Contracting Officer 

• Authority to award contracts

– Consider advice of specialists, such as lawyers, 

engineers, and quality assurance specialists 

• Appoint Contracting Officer Representatives

• COR appointed by the Contracting Officer 

– Monitors performance and maintains direct 

communications with the contractor 

– Reviews and approves invoices 

– Accepts the supplies or services
