Happy New Year 2006!<br />

Editorial<br />

Dur<strong>in</strong>g <strong>the</strong> past eight years s<strong>in</strong>ce <strong>the</strong> <strong>British</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> came<br />

<strong>in</strong>to existence, it has developed <strong>in</strong>to a strong organisation with a large base<br />

<strong>of</strong> member companies rang<strong>in</strong>g from big <strong>in</strong>dustrial producers to one-man<br />

enterprises. In this last year we have cont<strong>in</strong>ued to organise network<strong>in</strong>g and<br />

educational events, with a constantly grow<strong>in</strong>g number <strong>of</strong> <strong>in</strong>terested participants.<br />

Should you have chosen to, you could have attended about 40 network<strong>in</strong>g or<br />

educational events, or taken <strong>the</strong> opportunity to <strong>of</strong>fer some form <strong>of</strong> sponsorship<br />

to promote your company and enable o<strong>the</strong>rs to enjoy your hospitality.<br />

We have also improved <strong>the</strong> quality <strong>of</strong> <strong>in</strong>formation distributed to our members<br />

through <strong>the</strong> electronic newsletter ‘BCC Digest’ and transformed our former<br />

‘Political Monitor’ <strong>in</strong>to a fresher ‘News Chronicle’. We cont<strong>in</strong>ue to monitor<br />

a variety <strong>of</strong> bus<strong>in</strong>ess enquiries from <strong>British</strong> companies want<strong>in</strong>g to do bus<strong>in</strong>ess<br />

<strong>in</strong> or with <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>.<br />

We would not, <strong>of</strong> course, be able to do any <strong>of</strong> <strong>the</strong> above without <strong>the</strong> cont<strong>in</strong>uous<br />

support <strong>of</strong> our members, so a big ‘thank you’ to all <strong>of</strong> you who make <strong>the</strong> <strong>Chamber</strong><br />

such a force to be reckoned with.<br />

Our aim for 2006 is not only to cont<strong>in</strong>ue organis<strong>in</strong>g top-notch events, but<br />

primarily to implement new commercial services and <strong>in</strong>troduce new work<strong>in</strong>g<br />

groups to which you will be <strong>in</strong>vited. For example, as part <strong>of</strong> our 2006 programme<br />

we are plann<strong>in</strong>g a special conference <strong>in</strong> London and a visit to Brussels as well<br />

as many o<strong>the</strong>r new and improved services. All <strong>in</strong> all, <strong>the</strong> <strong>Chamber</strong> will keep<br />

br<strong>in</strong>g<strong>in</strong>g many network<strong>in</strong>g and educational opportunities to assist you <strong>in</strong><br />

keep<strong>in</strong>g pace with <strong>the</strong> modern world <strong>of</strong> bus<strong>in</strong>ess!<br />

We have <strong>the</strong>refore chosen <strong>the</strong> New Age 2006 as <strong>the</strong> title <strong>of</strong> <strong>the</strong> <strong>Jan</strong>uary<br />

FOCUS issue. Inside you can read some useful tips for implement<strong>in</strong>g <strong>the</strong> hot<br />

trends from IT, telecommunications and technologies <strong>in</strong> your own bus<strong>in</strong>ess,<br />

as advised by companies who set <strong>the</strong> trends. As always, you will f<strong>in</strong>d <strong>the</strong><br />

regular columns where we <strong>in</strong>troduce new members, new faces <strong>in</strong> our member<br />

companies, latest events, and o<strong>the</strong>r <strong>in</strong>terest<strong>in</strong>g news from <strong>the</strong> <strong>Chamber</strong> and<br />

Award for OKIN FACILITY CZ and Hamé’s<br />

Outsourc<strong>in</strong>g Project<br />

An outsourc<strong>in</strong>g project by Hamé, a.s.<br />

and OKIN FACILITY CZ, s.r.o. has won <strong>the</strong><br />

Facility Management Project <strong>of</strong> <strong>the</strong> Year<br />

2005 award.<br />

�e Project <strong>of</strong> <strong>the</strong> Year 2005 award is given<br />

by <strong>the</strong> <strong>Czech</strong> subsidiary <strong>of</strong> <strong>the</strong> International<br />

Facility Management Association (IFMA).<br />

Hamé won <strong>the</strong> award for its outsourc<strong>in</strong>g <strong>of</strong><br />

non-manufactur<strong>in</strong>g support services such<br />

as technical management <strong>of</strong> sites, security<br />

services, ma<strong>in</strong>tenance <strong>of</strong> green areas,<br />

postal services, waste management, pallet<br />

receipt and repairs, energy management,<br />

environmental management, clean<strong>in</strong>g,<br />

canteen management, etc. OKIN FACILITY<br />

CZ has provided all <strong>the</strong>se services s<strong>in</strong>ce<br />

June this year.<br />

�e Project <strong>of</strong> <strong>the</strong> Year award is based<br />

on a recommendation given by a five-strong<br />

expert jury appo<strong>in</strong>ted by <strong>the</strong> IFMA CZ<br />

Board <strong>of</strong> Directors. �e jury assesses <strong>the</strong><br />

compet<strong>in</strong>g projects <strong>in</strong> terms <strong>of</strong> long-term<br />

benefits, effectiveness, rationality, exceptionality<br />

and orig<strong>in</strong>ality. Besides <strong>the</strong> Project<br />

<strong>of</strong> <strong>the</strong> Year award <strong>the</strong>re is also an FM<br />

Personality <strong>of</strong> <strong>the</strong> Year award.<br />

CMS Cameron McKenna has merged<br />

with Hayhurst Rob<strong>in</strong>son<br />

International law firm CMS Cameron<br />

McKenna has merged with <strong>the</strong> Eastern<br />

European commercial law firm Hayhurst<br />

Rob<strong>in</strong>son.<br />

�e merger agreement came <strong>in</strong>to effect<br />

on 1st <strong>Jan</strong>uary. For operational reasons,<br />

<strong>the</strong> merger <strong>in</strong> <strong>the</strong> Romanian market will<br />

occur later <strong>in</strong> 2006. �e fee-earners and<br />

staff <strong>of</strong> Hayhurst Rob<strong>in</strong>son will become<br />

employees <strong>of</strong> CMS Cameron McKenna LLP.<br />

Upon <strong>the</strong> completion <strong>of</strong> <strong>the</strong> full merger,<br />

both Robert Hayhurst and Todd Rob<strong>in</strong>son<br />

will become equity partners <strong>in</strong> CMS Cameron<br />

McKenna LLP.<br />

Rob<strong>in</strong>son commented, “CMS Cameron<br />

McKenna was our partner <strong>of</strong> choice because<br />

<strong>of</strong> <strong>the</strong>ir clear commitment to Central and<br />

Eastern Europe. �e comb<strong>in</strong>ed firm will be<br />

<strong>the</strong> clear leader throughout <strong>the</strong> region.”<br />

Opens <strong>in</strong> Slovakia<br />

Successful Central and Eastern European<br />

operation expands its account<strong>in</strong>g and<br />

payroll bus<strong>in</strong>ess eastward.<br />

Baker Tilly has its head <strong>of</strong>fice <strong>in</strong> Warsaw,<br />

and o<strong>the</strong>r <strong>of</strong>fices already very successful <strong>in</strong><br />

Wroclaw (PL) and Prague. Slovakia is<br />

a natural progression for <strong>the</strong> company,<br />

600 mult<strong>in</strong>ational and domestic clients, Baker<br />

Tilly Contract Adm<strong>in</strong>istration is one <strong>of</strong><br />

<strong>the</strong> biggest outsourc<strong>in</strong>g companies to enter<br />

<strong>the</strong> Slovak market and is one <strong>of</strong> <strong>the</strong> few<br />

that is able to <strong>of</strong>fer a comprehensive and<br />

competitively priced package <strong>of</strong> services to<br />

Christmas Charity Bazaar<br />

Hilton Prague hosted for <strong>the</strong> fourth time<br />

<strong>the</strong> traditional Christmas Charity Bazaar,<br />

organised by <strong>the</strong> Diplomatic Ladies<br />

Association.<br />

On Sunday, 20th November, <strong>the</strong> Hilton<br />

Prague Congress Hall was transformed<br />

<strong>in</strong>to a bazaar with stands <strong>of</strong> 56 embassies<br />

and organisations, <strong>of</strong>fer<strong>in</strong>g traditional<br />

products from <strong>the</strong>ir countries from 10 am to<br />

4 pm. Visitors, pay<strong>in</strong>g an entry fee <strong>of</strong> 50 CZK,<br />

had a chance to buy many <strong>in</strong>terest<strong>in</strong>g<br />

presents. Tickets were redeemable <strong>in</strong> <strong>the</strong><br />

Receiv<strong>in</strong>g <strong>the</strong> award, Ing. Radim Hlaváček (<strong>in</strong> <strong>the</strong> middle). Christmas Charity Bazaar at Hilton Prague.


a�ernoon lottery, which <strong>in</strong>cluded 80 valuable<br />

prizes. �e bazaar commenced with<br />

a ribbon cutt<strong>in</strong>g ceremony by Livia Klausová.<br />

open<strong>in</strong>g ceremony. Both ladies visited all<br />

<strong>the</strong> stands and did <strong>the</strong>ir shopp<strong>in</strong>g. All<br />

proceeds will benefit <strong>Czech</strong> charities.<br />

International utilities specialists McK<strong>in</strong>non & Clarke (M&C) have acquired REA (Regional Energy Agency) Kladno.<br />

<strong>the</strong> company entered <strong>the</strong> <strong>Czech</strong> market to<br />

Afternoon Tea with Dana Bérová<br />

A few days before Christmas, M<strong>in</strong>ister <strong>of</strong> Information Technology Dana Bérová found time <strong>in</strong> her busy schedule to meet<br />

with <strong>the</strong> Vice-Chairman <strong>of</strong> <strong>the</strong> <strong>British</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong>, Mike Al-Nassir, to discuss some issues concern<strong>in</strong>g IT and<br />

telecommunications – <strong>the</strong> sector her M<strong>in</strong>istry is responsible for.<br />

Dana Bérová has been work<strong>in</strong>g at <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Information Technology s<strong>in</strong>ce <strong>Jan</strong>uary 2003.<br />

In this post she has been <strong>in</strong> charge <strong>of</strong> <strong>in</strong>formation technology projects (e.g., Public Adm<strong>in</strong>istration<br />

Portal). She has also contributed to <strong>in</strong>ternational cooperation, primarily with <strong>the</strong> European Union,<br />

as a director <strong>of</strong> <strong>the</strong> e-Government section and as a Deputy M<strong>in</strong>ister. She was appo<strong>in</strong>ted a M<strong>in</strong>ister<br />

<strong>of</strong> Information Technology <strong>in</strong> April 2005 as part <strong>of</strong> <strong>the</strong> new <strong>Czech</strong> Government.<br />

Bérová graduated <strong>in</strong> Information Technologies <strong>in</strong> Management at <strong>the</strong> University <strong>of</strong> Economics,<br />

Prague <strong>in</strong> 1990. She completed <strong>in</strong>terdiscipl<strong>in</strong>ary studies from 1987 to 1989 at <strong>the</strong> Journalism<br />

Faculty at Charles University. She formerly worked <strong>in</strong> various management positions as a media<br />

and TV specialist and as an advisor. In addition, she worked as an editor for <strong>the</strong> <strong>Czech</strong>oslovak<br />

and <strong>Czech</strong> TV, as a f<strong>in</strong>ancial manager <strong>of</strong> Karel Schwarzenberg’s property and as a programm<strong>in</strong>g<br />

director <strong>of</strong> a local TV 3 channel from 2000 to 2002.<br />

Bérová is an owner <strong>of</strong> Sanu Babu Ltd., a bus<strong>in</strong>ess import<strong>in</strong>g goods from India and Nepal.<br />

300 searches. He is <strong>the</strong> Vice-Chairman <strong>of</strong> <strong>the</strong> BCC Board <strong>of</strong> Directors.<br />

Mike Al-Nassir: What brought you to <strong>the</strong><br />

Information Technologies – a sector that<br />

is still considered quite male-dom<strong>in</strong>ated?<br />

Dana Bérová: In <strong>the</strong> eighties, I studied <strong>the</strong><br />

