THE BRIEF<br />

The overall brief at <strong>Mutsuzawa</strong> <strong>Golfpark</strong> is to take the 27 holes which are currently in play and convert them into the best 18 hole course possible.<br />

This golf course should have the objective of providing a very enjoyable and challenging golf course for Mr. Maezawa and his friends and associates<br />

but it will also be necessary to produce a championship standard course that could host a major professional golf event.<br />

It is also an important part of the brief to produce a practice ground which would be suitable for use in a major professional event and it was<br />

requested that the teeing surface for this practice ground should be 150m in width. In addition to the long game practice facility, it will be important<br />

to design excellent short game practice areas. These practice facilities will be required for tournament play and practice as well as for a possible Golf<br />

Academy for improving the game of young players. One aspect of the brief which is not essential, but could be desirable, is to provide some Academy<br />

holes if sufficient land exists after a great 18 hole course has been designed.<br />

The brief also required a consideration for where housing could be located.


OVERALL ASSESSMENT OF THE SITE & EXISTING COURSE<br />

The existing golf course at <strong>Mutsuzawa</strong> <strong>Golfpark</strong> occupies an extremely attractive piece of land with beautiful views of the hills in the distance,<br />

excellent topography and lakes and trees which produce a visually attractive setting for the course and the individual holes.<br />

The existing 27 hole layout is well routed around the site although the par 4 holes in particular need to be strengthened with none of them being<br />

more than 400 yards in length which is a major weakness. The omission of a full length practice ground also needs to be addressed.<br />

The existing course assessment is particularly important for this project as it is critical to identify the strengths and weaknesses of the three nines<br />

which exist at the moment. For instance, the West nine is slightly too condensed in its land area and the East and Centre nines have very good holes<br />

but also some weak holes. Hence, it is important that the solution builds on the strengths of the course and improves upon any shortcomings of the<br />

existing golf facilities. The hosting of a major event requires a world class course as well as room for the tournament infrastructure.


OVERALL CONCLUSIONS<br />

It is excellent to report that the raw material of the land at Matsuzawa Park will allow for the design of a world class 18 hole golf course. To be able<br />

to deliver this, the layout needs to be adjusted to make use of the best of the existing holes although improving all aspects of those holes and also to<br />

add new and exciting holes to strengthen the overall course. The flow of the layout and sequencing of the holes must also be the very best it can be.<br />

The layout needs to have more spaciousness in certain areas and the requirements of the brief to provide such a large, long game practice area is a<br />

very demanding part of the brief. While the 18 hole course is the key objective, the exercise really has to start by identifying the best location and<br />

arrangement for the long game practice area as this facility is such a large land user. The good news is that the solution provided will deliver the<br />

practice ground required without compromising the quality of the proposed 18 hole course.<br />

This design solution presented in this Draft <strong>Masterplan</strong> Report will produce a world class championship standard golf course and the best practice<br />

facilities imaginable along with a layout that is both enjoyable and challenging for Mr. Maezawa and his friends and associates.


GENERAL COMMENTS & RECOMMENDATIONS REGARDING THE COURSE


OVERALL COURSE ROUTING & TOPOGRAPHY<br />

The existing course routing is good with a reasonable feeling of<br />

spaciousness for most of the 27 holes and three loops of 9 holes operating<br />

efficiently from the large clubhouse.<br />

The natural topography of the land is first class and the 27 holes work their<br />

way around the site and the contours well.<br />

Improvement is required with regard to the par 4 holes if the course is to be<br />

suitable for major tournaments. The longest of the fifteen par 4s is 400<br />

yards. Some challenging par 4s are required with far more variation in<br />

length for the two shot holes.<br />

The one major drawback of the layout design is the fact that the practice ground is so small in<br />

width and length. It is most definitely not suitable for major tournaments. A significant<br />

reorganisation of the course layout is required to deliver a suitable practice ground. However,<br />

the fact that the number of holes is to be reduced from 27 to 18 means that there is the<br />

opportunity to produce a design solution which delivers this.


TEES<br />

The arrangement of the tees will need further discussion but, at this stage, it is felt that it will be important to plan for back tees for championship<br />

use of a sufficient size, main tees for regular play and forward tees for junior, senior and women's golf.<br />

Tees must also be perfectly level which can be assured during their construction. Rectangular shapes tees would provide a more classical<br />

appearance but free form tees would be appropriate if that is preferred.


