Clerk Bennett reported that demographics for the post office size has been<br />
accepted by the Chicago Office of the United States Postal Service and that a<br />
funding package is being assembled for a <strong>Canton</strong> Post Office, She said<br />
acceptance of the funding package should be available by the end of April and<br />
bids could be allowed as early as this summer.<br />

THE CHARTER TOWNSHIP OF CANTON ORDAINS:<br />
SECTION I. AnnrnoN TO THE CODE.<br />
This section amends the Code to add this Ordinance.<br />
12 301. Section l. Short Title; Purpoac.<br />
This section titles the Ordinance and provides that the purpose is to regulatelicensing<br />
procedures and standards for persons, firms, and corporations<br />
engaged irrthe business of electrical contracting, fire alarm contracting, or<br />
sign contracting.<br />
12.302. Section 2. Definition*. .<br />
This section defines Apprentice Electrician, Board, Department, Electrical<br />
Equipment,-Electrical Contractor. Electrical Inspector. Electrical<br />
Journeyman. Electric Sign. Electrical Wiring, Fire Alarm Contractor. Fire<br />
Alarm Specialty Apprentice Technician, Fire Alarm Specialty Licensure, Fire<br />
Alarm Specialty Technician, Fire Alarm System. Jobeite, Master Electrician,<br />
Minor repair work, municipality. Outline Lighting, Owner, Sign Specialist,<br />
Sign Specialty Contractor, Sign Specialty Licensure, and related sign wiring.<br />
12.303. Section 3. ' jigdn—tl Exceptions.<br />
This section prohibits a person, firm, or corporation from the business of<br />
electrical contracting, fixe alarm contracting, or sign contracting and provides<br />
for exceptions including minor repair work, electrical work by a homeowner<br />
in a single family home, certain work performed by mechanical contractors,<br />
electrical wiring associated with a water well pump on a single family home,<br />
burglar alarm systems, residential lawn sprinkling equipment, electric signs<br />
when under the direct supervision of a licensed Sign Specialist, and<br />
telecommunications eq ui f<br />

Alarm Specialty Technicians_to registered Fire Alarm Specialty Apprentice<br />

This section establishes the requirements for and the circumstances under<br />
which the Department shall issue a Sign Specialty Technician License, the<br />
eligibility requirements for re-examination after failure to pass, and the<br />
conditions of renewal.<br />
12.314. Section 14. T.irfinf and RftgiftraUon Few and Annual<br />
This section provides that the fees for examination and/or all licenses<br />
regulated by this Ordinance shall be prescribed by the Board of Trustees,<br />
provides for expiration of licenses on December 31st of eftch year, requires<br />
annual renewal of license; provides for issuance of licenses by the Building<br />
and Inspection Services Department of the Charter Township of <strong>Canton</strong>,<br />
requires licenses to be displayed and prohibits transfer of licenses, provides<br />
for revocation if work permits are secured for work not to be done by person<br />
employed by license holder, provides that the Building and Inspection Services<br />
Department shall register Apprentice Electrician and Fire Alarm Specialty<br />
Apprentice Technician upon recommendation of the Board; provides for<br />
expiration of such registration dn August 31st of each year, prohibits<br />
recognition of a license unless such license is issued by a cooperating member<br />
of the Reciprocal Electrical Council, Inc., a municipality that has adopted an<br />
Ordinance under Section 6 of the Electrical Administrative Act 217, or the<br />
Michigan Electrical Administrative Board, and provides that the Township<br />
shall permit Electrical. Fire and Sign Contractors fully licensed in Michigan<br />
to perform work in the Township provided the license holder pays a<br />
registration fee and there is reciprocal recognition. •<br />
12 315. Section 15. Reservation of Authority.<br />
This section provides that the Board reserves the right, with reasonable<br />
discretion, to determine who shall be entitled to a licence regulated by this<br />
Ordinance.<br />
12.316. Section 18. Denial oi Liceaae or Regiitration.<br />
This section provides that the Board, by <strong>major</strong>ity vote and a preponderance of<br />
evidence that an applicant does not meet the licensing requirement, shall<br />
issue a written denial to the applicant with a notice that the applicant can. in<br />
writing, request a hearing within ten days of the denial. After a hearing, the<br />
applicant may. within 20 days, file an appeal to the Township Board of<br />
Trustees.<br />
12.317. Section 17. Suspension. Revocation of License. or Denial of<br />
License.<br />
This section provides that the Building and Inspection Services Department<br />
shall have the authority to investigate the activities of a licensee or person*"',<br />
registered pursuant to this Ordinance including, bQt not limited to, fraud or<br />
deceit in obtaining a license or registering, violation of a code, false<br />
advertising, a violation of this Ordinance or rules, failure to produce<br />
identification, recommendations by the Michigan Electrical Administrative<br />
Board to suspend or revoke a license, and cheating on an examination. This<br />
section further provides for the right to a hearing and the appeal process<br />
12.318. Section 18. RepeaL<br />
This section provides for the repeal of all conflicting Ordinances.<br />
12.319. Section 19. Severability.<br />
This section provides that the Ordinance is severable and if any portion of the<br />
Ordinance is declared invalid for any reason, thfe remaining provisions of the<br />
Ordinance will remain valid.<br />
12320. Section 20. Saviaga Clauge. .<br />
This section provides that the repeal and amendment provided for herein<br />
shall not abrogate or affect any acts committed or done, or any penalty or<br />
forfeiture incurred, or any pending litigation or prosecution or any right<br />
established or occurring prior to the effective date of this Ordinance.<br />
12.321. Section 21. Effective Date.<br />
This section provides that the Ordinance shall be effective upon publication.<br />
This Ordinance was duly adopted by the Township Board of Trustees of the<br />
Charter Township of <strong>Canton</strong> at its regular meeting called and held on the<br />
23rd day of April. 1996 and was ordered given publication in the manner<br />
given by law.<br />

