Garrad Hassan and Partners Ltd Document: 3914/BR/01 Issue: C FINAL 1 INTRODUCTION The UK Dept of Trade and Industry and the Carbon Trust (DTI & CT) have contracted Garrad Hassan and Partners (GH) to carry out a review of specific subjects pertaining to the future development of offshore wind power in the UK. The scope of the work defined by DTI & CT [1.1] requires appraisal of: 1. Economics of offshore wind power; 2. Available engineering resource for the offshore wind industry; and 3. Achievable load factors for UK offshore projects. The findings of the review are reported in individual sections below, each being prefaced by more specific definition of the objectives. 1 of 30