PATHWAYS<br />

As the general use of the course is likely to be so limited, one aspect which needs to be considered is whether it is essential to have a full network of<br />

cart paths for every hole.<br />

While it is important to make sure that the maintenance traffic can use hard surfaces to reduce the wear and tear on the course, these could be<br />

routed some distance away from the holes. As a result, the golfers may only need cart paths from greens to the next tees and through to fairways,<br />

with carts always being permitted to run on the fairways. However, this will need to be confirmed with the agronomist to ensure that the fairway<br />

specification will permit this.<br />

What can be confirmed is that a reduction in the lengths of cart paths will lead to a golf course which is more aesthetically pleasing and more highly<br />

regarded as a result.


FAIRWAYS<br />

The shaping of the fairways will need to be assessed at the detailed design stage to produce the appropriate level of undulation and sufficient<br />

drainage characteristics. Collection areas need to be well planned to avoid too much divoting in landing areas.<br />

The specification of the existing fairways will need to be assessed but, to achieve the highest quality results, sand capping of the fairways and areas<br />

surrounding the fairways will be necessary.


BUNKER LOCATIONS<br />

The design of the new course will need to have a layout of bunkers for each hole which tests the best players from the back tees and which still<br />

provides interest for the regular players from the main tees. A reconfiguration of the bunker layout for the new course as detailed in the hole by hole<br />

section of the report will lead to great improvement. On some occasions, bunkers should be set to be carried but, on other occasions, they should be<br />

set in a location to be flirted with to get into the best position for the approach shot.<br />

The existing 27 holes could be argued to be over bunkered with 109 in total, working out at just over 4 per hole with a large number of them being<br />

sited behind greens which see hardly any play. However, the overall area of sand is the main issue as it is very large and this increases the<br />

maintenance demands significantly without contributing to the strategy or appearance of the holes.<br />

The proposals result in a decrease in the bunker number per hole from just over 4 to 3.17. However, the more important statistic is that the sand<br />

area of the bunkers would be reduced from 776sq.m per hole to 500sq.m, although the bunkers on the practice ground and the short game areas will<br />

add another 890sq.m. This does not mean that the bunkers will be very small in number or area. The holes will have plenty of hazard and there will<br />

still be some large bunkers included so they will still make a big impact from a playing aspect and a visual point of view. This reduction of area will<br />

lead to significantly lower construction costs as the bunker lining is expensive and reduced ongoing maintenance demands.

BUNKER STYLE<br />

Bunkers are one of the palette of features that make courses both visually attractive and challenging. Every single bunker can be a work of art in its<br />

own right. A fair criticism of <strong>Mutsuzawa</strong> <strong>Golfpark</strong> is that few, if any, of its bunkers can be described as being works of art. Too many have simple<br />

shapes, relying on their size for impact. A more distinctive and attractive approach to the bunkering is needed which addresses this weakness.<br />

We are not tied to any one bunker style but the hazards we designed at Hirono, in Japan, could provide inspiration for the bunkering at <strong>Mutsuzawa</strong><br />

<strong>Golfpark</strong>. Some photographs of the bunkers at Hirono are provided in the following pages.

GREENS<br />

Greens are the focus of any course and the area where the most shots are played. As a result, the quality of the green design is extremely important<br />

to ensure that the course is highly rated. Hence, it is so critical for the greens to have the best shapes possible to provide appropriate challenge and<br />

beauty. The existing large greens at <strong>Mutsuzawa</strong> <strong>Golfpark</strong> do have some undulation but it is relatively plain and uninspired. All of the greens should<br />

be redesigned and rebuilt to produce the highest quality set of surfaces.<br />

The greens would be rebuilt to a modern specification allowing the maintenance of the greens to deliver the perfect surfaces.


GREEN SURROUNDS<br />

After the green surfaces, the shapes and conditions of the green surrounds are the next most important feature to produce the highest quality golf<br />

course. The characteristics to make green surrounds as good as possible are:-<br />

1. They should offer a wide range of shots that can be played from putters to lob wedges.<br />

2. Many elite players are better at hitting the ball than they are at the finesse shots. Well shaped surrounds force them to make choices and to play<br />

shots that they may not have practised hundreds of times. The best players find tightly mown green surrounds more challenging than bunkers.<br />

3. The less confident players can use their putters or rescue clubs to work the ball up onto the green somewhere. They much prefer these areas than<br />

being in deep rough or bunkers. Weaker players find them easier to recover from.<br />

4. They should have very attractive shapes which should connect with the green surface shapes.<br />

5. Approaches should be maintained to allow players to run the ball onto greens for the majority of the holes.


LAKES<br />

The lakes are an important feature of a number of the holes. They provide playing challenge and some of them visual beauty but a number of them<br />

have a critical role to play as a storm water buffer system to protect people and property downstream of <strong>Mutsuzawa</strong> <strong>Golfpark</strong>.<br />

The detail of the lake edges needs to be focused on to produce more attractive water bodies, especially for the deep storm water ponds.


