SECTION 1 — OVERVIEW OF ICT IN AGRICULTURE: OPPORTUNITIES, ACCESS, AND CROSS-CUTTING THEMES 13<br />
The Sourcebook provides users with a fairly comprehensive<br />
overview of current and upcom<strong>in</strong>g ICT-<strong>in</strong>-<strong>agriculture</strong> applications<br />
and how they might improve agricultural <strong>in</strong>terventions<br />
or strategies. The Sourcebook is not a primary research<br />
product nor does it claim to be the def<strong>in</strong>itive treatment of a<br />
sector that is evolv<strong>in</strong>g so rapidly. The modules are <strong>in</strong>tended<br />
to serve as a practical resource for development professionals<br />
seek<strong>in</strong>g a better understand<strong>in</strong>g of the opportunities and<br />
exist<strong>in</strong>g applications offered by ICT as tools for agricultural<br />
development.<br />
Overall, each module seeks to provide guidance through<br />
real examples for development practitioners <strong>in</strong> the follow<strong>in</strong>g<br />
areas:<br />
� Provid<strong>in</strong>g a landscape of exist<strong>in</strong>g ICT applications that<br />
assesses applications <strong>in</strong> their local context.<br />
� Understand<strong>in</strong>g current trends <strong>in</strong> ICTs as they perta<strong>in</strong><br />
to <strong>agriculture</strong> and the contributions that ICT can<br />
make to enhance agricultural strategies and their<br />
implementation.<br />
� Design<strong>in</strong>g, implement<strong>in</strong>g, and evaluat<strong>in</strong>g appropriate<br />
and susta<strong>in</strong>able ICT components of agricultural<br />
projects.<br />
� Build<strong>in</strong>g effective partnerships—public and private—to<br />
promote ICT access and <strong>in</strong>novation for <strong>agriculture</strong>.<br />
� Includ<strong>in</strong>g ICT <strong>in</strong> policy dialogue and plann<strong>in</strong>g with<br />
country counterparts on agricultural and rural development<br />
goals and priorities.<br />
To facilitate learn<strong>in</strong>g, the Sourcebook is split <strong>in</strong>to this <strong>in</strong>troductory<br />
module plus 14 modules focus<strong>in</strong>g on specific aspects<br />
of the agricultural sector <strong>in</strong> relation to ICTs (table 1.1). Each<br />
module provides:<br />
� An overview of how ICT is used <strong>in</strong> each focus area,<br />
along with the current trends;<br />
� The challenges, lessons, and key enablers for us<strong>in</strong>g<br />
ICTs;<br />

In the beg<strong>in</strong>n<strong>in</strong>g of each module, an “In this Module” Box<br />
briefly describes the content <strong>in</strong> the modules, <strong>in</strong>clud<strong>in</strong>g the<br />
overview, Topic Notes, and Innovative Practice Summaries.<br />
The Innovative Practice Summaries are bulleted underneath<br />
the description of the Topic Note, and can be viewed directly<br />
by click<strong>in</strong>g on the title. Many of the tools, examples, and<br />
projects discussed also <strong>in</strong>clude l<strong>in</strong>ks to websites and other<br />
useful resources.<br />
Due to the chang<strong>in</strong>g nature of ICT, the Sourcebook is provided<br />
electronically at http://www.<strong>ict</strong><strong>in</strong><strong>agriculture</strong>.org/. The<br />
website provides a wide array of additional resources, follows<br />
new private and public sector applications, reviews<br />
impact assessments and research, and presents updates<br />
from <strong>in</strong>terventions discussed <strong>in</strong> the modules. In addition,<br />
the website ma<strong>in</strong>ta<strong>in</strong>s occasional forums and discussions,<br />
creat<strong>in</strong>g a space for practitioners from various discipl<strong>in</strong>es to<br />
share knowledge and experiences. The onl<strong>in</strong>e version also<br />
allows users to “build their own Sourcebook” by download<strong>in</strong>g<br />
modules relevant to their needs and l<strong>in</strong>k<strong>in</strong>g directly from<br />
hyperl<strong>in</strong>ks <strong>in</strong> the text to projects or technologies of <strong>in</strong>terest<br />
<strong>in</strong> the other modules or on the web.<br />
Over time, the World Bank and <strong>in</strong>foDev will cont<strong>in</strong>ue to build<br />
collaborations with other organizations and subject matter<br />
experts to expand and update the Sourcebook as new<br />
examples, evidence, and good practices emerge. Given the<br />
still-limited evidence on how to implement ICT-<strong>in</strong>-<strong>agriculture</strong><br />
<strong>in</strong>itiatives, the World Bank plans to further develop its operational<br />
practices and country-specific technical assistance as<br />
evidence and analysis accumulates.<br />
