2008 - 2009<br />
The new millennium has been characterised by<br />
unprecedented breakthroughs in knowledge and<br />
technology. <strong>21</strong> st century challenges have called <strong>for</strong> new<br />
paradigms and “maps” <strong>of</strong> engagements in all spheres <strong>of</strong><br />
life. <strong>Education</strong> in particular, continues to play a pivotal role<br />
in ensuring national and global survival and growth.<br />
Internationally, all <strong>the</strong> debates and research in education<br />
have as its corollary <strong>the</strong> emerging consensus that teacher<br />
quality is one <strong>of</strong> <strong>the</strong> most, if not <strong>the</strong> most significant<br />
factor <strong>for</strong> student learning, achievement and educational<br />
improvement. Evidence points to <strong>the</strong> preparation,<br />
induction and continuous development <strong>of</strong> teachers as<br />
being imperative to achieving that quality. The verdict is<br />
clear: attract <strong>the</strong> best, shape <strong>the</strong>m to be <strong>the</strong> best and<br />
continuously develop <strong>the</strong>m to give <strong>the</strong>ir best once <strong>the</strong>y<br />
enter <strong>the</strong> schools. 2<br />
In Singapore, <strong>the</strong> precedence <strong>of</strong> goal congruence<br />
amongst leaders in educational policies and teacher<br />
education provides <strong>the</strong> foundation <strong>for</strong> <strong>the</strong> translation <strong>of</strong><br />
responses and initiatives into productive changes. The<br />
developments at MOE as regulator and policy maker,<br />
and NIE as a university-based teacher education institute,<br />
have concurred and aligned in <strong>the</strong> reviews on <strong>the</strong> changes<br />
needed to effect learning <strong>for</strong> student teachers and<br />
teachers in service. In 2008 – 2009, policy and programme<br />
initiatives by MOE have been accompanied concurrently<br />
by realignments in <strong>the</strong> way NIE delivers teacher education<br />
along <strong>the</strong> entire continuum from initial teacher preparation<br />
(ITP) to teacher pr<strong>of</strong>essional development (TPD). This<br />
proactive approach to programme development and<br />
implementation can be fur<strong>the</strong>r systematised through<br />
deeper cooperation between NIE and <strong>the</strong> schools.<br />
The ultimate beneficiaries <strong>of</strong> NIE’s responsiveness to<br />
<strong>the</strong> changes in <strong>the</strong> teacher education landscape will be<br />
<strong>the</strong> students in <strong>the</strong> schools who will be equipped with<br />
<strong>the</strong> necessary knowledge and skills needed <strong>for</strong> <strong>the</strong> <strong>21</strong> st<br />
century. NIE’s central role in <strong>Teacher</strong> <strong>Education</strong> (TE)<br />
is about preparing and continually developing quality<br />
teachers. It is <strong>the</strong>re<strong>for</strong>e imperative that we ensure that <strong>the</strong><br />
education we <strong>of</strong>fer is based on <strong>the</strong> needs <strong>of</strong> students in<br />
improving <strong>the</strong>ir learning outcomes and cultivating <strong>the</strong> right<br />
values that will underpin <strong>the</strong>ir success in this global age.<br />
The purpose <strong>of</strong> education is to nurture <strong>the</strong> whole child –<br />
morally, intellectually, physically, socially and aes<strong>the</strong>tically.<br />
The key stakeholders in <strong>the</strong> education service have<br />
<strong>the</strong> responsibility to educate our children, to equip<br />
<strong>the</strong>m with <strong>the</strong> requisite skills and knowledge, as well<br />
as <strong>the</strong> values and attitudes to ensure <strong>the</strong>ir survival and<br />
success as individuals, as members <strong>of</strong> <strong>the</strong> community,<br />
and as citizens <strong>of</strong> our nation. In recognising <strong>the</strong> key<br />
developments in a child’s life, it is necessary to effectively<br />
establish strong foundations in language, ma<strong>the</strong>matics,
