Arts and Culture Task and Finish Forum Recommendations<br />
Summary<br />
The Arts and Culture Task and Finish Forum have presented its final report to the<br />
Overview and Scrutiny Committee. The report and recommendations were endorsed by<br />
the Committee. The recommendations are set out in this report. The final report of the<br />
Forum can be found at http://www.eastdevon.gov.uk/actaff_final_rpt_200712.pdf .<br />
Recommendation<br />
That recommendations 1 – 9 of the Arts and Culture Task and Finish Forum final report,<br />
with the addition to recommendation 5 to include the wording “and for THG Management<br />
Group to examine the best use of staff resource”, be agreed.<br />
a) Reasons for Recommendation<br />
The Forum have examined the main elements of the Arts and Culture provision by the<br />
<strong>Council</strong> and have concluded that the recommendations give the opportunity to improve<br />
the provision for arts and culture across the <strong>District</strong>, with a view to reducing the overall<br />
budget.<br />
b) Alternative Options<br />
The recommendations be refused and the provision remain static and the budget<br />
unchanged.<br />
c) Risk Considerations<br />
The Forum consider that action taken now, particularly in regard to the Thelma Hulbert<br />
Gallery, will help to reduce the budget spent whilst maximising the opportunities that<br />
the Gallery offers to both visitors to and residents of the <strong>District</strong>. Failure to take action<br />
on the Gallery may result in further overspend on the current budget provision.<br />
d) Policy and Budgetary Considerations<br />
The recommendations, if implemented, will lead to a decrease in the current budget<br />
level for arts and culture provision.<br />
