with <strong>the</strong> <strong>Europe</strong>an Union is haunted by <strong>the</strong> hanker<strong>in</strong>g for a lost empire.<br />

Euroscepticism has built been on <strong>the</strong> scepticism <strong>of</strong> a nation unwill<strong>in</strong>g to<br />

own up to <strong>the</strong> present.’ 16<br />

In <strong>the</strong> Labour Party, many who opposed supranational <strong>in</strong>tegration also<br />

emphasised <strong>the</strong> <strong>in</strong>heritance <strong>of</strong> Brita<strong>in</strong>’s traditional <strong>in</strong>ternationalism <strong>and</strong><br />

its global reach. This was best transmitted through <strong>the</strong> post-imperial<br />

Commonwealth, <strong>and</strong> one <strong>of</strong> <strong>the</strong> most articulate proponents <strong>of</strong> this view<br />

was Douglas Jay, who wrote <strong>and</strong> debated extensively aga<strong>in</strong>st British membership<br />

<strong>of</strong> <strong>the</strong> <strong>Europe</strong>an Communities dur<strong>in</strong>g <strong>the</strong> 1960s. He went on to<br />

be a lead<strong>in</strong>g campaigner for <strong>the</strong> ‘No’ vote <strong>in</strong> <strong>the</strong> 1975 referendum, hav<strong>in</strong>g<br />

suggested as early as 1968 that a referendum might be held on Brita<strong>in</strong>’s<br />

membership. ‘Brita<strong>in</strong>’s whole future’, he wrote <strong>in</strong> 1968, <strong>in</strong> a Pengu<strong>in</strong><br />

depends on our preserv<strong>in</strong>g <strong>and</strong> streng<strong>the</strong>n<strong>in</strong>g our world l<strong>in</strong>ks <strong>and</strong> our close relations,<br />

political <strong>and</strong> economic, with very many countries <strong>in</strong> all cont<strong>in</strong>ents <strong>and</strong> <strong>of</strong><br />

various political allegiances, colours <strong>and</strong> creeds. Nei<strong>the</strong>r economically, politically,<br />

culturally nor sentimentally are we a merely <strong>Europe</strong>an power – if <strong>in</strong>deed ‘<strong>Europe</strong>’<br />

can be said to exist as anyth<strong>in</strong>g more than a stretch <strong>of</strong> l<strong>and</strong> from <strong>the</strong> Urals to <strong>the</strong><br />

Atlantic coast. The British public just does not feel itself more closely allied to<br />

Poles or Spaniards than to <strong>the</strong> people <strong>of</strong> Australia or New Zeal<strong>and</strong>.<br />

Membership <strong>of</strong> <strong>the</strong> EC might look superficially like a step to a more<br />

united <strong>Europe</strong> <strong>and</strong> a move towards world organisation <strong>and</strong> a wider <strong>in</strong>ternational<br />

outlook for Brita<strong>in</strong>, but, actually, ‘it would reduce our <strong>in</strong>fluence’.<br />

The political k<strong>in</strong>ship <strong>of</strong> Brita<strong>in</strong>, Canada, Australia <strong>and</strong> New Zeal<strong>and</strong> was<br />

someth<strong>in</strong>g <strong>of</strong> <strong>the</strong> greatest value <strong>and</strong> overwhelm<strong>in</strong>gly worth preserv<strong>in</strong>g,<br />

<strong>and</strong> Brita<strong>in</strong>’s <strong>in</strong>fluence <strong>in</strong> <strong>the</strong> world would be far greater if it could act<br />

as a bridge between <strong>the</strong> old <strong>and</strong> new Commonwealth <strong>in</strong> <strong>the</strong> <strong>in</strong>terest <strong>of</strong><br />

democratic <strong>in</strong>stitutions <strong>and</strong> racial harmony, ra<strong>the</strong>r than simply pursu<strong>in</strong>g<br />

<strong>the</strong> aim <strong>of</strong> ‘<strong>the</strong> merg<strong>in</strong>g <strong>of</strong> <strong>in</strong>dependent countries <strong>in</strong> one cont<strong>in</strong>ent’. Indeed,<br />

‘if <strong>the</strong> federalists had <strong>the</strong>ir way, <strong>the</strong> UK would cease, I suppose to<br />

be a member <strong>of</strong> <strong>the</strong> UN; while Ghana, Nigeria, Romania <strong>and</strong> Formosa<br />

[Taiwan] would still belong.’ 17<br />
