Jose Clariot thought no one would notice
his single-engine plane descend into a
Nashville airport early one morning in January.
After all, he wasn’t flying in the most ideal
circumstances. It was still dark outside, and to make
matters worse, he was caught in the middle of a rain
storm. But it wasn’t the weather outside that Clariot
was concerned with, or the fact that he was flying in
the dark. It was the 154 pounds of cocaine stuffed in a
suitcase stowed inches below his feet.
Clariot was trying to avoid detection. He flew slow
and low to the ground to evade local radar. He thought
no one nearby would notice him. And he was right.
No one nearby did notice him. But there was one thing
FPCON
Continued from Page 2
two reasons: gaps in its Force
Protection Condition (FPCON)
practices and security posture.
“They saw that the security
at Dix was more lax,”
said Runkle. “Fort Dix was
the softest target of the five.”
To prevent this situation
from happening at March,
it’s always important to
keep information about FP-
CON protocol up to date.
The first thing is to know
what FPCON the base is cur-
rently in, said Runkle. This
information should always be
posted at installation and facility
entrances. Along with
that, it is important to understand
why the FPCON has
been increased (attack on base
facilities, specific threat to
the base, etc.). The unit control
centers are responsible for
handing out this information.
Each FPCON is accompanied
by an appropriate set of
measures that must be taken.
For example, during FPCON
Bravo, parking spaces right next
to buildings should be coned
and roped off to achieve a stand-
This coupon entitles the customer to
$1.00 off any 24oz or 32oz smoothie
as possible. In FPCON Charlie,
there must be door guards
posted at every facility, and all
personnel entering and leaving
must be properly logged.
Just knowing the lists of
measures isn’t enough, though:
in many cases, it will be the responsibility
of certain individuals
or squadrons to deal with
specific tasks. Make sure you
have up-to-date information on
what is expected of you during
a high FPCON situation.
To even further increase the
safety of March Reserve Base
during the summer, interested
individuals can join the Eagle
Eyes program. This program,
created and organized by the
Air Force Office of Special Investigations,
puts you on the
Anti-Terrorism team by providing
you with information
needed to recognize and report
suspicious behavior
Always be on the lookout
for any suspicious individuals
and packages, and be sure
to know the correct procedure
for dealing if any situations
should arise. If dealing with
a suspicious package, be sure
to never touch it. First, try to
find out if it belongs to any-
one, but don’t spend too much
time trying to do so. Next,
evacuate the area and call 911.
“If I could relay one message
to the March community,”
said Runkle. “It would
be, ‘If something attracts your
attention or makes you feel
uncomfortable, don’t second
guess yourself, report it!’”
Lists of the proper measures
for each FPCON, along with information
about joining the Eagle
163d to expand Predator training at March
The Field Training
Detachment’s MQ-1
Predator maintenance
training schoolhouse
will soon be fully
accredited.
By Tech. Sgt. Julie Avey
163d Reconnaissance
Wing Public Affairs
The 163d Maintenance
Group’s Field Training Detachment
(FTD) here will soon
be a fully accredited MQ-1
Predator maintenance training
schoolhouse, according to
a memorandum of agreement
between Air Education and
Training Command (AETC),
Air National Guard Bureau
(ANGB) and the 163d FTD.
Once the approval is final,
the FTD will report directly to
AETC at Randolph Air Force
Base headquarters in Texas,
although it will remain part
of the 163d Reconnaissance
Wing. The schoolhouse now
operates under Detachment 13
at Nellis Air Force Base, but
will be placed in AETC’s chain
of command after approval.
The move will also bring more
capabilities to the unit, such
as the ability to train active
duty, Reserve and Air National
Guard personnel on Predator
maintenance operations.
The decision to make the
unit a formal training facil-
LAST CLASS: Field Training Detachment superintendent and instructor Master Sgt. Bill Salinas
(left) explains the main landing gear tow-in rigging procedure for the MQ-1A Predator to Tech. Sgts.
Chris Stout (center) and Kevin Shellman, 163d Aircraft Maintenance Squadron crew chiefs. This
procedure is required when removing and replacing the Predator’s main landing gear. Sergeants
Stout and Shellman were in the last class taught before the FTD moved to a new, larger facility.
ity was driven primarily by the
high demand for training on the
Predator, according to Senior
Master Sgt. Ron Egan, 163d
Maintenance Group superintendent.
However, the unit is
quickly building a reputation
for being on the leading edge of
the Predator mission, he said.
In fact, during a recent visit
to the FTD, Col. Christopher
Chambliss, who leads active
duty Predator operations at
Creech Air Force Base, Nev.
– including maintenance training
– indicated that he was
impressed with the FTD facilities.
The colonel also said he
would like to see active-duty
members training at the 163d’s
facilities in the near future.
