7.8 PACKET-RADIO (MAILBOX) OPERATING PRACTICE<br />
At the <strong>IARU</strong> <strong>Region</strong> 1 Conference in Torremolinos (1990) the following recommendation was adopted:<br />
The Conference endorses the views expressed in documents 90/TS/C3.50 and 90/TS/C.53 on the<br />
undesirability of spreading of inappropriate messages via Packet-Radio Bulletin Board Systems<br />
and would extend this view to any use of the amateur bands which contravenes the definitions of<br />
the Amateur Service and Amateur Satellite Service.<br />
You will find document 90/TS/C3.53 contained the <strong>IARU</strong> Administrative Council Resolution 87-2 (revised<br />
in 1989) in chapter 6.6.<br />
Document 90/TS/C3.50 was a paper submitted by ARI, which with regard to messages having<br />
inappropriate content in essence expressed the same views as AC Resolution 87-2.<br />
At its meeting in Bandung, October 1991, the <strong>IARU</strong> Administrative Council re-considered the matter of<br />
inappropriate traffic via Packet Radio, and drafted an additional Resolution 91-1. At its meeting in Vienna,<br />
March 1992, the <strong>IARU</strong> <strong>Region</strong> 1 <strong>VHF</strong>/UHF/Microwaves Committee decided to recommend the immediate<br />
introduction of this Resolution as interim <strong>Region</strong> 1 policy. This was accepted by the <strong>IARU</strong> <strong>Region</strong> 1<br />
Executive Council at its meeting in Budapest, April 1992, and later ratified by the <strong>IARU</strong> <strong>Region</strong> 1<br />
Conference in De Haan (1993). The AC Resolution 91-1 is attached as chapter 6.7.<br />

7.10 CONCERNING THE RELAYING OF MESSAGES TO AMATEUR STATIONS<br />
RESOLUTION 87 2 (Revised 1989)<br />
The <strong>IARU</strong> Administrative Council, Noordwijkerhout, April 1987,<br />
recognising the problems caused by the handling by amateur stations of communications having<br />
inappropriate content, particularly with regard to business and commercial matters<br />
recognising the impact on other users of the crowded spectrum from unattended store and forward<br />
("mailbox") stations, and further recognising that the problem of controlling the content of amateur<br />
radiocommunication is made more difficult by the availability of such stations,<br />
resolves that the Administrative Council affirms the action taken at its Buenos Aires meeting, in urging<br />
member societies to emphasize to their members the importance of adhering to the spirit and intentions of<br />
the ITU Radio Regulations, and of handling only that traffic which does conform; and further<br />
resolves that member societies are hereby urged to acquaint their members as to the undesirable aspects<br />
of the uncontrolled proliferation of unattended store and forward ("mailbox") stations.<br />
