MEETINGS NOW START AT 7.00PM
As from our May meeting, meetings start at 7.00PM.
Under our agreement with the Council we must vacate the premises
by 9.30pm. Please assist us all by leaving the room when requested
THE CONSTITUTION HAS BEEN PASSED!
At the May General meeting the variations to the constitution proposed by the constitution review committee
were passed with minor variations. There was some difficulty getting a quorum of 167 members present and
the meeting was unable to start until a little after 7.30pm following action by some members to round up a
few and get them to the venue. Thank you to those who encouraged others to attend and to all who attended
what can often be a boring and contentious meeting.
• As a result of the passage of these variations, we have a clearer and more equal definition of
membership which complies with the requirements for motor vehicle registration.
o All persons named as Joint Members and now have full voting rights as do all persons
named as Single members, provided that in each case they are aged 16 or more. Previously
we had just over 300 memberships with 300 Full members and about 200 Associate
Members. We now have about 500 Members.
o A Quorum for a meeting is now 15% of Members. This means that currently 75 members
are required to be present for a meeting to legally proceed. Previously (and for the
constitution review meeting) 167 were required to be present.
o The Committee has been better defined and all officers will be elected for 2 years, with half
the committee being changed every year. Allowance has been made in the constitution that
at this years AGM all positions will be declared vacant, with half the committee being
appointed for 1 year (President, Treasurer, Membership Secretary, and 2 committee
members) and half of the committee for 2 years (Vice President, Secretary, Events Director,
and a committee member).
(Note that the Editor’s position is not a Committee Position)
Several minor issues with wording in the revised constitution were raised by members but the meeting
agreed that the rule of common sense will prevail, and none of the issues are show stoppers. Public Officer
Peter Bailey reported that there will have to be a minor review after 12 months to remove clause 9.2 which
relates to the change over in committee arrangements applying for the next 2 years, and wording changes for
issues raised can be addressed then.
MEMBERSHIP RENEWALS NOW DUE
Membership renewal for the 2012/2013 is now due and have been set at $50 for the year for either “Single”
or “Joint” membership.
You should have received a renewal form and instructions for renewal in the post. If you have not, please
contact Alvin Jenkin on 8529 2504 or email gvvcvced@baonline.com.au.
To ensure continuing historic registration of your vehicles it is essential that you are paid up by vehicle
validation day, 23 rd or 24 th June.
WARNING:
Under State Law, Registrars are required to notify the Department of Planning, Transport and
Infrastructure of members who are not financial at 30 June within 14 days, and the Department may
then take action to cancel any Historic Registration held by such members ++ . SO ENSURE THAT
YOU ARE PAID UP!!
Vehicle Validation Inspections
Saturday June 23 rd and Sunday June 24 th from 10.00am to 4.00pm
Gawler Recreation Centre on Nixon Terrace
These inspections are required to validate that your vehicles on conditional historic
registration conform with the Code of Practice. Your log books must be signed by a
club registrar for you to retain the conditional registration.
All vehicles must be validated by a club registrar, and the registrars will not sign
off on a log book for a vehicle they have not inspected, ie this is a 100% validation
inspection. Whilst this may be difficult for members with multiple vehicles, it has
been found necessary as result of some member’s vehicles having been inspected
by Transport SA inspectors and found to not comply with the Code of Practice.
NOTE: You must present your registration papers and 2012/2013 Membership Card with your log book.
If you do not, your log book will not be signed. The treasurer or his representative will be on site to take late
renewal fees and issue membership cards.
If you cannot present your vehicle(s) on these dates, please contact one of the registrars to arrange an inspection
time. Do not expect the registrars to come to you, make an arrangement to take your vehicle to the registrar.
Note that under State Law, log books will expire on the 30th of June 2011, and your vehicle is deemed as not
being registered if the Log Book has not been signed by a club registrar.
