The future is not bleak. Efforts to target both <strong>consumption</strong> <strong>and</strong> <strong>waste</strong> are already be<strong>in</strong>g<br />

made with vary<strong>in</strong>g results. Research based on the <strong>Australia</strong>n fruit <strong>and</strong> <strong>vegetable</strong> system<br />

demonstrates that both <strong>consumption</strong> <strong>and</strong> <strong>waste</strong> are affected by a number of issues<br />

throughout the system. Therefore, changes to the current paradigm will require a wide<br />

range of strategies, with all food system participants fully <strong>in</strong>volved, <strong>in</strong>vested <strong>and</strong><br />

resourced for advances to be maximised.<br />

Government’s role<br />

The role of government is critical. Strong leadership is needed to provide the conditions<br />

under which people can both live healthy lives <strong>and</strong> protect the environment. The<br />

Commonwealth Government, <strong>in</strong> collaboration with the various state <strong>and</strong> local governments,<br />

has a role to play <strong>in</strong> actively manag<strong>in</strong>g the food system. This role <strong>in</strong>cludes support<strong>in</strong>g the<br />

private sector to function more efficiently <strong>and</strong> guid<strong>in</strong>g a cultural shift to <strong>in</strong>crease<br />

population-wide appreciation for healthy eat<strong>in</strong>g. A whole-of government approach to<br />

tackl<strong>in</strong>g the low <strong>consumption</strong> / high <strong>waste</strong> paradigm must be taken.<br />

Recommendations<br />

Recommendation 1<br />

� Government <strong>and</strong> lead<strong>in</strong>g <strong>in</strong>stitutions must facilitate communication <strong>and</strong><br />

collaboration between all players <strong>in</strong> the food supply system. Communication is<br />

a key failure <strong>in</strong> the system <strong>and</strong> it cannot be ameliorated without collaboration from<br />

all jurisdictions <strong>in</strong>volved <strong>in</strong> the supply <strong>and</strong> disposal of food. The current lack of<br />

collaboration across the food system has eroded the capacity to manage the supply<br />

of fruit <strong>and</strong> <strong>vegetable</strong>s effectively. Government has a pivotal role to play <strong>in</strong> knowledge<br />

broker<strong>in</strong>g <strong>and</strong> encourag<strong>in</strong>g <strong>and</strong> guid<strong>in</strong>g <strong>in</strong>dustries to improve their visibility.<br />

Recommendation 2<br />

� The Commonwealth Government needs to regularly monitor nutrition <strong>and</strong><br />

<strong>waste</strong>. Currently, lack of data <strong>in</strong>hibits government <strong>and</strong> others from identify<strong>in</strong>g<br />

problems <strong>and</strong> develop<strong>in</strong>g effective solutions. Surveys are essential to monitor<br />

the <strong>Australia</strong>n situation <strong>and</strong> <strong>in</strong>form <strong>and</strong> evaluate public health <strong>and</strong> environmental<br />

campaigns. As a matter of urgency, the Commonwealth Government needs to<br />

conduct regular national nutrition <strong>and</strong> <strong>waste</strong> surveys.<br />

Recommendation 3<br />

� Government must <strong>in</strong>vest <strong>in</strong> social market<strong>in</strong>g campaigns. Funds must be directed<br />

to successful campaigns that provide consistent messages. For example, the Go for<br />

2&5® campaign should be implemented <strong>in</strong> every state with <strong>in</strong>creased fund<strong>in</strong>g <strong>and</strong> a<br />

national anti-<strong>waste</strong> campaign needs to be developed.<br />

Recommendation 4<br />

� Government <strong>and</strong> major <strong>in</strong>stitutions can lead by example. Exemplify<strong>in</strong>g the<br />

desired change will <strong>in</strong>spire other <strong>in</strong>stitutions <strong>and</strong> <strong>in</strong>dividuals to adopt more healthful<br />

<strong>and</strong> susta<strong>in</strong>able practices. Leadership is an essential complement to social market<strong>in</strong>g<br />

campaigns <strong>and</strong> <strong>in</strong> this <strong>in</strong>stance could be demonstrated by m<strong>and</strong>at<strong>in</strong>g fruit <strong>and</strong><br />

<strong>vegetable</strong> requirements for all food sold <strong>and</strong> distributed <strong>in</strong> government agencies <strong>and</strong><br />

<strong>in</strong>stitutions <strong>and</strong> by implement<strong>in</strong>g compost<strong>in</strong>g systems <strong>in</strong> all of their facilities.<br />
