IHAP Recommendation
THAT Development Application DA-622/2011 be APPROVED in accordance with
the recommendation of the Director City Planning, subject to amendments as follows:
1. Insert new conditions as follows:
“6a. Units 7, 13, 19 and 27 internal planning shall be reconfigured to
provide primary daylight access to all habitable rooms without making
use of the eastern void.
6b. Provide a suitable modulated façade design and external finishes for the
side walls on the eastern and western façades exposed to view.
6c. The attics shall be relocated 800mm further north, away from the Anglo
Road elevation.
6d. The eastern lift shall be moved 300mm closer to the eastern façade.
6e. Provide a small alcove/meeting place (including a seat) inside the
residential entry and close to the entry point from Anglo Road.”
2. Insert a new condition as follows:
“65a. Three additional street trees (of the species Callistemon Red) are to be
provided at the Lilian Lane frontage.”
Vote: 5-0 in favour
Site Visit
An inspection of the site was undertaken by the Panel and staff members prior to the
public hearing.
Public Addresses
The applicant’s representatives attended and provided information in relation to
questions raised by the Panel. There was no other public address for this item.
Panel Assessment
The Panel generally agrees with the officer’s recommendation but is concerned with
aspects of the proposal including the impact of the development on the adjoining
Anglo Road mall.
Additional conditions have been suggested to address this concern and other issues
related to façade design, internal planning and amenity.
The attics within the roof space should be relocated to the north towards Lilian Lane
by approximately 800mm to increase solar access to the atrium and Anglo Road.
The Panel considered that three additional street trees should be included on Lilian
Lane as a condition.