University <strong>of</strong> Economics <strong>in</strong> Automated<br />

Adm<strong>in</strong>istration Systems, which has been<br />

a tradition <strong>in</strong> my family. My fa<strong>the</strong>r studied<br />

statistics, but throughout his life he worked<br />

as head ma<strong>the</strong>matician/analyst with a focus<br />

on implement<strong>in</strong>g <strong>in</strong>formation systems<br />

primarily <strong>in</strong> production.<br />

MA: What is your op<strong>in</strong>ion about <strong>the</strong> lack<br />

<strong>of</strong> women <strong>in</strong> top political and bus<strong>in</strong>ess<br />

positions?<br />

DB: Many studies and also practical<br />

experience have proved that mixed teams<br />

work better and more rationally. Women<br />

have some perfect dispositions such as<br />

accuracy, good time management, ability<br />

to make meet<strong>in</strong>gs shorter and more<br />

effective, etc.<br />

�e truth is that <strong>the</strong>re are still very<br />

few women <strong>in</strong> <strong>Czech</strong> politics. I th<strong>in</strong>k that<br />

this is caused by too many o<strong>the</strong>r opportunities<br />

for self-fulfilment. But <strong>of</strong> course,<br />

<strong>the</strong> political environment <strong>in</strong> this country<br />

has become very aggressive, unfriendly<br />

and <strong>the</strong>refore discourag<strong>in</strong>g especially to<br />

women.<br />

MA: From 2000 to 2002 you held a programme<br />

director post at <strong>the</strong> regional TV 3. Do you<br />

now have any tendency to <strong>in</strong>fluence <strong>the</strong><br />

Council for Radio and Television Broadcast<strong>in</strong>g,<br />

<strong>the</strong> body with <strong>the</strong> power to <strong>in</strong>fluence <strong>the</strong><br />

quality <strong>of</strong> broadcast<strong>in</strong>g?<br />

DB: �e Council for <strong>the</strong> Radio and TV<br />

Broadcast<strong>in</strong>g is an <strong>in</strong>dependent body, which<br />

cannot be <strong>in</strong>fluenced by anyone. All <strong>the</strong>ir<br />

decisions about licences and broadcast<strong>in</strong>g<br />

assessment are <strong>in</strong> <strong>the</strong>ir full competence.<br />

I do, <strong>of</strong> course, meet from time to time with<br />

<strong>the</strong> Chairman <strong>of</strong> <strong>the</strong> Council to discuss<br />

primarily <strong>the</strong> legal arrangements <strong>of</strong> <strong>the</strong><br />

Broadcast<strong>in</strong>g Law, ma<strong>in</strong>ly to talk about <strong>the</strong><br />

changes <strong>in</strong> digital broadcast<strong>in</strong>g but never<br />

<strong>the</strong> content and quality <strong>of</strong> programm<strong>in</strong>g.<br />

�at I cannot <strong>in</strong>fluence.<br />

MA: What approach would you support for<br />

<strong>the</strong> implementation <strong>of</strong> digital broadcast<strong>in</strong>g<br />

<strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>, based on <strong>the</strong><br />

experience <strong>of</strong> o<strong>the</strong>r European countries?<br />

DB: I anticipate an uneasy situation a�er<br />

<strong>the</strong> launch <strong>of</strong> digital TV broadcast<strong>in</strong>g.<br />

�e <strong>Czech</strong> viewer is ra<strong>the</strong>r conservative,<br />

although also more satisfied with <strong>the</strong> current<br />

television content than o<strong>the</strong>r European<br />

viewers. I th<strong>in</strong>k that <strong>the</strong> new operators will<br />

have a tough task. Never<strong>the</strong>less, I hope<br />

that <strong>the</strong> transfer to digital broadcast<strong>in</strong>g<br />

will enhance competition and will help<br />

people discover new channels.<br />

MA: Elections are com<strong>in</strong>g <strong>in</strong> only a few<br />

months and most politicians have already<br />

started <strong>the</strong>ir <strong>in</strong>tense pre-election campaign<strong>in</strong>g.<br />

Is <strong>the</strong>re anyth<strong>in</strong>g that you would<br />

like to put through <strong>in</strong> this pre-election period,<br />

and is it feasible?<br />

DB: I would like to put through <strong>the</strong> previously<br />

mentioned amendment to <strong>the</strong> Broadcast<strong>in</strong>g<br />

Law that has just passed its second read<strong>in</strong>g<br />

<strong>in</strong> Parliament, to prepare a concept <strong>of</strong><br />

digital broadcast<strong>in</strong>g <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>,<br />

and possibly <strong>the</strong>n to help with launch<strong>in</strong>g<br />

digital broadcast<strong>in</strong>g. �e government will<br />

have to prepare an <strong>in</strong>formation campaign<br />

and <strong>in</strong>form viewers about <strong>the</strong> switch to<br />

digital broadcast<strong>in</strong>g. And <strong>the</strong>n, I hope that<br />

<strong>the</strong> pre-election time will br<strong>in</strong>g some more<br />

time for us to work on <strong>in</strong>dividual projects,<br />

ma<strong>in</strong>ly various improvements to <strong>the</strong><br />

government portal.<br />

MA: What do you consider your biggest<br />

success at <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Information<br />

Technology?<br />

DB: Last year, we succeeded with <strong>the</strong><br />

new Act on Electronic Communication,<br />

as well as related notices and norms. �at<br />

is a considerable legislative achievement<br />

and it has had a major impact on <strong>the</strong><br />

telecommunications market and certa<strong>in</strong>ly<br />

<strong>in</strong>formation technologies as a whole.


Personally, I am glad that <strong>the</strong> government<br />

portal has developed really well, and that<br />

<strong>the</strong> electronic communication conveyed<br />

on it works efficiently – for example, <strong>the</strong><br />

communication between companies and<br />

<strong>the</strong> <strong>Czech</strong> Social Security Adm<strong>in</strong>istration,<br />

and from <strong>Jan</strong>uary 2006 also <strong>the</strong> Customs<br />

<strong>of</strong>fice, <strong>the</strong> <strong>Czech</strong> Statistical Office and<br />

o<strong>the</strong>rs.<br />

MA: Great Brita<strong>in</strong> has a well-developed<br />

e-government and high-speed Internet.<br />

Do you take <strong>the</strong>ir strategy as a model for<br />

your m<strong>in</strong>istry’s strategy mak<strong>in</strong>g?<br />

DB: �e <strong>British</strong> government gateway<br />

<strong>in</strong>spired us <strong>in</strong> prepar<strong>in</strong>g <strong>the</strong> transaction<br />

area <strong>of</strong> <strong>the</strong> government portal. We use <strong>the</strong><br />

same application and I can proudly say that<br />

our transaction area is used more frequently<br />

than that <strong>of</strong> our <strong>British</strong> colleagues.<br />

Personally, I would like to get <strong>in</strong>spired<br />

by <strong>the</strong> <strong>British</strong> regulation system, where<br />

<strong>the</strong>re is just one regulator for <strong>the</strong> television<br />

and telecommunications markets who deals<br />

with all relevant issues. In <strong>the</strong> <strong>Czech</strong><br />

<strong>Republic</strong> this is still unknown territory,<br />

but I th<strong>in</strong>k this would help greatly.<br />

And <strong>the</strong>n, <strong>of</strong> course, when prepar<strong>in</strong>g<br />

<strong>the</strong> Broadband Fund we looked at <strong>the</strong><br />

experience that Great Brita<strong>in</strong> made when<br />

br<strong>in</strong>g<strong>in</strong>g broadband to less developed areas<br />

and remote locations. We are <strong>in</strong> regular<br />

communication with <strong>the</strong> United K<strong>in</strong>gdom<br />

and our <strong>British</strong> colleagues from <strong>the</strong><br />

Department <strong>of</strong> Trade & Industry.<br />

MA: Should local government promote<br />

connect<strong>in</strong>g citizens <strong>in</strong> well-developed<br />

areas at no cost, such as <strong>the</strong> recent<br />

example <strong>of</strong> Prague 5? And what about <strong>the</strong><br />

remote areas?<br />

DB: I th<strong>in</strong>k that European legislation<br />

allows us to support such connections only<br />

<strong>in</strong> underdeveloped areas. I do not th<strong>in</strong>k<br />

that <strong>the</strong> government should <strong>of</strong>fer support<br />

where <strong>the</strong>re is already a mature market with<br />

a good portfolio <strong>of</strong> services. For example,<br />

<strong>in</strong> Prague <strong>the</strong>re are lots <strong>of</strong> opportunities<br />

for high-speed Internet connections. �e role<br />

<strong>of</strong> <strong>the</strong> state as I see it is <strong>the</strong>refore <strong>in</strong> support<strong>in</strong>g<br />

<strong>the</strong> less developed regions, where<br />

<strong>the</strong> bus<strong>in</strong>ess model and net f<strong>in</strong>ancial costs<br />

disadvantage <strong>the</strong> entrepreneurs.<br />

MA: What technologies do you yourself<br />

use most at work or at home, and which<br />

ones do you miss?<br />

DB: I am a slave to my mobile phone, I use<br />

e-mail and e-mail communication wherever<br />

I go, but I do not have time for o<strong>the</strong>r technologies<br />

that use image and sound. For sure<br />

would I like to spend more time, once<br />

I have it, with digital photography and<br />

photo development; that is my favourite<br />

activity.<br />

MA: At this year’s INVEX you awarded <strong>the</strong><br />

IZIP project, which helps patients to access<br />

<strong>the</strong>ir data and doctors to review <strong>the</strong>ir<br />

patients’ medical histories. This project<br />

was later criticised by M<strong>in</strong>ister Rath,<br />

<strong>in</strong> connection with <strong>the</strong> ‘affair’ around<br />

Všeobecná zdravotní pojišťovna. Have you<br />

changed your op<strong>in</strong>ion towards <strong>the</strong> IZIP<br />

project s<strong>in</strong>ce?<br />

DB: I still th<strong>in</strong>k that <strong>the</strong> project is very<br />

pr<strong>of</strong>essional, ma<strong>in</strong>ly <strong>in</strong> its <strong>in</strong>formation<br />

process<strong>in</strong>g and data security. �at is proven<br />

by <strong>the</strong> fact that nearly 7,000 medical<br />

<strong>in</strong>stitutions and nearly one million patients<br />

have jo<strong>in</strong>ed <strong>the</strong> project, all voluntarily. Of<br />

course I do not know <strong>the</strong> f<strong>in</strong>anc<strong>in</strong>g and<br />

tender details for <strong>the</strong> project, but I expect<br />

that <strong>the</strong>se will be solved by <strong>the</strong> <strong>in</strong>spections<br />

currently be<strong>in</strong>g undertaken at VZP. I would<br />

like <strong>the</strong> project to cont<strong>in</strong>ue <strong>in</strong> some form,<br />

because as I said it has been shaped very<br />

pr<strong>of</strong>essionally. One year ago, <strong>the</strong> project<br />

was awarded a prize <strong>in</strong> Seville, and received<br />

a prize <strong>in</strong> <strong>the</strong> area <strong>of</strong> eHealth at this year’s<br />

World Summit <strong>of</strong> Information Companies.<br />

MA: The telecommunications market <strong>in</strong> <strong>the</strong><br />

<strong>Czech</strong> <strong>Republic</strong> has changed dramatically<br />

over <strong>the</strong> past few months, due to <strong>in</strong>ternational<br />

and regional acquisitions. What future<br />

trends do you foresee, and how can <strong>the</strong><br />

m<strong>in</strong>istry help?<br />

DB: Our ma<strong>in</strong> task was to l<strong>in</strong>e up <strong>the</strong><br />

legislation, <strong>the</strong> Act on Electronic Communication<br />

and its subsequent directives.<br />

Certa<strong>in</strong>ly, results <strong>of</strong> <strong>the</strong> analysis <strong>of</strong> relevant<br />

markets (which is presently be<strong>in</strong>g conducted<br />

by <strong>the</strong> <strong>Czech</strong> telecommunications <strong>of</strong>fice),<br />

and <strong>the</strong> Regulation Act that follows, will<br />

also have an impact. I th<strong>in</strong>k that <strong>the</strong><br />

market will cont<strong>in</strong>ue to consolidate and<br />

will l<strong>in</strong>k <strong>the</strong> strong owners <strong>of</strong> alternative<br />

operators. At <strong>the</strong> same time, it will mean<br />

a convergence <strong>of</strong> technologies such as<br />

mobile and fixed l<strong>in</strong>es, and as a result<br />

<strong>the</strong> customer will benefit from smaller<br />

differences between technologies.<br />

MA: Last year a number <strong>of</strong> top outsourc<strong>in</strong>g<br />

and competency centres such as Accenture<br />

and IBM have opened <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>.<br />

Why <strong>in</strong> your op<strong>in</strong>ion have <strong>the</strong>y chosen <strong>the</strong><br />