Registrars are Barry Bywater 8522 3641, Allan Kempster 8562 8651 and Norm Matthews 8254 3569
Historic Registration Update
The long mooted variation to the closing date for Historic Registration was passed into legislation on 26 th
April and comes into effect on 1 st July 2012. It is still possible to get your post 1979 historic vehicle onto
Historic Rego if it was manufactured prior to 1 January 1983 and you do it by 30 th June. Contact one of the
registrars pronto if you wish to do so!
The revised legislation allows for the Conditional Registration of certain Street Rods and makes small
changes to the requirements for Left Hand Drive vehicles. It also changes the rules for regular vehicle
compliance inspections by the Club
See Page 15 for details of changes to the legislation and the Code of Practice.
Resignation:
Dear Martin and members of the GVVCVC,
Recently I sold my Austin A55 Sedan and it has gone to Sydney. I have decided not to continue my membership wth
the Gawler Veteran Vintage and Classic Vehicle Club.
I would like to congratulate the Club for being such an efficient, friendly organisation and for the great cameraderie I
Their first outing was a run to Morgan over
now on bitumen roads it is much less
ATTENTION ALL MEMBERS
Bay to Birdwood Traffic Management (or lack thereof)
The South Australian Police have advised the Bay to Birdwood Committee that they will not limit the Bay to
Birdwood route to one way traffic this year. This creates significant risks for both Bay to Birdwood
participants and for other road users. Vehicles participating in this years event are all over 57 years old and
thus are likely to be slower than today’s traffic, and the earlier ones are slower than the later ones. Vehicles
need to be able to pass the slower ones safely.
You can object to this decision by contacting your local member of Parliament, and a form letter is available
for this purpose. Please email or phone the editor (8529 2504) for a sample copy of the letter. Those who
have contacted MPs have had a sympathetic response, so hopefully we can get this decision changed.
By the way, entry forms to Bay to Birdwood are available on the internet at
http://www.baytobirdwood.com.au/2012entryform.pdf Vehicles manufactured before 31 Dec 1955 are
eligible.
Run Reports
Run organisers are requested to nominate someone on the run to provide an article for the Journal, and also someone to
report on the run to meetings (preferably a separate person for each). A report sheet is available to assist in reporting
and is on the web site home page by clicking the “Run report template” button . Reports should include some statistics
on number of cars and people on the run plus information of a general nature. Photos of the run are earnestly sought by
the Editor and the Webmaster.
RMS Titanic Centenary Commemoration - 14 th April Kev & Eileen Draper
The RMS Titanic Centenary Commemoration - Fund Raiser Night ("in support of and benefit to National
Breast Cancer Foundation and Prostate Cancer Foundation of Australia") at the Convention Centre as part of
the Titanic Historical Worlwide Event on 14th April 2012 - 100 years since Titanic sank in the North
Atlantic Ocean.
Trevor Bellchambers had been asked by the event organisers to find a couple of suitable Vintage cars to add
to the display re the commemoration of the fateful sinking of the Titanic held at the Convention Centre. Part
of the evening incorporated a 109,000 balloon drop that was a Guiness Book World Record in recognition of
Courage - Human Endurance - Survival. Cars on display were David and Pam Moule's 1929 Chev Roadster
and Kev and Eileen Draper's 1928 Model A Ford Tourer.(see photo on back page of this issue)
The cars were the centre of the display of artifacts as part of the Titanic Grand Dining Room and a dock
scene of the era as the Titanic prepares to leave Southampton. Feedback from the organisers was that they
were delighted with the cars and they added much to the display.
Both cars were polished "within an inch of their lives". Most people park their cars in the car park and then
walk into the restaurant but we had the pleasure of driving directly into the Centre. Kev was a little
concerned about parking our 80+ year old cars on carpeted floors but neither cars (being potty trained)
disgraced the Gawler Veteran Vintage & Classic Vehicle Club by marking their territory with oil stains.
