Forewords<br />

The <str<strong>on</strong>g>2nd</str<strong>on</strong>g> <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> <str<strong>on</strong>g>Forum</str<strong>on</strong>g> <strong>on</strong> <strong>Sport</strong> <strong>for</strong> <strong>Peace</strong> and Development was an important milest<strong>on</strong>e in our<br />

ef<strong>for</strong>ts to leverage sport as a tool <strong>for</strong> positive change. Policy without implementati<strong>on</strong> is talk without<br />

acti<strong>on</strong>. This is why the agenda <strong>for</strong> this important gathering included a dual focus <strong>on</strong> policy and <strong>on</strong><br />

implementati<strong>on</strong>. Clearly, our ultimate objective is to be successful and efficient <strong>on</strong> the ground – to<br />

serve humankind – and this <strong>for</strong>um brought us another step closer to that goal.<br />

I am glad that our discussi<strong>on</strong>s resulted in a c<strong>on</strong>crete outcome: a set of recommendati<strong>on</strong>s that aim to<br />

help achieve the Millennium Development Goals (MDGs) and that will guide us all in our future acti<strong>on</strong>s.<br />

This document was agreed up<strong>on</strong> by the wide range of participants, composed of representatives of<br />

the Olympic Family, the United Nati<strong>on</strong>s (UN), governments and other expert organizati<strong>on</strong>s.<br />

It is not a questi<strong>on</strong> of whether sport c<strong>on</strong>tributes to the betterment of society; we are all in agreement<br />

that it does. The real questi<strong>on</strong> is how to make it c<strong>on</strong>tribute in more impactful, tangible ways. The <strong>for</strong>um<br />

showed through the presentati<strong>on</strong> of best practices how it can work in reality. It also revealed existing<br />

challenges, suggested soluti<strong>on</strong>s and offered new partnerships. The address by the United Nati<strong>on</strong>s<br />

Secretary General, HE Mr Ban Ki-mo<strong>on</strong>, in which he <strong>on</strong>ce again acknowledged the importance of<br />

sport to the internati<strong>on</strong>al community’s human development agenda, in particular the achievement<br />

of the MDGs, was a call <strong>for</strong> all of us to do more.<br />

Thanks to the UN, sport has found its rightful place in the global agenda <strong>for</strong> peace and development<br />

and it is officially recognized that sport can be an invaluable tool <strong>for</strong> educati<strong>on</strong>, gender equality,<br />

integrati<strong>on</strong>, health, and more generally, <strong>for</strong> the good. Let us now make the most of it. On its side, the<br />

Olympic Movement will c<strong>on</strong>tinue to do its best and apply more resources to human development<br />

programmes, using sport as the tool of choice.<br />

<strong>Sport</strong> cannot solve all of the world’s ills, but I am c<strong>on</strong>vinced it can c<strong>on</strong>tribute to meaningful soluti<strong>on</strong>s.<br />

Today’s fast-changing world is, un<strong>for</strong>tunately, still plagued by inequality, poverty, disasters and<br />

c<strong>on</strong>flicts. Over the past decade, sport has gradually gained acceptance as an interventi<strong>on</strong> mechanism<br />

that, <strong>on</strong> the <strong>on</strong>e hand, garners almost universal engagement and, <strong>on</strong> the other hand, is a viable<br />

recourse to bringing about human development and promoting peace.<br />

C<strong>on</strong>sidering sports potential to cross cultural bridges, break down barriers and bring people<br />

together, it is natural <strong>for</strong> the United Nati<strong>on</strong>s to partner with the <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> Olympic Committee<br />

(IOC), given the shared values of the two organizati<strong>on</strong>s. Through this partnership, the worlds of sport<br />

and development get closer day by day, thereby assisting to achieve the Millennium Development<br />

Goals (MDGs).<br />

The <str<strong>on</strong>g>2nd</str<strong>on</strong>g> <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> <str<strong>on</strong>g>Forum</str<strong>on</strong>g> <strong>on</strong> <strong>Sport</strong> <strong>for</strong> <strong>Peace</strong> and Development, held <strong>on</strong> 10 and 11 May 2011 at<br />

the UN Office in Geneva, dem<strong>on</strong>strated the alliance between the United Nati<strong>on</strong>s and the Olympic<br />

family. The <str<strong>on</strong>g>Forum</str<strong>on</strong>g> acted as an excellent networking opportunity and enabled committed partners<br />

with a wealth of expertise in the field to get together and develop the crucial partnerships necessary<br />

<strong>for</strong> l<strong>on</strong>g term, sustainable impact. The Recommendati<strong>on</strong>s approved by the <str<strong>on</strong>g>Forum</str<strong>on</strong>g> participants<br />

provide a basis <strong>for</strong> the road ahead and we will c<strong>on</strong>tinue our work together to turn them into acti<strong>on</strong>.<br />

The United Nati<strong>on</strong>s – witnessed through the pers<strong>on</strong>al engagement of the Secretary General – is<br />

committed to this task.<br />

I would like to thank and c<strong>on</strong>gratulate all speakers, panellists and participants of the <str<strong>on</strong>g>Forum</str<strong>on</strong>g> <strong>for</strong><br />

attending, c<strong>on</strong>tributing and sharing valuable knowledge. I would also like to thank the IOC <strong>for</strong><br />

their engagement in mobilizing sport <strong>for</strong> social change and, in particular, <strong>for</strong> their collaborati<strong>on</strong> in<br />

organizing the <str<strong>on</strong>g>Forum</str<strong>on</strong>g>.<br />

In recent years, much ef<strong>for</strong>t has been <strong>on</strong> raising awareness of the unique power of sport <strong>for</strong> advancing<br />

human development. Today, the issue is anchored <strong>on</strong> the agenda of both the United Nati<strong>on</strong>s and the<br />

Olympic and sports movement. Nevertheless, until social change through sport programmes and<br />

strategies have been fully mainstreamed, <strong>on</strong> the <strong>on</strong>e hand, in nati<strong>on</strong>al and internati<strong>on</strong>al development<br />

and peace programmes and, <strong>on</strong> the other hand, in the social resp<strong>on</strong>sibility approach by the sport<br />

movement, there is no room <strong>for</strong> complacency.<br />

The <str<strong>on</strong>g>Forum</str<strong>on</strong>g>, however, also identified some gaps when it comes to translating policy into acti<strong>on</strong>. As<br />

a poignant quote from the <str<strong>on</strong>g>Forum</str<strong>on</strong>g> reminds us,“talking is good, implementati<strong>on</strong> is better”. In this<br />

respect, <strong>on</strong>e of the key questi<strong>on</strong>s that arose throughout the <str<strong>on</strong>g>Forum</str<strong>on</strong>g> was “how do we increase the<br />

impact of our work <strong>on</strong> the ground?”.<br />

Forewords<br />

To that aim, we need to keep identifying, replicating and promoting good practices, as well as<br />

ensuring sustainability in the implementati<strong>on</strong> of projects in the field. In this respect, it is also crucial<br />

to foster promising youth to become role models. With their unique capacity to inspire, role models<br />

have great potential to popularize and spread the message of the power of sport.<br />

The 2015 MDGs deadline is fast approaching and it is crucial that we work together as a movement<br />

in our endeavours to fulfil the targets, while already starting looking bey<strong>on</strong>d 2015. Building <strong>on</strong> the<br />

success of the <str<strong>on</strong>g>Forum</str<strong>on</strong>g>, the sport, political and civil society actors need to further commit their ef<strong>for</strong>ts<br />

and resources so that all humanity can benefit from the remarkable opportunities that sport can<br />

deliver.<br />

I look <strong>for</strong>ward to c<strong>on</strong>vening again in the future to evaluate our joint progress.<br />

between the sports movement and the United Nati<strong>on</strong>s. Many projects around the world had<br />

been successfully implemented thanks to that. The purpose of the <str<strong>on</strong>g>2nd</str<strong>on</strong>g> <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> <str<strong>on</strong>g>Forum</str<strong>on</strong>g> was<br />

there<strong>for</strong>e to move this partnership to another level, and to find new and better ways to use sport as<br />

a tool <strong>for</strong> positive change. While sport could not solve all of the world’s ills, it could c<strong>on</strong>tribute to<br />

meaningful soluti<strong>on</strong>s as it broke down barriers and brought people together. However, policy without<br />

implementati<strong>on</strong> was talk without acti<strong>on</strong>. It was there<strong>for</strong>e fundamental to be efficient <strong>on</strong> the ground<br />

and to call <strong>on</strong> a large number of stakeholders to successfully serve human development through<br />

sport.<br />

He stressed that the IOC and the UN had comm<strong>on</strong> goals <strong>on</strong> peace and development and had shown<br />

that they could be more effective working together. The IOC was working with various UN agencies<br />

at country level and was very much engaged in ef<strong>for</strong>ts to achieve the Millennium Development Goals.<br />

