4 Methodology for Selecting Criteria for Analysis<br />
This chapter outlines the criteria adopted for <strong>CRIN</strong>'s analysis <strong>of</strong> children's rights in the UPR. <strong>The</strong> methodology is<br />
divided into three stages:<br />
What constitutes a reference to children's rights in the UPR reports<br />
A) Different types <strong>of</strong> references can be classified under children's rights<br />
Examples:<br />
• A reference to particular children's rights issues, such as child labour, juvenile justice or children in armed<br />
conflict.<br />
• A reference to a government's National Plan <strong>of</strong> Action for children.<br />
• A reference to independent bodies monitoring children's rights, such as a <strong>Children's</strong> Ombudsperson or<br />
Commissioner<br />
B) <strong>The</strong> reference must have a clear focus on children<br />
Examples:<br />
Included in the analysis:<br />
“In 2000, CRC was concerned that child labour was widespread and that children might be working long<br />
hours at young ages”<br />
Comment made by the UN Committee on the <strong>Rights</strong> <strong>of</strong> the Child 5<br />

victims”<br />