WOODLAND & TREE MANAGEMENT<br />

The woodland and trees are one of the beautiful characteristics of the site at <strong>Mutsuzawa</strong> <strong>Golfpark</strong>. There is a wonderful variation of trees, producing<br />

beautiful textures and colours and these characteristics vary throughout the year with the beautiful cherry blossom appearing throughout the<br />

course and the surrounding hills in the spring and the wonderful fall colours later in the year.<br />

Within the golf course there has been rather too much planting, resulting in the restriction of views to the distant ranges of hills. However, it is<br />

great that there are lots of mature trees at the moment, so selective clearance will allow beautiful views to be created but the new course will still<br />

feel as though it is mature as soon as it is completed. It is also possible that some of the mature trees can be transplanted to areas which would<br />

benefit from them.<br />

It is understood that replacement planting will have to be carried out for any trees which are removed. The reduction of the number of holes from 27<br />

to 18 will allow areas to be identified for this planting. A woodland and tree management programme will need to be drawn up for the course.


IRRIGATION<br />

The installation of a new irrigation system is essential for the delivery of a beautifully manicured course,<br />

The reconfigured course will need a new layout of sprinklers and a modern system would allow optimal irrigation of all areas and a reduction of<br />

water consumption by more efficient application, reducing demands on the water source and lowering the costs of maintenance.


THE CLUBHOUSE


CLUBHOUSE & CLUBHOUSE AREA<br />

The brief also asks if a better clubhouse location could be found.<br />

While there may be other good locations, the existing one is thought to be excellent, set before the beautiful lake and it provides the perfect<br />

arrangement of two loops of nine holes and an area for extensive new practice facilities.<br />

Hence, this location is the preferred one for the clubhouse.


CLUBHOUSE - PROPOSALS<br />

General Comments<br />

The very large existing clubhouse could be made smaller, depending upon the requirements of tournaments<br />

but what must be achieved is a clubhouse with a better relationship with the golf course. The current<br />

clubhouse really does not provide good views of the course.<br />

The footprint for a potential new clubhouse is shown on the plans but this could be larger if this is required<br />

and having function space on an upper level would produce the very best views to the golf course.<br />

Specific Comments & Recommendations<br />

1. The access road would need to be rerouted slightly to allow the full width of practice tee to be<br />

formed.<br />

2. The clubhouse could be reduced in size to the footprint shown.<br />

3. There is room for a putting green and short game green near the clubhouse and practice ground.<br />

4. A large short game area can be created on the site of the existing practice ground.<br />

During the visit, it was suggested that the possible prime housing plot from Mr. Maezawa would be above the course behind the tees of the existing<br />

West 9th hole. This would be a stunning location looking down on the course from on high.<br />

The design proposal has identified a large area of land above the course along the southern and eastern boundaries which can be utilised for great<br />

house sites. The key issue will be to plan the access to these areas as sympathetically as possible.


TOURNAMENT REQUIREMENTS

Mackenzie & Ebert have great experience with the redesign of courses to make them suitable for the largest professional tournaments including 8 of<br />

the 10 venues for the (British) Open such as Royal Liverpool which is pictured.<br />

The proposals made for <strong>Mutsuzawa</strong> <strong>Golfpark</strong> would produce a course which would test the world’s best players and would deliver the all important<br />

tournament practice facilities for the event. In fact, the practice facilities would be more extensive than exists for most major championships. The<br />

proposals also provides for areas which could be used for the tournament infrastructure to host the spectators for a major event.