The UN Observer status granted to the IOC in 2009 was a resounding acknowledgement of sport’s<br />

role in serving these causes and was no doubt an additi<strong>on</strong>al means to facilitate their collaborati<strong>on</strong>.<br />

President Rogge c<strong>on</strong>cluded his speech recalling that, while progress was undeniable, much more<br />

could to be d<strong>on</strong>e to fully leverage sport <strong>for</strong> the good of humanity. He urged those present to build<br />

<strong>on</strong> the existing solid foundati<strong>on</strong>s established over the last years to enable sustainable and more<br />

effective partnerships <strong>for</strong> peace and development.<br />

His interventi<strong>on</strong> recognised that sport and physical activity were clearly c<strong>on</strong>tributing every day, and<br />

everywhere in the world, to achieving societal and global goals.<br />

As sport talked a comm<strong>on</strong> language, it could bring together people and communities and facilitate<br />

dialogue; sport could also educate, gave hope, promoted healthy behaviour and mental well-being;<br />

and it could motivate and inspire.<br />

Building <strong>on</strong> this, it was necessary to move <strong>on</strong>e step further and assess the real level of using sport’s<br />

potential, the ef<strong>for</strong>ts deployed to provide access to sport <strong>for</strong> everybody, the programmes’ efficiency<br />

and added value, and the ways and means to improve and maximise the impact of these ef<strong>for</strong>ts.<br />

He saw the c<strong>on</strong>tributi<strong>on</strong> of the Olympic Movement and of its volunteers to human development<br />

and peace as complementary to the political framework set up by governments, and supported<br />

and coordinated by a broad range of UN bodies. To achieve the best possible results, sport needed<br />

to be integrated into other interventi<strong>on</strong>s and programmes and effective government policies and<br />

programmes which benefited from dedicated budget lines and human resources.<br />

Similarly, while governments often used sport to achieve their domestic development goals – such<br />

as by promoting the success of elite sport to nurture healthy patriotism, and by establishing role<br />

models <strong>for</strong> young people – their development strategies were very heterogeneous. He there<strong>for</strong>e<br />

saw the UN interventi<strong>on</strong> as a valuable tool to help them define global goals which should be taken<br />

into c<strong>on</strong>siderati<strong>on</strong> in establishing nati<strong>on</strong>al strategies to build human and social capital <strong>for</strong> their<br />

communities. As the target date of 2015 was so<strong>on</strong> approaching, it was critical that joint ef<strong>for</strong>ts<br />

combining the UN, governments, the sports movement and other major players be intensified and<br />

systemised.<br />

Mr Lemke underlined the symbolic value of the <str<strong>on</strong>g>Forum</str<strong>on</strong>g>, which dem<strong>on</strong>strated <strong>on</strong>ce again the close<br />

links and partnership between the Olympic Movement and the UN family. This had resulted in<br />

many successful joint projects in various fields, and the recent World C<strong>on</strong>ference <strong>on</strong> <strong>Sport</strong> and the<br />

Envir<strong>on</strong>ment held in Doha was <strong>on</strong>e example am<strong>on</strong>g many others.<br />

Recognising that educati<strong>on</strong> was the key all over the world to encourage peace and development, it<br />

was there<strong>for</strong>e necessary, nowadays, to c<strong>on</strong>vince governments and UN agencies to invest more in<br />

it. New Master degrees and educati<strong>on</strong>al initiatives in the field of sport were the first steps in a l<strong>on</strong>g<br />

process that needed to be encouraged.<br />

He also saw sport as a tool that could be used by everybody – from kids in the slums to top athletes<br />

and role models – as it had the unique ability to break down barriers and bring people together.<br />

Indeed, as the right to live in peace and harm<strong>on</strong>y was still not a reality in many parts of the world,<br />

sport could play a role to improve the situati<strong>on</strong>. The new communicati<strong>on</strong> between the Israeli and<br />

Palestinian NOCs was in this regard str<strong>on</strong>g evidence of the power of sport.<br />

However, more ef<strong>for</strong>t needed to be deployed to c<strong>on</strong>vince policy makers and Member states that<br />

sport was not a luxury, but that it could be better leveraged as a meaningful tool <strong>for</strong> development<br />

and peace. This called <strong>for</strong> str<strong>on</strong>ger collaborati<strong>on</strong> between all stakeholders am<strong>on</strong>g the sports and the<br />

UN world, as well as <strong>for</strong> innovative approaches such as through the social networks.<br />

As Permanent Representative <strong>for</strong> the IOC to the UN, Dr Mario Pescante expressed his pers<strong>on</strong>al<br />

satisfacti<strong>on</strong> about the organisati<strong>on</strong> of this <strong>for</strong>um, working side-by-side with the United Nati<strong>on</strong>s. He<br />

pers<strong>on</strong>ally thanked the Secretary General and his Special Advisor <strong>on</strong> <strong>Sport</strong>s <strong>for</strong> Development and<br />

<strong>Peace</strong> <strong>for</strong> all the work accomplished.<br />

Dr Pescante emphasised that the cooperati<strong>on</strong> between the two entities had been strengthened,<br />

leading to an increased integrati<strong>on</strong> of sport into the MDGs agenda. Highlighting some examples in<br />

this regard, he menti<strong>on</strong>ed the fruitful cooperati<strong>on</strong> established by the IOC with FAO and WFP, which<br />

directly benefited communities in need. On access to primary educati<strong>on</strong>, the IOC was encouraging<br />

school attendance in developing countries. On gender issues, the Olympic Movement had been very<br />

active in promoting access of women and girls to sport and, in particular, to the Olympic Games.<br />

Finally, he menti<strong>on</strong>ed the IOC’s work with UNEP in the area of envir<strong>on</strong>ment and sustainability, and<br />

in particular the preparati<strong>on</strong> <strong>for</strong> the Rio+20 UN C<strong>on</strong>ference <strong>on</strong> Sustainable Development, in 2012.<br />

Dr Pescante also addressed the c<strong>on</strong>ference <strong>on</strong> the importance of the culture of peace and the<br />

Olympic Truce. As humanity was facing difficult times, sport could help build bridges that facilitate<br />

dialogue between people, promote diplomacy, inspire with trust, and could favour diversity. He also<br />

praised the first Youth Olympic Games, which supported this idea, and recognised the key role that<br />

social networks had nowadays in promoting freedom and peace.<br />

minister <strong>for</strong> sport and the Olympics, united Kingdom<br />

Building <strong>on</strong> his experience, which led him to work <strong>on</strong> sport as well as <strong>on</strong> peace-keeping operati<strong>on</strong>s<br />

in Cyprus and Sarajevo, Minister Roberts<strong>on</strong> valued the importance of this particular <strong>for</strong>um as it<br />

brought together two important organisati<strong>on</strong>s.<br />

While not claiming to have a definitive answer <strong>on</strong> the role of sport in achieving the MDGs, he gave<br />

an overview of the successes and challenges of the L<strong>on</strong>d<strong>on</strong> 2012 legacy programme. Through it, a<br />

variety of development projects have been implemented in 16 countries around the world, providing<br />

skills <strong>for</strong> coaches, teachers and community leaders, and helping local partners to influence and<br />

improve nati<strong>on</strong>al policies and programmes. Some c<strong>on</strong>crete examples in Bangladesh, Jordan and<br />