<strong>Czech</strong> <strong>Republic</strong>?<br />

DB: I believe that <strong>the</strong>re are more reasons.<br />

One <strong>of</strong> <strong>the</strong> key factors is still <strong>the</strong> lower cost <strong>of</strong><br />

<strong>the</strong> <strong>Czech</strong> workforce, although this difference<br />

is slowly erod<strong>in</strong>g. Fur<strong>the</strong>rmore <strong>the</strong>y<br />

benefit from <strong>the</strong> geographical position <strong>of</strong><br />

our country, <strong>the</strong> small time difference<br />

from some customers and also <strong>the</strong> fact<br />

that Prague is a pleasant city. It may seem<br />

that <strong>the</strong> latter reason is not important<br />

when mak<strong>in</strong>g <strong>the</strong>ir decisions, however<br />

accord<strong>in</strong>g to our f<strong>in</strong>d<strong>in</strong>gs this actually<br />

fits <strong>in</strong>to <strong>the</strong> criteria <strong>of</strong> <strong>the</strong>se companies.<br />

In o<strong>the</strong>r words, <strong>the</strong>y appreciate that <strong>the</strong>ir<br />

employees can f<strong>in</strong>d a good place to live,<br />

good quality schools for children and<br />

employment for family members.<br />

MA: These companies however suffer<br />

from lack <strong>of</strong> talent, even though <strong>Czech</strong><br />

universities produce many highly skilled<br />

specialists <strong>in</strong> IT & T. Why do you th<strong>in</strong>k that<br />

this shortage exists?<br />

DB: Yes, <strong>the</strong>re is some contradiction. <strong>Czech</strong><br />

universities declare to turn out each year<br />

6,000 graduates who are able to work <strong>in</strong> <strong>the</strong> IT<br />

<strong>in</strong>dustry. On <strong>the</strong> o<strong>the</strong>r hand <strong>the</strong>y compla<strong>in</strong><br />

that <strong>the</strong>se people have good technical<br />

knowledge, but lack so� skills such as<br />

bus<strong>in</strong>ess and communication skills. I also<br />

th<strong>in</strong>k that <strong>the</strong> <strong>Czech</strong> education system, like<br />

<strong>the</strong> country itself, suffers from an absence<br />

<strong>of</strong> cooperation between <strong>the</strong> academic<br />

sphere and <strong>the</strong> private sector. Lately <strong>the</strong>re<br />

have been some attempts to change <strong>the</strong><br />

current state, and <strong>the</strong> Association for<br />

Informative Society, <strong>in</strong> cooperation with<br />

our m<strong>in</strong>istry, is try<strong>in</strong>g to def<strong>in</strong>e a pr<strong>of</strong>ile<br />

<strong>of</strong> a university graduate <strong>in</strong> <strong>the</strong> <strong>in</strong>formation<br />

field who would meet <strong>the</strong> prerequisites and<br />

requirements <strong>of</strong> employers. Yet, we must<br />

understand that universities have a difficult<br />

task to keep up with fast chang<strong>in</strong>g trends,<br />

s<strong>in</strong>ce <strong>the</strong>y have to approve <strong>the</strong>ir study<br />

plans well <strong>in</strong> advance and <strong>the</strong> technologies<br />

are develop<strong>in</strong>g far too fast. �erefore it is<br />

difficult to f<strong>in</strong>d a good balance between<br />

what to teach – <strong>the</strong> specific facts as well as<br />

<strong>the</strong> basic curriculum.<br />

MA: The upcom<strong>in</strong>g elections may also<br />

have an impact on <strong>the</strong> existence <strong>of</strong> <strong>the</strong><br />

Vox Populi<br />

M<strong>in</strong>istry <strong>of</strong> Information Technology. What<br />

is your op<strong>in</strong>ion about <strong>the</strong> future <strong>of</strong> your<br />

m<strong>in</strong>istry?<br />

DB: I th<strong>in</strong>k that IT and telecommunications<br />

will be ga<strong>in</strong><strong>in</strong>g importance <strong>in</strong> state<br />

economics, as well as <strong>the</strong> society itself, and<br />

every government should respect it. A�er<br />

all, <strong>in</strong>formation technologies make up<br />

about 25% <strong>of</strong> <strong>the</strong> growth <strong>in</strong> <strong>the</strong> European<br />

economy, and 40% <strong>of</strong> <strong>the</strong> growth <strong>in</strong> work<br />

productivity! It is <strong>the</strong>refore clear that IT<br />

should not be underestimated.<br />

�ere are some models for organis<strong>in</strong>g<br />

IT <strong>in</strong> government. Speak<strong>in</strong>g <strong>of</strong> <strong>the</strong> <strong>British</strong>,<br />

<strong>the</strong>re <strong>the</strong> Prime M<strong>in</strong>ister himself took care<br />

<strong>of</strong> this issue and created a special <strong>of</strong>fice for<br />

IT and telecommunications development.<br />

�at is one <strong>of</strong> <strong>the</strong> approaches I would<br />

support. However, I am aga<strong>in</strong>st, for example,<br />

return<strong>in</strong>g telecommunications to <strong>the</strong> M<strong>in</strong>istry<br />

<strong>of</strong> Transport, where it would become priority<br />

number 50, follow<strong>in</strong>g traffic congestion<br />

and o<strong>the</strong>r issues that that m<strong>in</strong>istry has to<br />

deal with.<br />

MA: What major trends would you envisage<br />

<strong>in</strong> IT & T <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong> <strong>in</strong> <strong>the</strong> near<br />

future?<br />

DB: I have already mentioned <strong>the</strong> convergence<br />

<strong>of</strong> <strong>in</strong>dividual networks and related services<br />

<strong>in</strong> <strong>the</strong> area <strong>of</strong> telecommunications. In IT<br />

FOCUS: How do you expect <strong>the</strong> ICT legislation <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong> to develop <strong>in</strong> 2006?<br />

�e <strong>Czech</strong> juristic system <strong>in</strong> ICT is<br />

approach<strong>in</strong>g that <strong>of</strong> ‘Western’ Europe. As<br />

a result we do not expect to see many changes<br />

<strong>in</strong> this area <strong>in</strong> <strong>the</strong> near future. �e current<br />

emphasis is on connect<strong>in</strong>g communications,<br />

IT, media and f<strong>in</strong>ancial services. �ere<br />

will also be a higher demand for improved<br />

security <strong>in</strong> electronic communications and<br />

related services. ICT legislation is a different<br />

story because <strong>Czech</strong> law lags beh<strong>in</strong>d that<br />

<strong>of</strong> our neighbours. Only a few <strong>of</strong> our<br />

legislators understand <strong>the</strong> legal aspects<br />

concern<strong>in</strong>g modern technology. �is results<br />

<strong>in</strong> an unsystematic approach to legislation<br />

that can slow down development. An example<br />

<strong>of</strong> this is <strong>the</strong> failed amendment to <strong>the</strong><br />

regulations concern<strong>in</strong>g electronic signatures<br />

(not <strong>the</strong> Act on <strong>the</strong> Electronic Signature<br />

itself), archiv<strong>in</strong>g and e-government, etc.<br />

It is necessary to change our approach.<br />

We do not understand why <strong>the</strong> government<br />

has not switched to us<strong>in</strong>g <strong>the</strong> electronic form<br />

I see <strong>the</strong> emphasis be<strong>in</strong>g put on services, and<br />

a decl<strong>in</strong>e from hardware sell<strong>in</strong>g and even<br />

from sales <strong>of</strong> so�ware licences. Lately, as it<br />

seems, <strong>the</strong> companies oriented on ‘hardware’<br />

only or on licences are hav<strong>in</strong>g difficulties<br />

susta<strong>in</strong><strong>in</strong>g <strong>the</strong>ir growth. �e trend lies<br />

undoubtedly <strong>in</strong> target<strong>in</strong>g services and<br />

customer solutions, if possible ‘all <strong>in</strong>clusive’.<br />

�ere will be a guaranteed demand for<br />

simplifications, for example <strong>in</strong> computers<br />

and mobile phones. As <strong>the</strong> <strong>Czech</strong> population<br />

ages, <strong>the</strong>re is grow<strong>in</strong>g demand for mobile<br />

phones with only two buttons, large enough<br />

to be easy to use.<br />

MA: Do you have a message for <strong>the</strong> members<br />

<strong>of</strong> <strong>the</strong> <strong>British</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong>?<br />

DB: I still feel that <strong>the</strong> sector <strong>of</strong> IT and<br />

telecommunications is not be<strong>in</strong>g noticed<br />

sufficiently – I trust that <strong>the</strong> <strong>Chamber</strong><br />

members who do bus<strong>in</strong>ess <strong>in</strong> this sector<br />

will agree. I hope that this sector becomes<br />

as <strong>in</strong>fluential as <strong>the</strong> automotive <strong>in</strong>dustry<br />

or agriculture, for example. I also th<strong>in</strong>k<br />

that <strong>the</strong> IT <strong>in</strong>dustry should comment more<br />

on current issues, such as <strong>the</strong> labour code,<br />

<strong>in</strong>vestment <strong>in</strong>centives and many o<strong>the</strong>rs.<br />

MA: Thank you for your time and we wish<br />

you all <strong>the</strong> best <strong>in</strong> your pr<strong>of</strong>essional and<br />

private life.<br />

is smaller and that can only be an advantage<br />

Unfortunately, unlike for example<br />

some <strong>of</strong> <strong>the</strong> Baltic countries, we have not<br />

started tak<strong>in</strong>g advantage <strong>of</strong> this fact.<br />

Three months after his presentation at <strong>the</strong> October Breakfast Sem<strong>in</strong>ar <strong>in</strong> Prague, we sat down aga<strong>in</strong> with Bill Rann,<br />

head <strong>of</strong> BT’s governance practice, to talk more about <strong>the</strong> risks that bus<strong>in</strong>esses face as technology advances.<br />

As he expla<strong>in</strong>ed, <strong>the</strong> need to manage<br />

operational risks for <strong>Czech</strong> companies isn’t<br />

new – it is someth<strong>in</strong>g bus<strong>in</strong>esses have always<br />

had to do.<br />

What’s different today is that <strong>the</strong> rate <strong>of</strong><br />

change bus<strong>in</strong>esses are fac<strong>in</strong>g is much greater<br />

than it used to be. New technologies are<br />

mak<strong>in</strong>g it easier to outsource work, and<br />

mak<strong>in</strong>g it easier for companies to access<br />

<strong>the</strong> skills and talents available around<br />

<strong>the</strong> world. Simultaneously, bus<strong>in</strong>esses are<br />

be<strong>in</strong>g faced with new laws and regulations<br />

– <strong>the</strong> US Sarbanes Oxley Regulations, for<br />

example, and Basel II.<br />

�ese trends comb<strong>in</strong>e to make it much<br />

harder for organisations to manage risk.<br />

O�en, <strong>the</strong>y don’t have <strong>the</strong> skills that are<br />

needed to do <strong>the</strong> job properly.<br />

Technology change<br />

Many <strong>of</strong> <strong>the</strong> changes are <strong>the</strong> result <strong>of</strong><br />

convergence – a technical advance that<br />

removes <strong>the</strong> need for companies to operate<br />

different types <strong>of</strong> networks for different<br />

purposes and makes it easier to <strong>in</strong>terconnect<br />

IT systems.<br />

Across <strong>the</strong> world, networks that use<br />

<strong>the</strong> same technologies as <strong>the</strong> Internet are<br />

replac<strong>in</strong>g those used previously. �ese IP<br />

networks are flexible and reliable, and<br />

can be used to carry anyth<strong>in</strong>g that can be<br />

converted <strong>in</strong>to a digital format. Music and<br />

video can be carried alongside data, for<br />

example, and IP networks can even be used<br />

to deliver phone calls. It makes communication<br />

much easier and it reduces costs.<br />

However, it also changes <strong>the</strong> risks. For<br />

example, because one network is now be<strong>in</strong>g<br />

used to carry everyth<strong>in</strong>g on which a bus<strong>in</strong>ess<br />

depends, security is critical. A so�ware<br />

virus could not only damage your IT<br />

systems, it could stop you mak<strong>in</strong>g phone<br />

calls. Few bus<strong>in</strong>esses can survive be<strong>in</strong>g<br />

unable to work and be<strong>in</strong>g completely cut<br />

<strong>of</strong>f from <strong>the</strong> rest <strong>of</strong> <strong>the</strong> world for long,<br />

so it is important that risks like this are<br />

understood and acted upon.<br />

It is also important for a company to<br />

make sure its network can only be used<br />

by authorised people and that each person<br />

can only access <strong>the</strong> IT systems needed<br />

to do his or her job. Centralised identity<br />

management systems can make this easier<br />

to achieve, but must be carefully designed<br />

if <strong>the</strong>y are to work effectively.<br />

Regulatory change<br />

O<strong>the</strong>r changes are <strong>the</strong> consequence <strong>of</strong><br />

recent high-pr<strong>of</strong>ile bus<strong>in</strong>ess failures <strong>in</strong><br />