PRACTICE FACILITIES<br />

The requirements of the brief to deliver a long game practice ground with a width of practice tee of 150m and a length of 350m is very demanding.<br />

The most important aspect of those dimensions is the width, to permit sufficient numbers of golfers to practice at one time and a practice tee of<br />

150m in width has been designed. The length is rather less important if major events are few and far between but a practice ground with a length<br />

which varies from a maximum of 290m to 370m has been planned. A low fence can be erected to retain balls which do go beyond this distance after<br />

landing as there are not many golfers that are able to carry the ball over 300 metres. Also, there is nothing sensitive from a health and safety point<br />

of view at the far end of the practice ground.


PRACTICE GROUND - PROPOSALS<br />

General Comments<br />

The solution presented makes use of the 9th East and 9th Centre holes for the practice ground which<br />

allows a practice tee of 150m in width to be created. These two 9th holes are split by two lakes and a<br />

stream system. The proposal is to retain and improve these water features to provide great interest for the<br />

practising golfers. As an optional item, a target green in the middle of one of the lakes has been proposed<br />

which would provide great entertainment for the golfers and real focus for the practice.<br />

Target greens with bunkers are very important features for practice grounds. This proposal makes a second<br />

use of the planned target greens with a par 3 nine hole course resulting from a routing which utilises the<br />

target greens plus greens beyond the practice ground in spare land.<br />

This practice ground could also be used in a cross country fashion to allow academy students of the game<br />

to experience holes of different lengths. The design of the long game practice ground which is presented<br />

will provide an incredible and unique practice facility which would take the breath away of any golfer<br />

arriving to hit some balls.<br />

SHORT GAME - PROPOSALS<br />

General Comments<br />

In addition to the long game practice area, it is essential to have very good short game practice facilities.<br />

The putting green should be a large surface of relatively flat levels to allow tournament golfers to practice<br />

their pace putting. A short game area allowing all of the short game shots to be practised which they will<br />

face on the course is also important and this should include a bunker. The design provides for this very<br />

close to the long game practice tee and the clubhouse.<br />

However, in addition, the existing practice ground can be utilised for a larger area for short game practice.<br />

This area will be particularly useful for academy tuition as well as for tournaments.


SHORT GAME - PROPOSALS WITH SURVEY


OVERALL MASTERPLAN OPTIONS<br />

Three options were drafted up during and immediately after the visit was made to <strong>Mutsuzawa</strong> <strong>Golfpark</strong>.<br />

These options have been considered following the visit and one of them, Option 1, has become a clear favourite.<br />

This proposal delivers an 18 hole course which utilises and improves all of the best existing holes and it also adds<br />

great new holes to provide a freshness to the layout.<br />

Hole by hole plans have been produced for Option 1 but have not been produced for Options 2 & 3.

Option 1 delivers a 150m wide<br />

practice tee and a world class,<br />

tournament standard 18 hole course<br />

which is 7,627 yards in length.<br />

General Comments<br />

The opening hole, located so conveniently relative to the practice ground, will be an extremely long and<br />

tough par 4. This will set the tone of the stern challenge that the course well present from the outset of the<br />

round. The hole will require the golfer to shape the shots both ways with a draw ideally being required<br />

from the tee and a fade being the best shape to approach the green given the dominant bunker on the right.<br />

Specific Comments & Recommendations<br />

1. The tees have a very attractive location next to the lake.<br />

2. The bunkering of the landing area is staggered to ask questions of all players from the tee.<br />

3. There is a very attractive hollow to the left of the fairway which will be revealed by selective removal<br />

of trees.<br />

4. An approach bunker will come into play for anyone who has not hit a good tee shot.<br />

5. The green will ideally require a fade to reach the surface. It will be protected by one bunker on the<br />

right hand side and tightly mown run offs to the left and rear.<br />

General Comments<br />

After the strong opening test of the 1st hole, the 2nd will provide a more comfortable par four in terms of<br />

its length, although there will be some excellent and testing positions for the flag on the green given its<br />

orientation and bunkering.<br />

Specific Comments & Recommendations<br />

1. The tee shot will be inviting with a wide landing area up until 250 yards from the back tee.<br />

2. There is only one fairway bunker but this will challenge the longer hitters to try to carry it to leave a<br />

shorter approach shot into the green,<br />

3. The attractive tree will be retained within the fairway to further complicate the approach shot and<br />

The 4th hole has a beautiful view from the high tees looking across the lake with the shape of the hole<br />

having a definite dogleg from left to right.<br />

1. The tees have a wonderfully elevated position on this very photogenic hole.<br />

2. A wide fairway is proposed with it being extended towards the lake on the right hand side.<br />

3. A central bunker is proposed to produce a very strategic layout for the hole demanding golfers to<br />

make real decisions about how to tackle the hole. A drive safely away from the lake will leave a more<br />