Zambia were further highlighted.<br />

The L<strong>on</strong>d<strong>on</strong> legacy programme has dem<strong>on</strong>strated that sports projects could c<strong>on</strong>tribute to a wider<br />

development agenda, while there was a need to review, better assess and target interventi<strong>on</strong>s. Close<br />

partnerships from the very early planning stages with the recipient country were absolutely crucial<br />

to secure successful projects at community level. It was also just as critical to adopt a realistic<br />

approach, focusing <strong>on</strong> key clear outcomes in times of budget c<strong>on</strong>straints and enabling local buy-in<br />

to ensure the sustainability of these programmes.<br />

Despite financial challenges, Minister Roberts<strong>on</strong> still urged to promote sport <strong>for</strong> peace and<br />

development, as it can c<strong>on</strong>cretely support hundred thousands of young people around the world<br />

and is a path to a better life.<br />

hE ms maria Nazareth Farani Azevêdo,<br />

Permanent Representative of Brazil to the uN<br />

As a <strong>for</strong>mer tennis champi<strong>on</strong>, HE Ms Farani Azevêdo was very proud to speak in this <strong>for</strong>um and<br />

to present Brazil’s achievements in the area of sports <strong>for</strong> development. Enabling Brazil to host the<br />

Football World Cup and the Olympic Games in the coming years was a clear recogniti<strong>on</strong> of her<br />

country’s str<strong>on</strong>g democracy and stable ec<strong>on</strong>omy. Brazil would also have the possibility of c<strong>on</strong>tributing<br />

further to the achievement of the MDGs through these events, impacting social development with<br />

the creati<strong>on</strong> of thousands of jobs in the years to come, and investing in small and medium size<br />

enterprises in low-income communities that will bring a permanent gain in term of their quality of<br />

life. There were also numerous projects implemented to help children out of drugs, violence and<br />

criminality, major issues in Brazil.<br />

HE Ms Farani Azevêdo also praised the crucial role of partnerships between NGOs, the private sector<br />

and the government, in delivering these programmes. She also encouraged South South cooperati<strong>on</strong>,<br />

giving very practical examples of cooperati<strong>on</strong> with South Africa, providing a multipurpose centre in<br />

Ramallah, or even advocacy events like the peace football match held between the Brazil and Haiti<br />

nati<strong>on</strong>al football teams.<br />

Dr Alwan stressed that physical inactivity was the fourth cause of death in the world, and a major<br />

factor to n<strong>on</strong>-communicable diseases. Estimates also showed that, over the next 10 years, this<br />

would increase by 15% worldwide and increase in developing countries as well.<br />

Despite these alarming numbers, it was important to understand that many of these health problems<br />

were preventable. WHO was there<strong>for</strong>e working <strong>on</strong> promoting physical activity and had recently signed<br />

a MOU with the IOC to strengthen this approach. Another important opportunity was provided by<br />

the <strong>for</strong>thcoming September Special Sessi<strong>on</strong> of the UN General Assembly in New York, which would<br />

discuss preventi<strong>on</strong> of NCDs and the promoti<strong>on</strong> of healthy lifestyles. He c<strong>on</strong>cluded by expressing<br />

the hope that the outcomes of the <str<strong>on</strong>g>Forum</str<strong>on</strong>g> would help to address the challenges and opportunities<br />

<strong>for</strong> greater inter-sectoral collaborati<strong>on</strong>.<br />

In her capacity as UN Messenger <strong>for</strong> <strong>Peace</strong> as well as IOC member, HRH Princess Haya Al Hussein<br />

is in a unique positi<strong>on</strong> to help the United Nati<strong>on</strong>s to deliver the MDGs. She str<strong>on</strong>gly believes that<br />

sport can be a useful tool in this regard. The Olympic Movement is in a unique positi<strong>on</strong> to promote<br />

these universal goals, to get people involved, and with the milli<strong>on</strong>s of viewers and sports audiences,<br />

to be a great advocacy mechanism.<br />

Although time is running out to reach these goals by 2015 and the UN is facing many emergency and crisis<br />

situati<strong>on</strong>s, she is deeply c<strong>on</strong>vinced that the world has all the necessary technical means to achieve them.<br />

Questi<strong>on</strong>s & Answers<br />

The discussi<strong>on</strong>s of the panel raised many reacti<strong>on</strong>s am<strong>on</strong>g the audience particularly from stakeholders<br />

based in the field. Am<strong>on</strong>g the various comments and c<strong>on</strong>cerns, it was stressed that it is imperative to<br />

build partnerships and interfaces between different actors <strong>for</strong> peace and sport to optimise their acti<strong>on</strong>.<br />

The audience also stressed the importance of addressing issues of citizens’ security, hooliganism,<br />

drug and violence preventi<strong>on</strong> <strong>for</strong> kids and the need to encourage the UN and the IOC to jointly further<br />

promote physical activity and sport in school curricula. Building coaliti<strong>on</strong>s was evidence of value.<br />

Partnerships between the UN, the IOC and governments are also critical to ensure the sustainability<br />

of projects, bey<strong>on</strong>d financial c<strong>on</strong>siderati<strong>on</strong>s. South-South cooperati<strong>on</strong> could also be an answer to<br />

that. Social networking could also be further leveraged as a medium to educate youngsters about<br />

healthy and resp<strong>on</strong>sible lifestyles as the interest of technology was underlined.<br />

The role of the academic world was also menti<strong>on</strong>ed. The answer from the panel was that any<br />

evidence needs to have academic rigour reports.<br />

Ambassador Rodrigues stressed that all the stakeholders should be cognisant of the need to build<br />

up<strong>on</strong> previous decisi<strong>on</strong>s and renew their resolve to use sport as a catalyst <strong>for</strong> achieving the MDGs,<br />

thus c<strong>on</strong>tributing to peace and to social and ec<strong>on</strong>omic development.<br />

She recognised that, despite a widespread decline and marginalisati<strong>on</strong> of physical educati<strong>on</strong> and<br />

sport throughout the world, there was a multiplicati<strong>on</strong> of initiatives and activities designed to reverse<br />

the tide and restore physical educati<strong>on</strong> and sport to its rightful place and, as a c<strong>on</strong>sequence, a<br />

fundamental change was occurring.<br />

A more efficient policy of investment in physical educati<strong>on</strong> and sport could lead to job creati<strong>on</strong>s, and<br />

fight unemployment and poverty by promoting better standards of living and helping to eliminate<br />

social tensi<strong>on</strong>s more effectively. But governments had to rein<strong>for</strong>ce their commitment as there was<br />

still a gap between policy c<strong>on</strong>cepti<strong>on</strong> and implementati<strong>on</strong> due to the fact that in many countries<br />

sports development was usually not a top priority in the nati<strong>on</strong>al budget or in the educati<strong>on</strong> system.<br />

She called <strong>on</strong> all the stakeholders, intergovernmental and n<strong>on</strong>-governmental organisati<strong>on</strong>s, the<br />

public and private sectors and internati<strong>on</strong>al financial instituti<strong>on</strong>s to cooperate; and c<strong>on</strong>cluded her<br />

speech with the example of her country, Mozambique, where they had been embracing the ideals<br />

of physical educati<strong>on</strong> <strong>for</strong> all but also encountered hurdles in the process.<br />

Reaching a very large porti<strong>on</strong> of the world populati<strong>on</strong> <strong>on</strong> a daily basis, Mr Baumann stressed that<br />

<str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> <strong>Sport</strong> Federati<strong>on</strong>s were in a unique positi<strong>on</strong> to c<strong>on</strong>tribute to achieving the MDGs.<br />

Aware of the various benefits of sport <strong>for</strong> individual development, disease preventi<strong>on</strong> and promoti<strong>on</strong><br />

of gender equality, the IFs had developed educati<strong>on</strong>al programmes <strong>for</strong> coaches of young athletes,<br />

which went bey<strong>on</strong>d the technical aspects of the sport and included educati<strong>on</strong> <strong>on</strong> the values<br />

embedded in their sport. Moreover, they encouraged the practice of sport and promoted a healthy<br />

lifestyle while they also had a statutory obligati<strong>on</strong> towards gender equality and developed specific<br />

programmes aimed at increasing the participati<strong>on</strong> of women in competiti<strong>on</strong>s and administrati<strong>on</strong>.<br />