Europe and <strong>the</strong> USA. New laws and regu-<br />

lations require bus<strong>in</strong>esses to adopt new<br />

work<strong>in</strong>g practices and keep accurate records.<br />

Every time you make a change to<br />

operational systems, you <strong>in</strong>troduce new risk.<br />

It is crucial for companies to th<strong>in</strong>k every<br />

change through <strong>in</strong> advance, identify all <strong>the</strong><br />

risks <strong>in</strong>volved and <strong>the</strong>ir impact on bus<strong>in</strong>ess<br />

priorities, and take steps to manage <strong>the</strong>m<br />

effectively.<br />

Faced with competition and time<br />

pressures, <strong>the</strong>y may want to act quickly, but<br />

experience shows companies can come to<br />

regret hasty decisions. Executives could<br />

face substantial f<strong>in</strong>es or imprisonment if<br />

<strong>the</strong>ir new procedures don’t fully deliver<br />

what <strong>the</strong> complex new laws require.<br />

Bill Rann believes all <strong>the</strong>se risks can<br />

Hav<strong>in</strong>g a website today is an important<br />

component <strong>of</strong> any company’s market<strong>in</strong>g plan<br />

as it can be used to target specific customer<br />

groups. As corporations and <strong>the</strong> public<br />

<strong>in</strong>crease <strong>the</strong>ir Internet use, it becomes vital<br />

that companies concentrate on <strong>the</strong> content<br />

<strong>of</strong> <strong>the</strong>ir site. �ey must meet <strong>the</strong> follow<strong>in</strong>g<br />

m<strong>in</strong>imum criteria:<br />

(market<strong>in</strong>g, sales, back <strong>of</strong>fice) – so each<br />

pr<strong>of</strong>essional can only publish with<strong>in</strong> a certa<strong>in</strong><br />

website section. CMS can also def<strong>in</strong>e workflow<br />

processes dur<strong>in</strong>g publication – e.g. ensur<strong>in</strong>g<br />

that a document prepared by an assistant is<br />

approved by a manager.<br />

Us<strong>in</strong>g a Global Platform<br />

When <strong>in</strong>tend<strong>in</strong>g to implement CMS, a company<br />

can choose from a variety <strong>of</strong> products<br />

us<strong>in</strong>g different platforms, functions and<br />

price levels. Typically <strong>the</strong> ma<strong>in</strong> advantage<br />

<strong>of</strong> implement<strong>in</strong>g a large CMS system is<br />

<strong>the</strong> possibility to <strong>in</strong>terconnect with o<strong>the</strong>r<br />

systems used <strong>in</strong> <strong>the</strong> company. As a result<br />

<strong>of</strong> such <strong>in</strong>tegration, f<strong>in</strong>ancial statements<br />

from account<strong>in</strong>g systems can be uploaded<br />

directly to <strong>the</strong> web, and web publication<br />

texts can be arranged <strong>in</strong> text editors. S<strong>in</strong>ce<br />

Microso� produces <strong>the</strong> most popular <strong>of</strong>fice<br />

so�ware, its Content Management Server<br />

has been designed to be compatible with<br />

<strong>the</strong>se programs. �e large CMS systems are<br />

more expensive than local solutions as <strong>the</strong><br />

license costs are higher and <strong>the</strong> complexity<br />

<strong>of</strong> <strong>the</strong> implementation and <strong>in</strong>tegration requires<br />

licensed pr<strong>of</strong>essions to set it up. Total<br />

implementation costs (<strong>in</strong>clud<strong>in</strong>g standard<br />

license fees) are usually around 1 million CZK.<br />

Go<strong>in</strong>g <strong>the</strong> local way<br />

Local solutions usually have lower licens<strong>in</strong>g<br />

and implementation costs (licences typically<br />

cost tens <strong>of</strong> thousands <strong>of</strong> CZK, and implementation<br />

costs hundreds <strong>of</strong> thousands).<br />

As <strong>the</strong> company us<strong>in</strong>g <strong>the</strong> CMS has also<br />

usually produced <strong>the</strong> so�ware, it can be<br />

more easily adjusted to meet <strong>the</strong> company’s<br />

needs. In general, <strong>the</strong> cost/benefit ratio is<br />

better for smaller CMS systems. On <strong>the</strong><br />

o<strong>the</strong>r hand <strong>the</strong> client has to be prepared for<br />

a certa<strong>in</strong> level <strong>of</strong> risk if <strong>the</strong> company does not<br />

deliver quality service or leaves <strong>the</strong> market.<br />

Check<strong>in</strong>g product references and <strong>in</strong>staller<br />

is vital when choos<strong>in</strong>g a CMS product.<br />

Does Size Matter?<br />

�e check list <strong>in</strong> <strong>the</strong> selection process should<br />

also <strong>in</strong>clude <strong>the</strong> follow<strong>in</strong>g items: compatibility<br />

between CMS and <strong>the</strong> ma<strong>in</strong> corporate system<br />

(availability <strong>of</strong> CMS <strong>in</strong>terfaces), system<br />

security, CMS flexibility <strong>of</strong> adjust<strong>in</strong>g <strong>the</strong><br />

publication process (publication roles), add-on<br />

modules availability (such as newsletter, guest<br />

book, etc.) and – with respect to all <strong>the</strong>se<br />

items – <strong>of</strong> course <strong>the</strong> total price. In general<br />

we can say that when implement<strong>in</strong>g CMS,<br />

<strong>the</strong> size <strong>of</strong> <strong>the</strong> product does not necessarily<br />

matter.<br />

Publication System or Content Management System?<br />

�ese days, many systems <strong>of</strong> many k<strong>in</strong>ds<br />

have been granted a Content Management<br />

System (CMS) sticker, primarily for market<strong>in</strong>g<br />

purposes, even those systems that would be<br />

more suitably titled <strong>the</strong> Publication System<br />

(PS). Although it may seem that <strong>the</strong> Publication<br />

System and Content Management System<br />

are identical products, a closer look reveals<br />

some major differences. �e key dist<strong>in</strong>ction<br />

lies <strong>in</strong> <strong>the</strong>ir complexity. Publication System<br />

concentrates on creat<strong>in</strong>g <strong>the</strong> content <strong>of</strong> a web<br />

presentation. CMS on <strong>the</strong> o<strong>the</strong>r hand as a<br />

tool is <strong>in</strong> general far more complex. It should<br />

not only create and ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong> content<br />

but it must also divide <strong>the</strong> content from <strong>the</strong><br />

form, whilst still allow<strong>in</strong>g <strong>the</strong> users to be<br />

able to adjust both parts. CMS is designed<br />

to work with <strong>the</strong> content throughout its life<br />

cycle, from acquir<strong>in</strong>g it, to manag<strong>in</strong>g its<br />

also be compatible with o<strong>the</strong>r company systems,<br />

allow<strong>in</strong>g content verification support, edit<strong>in</strong>g,<br />

etc. Fatwire, iNetPublish, Tridion or even<br />

heavier ones like Vignette, Documentum<br />

or FilNET are examples <strong>of</strong> systems that may<br />

be called CMS.<br />

�e conclusion, <strong>the</strong>refore, is that CMS<br />

fulfils different needs to Publication System.<br />

It is not a question <strong>of</strong> whe<strong>the</strong>r CMS is better<br />

or worse but ra<strong>the</strong>r whe<strong>the</strong>r it is suitable or<br />

not for a particular organisation’s needs. A<br />

company should opt for Publication System<br />

when <strong>the</strong>y need to publicise <strong>the</strong>ir web content;<br />

choos<strong>in</strong>g CMS <strong>in</strong> this case would be uneconomical<br />

and unproductive. In contrast, a company<br />

would be advised to opt for CMS when <strong>the</strong>y<br />

are driven by commercial factors, for example<br />

New rules <strong>in</strong> <strong>the</strong> mobile phone <strong>in</strong>dustry<br />

From 15th <strong>Jan</strong>uary it is possible to change to a different mobile operator without hav<strong>in</strong>g to change your exist<strong>in</strong>g<br />

phone number, caus<strong>in</strong>g anticipation about <strong>in</strong>creased switch<strong>in</strong>g between operators. The good news for <strong>the</strong> mobile<br />

telecoms: only two-thirds <strong>of</strong> mobile users currently are even aware <strong>of</strong> <strong>the</strong> advent <strong>of</strong> mobile number portability, and all<br />

<strong>in</strong>dications are that an overall <strong>in</strong>crease <strong>in</strong> switch<strong>in</strong>g operators is unlikely <strong>in</strong> <strong>the</strong> first quarter <strong>of</strong> this year.<br />

�ese f<strong>in</strong>d<strong>in</strong>gs come from an op<strong>in</strong>ion<br />

survey conducted <strong>in</strong> November by <strong>the</strong><br />

market<strong>in</strong>g and op<strong>in</strong>ion research agency<br />

Synovate. �e research was conducted by<br />

telephone <strong>in</strong>terviews on a representative<br />

sample <strong>of</strong> 300 mobile phone users across<br />

<strong>the</strong> country. All respondents were asked<br />

about <strong>the</strong>ir mobile phone use, <strong>the</strong>ir awareness<br />

<strong>of</strong> <strong>the</strong> new portability legislation, and how<br />

this may affect <strong>the</strong>ir future plans.<br />

�e changes will significantly facilitate<br />

movement between mobile operators. Any<br />

ease <strong>of</strong> movement between suppliers or change<br />

<strong>in</strong> price competition normally results <strong>in</strong><br />

an <strong>in</strong>crease <strong>in</strong> <strong>the</strong> proportion <strong>of</strong> clients<br />

(subscribers) leav<strong>in</strong>g a mobile operator dur<strong>in</strong>g<br />

a year. �is rate <strong>of</strong> change, referred to as<br />

<strong>the</strong> churn rate, is o�en used as an <strong>in</strong>dicator<br />

<strong>of</strong> client dissatisfaction or mobility and is<br />

an important bus<strong>in</strong>ess factor for mobile<br />

network operators.<br />

Historically, <strong>Czech</strong>s have not tended to<br />

switch operators o�en, with annual ‘churn<br />

rates’ (measur<strong>in</strong>g <strong>the</strong> tendency <strong>of</strong> Internet<br />

and cell-phone subscribers to switch providers)<br />

among <strong>the</strong> lowest <strong>in</strong> Europe, at 10% or less.<br />

�is is partly due to <strong>the</strong> market pric<strong>in</strong>g<br />

structure and partly due to barriers to<br />

switch<strong>in</strong>g, such as hav<strong>in</strong>g to take a new<br />

mobile number. And thus behavioural loyalty<br />

is considerable <strong>in</strong> <strong>the</strong> <strong>Czech</strong> market: accord<strong>in</strong>g<br />

to <strong>the</strong> research, T-Mobile and Eurotel enjoy<br />

<strong>the</strong> longest tenure, with <strong>the</strong> average user<br />

ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g service with <strong>the</strong>se operators<br />

for <strong>the</strong> past four years. Vodafone lags slightly<br />

at an average <strong>of</strong> three years.<br />

But awareness <strong>of</strong> <strong>the</strong> imm<strong>in</strong>ent change<br />

to number portability is far from universal,<br />

with only two-thirds <strong>of</strong> mobile users currently<br />

aware <strong>of</strong> this possibility. And a significant<br />

age and gender gap also exists. Awareness<br />

among women stands at just 59% compared<br />

to 75% <strong>of</strong> men, while almost half <strong>of</strong> <strong>the</strong><br />

under 25 demographic rema<strong>in</strong> unaware <strong>of</strong><br />

<strong>the</strong> new law.<br />

Notably, <strong>the</strong>re is no difference <strong>in</strong> <strong>in</strong>tention<br />

to switch operator between those who are<br />

currently aware <strong>of</strong> <strong>the</strong> new legislation and<br />

those who are not. Overall, 12% state that<br />

<strong>the</strong>y are consider<strong>in</strong>g chang<strong>in</strong>g operator<br />

