increasingly tend also to be involved in <strong>the</strong> next segment of <strong>the</strong> value chain.<br />

● Informati<strong>on</strong> services providers. They include not <strong>on</strong>ly informati<strong>on</strong> valueadders/integrators,<br />

but also actors in retail delivery. They work with ground<br />

The key actors in <strong>the</strong> space ec<strong>on</strong>omy and different value chains will be<br />

discussed in more detail in Chapter 3.<br />

<strong>Space</strong> in internati<strong>on</strong>al classificati<strong>on</strong>s<br />

There are a number of internati<strong>on</strong>al and nati<strong>on</strong>al classificati<strong>on</strong> systems<br />

in use. They structure industrial and ec<strong>on</strong>omic activities in ways that facilitate<br />

comparis<strong>on</strong> of nati<strong>on</strong>al ec<strong>on</strong>omic data <strong>on</strong> a year-by-year basis, or evaluate<br />

comparis<strong>on</strong>s between countries. However, as this secti<strong>on</strong> will dem<strong>on</strong>strate,<br />

<strong>the</strong> diversity of space systems and applicati<strong>on</strong>s explain <strong>the</strong> difficulty of<br />

pinpointing <strong>the</strong> space sector in existing industrial classificati<strong>on</strong>s.<br />

A classificati<strong>on</strong> is a “set of discrete, exhaustive and mutually exclusive<br />

observati<strong>on</strong>s, which can be assigned to <strong>on</strong>e or more variables to be measured in<br />

<strong>the</strong> collati<strong>on</strong> and/or presentati<strong>on</strong> of data” (<str<strong>on</strong>g>OECD</str<strong>on</strong>g>, 2007a). The terms<br />

“classificati<strong>on</strong>” and “nomenclature” are often used interchangeably, despite <strong>the</strong><br />

definiti<strong>on</strong> of a “nomenclature” being narrower than that of a “classificati<strong>on</strong>”.<br />

Hierarchical classificati<strong>on</strong>s range from <strong>the</strong> broadest level (e.g. divisi<strong>on</strong>) to <strong>the</strong><br />