IFs were now c<strong>on</strong>scious of and resp<strong>on</strong>sive to envir<strong>on</strong>mental issues and some of them worked with<br />

governments and UN agencies or used their own partners to support social projects.<br />

However, <strong>on</strong>ly some IFs had c<strong>on</strong>crete and explicit strategies in place, and most acti<strong>on</strong>s were reactive<br />

or coincidental. While willing to c<strong>on</strong>tribute to society’s well being, their first missi<strong>on</strong> remained to<br />

develop and promote their respective sport and they were still disorganised and dispersing their<br />

ef<strong>for</strong>ts and funding <strong>for</strong> human development programmes through sport.<br />

He stressed that there was a critical need <strong>for</strong> better coordinati<strong>on</strong> of the large number of projects<br />

within the IFs, but also am<strong>on</strong>g the sports movement at large. This required increased communicati<strong>on</strong><br />

and sharing of best practices, setting realistic and reachable objectives, as well as streamlined<br />

partnerships between the sports movement and NGOs, UN agencies and nati<strong>on</strong>al governments,<br />

which had resources dedicated to all of the MDGs in their various ministries.<br />

Former President and h<strong>on</strong>orary member of the Norwegian Olympic<br />

and Paralympic Committee and C<strong>on</strong>federati<strong>on</strong> of sports<br />

Ms Paule presented the example of the Norwegian Olympic and Paralympic Committee and<br />

C<strong>on</strong>federati<strong>on</strong> of <strong>Sport</strong>s (NIF), which had <strong>for</strong> the past 150 years played a part in building a healthy<br />

and active society in Norway and since 1982 had used its core business – sport – to c<strong>on</strong>tribute to<br />

reducing poverty in developing countries.<br />

The NIF worked in partnership with other Nati<strong>on</strong>al <strong>Sport</strong> Councils, governments, Nati<strong>on</strong>al Olympic<br />

Committees (NOCs) and n<strong>on</strong>-governmental organisati<strong>on</strong>s and c<strong>on</strong>centrated <strong>on</strong> enhancing sport<br />

systems through organisati<strong>on</strong>al capacity and community-based leadership. It also adhered to three<br />

basic building blocks including: 1) quality sport, 2) str<strong>on</strong>g and sustainable organisati<strong>on</strong>al structures<br />

and 3) positive life skills. These three factors were, <strong>for</strong> her, the ingredients <strong>for</strong> sport to be a positive<br />

agent of change and a catalyst <strong>for</strong> c<strong>on</strong>tributing to the MDGs.<br />

To be effective, acti<strong>on</strong>s also needed “l<strong>on</strong>g term commitment” and “partner support” toward the<br />

development and implementati<strong>on</strong> of quality educati<strong>on</strong> <strong>for</strong> coaches, including life skills educati<strong>on</strong>,<br />

the development of community-based sports structures embraced by local government and the<br />

sports federati<strong>on</strong>s and the development of volunteer capacity through training of community leaders.<br />

But bey<strong>on</strong>d the numerous successes, she felt there were still many challenges in sport to achieve the<br />

MDGs, such as: 1) funding, as most projects suffered from a general lack of l<strong>on</strong>g-term commitment<br />

from founders; 2) lack of understanding of cultural differences; and 3) lack of reflecti<strong>on</strong> <strong>on</strong> the<br />

added value of programmes, policies and activities. She criticised a str<strong>on</strong>g desire to work with<br />

successful partners in the southern hemisphere rather than risk developing new <strong>on</strong>es which could<br />

reduce the ability of successful organisati<strong>on</strong>s to achieve results. In c<strong>on</strong>cluding, she outlined three<br />

key recommendati<strong>on</strong>s: lead by example; support <strong>for</strong> the l<strong>on</strong>g term; and assist, share and in some<br />

cases mandate acceptance.<br />

UNICEF had been a str<strong>on</strong>g advocate <strong>for</strong> the use of sport as a tool <strong>for</strong> addressing development issues<br />

<strong>for</strong> many years, and its aim was to be a leader and c<strong>on</strong>vener <strong>for</strong> work in sport <strong>for</strong> development,<br />

maintaining partnerships with a broad range of sports organisati<strong>on</strong>s, athletes and networks.<br />

Indeed, sport could effectively c<strong>on</strong>tribute to reach the most marginalised and excluded and could<br />

be used as great entry points <strong>for</strong> children and young people to access a variety of programmatic<br />

interventi<strong>on</strong>s. It could also be used as a plat<strong>for</strong>m to generate partnerships with governments, civil<br />

society organisati<strong>on</strong>s and the private sector, as proven by several projects using sport that had run<br />

between 2007 and 2009 in over 40 countries. Bey<strong>on</strong>d specific MDGs, sport could also be used<br />

in the most complex c<strong>on</strong>texts to create the c<strong>on</strong>diti<strong>on</strong>s necessary <strong>for</strong> development to take place,<br />

in particular in areas of c<strong>on</strong>flict or post c<strong>on</strong>flict and <strong>on</strong> that point, UNICEF was really proud of its<br />

achievements and partnerships in that field.<br />

Mr Burstow also pointed out several challenges that remained to be addressed in this framework. In<br />

many countries, physical educati<strong>on</strong> was not seen as a priority which, as a c<strong>on</strong>sequence, had led to<br />

a shortage of facilities, equipment and trained pers<strong>on</strong>nel. There were also 67 milli<strong>on</strong> children not in<br />

school, who were really difficult to reach. It was also difficult to measure the precise c<strong>on</strong>tributi<strong>on</strong> of<br />

sport in c<strong>on</strong>texts where a variety of challenges existed. Indeed, despite the number of programmes<br />

used that involved sport, the different ways in which sport was being used had made it difficult to<br />

draw useful comparis<strong>on</strong>s across countries.<br />

However, he believed that current sports-related programmes were just exploiting a very small part<br />

of what sport could do to support human development and children and youth empowerment in the<br />

future.<br />

Mr Packer recalled that the challenges posed by the MDGs, and the challenges <strong>for</strong> the positive<br />

c<strong>on</strong>tributi<strong>on</strong> of “sport” to these, were linked to problems with the MDGs targets and indicators,<br />

fragmentati<strong>on</strong> and a lack of synergy.<br />

Indeed, he supported the idea that sports programmes of all types served as tools towards the<br />

MDGs and had a huge insufficiently exploited potential. <strong>Sport</strong> was a means to provide psychosocial<br />

support, encouraging children’s resilience processes. Psychosocial sports activities also did not have<br />

a primary focus <strong>on</strong> competiti<strong>on</strong>, but rather an emphasis <strong>on</strong> creating a cooperative and supportive<br />

envir<strong>on</strong>ment in which people could give feedback though their emoti<strong>on</strong>s, tensi<strong>on</strong>s and improve<br />

behaviour. Terre des hommes had worked with this sports dimensi<strong>on</strong> <strong>for</strong> many years, thereby<br />

managing to foster children’s social integrati<strong>on</strong> and develop their pers<strong>on</strong>al and social skills such as<br />

cooperati<strong>on</strong>, resp<strong>on</strong>sibility, trust and communicati<strong>on</strong>, specifically in humanitarian c<strong>on</strong>texts.<br />

However, while they had empirical evidence of sport’s impact <strong>on</strong> improving children’s psychological<br />

well-being, there was however today a lack of scientific evidence to measure this impact. This was<br />

linked to the difficulties in c<strong>on</strong>ducting research in an emergency c<strong>on</strong>text, to limited financial and<br />

technical capacities of disaster relief agencies, and to a small number of validated tools.<br />

Prof. Tess Kay,<br />

Professor of sport and social sciences, Brunel university, uK<br />

Professor Kay recalled that, over the last five years, evidence of the impact of sport had increased.<br />