<strong>in</strong> <strong>the</strong> first quarter <strong>of</strong> <strong>the</strong> year, which<br />

effectively mirrors <strong>the</strong> current churn rates.<br />

However, <strong>the</strong> impact may well differ<br />

for <strong>in</strong>dividual operators. Among T-Mobile<br />

users <strong>in</strong>terviewed, 15% said <strong>the</strong>y <strong>in</strong>tend to<br />

switch with<strong>in</strong> <strong>the</strong> next quarter, compared<br />

to 11% <strong>of</strong> Eurotel customers and 9% <strong>of</strong><br />

Vodafone customers.<br />

Among those who would consider<br />

chang<strong>in</strong>g and keep<strong>in</strong>g <strong>the</strong>ir number, <strong>the</strong><br />

majority (80%) say <strong>the</strong>y are highly likely to<br />

do this with<strong>in</strong> <strong>the</strong> next three months. Eurotel<br />

Although reasons for choos<strong>in</strong>g one<br />

operator over ano<strong>the</strong>r are varied, <strong>the</strong> ma<strong>in</strong><br />

motivation to switch operators is price:<br />

56% state explicitly that <strong>the</strong>y are look<strong>in</strong>g<br />

to obta<strong>in</strong> lower prices, whilst a fur<strong>the</strong>r 19%<br />

said <strong>the</strong>y wish to be on <strong>the</strong> same network<br />

as <strong>the</strong>ir friends or family (effectively giv<strong>in</strong>g<br />

<strong>the</strong>m lower prices for those <strong>the</strong>y call most<br />

o�en).<br />

When asked what <strong>the</strong>ir current network<br />

could do to conv<strong>in</strong>ce <strong>the</strong>m to ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong>ir<br />

service, 40% said <strong>the</strong>y could be conv<strong>in</strong>ced to<br />

stay if <strong>the</strong>ir current network <strong>of</strong>fered <strong>the</strong>m<br />

better prices and a fur<strong>the</strong>r 19% may be<br />

conv<strong>in</strong>ced to stay by <strong>of</strong>fers <strong>of</strong> more convenient<br />

tariffs and conditions. Only 15% say that<br />

noth<strong>in</strong>g could keep <strong>the</strong>m with <strong>the</strong>ir current<br />

operator.<br />

Overall <strong>the</strong>n, <strong>the</strong> order <strong>of</strong> <strong>the</strong> day seems<br />

to be cont<strong>in</strong>u<strong>in</strong>g loyalty to mobile operators<br />

despite <strong>the</strong> <strong>in</strong>troduction <strong>of</strong> mobile number<br />

portability from 15th <strong>Jan</strong>uary, although<br />

T-Mobile appears to have <strong>the</strong> most to lose.<br />

On 6th December, <strong>the</strong> Patrons <strong>of</strong> <strong>the</strong><br />

<strong>Chamber</strong> met with Zdeněk Škromach,<br />

<strong>the</strong> M<strong>in</strong>ister <strong>of</strong> Labour and Social Affairs.<br />

�e Patrons enjoyed speak<strong>in</strong>g with <strong>the</strong><br />

M<strong>in</strong>ister and two <strong>of</strong> his colleagues from<br />

<strong>the</strong> m<strong>in</strong>istry over a d<strong>in</strong>ner prepared by<br />

Starry Night Gala Christmas D<strong>in</strong>ner<br />

The annual <strong>British</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> Christmas ‘Starry Night’ gala d<strong>in</strong>ner<br />

took place on Friday, 9th December, this time <strong>in</strong> <strong>the</strong> Cor<strong>in</strong>thia Towers Hotel.<br />

Start<strong>in</strong>g with a cocktail reception <strong>in</strong> <strong>the</strong> lobby area, guests were ushered <strong>in</strong>to <strong>the</strong> ma<strong>in</strong><br />

room by <strong>the</strong> moderator for <strong>the</strong> even<strong>in</strong>g, Steve Gove, and were met by a very ‘Starry Night’<br />

spectacle; with <strong>the</strong> room decked out <strong>in</strong> special lights, stars, snow and candles <strong>the</strong>re was<br />

a truly Christmas <strong>the</strong>me which cont<strong>in</strong>ued throughout <strong>the</strong> even<strong>in</strong>g with a traditional<br />

English Christmas d<strong>in</strong>ner, music, danc<strong>in</strong>g and, <strong>of</strong> course, a lot to dr<strong>in</strong>k…<br />

�e silent auction was, as ever, a great success, rais<strong>in</strong>g over 70,000 CZK for <strong>the</strong><br />

Key Tax Issues for Bus<strong>in</strong>ess <strong>in</strong> 2006<br />

Breakfast brief<strong>in</strong>g held at <strong>the</strong> President Hotel on 7th December.<br />

�ere was an excellent attendance by members<br />

at <strong>the</strong> above tax workshop when new developments<br />

<strong>in</strong> corporate and personal <strong>in</strong>come tax<br />

were presented toge<strong>the</strong>r with forthcom<strong>in</strong>g<br />

changes <strong>in</strong> social security rules. Probably<br />

because it affects almost everyone <strong>the</strong>re is<br />

always a keen <strong>in</strong>terest <strong>in</strong> know<strong>in</strong>g more<br />

about tax – and <strong>of</strong> course it is always chang<strong>in</strong>g.<br />

First, Euan Tawse, an <strong>in</strong>ternational tax<br />

partner <strong>in</strong> KPMG and former Inspector <strong>of</strong><br />

Taxes <strong>in</strong> <strong>the</strong> UK, gave an <strong>in</strong>formative and<br />

amus<strong>in</strong>g review <strong>of</strong> corporate tax and VAT<br />

changes, <strong>in</strong>clud<strong>in</strong>g reduced rates for physical<br />

tra<strong>in</strong><strong>in</strong>g, saunas and Turkish baths!<br />

Ian Rowbotham, a lawyer and senior<br />

consultant with Haarmann Hemmelrath,<br />

spoke about <strong>the</strong> personal <strong>in</strong>come tax regime<br />

and provided some statistics which showed<br />

that <strong>in</strong> 2004 <strong>in</strong>come and capital ga<strong>in</strong>s tax<br />

Tips for Reduc<strong>in</strong>g Energy Bills<br />

Although historically <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>’s<br />

energy prices have not risen steeply <strong>in</strong> comparison<br />

to <strong>the</strong> rest <strong>of</strong> <strong>the</strong> EU, electricity prices<br />

are now escalat<strong>in</strong>g steadily. Increases <strong>of</strong><br />

15% <strong>in</strong> 2004 and 15-30% <strong>in</strong> 2005 are hitt<strong>in</strong>g<br />

<strong>Czech</strong> consumers hard, particularly <strong>in</strong> those<br />

<strong>in</strong>dustries that are energy <strong>in</strong>tensive.<br />

Bus<strong>in</strong>esses can reduce <strong>the</strong> impact <strong>of</strong><br />

ris<strong>in</strong>g markets but must address <strong>the</strong> issues<br />

<strong>of</strong> both cost and consumption separately:<br />

Costs<br />

• Don’t assume your supplier is giv<strong>in</strong>g you<br />

<strong>the</strong> best deal available.<br />

• Don’t assume that your bill<strong>in</strong>g is correct;<br />

although errors can be difficult to f<strong>in</strong>d,<br />

expert retrospective analysis go<strong>in</strong>g back<br />

several years can uncover discrepancies.<br />

• If you are receiv<strong>in</strong>g advice from a supplier,<br />

bear <strong>in</strong> m<strong>in</strong>d that this is not impartial.<br />

• Costs for energy are dependent on where<br />

your energy comes from, when you use it,<br />

where you use it and how much you use.<br />

• Prices should be reviewed at times o<strong>the</strong>r<br />

than when contract renewal is imm<strong>in</strong>ent<br />

<strong>in</strong> order to optimise your energy resources.<br />

• Cont<strong>in</strong>uous market monitor<strong>in</strong>g is essential<br />

to identify and take advantage <strong>of</strong> key<br />

buy<strong>in</strong>g times.<br />

• Your exposure to risk <strong>in</strong>creases when <strong>the</strong><br />

assessment <strong>of</strong> energy charges is a one-<strong>of</strong>f<br />

solution; it should be a cont<strong>in</strong>uous process.<br />

• In terms <strong>of</strong> both providers and charg<strong>in</strong>g<br />

structures, one size does not fit all – this<br />

is dependent on your requirements as<br />

a company.<br />

• Don’t assume that water charg<strong>in</strong>g structures<br />

are simple just because <strong>the</strong>y are nonnegotiable<br />

– <strong>the</strong>re are sav<strong>in</strong>gs to be made.<br />

• Buy<strong>in</strong>g fuel is a more complex bus<strong>in</strong>ess<br />

than r<strong>in</strong>g<strong>in</strong>g round <strong>the</strong> ma<strong>in</strong> suppliers<br />

when you need to refuel; <strong>the</strong> market<br />

13.8% <strong>of</strong> <strong>the</strong> total tax revenue for <strong>the</strong> <strong>Czech</strong><br />

<strong>Republic</strong>.<br />

�e third speaker was Tomáš Rozsypal,<br />

a tax manager with Deloitte, who gave a<br />

thorough review <strong>of</strong> <strong>the</strong> current and future<br />

social security scene, <strong>in</strong>clud<strong>in</strong>g various EUdriven<br />

amendments. �e workshop ended<br />

with a lively Q & A session and some tasty<br />

snacks to fortify <strong>the</strong> participants for <strong>the</strong><br />

tax<strong>in</strong>g (and taxable) day ahead.<br />

Ris<strong>in</strong>g energy costs are impact<strong>in</strong>g on bus<strong>in</strong>ess operat<strong>in</strong>g costs on an <strong>in</strong>ternational scale, and <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong> is no exception.<br />

fluctuates and should be monitored to<br />

identify <strong>the</strong> most effective buy<strong>in</strong>g times.<br />

Consumption<br />

• Free energy audits may be tempt<strong>in</strong>g but<br />

remember that an audit <strong>in</strong> itself does not<br />

secure any areas <strong>of</strong> sav<strong>in</strong>g.<br />

• Implementation <strong>of</strong> cost effective measures<br />

are only beneficial if <strong>the</strong>y are cont<strong>in</strong>ually<br />

managed.<br />

• It is commercially attractive for bus<strong>in</strong>esses<br />

to tackle environmental issues, <strong>the</strong>re are<br />

penalties for those companies who do not<br />

address this matter and this affects<br />

bottom l<strong>in</strong>e pr<strong>of</strong>its.<br />

• Energy efficiency is a large area <strong>of</strong> expertise<br />

with many solutions available – it is<br />

unlikely that a site manager or eng<strong>in</strong>eer<br />

will be aware <strong>of</strong> all <strong>of</strong> <strong>the</strong> <strong>in</strong>novative<br />

efficiency measures that could be<br />

implemented.

