British imperial memories <strong>and</strong> <strong>Europe</strong> 105<br />

derived largely from its past, <strong>and</strong> came to be echoed over time by both<br />

Labour <strong>and</strong> Conservative leaders:<br />

‘As I look out upon <strong>the</strong> future <strong>of</strong> our country <strong>in</strong> <strong>the</strong> chang<strong>in</strong>g scene <strong>of</strong> human<br />

dest<strong>in</strong>y I feel <strong>the</strong> existence <strong>of</strong> three great circles among <strong>the</strong> free nations <strong>and</strong> democracies.<br />

The first for us is naturally <strong>the</strong> British Commonwealth <strong>and</strong> Empire with<br />

all that that comprises. Then <strong>the</strong>re is also <strong>the</strong> English speak<strong>in</strong>g world, centr<strong>in</strong>g<br />

upon <strong>the</strong> United States, <strong>in</strong> which we, Canada, <strong>and</strong> <strong>the</strong> o<strong>the</strong>r British Dom<strong>in</strong>ions<br />

play so important a part. And f<strong>in</strong>ally <strong>the</strong>re is a United <strong>Europe</strong> ...These three<br />

majestic circles are co-existent, <strong>and</strong> if <strong>the</strong>y are l<strong>in</strong>ked toge<strong>the</strong>r <strong>the</strong>re is no force<br />

or comb<strong>in</strong>ation which could overthrow <strong>the</strong>m, or even challenge <strong>the</strong>m effectively.<br />

Now if you th<strong>in</strong>k <strong>of</strong> <strong>the</strong> three <strong>in</strong>terl<strong>in</strong>ked circles you will see that we are <strong>the</strong> only<br />

country which has a great part <strong>in</strong> every one <strong>of</strong> <strong>the</strong>m. We st<strong>and</strong> <strong>in</strong> fact at <strong>the</strong> very<br />

po<strong>in</strong>t <strong>of</strong> junction, <strong>and</strong> here <strong>in</strong> this isl<strong>and</strong> at <strong>the</strong> centre <strong>of</strong> <strong>the</strong> seaways <strong>and</strong> perhaps<br />

<strong>of</strong> <strong>the</strong> airways also, we have <strong>the</strong> opportunity <strong>of</strong> jo<strong>in</strong><strong>in</strong>g <strong>the</strong>m all toge<strong>the</strong>r ...Over<br />

<strong>and</strong> above all special questions <strong>the</strong>re rises before us <strong>the</strong> dread <strong>and</strong> solemn issue<br />

<strong>of</strong> <strong>the</strong> survival <strong>of</strong> Great Brita<strong>in</strong> <strong>and</strong> her Empire as a united power <strong>in</strong> <strong>the</strong> first rank<br />

among nations.’ 11<br />

Churchill captured <strong>the</strong> essential dilemma <strong>of</strong> a decl<strong>in</strong><strong>in</strong>g, but not defeated,<br />

imperial power, but one whose history <strong>and</strong> pride now meant that<br />

it was confronted with <strong>the</strong> qu<strong>and</strong>ary <strong>of</strong> ei<strong>the</strong>r rema<strong>in</strong><strong>in</strong>g a player <strong>in</strong> all<br />

arenas or deliberately scal<strong>in</strong>g down its operations. Churchill’s clear preference<br />

was for Brita<strong>in</strong> now to use all <strong>the</strong> advantages <strong>of</strong> its history <strong>in</strong> <strong>the</strong><br />

service <strong>of</strong> protect<strong>in</strong>g <strong>the</strong> free world from <strong>the</strong> <strong>in</strong>roads <strong>of</strong> communism. But,<br />

as he said <strong>in</strong> 1951, ‘I never thought that Brita<strong>in</strong> or <strong>the</strong> British Commonwealth<br />

should, ei<strong>the</strong>r <strong>in</strong>dividually or collectively, become an <strong>in</strong>tegral part<br />

<strong>of</strong> a <strong>Europe</strong>an federation, <strong>and</strong> have never given <strong>the</strong> slightest support to<br />

<strong>the</strong> idea ...We help, we dedicate, we play a part, but we are not merged<br />

<strong>and</strong> do not forfeit our <strong>in</strong>sular or Commonwealth-wide character. I should<br />

resist any American pressure to treat Brita<strong>in</strong> as on <strong>the</strong> same foot<strong>in</strong>g as <strong>the</strong><br />

<strong>Europe</strong>an States, none <strong>of</strong> whom have <strong>the</strong> advantages <strong>of</strong> <strong>the</strong> Channel <strong>and</strong><br />

who were consequently conquered.’ 12 Nei<strong>the</strong>r Conservatives nor Labour<br />

th<strong>in</strong>kers deviated far from this stricture until <strong>the</strong> pressures became too<br />

great: <strong>the</strong> ‘found<strong>in</strong>g myths’ <strong>of</strong> <strong>in</strong>tegration on <strong>the</strong> Cont<strong>in</strong>ent were not<br />

necessary for <strong>the</strong> British, given <strong>the</strong>ir different experience <strong>of</strong> empire <strong>and</strong><br />

was very much <strong>in</strong>fluenced by W<strong>in</strong>ston Churchill’s aphorism, talk<strong>in</strong>g <strong>of</strong> <strong>the</strong> three unities.<br />
