On line bids on item rate basis are invited by the Executive Engineer, I&PH Division
Arki on behalf of Governor of Himachal Pradesh, in electronic tendering system in
two covers for the under mentioned works from the contractor/Firms of appropriate
class enlisted with HP IPH Department.

1. Tender document and other instruction can be downloaded or viewed online from the
portal http://hptenders.gov.in by the firms/individual registered on the website which
is free of cost.
2. As the bids are to be submitted online are required to be encrypted and digitally
signed, the bidders are advised to obtain Digital Signature Certificate (DSC) from
suitable venders or from any authorized agency at the earliest.

General Conditions:-
1. Instruction for e-tendering:-
(i) The Contractor should register himself on website https://hptenders.gov.in
and obtain user ID, Password, before bidding.
(ii) Entire tender process will be carried out online through above mentioned
website. Contractor/Firms are advised to procure e-Token/Digital signing
certificate from suitable venders or from any authorized agency.
(iii) Before submission of on-line bids, Bidders must ensure that scanned copies
of all necessary documents have been uploaded with the bid.

Conditions:
1. The e-tender documents shall be uploaded online in 2 (two) covers:-
(I) Cover-1 shall contain scanned copies of “eligibility information”.
(II) Cover-2 shall contain “Financial Bid” on the prescribed form.
2. Cover-1shall contain Scanned copies of following “eligibility information” (Scanned
copies to be uploaded).
i) Earnest money in the shape of NSC/saving account on any of the Post office in
Himachal Pradesh/Time deposit receipt of any nationalized bank, demand draft
duly pledged in the name of the Executive Engineer I&PH Division Arki or certificate
of exemption of Earnest Money Deposit.
ii) Cost of Tender form in the shape of demand draft.
iii) Certificate of registration with I&PH Department in appropriate class and latest
renewal thereof.
iv) Income Tax and Sales Tax registration latest clearance certificate thereof and
copy of PAN card.
V) Work done Experience Certificate of as per NIT Condition.
(VI) Eligibility criteria: - Only specialized contractors/Firms who deal with such type of
jobs can only participate & quote their rates. Experience on similar works executed
during the last five years and details like monetary value, clients proof of satisfactory
completion should be furnished before purchase of tender documents. The eligibility
criteria are:-
(i)The bidder must have completed three similar works costing each not less then
60% of the given estimated cost or
(ii)The bidder must have completed two similar works costing each not less then
70% of the given estimated cost each or
(iii) The bidder must have completed two similar works costing each not less then
80% of the given estimated cost.
OR
A contractor /Firm would be considered pre-qualified for a
work if he has successfully executed or is executing or has been awarded three
works of 1/4 th value during the last three years in relevant trade. In case of such
firms/contractors who could not succeed in securing job even after this serious
participation in tender process during the above period. He may be asked to

furnish the detail of such work with amount in which he has participated and also
furnish his financial capability to execute the intended work. In such case the
amount of each work for which he had unsuccessfully quoted should not be less
than 50% of the cost of the work for he is seeking pre-qualification.
3. Cover-2 shall contain BOQ where contractor will quote his offer for each item.
4. Ambiguous/telegraphic/conditional tenders or tender by Fax/E-mail shall not be
entertained/considered in any case.
5. The Executive Engineer, reserves the right to reject/cancel any or all the tenders
without assigning any reason(s).
6. The enquiry regarding tender can also be obtained on-e-mail of the Divisional
Office undere-mail address such as ipharki@gmail.com.
7. The Tender shall not be issued to those contractors/firms having more than two
such works in hand whose performance is not satisfactory.
8. The contractor will submit the original document in respect enlistment, Pan No.,
Sale tax certificate, earnest money and cost of tender documents in the office of
Executive Engineer, I&PH Division Arki before 17 -10 -2012 upto11.00 A.M
9. The negotiation/clarification, if any will be taken from the successful contractor
only in respect of error and omission, technical aspects and in no case on financial
bid.
10. The representatives of the firm should inspect the site himself and make
conversant with the site conditions.
11.If opening day is a holiday, the tenders shall be opened on the next working day
at the same time.
12.The offer of the tender shall be valid for 120 days.
