isinG eleCtriCity demAnd nsW is australia’s most populous state. peak energy demand in nsW has been growing at a faster rate than the average demand and this trend has resulted in an increasing demand for electrical services across all sectors of the economy. in particular, the developments in the residential sector and the increase in business centres located primarily in sydney, newcastle and Wollongong has required increased transmission capability to support them. on 28 july 2008, TransGrid recorded a peak winter demand of 14,274MW. This was followed by a peak summer demand of 14,106MW on 6 february 2009. To meet this increasing demand, TransGrid is embarking on a large capital works program that will see a 24 percent increase in the value of its assets over the next regulatory period. TransGrid places a high priority on identifying opportunities to reduce demand growth. demand management projects that TransGrid is likely to implement during the 2009 to 2014 regulatory period include: > a network support project combined with development of the electricity supply to the sydney cbd and inner metropolitan area. > a project with the state’s distributors for the development and implementation of efficient demand side response solutions and responses to requests for proposals (rfp) for non-network alternatives. > provision of reactive power support from power stations for the main system network. > implementation of a system protection scheme to improve the power transfer capability between snowy and yass/ canberra. ContributinG to nAtionAl eleCtriCity mArket develoPment The primary regulatory reviews impacting TransGrid during the year included: > The aer review of regulated cost of capital (Wacc) parameters. > further development of the national transmission planning arrangements around the national Transmission planner (nTp) function within the newly created australian energy Market operator (aeMo). > The establishment of the regulatory investment Test – Transmission (riT-T). reviews of significance, which will depend on future decisions from the Ministerial council on energy (Mce), include the finalisation of a national framework for transmission reliability standards and changes to national electricity market arrangements. The establishment of the nTp is aimed at improving the coordination of transmission planning across the neM. This initiative is complemented by the establishment of the riT-T, to replace the regulatory Test. a key objective of the new test is to ensure that market benefits are more fully accounted for when assessing transmission augmentation options. TransGrid is committed to working with the other neM transmission service providers, and aeMo, to ensure that the reform objectives are achieved to the maximum extent possible. during the year, the aeMc delivered its report to the Mce recommending a national framework for establishing and reviewing transmission reliability planning standards. The framework is crucial in ensuring a transparent accountability framework for transmission investment decisions across the neM. The Mce also initiated a review of neM arrangements to ensure that they are not impeding the delivery of climate change policies. The aeMc produced its second interim report on 30 june 2009 which includes proposals to improve processes for connecting remote renewable energy sources to transmission networks, establish transmission charges between regions, and introduce a transmission charge for generators reflecting the transmission congestion associated with different locations. Customer ConneCtions Generation connection activity has continued to increase during the year. This included connection enquiries, processing of connection applications, and the connection of three new generating stations to TransGrid’s network during the year. specifically, 600MW of new gas turbine generation was established at colongra on the central coast; more than 660MW of new gas turbine generation was established at uranquinty in south Western nsW; and 140MW of wind generation capacity was connected at the capital Wind farm near bungendore. also, over 400MW of gas fired generation was established at Tallawarra with TransGrid working closely with integral energy and aeMo to ensure successful connection to the transmission network. The total of around 1800MW of generator connections during the year (including Tallawarra) is significant in that it is the first major addition of new generation capacity in nsW since the early 1990s. progress was also made on major load expansions during the year. notably the Visy pulp Mill near Tumut is undergoing an expansion and is expected to draw significant additional load early in 2009/10. longer term system development is also being planned to provide improved reliability for the expanded Visy operation. following the completion of an options study, the other load expansion is now likely to connect to the local distribution network service provider. FAir PriCinG TransGrid’s allowable revenue is set every five years by the aer. each year, TransGrid adjusts its revenue for inflation and then sets its transmission prices. TransGrid’s prices for 2008/09 were published in May 2008, as required by the national electricity rules. from these annual revenues, TransGrid calculates its transmission prices in accordance with the methodology described in the rules. There was a moderate 2.3 percent increase for 2008/09 to the average retail customer, which equates to approximately $2.80 per household per year in real terms.
