Governmental budgets for space activities<br />

Nati<strong>on</strong>al and o<strong>the</strong>r instituti<strong>on</strong>al budgets often c<strong>on</strong>tribute to <strong>the</strong> start-up<br />
and development of capital-intensive and high-technology sectors such as<br />
space. This secti<strong>on</strong> provides details <strong>on</strong> two aspects of government budgets<br />
dedicated to space activities: 1) civilian space programmes as presented<br />
annually in Government Budget Appropriati<strong>on</strong>s or Outlays for Research and<br />
Development (GBAORD); and 2) public instituti<strong>on</strong>al space budgets, covering<br />
both civilian and military budgets.<br />
Government Budget Appropriati<strong>on</strong>s or Outlays for R&D (GBAORD)<br />
in civilian space programmes<br />
Government R&D appropriati<strong>on</strong>s or outlays <strong>on</strong> R&D (GBAORD) data are<br />
assembled by nati<strong>on</strong>al authorities analysing <strong>the</strong>ir budget for R&D c<strong>on</strong>tent and<br />
classifying <strong>the</strong>se outlays by “socio-ec<strong>on</strong>omic objective” <strong>on</strong> <strong>the</strong> basis of <strong>the</strong><br />
NABS 2007 (Nomenclature for <strong>the</strong> analysis and comparis<strong>on</strong> of scientific<br />
programmes and budgets), (<str<strong>on</strong>g>OECD</str<strong>on</strong>g>, 2002). The data provided in <strong>the</strong> <str<strong>on</strong>g>OECD</str<strong>on</strong>g><br />
database for GBAORD cover <strong>the</strong> period 1981-2011 (updated annually in<br />
February).<br />
GBAORD data have <strong>the</strong> advantage of being timely and reflecting current<br />
government priorities. However, <strong>the</strong> data refer to budget provisi<strong>on</strong>s, not to<br />
actual expenditures, and <strong>the</strong> breakdown in socio-ec<strong>on</strong>omic objectives brings<br />
some limitati<strong>on</strong>s (i.e. <strong>the</strong> “explorati<strong>on</strong> and exploitati<strong>on</strong> of space” category<br />
excludes military space programmes, which are included in a specific “defense”<br />
category). GBAORD data can provide trends, which can be usefully complemented<br />
by o<strong>the</strong>r data (e.g. instituti<strong>on</strong>al budgets).<br />
The <str<strong>on</strong>g>OECD</str<strong>on</strong>g> recommends indices based <strong>on</strong> c<strong>on</strong>stant Purchasing Power<br />
Parities (PPPs) for <strong>the</strong> analysis of relative growth performance between<br />
countries and over time. Current PPPs allow useful snapshots for a given year.<br />
It is important to remember that PPPS are statistical c<strong>on</strong>structs ra<strong>the</strong>r than<br />
precise measures, so differences between countries should be interpreted<br />
with cauti<strong>on</strong> (see previous chapter for more informati<strong>on</strong> <strong>on</strong> how to use PPPs).<br />
When analysing GBAORD data, comparability may be affected by <strong>the</strong> fact<br />
that GBAORD tends to represent expenditures of <strong>the</strong> federal or central<br />
government <strong>on</strong>ly. The <str<strong>on</strong>g>OECD</str<strong>on</strong>g> Frascati Manual, which provides useful guidelines<br />
for R&D comparis<strong>on</strong>s, does suggest <strong>the</strong> inclusi<strong>on</strong> of provincial/state data if<br />