Haighs Chocolates & Keswick Army Barracks & Museum Wed 18 th April
Wednesday morning 18th April dawned as a delightful autumn day and
found 58 participants assembled on Greenhill Road, PARKSIDE ready
to begin a fascinating and taste tempting visit to Haighs Chocolates and
afterwards to the Headquarters of the Keswick Army Barracks on Anzac
Highway.
The name Haighs has been synonymous with fine chocolates since 1915
and most of those who ventured into the Showroom were able to indulge
in delicious chocolate tastings as well as the free coffee and tea while
selecting from an extensive range of factory-fresh chocolates and
confectionery. Because of the large number visiting on this occasion,
large TV screens projected audio-visual presentations of the actual
manufacture of the various products and we have since learned that
there were a fortunate few who were invited to accompany a guide to view first hand the actual factory
production line – from the initial pouring of chocolate right through to the various hand made specialities. It
was reported that some would have been quite happy to take home the workers gloves as a souvenir and tasty
reminder of their visit.
After stocking up on a good supply of chocolate products the next stop was just around the corner to Anzac
Highway and the location of the Keswick Army Barracks.
GVVCVC Journal June 2012 Page 8

For most - this is just an address on a journey down Anzac Highway to
Glenelg but after entering the gates past the Administration Centre it was
quite amazing to discover how huge the complex actually is - with many
impressive buildings as well as the huge Parade Ground that included a
huge and formidable Army Tank.
The first appointment was a tasty and delicious BBQ Lunch which
included drinks ably presented by a distinguished group of Army Personnel
– we later learned that this efficient catering team included several retired
Army Personnel such as a Lieutentant Colonel, Brigadier and several Army
Majors– so we were in the company of good and capable organizers who
later invited everyone to assemble in groups to take in a comprehensive and detailed tour of the complex.
Don Raggatt Next to a 25 Pounder
similar to that he used in Malaya
While some were escorted on a historic and informative tour around
the actual Campus, others were shown around the amazing exhibits in
the Historic Museum, all of this information was most educational,
often emotional and touched the hearts of all those in attendance.
It was great that some of our Members were able to spend time
reminiscing with Army staff, as well as renewing earlier childhood and
career memories reminding us again of the somewhat small world in
which we all live!
Our thanks must go to the organisers of this outing as well as the Army
Personnel involved and we know everyone experienced an outing that
will long be remembered
Malcolm Wickes Collection, Balhannah 29 th April by TRUN
If you missed this run you missed a beauty.
A good turnout of members and historic vehicles assembled at the Tafe car park.
The weather looked promising as we set off at 09:30 for Balhannah via
Williamstown, Birdwood and Mt Torrens.
We received a slight shower approaching Birdwood but soon cleared for the rest of
the day.
Dianne Wick welcomed us to view her father’s collection of rare vehicles which
many of our members had never heard of.
We were also invited to view the magnificent original homestead abound with
treasures of the period.
The homestead also housed a fine collection of stationary engines.
Following a picnic lunch at the site we were treated to another collection of restored
horse drawn baker’s vans near Hahndorf.
I think he had cornered the market on the vans, I have not seen any others for years, I
am sure they are all here.
We also discovered the host liked ice cream, well collecting containers anyway.
When we thought we had seen it all we were escorted to a cellar to view an
astounding collection of butter and milk equipment.
Thanks to our hosts and Fred for a truly surprise event.
TRIPS OF TRIUMPH:
Mike Osborne
Including Malcolm Wickes Collection, Balhannah 29 th April and British
Classics Tour 6 th May
Sometimes it seems the more cars you have, the less chance there is of having one
that is easily usable! Our Bristol is in the trimmers awaiting arrival of some
material and the door window winder on the Alvis was giving problems. Coachbuilt
cars are OK, but window lifting by means of bowden cable and pulleys raises _ no
pun intended, problems. Fortunately, Nev Cowie’s motorcycle shop at Kadina
keeps the cable in stock.