<strong>Sport</strong> had special qualities <strong>for</strong> engaging young people as it could be attractive and enjoyable <strong>for</strong><br />

experienced and inexperienced participants alike. <strong>Sport</strong> could reach some young people “<strong>on</strong> the<br />

margin” who do not resp<strong>on</strong>d to mainstream provisi<strong>on</strong> and instituti<strong>on</strong>s, and could be especially –<br />

but not <strong>on</strong>ly – successful in engaging young men. <strong>Sport</strong> could also directly deliver development<br />

outcomes and educati<strong>on</strong> messages and its in<strong>for</strong>mal nature could produce open and democratic<br />

relati<strong>on</strong>ships between young people and the adults who worked with them, making it easier <strong>for</strong><br />

young people to ask <strong>for</strong> the in<strong>for</strong>mati<strong>on</strong> they needed to protect and manage their lives. Finally,<br />

positive experiences from sport can transfer to other c<strong>on</strong>texts while developing higher c<strong>on</strong>fidence<br />

levels and improved decisi<strong>on</strong>-making and communicati<strong>on</strong> skills. <strong>Sport</strong> could help young people<br />

assert themselves in educati<strong>on</strong>al, family and community settings.<br />

She also argued that the MDGs were extraordinarily ambitious as they involved empowering<br />

individuals and communities and equipping them to make in<strong>for</strong>med choices about their lives.<br />

These were great reas<strong>on</strong>s to be optimistic about sport. Offering sport in the service of internati<strong>on</strong>al<br />

development might maximise the power of sport. However, everything depend <strong>on</strong> how sport was<br />

implemented in a development c<strong>on</strong>text. By engaging with internati<strong>on</strong>al development, sport was<br />

entering a different game, played under different rules. There were valuable less<strong>on</strong>s to be learnt from<br />

the approaches in the wider field of internati<strong>on</strong>al development.<br />

As the biggest sports event to take place <strong>for</strong> the first time in the South American regi<strong>on</strong>, Mr Nuzman<br />

stressed that the 2016 Rio Summer Olympic and Paralympic Games presented both big opportunities<br />

and challenges to the Brazilians and their Government. The same was also applying to the other<br />

major events happening in the country prior to the Games – including the Military World Games in<br />

July 2011, the UN C<strong>on</strong>ference <strong>on</strong> Sustainable Development Rio+20 in 2012 and the FIFA Football<br />

With more than 10,000 athletes, 200 nati<strong>on</strong>s represented, 100,000 people mobilised, including over<br />

their ef<strong>for</strong>ts <strong>on</strong> technical excellence, human resources, and sustainable trans<strong>for</strong>mati<strong>on</strong> through<br />

sport. Going bey<strong>on</strong>d Olympic venues themselves, their str<strong>on</strong>g legacy programme aimed at citizens<br />

and youth engagement would also enable the city, the state and the federal governments to work<br />

together <strong>on</strong> several programmes to improve the populati<strong>on</strong>’s quality of life, such as the building<br />

of new infrastructures, or the urbanisati<strong>on</strong> of the favelas with comprehensive security plans. The<br />

engagement of various stakeholders to create the largest educati<strong>on</strong>al outreach programme and<br />

recreati<strong>on</strong>al activities <strong>for</strong> young people and the promoti<strong>on</strong> of social inclusi<strong>on</strong> was also going to be<br />

a great legacy <strong>for</strong> every<strong>on</strong>e.<br />

Reflecting <strong>on</strong> the 2010 FIFA World Cup, Mr Oosthuizen stressed that it undoubtedly proved to be a<br />

watershed moment <strong>for</strong> South Africa, helping to rebrand a newly-united nati<strong>on</strong> that had been – in the<br />

past decades – divided by racism. South Africa was a nati<strong>on</strong> that had seen and recognised sport<br />

as a movement <strong>for</strong> good and the human spirit. This event was the illustrati<strong>on</strong> of the Government’s<br />

will to rein<strong>for</strong>ce sport as a movement <strong>for</strong> good and <strong>for</strong> change in the current c<strong>on</strong>text. South Africa<br />

had worked tirelessly with its c<strong>on</strong>tinental partners to ensure that the event would remain true to its<br />

official call to acti<strong>on</strong>.<br />

In terms of legacy, the event had also c<strong>on</strong>tributed to sustained and diverse benefits to the nati<strong>on</strong>. It had<br />

built a legacy in infrastructure, ec<strong>on</strong>omic growth, job creati<strong>on</strong>, nati<strong>on</strong> building and upgrading “Brand<br />

South Africa” in internati<strong>on</strong>al awareness. To this end, the FIFA World Cup could be c<strong>on</strong>sidered as<br />

an important developmental accelerator. The event further had enabled the affirmati<strong>on</strong> of a comm<strong>on</strong><br />

African agenda of peace, development and prosperity. C<strong>on</strong>comitant to this was the wish to liberate<br />

the c<strong>on</strong>tinent from the percepti<strong>on</strong> of Africa as a hopeless c<strong>on</strong>tinent. More so, in the end the event<br />

had succeeded to positi<strong>on</strong> Africa and Africans as equals am<strong>on</strong>gst the rest of the world.<br />

While recognising the successes achieved by the World Cup, which had certainly helped South<br />

Africa in many ways, Mr Oosthuizen also stressed that there remained many challenges <strong>for</strong> his<br />

country to c<strong>on</strong>tinue the momentum, such as maintaining and deepening their social cohesi<strong>on</strong> to<br />

build the “Rainbow Nati<strong>on</strong>”.<br />

While recognising that human development depends more than anything else <strong>on</strong> vigorous ec<strong>on</strong>omic<br />

per<strong>for</strong>mance achieved through the availability of substantial material and financial resources, and<br />

applying the principles of good governance in management, Mr Diack stressed that sport, in<br />

many ways, c<strong>on</strong>tributed to a range of human development issues and should not be c<strong>on</strong>fined to<br />

its recreati<strong>on</strong>al functi<strong>on</strong>. <strong>Sport</strong> has become a powerful tool of mobilisati<strong>on</strong> which can lead to the<br />

boldest of social changes, and a vector of peace, harm<strong>on</strong>y and cohesi<strong>on</strong>. It has, <strong>for</strong> several years,<br />

played a key role in giving rise to new strategies <strong>for</strong> promoting human development.<br />

Athletes had a special role to play in promoting the values of sport as there was no better channel<br />

to c<strong>on</strong>vey such messages to society, in particular to reach out to young people. Athletes should be<br />

mindful of this special resp<strong>on</strong>sibility.<br />

By joining <strong>for</strong>ces with the IOC, the United Nati<strong>on</strong>s system had laid the foundati<strong>on</strong> <strong>for</strong> raising<br />

awareness and mobilising populati<strong>on</strong>s in a way of which no other social <strong>for</strong>ce is capable. However,<br />

achieving the MDGs, would require all the Olympic Movement c<strong>on</strong>stituents to make even greater<br />

ef<strong>for</strong>ts in the four years left until the 2015 deadline. He also str<strong>on</strong>gly argued in favour of including<br />

the level of sports practice in a country as a criteri<strong>on</strong> <strong>for</strong> calculating the human development index.<br />

It would be then easier to make all the public authorities aware of the need to invest more in sport.<br />

Mr Chernyshenko recognised that the hosting of the Games in Sochi had unified and galvanised<br />

citizens and organisati<strong>on</strong>s all over Russia. Several things would never have happened if Russia had<br />

not been given the opportunity to host the Games. They had happened thanks to a mental shift<br />

which now recognised the power of sport as the most powerful tool to jump into the future.<br />

Mentalities had also changed c<strong>on</strong>cerning envir<strong>on</strong>ment and disabilities, am<strong>on</strong>g other things, with<br />

changes in percepti<strong>on</strong> of priorities and acceptance of differences. In the same way, volunteerism,<br />

which did not exist be<strong>for</strong>e in Russia, was developing, now gathering together hundreds of thousands<br />

of people.<br />

Numerous programmes and projects were now in place to ensure the success of the Olympic and<br />