Predator maintenance at
the 163d RW recently moved
to a new building to facilitate
the training, which previously
took place in a hangar used
temporarily after the wing
transitioned from its KC-135
Stratotankers to the Predator
in late 2006. Now, equipment
and tools are making their way
to the FTD, which will enable
the unit to accommodate more
students. In fact, instructors
will be able to conduct classes
of up to 40 students per shift.
Students will begin by attending
a three-day Predator
introduction course either
at the 163d FTD or at Nellis
AFB before getting about 30
days of hands-on training at
Creech AFB. They will continue
with five- to six-week
classes for crew chiefs, avionics
or ground communications
training at Creech, then return
to their home stations to complete
their hands-on training.
The 163d FTD will teach
ground communications systems,
aircraft power plant,
general systems and avionics
systems – all under one roof,
in five state-of-the-art rooms
in the new facility. One of the
classrooms contains a fixed
ground control station, providing
students with line of
sight to a training aircraft located
in an adjacent room.
The unit has plenty
of room to grow, according
to Sergeant Egan.
“Equipment is the only limitation,”
he said. “The new building
brought the magnitude of
space for the classes to take place,
and in the near future more capabilities
will allow us to grow.”

Know what a $100 burger tastes like?
By SrA David K. Flaherty
452d Air Mobility Wing,
Public Affairs
Members of the March
Air Reserve Base aero club
know what a $100 hamburger
tastes like. They’ll
tell you you can’t buy one on
base, or in the local area. But
for the select few who have
their private pilot’s license
and are members, renting an
airplane at the club for $70,
and flying to Laughlin, NV.,
for lunch isn’t so farfetched.
“Just being part of the
club, you can come out here,
rent a plane and go anywhere
you want,” said Taylor
Cole, the assistant man-
AMOC
Continued from Page 1
Clariot wasn’t counting on
– that over 2,000 miles away
he was being watched by the
Air and Marine Operations
Center, the world’s largest
law enforcement air and
marine force, located at
March Air Reserve Base.
AMOC had been tracking
Clariot’s suspicious flight
patterns for over a day and
had already alerted the local
authorities.
When the local law
enforcement inspected the
plane at the airport and found
the narcotics, the Nashville
Drug Enforcement Agency
hailed it as the city’s second
largest seizure of cocaine
in recent history. For the
members of March’s Air and
Marine Operations Center,
it was just another day at the
office.
“A lot of the illegal
activity that we have in the
drug and terrorism area
revolves now around the
private air travel industry,”
said Edward M. Yarbrough,
United States Attorney
ager of March ARB’s Aero
Club. “We also have flyaways
once a month where
everyone will get together
in different planes and fly
out to eat lunch somewhere.”
Cole says getting a private
pilot’s license
at
March’s
Aero Club is
about half of what
it costs at most civilian
flying schools. FAA
requires all student pilots
to have at least 40 flying
hours – 20 of those with an
instructor. At $100 a lesson,
Cole said by the time a
student is ready to take the
for the Middle District of
Tennessee. “[AMOC] alerted
us to take a look at the plane,
and it was checked as soon
as it landed. Their quick and
coordinated efforts are truly
commendable.”
From the control room of
the Crisis Response Center,
AMOC agents track all noncommercial
airplanes flying
in U.S. air space. To provide
24 hour surveillance over the
entire United States, their
state-of-the-art surveillance
center gathers information
from civilian and military
radar sites, as well as their
own fleet of unmanned aerial
vehicles patrolling the border.
“We’re the only law
enforcement interdiction
center the United States has
that does this type of thing,”
said Tony Crowder, the
executive director at AMOC.
“The morale here is very
good because we find bad
people who don’t want to be
found and stop bad stuff from
hurting America. That’s
basically what we’re about.”
But it’s not just superior
radar that gives AMOC the
upper hand. AMOC falls
FAA pilot’s test, they end
up spending around $4,000.
“The idea is to get you
comfortable with the airplane,
like when you’re
driving a car,” said Cole.
under U.S. Customs and
Border Protection in the
Department of Homeland
Security. Their access to
other federal agencies’
databases gives them the
ability to track, identify,
and support the interdiction
of potential smugglers —
“Only in a car, if you stall
on the highway all you do
is pull over. When you’re
flying a plane, you really
don’t want to stall in the air.”
drugs, illegal immigrants,
money, or even weapons of
mass destruction.
BUSTED: U. S. Attorney Ed Yarbrough announces in January
that Jose Clariot, Franklin Guzman, and Oscar Toledo have
been indicted by a federal grand jury for trafficking cocaine using
a Cessna twin-engine airplane. On the table is 154 pounds of
cocaine worth an estimated $1.75 million. The Air and Marine
Operations Center, located at March, was instrumental in locating
the airplane. The indictment also seeks that the airplane, shown
in the background, be forfeited to the government. Left to right are:
and watch the threat on radar.
They’re able to take action
and intercept impending
threats over U.S. skies, or in
“The bad guys are
kinds of criminal enterprises
– including terrorist
organizations.”
