our goal is to recruit, hire, educate<br />

and then retain the world-renowned,<br />

world-class workforce in the information<br />

arena — anything less than that is<br />

underachieving.<br />

to do that, we need to change some<br />

<strong>of</strong> the processes we have for how we<br />

recruit, how we hire, and certainly we<br />

need to alter our training and education<br />

structures. right now, we train by<br />

stovepipes.<br />

Our intent is to broaden, as well as<br />

deepen the skill sets <strong>of</strong> the members<br />

<strong>of</strong> the Idc. whether military or civilian,<br />

each member will not only understand<br />

his or her role within their respective<br />

Idc sub-community or discipline (i.e.,<br />

oceanography, meteorology, information<br />

warfare, communications, networks,<br />

intelligence, spectrum, etc.), but<br />

how their sub-community and their<br />

individual work relates to the other Id<br />

disciplines and how it adds value to<br />

navy missions.<br />

we will still develop the experts and<br />

expertise that the Idc has historically<br />

provided; indeed, what the Idc’s component<br />

communities are traditionally<br />

known for. Our more senior members<br />

will emerge from their parent discipline<br />

and assume leadership positions within<br />

other Idc sub-communities.<br />

under this reformed construct, however,<br />

A: we have made great strides in<br />

executing our em spectrum usage<br />

roadmap. the roadmap was published<br />

last year, and is already in need <strong>of</strong><br />

review and update. my team is currently<br />

reviewing the roadmap and developing<br />

updates for the future; they will push the<br />

envelope to forecast spectrum capabilities<br />

through fy 2027. I have asked my<br />

team to perform yearly reviews and up-<br />

Also, you may be aware OPnAV is<br />

currently revising and updating the<br />

Information dominance roadmap,<br />

focused on assured c2, battlespace<br />

awareness and integrated fires. Access<br />

to and maneuver within the ems is a<br />

fundamental requirement <strong>of</strong> all these<br />

areas. the emsu roadmap can be<br />

thought <strong>of</strong> as providing an increased<br />

level <strong>of</strong> fidelity on the spectrum strategy<br />

that supports the overall Id roadmap<br />

that is being updated.<br />

In closing, these are extremely exciting<br />

times; not just for the navy, but<br />

across the department <strong>of</strong> defense. the<br />

continuing information revolution presents<br />

both opportunities and challenges<br />

for the u.s. navy. the navy has long<br />

enjoyed operating from the information<br />

'high ground,' employing superior<br />

information-based intelligence and<br />

network technologies better and faster<br />

than our adversaries.<br />

there is an opportunity to extend<br />

our existing advantages and to further<br />

improve how we collect, process and<br />

exploit the electromagnetic spectrum<br />

well into the future. Our challenge is to<br />

establish, maintain and ensure continued<br />

access to critical information and<br />

employ essential c2 over the ems, especially<br />

in high threat, anti-access and<br />

Corps Reserve<br />

Command<br />

nAVAdmIn 215/12 designated the<br />

commander, Information dominance<br />

corps reserve command (cIdcrc) as<br />

the Idc reserve type commander with<br />

responsibility to man, train and pr<strong>of</strong>essionally<br />

develop Idc reserve sailors in<br />

the following designators and ratings:<br />

�Information warfare <strong>of</strong>ficers (181X,<br />

644X, 744X designators).<br />

�Information Pr<strong>of</strong>essional <strong>of</strong>ficers (182X,<br />

642X, 742X designators).<br />

�Intelligence <strong>of</strong>ficers (183X, 645X, 745X<br />

designators).<br />

�space cadre <strong>of</strong>ficers (5500x or 6206x<br />

subspecialty codes or Vsx Aqd).<br />

�cryptologic technicians (ctI, ctn,<br />

ctr, ctt ratings).<br />

�Intelligence specialists.<br />

�Information systems technicians.<br />

Idcrc units are aligned to a broad<br />

spectrum <strong>of</strong> active component commands,<br />

with units and/or billets assigned<br />

in support <strong>of</strong> every numbered fleet,<br />

every combatant command, combat<br />

support agencies, OPnAV, and the full<br />

spectrum <strong>of</strong> warfare and support enterprises.<br />

Idcrc personnel provide operational<br />

support to active component<br />

commands through mobilization as well<br />

as other types <strong>of</strong> operational orders. �<br />