Paralympic Winter Games in Sochi, and the Sochi Organising Committee and the Russian people<br />

were determined to work hard not <strong>on</strong>ly to meet requirements and expectati<strong>on</strong>s, but even to exceed<br />

them. In this c<strong>on</strong>text, legacy was full of meanings as it would bring sustainable and positive changes.<br />

Sir Craven reminded the participants to draw inspirati<strong>on</strong> from the Paralympic Movement, which<br />

plays an important role in promoting and c<strong>on</strong>tributing to the development of sports opportunities and<br />

competiti<strong>on</strong>s in general, and to promoting a better world <strong>for</strong> all people with a disability, in particular.<br />

He sees the core values of the Paralympics (courage, determinati<strong>on</strong>, inspirati<strong>on</strong> and equality) as<br />

important in any society as they help people to accomplish the unexpected, they inspire, and, above<br />

all, as they are an indisputable tool to break down all <strong>for</strong>ms of barriers and discriminati<strong>on</strong>s.<br />

And bey<strong>on</strong>d access to sport and sports facilities themselves, the hosting of the Paralympics Games<br />

has also trans<strong>for</strong>med airports and public structures to give more accessibility <strong>for</strong> people with a<br />

disability. Furthermore, they have become the channel <strong>for</strong> changing the public’s percepti<strong>on</strong> of people<br />

with a disability. The Paralympics have inspired, excited, and clearly shown the self-determinati<strong>on</strong> of<br />

people to achieve excellence. They have empowered and created acceptance <strong>for</strong> milli<strong>on</strong>s in society.<br />

Today, disability is <strong>for</strong>gotten <strong>for</strong> the benefit of excellence, and this is <strong>on</strong>e of the most important<br />

legacies of the Games.<br />

The situati<strong>on</strong> of the expropriati<strong>on</strong> of people be<strong>for</strong>e and during the Games was tackled. On this<br />

occasi<strong>on</strong>, the audience was reminded that the Olympic Games represented a major project over<br />

several years and that it was necessary to give time to future organising committee to implement the<br />

Games in all their dimensi<strong>on</strong>s. The most doubtful were also invited to follow this implementati<strong>on</strong> <strong>on</strong><br />

<strong>Sport</strong> has been recognised <strong>on</strong>ly recently as a tool to foster peace and understanding, although it<br />

has played this role <strong>on</strong> the ground almost <strong>for</strong>ever. However, despite such recogniti<strong>on</strong>, sport cannot<br />

be the sole recipe <strong>for</strong> sustainable peace, but can c<strong>on</strong>tribute by promoting core values at grassroots<br />

level. In his country, Côte d’Ivoire, judo has been used in an efficient way by the sports and public<br />

authorities as a means to educate the populati<strong>on</strong>. Despite the difficult situati<strong>on</strong>, sport has united<br />

people bey<strong>on</strong>d ethnic barriers. Nati<strong>on</strong>al football players have also joined this approach, showing<br />

how sport can unite in their campaign to deposit weap<strong>on</strong>s and call <strong>for</strong> participati<strong>on</strong> in the electi<strong>on</strong><br />

process.<br />

He also recognised the UN’s c<strong>on</strong>siderable competences, expertise and knowledge, and the work<br />

they are actively undertaking to promote sport <strong>for</strong> development and peace <strong>on</strong> a worldwide scale,<br />

and in particular at nati<strong>on</strong>al level.<br />

In c<strong>on</strong>clusi<strong>on</strong>, he called <strong>for</strong> str<strong>on</strong>ger support of the development of a culture of peace through<br />

sport in the future, as it can serve as a plat<strong>for</strong>m <strong>for</strong> educati<strong>on</strong>, a tool <strong>for</strong> mobilisati<strong>on</strong>, a means of<br />

strengthening individuals and communities, and a source of joy, inspirati<strong>on</strong> and hope.<br />

Looking at his country’s specific situati<strong>on</strong>, Dr Rodríguez Jiménez indicated that El Salvador has been<br />

struggling to develop <strong>for</strong> years, due to the internal civil war, instituti<strong>on</strong>s’ inefficiency, instituti<strong>on</strong>alised<br />

corrupti<strong>on</strong>, delinquency, and also because of un<strong>for</strong>tunate weather c<strong>on</strong>diti<strong>on</strong>s and earthquakes.<br />

In spite of everything, sport has been an opportunity to embrace a “ball” rather than a weap<strong>on</strong> <strong>for</strong><br />

many people, and today, the government was supporting the free accessibility of sport <strong>for</strong> all, thereby<br />

enriching people’s lives and providing a means <strong>for</strong> such a poor country to embrace freedom and<br />

democracy as well as to reduce violence and crime rates. However, he called <strong>for</strong> more internati<strong>on</strong>al<br />

investment in sport in order to make a difference.<br />

Mr Fok recalled that sport has been at centre of some interesting political moments, such as the<br />

Ping-P<strong>on</strong>g diplomacy between China and the United States, the 2000 Olympic Games as a model<br />

<strong>for</strong> ethnical integrati<strong>on</strong>, and the 2008 Olympic Games, which signalled China’s readiness <strong>for</strong> a larger,<br />

positive role in internati<strong>on</strong>al affairs and an opening to the world. The Football World Cup organised<br />

opposing each other in a competiti<strong>on</strong> were not enemies, but competitors.<br />

ideal of competiti<strong>on</strong> in the spirit of brotherhood to be translated into a new reality.<br />

She reiterated the importance of the Olympic Truce as a message of optimism which could not<br />

solve the underlying political reas<strong>on</strong>s to the various c<strong>on</strong>flicts of our world, but could c<strong>on</strong>tribute to<br />

the cessati<strong>on</strong> of c<strong>on</strong>flicts and offer, as in ancient times, a chance <strong>for</strong> peace initiatives.<br />

Bey<strong>on</strong>d this, the Olympic Truce – and the ideals represented by it – is a vehicle of ideas and practices<br />

<strong>for</strong> a better future, especially <strong>for</strong> today’s youngsters. Insurmountable cultural differences may suddenly<br />

look less challenging through a culture of mutual respect and aversi<strong>on</strong> to violence, and the new media<br />

and communicati<strong>on</strong> technologies give us today an even greater opportunity to disseminate such a<br />

message of peace.<br />

<strong>Sport</strong>, like in ancient times, offers not <strong>on</strong>ly spectacle but also an opportunity <strong>for</strong> peaceful co-existence<br />

am<strong>on</strong>g nati<strong>on</strong>s and people by promoting the idea of an internati<strong>on</strong>al culture of peace.<br />

HE Mr Tanner’s presentati<strong>on</strong> focused <strong>on</strong> the paradox of sport. On the <strong>on</strong>e hand, it is an activity where,<br />

in essence, athletes oppose each other and, as such, is similar to the c<strong>on</strong>flicts society faces. Indeed,<br />

some sports are of a clearly violent nature and/or c<strong>on</strong>tribute to exacerbating social differences between<br />

On the other hand, sport can add to a culture of peace as witnessed in several African countries<br />

(Liberia, Guinea Bissau, Sierra Le<strong>on</strong>e and Burundi). It has been used not <strong>on</strong>ly as an immediate<br />

post-c<strong>on</strong>flict tool <strong>for</strong> peace, but also, given its popularity and wide acceptance, as an ideal entry<br />

point <strong>for</strong> broader social change. Its power to mobilise people can be used to address other pressing<br />

societal issues, it can support the post-war rec<strong>on</strong>structi<strong>on</strong> of ec<strong>on</strong>omies and infrastructure, while<br />

gender-based sports programmes can play a vital role in empowering women and girls. <strong>Sport</strong> can<br />

also play an important role as it can not <strong>on</strong>ly teach children and adolescents how to wage c<strong>on</strong>flict<br />

in a n<strong>on</strong>-violent way, but can also be an outlet to promote dignity. Finally, sport can act as a catalyst<br />

<strong>for</strong> building nati<strong>on</strong>al unity and identity.<br />

