<strong>Disaster</strong> <strong>Risk</strong> <strong>Reduction</strong> <strong>in</strong> <strong>the</strong> <strong>United</strong> <strong>Nations</strong><br />
are also an important bridge between immediate needs and longer-term<br />
reconstruction and development.<br />
Enhanc<strong>in</strong>g employability through vocational tra<strong>in</strong><strong>in</strong>g. ILO <strong>in</strong>vests – <strong>in</strong> <strong>the</strong><br />
aftermath of a disaster – <strong>in</strong> upgrad<strong>in</strong>g <strong>the</strong> employability of job-seekers to<br />
facilitate <strong>the</strong>ir absorption <strong>in</strong> <strong>the</strong> labour market. In post-disaster situations<br />
tra<strong>in</strong><strong>in</strong>g can help affected <strong>in</strong>dividuals and households <strong>in</strong> restart<strong>in</strong>g <strong>the</strong>ir<br />
livelihoods and reduc<strong>in</strong>g dependence from relief aid. In address<strong>in</strong>g this<br />
challenge, ILO has developed a solid expertise, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> <strong>the</strong> non-formal<br />
or unorthodox approaches sometimes needed to launch adapted tra<strong>in</strong><strong>in</strong>g<br />
services <strong>in</strong> at-risk areas or badly damaged post-disaster economies.<br />
Support to SMEs and micro-enterprises. ILO promotes <strong>the</strong> diversification of<br />
household <strong>in</strong>come options for populations <strong>in</strong> high-risk areas <strong>in</strong> order to<br />
reduce <strong>the</strong>ir vulnerability to hazards and ensure that <strong>the</strong>ir <strong>in</strong>come and<br />
assets are not underm<strong>in</strong>ed by behaviours that <strong>in</strong>crease <strong>the</strong>ir vulnerability<br />
to disasters. Through <strong>the</strong> expanded use of well tested tra<strong>in</strong><strong>in</strong>g packages,<br />
such as Start and Improve Your Bus<strong>in</strong>ess, <strong>the</strong> Women Entrepreneurship<br />
Progamme and o<strong>the</strong>r tools, ILO supports enterprises to consolidate <strong>the</strong>ir<br />
position <strong>in</strong>to <strong>the</strong> formal or <strong>in</strong>formal market, provides advisory services to<br />
governments, employers’ organizations and workers’ associations on policies<br />
and programmes to facilitate f<strong>in</strong>ance for SMEs, as well as advice on tools<br />
and approaches for responsible restructur<strong>in</strong>g of sectors, value cha<strong>in</strong>s and<br />
enterprises. To this aim, ILO also works at enabl<strong>in</strong>g <strong>the</strong> local environment<br />
for enterprises, develop<strong>in</strong>g value cha<strong>in</strong>s, and enhanc<strong>in</strong>g local economic<br />
development and <strong>the</strong> performance of <strong>the</strong> small and micro enterprises.<br />
Support to Microf<strong>in</strong>ance Schemes. In order to contribute to livelihood<br />
disaster risk reduction and <strong>in</strong>crease resilience of employment and <strong>in</strong>come,<br />
ILO - through its microf<strong>in</strong>ance programme - promotes <strong>the</strong> development of<br />
f<strong>in</strong>ancial risk-shar<strong>in</strong>g mechanisms, particularly <strong>in</strong>surance and re<strong>in</strong>surance<br />
aga<strong>in</strong>st disasters, as appropriate. It also promotes alternative and<br />
<strong>in</strong>novative f<strong>in</strong>ancial <strong>in</strong>struments for address<strong>in</strong>g livelihood disaster risk.<br />
ILO’s <strong>in</strong>tervention tools <strong>in</strong>clude expert support for micro-scale <strong>in</strong>formal<br />
activities and micro-credit schemes, materials, market<strong>in</strong>g advice, guidance,<br />
and tra<strong>in</strong><strong>in</strong>g to microf<strong>in</strong>ance lenders and micro- and small-scale enterprises,<br />
<strong>in</strong>clud<strong>in</strong>g cooperatives.<br />
Targeted support to vulnerable groups and sectors. By support<strong>in</strong>g <strong>the</strong><br />
government <strong>in</strong> implement<strong>in</strong>g special programs targeted to vulnerable<br />
people and sectors, such as, <strong>in</strong>troduc<strong>in</strong>g temporary youth employment<br />
programs, ILO contributes to <strong>the</strong> aim of diversify<strong>in</strong>g livelihoods and<br />