Bus<strong>in</strong>ess Lunch with Lloyd Dorfman<br />

The <strong>British</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong>’s first Bus<strong>in</strong>ess Lunch <strong>of</strong> 2006 was<br />

held on Tuesday, 10th <strong>Jan</strong>uary <strong>in</strong> <strong>the</strong> presence <strong>of</strong> <strong>the</strong> <strong>British</strong> Ambassador,<br />

L<strong>in</strong>da Duffield.<br />

�e special guest speaker was <strong>the</strong> Chairman<br />

<strong>of</strong> Travelex, Lloyd Dorfman. Dorfman<br />

started his own currency exchange bus<strong>in</strong>ess<br />

<strong>in</strong> 1976 with one kiosk <strong>in</strong> London’s Oxford<br />

Street. In <strong>the</strong> thirty years s<strong>in</strong>ce, he has<br />

built <strong>the</strong> company <strong>in</strong>to <strong>the</strong> world’s largest<br />

non-bank foreign exchange bus<strong>in</strong>ess which<br />

is now valued at more than 1 billion GBP.<br />

Dorfman’s achievements. He was <strong>the</strong> w<strong>in</strong>ner<br />

You’ve Got Mail!<br />

Nobody writes letters any more – <strong>the</strong> day <strong>of</strong> <strong>the</strong> <strong>in</strong>kstand and quill are long s<strong>in</strong>ce past. Indeed many <strong>of</strong> us don’t even like<br />

to pick up a telephone, or talk to a colleague. Instead we all sit glued beh<strong>in</strong>d our screens and quite happily send an email to<br />

a colleague sitt<strong>in</strong>g directly next to us. What has <strong>the</strong> world come to? Well aside from <strong>the</strong> fact that we are all becom<strong>in</strong>g less<br />

and less verbally communicative as people, email has spread like wildfire over <strong>the</strong> past decade.<br />

Email is used so much <strong>in</strong> fact that it has<br />

become <strong>in</strong> many corporations an <strong>of</strong>ficial<br />

and approved means <strong>of</strong> communication.<br />

However, great benefits do not come without<br />

trouble. When I want to destroy, say, a letter,<br />

it is easy. I burn it. It is gone, end <strong>of</strong> story.<br />

But <strong>in</strong> <strong>the</strong> digital age, people have long given<br />

up car<strong>in</strong>g about how computers work, and<br />

so make <strong>the</strong> grave assumption that a mail<br />

deleted is a mail ‘burnt’. How wrong.<br />

An email is not a ‘unique’ item. When<br />

an email is sent, it travels through many<br />

servers (or, if you like, post <strong>of</strong>fices), and<br />

at every server it may leave a copy <strong>of</strong> itself<br />

beh<strong>in</strong>d, leav<strong>in</strong>g a long paper trail from <strong>the</strong><br />

orig<strong>in</strong>al sender’s outbox to <strong>the</strong> recipient’s<br />

<strong>in</strong>box and <strong>the</strong>n aga<strong>in</strong> to every person he or<br />

she forwards this mail to, or to whomever<br />

was copied (cc’ed) to <strong>the</strong> orig<strong>in</strong>al message.<br />

Once an email is sent, you never know how<br />

many copies will be generated.<br />

Now how does this all tie <strong>in</strong> with<br />

perform<strong>in</strong>g a fraud <strong>in</strong>vestigation?<br />

Email has become so prolific that every<br />

person’s mailbox has become a dump<strong>in</strong>g<br />

ground for huge amounts <strong>of</strong> potential<br />

evidentiary <strong>in</strong>formation. Many people<br />

do not delete emails, many replicate local<br />

copies to <strong>the</strong>ir workstations, many th<strong>in</strong>k<br />

that delet<strong>in</strong>g an email means that it is has<br />

been wiped from <strong>the</strong> face <strong>of</strong> <strong>the</strong> earth.<br />

Now, like every treasure-trove, <strong>the</strong>re are<br />

always booby-traps to h<strong>in</strong>der and prevent<br />

your from achiev<strong>in</strong>g your quest. In relation<br />

to emails, <strong>the</strong>re are a number <strong>of</strong> <strong>the</strong>m that<br />

have to be carefully navigated to ensure an<br />

efficient <strong>in</strong>vestigation.<br />

Complications<br />

Initially <strong>the</strong>re is <strong>the</strong> technological issue<br />

– different organisations have different<br />

<strong>in</strong>frastructures. (I wish <strong>the</strong>y were not allowed<br />

to; it makes <strong>the</strong> life <strong>of</strong> a Forensic Technology<br />

Specialist a nightmare.) We need to be able<br />

to take whatever media that <strong>the</strong>se email<br />

archives are stored on (such as DAT, CD,<br />

DVD, DLT, LTO… <strong>the</strong> possibilities are<br />

almost endless). We <strong>the</strong>n need to extract<br />

<strong>the</strong> file from this media. �is sounds<br />

like a walk <strong>in</strong> <strong>the</strong> park, however <strong>the</strong>re<br />

are a number <strong>of</strong> ra<strong>the</strong>r tricky technical<br />

considerations that need to be navigated to<br />

ensure a successful extraction.<br />

Fur<strong>the</strong>r consideration needs to be given<br />

to <strong>the</strong> fact that email servers are o�en backed<br />

up and archived on a periodic (daily /weekly/<br />

monthly) basis, mean<strong>in</strong>g that you can <strong>the</strong>oretically<br />

end up with, for example, 18 months<br />

<strong>of</strong> restored mail boxes with <strong>the</strong> same message<br />

appear<strong>in</strong>g <strong>in</strong> every one. �erefore to prevent<br />

repetitive and extremely dull read<strong>in</strong>g, we need<br />

to ‘de-duplicate’ <strong>the</strong>se messages to ensure<br />

that any one unique message appears only<br />

once <strong>in</strong> our review.<br />

Before Computer Operat<strong>in</strong>g Systems<br />

realised that English was not <strong>the</strong> only language<br />

it should support, many people had problems<br />

send<strong>in</strong>g emails <strong>in</strong> <strong>the</strong>ir local languages, so<br />

– particularly <strong>in</strong> Central Europe – <strong>the</strong>re is<br />

a common habit <strong>of</strong> people to basically write<br />

<strong>the</strong>ir correspondence <strong>in</strong> a Word Document,<br />

and attach it to <strong>the</strong> mail. �is means that not<br />

only do we have to th<strong>in</strong>k about de-duplicat<strong>in</strong>g<br />

(de-dup<strong>in</strong>g) <strong>the</strong> emails, we need to also<br />

extract <strong>the</strong>ir attachments and be able to<br />

efficiently read and search those too.<br />

We get <strong>in</strong>to fur<strong>the</strong>r problems when<br />

users password-protect <strong>the</strong>ir attachments,<br />

and (even worse) encrypt <strong>the</strong>ir emails when<br />

communicat<strong>in</strong>g with one ano<strong>the</strong>r. However,<br />

to my m<strong>in</strong>d it seems like an obvious po<strong>in</strong>ter<br />

to files and emails that really need to be<br />

looked at <strong>in</strong> detail.<br />

Drill<strong>in</strong>g deeper<br />

Once we have navigated <strong>the</strong>se obstacles<br />

and done what we can to avoid problems, <strong>the</strong><br />

result is still a formidable haystack, with<strong>in</strong><br />

which we must search for <strong>the</strong> needle needed<br />

to support our <strong>in</strong>vestigation. In order to do<br />

this, we need to process <strong>the</strong> data <strong>in</strong> such<br />

a way that everyth<strong>in</strong>g is <strong>in</strong>dexed. �is means,<br />

for example, that I am able to search for <strong>the</strong><br />

word ‘Josh’ across 20 mailboxes <strong>in</strong>stantaneously,<br />

from 18 months <strong>of</strong> backups.<br />

For those tricky password-protected<br />

files, <strong>the</strong>y obviously cannot be reviewed<br />

without remov<strong>in</strong>g <strong>the</strong> protection first. �ere<br />

are three ways <strong>in</strong> which this can be typically<br />

done, and <strong>in</strong> this order <strong>of</strong> ease and efficiency.<br />

First ask what <strong>the</strong> password is. �is<br />

sounds like madness to many people, but<br />

from my ‘Attack & Penetration test<strong>in</strong>g’<br />

days, it was <strong>the</strong> first th<strong>in</strong>g I learnt.<br />

Second, attempt to locate a back door<br />

to <strong>the</strong> file. Many file-protection techniques<br />

are not as strong as <strong>the</strong>y are made out to<br />

be, so it is possible to bypass <strong>the</strong> protection<br />

entirely, access<strong>in</strong>g <strong>the</strong> file without ever<br />

know<strong>in</strong>g <strong>the</strong> password.<br />

�ird and f<strong>in</strong>ally, attempt <strong>the</strong> ‘passwordcrack<strong>in</strong>g’<br />

<strong>of</strong> <strong>the</strong> file. Now this sounds really<br />

techie and cool, however it is pa<strong>in</strong>stak<strong>in</strong>gly<br />

• PwC are <strong>the</strong> largest <strong>of</strong> <strong>the</strong> Big Four.<br />

• In fiscal year 2005, PwC member firms performed services for 82 % <strong>of</strong> <strong>the</strong> companies <strong>in</strong> <strong>the</strong> Fortune Global 500.<br />

slow, and has very low yield, simply because <strong>of</strong><br />

<strong>the</strong> amount <strong>of</strong> time, and <strong>the</strong> power <strong>of</strong> <strong>the</strong> systems<br />

needed to crunch <strong>the</strong> possible permutations.<br />

For example a seven-character password<br />

gives rise to a mere 64,847,759,419,264 (yes<br />

64 trillion) possible comb<strong>in</strong>ations. �is will<br />

take even <strong>the</strong> most powerful <strong>of</strong> computers<br />

aeons to process. So option three is really<br />

not ideal.<br />

Pull<strong>in</strong>g it all toge<strong>the</strong>r<br />

So we have extracted our mail boxes, merged<br />

<strong>the</strong>m, and <strong>the</strong>n removed <strong>the</strong> duplicates. We<br />

have similarly extracted all <strong>the</strong> attachments<br />

and password-cracked those files that are<br />

protected, and <strong>the</strong>n we have <strong>in</strong>dexed all<br />

available data. And now, f<strong>in</strong>ally we have been<br />

able to run searches across this <strong>in</strong>formation<br />

and identify <strong>in</strong>formation to support us <strong>in</strong><br />

our <strong>in</strong>vestigation.<br />

Hav<strong>in</strong>g performed all <strong>of</strong> this and hav<strong>in</strong>g<br />

extracted some potential (if not real) ‘smok<strong>in</strong>g<br />

guns’, consideration needs to be given for<br />

<strong>the</strong> place <strong>of</strong> electronic evidence – especially<br />

emails – <strong>in</strong> an <strong>in</strong>vestigation.<br />

Go<strong>in</strong>g back to my open<strong>in</strong>g comments<br />

about not be<strong>in</strong>g aware <strong>of</strong> how many copies<br />

<strong>of</strong> an email are really distributed, it is<br />

similarly very possible that people receive<br />

mails without ever know<strong>in</strong>g about <strong>the</strong>m<br />

and also without ever read<strong>in</strong>g <strong>the</strong>m.<br />

In consider<strong>in</strong>g <strong>the</strong> applicability <strong>of</strong><br />

electronic evidence, <strong>the</strong> decid<strong>in</strong>g factor is<br />

whe<strong>the</strong>r or not possession implies knowledge<br />

or whe<strong>the</strong>r ignorance implies <strong>in</strong>nocence.<br />

It is a difficult call to make, and <strong>the</strong>refore<br />

it is important that when review<strong>in</strong>g emails<br />

(and o<strong>the</strong>r types <strong>of</strong> electronic evidence) that<br />

due consideration is given to <strong>the</strong> accuracy<br />

<strong>of</strong> correlation <strong>of</strong> evidence to <strong>the</strong> suspect.<br />

Despite all <strong>of</strong> <strong>the</strong>se considerations<br />

and pitfalls that can be encountered when<br />

attempt<strong>in</strong>g a successful email analysis, <strong>in</strong><br />

my experience <strong>the</strong> benefits to be reaped<br />

from perform<strong>in</strong>g this nature <strong>of</strong> work when<br />

support<strong>in</strong>g an <strong>in</strong>vestigation can make all<br />

<strong>the</strong> difference.<br />

many areas where challenges exist due<br />

legislation. But for <strong>the</strong> most part, procedures<br />

for UK citizens are much easier; generally<br />

it’s only necessary to register with <strong>the</strong> local<br />

labour <strong>of</strong>fice and foreign police <strong>of</strong>fice. For<br />

UK citizens who <strong>in</strong>tend to stay <strong>in</strong> <strong>the</strong> <strong>Czech</strong><br />

<strong>Republic</strong> on a long-term basis, <strong>the</strong>re is <strong>the</strong><br />

option <strong>of</strong> obta<strong>in</strong><strong>in</strong>g a special <strong>Czech</strong> EU<br />

residence permit.<br />

�e audience was advised to consider<br />

Embassy Latest<br />

<strong>British</strong> Airports Group – Sem<strong>in</strong>ar<br />

The third <strong>British</strong> Airports Trade Mission to <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong> <strong>in</strong> three years, from 20-22 November, was led jo<strong>in</strong>tly<br />

by UK Trade & Investment and <strong>the</strong> <strong>British</strong> Airports Group (BAG), <strong>the</strong> lead<strong>in</strong>g representative body for UK companies<br />

<strong>in</strong>volved <strong>in</strong> <strong>the</strong> airport development sector.<br />

�e UK airport <strong>in</strong>dustry has been at <strong>the</strong><br />

forefront <strong>of</strong> airport development from <strong>the</strong><br />

early 1900s right up to <strong>the</strong> present day. �e<br />

UK was <strong>the</strong> first to privatise its airports and<br />

has experience <strong>in</strong> a range <strong>of</strong> privatisation<br />

models, suitable to a particular country’s<br />

requirements. As a result, <strong>the</strong> UK also leads<br />

<strong>the</strong> market <strong>in</strong> <strong>the</strong> commercial development<br />

