<strong>Disaster</strong> <strong>Risk</strong> <strong>Reduction</strong> <strong>in</strong> <strong>the</strong> <strong>United</strong> <strong>Nations</strong><br />

<strong>in</strong> order to (i) support stakeholders for quick recovery <strong>in</strong> <strong>the</strong> aftermath<br />

of disasters focus<strong>in</strong>g on employment creation, (ii) <strong>in</strong>troduce policies and<br />

programmes focus<strong>in</strong>g on preparedness and plann<strong>in</strong>g for livelihood recovery,<br />

and (iii) implement active measures for reduc<strong>in</strong>g livelihood vulnerabilities<br />

and risks, <strong>in</strong> disaster-prone areas.<br />

By mobiliz<strong>in</strong>g relevant actors for reconstruction, crises can open a w<strong>in</strong>dow of<br />

opportunity to promote decent work for a better future. The “ILO Declaration<br />

on Social Justice for a Fair Globalization” adopted by <strong>the</strong> International<br />

Labour Conference <strong>in</strong> 2008 <strong>in</strong>stitutionalizes <strong>the</strong> Decent Work concept<br />

developed by <strong>the</strong> ILO s<strong>in</strong>ce 1999. The “Global Employment Agenda” is one<br />

of <strong>the</strong> <strong>in</strong>struments for <strong>the</strong> implementation of <strong>the</strong> Social Justice Declaration.<br />

The UN Economic and Social Council (ECOSOC) approved a M<strong>in</strong>isterial<br />

Declaration encourag<strong>in</strong>g <strong>the</strong> UN system to develop a toolkit to promote<br />

decent work. S<strong>in</strong>ce <strong>the</strong>n ILO has worked closely with o<strong>the</strong>r agencies through<br />

<strong>the</strong> Chief Executives Board (CEB) chaired by <strong>the</strong> UN Secretary General. The<br />

f<strong>in</strong>al product, <strong>the</strong> CEB Toolkit for Ma<strong>in</strong>stream<strong>in</strong>g Employment and Decent<br />

Work, is designed to help organizations, throughout <strong>the</strong> multilateral system,<br />

assess and improve employment and decent work outcomes of <strong>the</strong>ir own<br />

policies, programmes and activities.<br />

“Decent Work Country Programmes” (DWCP), adopted by Governments as<br />

a component of <strong>the</strong> UNDAF and PRSP, constitute <strong>the</strong> country frameworks<br />

for ILO’s pre-disaster risk reduction <strong>in</strong>terventions and post-disaster recovery.<br />

With<strong>in</strong> this framework, ILO promotes <strong>the</strong> participation of its constituents<br />

<strong>in</strong> implement<strong>in</strong>g targeted decent employment recovery and development<br />

policies and orient<strong>in</strong>g livelihood risk reduction programs.<br />

In disaster recovery scenarios, ILO works actively with <strong>the</strong> UN and o<strong>the</strong>r<br />

multilateral agencies to develop policies and programmes that support <strong>the</strong><br />

creation of decent employment opportunities as a central plank of efforts<br />

to reduce and eradicate poverty, thus help<strong>in</strong>g affected populations avoid<br />

becom<strong>in</strong>g dependent on relief aid and fall <strong>in</strong>to a vicious circle of poverty<br />

aggravated by shocks and crises. Concurrently, ILO seeks to advocate<br />

and raise awareness among disaster actors to place decent employment<br />

concerns and local economic recovery strategies at <strong>the</strong> forefront of national<br />

and <strong>in</strong>ternational efforts <strong>in</strong> promot<strong>in</strong>g disaster risk management. It focuses<br />

on employment and vulnerable livelihoods through a variety of policies and<br />

programmes:<br />