Recalling that half of the Palestinian populati<strong>on</strong> is very young, Mr Clark stressed that sport has the<br />

ability to unite them and educate them <strong>for</strong> a better future. Some initiatives had been implemented<br />

in this framework, to support the development of the most promising Palestinian athletes, as a way<br />

to boost nati<strong>on</strong>al pride and also promote positive role models <strong>for</strong> young people. He also thought it<br />

critical to ensure that the benefits of sport touched the largest proporti<strong>on</strong> of the populati<strong>on</strong> and that<br />

adequate infrastructures be made available. On this particular issue, more investment was needed<br />

to c<strong>on</strong>struct or rehabilitate sports facilities in the Palestinian territories. Finally, best practices and<br />

less<strong>on</strong>s learnt needed to be carefully c<strong>on</strong>sidered and integrated into future works.<br />

Since its creati<strong>on</strong>, the Generati<strong>on</strong>s <strong>for</strong> <strong>Peace</strong> Pi<strong>on</strong>eer Certificati<strong>on</strong> Programme has been delivered to<br />

526 youth leaders, from 46 countries and territories, across three c<strong>on</strong>tinents, cascading its impact<br />

to 62,000 children. But bey<strong>on</strong>d these positive results, he stressed that no singular best practice<br />

or approach will map <strong>on</strong>to every single c<strong>on</strong>flict scenario. It was there<strong>for</strong>e necessary to c<strong>on</strong>duct a<br />

careful assessment of community-based assets and needs be<strong>for</strong>e developing any programme in<br />

this field.<br />

Moreover, sport is not a cure-all or panacea. As a universal language, and when used correctly, it<br />

can provide a powerful c<strong>on</strong>tributi<strong>on</strong> to peace-building and development ef<strong>for</strong>ts but cannot achieve<br />

major change al<strong>on</strong>e. Integrati<strong>on</strong> is a key factor <strong>for</strong> changing individual behaviour. To change this<br />

behaviour requires regular repetiti<strong>on</strong>, rein<strong>for</strong>cement and real integrati<strong>on</strong> of the values and educati<strong>on</strong>al<br />

objectives into the sports situati<strong>on</strong> itself.<br />

Finally, he argued in favour of measurement and articulati<strong>on</strong> of the sports-related programmes<br />

<strong>for</strong> peace and development in order to share learning. The Generati<strong>on</strong>s <strong>for</strong> <strong>Peace</strong> Institute was<br />

pi<strong>on</strong>eering interdisciplinary research in this field.<br />

President, <strong>Peace</strong> and sport<br />

In his presentati<strong>on</strong>, Mr Bouzou stressed the importance of mobilising role models as ambassadors<br />

<strong>for</strong> sport and peace. This was successfully achieved by the <strong>Peace</strong> and <strong>Sport</strong> initiative “Champi<strong>on</strong>s<br />

<strong>for</strong> <strong>Peace</strong>” with 55 athletes, gathering 68 world champi<strong>on</strong> titles and more than 70 Olympic titles by<br />

themselves.<br />

Champi<strong>on</strong>s are indeed “role models”, modern heroes, who can be a real source of inspirati<strong>on</strong> <strong>for</strong><br />

young people throughout the entire world. They can also be the best ambassadors <strong>for</strong> peace at<br />

a political level, c<strong>on</strong>tributing to changing mentalities of leaders and public authorities and often<br />

c<strong>on</strong>vincing them to support a project or to incorporate sport into nati<strong>on</strong>al programmes <strong>for</strong> peace<br />

and development.<br />

Every athlete can get involved in many ways and according to their means and availability. In this<br />

regard, <strong>Peace</strong> and <strong>Sport</strong> gives each athlete a framework in which he or she can make a c<strong>on</strong>tributi<strong>on</strong><br />

to peace. To have a real impact, it provides them with specific projects that they can lead in their<br />

own way. Communicati<strong>on</strong> tools are also provided to facilitate the sharing of experiences and ideas.<br />

These projects are implemented in cooperati<strong>on</strong> with other members of the community – other actors<br />

from the worlds of sport, government, ec<strong>on</strong>omic life and civil society- and also mobilise the athletes’<br />

<strong>Sport</strong> can be very useful in the refugee c<strong>on</strong>text as it provides an outlet <strong>for</strong> the frustrati<strong>on</strong>s and<br />

very difficult situati<strong>on</strong>s they experience in refugee camps. As most refugees come from c<strong>on</strong>flict<br />

situati<strong>on</strong>s, it’s important not to focus <strong>on</strong> competitive sport but <strong>on</strong> fun. As they are also meant to live<br />

in a community with people they d<strong>on</strong>’t know, sport is indeed an opportunity to have fun <strong>for</strong> both<br />

players and supporters.<br />

The Olympic Truce does not promise peace but it does offer hope and inspirati<strong>on</strong>, providing a window<br />

of opportunity <strong>for</strong> dialogue leading to c<strong>on</strong>flict resoluti<strong>on</strong> and promoting a culture of understanding,<br />

tolerance, fair play and respect <strong>for</strong> diversity.<br />

For all these reas<strong>on</strong>s, he believed that the Olympic Truce should be present not <strong>on</strong>ly during Olympic<br />

Games but c<strong>on</strong>stantly when sport is being exercised. It is important that the true values of sport are<br />

promoted through the creati<strong>on</strong> of a culture of peaceful living and tolerance. Am<strong>on</strong>g many creative<br />

initiatives and programmes, the IOTC was about to publish a booklet gathering recommendati<strong>on</strong>s to<br />

peace-keepers and practiti<strong>on</strong>ers <strong>on</strong> how best to leverage the peace-keeping value of sport. He also<br />

stressed that the effectiveness of the implementati<strong>on</strong> strategy rested <strong>on</strong> youth educati<strong>on</strong>, building<br />

<strong>on</strong> extensive use of social media, involvement of children and youngsters in activities and roundtable<br />

discussi<strong>on</strong>s.<br />

Mr Marks presented the approach of his organisati<strong>on</strong>, which used the attracti<strong>on</strong> and values of sport<br />

to teach communities how to cooperate and solve their intercultural problems. This was d<strong>on</strong>e in<br />

particular through soap operas and radio shows portraying a ficti<strong>on</strong>al football team and playing out<br />

problems that occur in real life, also providing soluti<strong>on</strong>s and resoluti<strong>on</strong>s to these issues. Football was<br />

seen as a metaphor <strong>for</strong> life. In Kenya, the soap opera reached four milli<strong>on</strong> people a week, showing<br />

the power of combining sport with media outreach.<br />

Her presentati<strong>on</strong> touched <strong>on</strong> several traditi<strong>on</strong>al levels of sports involvement, such as policy and<br />

management, while focusing <strong>on</strong> the dimensi<strong>on</strong>s related to implementati<strong>on</strong> <strong>on</strong> the ground.<br />

She recalled that peace-building is relati<strong>on</strong>ship-building and allows people to meet, rec<strong>on</strong>cile,<br />

overcome fears and build understanding. It is necessary to create safe spaces where people lose<br />

the fear of talking about their lives and fears, where they feel com<strong>for</strong>table. Using these spaces to<br />

implement sport is making them most effective in the process of peace-building.<br />

She also stressed the importance of providing skills-building to people going <strong>on</strong>to the field, and in<br />

particular coaches, as it is critical to have the historical knowledge of the situati<strong>on</strong>, to c<strong>on</strong>sider the<br />

different settings and understand the religious differences. They also need to have knowledge about<br />

c<strong>on</strong>flict trans<strong>for</strong>mati<strong>on</strong> and skills adapted to the situati<strong>on</strong>. Sending a coach with n<strong>on</strong>-adapted skills<br />

can cause more harm than good.<br />

She finally advocated <strong>for</strong> more m<strong>on</strong>itoring and evaluati<strong>on</strong> as well as accurate accountability to<br />

d<strong>on</strong>ors. It is imperative to collect the right data, make them available and be prepared to ask critical<br />

questi<strong>on</strong>s in order to improve activities and projects in the l<strong>on</strong>ger run. To learn something, project<br />

leaders must see as fundamental to foster the necessary learning, the critical reflecti<strong>on</strong> <strong>on</strong> what is<br />

d<strong>on</strong>e and the necessary scale-up, because sport can make a difference.<br />

