Waste reduction as a new goal For five years now ARA is also obligated to support waste avoidance and waste reduction activities. One of the first projects in 2003 was the financing of a chair for resource management at the Technical University of Vienna. One of the goals was to close the loop between waste management and design plus production by creating a knowledge base. Students should learn how products should be designed for optimised recycling material streams. Other actions included setting up an initiative to support small and medium sized enterprises in their effort in waste avoidance. This major project is run in cooperation with the City of Vienna, the province of Lower Austria and the Austrian Camber of Commerce. Small and medium sized enterprises can apply for investment grants that are directed towards waste avoidance. Of course ARA will take up this challenge; after all competition in trade and industrial sectors has exists since 1996 and ARA managed quite well. “There is nothing wrong with competition – government however must make sure through appropriate legislation that there is a level playing field for all competitors especially in this sensitive area. It must also be taken into consideration whether competition in the household packaging arena endangers the national ecological and economical achievements and benefits created over the years. It must also not decrease the flexibility and improvement potential of the collection system.
