Contracting Officer

• Authority to award contracts

– Actual authority versus apparent authority

• Responsible for effective contracting

– Award and administer funded contracts to meet

customer requirements

– Ensure fair and equitable treatment

– Consider advice of specialists, such as lawyers,

engineers, and quality assurance specialists

• Appoint Contracting Officer Representatives

(CORs)

Contracting Officer Representative (COR)

• COR appointed by the Contracting Officer

– Monitors performance and maintains direct

communications with the contractor

– Reviews and approves invoices

• COR is not authorized to:

– Alter the contract

– Make contracting decisions

– Discuss acquisition plans

Contracting Officer Technical Representatives

(COTRs) may also be appointed
