1 INTRODUCTION<br />
The UK Dept <strong>of</strong> Trade and Industry and the Carbon Trust (DTI & CT) have contracted<br />
Garrad Hassan and Partners (GH) to carry out a review <strong>of</strong> specific subjects pertaining to the<br />
future development <strong>of</strong> <strong>of</strong>fshore wind power in the UK.<br />
The scope <strong>of</strong> the work defined by DTI & CT [1.1] requires appraisal <strong>of</strong>:<br />
1. Economics <strong>of</strong> <strong>of</strong>fshore wind power;<br />
2. Available <strong>engineering</strong> resource for the <strong>of</strong>fshore wind industry; and<br />
3. Achievable load factors for UK <strong>of</strong>fshore projects.<br />
The findings <strong>of</strong> the review are reported in individual sections below, each being prefaced by<br />
more specific definition <strong>of</strong> the objectives.<br />
