To strengthen LGU capacity to manage the decentralization process, including: enhancing capacity of LGUs to manage provincial and local planning, investment programming, and budgeting and enhancing service delivery capability of LGUs The TA supports the country’s response to the global call for ownership, harmonization, alignment, results and mutual accountability under the Paris Declaration of March 2005, by: � Encouraging rationalized and simplified procedures for better implementation of development projects. � Aligning development partner activities with the Government’s planning cycle and development agenda. � Harmonizing the dev. Partners’ policies and procedures among themselves and with those of the Gov’s to minimize costs and delays To provide an analytical overview of key issues that will guide the formulation of ADB activities to support reform of LGU finance and budget processes. To improve LGU finance through efficient and effective delivery of relevant technical, policy advisory, management, and administrative assistance to LGUs for improved fiscal and financial management.