With these jobs to do, the days out in the Triumph TR4A have increased in the last few weeks. No worries
in that either, as the hard top and great fuel economy have been benefits, as we’ve threaded our way through
the Adelaide Hills on two weekends running. In late April we stayed overnight with Bruce and Anne
Williams at Hillbank. Great company, a walk to admire the views over the City, meal, a drink or two and
good night’s sleep, before heading off to the Hills the next day.
We enjoyed the looks at two private collections- one of the cars and the other of horse drawn milk floats. As
the regards the cars, of about the fifteen cars in the collection there were a third of makes, I’d never heard of,
let alone seen before- e.g. - Brocklebank, Yellow Cab Co., Gordon, Flanders. However I was really
amazed at a Turcat-Méry, a French car built from 1899 until 1928. Apparently it is now celebrated as the
marque that won the inaugural Monte Carlo Rally, but in its prime it was also known for Grand Prix racing
and for producing The Car of the Connoisseur. Many thanks to the GVVCCC and the owners of the vehicles
for the day. As we travelled back through Kersbrook, where we said we’d stop for a coffee, Bruce Williams
discovered a clutch problem on the TR7. The rod from the master cylinder to the pedal had become
disconnected, due to a circlip falling out. As I’ve experience of doing various contortions in sports cars, I
was able to fix it. It’s been a while since I’ve laid on my back in a sports car, with my legs dangling over the
seats- and never in daylight!. Bruce rewarded me with a bottle of Outback Wines Shiraz. It was so good, we
bought more just a few days later!
The following weekend had been marked down as my birthday treat- a journey to Victor Harbour for two
nights in the lovely McCracken Cottage and a chance to take part in the HMVC’s British Classics Tour. We
had taken part in a previous HMVC weekend about 18 months ago, so we knew it would be a great event.
We were not to be disappointed. I opted for the long way to Victor, going via Gawler, Kersbrook, Handorf,
Euchunga and Middleton. Bruce and Anne had booked their accomodation in Milang which proved to be a
fair run from Victor Harbour.
With possible showers, we left the targa top on, but the car is light and airy, with just enough room for all
our stuff and the navigator, Molly the dog. A drink on arrival, a walk on the beach and fish and chips from
Victor Harbour- who needs the high life?
The next morning we met up with the owners and passengers of
over 100 other British cars, at the HMVC club room area. A great
job was done by the HMVC in marshalling and generally looking
after the visitors.
None more so that with the morning tea of large scones, jam and
cream, before we headed off on an attractive drive into the local
area. There was a choice of a short route and a longer one. Along
with most of the entrants, we opted for the longer ones, taking a
comfortable pace behind Bruce and Anne. Up ahead, an Austin 16
and Jaguar XK 120 were no slouches. On the finish of the run, we
were all directed to park on the grass reserve nearthe Victor Hotel.
The members of the HMVC should feel proud of putting on such a
great event- hospitality, instructions, morning tea and even some awards- all for just ten bucks- an event
with a content and price that others might care to note.
GVVCVC Members John and Vanessa Eason in their vintage Singer won a well deserved prize for the best
period costume.(see photo previous page).
About 3 PM, we headed off to give Molly a good walk, then it was time get a meal for the evening, before
another good night’s sleep. On Monday morning, we took another route home, avoiding the busy roads, with
a couple of stops. Fuel consumption worked out about 33 mpg – 8.5 l/100 km, so pretty reasonable. A really
good weekend and a splendid way to celebrate my birthday. Thanks to all those who made it such a good
time.
ELECTRICAL CALCULATIONS
Your humble editor is qualified in electronics, so he has no problems understanding electricity, the main
factors of which are expressed by Ohm’s law expressed as E=IR where E=EMF in Volts, I=Current in Amps,
and R=resistance in Ohms (Ώ) There is also another equation P=EI where P=Power in Watts
Confused?, Well here are the methods of calculating these things in layman’s terms as presented by one of
our members
If we use V = VOLTS; A = AMPS; 0= OHMS (RESISTANCE) and W = WATTS
V= AxO V=W/A V 2 =WxO
A=V/O A=W/V A 2 =W/O
O=V/A O=W/A 2
O=V 2 /W
W=VxA W=OxA 2 W=V 2 /0
Colin & Jenny McCracken
COLIN McCRACKEN
Born: Geelong on 23rd November 1943.
