their properties. Something would have to be done to prevent<br />

such a reoccurrence.<br />

Search for Funding<br />

Funding was the most pressing issue discussed at the meeting.<br />

Possible sources included a loan from the Small Business<br />

Administration (SBA), a U.S. Army Corps of Engineer<br />

contract through an Office of Emergency Preparedness grant, a<br />

Local District increase in the tax rate, insurance proceeds and,<br />

possibly, direct contributions from the residents.<br />

Representative Bob Leggett (D-Calif.), a <strong>Lake</strong> <strong>Barcroft</strong><br />

resident, pushed for an SBA loan to BARLAMA. In a followup<br />

action, County Executive Kelley proposed that Fairfax<br />

County grant $764,000 as a partial loan and advance local<br />

district taxes so that future revenues could be used on the<br />

present crisis. Strong public reaction to the proposal prompted<br />

the county’s Board of Supervisors to cancel a public hearing<br />

and to table the proposal indefinitely. As quoted in a