<strong>of</strong> airports, achiev<strong>in</strong>g revenues per passenger<br />

that set an <strong>in</strong>dustrial benchmark.<br />

�e BAG sem<strong>in</strong>ar took place on Monday,<br />

21st November <strong>in</strong> a conference room at<br />

private partnership (PPP) rema<strong>in</strong>s a key<br />

component <strong>of</strong> policies for modernis<strong>in</strong>g<br />

Scotland’s <strong>in</strong>frastructure and public services.<br />

PPP private <strong>in</strong>vestment is one way <strong>of</strong><br />

stretch<strong>in</strong>g <strong>the</strong> public purse – lead<strong>in</strong>g to<br />

around €9 billion <strong>in</strong>vested <strong>in</strong> over 135<br />

projects. However, PPPs are not <strong>the</strong> only<br />

alternative to traditional fund<strong>in</strong>g methods:<br />

<strong>in</strong> Scotland private capital committed <strong>in</strong><br />

PPPs amounts to only some 13% <strong>of</strong> total<br />

<strong>in</strong>frastructure <strong>in</strong>vestment. McCabe was also<br />

pleased to note that <strong>the</strong> <strong>Czech</strong> government<br />

recently chose <strong>the</strong> jo<strong>in</strong>t bid <strong>of</strong> <strong>the</strong> Dutch<br />

PPP Knowledge Centre, Partnerships UK<br />

and <strong>the</strong> Scottish F<strong>in</strong>ancial Partnerships<br />

Unit as partner <strong>in</strong> <strong>the</strong> new tw<strong>in</strong>n<strong>in</strong>g<br />

arrangement to support PPPs <strong>in</strong> <strong>the</strong> <strong>Czech</strong><br />

<strong>Republic</strong>.<br />

<strong>the</strong> mission paid a two-hour visit to <strong>the</strong><br />

expand<strong>in</strong>g Brno Tuřany Airport. �ey<br />

were greeted with traditional Moravian<br />

hospitality at a roundtable with Jiří Filip,<br />

director <strong>of</strong> <strong>the</strong> airport, and had <strong>the</strong><br />

opportunity to <strong>in</strong>troduce <strong>the</strong>ir products<br />

and discuss future needs and planned<br />

developments.<br />

Experts <strong>in</strong> Public-Private Partnerships <strong>in</strong> Scotland shared <strong>the</strong>ir experiences at a sem<strong>in</strong>ar at <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Trade and<br />

Industry <strong>in</strong> Prague on 14th November.<br />

<strong>in</strong>vestment and some key PPP pr<strong>in</strong>ciples<br />

and methods used <strong>in</strong> Scotland. Alan Fordyce,<br />

Manag<strong>in</strong>g Director <strong>of</strong> Robertson Capital<br />

Projects, one <strong>of</strong> Scotland’s foremost<br />

construction companies <strong>in</strong>volved <strong>in</strong> both<br />

conventional and PPP contracts, provided<br />

an <strong>in</strong>sight <strong>in</strong>to how <strong>the</strong> private sector<br />

delivers on PPP. �e f<strong>in</strong>al speaker, Paul<br />

Brewer, a Partner at PricewaterhouseCoopers,<br />

commented on <strong>the</strong> strengths and weaknesses<br />

<strong>of</strong> PPP.<br />

<strong>the</strong> PPP framework <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>.<br />

What are you best at?<br />

What has been your most important life<br />

decision?<br />

Decid<strong>in</strong>g to stop my round-<strong>the</strong>-world trip<br />

to live <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong> for two to three<br />

years (that was five years ago this week)<br />

has made a tremendous difference to me.<br />

Why did you decide to go <strong>in</strong>to <strong>the</strong> translation<br />

and media monitor<strong>in</strong>g bus<strong>in</strong>ess?<br />

It was <strong>the</strong> market com<strong>in</strong>g to us! A�er our<br />

company launched <strong>the</strong> Prague Daily Monitor,<br />

we found that some <strong>of</strong> our readers were<br />

also <strong>in</strong> need <strong>of</strong> quality media services <strong>in</strong><br />

English. Our first major media monitor<strong>in</strong>g<br />

customer was <strong>the</strong> Representation <strong>of</strong> <strong>the</strong><br />

European Commission <strong>in</strong> <strong>the</strong> <strong>Czech</strong><br />

<strong>Republic</strong>; last summer we won <strong>the</strong> tender<br />

to cont<strong>in</strong>ue this work.<br />

What do you th<strong>in</strong>k about <strong>the</strong> state <strong>of</strong> <strong>Czech</strong><br />

politics?<br />

As I have an outsider’s perspective it is<br />

difficult for me to really appreciate every twist<br />

and turn, but <strong>in</strong> general <strong>the</strong>re is a lot <strong>of</strong><br />

fight<strong>in</strong>g over small and political th<strong>in</strong>gs while<br />

bigger issues seem to get little attention.<br />

<strong>the</strong> key to this balanc<strong>in</strong>g act lies <strong>in</strong> adopt<strong>in</strong>g<br />

a ‘coach<strong>in</strong>g style’. �ese managers know<br />

<strong>the</strong>y ultimately deliver <strong>the</strong>ir results through<br />

<strong>the</strong>ir teams. And this makes foster<strong>in</strong>g and<br />

guid<strong>in</strong>g <strong>the</strong>ir co-workers an obvious priority.<br />

“But Why Don’t �ey Listen?”<br />

Over <strong>the</strong> years, I’ve heard frustrated leaders<br />

ask why <strong>the</strong>ir efforts to share experiences and<br />

<strong>in</strong>sights with colleagues so o�en go ignored<br />

or resented. We live <strong>in</strong> an era dom<strong>in</strong>ated by<br />

homo economicus and <strong>the</strong> question “How<br />

can I get from a to b based on <strong>the</strong> smallest<br />

possible <strong>in</strong>vestment?” So shouldn’t we all be<br />

rush<strong>in</strong>g to learn from o<strong>the</strong>rs’ strategies and<br />

reports? �e answer is: “Yes, <strong>in</strong> <strong>the</strong>ory”. In<br />

fact, many <strong>of</strong> today’s consult<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g<br />

pr<strong>of</strong>essionals try to stimulate learn<strong>in</strong>g<br />

through case studies, benchmark<strong>in</strong>g, and<br />

best practices. And yet, o�en enough, <strong>the</strong>ir<br />

lectures fall <strong>in</strong>to <strong>the</strong> basket <strong>of</strong> unwanted<br />

advice; like so much o<strong>the</strong>r unsolicited<br />

<strong>in</strong>formation, <strong>the</strong>ir <strong>in</strong>structions are ignored<br />

if <strong>the</strong> listener can afford to do so, or taken<br />

on reluctantly if <strong>the</strong>y just can’t be ignored.<br />

One obvious reason that listeners reject<br />

this advice is that it speaks to everyth<strong>in</strong>g<br />

but what’s on <strong>the</strong>ir m<strong>in</strong>ds: <strong>the</strong>ir personal<br />

<strong>in</strong>terests. �e coach<strong>in</strong>g process, <strong>in</strong> contrast,<br />

puts <strong>the</strong> <strong>in</strong>dividual firmly back <strong>in</strong> <strong>the</strong> equation.<br />

Good coaches acknowledge that not all roads<br />

to success are equally accessible to all people<br />

<strong>in</strong> a given situation. So <strong>the</strong>y work with<br />

<strong>in</strong>dividuals to create solutions that address<br />

and cultivate <strong>the</strong>ir needs and personalities.<br />

Great mentors and consultants have probably<br />

always done this <strong>in</strong>tuitively; <strong>the</strong>y’ve understood<br />

that it’s not enough to analyse <strong>the</strong> external<br />

challenge lies <strong>in</strong> channell<strong>in</strong>g <strong>the</strong> unique<br />

resources <strong>of</strong> <strong>the</strong> persons at its centre.<br />

Gett<strong>in</strong>g Managers to Play Team<br />

It’s no surprise that coach<strong>in</strong>g is hard work<br />

for team leaders at <strong>the</strong> outset. And yet, <strong>the</strong>re<br />

are many effective coach<strong>in</strong>g techniques that<br />

require little time <strong>in</strong>vestment from managers<br />

(depend<strong>in</strong>g on <strong>the</strong> <strong>in</strong>dividual concerned).<br />

Be<strong>in</strong>g a coach to your staff may <strong>in</strong>itially take<br />

more effort than hand<strong>in</strong>g out <strong>in</strong>structions,<br />

but <strong>the</strong> long-term rewards are strik<strong>in</strong>g: Once<br />

you learn to focus on what your team really<br />

needs from you, you’re no longer forced to<br />

jump <strong>in</strong>to exhaust<strong>in</strong>g ‘problem-solv<strong>in</strong>g<br />

mode’ whenever someone enters your <strong>of</strong>fice.<br />

Nor does this mean you have to dress up<br />

your own ‘correct’ answer through a so�-sell<br />

approach to your charges. Instead, you<br />

assume that <strong>the</strong> best solution to every problem<br />

can be tailor-made with its bearer, and you<br />

guide each <strong>in</strong>dividual to locate his or her<br />

optimal rout<strong>in</strong>e.<br />

Ultimately it’s <strong>the</strong> managers who benefit<br />

most from coach<strong>in</strong>g <strong>the</strong>ir people. With <strong>the</strong><br />

support <strong>of</strong> a goal-focused team, <strong>the</strong>ir lives<br />

become easier and <strong>the</strong>y’re le� with more<br />

time and energy to pursue <strong>the</strong>ir own goals.<br />

Coach<strong>in</strong>g Made Easy<br />

Let’s start with <strong>the</strong> good news: everybody<br />

can be a coach for at least some <strong>of</strong> those around<br />

<strong>the</strong>m. Try us<strong>in</strong>g <strong>the</strong> follow<strong>in</strong>g simple<br />

suggestions with someone you consider as<br />

‘neutral’ on your team:<br />

• Listen attentively to where this person is<br />

really head<strong>in</strong>g when <strong>the</strong>y talk. Don’t take over!<br />

• Help <strong>the</strong>m to identify stumbl<strong>in</strong>g blocks as<br />

<strong>the</strong>y come to light (Focus on ‘solution talk’<br />

toge<strong>the</strong>r <strong>in</strong>stead <strong>of</strong> ‘problem talk’.)<br />

• �<strong>in</strong>k about ways to shi� <strong>the</strong>se blocks.<br />

• Help <strong>the</strong>m to formulate ‘key questions’:<br />

ask yourself what <strong>the</strong>y really need from<br />

you <strong>in</strong> order to move on. �is may be<br />

a reassessment <strong>of</strong> <strong>the</strong>ir situation, more<br />

<strong>in</strong>formation, your go-ahead, or someth<strong>in</strong>g<br />

completely different. (�en ask <strong>the</strong>m what<br />

<strong>the</strong>y need.)<br />

• Remember that it’s o�en better to come<br />

away from a meet<strong>in</strong>g with a challeng<strong>in</strong>g<br />

question than a snappy answer. And make<br />

sure your direct report works hardest <strong>in</strong> <strong>the</strong><br />

discussion. Your job is to help <strong>the</strong>m discover<br />

<strong>the</strong> options and constra<strong>in</strong>ts <strong>in</strong> <strong>the</strong>ir th<strong>in</strong>k<strong>in</strong>g.<br />

• Don’t forget that this is <strong>the</strong>ir problem;<br />

<strong>the</strong>y will take it away with <strong>the</strong>m a�er your<br />

discussion.<br />

Surpris<strong>in</strong>gly, this little exercise proves very<br />

difficult for some people. �ey may f<strong>in</strong>d<br />

<strong>the</strong>mselves confronted with <strong>the</strong>ir basic or<br />

unconscious assumptions about people’s work<br />

styles, motivations, and performance <strong>in</strong>centives.<br />

Or <strong>the</strong>ir patience may be tested by those team<br />

members who tick very differently from <strong>the</strong>mselves.<br />

Typically, our assessments are spot-on<br />

when it comes to people who respond and<br />

function like we do. �ose wired o<strong>the</strong>rwise<br />

get readily dismissed as ‘lazy and <strong>in</strong>competent’.<br />

�is br<strong>in</strong>gs us to a conundrum which<br />

every good coach and successful manager<br />

knows: �e key to guid<strong>in</strong>g someone else’s<br />

th<strong>in</strong>k<strong>in</strong>g is that you must already have faith<br />

and respect <strong>in</strong> <strong>the</strong>ir abilities. O<strong>the</strong>rwise, your<br />

negative beliefs will <strong>in</strong>hibit any progress; <strong>the</strong><br />

people you judged <strong>in</strong>capable and non-compliant<br />

will magically prove <strong>the</strong>mselves to be so.<br />

If you f<strong>in</strong>d that <strong>in</strong>gra<strong>in</strong>ed beliefs about<br />

your people are stunt<strong>in</strong>g <strong>the</strong> growth <strong>of</strong><br />

your team, you may ga<strong>in</strong> from exam<strong>in</strong><strong>in</strong>g<br />