Colin’s father was in the RAAF at the time, in the Islands and at Moretai.
He has an older sister, Gwenyth and a younger sister Pam.
The family moved to Lillimur about 1946 and bought a farm North of
Lillimur at Yearinga. Colin went to a country school with his sisters at
Cove Estate, until he was in Grade 3. After this school closed he went on
a bus into Kaniva Consolidated School until he was 16. He left school to
be a farmer and to help his parents run sheep and crop the land. During
this time he was interested in Homing Pigeons and he also played tennis
and football, later Rifle Shooting and Sporting Shooters Association.
In 1966 he met Jenny Bone and they were married at Nhill, Victoria.
They went on to have three children Craig, Tiffany and Scott.
The farm kept him busy, clearing 1100 acres of scrub to run sheep. He
sowed Lucerne for grazing the sheep (lots of Mallee root fires!)
He also ran a Landrace Stud Piggery for extra income. He was a Shearer too at other farms shearing sheep
locally and at Balmoral Vic as well as Coonawarra in Sth.Aust.
Later he was interested in poultry and ducks, mainly showing them at many shows and winning some
trophies. He travelled to Wagga Wagga in NSW for a Waterfowl Spectacular and also to Adelaide SA for a
Bi-Centennial Poultry Show, winning Best Pekin Duck. The prize for this was a trip on the Ghan to Alice
Springs. He also showed at Benalla in Vic. He had Pekins, Runners & Ruens. He also judged in Qld.
Because of a bad back Colin needed some sheep dogs to help with the work on the farm. He bought Black
and Tan Kelpies and bred and sold the pups and trained them, he ran schools for farmers on training their
dogs.
On moving to Horsham he continued to train dogs and he leased some land near the Grampians and ran ewes
and lambs for a couple of years, he then obtained a job selling farm machinery for Irwin Motors in Horsham
for 8 years.
At this time he purchased a red 1967 model MGB in Bendigo. Both Colin and Jenny enjoyed this car and
joined the Wimmera Mallee Veteran and Vintage Car Club, going on lots of Rallies as well as R.A.C.V tours
around Victoria.
After moving from a 10 acre block at Riverside into Horsham Colin then purchased a 1973 XA Falcon to
restore. This project took 3 years of restoration with the help of Mr David Barnard of Horsham.
Colin became an Industrial Chaplain for the Wimmera Shire for 3 years, before retiring and moving to
Gawler. He said it was the most rewarding job he had.
Both Colin & Jenny are now members of the GVV&CV Club and really enjoy the company of their many
friends.
JENNY McCRACKEN ( nee Bone)
Born: Nhill in 1944.
Jenny was the fourth child in a family of 1 sister and 3 brothers.
When she was about 10 years of age and after her father left the RAAF they lived in Nhill, then moved to a
family farm 5 miles from Nhill.
Jenny attended Nhill Primary School and later Nhill High School attending there until Year 11. She was
then able to get a job at Macaulay Chemist in Nhill working as an Account Keeper and serving customers.
She worked in this position for six years until she met a handsome guy from Kaniva (Colin McCracken) at a
dance.
In 1966 they were married and had 3 children while both working hard on the farm at Lillimur North.
Jenny cooked for a little shop, run by farmers wives, where they sold cakes, pasties etc. once a week, the
shop taking a commission.
GVVCVC Journal June 2012 Page 12

During this time Jenny was involved in the local School Mother’s Club as well as the Combined Mother’s
Club in Kaniva playing tennis for Lillimur and Netball at Serviceton.
A change came to the family lifestyle when Jenny was diagnosed with Breast Cancer and as Colin’s parents
had both passed away, they made the big move to Horsham, leasing the land and settling into a new lifestyle
in town.