The discussi<strong>on</strong>s reiterated that sport is not a panacea <strong>for</strong> all problems. However, best practices have<br />

The values and interest of sport as a global language were repeated, as it can assure peace, stability,<br />

open and c<strong>on</strong>structive way. This holds especially true towards projects <strong>on</strong> the ground to understand<br />

both their needs and their difficulties, and to adapt assistance to address specific requirements. In<br />

this regard, he was pleased by the offer of the Secretary General <strong>for</strong> a joint missi<strong>on</strong> to the African<br />

c<strong>on</strong>tinent together with Dr Jacques Rogge, and encouraged participants to follow this example and<br />

strengthen their ef<strong>for</strong>ts in cooperati<strong>on</strong>.<br />

Sec<strong>on</strong>dly, he stressed the importance of educati<strong>on</strong>. While the <str<strong>on</strong>g>Forum</str<strong>on</strong>g> inspired fruitful discussi<strong>on</strong>s he<br />

made it clear that such discussi<strong>on</strong>s can <strong>on</strong>ly be meaningful if they make a difference <strong>for</strong> the children<br />

and youth in the world. This can start with the inclusi<strong>on</strong> of youth in volunteerism, as both the UN and<br />

the IOC do very actively and with great success.<br />

Thirdly, in line with the comments of HRH Princess Haya of Jordan, he pointed out that the MDGs<br />

deadline is <strong>on</strong>ly four years away. He stressed that there is not a moment to lose in the ef<strong>for</strong>t to work<br />

together towards the deadline in 2015 and that the time <strong>for</strong> serious c<strong>on</strong>siderati<strong>on</strong>s about the steps<br />

to follow this great ef<strong>for</strong>t has come.<br />

Mr Lemke c<strong>on</strong>cluded by saying that it is the resp<strong>on</strong>sibility of every participant to play a crucial role<br />

within their local community, country and <strong>on</strong> a global scale. Using the recommendati<strong>on</strong>s generated<br />

at the <str<strong>on</strong>g>Forum</str<strong>on</strong>g> he urged participants to work together in implementing them to enable and further<br />

strengthen sport as a tool <strong>for</strong> empowerment and social change.<br />

President Rogge ended the <str<strong>on</strong>g>Forum</str<strong>on</strong>g> by thanking all the organisers, speakers and participants <strong>for</strong> their<br />

attendance and involvement. He described this <str<strong>on</strong>g>Forum</str<strong>on</strong>g> as <strong>on</strong>e of the most productive, interactive<br />

encounters between the sporting community and the United Nati<strong>on</strong>s in the field of sport <strong>for</strong><br />

Recalling many positive examples of close partnerships and successful projects, he reiterated the<br />

will to c<strong>on</strong>tinue <strong>on</strong> this c<strong>on</strong>structive path and to apply more resources to human development<br />

Goal deadline was <strong>on</strong>ly four years away. It was now time to work hand-in-hand at nati<strong>on</strong>al and<br />

internati<strong>on</strong>al levels, with all the academic partners and NGOs, in order to undertake all the projects<br />

The <str<strong>on</strong>g>Forum</str<strong>on</strong>g> was attended by representatives of UN Member States, <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> <strong>Sport</strong>s Federati<strong>on</strong>s,<br />

Nati<strong>on</strong>al Olympic Committees, the <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> Paralympic Committee, Organising Committees<br />

<strong>for</strong> the Olympic Games, United Nati<strong>on</strong>s specialised agencies and programmes, inter- and n<strong>on</strong>governmental<br />

After two days of deliberati<strong>on</strong>s, the participants extended their appreciati<strong>on</strong> to the IOC and the<br />

UN <strong>for</strong> organising the <str<strong>on</strong>g>Forum</str<strong>on</strong>g>, which enabled them to exchange views <strong>on</strong> promoting sustainable<br />

development and peace through sport. In the c<strong>on</strong>text of the importance of this <str<strong>on</strong>g>Forum</str<strong>on</strong>g>, the participants<br />

<strong>for</strong> educati<strong>on</strong>, development and peace, can promote cooperati<strong>on</strong> and solidarity, tolerance,<br />

understanding, social inclusi<strong>on</strong> and health, at local, nati<strong>on</strong>al and internati<strong>on</strong>al levels,<br />

Reaffirming that the Olympic Movement and the United Nati<strong>on</strong>s share the goal to strive <strong>for</strong> the<br />

Recognising that the comm<strong>on</strong> visi<strong>on</strong> of the role of sport in the service of development and peacebuilding<br />

is being promoted through the mandate of the Special Adviser to the UN Secretary General,<br />

Recalling that the IOC has been granted permanent Observer status by the UN General Assembly,<br />

Mindful that sport al<strong>on</strong>e cannot ensure peace or solve complex social problems,<br />

1. Calls <strong>for</strong> major ef<strong>for</strong>ts to rein<strong>for</strong>ce partnerships between the Olympic Movement, governments,<br />

the UN system and civil society <strong>on</strong> sport <strong>for</strong> development and peace;<br />

2. Invites all c<strong>on</strong>cerned parties to strengthen the use of sport as an effective policy tool <strong>for</strong> nati<strong>on</strong>al<br />

development and peace-building, and to mainstream it in a holistic and cross-sectoral manner to<br />

c<strong>on</strong>tribute to the achievement of the Millennium Development Goals;<br />

3. Urges UN Member States to strengthen grassroots synergies <strong>for</strong> community support mechanisms<br />

and resource mobilisati<strong>on</strong> with a view to implementing l<strong>on</strong>g-term, sustainable and cost-effective<br />

sports programmes;<br />

4. Encourages governments, and particularly d<strong>on</strong>or countries, as well as internati<strong>on</strong>al organisati<strong>on</strong>s,<br />

to include sport in Official Development Aid, and encourages the United Nati<strong>on</strong>s system to include<br />

access to sport and physical educati<strong>on</strong> as an indicator in its human development indexes;<br />

5. Requests governments to increase their support <strong>for</strong> the development of quality physical educati<strong>on</strong><br />

and sports <strong>for</strong> all;<br />

6. Stresses the need <strong>for</strong> closer cooperati<strong>on</strong> with the business sector and internati<strong>on</strong>al and regi<strong>on</strong>al<br />

financial instituti<strong>on</strong>s as key partners in social development and peace-building strategies;<br />

7. Further calls <strong>for</strong> the strengthening of comm<strong>on</strong> evaluati<strong>on</strong> and m<strong>on</strong>itoring tools <strong>on</strong> the impact<br />

of sport in social and ec<strong>on</strong>omic development and <strong>for</strong> more interdisciplinary research to develop<br />

scientific evidence and good practices in these fields;<br />

8. Urges <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> <strong>Sport</strong>s Federati<strong>on</strong>s, Nati<strong>on</strong>al Olympic Committees and other entities of<br />

the sports movement to strengthen their activities as partners <strong>for</strong> development and social<br />

change, in close cooperati<strong>on</strong> with governmental instituti<strong>on</strong>s, the private sector, and civil society<br />

organisati<strong>on</strong>s;<br />

9. Encourages <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> <strong>Sport</strong>s Federati<strong>on</strong>s to organise world sports events in developing and<br />

emerging ec<strong>on</strong>omies which can c<strong>on</strong>tribute to the building of a sustainable legacy <strong>for</strong> development;<br />

10. Calls up<strong>on</strong> UN Member States to cooperate with the <str<strong>on</strong>g>Internati<strong>on</strong>al</str<strong>on</strong>g> Olympic Committee in its<br />

ef<strong>for</strong>ts to promote the Olympic Truce in the framework of the Olympic and Paralympic Games<br />

in L<strong>on</strong>d<strong>on</strong> in 2012, and to abide by it, individually and collectively; to pursue the peaceful<br />

settlement of all internati<strong>on</strong>al c<strong>on</strong>flicts, in c<strong>on</strong><strong>for</strong>mity with the purposes and principles of the<br />