Motion by Bennett, supported by Burdziak. to adopt the resolution waiving a<br />
$5 00 per day fine, pursuant to M.C.L. 211.27b(lKc), for ownership transfers<br />
that occurred in 1995, with certain exceptions. Motion carried unanimously.<br />
Resolution Waiving Fee - Property Transfer<br />
WHEREAS, buyers of real property have been required to file property<br />
transfer forms with the local assessor since January 1. 1995; and<br />
WHEREAS, the forms required to be filed, now known as Property Transfer<br />
Affidavits, were not available from the Michigan Department of Treasury<br />
until the summer of 1995; and<br />
WHEREAS, instructions necessary to process Property Transfer Affidavits<br />
(Michigan Department of Treasury form L-4260) were not made available<br />
until October. 1995; and<br />
WHEREAS, a meaningful opportunity for buyers to file form L-4260, as<br />
required by law, as stated undefM.C.I^ Section 211.27a(8), has not been<br />
afforded to buyers in 1995.<br />
NOW, THEREFORE. BE IT RESOLVED that the Board of Trustees of the<br />
Charter Township of <strong>Canton</strong> does hereby waive the $5.00 per day fine<br />
pursuant to M.C.L. 211.27b•!! businesses in <strong>Canton</strong> who havs done so moan<br />
improve our quality of life.<br />
Motion by Bennett, supported by Burdziak, to hogor Kenneth A Esther<br />
Hulsing for their community contributions. Motion earned unanimously.<br />
Proclamation Honoring the Hulsings -<br />
WHEREAS, Kenneth and Esther Hulsing have made life-long contributions to<br />
the Plymouth-<strong>Canton</strong> Community's cultural, human service and educational<br />
programs; and . ,<br />
WHEREAS, the Hulsings' commitment to the arte and to civic organizations<br />
has spanned not only the Plymouth Symphony Society, but also> the Plymouth<br />
Symphony League, the Plymouth Community Arts Council the Schoolcraft<br />
College Foundation, the Educational Excellence Foundation, the Association at<br />
University Women, the Girl Scouts, the Plymouth Rotary Club, and the United<br />
Way; and<br />
WHEREAS, the Hulsings also have an outstanding history of public service to<br />
the community, with Esther having served both on the Hym^th-<strong>Canton</strong><br />
Community Board of Education and as Plymouth Township Clerk from 1978 to<br />
1992, and Kenneth having served on the Plymouth-<strong>Canton</strong> Board of<br />

WHEREAS, both Esther and Kenneth will be honored by the Plymouth<br />
Symphony during its golden anniversary gala celebration on Fnday, April 2b,<br />

NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the<br />
Charter Township of <strong>Canton</strong> does hereby extend a heartfelt thanks to Kenneth<br />
and Esther Hulsing for their numerous contributions to the community and<br />
does further honor the Hulsings on this special occasion.<br />
Motion by Bennett, supported by Burdziak, to grant special event status for<br />
the Plymouth-<strong>Canton</strong> Schools, WSDP radio station and permission to install<br />
temporary signs to be displayed announcing the event of WSDPs radio station<br />
auction. Motion carried unanimously.<br />
GENERAL CALENDAR:<br />
Motion by Bennett, supported by McLaughlin, granting the petitioners<br />
request to approve the site plan for Ma* St Enna's restaurant to be located on<br />
<strong>Canton</strong> Center Road, subject to the addition of a lighting detail. Motion<br />
carried unanimously.<br />
Motion by Bennett, supported by McLaughlin, approving the request of the<br />
petitioner for site plan approval of the proposed Mission Health/<strong>Canton</strong><br />
Medical Center, including modifications to parking requirement and building<br />
height Motion carried unanimously<br />
Motion by Bennett, supported by McLaughlin, granting the request of the<br />
project sponsor to approve the final preliminary plat for River Woods<br />
Subdivision and having obtained approval for a special use to utilize the<br />
cluster development and variances to the Subdivision Control Ordinance.<br />
Motion carried unanimously.<br />
Motion by Bennett, supported by LaJoy, approving Liberty Plumbing as the<br />
low bidder for the purchase of 500 Shellback Torpedo sump pumps at<br />
$105,800.00, plus a $4,200.00 contingent fee for associated support hardware,<br />
not to exceed a total of $110,000. Motion carried unanimously.<br />
Motion by Bennett, supported by ShefTerly, approving suhmittal of a grant<br />
application for the Community Policing Strategies Program targeting <strong>Canton</strong><br />
Commons apartment complex and utilitizing the Community Policing<br />
philosophy, and agreement by this Board to implement the program as<br />
outlined in the application. Motion carried unanimously.<br />
Motion by Bennett, supported by LaJoy, to award the 1996 Lawn and<br />
Cemetery Maintenance Bid to the low bidder. Conveniently Yours Lawn Care,<br />
for the amount of $11,986.00, a <strong>Canton</strong> company. Motion carried unanimously<br />
Motion by Bennett, supported by McLaughlin, that the change order in the<br />
amount of $7,980.00 be approved for PWR Enterprises to complete the<br />