In Horsham Jenny joined the C.W.A (doing a stint as Treasurer) and also became involved in the Hospital
Ladies Auxilliary Committee, helping to raise money for Life Saving equipment as well as holding
Mannequin Parades twice a year for the local Hospital.
Jenny also enjoys travelling around with Colin as well as taking part in the many activities of the Gawler VV
& CV Club.
DO YOU HAVE FIRST AID
QUALIFICATIONS?
If so the Committee would like to hear from you.
Our club events have a lot of participants and sometimes
the unfortunate happens, and a member requires first aid. It
is desirable that we have a register of qualified first aid
personell to provide assistance in these instances.
If you do have qualifications could you please let the
Events Director, Fred Chapman, or any member of the
committee know. Hopefully we will introduce a feature
into future renewal forms to capture this information
Members Cars
Mark Chapman and his Cadillacs
(see photos on back page)
I presently have two Cadillac vehicles being a 1963 6 Window Sedan Deville and a 1971 Cadillac El Dorado
Coupe. Both cars have been in the family for many years.
I purchased the 1963 in 1987. It was advertised in the Saturday Advertiser at Rostrevor. On inspecting the
car it wasn’t running and was told it had several bent pushrods. I decided to buy the car and take a chance.
Once home the bent pushrods were replaced and motor assembled. It was only a few weeks till the Cornish
Festival so I thought what a great run to try the car out. The trip from Gawler to Kadina used about 2 Litres
of oil and on the way home about another 2 litres, not to mention how much petrol I put in the tank. Once
home the engine came apart and I found one cracked piston. On contacting other 1963 Cadillac owners to
track down a standard size piston I was told it was a common problem. A secondhand piston solved the
problem. Features of the 1963 are 390 cubic inch engine, Power Quarter Vent and Power Windows, Self
Seeking Radio, Power Operated Seat, 4 Speed Automatic Transmission and Air Conditioning.
The 1971 El Dorado Coupe was purchased by my father in 1985 privately at North Adelaide. Once again this
car was advertised in the Advertiser. I don’t know anything of the cars history prior to 1985 but it was
converted to Right Hand Drive by Bill Buckle Motors in Sydney. My father passed away in 2008 and now
the El Dorado coupe is a great addition to the 1963. Features of the El Dorado are 500 Cubic Inch Engine,
Front Wheel Drive, 3 Speed Automatic Transmission, Self Seeking Radio. Power Seats and Air
Conditioning.
Both cars were purchased before any of the American imports and American Car Dealers were established.
We were looking for a Cadillac for some time and choice was very limited. When you saw a Cadillac
advertised in the paper you had to buy it. You couldn’t be fussy over year or body style. Both cars are
excellent highway cruisers and soak up the miles with ease. The 1963 does about 15 m.p.g and the 1971
about 14 m.p.g. They are typically American Cars with Big bodies, Large engines and Smooth ride. Cadillac
engines were not used in any other General Motors products. All Cadillac vehicles were manufactured in
their own plant.
The Cadillac has been the world’s motor industry premier innovator for over 100 years. Listed below are
some of their important achievements since forming in 1902:.
1908 wins England’s Automotive Club prestigious Dewar Trophy for high quality production of standardised
engineered components. three identical cars were sent to England. disassembled, their components mixed up,
reassembled then ran 500 miles without fault. Cadillac adopts ‘Standard Of The World’ as its slogan.
1912 to 1915. Wins the Dewar Trophy again (making it the only manufacturer to do so) for the introduction of an
electric self starter, ignition and lighting. Because the difficult crank handle is eliminated, this makes it easier for
women and the elderly to use motor vehicles. Cadillac introduces the world’s first V8 engine.
l920s. Introduces lacquer paint and multi colours to the market. Releases first convertible.
1929. Security Plate safety glass, double-acting Delco shock absorbers, and chrome-plated trim items were introduced
for all models. Cadillac eliminated gear clash during shifting by the introduction of a new “Synchro-Mesh Silent- Shift”
transmission.
