Two functions <strong>of</strong> communication apply to both intra- and interorganizational situations. <strong>The</strong> ideational<br />

function <strong>of</strong> communication refers to its role in the generation and use <strong>of</strong> ideas and knowledge in the<br />

organization (see GATEKEEPERS; IDEOLOGY). Simon's description <strong>of</strong> decision premises and their<br />

circulation through the organization is one example <strong>of</strong> the ideational function. This function is critical<br />

to the processes <strong>of</strong> social reasoning and ORGANIZATIONAL LEARNING which contribute to<br />

ORGANIZATIONAL EFFECTIVENESS. <strong>The</strong>re is also an ideological function <strong>of</strong> communication: it is<br />

the vehicle for the development and promulgation <strong>of</strong> ideologies, systems <strong>of</strong> thought which normalize<br />

and justify relations <strong>of</strong> POWER and CONTROL. Postmodern analysis <strong>of</strong> organizations asserts that the<br />

reigning discourse in organizations defines what is correct and incorrect and who is able to decide<br />

matters <strong>of</strong> truth and<br />
