The Sub-Committee continued to monitor the<br />
Lloyds’ Joint War Committee (JWC) Hull War,<br />
Strikes, Terrorism and Related Perils Listed Areas.<br />
Following the JWC’s revision of the list to include<br />
waters beyond the eastern Somalia coast and<br />
Gulf of Aden areas out to 600 nautical miles, the<br />
Sub-Committee agreed that it would be necessary<br />
for individual owners and operators to decide if it<br />
might be more prudent for them to deviate their<br />
ships from the Gulf of Aden and to sail round the<br />
Cape of Good Hope.<br />
The Sub-Committee further agreed that it would be<br />
necessary for owners, operators, charterers and their<br />
respective P & I Clubs to determine who should bear<br />
the additional costs that might arise from such a<br />
deviation or if a ship should be hijacked and held for<br />
ransom.<br />
IMO Committee<br />
Chaired by Councillor Mr. Patrick Phoon, the IMO<br />
Committee comprises the Chairman and members<br />
drawn from all the four SSA Operational Committees.<br />
To assist the IMO Committee in their work, MPA<br />
has agreed to conduct briefi ngs for the Committee<br />
both prior to and immediately after major meetings<br />
of the various IMO Committees such as the Marine<br />
Environment Protection Committee (MEPC) and the<br />
Maritime Safety Committee (MSC).<br />
In addition to the ongoing work done on Material<br />
Safety Data Sheets and contributions to the MSC<br />
Correspondence Group on piracy, the Committee<br />
has also worked closely with MPA to develop a<br />
<strong>Singapore</strong> position on the ongoing discussions at<br />
MEPC on addressing the emission of Greenhouse<br />
Gases from ships.<br />

The SSA continues to nurture its close working<br />
relationships with various government agencies<br />

and statutory boards, including the MPA, ICA, the<br />
<strong>Singapore</strong> Customs (SC), and other related institutions.<br />
Dialogue and exchange sessions are organised<br />
frequently to ensure a common understanding of the<br />
needs and issues within the industry.<br />

on the board,<br />
advisory<br />
committees<br />
and working<br />
committees of<br />
several government<br />
statutory<br />
departments.<br />
Likewise, some of<br />
these government<br />
agencies are<br />
also invited<br />
to participate<br />
in several SSA<br />
Committees as<br />
observers.<br />
Strong ties are also maintained with other<br />
organisations dealing with the maritime industry such<br />
the SMA, SMF, ASMI, SCMA, the <strong>Singapore</strong> Maritime<br />
Offi cers’ Union (SMOU), the <strong>Singapore</strong> Organisation<br />
of Seamen (SOS) and the <strong>Singapore</strong> National Shippers’<br />
Council (SNSC).<br />
The SSA is a member of the <strong>Singapore</strong> Business<br />
Federation (SBF) and the <strong>Singapore</strong> Chinese Chamber<br />
of Commerce & Industry (SCCCI).<br />