1930s. Develops first V16 engine and is manufacturing and an incredible 68 body styles. Introduces sun roofs to the
industry
1948. The industry’s first curved windshields were introduced by Cadillac.
1949. wins first ever ‘Car Of The Year’ award.
1954 Three safety innovations in Cadillac were an “autronic eye” which automatically dimmed the headlamps, a onetouch
system for washing and wiping the windshield. and a padded instrument panel cover.
1955. introduces power steering as standard on all cars. Electrifies windows. Develops most recognised and iconic
styles ever: the Finned tailed Cadillacs.
I960s. First company to introduce self adjusting brakes, thermostatically controlled Climate Control, electric seats with
seat memory, seat warmers, stereo radio and seat belts.
l970s. Introduced air bags. largest mass production V8 ever (500 cubic inches) and electronic fuel injection.
1980s. First manufacturer to introduce computer microprocessors to control ignition, fuel injection and vehicle
diagnostics.
l99Os wins Malcolm Baldridge Quality award and introduces electronic traction on front wheel drives.
2000s the CTS becomes the fastest production V8 sedan in the world. Introduces Voltec electric Powered Coupe
“:These regulations will come into operation on 1 July 2012.
historic vehicle means—
(a) a motor vehicle that was manufactured before 1 January 1979; or
(b) a motor vehicle that—
(iii) was so registered immediately before that date or at some earlier time;
left hand drive vehicle means a motor vehicle that was manufactured before 1 January 1979 and has its steering wheel
Also a Draft Code of Practice has been prepared “for the Conditional Registration Scheme for Historic Vehicles,
Prescribed Left Hand Drive Vehicles, and Street Rod Machines” This may be viewed on the internet at
http://www.fhmcsa.org.au/Assets/final%20draft%20Code%20of%20Practice.pdf . This document is 43 pages long but
the following extracts are of particular interest:
Regarding Street Rods
4.2 As detailed further below, from 1 July 2012, it will be necessary for existing recognised motor vehicle
clubs and their designated authorised persons to apply to the Registrar of Motor Vehicles for recognition
and authorisation in relation to street rod vehicles should they wish to include this category of vehicle in
their club membership for conditional registration.
6.2.2 The club must make the application to the Registrar for the appointment of an authorised person and this
can be done by submitting a written application on official club letterhead stating:
·--------- (lots of things)---------then
from 1 July 2012 onwards, a club’s application for an authorised person for street rod vehicles must
include a letter from their club’s official certifying that the candidate is;
(i) competent in inspecting a street rod vehicle in terms of the content stated in the exemption
documentation issued by the Department; and
(ii) proficient in their knowledge of the National Guidelines for the Construction and Modification of
Street Rods in Australia and the South Australian Technical Advisory Committee Manual for Street
Rods
(Editor’s comment: At this stage it would appear that GVVCVC would be precluded from accepting Street
Rods unless action is taken to register the club with the Registrar for the purpose, and a suitably qualified
Club Authorised Person (ie club registrar or inspections officer)is found)
Regarding Vehicle Inspections
6.4.2 From 1 July 2012 onwards, each club vehicle must be inspected by their club’s authorised person at a
minimum of once every five (5) years or when requested to do so by the Registrar of Motor Vehicles.
They must also retain records of such inspections.
6.4.3 From 1 July 2012 onwards, participating vehicle owners must provide their club with a statutory
declaration annually verifying the eligibility of the vehicle to be registered under section 25 of the Act
for the purposes of this scheme and detailing any modifications made to vehicle during that year. If any
modifications have been made to the vehicle, the participating vehicle owner must detail the
modifications made since the last declaration and/or club inspection of their vehicle.
(Editor’s Comment: Hopefully someone will come up with a standard form of Statutory Declaration. Statutory
declarations must be witnessed by a Justice of the Peace or Notary public or other officer by law authorised to
administer an oath or affirmation, proclaimed members of the police force and proclaimed bank managers, so
there will be some pressure on any such persons who are members of the GVVCVC!)