difficult approach shot, whereas a brave tee shot to the right hand side of the fairway will open up<br />

most of the flag positions on the green.<br />

4. Some players may be able to reach the green with the tee shot but the entrance to the green is very<br />

narrow between the two bunkers.<br />

The 6th hole will be one of the most exciting in the layout and will have one of the best view from the high<br />

fairway across the course and beyond to the hills in the distance. The trees will be cleared to the left of the<br />

hole and the fairway moved to the left to make the steep bank to the left a really strong feature.<br />

Specific Comments & Recommendations<br />

1. A back tee will be located on the high hill giving incredible views across the course.<br />

2. The main tee will be located on the edge of the steep drop and the golfers should be brave and aim<br />

their tee shots over the bank in the carry.<br />

3. The trees will be removed from the left side of the hole and the fairway extended and reshaped right<br />

to the edge of the steep bank.<br />

4. The large bunker to the right of the fairway will catch any tee shots which are sliced or pushed away<br />

from the steep bank on the left.<br />

5. The approach will tighten the closer to the green the golfer wants to get to.<br />

6. The green will be protected by one large and one small bunker to the left and a run off behind.<br />

The second part of the hole plays down the valley and has a very attractive distant backdrop.<br />

1. The tee shot is extremely demanding to a relatively narrow section of fairway.<br />

2. There is a carry bunker on the right challenging the golfers to play an aggressive tee shot beyond it.<br />

3. The bunker to the left hand side of the fairway has to be considered by the longer hitters trying to<br />

reach the green in two shots.<br />

4. The downhill nature of the second shot provides an attractive approach towards the green with a<br />

wonderful backdrop of mountains in the distance.<br />

stop for refreshments. The hole itself will be a tremendously testing par 4 playing up the valley from the<br />

high tees. Reaching the green in two shots will be a real challenge.<br />

1. The tees will be given a high elevation leading to an exhilarating tee shot with the lake framing the<br />

hole to the left of the carry.<br />

location is on the ridge on the plateau above the 10th green so any shots leaked right will have a big drop<br />

away down the bank as their fate.<br />

1. The tees are staggered from left to right to make it a slightly easier line from the forward tees.<br />

2. The strong bank to the right of the hole will be a definite hazard to shots pushed or sliced to the right<br />

hand side.<br />

3. The bunkers to the left of the hole will mean that a drawn tee shot would be the ideal shape to reach<br />

the green.<br />

The 12th Hole will be one of the prettiest on the course given the high elevation of the tee with the lake to<br />

the left hand side. This hole will be a reachable par 4 for the longest hitters but there will be lots of danger<br />

associated with a poor tee shot.<br />

1. The high back tee provides stunning views of the hole and its tremendously attractive backdrop.<br />

2. The main tee will be built up in level as well to give an elevated view of the hole.<br />

3. The landing area will be bunkered just before the 250 yard mark to ask the golfers to make a real<br />

decision off the tee.<br />

4. A deep, central approach bunker is included in case the golfers attempting to drive the green are not<br />

accurate enough. Finding this bunker will leave an extremely awkward recovery shot.<br />

The 13th hole provides a second relatively short par four in a row but its character is very different from<br />

the 12th with the hole playing uphill. The extremely wide fairway is split by the steep bank leading to two<br />

distinct landing areas on the left and right with the right side leading to a much more attractive approach<br />

shot into the green.<br />

Specific Comments & Recommendations<br />

1. The tees are perched above the lake in the carry and provide a beautiful view up the slope towards<br />

the green.<br />

2. The steep slope dividing the two landing areas will be a real feature of the hole.<br />

3. The fairway has its definite division with the high right side providing the best line in to the green.<br />

4. A central bunker has been located in the fairway which will need to be negotiated by the longer<br />

hitters trying to get as close to the green as possible.<br />

1. The back tee is located with a full carry over the lake.<br />

2. The main tee has a slightly easier carry over the lake but the stream will need to be avoided from this<br />

3. The fairway is divided into two sections by the stream which will be routed to run diagonally across<br />

4. The approach to the green lies beyond the stream, allowing the golfers to have an area to chase the<br />

5. The green is as close to the lake on the right hand side as possible, providing the ultimate challenge at<br />

the end of the round.<br />