<strong>the</strong> situation from a new perspective.<br />

Remember that all it takes is some ‘change<br />

energy’ and a few committed sessions with<br />

Perceptions <strong>of</strong> Corruption <strong>in</strong> <strong>the</strong> <strong>Czech</strong> Bus<strong>in</strong>ess World<br />

What are ethical standards like <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>? Corruption is believed to be common <strong>in</strong> <strong>the</strong> bus<strong>in</strong>ess environment,<br />

especially <strong>in</strong> <strong>the</strong> public procurement sector. Accord<strong>in</strong>g to <strong>the</strong> latest survey <strong>of</strong> Transparency International – <strong>Czech</strong> <strong>Republic</strong>,<br />

supported by <strong>the</strong> <strong>British</strong> Embassy, managers <strong>of</strong> medium and large bus<strong>in</strong>esses also face unfair and unethical conduct <strong>in</strong><br />

bus<strong>in</strong>ess-to-bus<strong>in</strong>ess relations. Attitudes to <strong>the</strong> corruption <strong>in</strong> <strong>the</strong> <strong>Czech</strong> bus<strong>in</strong>ess world were <strong>in</strong>consistent because,<br />

although corrupt employees can be dismissed, if <strong>the</strong>ir behaviour helps <strong>the</strong>ir firm <strong>the</strong>y are unlikely to be condemned.<br />

Corruption as a competitive advantage:<br />

Unethical conduct was def<strong>in</strong>itely seen to pay<br />

<strong>of</strong>f <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>. 4/5 <strong>of</strong> <strong>in</strong>terviewees<br />

were conv<strong>in</strong>ced that corruption <strong>in</strong> bus<strong>in</strong>ess<br />

relations provided a competitive advantage.<br />

Only about half <strong>of</strong> <strong>the</strong> <strong>in</strong>terviewees felt that<br />

if a company was caught act<strong>in</strong>g unethically<br />

its reputation and future would be damaged.<br />

Hence, <strong>the</strong> relationship between <strong>the</strong><br />

reputation <strong>of</strong> a company and its welfare was<br />

not strongly l<strong>in</strong>ked <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>.<br />

�ere were dual attitudes towards<br />

corruption <strong>in</strong> <strong>the</strong> <strong>Czech</strong> bus<strong>in</strong>ess world.<br />

Although an employer could be discipl<strong>in</strong>ed or<br />

fired by participat<strong>in</strong>g <strong>in</strong> unethical practices,<br />

1/3 <strong>of</strong> managers thought that such behaviour<br />

should not be punished if it allowed a firm<br />

to survive through w<strong>in</strong>n<strong>in</strong>g an important<br />

deal.<br />

�e bus<strong>in</strong>ess environment<br />

Managers <strong>of</strong> medium and large companies<br />

believed that conditions for do<strong>in</strong>g bus<strong>in</strong>ess<br />

are more favourable now, than <strong>the</strong>y were <strong>in</strong><br />

<strong>the</strong> 1990s, but that <strong>the</strong>re is room for improvement<br />

because <strong>the</strong> bus<strong>in</strong>ess environment<br />

still makes unethical practices possible. In<br />

fact, it is easier to run a bus<strong>in</strong>ess if ethics<br />

are not strictly adhered to. Accord<strong>in</strong>g to<br />

entrepreneurs <strong>the</strong> problems are fur<strong>the</strong>r<br />

compounded by ambiguous and poorly<br />

enforced bus<strong>in</strong>ess legislation and by attitudes<br />

developed <strong>in</strong> <strong>the</strong> past that still <strong>in</strong>fluence<br />

behaviour and are re<strong>in</strong>forced by publicised<br />

corruption cases.<br />

provide examples <strong>of</strong> good practice and so<br />

Unfortunately, most managers adopt<br />

a passive attitude to corruption <strong>in</strong> <strong>the</strong><br />

Codes <strong>of</strong> conduct: an effective tool?<br />

3/5 <strong>of</strong> <strong>the</strong> surveyed companies have<br />

implemented codes <strong>of</strong> ethics. �ese take<br />

various forms: from unwritten rules<br />

concern<strong>in</strong>g <strong>the</strong> company’s culture and<br />

standards, to b<strong>in</strong>d<strong>in</strong>g, written codes <strong>of</strong> ethics.<br />

However, codes <strong>of</strong> conduct cannot be effective<br />

unless management leads by example, and<br />

monitors employee conduct. Leadership by<br />

example and open communication are <strong>the</strong><br />

best <strong>in</strong>struments to improve <strong>the</strong> ethical<br />

environment <strong>of</strong> a company.<br />

<strong>British</strong> attitudes to ethical issues<br />

�e ma<strong>in</strong> differences between <strong>Czech</strong> and<br />

<strong>British</strong> managers’ views <strong>of</strong> ethical issues<br />

can be found <strong>in</strong> <strong>the</strong>ir attitudes to corruption,<br />

methods <strong>of</strong> achiev<strong>in</strong>g competitive<br />

The aim <strong>of</strong> <strong>the</strong> survey was to f<strong>in</strong>d out<br />

<strong>the</strong> attitudes <strong>of</strong> <strong>the</strong> bus<strong>in</strong>ess community<br />

towards <strong>the</strong> adherence to, or avoidance<br />

<strong>of</strong>, ethical pr<strong>in</strong>ciples and practices. The<br />

first part <strong>of</strong> <strong>the</strong> survey was carried out<br />

us<strong>in</strong>g CATI (Computer Assisted Telephone<br />

Interview<strong>in</strong>g) and CAWI (Computer Assisted<br />

Web Interview<strong>in</strong>g) methods; us<strong>in</strong>g an identically<br />

structured questionnaire. The sample<br />

comprised <strong>of</strong> 254 representatives <strong>of</strong> <strong>the</strong><br />

middle management <strong>of</strong> <strong>Czech</strong> companies<br />

and 39 representatives <strong>of</strong> <strong>the</strong> middle<br />

management <strong>of</strong> <strong>British</strong> companies with an<br />

annual turnover <strong>of</strong> more than CZK 100 million.<br />

The second – qualitative – part <strong>of</strong> <strong>the</strong> survey<br />

was carried out by means <strong>of</strong> <strong>in</strong>dividual<br />

<strong>in</strong>-depth <strong>in</strong>terviews with 50 top managers<br />

<strong>of</strong> companies with an annual turnover <strong>of</strong><br />

more than CZK 100 million. The survey was<br />

carried out for TIC by GfK Praha.<br />

Managers <strong>of</strong> <strong>British</strong> firms emphasised<br />

<strong>the</strong> importance <strong>of</strong> consider<strong>in</strong>g <strong>the</strong> longterm<br />

prospects <strong>of</strong> a bus<strong>in</strong>ess. �at was why<br />

most <strong>of</strong> <strong>the</strong>m deemed unethical practice<br />

detrimental <strong>in</strong> <strong>the</strong> long run. 4/5 <strong>of</strong> <strong>British</strong><br />

managers believed this <strong>in</strong> contrast half <strong>of</strong><br />

<strong>the</strong> <strong>Czech</strong> managers. In addition a lower<br />

proportion <strong>of</strong> <strong>British</strong> managers considered<br />

corruption a competitive advantage. <strong>British</strong><br />

managers felt that loss <strong>of</strong> reputation was<br />

a very damag<strong>in</strong>g for <strong>the</strong> welfare <strong>of</strong> any<br />

bus<strong>in</strong>ess. Only war on home soil outranked<br />

this <strong>in</strong> terms <strong>of</strong> perceived risk and damage.<br />

Codes <strong>of</strong> ethics were deemed more<br />

important for <strong>the</strong> <strong>British</strong> than for <strong>the</strong> <strong>Czech</strong>s.<br />

Although <strong>the</strong> <strong>British</strong> also differentiated<br />

between “good” and “bad” corruption <strong>in</strong><br />

relation to whe<strong>the</strong>r it aided or h<strong>in</strong>dered<br />

�is year’s Annual General Meet<strong>in</strong>g will be<br />

held on �ursday, 18th May at 6.30 p.m. <strong>in</strong><br />

Membership <strong>of</strong> <strong>the</strong> Board <strong>of</strong> Directors<br />

is a voluntary position and <strong>the</strong> candidates<br />

should be prepared to commit a m<strong>in</strong>imum<br />

<strong>of</strong> one year to this function, but ideally<br />

a full election term which is three years.<br />

Board members need to be able to attend<br />

as many <strong>of</strong> <strong>the</strong> monthly Board Meet<strong>in</strong>gs<br />

as possible and to give some <strong>of</strong> <strong>the</strong>ir time<br />

(estimated at least 10 hours a month) to <strong>the</strong><br />

cont<strong>in</strong>u<strong>in</strong>g development <strong>of</strong> <strong>the</strong> <strong>Chamber</strong>.<br />

All candidates must have a current <strong>Czech</strong><br />

visa (short term residence) or have permanent<br />

<strong>Czech</strong> residence. �e key responsibilities <strong>of</strong><br />

<strong>the</strong> Board members are:<br />

• To cont<strong>in</strong>ue implement<strong>in</strong>g <strong>the</strong> exist<strong>in</strong>g<br />

strategy and activities <strong>in</strong> 2006<br />

• To contribute to <strong>the</strong> development <strong>of</strong> <strong>the</strong><br />

<strong>Chamber</strong> by identify<strong>in</strong>g new activities/<br />

<strong>in</strong>itiatives beneficial to <strong>the</strong> membership<br />

• To represent <strong>the</strong> <strong>Chamber</strong> dur<strong>in</strong>g<br />

various events organised by <strong>the</strong> <strong>Chamber</strong><br />

and o<strong>the</strong>r <strong>in</strong>stitutions<br />

• To ma<strong>in</strong>ta<strong>in</strong> contact with <strong>the</strong> <strong>Chamber</strong><br />

• To encourage potential members to jo<strong>in</strong><br />

�e candidates should have experience with<br />

<strong>the</strong> <strong>Czech</strong> market and bus<strong>in</strong>ess environment,<br />

good strategic th<strong>in</strong>k<strong>in</strong>g and be goal oriented.<br />

�e <strong>Chamber</strong> Board operates on <strong>the</strong><br />

basis <strong>of</strong> activity areas; each <strong>of</strong> <strong>the</strong> board<br />

members is responsible for one specific area.<br />

�e <strong>Chamber</strong> executive <strong>of</strong>fice provides <strong>the</strong><br />

a company, <strong>the</strong>y were stricter with regards<br />

to its treatment. Half <strong>of</strong> <strong>the</strong> <strong>British</strong><br />

respondents believed unethical conduct,<br />

though <strong>the</strong> company benefited, should be<br />

punished.<br />

Accord<strong>in</strong>g to half <strong>of</strong> <strong>the</strong> <strong>in</strong>terviewees<br />

<strong>the</strong> situation <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong> is<br />

comparable to that found <strong>in</strong> many <strong>of</strong> <strong>the</strong> new<br />

EU members states and former Eastern<br />

Bloc countries. �e older EU member states<br />

have a very good reputation concern<strong>in</strong>g<br />

Board with full support and is responsible<br />

for <strong>the</strong> implementation <strong>of</strong> all approved<br />

plans/<strong>in</strong>itiatives and events. Details on<br />

Transparency International – <strong>Czech</strong> <strong>Republic</strong> will present <strong>the</strong> survey results jo<strong>in</strong>tly with <strong>the</strong>ir<br />

long-term project Viva Etika at a sem<strong>in</strong>ar held <strong>in</strong> cooperation with PricewaterhouseCoopers<br />

and <strong>the</strong> <strong>British</strong> Embassy. The sem<strong>in</strong>ar, titled ‘Two Faces <strong>of</strong> Unethical Behaviour <strong>in</strong> <strong>the</strong> <strong>Czech</strong><br />

Bus<strong>in</strong>ess Environment’, is targeted ma<strong>in</strong>ly towards representatives <strong>of</strong> <strong>the</strong> private sector.<br />

It will take place on 1st March at <strong>the</strong> <strong>of</strong>fices <strong>of</strong> PricewaterhouseCoopers <strong>in</strong> Prague.<br />
