late last year, the Joint staff J6 was<br />
tasked by the chairman to ‘evolve the<br />
future mission network’ so that the<br />
united states would be ready to operate<br />
in future coalitions. As the sponsoring<br />
cOcOm (combatant commander),<br />
eucOm has championed a model<br />
where, as in Amn, countries could work<br />
on the equipment they know and understand,<br />
instead <strong>of</strong> having them have to<br />
learn something new.<br />
the Joint staff has tasked eucOm<br />
and ce to evaluate and improve fmn<br />
JmeI (Joining membership and exiting<br />
Instructions). this is a different<br />
paradigm from the past. Previously, ce<br />
simply produced an exercise plan useful<br />
only for that exercise and ttPs that<br />
— although applicable to all coalition<br />
operations — were rarely made available<br />
to other units. fmn gives us an outlet for<br />
our tested interoperable configurations:<br />
joining instructions that explain how to<br />
configure to work together in coalition<br />
exercises and operations.<br />
fmn is a framework that provides,<br />
as a minimum, the enterprise services<br />
<strong>of</strong> video teleconferencing, Voice over<br />
IP, chat, email with attachments, web<br />
browsing and global address list sharing<br />
for mission partner operations on a<br />
single security level. the goal <strong>of</strong> fmn is<br />
to take the fight <strong>of</strong>f <strong>of</strong> sIPrnet (dod's<br />
u.s.-only classified network) and onto<br />
the coalition mission network where<br />
all the coalition partners can operate<br />
together with their own battle command<br />
systems and processes. to be successful,<br />
fmn needs to be incorporated into<br />
operational plans, exercises and training;<br />
this is what ce planners really do, but<br />
before fmn and JmeI it has been hard<br />
to export that knowledge, getting it into<br />
instructions and making it available to<br />
everyone.<br />
fmn eliminates the limiting factors<br />
when conducting mission partner<br />
operations solely on the sIPrnet for<br />
strategic and operational commanders.<br />
It provides governance, policy<br />
and standards. fmn looks at the entire<br />

ing, materiel, leadership and education,<br />
personnel and facilities) solution. In<br />
order to work through interoperability<br />
problems, it leverages exercises like ce<br />
and cwIX (coalition warrior Interoperability<br />
exploration), and capabilities like<br />
cIAV (coalition Interoperability Assurance<br />
and Validation).<br />
Q:<br />
Working with so many organizations<br />
is a great opportunity<br />
— what is the most exciting part<br />
<strong>of</strong> the exercise or most beneficial?<br />
gateau: the simple fact <strong>of</strong> getting to<br />
work with so many multinational It pr<strong>of</strong>essionals<br />
is, for me, the most beneficial<br />
part. we get to see how other nations<br />
solve their c4 problems, how they meet<br />
interoperability hurdles, and we get to<br />
learn from each other. the human connections<br />
we make are at least as important<br />
as the 'green' — successful — interoperability<br />
tests. I’ve had to work with<br />
a number <strong>of</strong> ce participants in my day<br />
job. since we already have a relationship<br />
and shared experiences, it is much easier<br />
to work together.<br />
On a more general level, we all benefit<br />
from increased human interoperability,<br />
learning about other cultures and establishing<br />
the relationships in the exercise<br />
that we will need in operations.<br />
mClean: I would have to agree with<br />
Jamie. the most beneficial part <strong>of</strong><br />
participating in ce is the opportunity to<br />
share experiences with and learn from<br />
military It pr<strong>of</strong>essionals from 41 other<br />
nations and organizations, most <strong>of</strong><br />
whom are facing the same technical and<br />
procedural challenges we are, and many<br />
<strong>of</strong> whom routinely participate in coalition<br />
operations <strong>of</strong> which canada and the<br />
canadian forces are a part.<br />
I also believe that it is an opportunity<br />
for canada, and other nations, to share<br />
the benefits <strong>of</strong> our own, sometimes<br />
unique, perspectives and experiences<br />
regarding the operational and technical<br />
interoperability <strong>of</strong> c4 systems with<br />
a community <strong>of</strong> like-minded allies and<br />
potential coalition partners in order to<br />
improve our collective c4 interoperability<br />
and readiness.<br />

be remiss if I didn’t mention the u.s.<br />
Army Joint multinational training command<br />
(http://www.eur.army.mil/jmtc/) in<br />
grafenwoehr, germany, that is hosting<br />
combined endeavor. Jmtc has fantastic<br />
simulation centers and facilities to connect<br />
everyone up and provide realistic<br />
training. the best part is that lessons<br />
learned can be immediately transferred<br />
to the battlefield in Afghanistan. �<br />
